Hello Reader, Last month’s Onion Fayre was simply amazing! Newent certainly came alive for the day when the crowds flocked to town to go to the fayre. It was lovely to see so many happy people having a great time with their families and friends. ‘Onionfest the Afterparty’ was a particular highlight this year. Newent Magazine would like to thank and congratulate everyone involved in the organisation of this fantastic event! October brings us a half term break from schools and a chance to wrap the kids up nice and warm for when they go trick-or-treating on the 31st. A reminder to parents to please keep an eye out to ensure that everyone in the community feels safe on the night and are respectful of people who have no trick or treating signs on their doors. OnionEd’s Blog Well, that’s it for another year folks! What a fantastic 20th birthday for Newent Onion Fayre! I hope you had a great day and evening. Wasn’t Onionfest spectacular?! I hope everyone there enjoyed the event. It was a one-off, so those that were there, treasure the memory! With the lights and lasers lighting up the sky and the stage reflected across the still lake, it was absolutely stunning! The music was fantastic and I hope you all had a good jig! And what about the day time

event? Wasn’t it something?! Once again, people came from far and wide to our town and they say they’ll be back! Not just for the Fayre, but to visit the shops and businesses now they know what our fantastic little town has to offer! It’s been a great year organising it all, and myself and the committee are going to get straight back into gathering ideas for the 21st Onion Fayre. We are always looking for new volunteers to join – whether you can spare just a

NEWENT DOLPHIN GATEWAY CLUB

In a recent issue of the magazine, an article was published regarding the Newent Dolphin Gateway Club. There were several discrepancies that I would like to put right. Although the club has been running for 32 years, I would like to point out that it is not for handicapped children, but a youth club for teenagers and adults with a learning disability. We meet on a Tuesday night, between 7.00 and 9.00pm at Newent Community Centre, and would welcome new members and volunteers who are guaranteed a warm welcome from everyone at the club.

We are all very grateful to Mary Carter who started the club 32 years ago and only this year decided to step down from the committee, and has assured us she will continue to come as a helper. Golden Years Memories of 50 Years Ago by Ted Bruning

Exactly 51 weeks after coming to power with a majority of four, Harold Wilson seized a very public opportunity to prove that when he said he was going to reforge Britain in the white heat of the technological revolution, he meant it. For on 8th October 1965 he cut the ribbon on perhaps the most visible manifestation in Britain of the new world of high-tech telecommunications: the Post Office Tower. Not all was as it seemed, of course. First, Harold Wilson had absolutely nothing to do with the tower’s creation: it was first proposed in 1954; construction started in June 1961; and it was topped out in July 1964, three months before the general election. Secondly, the microwave technology it existed to support was not quite white-hot: the purpose of the tower was to replace an array of microwave antennae Page 16

that had been built on top of a neighbouring telephone exchange in 1947, and which was now in danger of being overshadowed by the many much taller office-blocks that were at the planning stage. But performing the official opening made a great photo-opportunity for such an avowed moderniser as Wilson.

was crowned by a restaurant that revolved at a snail’s pace, taking 22 minutes to complete a circuit without causing a ripple on the surface of the diners’ glasses of Blue Nun. To novelty-hungry Londoners it was a sensation: more than a million people visited the Tower in its first year and 100,000 dined in the restaurant.

At 177 metres tall (191 if you include the antennae), and on foundations rammed 53m deep into the clay beneath Maple Street, Fitzrovia, it was London’s tallest building until the NatWest Tower was completed 15 years later. The slim, elegant, green-glass shaft with its 29 microwave dishes and 16 storeys packed with mysterious technology was visible from almost everywhere in London, and was utterly unlike anything Londoners had ever seen. Serene and unmoving it may have appeared but it was actually frenetically busy: TV shows, radio programmes, longdistance telephone calls, air traffic control data and military traffic – all began their silent and invisible journeys round the country from this point.

Then in October 1971, the IRA set off a bomb in the gents’ loo on an observation deck underneath the restaurant. Noone was hurt and no structural damage was done but security was ever afterwards a concern. In 1980 the tower was closed to the public. Ostensibly this was on security grounds, as the Troubles were intensifying; actually, though, the newlycreated BT (after which the tower was renamed) saw a great deal less trouble and more profit in operating the upper stages as a swish venue for corporate functions than as a downmarket tourist attraction; it’s rather telling and perhaps indicative of the times that even though the Troubles are ancient history now, the tower has never reopened.

But this was the ‘60s, when the concept of modernity was as much cultural as technological; and culture in the ‘60s was a democratic affair. Not only was the tower entirely designed by the in-house architects at the Ministry of Works, not only was it entirely publicly funded (to the tune of £2.5 million), and not only was it open to the public, but the whole thing

Auction Anecdote Yet again this month’s auction has included another very unusual collectable which has piqued my curiosity and stretched my knowledge of antiques across new boundaries! This time the item was a large Victorian blown glass ball decorated with ‘decoupage’ pictures of pretty ladies, bunches of flowers and dogs in hats ! Following on from last months article on a group of carved tools in a bottle – putting this item together must also have been quite a specialist skill to perform. It would have involved neatly pasting the printed pictures to the interior of the ball through a tiny hole in the top and at the same time achieving a pleasing, neat and decorative effect. I had never seen anything quite like it before and once again had to resort to the computer to try and find some enlightenment and valuation comparisons. I was not terribly lucky finding much information about the ball and its origins but I did find a record of an identical example which had sold at auction some years previously as well as one recorded on an antique shop website. Both descriptions included the words ‘very rare’ and since I could find nothing more to help me I had to agree with them. Although I personally would not care to own this obscure object I do love the way theVictorians created such a diverse range of strange ornamental items as they explored the world of science and technical innovation in order to satisfy the new demands of commercialism and industrialisation. Decoupage (the pasting of printed pictures to decorate surfaces) was very popular during the 18th and 19th centuries and one can only imagine that someone had the bright idea of combining this with a large glass ball which could be suspended from the ceiling as a fashionable focal point. The ball measured 28cm across and prior to the sale I agreed with the vendors an estimate of £100/£150 but was delighted when a dealer from Kensington Church Street in London left a commission bid of £240. They were however ‘pipped at the post’ by a telephone bidder from Italy who paid £250 and is now waiting to have the item professionally packed and shipped. Autumn Delights

Our autumn leaf selection is the best yet at the nursery, with a huge range of blazing reds, rich golds and pure yellows colouring up the nursery – just add some sunlight and you have the perfect autumn scene. The Acer palmatum Osakasuki is arguably the best red, followed closely by Acer palmatum Nicholsonii or Acer palmatum Chitoseyama. If it is yellow you are seeking, opt for the Acer palmatum Sango – Kaku together with its bright red colour stems, or the rich golds and oranges from the fabulous Acer palmatum dissectum Green Globe. Remember that Acers will grow in any humus rich soil as long as it does not dry out. The banner of autumn colour also extends to many more plants, including the Spindles (Euonymus alatus), with their brightly coloured ‘Bishops Mitres’ seed heads and glowing pink-red hues. Key shrub groups like Berberis, Viburnum and Cotinus can also bring added vibrancy to a garden. One of the very best autumnal trees is the Cercidyphyllum japonicum – this fabulous tree has light copper spring foliage with small, wispy pink flowers followed in the autumn by a mix of yellows, golds and some reds with a sweet aroma resembling Candy Floss – once experienced, never forgotten! The Compensation Culture Fact or Fantasy? Jonathan Lewis of Orme & Slade Solicitors discusses some of the misconceptions about making a Personal Injury Claim. You have probably seen press reports highlighting examples of what are described as large compensation claims being made for apparently trivial injuries pursued by “unscrupulous, ambulance chasing, No Win No Fee solicitors”. In 2011 The Daily Mail reported that a pupil at a school in Rotherham was awarded compensation of £5,750 after he was splashed on the hand with custard, as a result of another child (whose custard had spilt onto a tray) bumping into him. The prevalence of TV and radio advertising from claims management companies promoting their services can give the impression that there is something slightly unsavoury about making an injury claim, but is this perception really accurate? The insurance industry scrutinises potentially fraudulent or exaggerated claims

very carefully. However evidence suggests that the vast majority of claims are genuine. Following the advent of No Win No Fee agreements the reality is that few lawyers would take on a case with anything less than a 50% chance of success. We do not know the precise facts of the Rotherham case, but I doubt that the boy’s lawyers would have taken on the case before carrying out a very careful risk assessment of the evidence and the local authority’s insurers presumably would not have paid out if the claim had no merit. If you have suffered as a result of an accident that was not your fault (or maybe received sub-standard medical treatment) you have nothing to lose by talking through your options with a suitably qualified local solicitor, who can advise you on your chances of success and funding options. Newent in Bloom News Newent has once again captured a Silver-Gilt award in the Heart of England in Bloom campaign.

A trio of volunteers recently attended the awards presentation in Rugby. This region of Britain in Bloom covers an area of seven counties from Stroud up through to Staffordshire.

Our group is looking to expand our volunteer base in time for next year, so please look out for posters and a new facebook page announcing our next meetings.

Cake and Bake Halloween Macaroons For the ultimate Halloween sweet treat why not have a go at making a batch of French Macaroons?

Ingredients: • 230g icing sugar, sifted • 75g ground almonds • 2 large egg whites • 50g caster sugar • Orange and black food colouring gel • 55g unsalted butter, softened • 1/2 � tsp vanilla extract

Makes 16 Ready in 1 hour, plus cooling

TIP The filled macaroons will keep in an airtight box in the fridge for 2-3 days. Stand at room temperature for 30 minutes before serving. Page 32

1. Place half the icing sugar and all the ground almonds in a food processor and process for 30 seconds, or until fine and powdery. Sift the mixture into a mixing bowl, discarding any tiny pieces of almonds left in the sieve. Set aside. 2. Whisk the egg whites in a large bowl until softly peaking. Gradually whisk in the caster sugar, to make a firm and glossy meringue. Whisk in enough of the orange food colouring gel to colour the meringue deep orange. 3. Fold one third of the icing sugar mixture into the meringue using a spatula. Repeat with another third of the mixture. Finally add the last third and continue to cut and fold the mixture until it forms a shiny and thick batter that falls in a slow ribbon when the spatula is lifted. 4. Line 2 large baking sheets with baking paper. Spoon the mixture into a large piping bag fitted with a 1cm plain piping nozzle. Pipe 32 discs of the mixture onto the baking sheets, each with a diameter of 3cm. Lift the nozzle at the top of half the piped discs to create a small point. Leave for 30 minutes to allow the macaroons to dry and form a slight crust. Preheat the oven to 160°C / Fan 140°C / Gas Mark 3. 5. Bake, one sheet at a time for 10-15 minutes, or until the macaroons have a crisp shell and the frilly bases don’t stick when gently lifted from the paper. Leave on the baking sheets for 10 minutes, then carefully transfer to a wire cooling rack to cool completely. 6. To decorate, dip the tip of a fine paintbrush into the black food colouring gel and paint pumpkin faces on the 16 pointed macaroons. 7. Round Britain Micropub Bike Ride for Alzheimers arrives at Cobblers Richard Reeve from Enfield is in the process of a cycle ride aiming to visit all 100 micropubs in Britain (over 2000 miles) to raise funds for the Alzheimers Society. Since starting his journey in Enfield in January this year Richard has already travelled 1600 miles and visited 73 micropubs so far. He chose to include Cobblers in Newent, as the micropub in this area, in his itinerary and arrived from Hereford escorted into Newent by members of the Newent Cycle Club. Richard says "I could not have done this without the support of the micropubs along the way. I was able to return home

National Guide Dog Week As part of the greatly diverse work that we do at Leadon Vale Veterinary Centre, we also support several local guide dogs. National Guide Dog week is from 3rd to 11th October, so if you would like to support a great charity then visit their website www.guidedogs. org.uk and find out more. Before a guide dog is matched and trained with a visually impaired owner, the dog must be as fit and healthy as possible. Throughout its training, each dog is given a number of veterinary checks including an eye check with a veterinary ophthalmologist. This ensures that they are ready for their working life ahead. Guide dogs are fed a premium diet and this has to be managed carefully due to the nature of the dog’s work. Guide dogs are allowed access into a lot of areas pet dogs are not so hygiene has to be a top priority. Each dog is given a maximum weight it should not exceed and guide dog owners are given advice on how to maintain this. All guide dogs are routinely

vaccinated, wormed and de-flead. When guide dogs come into the surgery for veterinary treatment, we continue with the dog’s health regime however, although the guide dog owner legally owns the dog, the Guide Dogs for the Blind Association pay for all of the dog’s veterinary costs throughout its working life. Each dog has a Dog Care and Welfare Advisor allocated to them who helps the owner with any health questions or issues related to their dog. The advisor can contact us for advice and is on hand to help with any decisions the guide dog owner has to make, including the more difficult ones. Guide dogs are given a free six monthly health check by a vet to ensure they are fit for work. To ensure accurate records are kept, they have a health book that vets complete and send in to their nearest Guide Dog Training School where the bills are processed and paid. The health history is then added to

the guide dogs’ computer system so all the dog’s records are up to date. The guide dog owner is not out of pocket and can enjoy independence and mobility like everyone else assisted by a fit and healthy companion! Guide Dogs is a registered charity which receives no government funding, and the lifetime cost of a dog is around £50,000, so why not get involved with the Ledbury & Malvern Branch and help with some Fundraising. Time to Quit With Stoptober upon us and all the resultant publicity you may feel that now is the time to actually give up smoking. Unfortunately for most of us it isn't an easy decision to make and an incredibly hard thing to achieve. We all know why we should not be smoking but the addiction is a powerful one that fools us into believing that we actually enjoy it and that it helps us deal with stress, concentration, digestion and anything else that suits us when we justify smoking to ourselves. Of course this is all utter nonsense as it is nicotine that gives you those feelings and although nicotine in low doses on its own is not harmful, the way that we get our nicotine fix is. It is also extremely expensive and very antisocial. There are many ways to quit smoking, however the traditional methods of assisting us in dealing with this powerful addiction miss out on what is a key element for many smokers which is the actual physical habit of picking up and puffing on something when the phone rings, with a cup of coffee or tea, after a meal or any of the psychological triggers that make us reach for a cigarette. For a number of years now, many people have been using e-cigarettes as a way of dealing with the learnt physical habit as this seems like a far more normal way of feeding your nicotine addiction than patches, gums or tablets but

the medical profession has been hesitant to give their approval as detailed research had been lacking. That has all changed with the recent report from Public Health England which has suggested that e-cigarettes are at least 95% safer than smoking tobacco and that somewhat controversially the NHS should offer them on prescription. Whether that ever happens or not is up for debate but the genie is now out of the bottle as to whether using e-cigarettes is a valid method of quitting or not. Research has shown that they are at least as successful as traditional methods and for many people more successful, so are e-cigarettes the answer to stopping smoking? Unfortunately they are not a magic bullet - quitting is never easy, but certainly for many people e-cigarettes do make it easier. You will still require willpower and determination but the benefits to your health and wealth are indisputable. We are not saying that e-cigarettes are for everybody but they certainly justify serious consideration by anybody wishing to quit or even just cut down smoking but don't be put off by what you may believe the technology to involve. Health Understanding Psoriasis By Alison Runham www.alison.runham.co.uk World Psoriasis Day on 29th October aims to increase awareness and understanding of psoriasis and psoriatic arthritis, which affect around 1.8 million people in the UK. What is PsOriasis? Psoriasis is an immune disorder that affects the skin, commonly causing crusty, red patches of skin with a silvery, scaly surface on the scalp, lower back, elbows or knees, although they can appear elsewhere. Severity varies from person to person and sufferers may experience calmer periods alternated with flare-ups. tyPes Of PsOriasis Plaque psoriasis (psoriasis vulgaris) This accounts for around 80% of cases, causing ‘plaques’: dry, red lesions with a scaly, silver surface that may be itchy or sore. Nail psoriasis This causes discolouration, or small dents in the nails and in severe cases, crumbling. scalp psoriasis Red patches with thick silver scales appear over parts or the whole of the scalp, sometimes causing severe itching or temporary hair loss. Guttate psoriasis Guttate psoriasis causes tiny sores on the chest, arms, legs and scalp and is more common amongst young people, often occurring after a streptococcal throat infection. Inverse (flexural) psoriasis This causes large, smooth red patches in skins creases, e.g. at the groin, armpits, under the breasts and between the Page 50

buttocks. Pustular psoriasis Pustular psoriasis is rare. Generalised pustular psoriasis (von Zumbusch psoriasis) causes pustules over a wide area, often in cycles of a few days or weeks, and can cause fever, weight loss and fatigue. Palmoplantar pustular psoriasis affects the palms and soles; pustules gradually become brown, scaly spots that peel, but may reappear every few days or weeks. Acropustulosis affects fingers and toes, sometimes causing nail deformities. Pustules burst, leaving bright red areas that later become scaly or ooze. erythrodermic psoriasis Erythrodermic psoriasis is rare, affecting nearly the whole body. It can cause intense itching or burning and protein and fluid loss, leading to complications such as infection, dehydration, heart failure, hypothermia and malnutrition. PsOriatic arthritis (Psa) Rarely, this appears before skin psoriasis, but usually develops after. It causes pain and swelling in joints and connective tissue and is most common in the hands and feet, but may also affect the knees, ankles, hips and lower back. WhO Gets PsOriasis? Psoriasis appears more often at 15-30 years old and 50-60 years old. Some sufferers may have a hereditary disposition to it, as one in three have a relative with the condition. What causes PsOriasis? The immune system mistakenly attacks healthy skin cells, accelerating their renewal cycle

to just three to seven days and causing a build-up of skin cells that creates psoriasis lesions. Triggers such as stress, throat infections, excessive alcohol, skin injuries, smoking, some medications, hormonal changes and other immune disorders can initiate or worsen symptoms. hOW is PsOriasis DiaGNOseD? Usually visual examination is sufficient, but sometimes a small skin sample is necessary to determine the exact type. You may be referred to a dermatologist (or rheumatologist if psoriatic arthritis is suspected. hOW is PsOriasis treateD? Topical treatments are tried first, including corticosteroids, vitamin D analogues, Dithranol, retinoids, Calcineurin inhibitors and coal tar. You may also receive phototherapy, which involves exposing your skin to specific types of ultraviolet light. Severe cases may be treated with oral or injectable medications. Kathy cruises from furniture to the finishing line Kathy Howell, who runs DK Furnishing in Lydney, had a change from selling beds and furniture a couple of weeks ago when she ran her first ever half marathon. Kathy enjoys running and had previously competed in several 10km races, but this was the furthest she had run. She admits to having been quite nervous before the race. On the day though, she said it all went well, and she completed the marathon in a faster time than she had anticipated – and loved the experience! Kathy ran the Severn Bridge

Charity keen men should know about prostate cancer Local Gloucestershire charity, the Cotswolds Prostate Cancer Support Group, will be busy in October! The Group is volunteer-led by men who've all had prostate cancer, helped by a number of wives. Their aim is to give practical support to men who are diagnosed with the disease, and to their families, but also to raise awareness of prostate cancer. “Prostate cancer is the most common cancer in men, and around 11,000 men die of it in the UK every year. Yet most men don't know much about it”, says chairman Roger Powell. Roger believes many lives could be saved if only the disease could be

detected earlier. In its early stages, prostate cancer generally produces no symptoms, but a measurement of the Prostate Specific Antigen in the blood (a PSA test) can be a good indicator of the health of a man's prostate gland, and may point the way towards the need for further investigation. “It's not widely known that men over 50 (those most at risk) can ask their GP for a PSA test, after discussing the pros and cons” says Roger. “It's sensible for men over 40, with a close relative with prostate cancer (brother or father, for instance) to ask for a test, as they're at higher risk. Men of African or Caribbean

background are at higher risk too.” To encourage as many men as possible who are at risk to get checked, the Cotswolds Group is organising a free public PSA blood test on Monday 19 October at the Wall's Club, Hammond Way, Barnwood, Gloucester GL4 3HG. “Just turn up between 6pm and 8.30pm; no need to book” adds Roger. “You'll be able to find out more about your prostate gland and the PSA test from an eminent Urology Consultant, and have a quick and easy blood test.” For more information visit www.cotswoldsprostatecancer.org

Little Pickles Perfect Play Area Little Pickles Playgroup is a community playgroup serving Newent and local areas providing early education for 2- 4 year olds. It was established in 1999 and is situated in the grounds of Picklenash School off Bradfords Lane. Many children have passed through our doors and needless to say the outdoor play area was in need of a 'face-lift', so during the summer holidays a very colourful 'safety surface' playground was laid down.

What a difference it has made - children love it as do staff! In January we introduced an innovative interactive online journal - 'Tapestry' whereby parents can access their child's learning. Parents can make observations instantaneously using a PC or phone app. Glebe School are now also using Tapestry. The system received positive feedback such as "its simple to use, lovely visual evidence” and “I feel I'm more involved in my child's day.” Our recent Ofsted Inspector comment was, "what a positive addition to your partnership with parents." Other Ofsted comments included "stimulating environment" and "children learn valuable skills that help in their preparation for school." Staff and committee were highly delighted that Little Pickles was rated 'good' in all areas.

Leaf Litter by Pippa Greenwood

Are you surrounded, engulfed and swamped with huge quantities of fallen leaves? Whether they come from trees in your own garden or from a neighbour, the deluge of leaves that falls in autumn is often enough to get level headed, treeloving gardeners eyeing up chainsaws! At this time of year most of us are feeling as if we are being buried alive by falling leaves. Yes, the vast majority of leaves that are dropping from our own and our neighbours’ trees are pretty enough, and for a while their bright reds, yellows and oranges look stunning both on and off the tree. The problem is that it seems as if there is a virtually endless supply of them and after that initial flurry of pretty colour, the positive feeling soon starts to diminish. Leaves that are allowed to build up in your garden can cause problems - on the lawn they smother the turf grasses, often causing patches of die back, largely due to lack of light and oxygen. If the crowns of Page 60

the less tough herbaceous perennials or alpines are covered in a soggy blanket of leaves, they too start to deteriorate. So, like it or not, you need to do something - and the sooner you get started the better! A spring-tined rake is perfect for raking leaves off the lawn, and can even work quite well on a gravel drive (provided you don’t rake too deeply and end up ploughing up the stones too!). If you have a lot of lawn or a lot of leaves (or worse still, a big lawn and lots of leaves too) then the easiest way to deal with them is to mow the lawn. Provided you keep the hopper or grass-collector on the mower, when you empty it out you’ll have a fantastic mix of grass clippings and chopped leaves. On beds and borders you’ll usually end up hand picking, or if time and energy is in short supply you could invest in a leaf vacuum or a leaf blower (and this can, of course, be used on most drives and paths, and lawns too). Great, so you spend a lot of time and effort collecting

up all these leaves. Then what? Don’t take them to the tip or make a bonfire: make leaf mould. It is as easy as anything and makes a fantastic soil mulch or conditioner…for free! Leaves are best rotted down on their own (they take longer to decompose than the rest of the stuff in your compost heap and need less air and warmth), so make yourself a simple and inexpensive leaf mould bin. Just drive four stakes into the ground to make the corners of a square, and then attach chicken mesh around the outside to make a cage. Stack the leaves in, tread or firm them, add some water if they are dry, then more water if the weather remains dry…and then leave them be. If you can chop larger or tougher leaves (like horse chestnut) up first, they’ll rot down much faster - either mow them with the lawnmower or ‘chop’ them with a sharp spade. It is worth avoiding very spiky leaves (the spines seem to withstand rotting and get you later!), and any that are very leathery and tough - mainly

evergreens such as holly, laurel and camellia, or those from sycamore and plane. If you want to speed the process up you can add a leaf mould activator, which is available from garden centres. If space, time or money is short then you can also make leaf mould in a bin liner or other bag. Choose a good quality bin liner - not a really thin one - and cram it full of leaves, again adding water and/or activator if you wish. Then stab a few holes in the bag with a garden fork, loosely fold over the top and weigh it down with a brick. Bin liners full of leaves can be hidden anywhere that you have the space - perhaps behind the shed, garage or greenhouse. If you don’t like

the idea of black plastic, then there are now some lovely jute mesh bags which can be crammed full of leaves and act as a perfect container whilst the leaf mould is forming, but will eventually rot down and add to the useful material you produce. Back to Cakes

It’s so good to be back decorating cakes after a two-month break due to an eye problem. I am very pleased to report that I can now see very small detail again so can get back to sugar ice painting, tiny beads and stencil painting - wonderful! It’s quickly approaching that time of year for ghoulish and seasonal cake making (I don’t want to say the ‘C’ word yet – far too early!). If anybody would like to learn how to decorate Halloween cupcakes as pictured below, I can do one to one or small group workshops at my B&B in Blakeney. I know children enjoyed making these last year and even more delight was gained from eating them!

Book Launch of Oxenhall 1913-2013

Oxenhall 1913-2013, written by Oxenhall Parish History Group, is to be published in November. Most of Oxenhall, a rural parish situated between Newent and Dymock, belonged to the Onslow Estate until July 1913 when the farms, cottages and woods were sold. Tenants became owners and several of their descendants continue to live and work within the parish today. The book also looks at how Oxenhall changed over the centuries from 1066 leading to the creation of the Foley/ Onslow Estate. It examines

Oxenhall’s industrial past of mines, ironworks, brickmaking and waterworks, its continuing reliance on agriculture and forestry and how the building of the canal and railway drove change forward. The complex issues of why the estate had to be sold reflect what would happen to country estates nationally, particularly following World War 1. Sale particulars, maps, photographs and stories paint a picture of life in 1913 and illustrate the decades up to 2013. They show how farms have shrunk or expanded, new farms have been created and properties, particularly cottages, improved. Changes in livestock and crops, the disappearance of farm servants, fewer farm workers, more use of machinery and contractors and improved communications have revolutionised farming. Mixed farms, dairy herds and cider orchards are disappearing now. Yet many aspects of this rural community have not changed and the joy of living in such beautiful countryside delights residents in 2013 as it did a

century earlier, even though life was so very much harder. In 2012 the Oxenhall Parish History Group began a 3 year Heritage Lottery Funded project to mark the centenary of the 1913 sale. A DVD Oxenhall in Four Seasons showing a year in the life of the parish was recorded and an exhibition depicting the changes over the last century was mounted in July 2013. Many of the 900 visitors who attended the 5 day Exhibition expressed surprise at the amount of research carried out and the professional standard achieved in the displays. The Exhibition will be staged again and the Oxenhall Book launched in Newent’s Memorial Hall on Friday November 6th from 4 pm - 8 pm and on Saturday November 7th from 9am 6pm. Finance What are Your Options when You’re Struggling with Debt? By Ann Haldon Knowing how to deal with debt, and understanding the options available, can relieve some of the pressure when creditors are relentlessly pursuing you for money. A range of formal debt solutions exists in England and Wales that consolidate your debt down to a single monthly payment. Individual Voluntary Arrangement (IVA) An IVA is legally binding and usually lasts for around five years. Your appointed IP will negotiate terms with all unsecured creditors, 75% of whom have to agree to the IVA before it can go ahead. Advantages • Interest and charges are frozen • Creditors cannot chase you for payment • No legal action can be taken against you • Once repaid, your remaining debts are written off Disadvantages • An IVA remains on your credit file for six years from its start date • Your job may be affected • If you miss payments, your creditors may enforce bankruptcy • Costs for an IVA can be high, often around £4,000, and form part of your monthly instalment Debt Relief Order (DRO) Debt Relief Orders are intended for people with minimal assets and a low income. They offer Page 68

relief from creditor pressure for a period of time, generally 12 months, and are negotiated on your behalf by a licensed IP. Advantages • You do not have to make any repayments to the debts included in the Debt Relief Order for a fixed period of time – usually one year • Your creditors cannot pursue you for debt during this time • All debts included in the DRO are written off if your circumstances have not improved at the end of the term Disadvantages • Interest and charges continue to be added • A Debt Relief Order remains on your credit file for six years • It may affect your job if you work in the legal or financial sectors, the police or prison service Debt Management Plan (DMP) A Debt Management Plan is not legally binding and involves paying back all of your debt, but over a longer period of time. None of the debt will be written off at the end of the term, and your DMP provider will deal with creditors on your behalf. Advantages • Your DMP provider will deal with creditors on your behalf • You are able to repay your debts in full, which may have less impact on your credit file • You make a single consolidated payment to cover the debts included in

the plan Disadvantages • Interest and charges may be added • It still has an effect on your credit file, even though you are not writing off any debt • If you don’t keep up repayments, you may be forced into bankruptcy Bankruptcy As a measure of last resort, bankruptcy writes off your debt and allows you to start again. It usually lasts for one year, after which time you will be discharged and can begin to rebuild your credit rating. Update on Forest Policing by Inspector Steve Chester Although it has been a busy summer in the Forest of Dean, I am delighted that crime figures bucked the county and national trend and were down slightly in the three months of June, July and August 2015 compared with those for the same period the previous year; 654 compared with 666, a fall of 1.8%. Particularly pleasing is the reduction in burglary of 11%. We introduced our New Operating model in July of this year, designed to make the Constabulary more efficient while maintaining standards of service with fewer officers and PCSOs. The Forest staff have been centralised at Coleford Police Station which is now the central hub, where we are all based; officers and PCSOs then travel to their designated beats, or areas to patrol. Most have now been issued with mobile “phablet” devices that enable them to update incidents, record evidence and complete other “paperwork” without the need to return to a police station to work at a computer. This should mean they are able to spend time being visible to you, out and about. Speeding is something we receive a lot of complaints about across the whole of the Forest of Dean. We have consequently been concentrating on this; not only on catching offending motorists, but in educating them on the risks of excess speed, particularly in towns and villages. You may have noticed that we now advertise when the camera enforcement vans are likely to be in specific areas in the local press. We also have regular visits by traffic officers to specific “hotspots” as identified by the public and Forest officers have run several “Wheeled Respect” operations. These target stretches

of road in two or three areas, which are visited in one day to identify motoring offences and educate or prosecute drivers as appropriate. As with everything, prevention is better than cure, so our neighbourhood officers and PCSOs are visiting junior schools to educate children about road safety. In secondary schools, our aim is to make young, or prospective drivers aware of the dangers that face them and how horrendous the consequences of recklessness on the roads can be. There will be a “Drive for Life” event at Gloucestershire College at Five Acres this month aimed at students there, featuring presentations from Gloucestershire Fire and Rescue, the Police and our Family Liaison Officers who assist the relatives of people who have lost their lives. I am sure this will have a big impact and hope it makes younger drivers, who are statistically far more likely to be involved in collisions, more aware of the perils of motoring. As part of the Police and Crime Commissioner’s priority of “older but not overlooked”, staff in the Forest of Dean Local Policing Area have been running an initiative called “Don’t be tricked”, aimed primarily at our senior citizens who are more likely to be victims of scams. Officers and PCSOs have been visiting care homes and day centres, presenting them with a short series of plays around crime prevention, internet and bank safety. Pupils from local schools have assisted with these plays and a number of key agencies have attended the events including health, social services, transport and neighbourhood watch. us. I am also concerned by the regular reports of opportunist thefts. Please consider your property’s security and be vigilant about who is snooping about in your neighbourhood. If you see anyone behaving suspiciously, please inform us via the 101 number, which is a flat rate call of 15p, irrespective of how long you are on the phone to us. If there is a crime taking place or someone is in danger, use 999, which of course is free. Most of the thefts and burglaries occur during the day while people are away from their homes, but as the nights draw in, bear in mind lighting to make your homes appear occupied. Every year there is a shift in the autumn as criminals take advantage of dark evenings. We will be running Operation Switch to have patrols out at the right time and to deal with any anti-social behaviour associated with Halloween and Bonfire Night. Each town in the Forest retains their named constables, who are supported by PCSOs and have geographical accountability for the town and the parishes adjacent; Lydney (PC Phil Hopkins), Coleford (PC Leanne Sterry), Cinderford (PC Julie Evans) and Newent (PC Rob Mortimer).
