Product News London boiler cashback scheme: voucher update

News that vouchers are available to meet demand under the London Boiler Cashback Scheme has been welcomed by the BMF. Figures obtained by the BMF show that enquiries remain steady, with new applications coming in every day. In the first four months, over 6,000 householders have applied - or are in the process of applying - for £400 vouchers under the Mayor of London’s scheme. Of these, over 1,200 applicants have submitted claims following the installation of a new, energy-efficient boiler in their home. The BMF is encouraged there is a continued level of interest and sufficient

vouchers are available to meet demand. It is also pleasing to learn that nearly 40% of applicants heard of the offer via their installer - which continues to be the most effective communication route. This underlines the joint industry and government approach taken to devise and introduce what inevitably became known as the ‘Boris Boilers’ scheme. www.boilercashback.london.gov.uk Commenting on the figures, Brett Amphlett, BMF Policy & Public Affairs’ Manager, said: “In an ideal world, it would be better to have a coherent, fabric-first approach to improve the thermal and energy performance of homes. But in the absence of a proper, long-term national policy, it is not surprising that London residents are responding to the Mayor’s offer”. “We shall continue to track London Boiler Cashback over coming months to monitor uptake and invite the new Mayor of London, Sadiq Khan, to find the money for another offer next winter”.

Legislation Perhaps more interestingly, there is still everything to play for in able-to-pay households. We need to help Government devise and deliver a policy framework that will make energy efficiency improvement Since the 2015 election, it seems that a desired element of the RMI market. all we’ve heard about energy efficiency The policy package needs to engage and policy is bad news. So, what’s next, in enthuse installers to sell energy efficiency policy terms, for the heating market? as a valuable addition to a project if they don’t already (‘New boiler? Would you We do now have some idea of what the Energy Company Obligation (ECO) might also like me to look at helping you control your system more easily? And if I clean look like, although we are still waiting for out and protect the system, you’ll get a consultation on the finer details. Going forward to 2022, it will focus on delivering more heat from your radiators and fewer boiler repair bills…’). It needs to enthuse the Government’s election promise households, by promoting the comfort, of help for 1 million more fuel poor health, wellbeing and asset value benefits households. Heating may play a smaller of an energy efficient home, and it needs role than it has in recent years, although that is yet to be decided. And how might to give people a small nudge in the right direction – with a stamp duty or council ECO tackle those ‘hard to treat’ heating tax incentive. If this policy framework systems that are probably the most can deliver demand for energy efficiency inefficient in the stock by a long stretch, amongst able to pay households, it will and yet have never yet been addressed help our sector to sell those additions to by any policy? It probably won’t.

projects, to replace those ‘hard to treat’ systems, and hence to grow the market for efficient heating systems. The biggest hurdle we face is the lack of interest in energy efficiency in Parliament. We are working on this by explaining the benefits of energy efficiency investment at the local level, through our Local Stories (www.ukace.org/local-stories/). We’ve had a very positive reaction to date, and if yet more MPs can see that this is important to their constituents, they will also start to take an interest. And then we might get the policy action that we all need.

Latest News BMF briefs members on Apprenticeships Levy

plan ahead and prepare their internal operations accordingly.

With the start of the Apprenticeships Levy due in April 2017, the BMF has issued a briefing paper to its members, outlining changes that the UK Government is making to the way apprenticeships are structured and financed. Whitehall is shifting the burden of responsibility for investing in apprentices from taxpayers to employers.

The central idea is a compulsory Apprenticeships’ Levy on employers throughout the UK. It will apply to businesses with a paybill of more than £3 million a year. In the briefing, the BMF alerts its members that mediumsized businesses employing between 100-200 staff will become liable to pay it when it comes into force on 6 April 2017.

The BMF has been tracking the policy since it was first announced by the Chancellor of the Exchequer last year to assess consequences for merchant and supplier members. The briefing concentrates on the proposals affecting businesses that fall within the scope of the new Levy to help BMF members

Publishing the new briefing, John Newcomb, BMF MD, said: “The BMF did not ask for a compulsory levy to be imposed on our members. There is a case for greater employer participation in the training and funding of apprentices - but I am not convinced these proposals are the right ones”.

“Trying to meet a fixed date of 6 April 2017 is risky. Getting this right must take precedence over forcing the pace of change. No-one wants to re-visit this in a year or two to put things right. The absence of clarity on how it will operate in Scotland, Wales and Northern Ireland is concerning”. Mr Newcomb added that when more information is known, another briefing will be issued direct to BMF members. For more information contact Brett Amphlett at brett.amphlett@bmf.org.uk.

BMF sets ambitious targets for more women merchants The BMF has pledged to help address unemployment and poorly paid employment amongst young women by signing up to the Young Women’s Trust employer pledge, setting an ambitious target to double the number of women and girls entering the merchant industry by 2020. At present only 11% of merchanting apprentices are female.

BMF appoints new Regional Manager The BMF has appointed Alex Clifford as Regional Manager for London and the South East with effect from 1 June 2016. Alex has over 30 years’ experience in the building materials industry, most recently as Business Development Director for Polypipe. Prior to that he held sales and contract management roles with Travis Perkins and John Guest. Commenting on the BMF’s latest appointment, MD John Newcomb said “Alex is taking on a new role that reflects both the BMF’s growing membership and our desire to strengthen relationships with members at a local level. Richard Jones, who previously had covered the whole of the South of the country, will now concentrate on our members in the South West and South Wales. John continued: “Alex also brings to the BMF a wealth of experience in Plumbing & Heating and will play a key role in helping us to develop appropriate services for this important sector.”

The BMF announcement follows figures released by CITB which show that 232,000 jobs will be created in construction industry over the next 5 years and the findings of the charity the Young Women’s Trust, which has found that over 1 million women aged between 16 and 30 are in poorly-paid roles or looking for work. John Newcomb, BMF MD said: “Merchanting is a fantastic career with great progression opportunities and I want to open up the sector to more women. This is a huge opportunity for our members who need a full mix of skills and experience in their branches and I am certain that we will meet, if not exceed, our ambitious target.” The BMF is already targeting women through its youth recruitment campaign, a central point of which is the website www.merchantrecruitment.co.uk which features several young women who are already making their mark in the industry. The BMF has signed up to the following pledge: “The BMF recognises the value of gender diversity and will take action to increase the representation of young women in our apprenticeship programmes.”

★ ★ ★ ★ ★ ★ Brexit update from John Newcomb ★ ★ ★ ★ ★ ★ No one can predict what the full effect will be on the UK economy and on the construction industry in the short, medium and long term. However as your trade association, the BMF want to share with you the critical actions that we, as one of the largest and most important trade associations in the construction industry will be taking on your behalf to help to maximise potential opportunities and minimise potential impacts on your business arising from this truly momentous decision. We will: 1. Hold detailed discussions with other leading trade bodies in our sector, such as the CBI, HHIC, CIPHE, SNIPEF and the FMB, to try to quantify the effect that Brexit will have on the construction industry sector and the possible legislative changes that might now need to take place, given the decision to leave the EU. 2. Compile a comprehensive list of items of legislation, such as the ECO, EPC and CE Marking, that have been historically driven from Europe, and to consider the impact of any changes if the Government turns its back on EEC driven directives and legislation. 3. Following the ongoing changes to the Cabinet and the Shadow Cabinet we will re-draft and re-issue the BMF Policy Manifesto and draw up a list of key asks for both the new Government and the opposition parties that best reflects the fundamental requirements

The power of branding Members are increasingly using the BMF brand on their advertising, literature, vehicles, showrooms, email signatures, websites and even their stationery. Why not join them and use the BMF to enhance the power of your brand? By doing so you demonstrate the quality and integrity of your business.

of the Merchant sector and its suppliers. 4. Attend all the major political party Conferences in the Autumn, taking a much higher profile role by supporting construction-related fringe events and forums, and meeting new ministers who will have an influence on policy that affects our sector. 5. In light of the regional variations in the Referendum results, we will discuss with the Board ways of strengthening our Policy and Public affairs influence not only in Westminster, but also in the devolved governments of Scotland, Wales and Northern Ireland. Regardless of how you personally voted I know that most members will now be concerned on what the short term future might bring, particularly for the economy. It is exactly at times like this that belonging to a strong trade association can help support and guide you through these changes and how they might affect your business. I believe the BMF is such a trade association. With your support I will ensure that our voice will be heard and that we have a central role to play with government to ensure that the Merchant sector continues to flourish and grow within the new economic and political landscape that will emerge over the coming months and years. I invite you to make your views known. Contact Brett Amphlett or myself with any comments or policy issues that you would like us to raise with Government The BMF can supply guidelines for members to use electronic logos, customer literature, vehicle and window stickers, including BMF Plumbing & Heating member stickers (pictured).

on your behalf. Also, if you are aware of other merchants or suppliers that are currently not members of the BMF but who may need our help and advice over the next few months and would like to join us then please ask them to contact me directly. If you would like a copy of the checklist of considerations from the CBI on their approach please visit www.bmf.org.uk news page. Please be assured that we will be keeping you regularly informed via our monthly bulletins and quarterly One Voice magazine as our new Policy and Public Affairs strategy develops. As always, thank you for your continued support and for helping us to grow into one of the leading trade associations in the construction industry helping to represent your interests. Together we are stronger and regardless of the challenges that we will face over the coming weeks and months we will face them together as One Industry with One Voice. John Newcomb, BMF MD

Top flight speaker for BMF Members’ Day

The BMF has confirmed a highflying keynote speaker Mandy Hickson for BMF Members’ Day on 20-21 September. Mandy was the only female pilot on her Front Line Tornado Squadron, flying multimillion pound fast jets for the RAF. Her route to the top began when she was awarded a RAF flying scholarship at 17, long before she even passed her driving test. She went on to complete three tours of duty and 45 missions over Iraq.

6

Mandy will draw on her experience of working within an elite team of fast jet operators to show how the same values apply within any competitive environment. She uses her in-depth knowledge of calculated risk taking, decision making under pressure and the critical role of the human in the system to transfer lessons from the cockpit to the boardroom. BMF MD John Newcomb said: “Members’ Day is the BMF’s biggest event this year and over 250 people have already booked. We are delighted that Mandy completes our line-up of speakers. Her frontline experience brings another dimension to our

overall theme, Together Towards Tomorrow.” BMF Members’ Day will take place at Jurys Inn Hinckley Island Hotel. The headline sponsor is ACO. In addition to the business conference, the two-day event encompasses a black-tie Awards Dinner, sponsored by Marsh Industries, and informal networking opportunities, including the BMF’s popular Golf Tournament sponsored by Monument Tools, to be held at the nearby Nuneaton Golf Club. The event is now sold out, but for more information, please contact june.upton@bmf.org.uk

BMF launches branch finder app A new Branch Locator App from the Builders Merchants Federation (BMF) will help tradespeople find a convenient outlet anywhere in the country. BMF merchants operate almost 4,500 branches across the UK and they can all be found instantly on the new app. Available free of charge for both Apple iOS and Android users, this handy app enables tradespeople to search by the merchant’s name, products sold or current location. It uses GPS tracking and geolocation functionality to display a list of the nearest outlets. Many BMF merchants offer enhanced functionality within the app, which enables one-touch call and email options to contact the merchant directly or link users to their website. The BMF app also has Sat Nav functionality, using Google Maps to show users the quickest road route to their selected merchant. BMF MD, John Newcomb said: “This is the only free app providing information and direct access to thousands of

builders merchants throughout the country. Many tradesmen rely on their smartphone to contact merchants and order materials. This will be a real help when they are working on site, particularly when they are away from their usual merchants. As there is no cost involved, I would urge everyone to download the app today, so it is ready on your smartphone when you need it.” The BMF Branch Locator App can be downloaded free at http://apps. excelpublishing.co.uk/bmf/ or via Apple and Android app stores. BMF merchant members have also been sent a poster to display in their branches which has a QR code for customers to scan to download the app. For more information contact Oz Bham at oz.bham@bmf.org.uk

The BMF are putting two teams into the VADO Rally this September, which will involve purchasing a cheap and cheerful car (max value £500) and driving it from the UK to Monte Carlo, over a 3 day period, travelling through 8 countries. Similar to the official rally, challenges will be set as the teams travel through the 8 different countries before ending up in Nice, France for the final night. The BMF are hoping to raise a serious amount of money for The Rainy Day Trust. Please support us and donate as little or as much as you wish. Visit www.justgiving.com/BMFVadoRally. Your support would be greatly appreciated.
