DMFD breaks ground on new administration building ELIZABETH MEDORA STAFF

ANTHEM – The Daisy Mountain Fire Department broke ground on a new administrative building in Anthem at a ceremony on March 16. The building will be located next to Station 142, just south of Anthem Way, on Daisy Mountain Dr. The new building is expected to be completed in October 2017. The building will be approximately 7,500 sq. ft. and will include offices, small conference rooms, and a large room for some department training. A dedication ceremony is planned for the opening of the administration building. At the March 16 groundbreaking ceremony,

DMFD Deputy Chief Danny Johnson thanked the community for supporting the bond that made this project possible. He also thanked the firefighters who helped educate the community on why the construction was needed and the design team that worked on the plans. “Projects like this don’t just happen,” Johnson said. “They take the support of many community leaders.” Anthem Community Council Board of Directors President Ryan Halleran also spoke at the groundbreaking, thanking the Daisy Mountain Fire Department for their continued support of the community,

PHOENIX – A crime spree with multiple victims ended on the afternoon of March 15 when Phoenix Police officers used an unmarked police car to stop the driver of a stolen vehicle at North Valley Pkwy. and Dove Valley Rd. The driver, who was suspected of multiple crimes, pointed a weapon at a Phoenix PD officer, according to a release from the Phoenix Police Department, and two Phoenix PD officers fired at the suspect, who was pronounced dead at the scene.

The suspect has been identified as 25-year-old Todd Munson. According to Phoenix PD, officers attempted to apprehend Munson as a suspect in a murder investigation; Munson fled from police, stealing vehicles and cell phones from multiple victims as he made his way from Glendale to north Phoenix. One Phoenix Police officer sustained minor injuries as a result of the collision that stopped the driver; no other officers were injured.

‘Art in the Garden’ to be held in Carefree

CAREFREE – Enjoy a morning of free family art activities at the Carefree Desert Gardens on Saturday, April 8. Education and Community Services, a department of the Cave Creek Unified School District, is hosting ‘Art in the Garden’, which will run 8-11 a.m. “We love having the opportunity to brag about all of our ECS programs that are offered to our students and community,” said Gina Durbin, ECS Director. “Art in the Garden features the amazing art and literary work of our students and community members. Our community partners are fabulous and so supportive that we want to give them the recognition they deserve at this community event.” Scully Learning Center, Sonoran Arts League, Desert Awareness Committee, Education & Community Services, Cave Creek Museum, Desert Foothills Library, ECS Kids Club and Child’s Play Preschool, ECS Enrichment and Summer Programs, ECS Storytellers, and Kiwanis Reads will have activities and informational booths. Get draw results sooner with AZGFD portal account NORTH VALLEY – As the Arizona Game and Fish Department completes the random draw process for the 2017 pronghorn and elk seasons, hopeful hunters are being encouraged to open a free AZGFD customer portal account. Create a portal account by clicking the “Sign in to Account” button in the upper right-hand corner of the www. azgfd.gov home page and then select the “Create an Account” option, filling in the requested information. The portal allows customers to create a secure account where they can manage and view their contact information, as well as their license and draw results history and bonus points, in their personal “My AZ Outdoors” section. A portal account is a mobile-friendly, convenient way to access the online license purchase and hunt draw application systems. The random draw process remains on schedule. The department will post an announcement on its web site and Facebook page when results officially are released. All permit-tags and refunds are expected to be mailed by April 21. Healing of Memories Workshop, April 7-9 CAREFREE – The first Healing of Memories Workshop for Women Veterans will be held at the Spirit in the Desert Retreat Center in Carefree, April 7-9. The workshop is devoted to women vets only and will provided them with a safe experiential and interactive way to address anger, loss, grief, and guilt. The workshop is free of charge to any woman service member or veteran, including all meals and two nights lodging. It begins with dinner at 6 p.m. on Friday, April 7 and ends at 2 p.m. on Sunday, April 9. People who have attended this workshop say that it was a major step in their healing from their psychological and spiritual

wounds. Transportation will be provided to those who need it. The Healing of Memories Workshop was created by Father Michael Lapsley, an Anglican missionary priest, who in 1990 suffered the loss of his hands and the sight in one eye from a letter bomb that was sent to him in Zimbabwe by a supporter of the pro-apartheid government in South Africa. After a long recovery from the bombing, Father Lapsley decided to dedicate his life to helping victims of emotional, psychological and spiritual wounds inflicted by war, human rights abuses and other traumatic circumstances. Golf tournament fundraiser at Tatum Ranch Golf Club CAVE CREEK – The Tatum Ranch Golf Club will hold a golf tournament, as one of Cave Creek Rodeo Days’ weeklong events, on Monday, March 27. The scramble format fundraiser begins with sign-in at 10:30 a.m. and tees off at 12:30 p.m., with awards for 1st, 2nd, and 3rd place, and Hole-in-One, Longest Drive, and Closest to the Pin prizes. On April 2, 1967, at 3 p.m., a service and organization of the Desert Hills Presbyterian Church was held at the Carefree Inn. Construction of the church

sanctuary began in 1971, and the first sanctuary was dedicated the following year. In 1981, Christian Education Annex was added. The current sanctuary was dedicated on Easter Sunday, 1989 with the first sanctuary becoming the Fellowship Hall. A major addition was completed in March of 1996, which provided additional classrooms and administrative space. In 2004, plans were in process to replace the former Fellowship Center with a new, multi-purpose building which would include classrooms, offices, kitchen, stage, and seating space. It’s not impossible! Sadly, it is just unlikely. I am talking about March Madness, of course, and the chances of filling out a perfect bracket. Yes, it’s that time of year again, when the NCAA tournaments send millions of fans into a synchronized frenzy each year when 67 teams are vying for college basket ball’s biggest prize. Oh, the glory of heart-pounding, last second, buzzer beating baskets that result in the euphoria of winning, while the rest agonize in defeat and have to go home. There will be tears, cheers, and greatness with one champion at the end of the chaos. How are you at math? According to Forbes, you have a one in 9.2quintillion chance of filling out a bracket without any errors. That is eighteen zeroes behind a nine! But take heart, a professor at DePaul University named Jeff Bergen has come up with better odds – one in

128 billion – on guessing all 67 games correctly. Actually, my brain cannot imagine or even grasp these numbers, since they have no reference in real life. Well, Americans must like March Madness because an estimated three billion bucks are played annually, and that doesn’t even take into consideration businesses that hold contests and pay out prize money. Las Vegas casinos earn about $100 million each spring, the heft of it coming from March Madness betting. There are bracket pools, player pools and then point spread and individual game bets. Of course, most Americans do not enter bracket pools at work to get rich…it is all for fun. Want to win one million dollars? If you work for Berkshire Hathaway, investor Warren Buffet has offered one million big ones for hitting a perfect opening round in their NCAA brackets. The odds of this happening are like getting struck by lightning, while picking up your winning lottery ticket, as you are making your acceptance speech for winning an Academy Award. In other words, don’t get too excited, people. Let’s forget about brackets for a moment, since there seems to be a strange phenomenon occurring during March Madness. This

is considered “vasectomy season.” I am not making this up! It seems urologists all over the country do a great business in scheduling vasectomies in March and quite a few doctors offer “special discounts” and free pizza for watching hoops during recuperation. One Los Angeles urologist runs an ad that screams, “If you have four kids and want to be certain that they are the Final Four – call today for a 40 percent discount.” Ha! I am calling foul! This does not seem right! Let the games begin! Now that many Americans are obsessed with the thrill of the hoops, work efficiency all over the nation will begin to drop for the next few weeks. So let the bets begin! And maybe the drama of the hoops will overtake all the rest of the whacky news cycle and some lucky person will win big. Sharpen your pencils, get going on your brackets. Perhaps place a bet. Order a pizza. Don’t let the math or odds get you down. As Professor Bergen says, “Perfection is really hard to achieve, but fun is a whole lot easier to obtain.” Perfect. PHOENIX – Drivers covered nearly 67 billion miles on Arizona roads in 2016, the state’s fifth consecutive annual increase, according to a Federal Highway Administration estimate. Part of a Traffic Volume Trends report estimating a record 3.2 trillion miles driven on U.S. public roads last year, the Arizona figure demonstrates the importance of maintaining and improving the state’s transportation system, said John Halikowski, director of the Arizona Department of Transportation.

“Highways are Key Commerce Corridors that drive economic growth and jobs,” Halikowski said. “A well-built and well-maintained transportation system positions this growing state to capitalize on its proximity to major markets in California and Texas as well as south of the border.” ADOT maintains all state and federal routes in Arizona, including six interstate highways. The estimated number of vehicle miles traveled in Arizona in 2016 – 66.86 billion –

represented an increase of more than 1.8 billion miles from 2015, or 2.8 percent. Since 2011, the number of miles navigated by Arizona drivers has increased by 7.28 billion, or 12 percent. The 13-state West, including Arizona, had the greatest increase in travel compared with 2015, according to the Federal Highway Administration’s report. ADOT reports vehicle miles traveled for the previous year each June. The agency’s figures also show a steady increase in recent years.

Being an Arizona native, (yes there are some of us out there); I was raised in and enjoy the openness of the lands of our wonderful state. Even though I grew up in the city, I had many opportunities to go out and enjoy the many recreational activities of the Arizona desert. The City of Phoenix has integrated the responsible preservation and use of these lands in many mountain preserves, hiking trails, city parks and in master planned communities. The City of Phoenix Parks Department is responsible for managing the hiking trails and parks that are owned and operated by the City of Phoenix. The trails and parks owned and operated by the City of Phoenix are separate from State Trust Land and have different rules. Hiking trails in the City of Phoenix are for pedestrians, bicycles and horses. There are no motorized vehicles allowed on any trails in city parks and dogs are required to be on a leash. Users are also required to stay on the trails and not go off into the open areas around the trails. Most trails and parks have the specific uses posted at the entrances or in the parking lots if there is one. Please review them prior to using the trail system. It is also very important to observe some basic safety rules, like always tell someone where you went hiking, bring plenty of water, a cell phone, wear appropriate clothes, hats, sun block and shoes for hiking and know your limitations. Many master planned communities or neighborhoods have a trail system through their neighborhoods that are privately owned. Most have similar rules as to the hiking trails and do not allow motorized vehicles

of any kind on them so a rider of a motorized vehicle on a private trail could be cited for trespassing, even if they are a resident of that community. ATV and other off road vehicle riders need to be aware of the laws that govern their use to avoid any criminal charges. There are many open areas that these riders can go to so they can fully enjoy the ATV. For more information on places to ride, go to www.azstateparks.com/ohv. The citations for violating this city code and the operating a vehicle on a dirt surface can be hefty and both officers from Phoenix Police Department and the Maricopa County Sheriff ’s office will take enforcement action on vehicles

Damian, and his dog Bella, from Soldiers’ Best Friend, demonstrated at a meeting of the Sons of the American Revolution the training each went through to help each other. Damian is on the staff of Soldier’s Best Friend as its Director of Veteran’s Programs. The mission of Soldier’s Best Friend is to provide U.S. military veterans living with combatrelated Post Traumatic Stress Disorder (PTSD) or Traumatic Brain Injury (TBI) with Service or Therapeutic Companion Dogs. Most of the dogs are

AZGFD accepting applications for desert tortoise adoptions

PHOENIX – Nearly 100 desert tortoises will soon awaken from their winter slumber and the Arizona Game and Fish Tortoise Adoption program will be once again be looking for good adoptive homes. There is no charge to adopt a tortoise. The desert tortoises up for adoption are a wide range of ages and sizes. AZGFD is accepting applications for those willing to provide a special home. Adoption application packets and general information can be found at www.azgfd.gov/tortoise. Adopters need to have a securely enclosed yard or separate enclosure in their yard, free from potential hazards such as a dog, fire pit or unfenced

pool. The enclosed area must include an appropriate shelter for the tortoise to escape Arizona’s extreme summer and winter temperatures. All of the desert tortoises eligible for adoption will be given health checkups before going to their new homes. Tortoises are only available for adoption to residents living within the species’ native range, which includes the Phoenix, Bullhead City, Kingman, Prescott, Lake Havasu, Tucson, and Yuma areas. Desert tortoises offer a unique alternative to more traditional family pets and can teach many of the same life lessons to children, including responsibility, compassion, and

commitment. Contrary to many assumptions, desert tortoises can be interactive and provide companionship without as many demands as a cat or dog. Potential adopters are encouraged to read the captive desert tortoise care information available online at azgfd.gov and determine whether or not you are able to provide the shelter and yard enclosure a desert tortoise requires, as well as the necessary care and treatment. YAVAPAI COUNTY – Recently, Governor Doug Ducey extended Yavapai County Sheriff Scott Mascher’s appointment as Chairman of the Arizona Peace Officer Standards and Training (POST) Board for an additional three years. The term will run to October of 2019. Mascher was originally appointed as Chairmen in October 2013 and will continue to oversee the 13-member board, comprised of law enforcement leadership statewide. POST provides services and standards oversight to approximately 163 law enforcement agencies, encompassing over 14,500 sworn peace officers, 6,500 correctional officers, and 16 police training academies. According to the AZPOST web site, POST is committed to producing and maintaining the most professional law enforcement officers in America. The board was originally established to address the need for minimum peace officer selection, recruitment, retention and training standards, and to provide curriculum and standards for all certified law enforcement training facilities; the

Board has been charged with additional duties since its original 1968 charter. “I am honored to continue my service as Chairman of the AZ POST Board and intend to maintain the high standards expected of this agency. One of my ongoing objectives is to see an increase in funding for law enforcement agency support and training with a focus on our rural law enforcement partners,” Mascher said. Mascher noted that police academy training is a critical component of POST support, with a goal to ensure agencies are certifying the most highly qualified and trained personnel to serve communities throughout Arizona.

Cave Creek Rodeo Days starting March 25 CAVE CREEK – Saddle up for the 40th Anniversary Cave Creek Rodeo Days! The fun starts Saturday, March 25 and runs through Sunday, April 2. “Tale as old as time”. In 1946, French artist, playwright, and filmmaker Jean Cocteau brought a classic of storytelling to stunning, visionary life. “Beauty and the Beast” has since been retold and reimagined, though it wasn’t until 1991 that a film would come close to matching the magical quality of Cocteau’s film. Disney animation crafted a children’s musical that would become a beloved staple for a generation of young people. Director Bill Condon, “Mr. Holmes” and “Dreamgirls”, adapts the Disney animated film in near shot-for-shot fashion, lovingly recreating many of the moments fans will remember from the classic animation. Add a group of talented live action actors, computer generated household items like the candelabra “Lumière” and the teapot “Mrs. Potts”, and a digitally composed beast, and it would seem like all the pieces are present to make another beloved film for a new generation. To a large extent, this rendition of “Beauty and the Beast” works just fine, supplying enough uplifting tunes and beautiful imagery to arouse a sense of nostalgia or make you forget that you’ve seen this film many times before. Emma Watson plays the confident Belle with wit, charm, and tenacity. Belle has always been one of the more interesting of the Disney princesses, a maturing girl raised by her father in a village that she has outgrown. Her escape ultimately comes in the form of a capture.

BEAUTY AND THE BEAST Directed by: Bill Condon Starring: Emma Watson, Dan Stevens, Luke Evans, Josh Gad, Kevin Kline, Ewan McGregor, Ian McKellen, Stanley Tucci, Audra McDonald, and Emma Thompson Monte’s Rating: 3.50 out of 5.00 Watson fits the role perfectly; her look and handling of the character’s defining qualities, the empathy and intelligence especially, is the glue that holds the film together. Dan Stevens plays the Beast, a performance composed with a motion capture suit that is then transformed digitally into the towering, roaring monster. This method works half the time, mostly when Watson is there to support and react to the performance. Whenever the Beast is left to portray dramatic moments, and sing

on a few occasions, some of the digital seams are revealed and the emotion that should come through, as it did with the beautiful performance by Jean Marais in Jean Cocteau’s film over 70 years ago, is lost. Still, Condon builds such a spectacle of song and dance that even a talking pot, voiced by Emma Thompson who accomplishes the giant charge of replacing Angela Lansbury, and a mannerly candelabra, voiced by Ewan McGregor and tasked with singing “Be Our Guest”, are provided opportunities that will undoubtedly sweep the viewer into all the fun. As for all the controversy that has produced anger and boycotts from different groups, these scenes are so minuscule, so slight, so simplistically woven into minor moments in the film that unless you go into this film specifically looking for controversy, you will hardly recognize it. For a film that displays a character living in a world that attacks difference, it seems so foolish to think that some viewers wouldn’t recognize the moral of the journey of Belle, which is empathy, acceptance, and knowledge above all can change anything. “Beauty and the Beast” spends more time, over two hours, building a display of lavish digitally composed atmospheres than it does trying to establish a better narrative or deeper connections to the interesting characters found in this fairytale. Still, the loyal and dutiful allegiance to the original animated feature may be enough to overlook the blemishes.

Jenny’s drawing surfaces blend historical traditions of classical folk artists, with a twist of Mesoamerican cultures, Spanish flare and the bright spice of the American Southwest. Growing up in rural west Texas, where the weather, terrain and culture are sisters to Arizona, she celebrates her desert southwest lifestyle and loves every bit of the diversity. Jenny credits her grandmother, a self-taught architect with a successful design career, as her greatest influence on her own creativity. Following in family tradition, Jenny considers herself a self-taught artist, as well. Throughout her life, she has enjoyed experimenting and working with drawing and painting in a variety of mediums, but it was her first career, in graphic design, that brought all the elements of design together for her. She attended Texas A&M, where she majored in journalism and design. Here, design pulled ahead, and Jenny went on to work in the field of advertising. Jenny quickly advanced to advertising director for an advertising agency with the ability to push the envelope with visual imagery in marketing. Many creative individuals begin their journey in a corporate art career. They eventually give in to the sirens call to jump out of the box, into a space where they can dance their own dance. This happened for Jenny when she moved to Arizona, with her husband’s career over 20 years ago. At that point, Jenny recognized she had an opportunity to transition into a full-time career as an artist. Her medium would be pastels for their stand-out brilliant color properties and blending capabilities creating the greatest

Arizona bill would allow schools to stock and administer asthma medication CHRISTOPHER SILAVONG CRONKITE NEWS

PHOENIX – Arizona’s asthmatic children might breathe easier this fall if legislation shielding public and charter schools from lawsuits for dispensing aid without parental consent becomes law. House Bill 2208 would allow public and charter schools to stock and administer asthma medication to students during an emergency. “(This) could be the difference between a life or death

situation for a child,” said bill sponsor Rep. Heather Carter, R-Cave Creek. Of course, school officials would call 911 for an emergency, but for rural schools or schools without a nurse, every minute counts, Carter said. Some schools already have a process in place where parents sign a form giving the school nurse consent to administer inhalers to students. The student’s family supplies the medication.

“The inhaler must be in its box with the prescription information on the label,” said Lucinda Sorensen, a registered nurse with the Laveen Elementary School District. But sometimes students forget their inhaler at home or aren’t aware they have asthma. Sorensen, in her seven years of nursing, cited one time she couldn’t help a student right away. The student didn’t have asthma attacks often, but he couldn’t find his inhaler so he went to the nurse’s office. “The school called the parent who brought it in for the child to use,” she said. “If we were unable to reach the parent, or if the situation was severe, we (would have called) paramedics.” Schools don’t regularly stock inhalers for use because there aren’t any legal protections for them. HB 2208 would remedy that by providing civil liability immunity for schools. So, if students have a sudden asthma attack and forgot their inhaler or don’t have one, they can go to the nurse’s office for a quick spray and return to class. Various things, such as allergens, smoke and exercise can trigger asthma, said Dr. Lynn Gerald, clinical director for the University of Arizona’s Asthma & Airways Disease Research Center. “Asthma is a very common disease in children,” Gerald said.

The Centers for Disease Control and Prevention estimates that in 2013, about 11 percent of Arizonans ages 18 and younger had asthma, according to the most recent data. That’s about 174,000 children, according to the Arizona Department of Health Services. In 2014, nearly 6,000 children visited an emergency room and were hospitalized for asthmarelated incidents, according to health department estimates, costing more than $174 million. “An inhaler is just a way to deliver medication to the lungs,” Gerald said. “It’s a short-acting medication. When children have an asthma attack, (the medication) releases the muscles around their lungs and allows them to breath.” Carter didn’t know why the provisions in the bill weren’t already in the books, but she was more than willing to champion the legislation, said JoAnna Strother, regional director of public policy for the American Lung Association. The University of Arizona, along with lung association, began a pilot program in the Tucson and Sunnyside unified school districts in 2014 to study the effects of having inhalers stocked in schools. The study will conclude this May. During the program’s first year, school health administrators used stocked inhalers on 222 asthma attacks, Strother said.

Ambulance transportation fell 40 percent, and 911 calls fell 20 percent, she added. Stocking inhalers would cost schools about $70 to $112 a year depending on the school’s size, she said. The bill would allow schools to apply for grants, accept donations from companies or buy the medication and disposable asthma spacers, a mouthpiece letting one inhaler be used by multiple students. The Arizona School Administrators Association, a nonprofit educational research group, originally opposed the legislation. Association Executive Director Mark Joraanstad said it was “too broad.” It initially required all school personnel, including teachers, be trained to administer inhalers, he said. But the group backed down after working with Carter to focus the bill’s language to training only school health officials. The bill passed the House of Representatives with wide support in February. Eight Republicans voted against the bill. The Senate is now considering the bill. “The stories you hear about this legislation are compelling,” Carter said. “Unfortunately, many times during the school year, students suffer from a respiratory emergency.
