CAREFREE – Carefree just kicked off its second annual Enchanted Pumpkin Garden.

This free, one-of-a-kind fall festival features the worldrenowned master sculptor Ray Villafane’s whimsical pumpkin carvings, and a new unveiling of life-sized scarecrows, which weave through four acres of Sonoran Desert.

The festival runs from now until Oct. 31, in the town center at the Carefree Desert Gardens from 10 a.m. to 10 p.m. daily, and will include family carving nights with Villafane, pumpkin vignettes, pickled 3D carvings displayed in cacti, scarecrows,

kids crafts, a pumpkin pie eating contest, craft beer gardens, food trucks, and trick-or-treating on Halloween night.

The Foothills Focus got an exclusive behind-the-scenes look inside the artist’s studio last Friday, as Villafane and his small team of artists prepared for the opening day, transforming regular pumpkins into magical, playful characters, giving life to each gourd by meticulously staging every artful detail.

New to this year’s display is the addition of hand crafted, life-sized scarecrows made with organic material found in the

ANTHEM – Anthem welcomes one of the most beloved carnivals and craft fairs back to the Valley this weekend.

Autumnfest will return to the Anthem Community Park on Oct. 22-23. The all-day event will have activities and vendors for all ages and families.

“It’s a turning point in the season,” said Michele DeMichele, director of special events for the Anthem Community Council. “People come to shop, decorate pumpkins, take great family

Licenses and Control, which would oversee the production, distribution, and sale of marijuana throughout the state.

Arizona’s governor would appoint the director of this department and seven members of the Marijuana Commission.

The Legislative Council Analysis specifies that an additional 15 percent tax on retail sales of marijuana would be imposed. Funds raised through application, licensing, administrative fees, taxes, and fines and penalties are then slated for a Marijuana Fund. The Marijuana Fund breakdown: first, operating costs for the Department of Marijuana Licenses and Control and the regulation ensuing would be paid. Secondly, 50 percent of the license fees from each marijuana-related business would be slated for the city, town, or county in which the business is located. The final distribution of the Marijuana Fund would be 40 percent to school districts and charter schools for educational expenses, another 40 percent to school districts and charter schools for full-day kindergarten, and 20 percent to the Arizona Department of Health Services for public education campaigns regarding alcohol, marijuana, and other substances.

Operating any kind of vehicle while under the influence of marijuana would remain strictly illegal, according to the Legislative Council Analysis.

Providing marijuana to anyone under 21 is also illegal, as is possession or use of marijuana while on the grounds of any K-12 school. Employers can prohibit smoking marijuana on workplace grounds, and further restrictions may be put in place.

The regulation of the bill includes a clause that voters of a town, city, or county could enact a measure prohibiting certain types of marijuana establishments in that area.

The violations clause of the bill specifies that smoking in a public place, underage use, unauthorized production, and possession of more than one ounce (but not more than 2.5 ounces) of marijuana would

all be subject to petty offense penalties of a maximum fine of $300 and community restitution.

The Joint Legislative Budget Committee released a required fiscal impact statement and projected that the taxes and licensing fees would generate $53.4 million in FY 2019 and $82 million in FY 2020. Based on those estimates, Arizona schools are projected to receive approximately $30 million total in 2019 and $55 million in 2020.

Arguments for and against According to a Sept. 7 Cronkite News article, about 50 percent of Arizona voters are in favor of legislation that would legalize recreational marijuana use for Arizona adults 21 and older. (Poll: About half of voters favor making marijuana use legal for adults, by Cassie Ronda, with contributions from Veronica Acosta) The 2016 General Election Pamphlet lists pages of arguments on both sides of the debate.

Retired DEA Supervisory Special Agent Michael Capasso and retired DEA Agent Finn Selander, both of Phoenix, cosigned a letter in the 2016 General Election Pamphlet in support of passing Prop 205.

“Each of us put in 20 or more years in the Drug Enforcement Administration and other law enforcement entities.

And both of us realize that marijuana prohibition is a failed drug policy that should end,” reads the second paragraph of the letter.

“Prohibition doesn’t keep marijuana off our streets or decrease use,” the letter continues. “And it certainly doesn’t keep marijuana out of the hands of teens. But prohibition does result in billions of dollars in profits flowing to drug cartels.”

“We have seen the consequences of America’s marijuana prohibition policies.

It is long past time to allow adults to legally buy marijuana.

Taxation and strict regulation should be the mantra when it comes to marijuana. Now that we are retired from the DEA, we can speak out and say that marijuana should be taxed and regulated to keep profits from

ruining our streets and causing mayhem south of the border.”

“We support Proposition 205 because cartels should not continue to rake in our dollars and create havoc on our streets,” the former DEA agents’ letter concludes.

According to the Arizona Secretary of State’s Office, financial contributors to the Campaign to Treat Marijuana Like Alcohol, Sponsored by Marijuana Policy Project include multiple Valley dispensaries; Dr. Bronner’s Magic Soaps, a California-based company and the top contributor at $100,000; and Arizonans for Responsible Legalization, among others.

Opponents of the legalization ballot measure include the Greater Phoenix Chamber of Commerce, the Center for Arizona Policy, and Arizonans for Responsible Drug Policy.

In a 2016 General Election Pamphlet letter sponsored by Arizonans for Responsible Drug Policy, Arizona Governor Doug Ducey called the proposition a “massive, specialinterest giveaway.”

“The marijuana industry wrote this ballot measure to benefit themselves,” Ducey

wrote. “It’s 20 pages long and filled with loopholes and special treatment for companies already in the marijuana business, and it creates a new Commission and a new state Department. It’s self-enrichment at its worst, and Arizonans will pay the price.”

Per the Secretary of State’s Office, some of the main financial contributors to opposing group Arizonans For Responsible Drug Policy include top contributor Discount Tire, which provided $1,000,000; Arizona Chamber of Commerce & Industry; and second highest contributor INSYS Therapeutics Inc. (listed in the SOS spreadsheet as Insys Terapeutics Inc.). INSYS Therapeutics Inc. provided $500,000 to the opposition campaign; this pharmaceutical company notes on their Web site that they are working with pharmaceutical cannabinoids.

The company is known for producing Subsys, a Fentanyl sublingual spray that treats pain caused by cancer.

YCSO program receives award from OneAZ Credit Union YAVAPAI COUNTY – The Yavapai County Sheriff ’s Office Right by Kids Program has received a $2,500 check from OneAZ Credit Union.

These funds are earmarked to develop and publish a special safety coloring book for youth,

featuring YCSO mascot, Deputy Do-Right. The project gets started next week under the direction of Deputy Scott Reed, a Law Enforcment Education Deputy, who supervises the program for Sheriff Mascher.

YCSO’s Right by Kids program reaches thousands of school students every year with valuable safety messages. This coloring book will be a critical tool to reinforce what is taught in the program by YCSO’s LEED personnel.

Desert Foothills Land Trust announces new Executive Director NORTH VALLEY – The Board of Directors of Desert Foothills Land Trust has announced the appointment of a new Executive Director.

Patrick McWhortor, a north Valley resident and long-time nonprofit leader, joined the organization in this leadership position last week.

McWhortor has extensive experience in nonprofit leadership, having founded and served for ten years as President and CEO of the Alliance of Arizona Nonprofits, a statewide organization dedicated to the advancement of all nonprofits.

In that role, and in other nonprofit leadership positions, McWhortor has been an effective advocate at local, state, and national levels.

McWhortor has experience in the conservation arena, having served as a lobbyist at the Arizona legislature for the state’s Audubon Society chapters during the early 1990s, and a lobbyist for the Arizona Heritage Alliance during the same time period.

Led by a volunteer board of directors and a small staff, the DFLT is a well-respected

organization working to conserve the most sensitive and important open spaces in the communities of Anthem, Carefree, Cave Creek, Desert Hills, New River, North Phoenix, and North Scottsdale.

community news Adopt A Highway volunteers help keep county roads clean NORTH VALLEY – The Maricopa County Department of Transportation Adopt A Highway Program is holding its annual Keep Maricopa County Beautiful Month campaign this month, encouraging residents to help remove litter from County roads and parks. Last year, more than a thousand volunteers helped to clear 1.61 tons of trash and debris from county roads, including nearly 950 bags of trash and 15 tires.

More than 130 groups currently volunteer to clean hundreds of miles of County roadways. Groups are required to organize two clean ups each year and in return MCDOT will install roadside signage featuring the group’s name. MCDOT also provides courtesy training, equipment, supplies, and safety equipment for the cleanups.

Another 18,576 registered to vote on the Sunday before, through ServiceArizona.com, with use beginning to spike during that evening’s presidential debate.

Demand was so great as the deadline to register loomed that ADOT worked with IBM, the provider behind ServiceArizona.com, to increase capacity. ServiceArizona.com’s previous one-day record for voter registrations was 36,532 on Monday, Oct. 6, 2008, the deadline to register to vote in that year’s general election.

Using ServiceArizona.com via computer, smartphone or tablet, Arizonans can register to vote for the first time or update their voter information such as home address, political party preference, early voting status, and other information. Once a person completes the process either online or in person, their information is sent to the Secretary of State’s Office, where it is recorded and shared with county election offices. Since

Do thieves read papers? Well, I doubt it, but just in case, here goes. Would the thief who stole my grandson’s tile saw out of the back of his pick-up truck please return it! You can just send me an email and I will tell you where to bring it. When you stole this young man’s tile saw you must have known that you also robbed him of his ability to earn a living. Oh and that one hundred dollar drill is also pretty important. Yes, my grandson Connor went to a big box store to run in for a bag of grout. Within fifteen minutes his tools were gone. And a huge tile saw is no light-weight item.

Life is a learning process.

Sometimes we don’t see the danger lurking. We take chances. We don’t bolt down our valuables. (My friend had six wagon wheels stolen that were displayed on the inside of his front fence). We ladies sometimes go to the grocery store, place our handbags in the front of the cart and then walk away while we look at items.

Bad idea! We also might leave something as important as our wallet inside our locked vehicle.

Inviting disaster!

Of course, thievery is as old as Time and has no particulars boundaries. Thankfully, the majority of people are kind and honest folks. But those despicable few cause havoc for the rest of us. Hey, stealing is not just a “human problem.” In some towns in India, the local residents are inundated with thieving monkeys that steal children’s lunches as they walk to school, take food items right off of peoples’ porches, grab pieces of fruit from markets.

It has gotten so bad that a few towns have built “prisons” for these thieving monkeys! And I am not making this up!

My grandmother, Helga, was one tough lady. Back in the 1940s she was working as a clerk for Western Union and was held up at gunpoint. Demanding she hand over the cash in her drawer, she looked at the hapless thief and shouted, “No. I would get fired. Now go away.” He ran out the door and she never blinked.

Perhaps not the wisest response, but my grandmother was not the kind of woman to mess around with. Thieves beware!

over the stall door, grabbed her purse and the thief ran away with all my friend’s important possessions: driver’s license, credit cards, passport, health insurance cards, car keys, house keys, cell phone, and money. Not a good way to end a vacation!

Stealing is against our moral fiber and everything we stand for. We work hard, follow the rules, try to make a living, and someone comes along and takes what is rightfully ours.

Leaving us in a mess of grand proportions. Not to mention the anger that follows. Stealing goes against our grain and is simply wrong.

Last summer I was waiting patiently to pick the apples on my tree. Visions of pies and tarts filling my head. And then one day my husband, Doug, came running in the house yelling, “Every apple is gone.” Yes, very sad but true. In my front yard, through my open gate, sits a pretty little apple tree that was plucked clean last year. What the heck is happening when someone steals your apples?

So, Dear Readers, while I realize no thieves read this fine paper, and there is zero chance of “speaking” to the perpetrator who took a certain tile saw, let this be a warning for all of us.

CCUSD budget takes forefront at candidate forum ELIZABETH MEDORA STAFF

SCOTTSDALE – Cave Creek Unified School District Governing Board candidates agree that CCUSD offers excellent educational opportunities for students – the question remains how to adequately fund and support these opportunities, and candidates differ on the best ways to provide resources for CCUSD students.

Janet Busbee, Susan Clancy, Kathryn Hill, and James Rich are running for the three open seats on the board. Cactus Shadows High School IB students presented a candidate forum on Monday night to help the community learn more about the board candidates.

Incumbent Janet Busbee gave the first candidate statement, praising the efforts of the students in presenting the forum and noting that students’ work portrayed the excellence in CCUSD education.

“I will continue to go the extra mile to make sure we have considered all options,” Busbee said, speaking of the budget issues CCUSD has faced. “I will work to find a balance between what we do in the classroom and how we pay for it.”

Susan Clancy, who has served on the CCUSD board in the past and is currently on the Cave Creek Town Council, spoke of potential changes to the teacher evaluation system and said she has “always supported teachers and staff.”

“I promise to the public that I will be transparent in the way I vote and can only hope that others will be open to discussion,” Clancy said.

Kathryn Hill, who is currently the president of the Cactus Shadows PTO, noted that she has been a resident of CCUSD for over 14 years. Her experience in the CCUSD includes volunteering in classrooms and on site councils and working as a substitute teacher. She praised the CCUSD teachers, saying that she has seen “how they mentor our kids.”

“I believe our students are amazing kids,” Hill said, praising CCUSD as well and saying she wanted to “continue the amazing job.”

James Rich noted that he and his family moved to CCUSD four years ago, and his children attend CCUSD schools. He has become progressively more involved in volunteering with the district, including serving on the Supervisor’s Community Council.

“We love the school district, we love the teachers,” Rich said of his family.

Asked to name top concerns and priorities for CCUSD, Hill specified teacher attraction and retention, reducing class size, increasing state funding, maintaining and improving facilities, adding curriculum opportunities, and improving community interaction.

“We need to do more to retain the teachers we have,” Hill said.

Referring to funding, she related her experience with a statewide advocacy for public education group, and said, “We need to become more involved, as we can, with the legislature.

Busbee addressed the issue of how to approach budget cuts, if needed, calling it her “least favorite thing to do.” She noted that this year’s budget included plenty of input from school campuses, with commentary from staff and parents.

“Having been on the board for four years, I’ve been through several different types of budget cuts, and this last go-around of how things were reduced has probably been the most fair,” Busbee noted, specifying that campuses were able to address specific needs.

“Any kind of budget cut that’s needed, the classroom is going to be the last place I go,” she emphasized.

Teacher retention is an issue in many school districts, including CCUSD, and Rich addressed the problem, discussing funding.

He noted that keeping education taxes local is a “major goal” of his campaign. He also noted that he would be open to examining other ways of helping teachers, such as finding ways to reduce their workload and improve working conditions.

“I know a lot of teachers who do stay, stay because they love it here,” Rich said, emphasizing

the hard work and dedication of CCUSD teachers.

Clancy addressed the ongoing shortage of teachers for STEM positions, saying the district needs to form partnerships with groups who can help fill the positions.

“In the past, special stipends were provided for hard-to-fill positions,” Clancy said.

The candidates all agreed CCUSD needs more funding, but the way to obtain that funding remains uncertain.

Clancy advocated for the formation of an “independent, highly qualified committee” to research funding options, saying that this would provide “much needed transparency and community conversation.”

Hill referred to her work with the Arizona Parent Network, saying that funding could be approached “at the legislative level” for “tax money that should stay in our district.” She spoke of the possibility that the state might once again support all-day kindergarten; if the state funded all-day kindergarten instead of the district funding the program itself, more district funds would become available.

She emphasized that the budget priority is to cut costs outside of the classroom.

Rich said the administration “has done a great job in making ends meet.” He reemphasized that his main priority is “trying to keep our local taxes local,” and he noted that the more people who are aware of the tax issues – that CCUSD taxpayers’ funds don’t all stay in the district – that the more heat would be put upon the legislature to change this.

“I think lobbying our legislators is critical – they sort of hold the keys to the money,” Busbee said. She spoke of the need to market the quality of CCUSD’s educational system, noting that the district has an Excelling designation and is one of the top districts in Arizona, saying the district needs to communicate “what we’ve done, what we’ve achieved.”

Clancy dismissed lobbying over keeping taxes local, saying that the state would not

make different laws for “small amounts of people” and that the funds “help equalize out many other districts.”

“I doubt that’s going away,” she said.

Answering a further budget question, Rich specified, “I understand the legislature may not pass a law that refers to a specific entity.” He referred to the “forced merger” that took place when a neighboring district that had no students was made

to merge with CCUSD, noting CCUSD had been at the center of some very specific legislation in that case. He reiterated that the main focus is “keeping those monies here.”

Busbee said that it is “important that our situation is clearly communicated to legislators.”

“I believe in this district, and we really can’t do this without some consideration from our state government,” Busbee said.

(C) Pursuant to A.R.S. §37-240.B, the successful bidder must be authorized to transact business in the state of Arizona no later than three (3) business days after the auction. JUDGE GERALD A. WILLIAMS NORTH VALLEY JUSTICE OF THE PEACE

October is Domestic Violence Awareness Month. Domestic violence, and even the potential for domestic violence, is something that must be taken seriously.

Most people learned during or after seventh grade that romantic feelings are not always reciprocal. In fact, sometimes they can even become dangerous.

So what do you do if have or are attempting to go separate ways and the other person won’t leave you alone?

In Arizona, you can request an Order of Protection from any trial court (e.g. justice court, municipal court, superior court) any time the court is open. You will be asked to complete a form explaining why you feel you need court protection and on what approximate dates various events occurred.

Next, you will go into a courtroom and interact with a judge. It is okay if you feel nervous, but there should be no real reason to do so. Depending on what you have written, the judge may have some additional questions for you. The judge should then explain the rest of the procedures to you.

The standard for granting an Order of Protection is that there is reasonable cause to believe that the Defendant has or will commit an act of domestic violence.

The term domestic violence is defined fairly broadly and covers more than what people might typically think of as violent.

For example, harassment by text messages can be a type of domestic violence.

If the judge grants the request and issues the order, then it must still be served. This is usually done by someone in law enforcement, such as the constable for a justice court or a police officer.

The order is good for a year from the date it is served.

A similar but different type of court order is an Injunction Against Harassment. As a general rule, Orders of Protection involve failed romances and family members who don’t get along.

Injunctions Against Harassment often involve neighbors who don’t get along.

The Defendant on the receiving end of either an Order of Protection or an Injunction Against Harassment has the right to request a hearing to challenge it. Such a hearing is required to be held within 10 business days, unless an Order of Protection grants the Plaintiff exclusive use of a residence. In that case, the hearing must be held within 5 business days.

Violating one of these orders is a crime.

So if someone violates either an Order of Protection or an Injunction Against Harassment, then the police need to be called immediately.

Black Canyon Fire District awarded grants from the 100 Club of Arizona BLACK CANYON CITY – The Black Canyon Fire District is very pleased and honored to receive two grant awards from the 100 Club of Arizona.

These grants total over $27,000, and will be used to purchase desperately needed personal protective equipment, also known as turnouts. This is the firefighting gear that firefighters wear to protect them from high heat and other dangerous environments such as a fire or vehicle accident. The grants were authored by Black Canyon Firefighter Jeff Pavlik.

The Black Canyon Fire District is located north of Phoenix and covers a large and challenging part of Interstate 17.

This new equipment replaces outdated firefighting gear that was over 10 years old and past its lifespan.

Fire Chief Mark Nichols said, “We greatly appreciate the 100 Club of Arizona. This is a great organization that helps Public Safety agencies across our state. This grant allows us to keep our Firefighters safe while they protect the citizens and the

tens of thousands of people that drive through our community on I-17 every day. Without this award we simply would not have been able to afford to replace this critical equipment.”

In memoriam: Dereth DeHaan The Carefree-Cave Creek Chamber of Commerce recently shared some sad news from the DeHaan family. Dereth DeHaan, who was known for her hard work for the benefit of the community, passed away on Sept. 16, 2016.

“We have to inform every one of the sad news that our wonderful sister, aunt, daughter and friend, Dereth, died unexpectedly on Friday night, September 16, 2016 in a tragic car accident in South Africa while on vacation,” wrote the DeHaan Family in an announcement shared by the Chamber.

SCOTTSDALE – High school actors and actresses will take the big stage for the first time this school year with their production of Peter and the Starcatcher. The show will be on Oct. 20 at 7 p.m. and Oct. 21 and 22 at 7:30 p.m.

Cactus Shadows Drama Club puts on four productions each school year, and this year they are Peter and the Starcatcher, Greater Tuna/A Tuna

Christmas, Little Women, and the Senior-Directed One Acts.

Peter and the Starcatcher is a play about a young orphan, played by Gabe Ozaki, and his friends who are shipped to a distant island ruled by the evil King Zarboff. While at sea, a young girl named Molly, played

by Julia Horner, helps the boys with a mysterious trunk they found in the captain’s cabin.

The students will take the audience on this journey in their roles under the direction of their

theatre teacher and Drama Club sponsor Andrew Cupo.

Cupo is an alumnae of Cactus Shadows and has worked with students for years. He works with the students as they help produce the show from the stage and behind the scenes. The students of Drama Club help with the scene design, directing, acting, lights, and more!

A Gift of Time SHEA STANFIELD ARTS COLUMNIST

“If I could save time in a bottle, The first thing that I’d like to do, Is to save every day ‘til eternity passes away, Just to spend them with you…”

— Jim Croce Time, without magic or pretense, moves the threedimensional universe with no regard for eternity. As humans we measure, track, and watch time throughout our lives. The instruments we use to “keep track” of time have taken on unique and often culturally artistic qualities through the ages. One local glass artist, Mark Richardson, asks us to consider “time” as a gleaming, glistening and vibrant art form. Mark creates one-of-a kind clocks from liquid to solid using a variety of fuse glass techniques.

Texas born and growing up in the Midwest, Mark had his eyes on the ever-present

distant horizons, witnessing their endlessly changing shadowy forms. He credits his introduction to the “arts of the earth” to his grandparents who owned and ran a ceramic shop in Fort Worth, Texas. He remembers being put to work while visiting them, as a child.

Among the heat of the kilns, spin of the potter’s wheels, and shelving stacked with green and bisque ware, he learned the value of fire in the process of creating art forms. Mark also became a student of liquid color in the form of glazes and soon discovered the magic brought forth in letting the medium move. During the same time, Mark was introduced to the realm of two-dimensional art through photography. His father gifted him with his old darkroom equipment, which set Mark off on a 30-year adventure of snapping and developing images that caught his interest.

All roads lead Mark to where he is today in his Arizona home glass studio. With years of experience and the inspiration of artists such as Posada, Esher, Durer and Ansel Adams, Mark produces glass creations that not only capture our attention, but also serve as reliable timekeepers

in our lives. He remarks, “I have always been fascinated by glass as a material both for its look and feel. I am constantly testing the boundaries of glass in bringing each piece alive. It is

as much about the science of the medium as it is the craft of it.”

Mark incorporates inspiration from Nature, and the patterns he finds in everyday life.

These images and forms are fused into glass clock designs.

Mark is also fascinated by the

elegant simplicity found in Native American rock art and the complex lines of Europe’s ancient sites. About ten years ago, Mark welcomed an old friend to his studio when he

inherited his grandparent’s kiln, from their ceramic shop. The many years of familiar, reliable and unfailing process has passed through time to support Mark’s art for in present and future.

As Pete Seeger once wrote, “I want to turn the clock back to when people lived in small villages and took care of each other.” Now is the time to “take care of your creative side” or perhaps give the “gift of time” to family and friends. North Valley Christian Academy wins McTeacher’s Night Challenge ANTHEM – The Anthem McDonald’s restaurant has raised over $3,600 for local schools.

The restaurant, owned by Gordon Schrage, hosted a month-long McTeacher’s Night Challenge in September for five local schools, including Canyon Springs, Gavilan Peak, North Valley Christian Academy, Anthem School, and Diamond Canyon.

This year, in order to even the playing field due to the different enrollments of the schools, the contest was based on money raised per student.

It’s getting spooky at sculptor Ray Villafane’s studio!

This year, the Carefree Enchanted Pumpkin Garden will include scarecrows like the examples here.

Villafane is working on a scarecrow with eerily realistic eyes set in its burlap skull, another artist carves away at a pumpkin that is starting to resemble the great Mohammed Ali, and meanwhile workers buzz around him like elves in Santa’s demented workshop, gathering costumes and props.

“The scarecrows hunt the pumpkins for their magical seeds,” he says while explaining the inspiration for this year’s Enchanted Pumpkin Garden.

“The scarecrows take the seeds and make all sorts of elixirs and tonics, and it helps them stay alive.

Because pumpkins are perishable, Villafane started developing the idea of adding scarecrows to his internationally acclaimed pumpkin carvings vignettes, which have been featured from Hong Kong to the White House, pushing the boundaries to his Halloween art. Then, last year at the closing of the Carefree Enchanted

Pumpkin Garden, he made a quick scarecrow body with a pumpkin head and it sealed the deal for him.

“That’s when I knew, we need to explore this more, and I was already in talks with your town gardens…and as the year went I just started pouring myself into the scarecrows a little bit more,” Villafane said.

This is the first year he has featured scarecrows, and the only places Villafane has displayed them is the New York City Botanical Gardens, the Mall of America, and the Carefree Desert Gardens. His team will also carve 11, pickled 3-D pumpkins, displayed in tanks resembling saguaros, which is exclusive to Carefree, and has not been featured anywhere else in the United States.

Carefree’s Enchanted Pumpkin Garden conveys a whimsical Halloween spirit that is unexpected in the small desert town, bringing a quintessential fall flavor to the Valley that will make you want to wear a scarf and cozy sweater, despite the persistent 90 degree weather. DeMichele said that the booth provides “a great keepsake opportunity for singles, couples, groups and furry friends!”

As visitors browse through the different vendors and activities they will hear live music. Two local bands will perform in the Main Pavilion. On Saturday from 11 a.m.- 4 p.m. will be Coldfront Country Band, and wrapping up the festivities on Sunday will be Superhero Band from 11 a.m.-3:30 p.m.

All of the events are kid friendly, but there is also a Kids Zone with bounce houses and inflatables. Kids will also be able to ride in the Daisy Mountain Railroad train and tractor-pulled hayrides through Community Park.

Who wouldn’t want to live in a world that doesn’t need to be fixed? The areas of their concern are climate change, education, food waste, energy conservation, and water conservation. Water conservation is one of the most prominent problems here in Arizona. Some of the ways they recommend to help to conserve water, to just list a few ideas, is to turn off the water when you’re brushing your teeth or shaving. To try to take a fiveminute shower because it saves 12.5 gallons of water with an efficient showerhead per shower.

And to wash full loads of laundry and dishes. You could find more information not only about them on their website at www.globalgreen.org but there you could also find ways on how you can help make small difference to help impact the health of our plant. Sadly, they do not have any offices located anywhere in Arizona nor any

events held here in the state.

There annual events are held in Los Angeles. They are the ‘Los Angeles pre-Oscar party’ and the ‘Los Angeles Global Green awards’. Though none of the events are held here there are many ways to still get involved.

Holding a fundraiser, spreading the word with a bumper sticker, or even just using some of their tips which you could try to implement in your daily life.

One of their many projects they are involved in is called the “Louisiana Wetland Program’’.

“The Louisiana Wetland Project has been designed to harnesses the potential carbon-capturing of the Wetlands.” Now you may be wondering who in world are their supporters? Are they a bunch of people from nowhere?

No not all! Some of many people who support them are Leonardo DiCaprio, Neil Patrick Harris, and Oliver Stone. They support them by not only attending their annual events such as their preOscar party but some have even worn “green” gowns on red carpet. Global green can only make the path for a better plant, but we can help pave that path for a better healthier planet.

Who teaches the teachers? Rules would hold teacher colleges accountable CLAIRE CAULFIELD CRONKITE NEWS

PHOENIX – For years, the U.S. Department of Education has rated teachers’ success based on how well their students performed on tests. Now, it wants to take a step back and evaluate how teachers are taught to teach.

The department on Oct. 12 released new regulations aimed at assessing education colleges and programs that prepare teachers for their careers, with the goal of holding them accountable for the quality of their graduates.

Arizona officials were still combing through the 695-page document Thursday, but said they generally welcome the intent of the rules that will be phased in over the next five years, beginning with this school year.

“Ensuring programs prepare teachers fully, and graduates understand the challenges they may face is a key to giving young and new educators those tools to be successful,” said Alexis Susdorf, a spokeswoman for the Arizona Department of Education.

The department’s Educator Retention and Recruitment Task Force reported in January that the teacher shortage in Arizona has reached crisis levels. Nationally, 46 percent of teachers leave the profession after the first five years on the job, according to the National Commission on Teaching and America’s Future.

“Teacher retention is a big problem for our state and nation,” Susdorf said.

“And so getting to the root of why these new teachers aren’t feeling prepared is important.”

Beginning this year, states will have to design criteria for categorizing teacher training programs as effective, at-risk or low-performing.

Lowperforming programs will be ineligible for federal TEACH grants starting in 2021. The Teacher Education Assistance for College and Higher Education, or TEACH, grants award up to $4,000 per year to potential teachers who agree to teach in high-needs schools after graduation.

A 2014 draft of these regulations ran into stiff opposition from educators, because it tied a program’s success to the academic success of the students of its alumni.

“Some felt this was bad news for programs who sent teachers to high-need areas,” said Carole Basile, dean of the Mary Lou Fulton Teachers College. “But we applaud the department for listening to comments and concerns and rewriting these standards.”

The new regulations give states flexibility when deciding how to evaluate teacher preparation programs. Susdorf said the Arizona department will likely “gather and report employer satisfaction based on standardized surveys.”

The Fulton Teachers College has been collecting this type of data on its graduates since fall 2011, and Basile said it has greatly shaped how the college teaches future teachers.

“We’ve really been working hard to bridge the gap between teacher training programs and what K-12 schools actually need,” Basile said.

She welcomed the new standards, which she said are meant “to rein in programs that do not support their graduates and do not equip teachers with the skills they need,” Basile said.

But not all educators are as welcoming.

American Federation of Teachers President Randi Weingarten said in a prepared statement that she was “concerned that these regulation amount to another unfunded mandate for the states.”

She predicted the program will become a “burden for states across the country, forcing them to divert scarce funds that could be used to carry out the very interventions that students need from their higher education and K-12 systems.”

State educators are still trying to assess is the cost of implementing the new rules and regulations, which has already emerged as one of the main critiques.

The federal department estimates the rules would cost $27 million nationwide over the next 10 years, but critics point to a 2014 California Department of Education letter that put the cost for just that state at more than $485 million annually.

Whatever the cost, Basile says it’s a necessary step.

“Every single educator preparation institution is responsible for the quality of the teachers that are going into schools,” said Basile. “Because they are responsible for our future.”
