There have been growing reports of British expats with Brexit residency cards being fined when entering or leaving the country on UK number plates. I n a case that could serve as a warning to many expats, a French resident was recently handed a fine at the border for driving a car with British number plates. The retiree was pulled over by border guards at the port of Roscoff while returning to the UK and told he must pay €150 for failing to transfer his car to French plates. Under the letter of the law, those who relocate to France have one month to re-register their vehicle –and pay any relevant import duty – after they become permanent residents. In the past this was rarely, if ever, enforced, as Britons had the right to live, travel and work across Europe. Since Brexit, however, those wishing to stay in France on a perma nent basis must apply for a carte de séjour “We spend roughly three months in France up to Christmas and a further three months in the spring,” explained Mike, who lives in Var. “Unfortunately, be cause the two visits are only a couple of months apart, we would fall foul of the 90 in 180 day rules, so we ob tained cartes de séjour.”

As someone who has always enjoyed eating and drinking, I have been quite lucky in my adult life. After deciding to look outside the UK for work opportunities in my early twenties, I found myself in Belgium on a six-month contract. I ended up living there for more than five years and those remain the best years of my life (although I should say – because she reads this – that every day with my amazing wife is of course only bettered by the next). My enjoyment of those years was in no small part down to that country's love of beer. As a young adult, I was always a disappointment to my CAMRA-supporting father who loves nothing more than a good pint of local bitter, so long as it is served in a jug... none of this straight glass malarky. I was always more of a lager man. I didn't really care what brand, so long as it was fizzy and cold. With the benefit of hindsight, I still feel guilt to this day for making him order pints of Fosters in front of his friends at the local pub. My eyes were finally opened when I moved to Brussels and made my first tentative steps into the world of ten-per cent, Trappist and triple-fermented beers. This was in the early 2000s, long before the craft brewing boom in the UK and at a time when most pubs had a handful of pumps if you were lucky, mostly serving identikit draughts. I had to learn that my beer was cloudy not because it was “off”, but because it was an unfiltered wheat beer... who knew?! A freshly poured Hoegaarden remains one of my favourite drinks – in the right glass of course – and if you can find me a better beer then I would be delighted to meet it. No self-respecting Belgian café has fewer than a dozen bottled beers on offer and many offer menus running into several pages. The range and breadth of Belgian beers, from 3 per cent sweetened lambics to dark 12 per cent monsters, make deciding what to drink much like choosing a meal from a food menu. It depends. I personally can't think of anything better than a cold glass of Duvel on a warm summer's afternoon, or a comforting, dark Chimay Bleu in front of a fire after a winter walk. You can't have a “favourite”, because every beer has its time and place... and its own shape of glass – sorry Dad, I see now that you were right. I also fell in love with hearty, rustic Belgian food, so much of which goes perfectly with the beers on offer. Sausage and mash will always be one of my favourite pub meals, but there is something about Stoemp and a Leffe Brune that takes it to another level. I love a beef stew and a pint of bitter, but would secretly always rather be eating a bowl of Carbonade flamande washed down with a Rochefort 8. Accompanied by my newfound love of food and drink, I eventually left Belgium for France, a country famous worldwide for both those things. I have continued to spend a lot of my time talking and thinking about food and I have become an obsessive home cook. I also continue to enjoy a good beer, but a recent incident made me realise that I have never really opened my mind fully to the world of wine that is on myIfdoorstep.you'llindulge me, I am going to digress briefly. I promise it is vaguely relevant! If you asked me what the greatest moment of my life was, just for pure, unbridled joy, it was probably soundtracked by Ian Robertson's famous commentary at the 2003 Rugby World Cup: “It’s coming back for Jonny Wilkinson... He drops for World Cup glory... IT’S UP, IT’S OVER, HE’S DONE IT!” I was hugely into my rugby at the time and the high of that moment stayed with me for weeks. Aside within an aside: I watched that game in a Belgian bar, although to this day I can't remember what I was drinking – a lot is probably the bestBackanswer.towine. We were recently invited to dinner with new friends, one of whom is VERY into his wine and incredibly knowledgable with it. We were lucky enough to enjoy a rather special bottle that was apparently coming into its best and that he very generously wanted to share with us. He poured, sniffed, swirled, sniffed again, took a sip, percolated air through the wine and finally swallowed. A squeal left his mouth and unalloyed joy spread across his face. As an observer, I think in that moment, he may have been something approaching as happy as I felt as Jonny dropped for World CupNow,glory.don't get me wrong, it was delicious wine. Unfortunately I am someone that tends to categorise wine in three main ways: delicious, OK and not so good. In my defence, I did warn him that his wine may be wasted on me. On reflexion, however, I realised that I used to feel the same about beer before my Damascene conversion at the hands of Belgian monks. It then occurred to me that I was jealous. I want to get that much joy from a glass of wine. I would once pour anything down my neck in a pub before becoming a Belgian beer bore. Could I learn to appreciate wine in a similar way? What world of pleasure is out there that I might have spent the last 20 years blissfully unaware of? It could be that I am simply having a mid-life crisis, but I think for my next project I am going to try and find out. I know nothing about wine, other than I like it most of the time, but can I learn to love it? With enough reading, learning and tasting, can a sip of wine make me squeal with joy and forget where I am for a brief moment? I suspect that I do not have a sophisticated enough palette to reach those heights, but it will surely be a fun journey finding out. And let's face it, living just north of Bordeaux is not a bad place from which to embark on this journey... plus I now know a man who very much knows his onions. I may even document my experiences if anyone is interested..?

T he long-running battle over the controversial Beynac bypass has tak en another twist after a court delayed a demolition order by one year and the department revealed it was hoping to resubmit planning permission. The small medieval town of Beynac-et-Ca zenac, situated on the banks of the Dordogne river, is a notorious traffic bottleneck, especially in the summer months. At the height of the season 10,000 vehicles squeeze through the narrow gap between the river and the rocky outcrop that dominates the town, often causing long tailbacks. In 2018, the department was given the go-ahead for a contro versial €32 million bypass that would see two bridges take traf fic across the river, up the valley, and then back across on the other side of the town. From the outset, the project faced major opposition from environmental campaigners as the area is designated as a pro tected “Natura 2000” zone and is home to as many as 129 protected species.Despite losing a series of court battles, departmental authorities pushed ahead with the project, spending €20 million and build ing two huge bridge supports in the river. Work was eventually stopped in 2019 when the coun try's highest court agreed with a series of rulings by lower courts and declared the project illegal as no environmental impact study had been made and ordered its demolition.Sincethat day, backers of the bypass have insisted that the pro ject is so far advanced it would make no sense to demolish the work already completed – it will cost an estimated €15 million to return the site to its original state. Campaigners have for their part demanded that the court's deci sions be respected. “It has been their tactic from the beginning: get on with the work and talk about it later,” said Corinne Lep age, a former environment minis ter who has opposed the project from the start. “But the admin istrative courts have not agreed with this presentation of a fait ac compliUnder.” French law, there are only three conditions under which construction projects can be un dertaken in conservation zones: when no other solution is avail able; in order to protect the area in question; and when there are over-riding health and safety is sues. Numerous court rulings have decided that none of these conditions have been met in this instance.Theextension to a previous demolition order was granted in July on the condition that a demolition contract be presented to the court by January 2023, and that the department pay €5,000 a day from July 2023 if work is not completed. More legal drama over Beynac bypass

T here was confusion among travellers recently after Ryanair continued to sell autumn tickets to and from Limoges, despite the airport confirming that it would be completely closed for runway repairs. No planes will be able to land or take off from Limoges-Bellegarde for six weeks between 31st October and 11th December while repair work is undertaken on the runway, aeroplane parking areas and LED lighting.

“We are taking advantage of a slightly less busy trav el period to schedule this closure and offer customers a new outdoor infrastructure with more responsible elec tricity consumption,” the airport said in a press release. Despite this, Ryanair was still selling tickets to and from the popular destination in early August. When contacted, Ryanair claimed that it had not received a Notice to Air Missions (NOTAM) from Limoges Air port informing them of the closure and could therefore not update its schedules. For their part, the airport insist that they are not offi cially allowed to issue the NOTAM until one month be fore the scheduled closure, but that they had informed Ryanair of it several times. Furthermore, the airport confirmed that they had asked Ryanair to update its timetables and that the low-cost airline had acknowl edged the communication.

On their way back to the UK ten weeks later, the couple were ap proached and told to see a customs official. “The officer proceeded to tell us that we are now French resi dent and are required to have re-reg istered the car,” Mike said. “I argued that it spends roughly equal time in the UK and France and if registered in France it would then be illegal in the UK. I also argued that we were taking the car out of France, not im porting it. Finally I came up with my company registration saying that other directors also drive the car in the UK. This did throw him so he then went to have a discussion with three others, one of whom was the original immigration officer.”

The first two arguments make no difference under French law, but it was this last point that saved Mike from a much larger fine, potentially in the thousands of euros. The even tual €150 fine was simply for not having a written document showing authorisation to drive a company car. By applying for a permanent resi dency card, you are also required to become French resident for legal purposes, which comes with a number of obligations such as signing up to the French healthcare system, filing French tax returns... and importing your car. There is a grace period that gives you enough time to get your affairs in order, but if you are in possession of a Brexit Withdrawal Agreement carte de séjour, you will have had this for at least a year. If your argument is that you spend more than six months of the year in the UK, then you risk losing your right to a French resi dency card as this would imply you are in fact British resident. Failing to re-register your vehicle as French can have several reper cussions beyond a simple fine. Not only are you potentially liable for VAT and import duty, you may find that your car insurance is not valid should you find yourself involved in an accident.

The recent travel chaos at Britain's ferry terminals and airports was in many ways a glimpse into the post-Brexit reality for travellers. The bad news for British tourists is that further changes to the rules of European travel are due to come into effect next year which could make the situation significantly worse in some situations. There has, however, been a delay an nounced for the introduction of one majorSincechange.theUK chose to leave the EU, British citizens may only visit the Schengen area for 90 days out of every 180. This restriction has resulted in the requirement for border officials to physically check and stamp the passports of anyone entering or leaving the EU to identify those overstaying. At travel bottlenecks, such as airports and at main Channel crossings, this resulted in huge delays as the sum mer holiday exodus got under way.

“There is no way of doing a bio metric control without getting eve ryone out of the vehicle,” said Tim Reardon, from the Dover Harbour Board, during a meeting of the UK Lords Committee. “That’s the one thing which cannot happen on our site because you’re in the middle of live traffic. It would be equivalent to asking people to get out of their car at a motorway toll booth. It’s fundamentally unsafe, and it can’t happen. There is no such thing as an e-gate for a car, and there is no such thing as an e-gate process for people travelling as a group –they’re all one-at-a-time process es.”Another change that will add an extra layer of administration – and cost – to European travel was due to come into effect next year, but has now been further delayed. It was hoped that the EU’s European Travel Information and Authorisa tion System (ETIAS) would also go live in May 2023, but this will now not happen until at least No vember of next year.

ETIAS delayed, but EES could increase border queues

It was recently confirmed that the new EU Entry/Exit System (EES) will come into effect in May next year with the aim of both speed ing up border controls and mak ing the EU's borders more secure. The system should alleviate some of the stress from the country's air ports, but it also looks set to make the situation significantly worse at many land crossings. Under the new system, travellers will be able to self-scan their pass port – as non-EU citizens, British travellers are currently not allowed to use e-gates at most airports – and automatically register their per sonal and biometric details, with out the need for physical passport stamps. This means that travellers can be tracked across the Schengen area with any overstays automati cally flagged; British tourists may now only spend 90 days in every rolling 180-day period within the bloc.The ability to use electronic gates and associated removal of most physical checks by border guards, should speed up travel for foot passengers through airports and the Eurostar terminal. Con versely, the EES does pose a major problem for anyone travelling by car or Thiscoach.summer, it was estimated that the checking and stamping of passports doubled the amount of time taken to pass through French border control at Dover, leading to the huge tailbacks witnessed at Britain's busiest port. Under the EES, each passenger would have to exit their vehicle to pass through an e-gate to have their face scanned and fingerprints registered. Aside from the safety issues of leaving your car while surrounded by thou sands of other vehicles with their engines running, it will almost cer tainly increase the overall amount of time taken to pass through bor der control, threatening even more travel chaos on the roads of Kent.

ETIAS will work in conjunc tion with the EES and be used to monitor and track the movements of non-EU citizens from countries which do not need a visa to enter the EU. Since the Brexit Withdraw al Agreement came into effect, Britain is one of 59 such countries – along with the US, Japan and Australia among others – who have the right to travel within the Schen gen area without a visa, but under certain conditions. The ETIAS application process is quick and simple, and will cost €7 per person when it comes into force, with each authorisation valid for three years and multiple visits. Applications are necessary for lei sure, business or transit. Whilst the ETIAS is not a visa - it is much quicker, cheaper and simpler to obtain - it will work in a similar way: visitors will have to apply for approval before travel to a Schengen country and also provide the document at the bor der when entering. The details re quired in applications will include passport and personal information (name, address, date of birth, etc.), as well as information concerning health, criminal records and previ ous EU immigration history. This information will be checked against a European database and applications can be refused on se curity grounds. It is not currently clear how strict the rules will be, but ESTA requests in the US (which is very similar to the pro posed ETIAS system) are routinely denied for those with serious crim inal convictions including assault, arson, theft and fraud. Once ETIAS comes into full ef fect, when entering the Schengen area your passport will be scanned via the EES or a border guard, and if you do not have a valid ETHIAS authorisation, you will be denied entry. Currently, the only EU na tions outside the ETIAS system are Bulgaria, Croatia, Cyprus, Ireland andThoseRomania.living permanently in France and in possession of a Brex it withdrawal residency card do not have to apply for ETIAS authorisa tion when travelling to other coun tries within the EU. If you leave the Schengen area, however, for exam ple by travelling to the UK or US, you will need to provide proof of your French residency in order to re-enter the EU without ETIAS au thorisation – your carte de séjour should suffice. Some commentators in the UK have pointed to the EES and ETHI AS systems as further proof of the EU trying to “punish” the UK for leaving the EU. In fact, not only do the schemes apply equally to all “third country” travellers, under David Cameron's leadership and pre-referendum, the UK was one of the leading voices and major sup porters of increased digital security of Europe's borders. ■

Entering someone's garden is a far less serious offence than breaking into their home and prosecution is not straightfor ward.

Furthermore, many pools are owned “collectively” by a num ber of properties which all have access. In this instance, squat ters can easily say that they have been invited to use the facilities by another resident, a claim that would require sig nificant resources to investigate and therefore disprove. The best solutions available to combat this growing problem remain in stalling a pool alarm, or a cover which can be locked. ■

Rise in reported cases A s reported in last month's edition of The Bugle, recent heatwaves and lock downs have seen a boom in the short-term rental of gardens and swimming pools to those who have access to neither. Accord ing to police, however, there is also now increasing evidence of people bypassing the shortterm rental market and simply “squatting” in private pools. There have been reports of homeowners returning to find their pools full of strangers, or evidence of outdoor parties that have taken place in their absence. W elsh author Ken Follett has visited a cathe dral in northern France that proceeds from a recent book have helped to restore. The bestselling author wrote “Notre-Dame: a Short History of the Meaning of Cathedrals” in the wake of the fire that ravaged the Parisian monument in 2019, but when it became apparent that more than enough mon ey had been donated to restore the landmark, the author looked for another project to support. “I chose the cathedral because it is beautiful, and it needs a lot of money for restoration. And person ally, it was founded by a Welshman, and I am Welsh,” Follett said on his recent visit to the cathedral in Dolde-Bretagne to the east of Saint-Malo. “It's expensive, but it must be done because these buildings contain our history, the history of Europe. We are doing it for us, because it is beautiful and we love this church, but also for our children and their children. We are doing this for the future, and we hope that the cathedral will continue to exist for another 800 years. I am very proud, and very happy to help a little for the repairs of the cathedral.”

The young swimmer, who live streamed the crossing on Facebook, has a growing reputation in the open swimming world and already holds several French records as well as world titles for ice swimming. The “smiling penguin”, as she is known in the France, is evidently not afraid of a challenge: in May this year she came up just 59 metres short in an attempt to swim an ice mile – 1609 metres in zero degree water. When she was pulled from the water by her support crew, agonisingly close to the finishing line, she was suffering from extreme hypo thermia and her core body temperature had dropped to almost 30 degrees. Her latest record-breaking crossing was in aid of the Institut Curie cancer research foundation. Marion suffered an epithelioid sarcoma – a rare type of soft tissue cancer – as a child and hopes to continue to raise money for chil dren's charities researching the disease. Impressive as her cross-Channel efforts undoubtedly are, she still has a way to go to beat the overall wom en's record of 7 hours 25 minutes, set in 2006 by Czech swimmer Yvetta Hlaváčová. The men's record is held by Australian Trent Grimsey with a time of 6 hours 55 minutes. ■

AFrench woman has set a new record for swimming across the Channel. Marion Joffle, a 23-year-old from Caen, emerged from the water at Cap GrisNez near Calais after 9 hours and 22 minutes, making her the fastest French woman to cross the 34-kilometre stretch. “These insects only react when they feel in danger. They feel in danger if you try to go after them yourself, or if you are near the nest,” explained Bertrand Dufour, a nearby expert based in the Loire. “For example, if you put your foot next to a nest without seeing it, it makes vibrations and then they come out to sting you. Or maybe a nest fell due to wind in the forest, and these cyclists were nearby and had bad luck. Hornets, like bees, do not usually attack humans. They will do so to defend their nest and when they feel threatened.” ■

I n the midst of an energy crisis and soaring electricity costs, France hit a major milestone in August when one quarter of the country's electricity needs were briefly being met by solar energy. The peak came on August 7th when solar production hit a record 10.7 GW – roughly the output of 10 nu clear power stations and enough to power 3 million households. At that moment, solar was responsible for 26% of the country's electricity.

Two men have been left in intensive care after they were each stung more than fifty times by a swarm of hornets. A third person, who was stung around 15 times, was also taken to hospital in a less serious condition. The pair, aged 51 and 72, were among a group of 10 taking a bike ride near Briennon in the Loire department when the incredibly rare attack occurred. Three ambulances and more than a dozen pompiers attend ed the scene, with one later saying they had never seen such a brutal attack. There was initial confusion as to whether the frelons in question were native European hornets, or the invasive Asian hornet which has rapidly spread across the country in the last decade, posing a particular threat to honey bees. It was later confirmed that they were European hornets. In the wake of the attack, experts were split on what could have caused it. Hornets are not naturally aggressive and will typically only swarm as a defensive measure, although one theory is that the recent heatwave could have put the colony under extra stress and made them more aggressive.

One-off cost of living payments for 11 million

Nearly 11 million households will receive a one-off cash payment from the government in September to help with the cost of living crisis. Eligible households will receive €100 plus €50 per child in the sec ond half of the month, which will arrive automatically and does not need to be applied for. The one-off payment, called the prime de rentrée exceptionnelle , is not linked to the allocation de rentrée scolaire which is given to families with school-aged children every summer to help with the cost of la rentrée – the return to school. The financial aid will be avail able to households that currently receive social benefits such as the revenu de solidarité active (RSA), as well as bursary students. R everend Ray Borg, a Methodist Min ister, and his wife Karen have moved permanently to La Creuse to take up Christian ministry in the department. “We’ve want ed to come and live in France for many years,” says Rev Ray “and happily, God’s call has brought us to this beauti fulTheirplace”.ministry will be split 50/50 between work with the United Protestant Church of France and anglophones in La Creuse. “We feel particularly called to minister to people who are unable to access pas toral support, faith exploration and worship because of diffi culties with the language,” ex plains Karen. The starting point of their ministry will be to establish a couple of discussion groups whose aim will be to explore matters of life and faith. “We are determined,” says Ray, “that these groups will be ac cessible to everyone and we are particularly keen to wel come people who have never given any thought to spiritual matters.” The couple are also keen to emphasise that the groups will focus on matters of faith rather than religion. Being an ordained minister, Rev Ray is also keen to start worship services twice month ly that are relevant, accessible, interesting and useful. “Previ ously in circuit ministry in the UK, I was able to link the talk during Sunday worship with discussion groups mid-week,” he explains. “In that way peo ple get more out of the whole experience and faith becomes an integral part of daily life, not something we do out of duty on a Sunday morning.” In making these comments, Rev Ray is keen to emphasise that his style is neither “happy clappy” nor “stuffy”, prefer ring instead a style that is per sonable, informal, encourag ing and without pressure. A French start-up is offering a unique solution to an age-old practice by offer ing to scatter a loved one's ashes by drone. Terra Ciela, based in Castres in the Tarn department, currently offers the service at two locations deep in the Montagne Noire mountain range in the south-west of France, but hopes to roll out more options across the country in the near future, as well as bespoke packages on private prop Theerties.law in France currently allows for ash es to be scattered anywhere, provided that the location is sufficiently far away from public spaces, highways and waterways. Eco protesters target Limoges golf courses over water usage

T here was confu sion among trav ellers recently after Ryanair continued to sell autumn tickets to and from Limo ges, despite the airport confirming that it would be completely closed for runway repairs. No planes will be able to land or take off from LimogesBellegarde for six weeks between 31st October and 11th December while re pair work is undertaken on the runway, aeroplane parking areas and LED lighting.“Weare taking advan tage of a slightly less busy travel period to sched ule this closure and offer customers a new outdoor infrastructure with more responsible electricity consumption,” the airport said in a press release. Despite this, Ryanair was still selling tickets to and from the popular des tination in early August. When contacted, Ryanair claimed that it had not received a Notice to Air Missions (NOTAM) from Limoges Airport inform ing them of the closure and could therefore not update their schedules. For their part, the airport insist that they are not offi cially allowed to issue the NOTAM until one month before the scheduled clo sure, but that they had in formed Ryanair of it sev eral times. Furthermore, the airport confirmed that they had asked Ryanair to update their timetables and that the low-cost air line had acknowledged the communication.Itisnotclear whether those who booked tickets for the period the runway is closed will be offered a full refund, or flights on a separate date. ■

In 2016, in Philadelphia, a truffle auction took place over global live simulcast at which a white truffle selling in Italy and weighing in at over 1.15 kilos, was the star. The winning bid came from Dong Xhenxiang, chef-owner of Da Dong Roast Duck in Beijing. He paid $112,000 for it. Given an Alba white truffle has a shelf-life of about 7 days, he would have had to use it fast.The largest truffle in the world was also from Alba and weighed in at 1.88kg. It, too, was sold at auction, by Sotheby’s in New York, for $61,000. But French truffle growers can now take heart. Big bucks may soon be coming their way. In July, scientists from INRAE, France’s National Research Institute for Agriculture, Food and the Environment, revealed that somewhere secret in Nouvelle-Aquitaine, 26 white truffles have been successfully cultivated. Over 90 per cent of the Périgord’s black truffles are cultivated. But producers have struggled to farm the rarer white. At the institute, two hard years passed with feeble harvests before this bumper crop. The lead mycologist of the project, Dr Claude Murat, confirmed that the truffles could now be considered as established. In cultivating black truffles, producers expect only a few truffles to begin with before a quick increase by the second or third harvest. Apparently, the French white truffle has just behaved the same way. Back in the 1970s, French scientists worked out how to successfully inoculate oak trees with truffles, establishing the Périgord as prime providers of the black variety. But the trick failed with the more lucrative white truffles despite working on half a million seedlings in plantations in France, Italy and Spain. After nearly 20 years, only a few truffles were found. It’s been a long journey to achieve this harvest in France of 26. It was begun in 1999 with oak trees that had been genetically linked with Italian white truffles whose seedlings were then planted out from 2008 on. Of the 52 oaks planted in 2015, 12 have produced truffles - three truffles in 2019, four in 2020 and suddenly in 2021 the twenty-six which together weighed around 900g. So we may be seeing white truffles at the Sainte-Alvère truffle market sometime in the future, which will be of increased financial benefit to local producers and an added fillip for local chefs, cooks, and diners. If you are lucky enough to own a truffle of any colour, treat it as simply as possible. Either grate it generously over a dish of fresh pasta cooked al dente, or shave it over an omelette. An omelette should not contain fewer than two eggs or more than four. If you’re making them for more than one person, you’ll need to repeat the process. Whip them together with a teaspoon of cold water. Add whatever scraps and tailings of truffle you have. Put a nugget of unsalted butter into a heavy-bottomed frying pan over medium-low heat to melt then add a tablespoon of light olive oil or truffle oil and swirl. Pour in the eggs and swirl to cover the pan. As they begin to set, keep drawing them to the side with a spatula, tilting the pan to let the runny egg fill the bottom. Once they have just set, remove from the heat, shake the pan to ensure the base is not sticking, season with salt and pepper, then add the first three slices of truffle. Fold the omelette in two then add three more slices on top before serving, sprinkled lightly with a finishing salt. Don’t add salt to eggs before cooking them as it toughens them.

In a good year, the average cost per kilo of the Périgord’s black Tuber melanosporum weighs in at $721.25, while the Tuber magnatum, the so-called truffle of the white Madonna, is so rare that in good condition they can fetch up to $10,500 a kilo. At last year’s late autumn festival, they were selling for $6,000 a kilo following a poor harvest. Even in a prolific year, their lowest average price is more than $2,000 a kilo.

It has been a roller coaster of a year in the vineyards, with frosts and hail storms in the spring and early summer, followed by intense heatwaves. The rare rains that did fall came in damaging floods and thunderstorms. There were moments of near despair among some of my winemaking friends after the shattering impact of the June hail storms, when they thought the entire crop had gone. But then Mother Nature showed her resilience and out came new buds and now the question is whether there will be enough pickers to bring in the whole har vest.Because of the heat, in the Bergerac as in the Bordeaux vineyards and across much of France, the harvest began unusually early. There are exceptions. In the Pécharmant, at the venerable Château de Tiregand, they are counting on some timely rains before September 10. I hope they get them, since this will be the last vintage of my old friend, François-Xavier de St-Exupéry, before the place is sold, and he deserves to have a won derful last harvest and make one of his spe ciality Grands Millésimes. The good news is that he is to continue making his outstand ing wines at Château Mondazur. I was delighted that my friend Harvey Steiman, legendary editor of The Wine Spectator in the USA, was able to serve some Tiregand wines at his annual feast in Aspen, Colorado, this month, at which for the first time he featured Périgord cuisine and Bergerac wines. Harvey came to stay with his wife earlier this year and we took them to some favourite vineyards, including Tiregand, which has long been a treasured favourite.Wevisited another legendary winemak er, Bruno Bilancini of Château Tirecul La Gravière, and I’ll never forget the way Har vey’s eyes almost jumped out of his head when he tasted Bruno’s glorious Monbazil lac, the Cuvée Madame. Thanks to MariePierre Tamagnon of the Bergerac Wine Centre and Johnny Denenea, founder of the Fans of Bruno group in the US, Harvey’s feast was able to feature both Tiregand and Tirecul wines and Harvey tells me it was the most successful feast he ever held. Harvey wrote to let me know he had served Château de la Jaubertie Mirabelle Blanc 2019 with the two entrées, Tarte Ta tin aux oignons rouges and Trempette aux herbes et à l’ail avec beignets de courgettes. With my own Cuvée Bruno Rouge 2018 they served La Soupe froide de tomates rô ties de Pamela à la mousse aux herbes. Châ teau Tiregand Pécharmant Grand Millésime 2016, was served with the Brochettes d’agneau avec abricots. The Château Tire cul La Gravière Sélection des grains nobles 2019 was served with the two desserts, Pêches à la sauce caramel and Gâteau aux noix. (The recipes all came from Bruno’s Cookbook, which was largely written by my wife, Julia Watson. I just wrote the twid dly bits between the recipes. It won the Prix Gourmand International as ‘World’s Best French Cookbook’, and it will finally ap pear in English in the US and Britain next year.)Reading Harvey’s account of his feast day cheered me up, despite the difficult news from the Bergerac vineyards. In gen eral, we have seen here in the south-west of France this year yet again the danger of dependence on the Merlot grape. Merlot is unusually vulnerable to hot summers. So even the grand vineyards like PessacLéognan began their harvest extraordinar ily early on August 16. Merlot is a marvellous grape, the back bone of Bordeaux wines, but in hot summers the grapes ripen early leaving the winemak ers with a grim choice. Pick when the grapes are ready and the tannins and phenols are too immature to give their depth and reso nance to the wines. Pick late enough for the tannins to ripen and the grapes are bursting with sugar, which means the wines will be unusually strong in alcohol. Thirty years ago, Bordeaux and Bergerac wines were usually sold with 12.5 degrees of alcohol. These days 14 and 14.5 degrees are common and there are wines with 15 and more degrees, which is tending to wards the strength of fortified wines like port. This means that the old claim that a man of average build could drink two glasses of wine with lunch and still drive without fear of being breathalyzed no long er holds Winemakersgood. have found various ways to adapt, planting different types of grape. Chardonnay, for example, has in recent years become more and more common. Châ teau de la Jaubertie, south-east of Bergerac, was one of the first, and now Château des Eyssards near Monestier and Château Les Brandeaux in the far south-west are mak ing excellent Chardonnay, but cannot mar ket them as an appellation contrôlée of the Bergerac. This is likely to change as the bu reaucrats of the wine business increasingly accept the need to adapt to the changing cli mate.Even more change is coming, because the European Union has decreed that by 2025 the use of pesticides known as phytosani taires has to be cut by 50 per cent. Widely used to control fungi like mildew and oïdi um, this is already starting to promote the use of grapes that are naturally - or even un naturally - resistant. The new rules are com ing because of the harsh truth that the high est concentrations of chemical pesticides in all of European agriculture were to be found in the vineyards. So I suspect we shall be hearing a great deal more of a grape called Marselan, which was born in 1961 of a cross-breeding of Ca bernet Sauvignon and Grenache Noir, and which can be harvested late in September or even October. The south-west is not alone in this. The Champagne district has recently authorised the use of up to five per cent of a new hybrid grape variety called Voltis, which is a genetic blending of various types of Vitis Vinifera, an American grape, with Muscadinia.Manyofthese developments are the result of cooperation between French scientists and the well-known German research cen tres, the Julius Kuehn Institute at Siebeldin gen in the Rhine valley north of Strasbourg, and the Viticulture Institute at Freiburg, close to the Swiss border. There is more to come. In Chile, scientists are trying to eradicate the gene that makes grapes susceptible to these fungi, and par ticularly to oïdium. This gene, present in all grapes, can destroy an entire vineyard when the contrast between day and night tempera tures increases as it has done this year. So we can expect in the future to be drinking white wines made from Sultanine, tradition ally a table grape, which has now achieved a genetic resistance to oïdium. I just hope that these new varieties of wine can produce bottles that are fit to stand alongside the Jauberties, the Tiregands and the Tireculs at Harvey’s future feasts. ■ Martin Walker, author of the best-selling ‘Bruno, chief of police’ novels, is a Grand Consul de la Vinée de Bergerac. In fact, as a French tax resident, it would be hard to find a product offering more tax advantages than an Assurance Vie is able to pro vide.Firstly, from a potential French inheritance tax per spective, they are written as a life insurance product mean ing that if they are written as joint lives and paying out on second death the proceeds are not added to the estate on first death and if your eventual beneficiaries are non-French resident, they are paid out immediately, with potentially little to no inheritance tax payable (subject to amounts received and age at invest ment).Secondly, the funds grow tax free. The funds are not taxed at source and neither is the bond for either income tax or capital gains tax, therefore when comparing against the UK version of the same prod uct you are already 20% better off.Thirdly, withdrawals are taxed only on the part of a withdrawal that is classed as a ‘gain’ and can be subject to ei ther your marginal rate or the investment tax rate of 12.8% (plus social charges), if this is lower. This will significantly decrease the amount of tax payable and can really assist in reducing your annual tax liability, especially for those that already have pensions, investments and rental in come which may put you into a higher rate tax bracket. Finally, there is no need to complete monthly returns on gains, as the bond is automat ically reported each year to the French authorities making them the easiest of products to administer.Thesebonds not only offer some major tax advantages for those that already hold UK versions, but can also be a great home for funds held in cash or in UK ISAs or NS&I products, none of which are tax efficient here in France. This is Iago, a lovely 10-year-old Labrador cross who has sadly spent the last 6 years at the refuge. You may be wondering why he has not been adopted and it is because he is just so fearful of everything, he knows very little of the outside world. Iago, however, is a hidden gem, because once you do get to know him, you will find he is a gentle, quiet, kind dog who enjoys being made a fuss of. Iago's chances of adoption are almost nil, as any potential adopter would need to earn his trust before an adoption could even be considered, a big commitment. However, miracles have happened before and just maybe, there is someone who is willing to give him the chance he deserves, it would just be heartbreaking for him to end his days at the refuge.

The CINEMA in Peyrat-le-Château, run by the volunteers of the Association Bande Originale, regularly shows VOST films (original version with French subtitles), especially for all the non-French speakers in our region.

We are a gardening association based in the Mairie at St. Amand le Petit, between Eymoutiers and Peyrat le Château. We hold monthly meetings on the third Thursday of the month, starting at 2.30 pm. Meetings are held in English, but we can also present topics in French. We have lots of different nationalities amongst our members. Boussac Brocante will be hosting a fun Dog Show on September 18th, at Square Pierre Leroux, Boussac 23600. The first class judging will start from 2 pm and best of show will end the event around 5 pm. Dogs of all ages, shapes and sizes can enter the show in as many classes as they would like. Numbers will need to be limited at some point and inscription forms will be available at the shop, during opening hours, until Friday 16th September. Entry fees are 3€ per class or 2 classes for 5€. He graduated with First Class Honors, a Postgraduate Diploma with Distinction, and the Hopkinson Gold Medal. Following a two-year Junior Fellowship at the RCM, he has gone on to establish himself as a solo recitalist, chamber musician, accompanist and teacher. He has performed widely across the UK, Europe, USA, Ireland, Central America, Scandinavia and Australia, performing at venues including Wigmore Hall, The Southbank Centre, National Concert Hall in Dublin, Hochschule der Kunste in Berlin, and the University of Iowa. He has broadcast on BBC television, Classic FM, and live on BBC Radio 3. In addition to his busy freelance career, he currently holds teaching posts at Wycombe Abbey School and the RCM Junior Department, and manages his own music agency.

Free guided visits as part of the European Heritage Days

Take a historic pause on “the Way of Saint-James” and visit the Norman-style fortified church of Les Billanges. Labelled as an Ancient Monument in 2005, the church will enchant you with its guard turrets, strengthened walls and buttresses, testimonies of the 16th century religious wars as well as its partly displayed frescoes inside. Bernadette and Philippe, the two guides belonging to the ASPLB (Association de Sauvegarde du Patrimoine Les Billanges) will be delighted to welcome you and lead you back to the Middle Ages when the church was being built. They will tell you in English and French the legend of Saint Sebastian represented by a fresco as in many other churches in the area and the reason why the frescoes inside the church were ordered by the Foucaults in the 14th century. You will find out why two reliquaries from the Abbey of Grandmont, dating from the 13th century, are kept in a recess of the church of Les Billanges and you will discover a “piscine” or ancient sink from the 12th century in a cupboard at the end of the choir stalls and more… Les petits jardiniers du Limousin are holding their Annual Show on 4th September in the Mairie of Saint-Amand-le-Petit It will open from 9 am, and judging will take place at 10:30 am. Come along and see the magnificent exhibits of fruit, vegetables and flowers grown by our members. Non-members are also very welcome to exhibit their own produce, details of entry and rules can be obtained by contacting pjlimousin@gmail.com.

The exhibition is in the Mairie and other interesting artisanal stands will be around the grounds, as well as a vide-greniers stall. Tea, coffee and home-made cakes will be available, a BBQ of pork products, and a bar selling wine, beer and soft drinks. A raffle will be held at 3:30 pm with wonderful prizes to be won. Everyone is most welcome to come and join in with what is always a great Show with a friendly atmosphere. Should you like to join our club, please ask any Committee member who will be wearing a badge to identify them. You will be most welcome! Car parking will be available in an adjoining field.
