Construction begins on New River gas station ELIZABETH MEDORA STAFF

NEW RIVER – A gas station and convenience store at the I-17 and New River Road intersection has been in the works for years, and now ground has been broken in the beginning of construction on the site. Construction officially began after ground was broken on the site last Friday. “We anticipate the store will be finished by 7/1/17 depending on weather and unexpected construction issues,” said site owner Marvin Rose, in an email interview. “We will offer gasoline, diesel and propane along with an electric charging station and

to describe the function of CERT and their roles in immediate response. Class participants will also learn to identify and reduce potential fire hazards and how to work as a team to apply basic fire suppression strategies. First aid training will also be offered in CERT, including how to select and set up a treatment area; applying techniques for opening airways, controlling bleeding, and treating shock; conducting triage under simulated conditions; performing assessments; and employing basic treatments for various wounds. Search and rescue information will be taught, such as identifying planning and sizeup requirements for potential search and rescue situations, describing the most common techniques for searching a structure, using safe techniques for debris removal and victim extrication, and describing ways to protect rescuers during search and rescue. Developed by the Department of Homeland Security for Local Community Preparedness, this 24 hours of training is provided free of charge and is tailored to the north valley community. Training is open to anyone

would involve and the increase in traffic. Many residents particularly did not want overnight parking, and Rose said they have agreed to discourage any overnight truck parking. During one of those community meetings in 2014, the developers made a good neighbor commitment to New River, and that assurance continues. Rose said that the developers “plan to support the community and be an asset to the area.” Further updates on the construction will be shared as they become available.

The Federal Emergency Management Agency began promoting nationwide use of the CERT concepts in 1994. In 2004, Daisy Mountain Fire Department formed its own CERT to assist the communities of Anthem, Desert Hills, and New River. CERT training promotes a partnering effort between emergency services and the people that they serve. The goal is for emergency personnel to train members of neighborhoods, community organizations, or workplaces in basic response skills. CERT members are then integrated into the emergency response capability for their area. If a disastrous event overwhelms or delays the community’s professional response, CERT members can assist others by applying the basic response and organizational skills that they learned during training. PVCC at Black Mountain hosting ‘STEAMtastic’ event SCOTTSDALE – On Thursday, March 9, Paradise Valley Community College at Black Mountain will host the 4th annual ‘STEAMtastic’, an event promoting science education in the north valley community. The event is free to the public and designed for all ages. STEAMtastic uses a hands-on approach to promoting science, technology, engineering, arts, and math. The goal of the event is to help make STEAM fun and show attendees how science, technology, engineering, art, and math are a part of their everyday life. Event activities are intentionally selected to address the STEAM fields. The OYMYW of the Year program recognizes and honors the outstanding achievements of young people, enhances the perception of youth, and raises community awareness of the positive contributions of youth. Have you ever made a mistake so huge that it was life-altering? Yes, I suppose with the privilege of growing older, we get to occasionally really make a mess of things. The question is: how do you go forward after you have wrecked your own life? You might recall my best friend Jan and her husband Bob. Married for over thirty-five years, happy and content, both were in retirement and enjoying the good life. Except that Bob, age seventy-eight, meets up with an old flame and ends up leaving Jan for his “one true love” who lives in Hawaii. Guess he wasn’t so “happy or content.” When Bob left, his grown kids, grandkids, friends, family and wife were in total shock. Jan has said she could never pick up one clue that Bob was restless or unhappy. And then he flew off to be with his seventy-six year old girlfriend, leaving his sixtytwo year old wife wondering what he had been smoking. Bob wanted to “live an authentic life” and moved to Hawaii. I guess the Hawaiian shirts, ocean breezes, endless beaches, fruity drinks and gorgeous

sunsets all got boring pretty quickly. Yes, the grass skirt may be greener on the other side of the ocean but it all came crashing down in just six short months. Bob has left the “island of sin” to repent and made it back to the mainland just in time to see his house with a “for sale” sign being installed in the front yard. Looks like Jan has moved on and has no interest in “getting back with a liar.” Bring in the lawyers. Till death do us part? Hey, not so fast. There is a growing trend called “gray divorce.” Couples over the age of sixty are divorcing in astounding numbers! In fact, couples over

For Valentine’s Day Bob sent Jan a box of chocolate covered cherries, three dozen roses and a diamond ring as a token of his sincere love and apology. Not sure what Jan will do next, but she did keep the ring, gave the chocolates to a neighbor and took the flowers to the local hospital to be distributed to patients who have no family close by. Psychologists claim that

PHOENIX – The Sonoran Trails Middle School Robotics Club, located in the Cave Creek Unified School District, competed in the Good Year Qualifying Tournament. Although they faced some mechanical difficulties and a broken fuse, the team had an awesome time and gained great experience at the qualifying tournament.

On Feb.13, Club sponsors, Ms. Fauss and Mr. Colores, received a call from Arizona FIRST Tech Challenge (AZ FTC) and was told that the STMS Robotics Team won the “Innovate Award” and will be moving forward to the State Tournament, Feb. 25, at Northern Arizona University. Principal Bill Dolezal said, “We could not be more proud

of our STMS Robotics Team – in only their second year of competition, to come away with the “Innovate” award and be invited to compete in states as a middle school team speaks to the students’ and advisors’ hard work and ingenuity. Congratulations and good luck to Ms. Fauss, Mr. Colores and to all the STMS Robotics members.”

and is involved with several community non-profits. “I have always supported Anthem,” Ruff said, adding that she has “always been an advocate for supporting Anthem Parkside and the residents.” Ruiz said that, as an 8-year Army veteran, he sees the importance of “leading from the front.” “I want to be part of the direction Anthem goes,” Ruiz said. Parkside Board of Directors candidate Fyke has served six years on the ACC Board of Directors. He noted that he hadn’t been planning to run for another office, but after hearing that the Parkside board would be losing “two very, very good board members” [Ruff, who is seeking another office, and Loren Linscott, who is not seeking re-election], Fyke decided to run for the Parkside Board. “I figured, I got two more years in me,” Fyke said, noting the responsibilities of the position and the need for further communication between the Parkside board and the residents, saying that he is always willing to talk with residents, in person and through social media. Jerich noted he is a retired steel executive and said he knows “how to communicate.” “Parkside is going to come to the forefront,” Jerich said, referencing “improvements that can be made and will be made with your help and the help of the residents.” Miller referenced her past experience as a system engineer and her work on multiple Anthem committees. “I know how to problem solve,” Miller said. “I have an open door policy.” Beyond the typical candidate questions, the Parkside forum spotlighted candidate qualifications, specifically residency and if write-in votes are counted. Each candidate was asked specifically if they live in Parkside, and five said yes. Jerich, however, is a Country Club resident who owns property in Parkside.

“I’ve got time, and I’m going to run because I think there’s a job that needs to be done in Parkside,” Jerich said in response to the residency question. Parkside staff confirmed to The Foothills Focus that the qualifications for running for the Parkside board do not specifically state that candidates must live in Parkside, provided that they are homeowners in good standing. A candidate could even live out of state and run for the board, provided they meet the other qualifications. Fyke noted at the forum that living in a community helps board members see firsthand what’s happening in the community and said that with running for the Parkside board instead of the ACC board, he is “switching gears from seeing the entire community to seeing what my fellow residents are seeing.” The issue of write-in candidates was brought forth; Parkside Board President Doug Sutherland said write-in candidates would not be counted due to technical difficulties with electronic counting. Recently, Parkside resident and Anthemstuff creator Jeanne Boulware launched a social media campaign as a write-in for the Parkside board, as she did not file to run by the cutoff date. She said in a statement to The Foothills Focus that, as a stay at home mom, she had questioned whether she could properly contribute to the APCA Board and had let that selfdoubt stop her from submitting her candidacy application by the deadline.

“Since then, I checked with knowledgeable people and was even told by a former APCA President that write in was a possible and viable way to run, as previously write in votes had been counted in elections. I for one have written in a candidate before,” Boulware said. “When I decided to run as a write in candidate, I had no idea that it would snowball as it has. While I respect President Sutherland’s decision to not count write ins this election, I do not agree with his opinion or stance,” Boulware continued, saying she’s disappointed that voters who choose to write in a candidate “won’t have their voices heard” and that the HOA should encourage voter participation. She emphasized, however, that she respects the decision made. “Since then, I have approached the board and President Sutherland about other ways to serve in my HOA. We have already come up with other plans, and I am so happy I can work and serve in my community. It’s my hope to encourage others, who may feel as I did, to speak up and find ways to serve in our community,” Boulware concluded. It’s uncertain whether writein votes have been counted in past elections. According to Parkside Community Manager Mary Beth Zahn, the last time write-in candidates were on the ballot was in 2011, and those votes were not counted because they were for “cartoon characters and pets.” “Our documents do not have a requirement to include write in candidates,” Zahn wrote in an

email to The Foothills Focus. “We have not had write in candidates on the ballots since 2011. There is no law in Arizona that requires us to include the write-in option

on the ballot.” Live streaming meetings for those who can’t attend board meetings has been brought up repeatedly, and candidates agreed this would be a good idea, if it can be made financially feasible. “I’ve always been for openness,” Miller said regarding recording meetings. “I think it would be a great asset.” Voting in these elections is open to Anthem residents: homeowners and renters whose landlords give them proxy to vote. NORTH VALLEY – Daisy Mountain and Black Canyon Fire Departments have been considering consolidating into one fire district, and three public meetings were held last week to provide information to local residents and answer questions about this possibility. DMFD Fire Chief Mark Nichols opened the Feb. 16 meeting at DMFD Station #141 by explaining the background of the discussion and noting that nothing has been decided yet, saying they are looking “to see if this is going to be a good match.” DMFD fire board member Delene Mahoney noted that the DMFD board “has decided consolidation is the only option we felt comfortable with.” Under consolidation, Daisy Mountain Fire would incorporate Black Canyon into the DMFD district. The Black Canyon employees would become DMFD employees, and the BCC fire board would be dissolved. To consolidate departments, both fire boards would need to approve this decision. Key themes of the Feb. 16 meeting included funding, details on pros and cons, effect on response time, and other options besides consolidation. Mahoney emphasized that consolidation would not cost DMFD “one penny”. She noted that BCC Fire is currently functioning on financial reserves to meet their budget. The Black Canyon Fire District is in financial crisis, due largely to a legislative limit for special districts. This district has five full-time members, as well as a part-time and reserve pool. The department currently sends out four first responders to calls; under consolidation, this would be reduced to two first responders per call, until the budget allows for more staff. Mahoney noted that in regards to funding, the tax base is guaranteed funds. The financial data prepared that looks at consolidation is conservative and includes only known

revenue; additional revenue may be generated from other sources, including grants. “Our goal is to absolutely go to 4-man trucks as soon as possible,” Mahoney said, referring to the consolidation possibility, noting that many districts are consolidating for financial reasons. Consolidating the two fire districts allows some administrative staff sharing, which saves money. Some group costs savings could be expected, as well, since the larger the district, the larger the buying power. Combining the districts would bring Black Canyon into Daisy Mountain’s automatic aid partnership with multiple other fire departments in the state. Currently, BCC Fire is a mutual aid partner, which means they are not automatically assigned to assist where needed, and their communication system differs from DMFD. DMFD board chairman Brian Moore explained that, at this time, when Black Canyon and Daisy Mountain Fire Departments are working a call together, they aren’t on the same communication system. This necessitates phone calls and the need to change radio channels, and Moore called this a “safety handicap” since it can hamper communication among firefighters during a call. Deputy Chief Danny Johnson said at the Feb. 16 meeting that once they have a better indication of what is going to be done, the department could have experts perform a radio survey to address the communication issues. Right now, the survey is on hold, waiting for a decision on consolidation; if approved, BCC Fire reserve capital will be absorbing those costs as part of the consolidation. “Those mechanisms are ready to be pulled right now as soon as we get the go,” Johnson said. Residents at the Feb. 16 meeting questioned how consolidation would affect emergency call response times and if responses would be in any way delayed by an ambulance going up to Black Canyon City.

Moore noted that DMFD is already required to provide backup in Black Canyon City when their unit is out, and that for most serious medical emergencies, getting prepped for transport to a hospital takes about 20 minutes, by which time a transport vehicle will have arrived. Captain Houston Todd further explained the transport time, noting that first responders on-scene also need to check hospital status and unit response. For major incidents, such as accidents on the freeway, crews en route will be communicating with the first responders and may order a helicopter at that time, to ensure that if it’s required, it’ll be there when needed. “If it’s a transport time situation, we’re going to call a helicopter if it’s critical, so we can get them out of there as fast as possible,” Todd said. Commenters also asked about the impact on DMFD if BCC runs out of money to pay staff and becomes a volunteer department. BCC Fire is the first response to emergencies in their district area, which includes an accident-prone section of the I-17. Nichols noted at the meeting that crews would still need to go up there to assist when needed. In a follow-up interview with The Foothills Focus, Nichols also noted that if the first responders were all volunteers, response time will be dependent on how the station is staffed: “if the volunteers are not at the station but are members of the community that run to the fire station when they are notified of an event it will be a delayed response.” Residents of both fire districts are encouraged to learn more about what consolidation would look like by visiting www. daisymountainfire.org or www. bcvfd.org, where financial charts and more details are available. Moore emphasized at the close of the Feb. 16 meeting that the DMFD board is looking out for the community. “We want to see the best possible service in the amount of money we can levy. We’re your representatives,” he said.

Arizona group files initiative to put recreational marijuana on ballot again CHARLIE CLARK CRONKITE NEWS

PHOENIX – Arizona voters in November rejected the latest attempt to legalize recreational marijuana in the state, but a local group wants to take another run at the effort. Safer Arizona, a political action committee, filed an initiative on Feb. 16 with the Secretary of State’s office to get the issue on the November 2018 ballot. The initiative, called the Safer Arizona Cannabis Legalization Act, would legalize recreational marijuana for adults age 21 and over. If voters approve, the measure would, among other things: • Legalize the possession, use, consumption and transportation of marijuana for adults 21 and over. • Repeal marijuana prohibition entirely and replace jail time for offenses with fines. • Allow for home cultivation of up to 48 plants. • Establish sales tax guidelines and allocate tax dollars for education. • Provide a reprieve for people who have prior convictions for marijuana-related offenses. “This is what people are getting at when they go for cannabis legalization,” said Dave Wisniewski, chairman of Safer Arizona, the committee behind the initiative. “Everything that has passed so far has been investor driven and doesn’t take on the whole problem.” In November, Arizona voters defeated Proposition 205 by a 51.3 to 48.7 percent margin – or 1.3 million against to 1.23 million in support, according to the Arizona Secretary of State’s office. Of the five states that had recreational marijuana on the ballot in November, Arizona was the only state to reject the proposal. The well-

funded opposition campaign, Arizonans for Responsible Drug Policy, had raised more than $5.6 million, according to campaign filings, more than the opponents in the four other states – California, Maine, Massachusetts and Montana – combined, according to an earlier Cronkite News article. Chuck Coughlin, president of public affairs and political consulting firm HighGround, said Prop. 205 was premature and poorly crafted. “We just legalized marijuana out here, and there are still lots of questions within the state about how to enforce those laws,” he said, referring to Arizona voters’ 2010 decision to legalize medical marijuana. “It is a dramatic amount of change in a short amount of time. Other places had medicinal legalized for some time before full legalization.” Coughlin added that the combination of organized resistance, principally from the Governor’s Office, as well as concerns within the larger electorate about the regulation of marijuana led to Prop. 205’s failure. But Wisniewski is optimistic the new proposal will not meet a similar fate. “Prop. 205 was legitimately a very flawed law. There was a large population of cannabis consumers who voted ‘no’ on it,” Wisniewski said. “I don’t believe Arizona voted down Prop. 205 because they didn’t want marijuana.” Wisniewski said the Safer Cannabis Legalization Act differs from Prop. 205 in several ways, including a higher ceiling for home grows, a capped general sales tax, and it would place regulation under the Department of Agriculture rather than creating a new department. However, marijuana legalization opponents have not softened their stance.

“Unless and until I see that the new administration is as lacking in this regard as the previous one, my time and attention will not be diverted by efforts to circumvent the Controlled Substances Act through an Arizona initiative,” Maricopa County Attorney Bill Montgomery said in a statement. Recreational and medical marijuana remain illegal under federal law, and President Donald Trump’s stance on marijuana isn’t clear, according to an NBC News article. Yavapai County Attorney Sheila Polk also said she is confident Arizona will continue to vote against marijuana legalization and that legalization is “bad public policy” and “bad for the state.” Coughlin said that although it may be more challenging to get this passed during a midterm election, he does see the Arizona electorate shifting toward more support over time, citing more mature discourse about the topic and familiarity with how neighboring states have been impacted. Political analyst and pollster Michael O’Neil expressed a similar outlook and criticized legislators for being shortsighted. He said that if legalization passes by initiative, the Legislature loses the ability to design and regulate this the way they would like. He said lawmakers could “put tight controls on it and have a much more palatable bill.” “Maybe they’ll put up a good fight on this one, but they’re being shortsighted,” he said. “They want to do nothing, and eventually one of these things is going pass.” Safer Arizona will have until July 2018 to collect 152,000 valid signatures to get the initiative onto the 2018 ballot. Director Gore Verbinski has crafted quite an interesting career. After striking genre gold with the remake of the Japanese horror film “Ringu”, orchestrating one of Disney’s most successful franchises with “Pirates of the Caribbean”, and continuing collaboration with Johnny Depp on the animated film “Rango” and the reboot of “The Lone Ranger, it seems like Verbinski is poised to do whatever he wants to do with his next film. It doesn’t take long to realize this quality in the director’s new film “A Cure for Wellness”. For nearly two and a half hours, Verbinski compiles a beautiful, confounding, and chaotic medley of his favorite and most influential film scenes recreated. One moment you are whisked away on a train ride through the Swiss Alps in a moment of stunning scenery, the next you are offered images of unnerving and repulsive situations. It’s undeniable that Verbinski and director of photography Bojan Bazelli can find the beauty in any situation. Unfortunately, coherence doesn’t seem high on the priority list. Lockhart (Dane DeHaan) is an ambitious and arrogant young executive who is moving his way up the business ladder. However, he is blindsided by the higher-ups and tasked with going to a reclusive “wellness center” to bring back the CEO who left under suspicious circumstances. Upon arrival,

Lockhart very quickly realizes that there is something very mysterious about the “wellness center”, which leads an investigation to discover the many secrets that lie within the walls of the facility. Aside from this basic overview, the plot doesn’t make much of a difference. Verbinski never seems too concerned with providing any kind of answer to the bizarre and sometimes completely outlandish happenings in the film. Instead it’s the questions, mostly proposed through strange visuals, which pose the primary focus for the director. To this extent, the director achieves a rich and striking palette of oddities; gothic beauty reminiscent of the Hammer Horror age with the gray and blue colored world seen in Alfonso Cuarón’s “Children of Men”. Thematically the film feels like a “greatest hits” of influences; “The Abominable Dr. Phibes”, “Phantom of the Opera”, and

“Dracula” are a just a few of the older references, while Martin Scorsese’s “Shutter Island” seems to be the most pertinent newer one. Most interesting are the intersections with the style and tone of Roman Polanski’s darker visions. Still, these pieces of influence don’t play much of a bigger role than making the film interesting to look at. While there are moments that suggest better narrative angles, specifically about societal concerns related to isolation and illness, they are never completely realized. Dane DeHaan’s lead character Lockhart, who is unlikable throughout the majority of the film, doesn’t help the narrative. While you may root for him as a detective unraveling a mystery, you may also not care when bad things happen to him. And bad things happen, disturbing and cringe-worthy things. Verbinski goes for shock in numerous horror scenarios; giant eels, bodies afloat in tanks, gore, and one scene, not to be spoiled, that will tap directly into a nightmare many people have. The picturesque quality of “A Cure For Wellness” sustains much of the engagement, but the narrative leaps into so many different places by the midway point, with a final act that completely devours any semblance of structure established before it, the film never quite recovers. However, credit to Verbinski for bringing what seemslike an uncompromised nightmare to life.

Cave Creek Museum hosts archaeology events and Home Tour CAVE CREEK – This March, Cave Creek Museum is celebrating Archaeology Month with several programs and its annual Home and Garden tour. The museum features an extensive collection of prehistoric and historic artifacts that describe the lives of Native Americans, miners, ranchers and pioneers. The museum is open WednesdaySunday, 1-4:30 p.m. and Friday, 10 a.m.-4:30 p.m. The Cave Creek Museum’s historic Stamp Mill will be in action on Saturday, March 4 at 1:30 p.m. Bring the entire family to watch the Stamp Mill operate. See this early 1900s Golden Reef Mine Stamp Mill in action as volunteers crush hard rock ore in search of gold that can be separated and saved. The museum is pleased to showcase this 10-Stamp Mill that came from its own mining district and was originally located on Continental Mountain. Also taking place on Saturday, March 4 is “Diggin’ History”, from 2-3 p.m. Archaeologist Mark Hackbarth will share his experiences exploring

and excavating pre-history archaeological sites in the Desert Foothills region. Guests will learn about hundreds of mapped excavated and unexcavated sites within town borders, including the Mueller site, whose artifacts are displayed at the Museum. Hackbarth will discuss the process of determining, mapping, and unearthing these locations, and the preservation of the artifacts found there. On Sunday, March 5, Cave Creek Museum will join the Arizona Archaeological Society and Maricopa County Parks and Recreation at the Spur Cross Archaeology Expo from 9 a.m.-2 p.m. at Spur Cross, 44000 N. Spur Cross Road, in Cave Creek. The fun, educational day features guided hikes to archaeological sites, booths, crafts, lectures, pottery, and flintknapping demonstrations, plus hands-on children’s activities will be featured throughout the day.
