While it is the first for 11 Division, scholarships have been presented across several Toronto Police Services divisions for years, said local CPLC co-chair Linda Martin. Purple Martins’ return to High Park includes newly built bird house LISA RAINFORD lrainford@insidetoronto.com North America’s largest swallow, the Purple Martin, has a new High Park home because of the talents of a few Bishop Marrocco/Thomas Merton Catholic Secondary School students. Grade 11 students Victor Lopes, Joseph Scamolla and Frank Coelho, under the direction of construction technology teacher J.P. Cromien, can take credit for building the birds their new house. Yet, with space for as many as 12 different families – or broods, according to the High Park Natural Environment Committee’s Michael White – it could be described as a bird condo. “Wow,” exclaimed White as he walked into the Bloor Street West and Dundas Street West-area high school’s shop class and saw the newly constructed bird house for the first time last Friday with its shiny green roof. migrating birds For the last three years, White, along with committee member Ray Bielaskie, has been responsible for looking after the bird house, taking it down in the fall and putting it back up in the spring for the migrating Purple Martins who return to High Park after wintering in South America. It is situated along the bike path at the south end of Grenadier Pond near The Queensway. Last year, high winds knocked the house off its perch and into bulrushes nearby.

“It looks fantastic,” he said. The new version is “much more robust,” Cromien said, as he slid the sides out demonstrating how this will make the house easier to clean. “It was a great project for the skill development aspect and the mechanical skills, planning and design process,” Cromien said. The teens modestly called the project “easy,” at least once they got the measuring finished, Scamolla said, an aspiring electrician. “I love what they’ve done,” said Bielaskie. He and White will install the new bird house in the next few weeks, to coincide with the Purple Martins’ return to High Park.

“It had seen better days,” Bielaskie told The Villager of the old house, first erected in 2007. The nesting house was part of a Toronto and Region Conservation shoreline restoration project. Historically Purple Martins nested in cavities created by woodpeckers, but now they rely mainly on housing created by people. “Ray came to me and asked if we could fix it or rebuilt it,” Cromien said, who was only too happy to oblige. “We like to help out the community.” The shop class is a projectbased, hands-on learning course, Cromien explained, so a project like the bird house was a good fit. The majority of students are working on building Muskoka chairs and dog houses. Bielaskie was impressed.

Bloor West siblings’ short film up for TVO, TIFF kids awards LISA RAINFORD lrainford@insidetoronto.com Brother and sister filmmakers, Katie Advani, 9, and Matthew Advani, 11, have parlayed their hobby creating home movies into an award-worthy endeavor as their documentary short about bullying is a Toronto International Film Festival (TIFF) and TVO Kids Choice finalist. The three-minute film entitled ‘Why it is Okay to be Different’ stars Katie, with her older brother behind the camera. The two shared script-writing duties. “Think of a world where everybody was the same height, the same colour and had the same personality – the world would be boring and weird,” Katie says, speaking to the camera. The two created their film over a two-week period last summer during what they coined ‘Katie and Matthew Camp.’ Filming and scriptwriting took place amid playing games out in their yard. “My school is very big on trying to stop bullying,” Katie

said at her Bloor West Village home on a Monday evening. “We decided to make a film because when you bully not only does it make the person you bully feel bad, but it makes you feel guilt.” The two were inspired after going to see a screening of the TIFF Kids Award finalists last year at the TIFF Bell Light Box Theatre, according to their mother Suzanne Advani. Since they were little, her kids have had a flare for the arts,

Cantores Celestes choir marks 25th year LISA RAINFORD lrainford@insidetoronto.com It’s Kelly Galbraith’s love for the women that comprise the Cantores Celestes choir that has kept the director at the helm for a quarter century. “The women are incredible. They’re coming from all walks of life. They’re committed; they memorize all their music,” Galbraith told The Villager. “They’re the type of women you’d want to go to battle with – there’s such camaraderie between them.” The choir is like family, Galbraith added. Casino: Care and foresight needed

hether Toronto councillors vote for a downtown casino or not, it’s critical they make that decision with accurate information and understanding of the long-term implications. The report released yesterday by Toronto city manager Joe Pennachetti lays out some of the terms Toronto councillors must demand if we are to enter into such an agreement with the Ontario Lottery and Gaming Corp. What the report does not do is come out for or against a Toronto casino. It leaves that decision to our elected councillors. What the report does do is give all involved some facts to work with. Pennachetti said the report paid particular attention to economic development associated with a casino. For instance, a casino downtown along with expanded gaming at Woodbine in our view Etobicoke would provide construction investment of $3.3 to $3.6 billion and create more than 11,000 Casino not construction jobs and some 12,000 an economic casino-related jobs once the facilities are built to their full capacity. cure-all The report also sets terms for the city to negotiate hosting fees from OLG. Given the desirability of a downtown location, Toronto should not settle for less than between $111 to $148 million annually, the report says. Property taxes from a new downtown casino and an expanded Woodbine are also estimated at $19 million a year, according to the report. Those are big numbers, but we urge care and foresight before going all in. A downtown casino is not the cure-all for all of Toronto’s financial woes, as some seem to believe. Linking city infrastructure projects to casino revenues is a dangerous game as that money cannot be guaranteed to flow endlessly and generously. Look at Windsor, which for years made big money from its casino but is now seeing its facility downsized as competition from Michigan keeps American gamblers and their money at home. There is only so much money available to be circulated and we need to be aware that money being spent in a casino, is money not being spent elsewhere in our economy. Yes, there is a lot of money to come the city’s way if we agree to a downtown casino. What we must be careful of is unrealistic expectations and linking that money to city-building projects that will end in failure if the casino tap starts running dry.

Future of Toronto casino now sits in the hands of councillors T

hey asked for a report on casinos. What Mayor Rob Ford and Toronto council got was a Rorschach blot. On Monday, the mayor’s executive committee will be starting what could be a two-day marathon to consider the long-awaited report from Toronto city manager Joe Pennachetti, setting out “the facts” on the prospect of allowing a casino in Toronto’s downtown. The report is a curious beast. It lays out many benefits to approving a casino – it would kickstart 10,000 jobs in construction, another 10,000 long-term jobs, and let Toronto hit the magic million-square-foot mark for convention space, which would help the city attract the biggest conventions and trade shows that apparently elude the city now. The report makes

mention of the potential downside, and also notes that Torontonians who participated in the public consultation this winter were dramatically opposed to the idea, and those who responded to a poll were more marginally so. But it does not recommend any course of action. What it does do is set out conditions for approval that on the face of it would make it nearly impossible for a casino to happen. Toronto would need to receive an unprecedented hosting fee – effectively splitting the fee the province would receive 50-50, with a guaranteed minimum of $100 million a year. The private-sector operator, meanwhile, would be

responsible for any infrastructure improvements, including public transit improvements it might desire. Ontario’s new premier, Kathleen Wynne, has made it clear several times Toronto won’t get a special deal. The only way that Toronto could see the kinds of hosting fees that Pennachetti recommends is if the OLG offers the same deal to other municipalities hosting casinos. In the parlance, that seems like a long shot. Which makes it easy for councillors who are uneasy about placing a casino in downtown Toronto to support casinos, conditional on Toronto receiving everything Pennachetti recommends. Before the report came out, Mayor Ford released a spirited pitch in favour of the casino – one of the most

convincing public pitches he’s made since the election in 2010. Given that, he will almost certainly be able to get the report through his executive committee next week. Whether he can get the report through council is another question. Pro-casino lobbyists have been at work on Toronto council for more than a year trying to drum up support. But so have grass roots community members, urging the opposite. Last week, a coalition of religious leaders weighed in with strong opposition to a major casino. Councillors who were hoping for some guidance from the city manager will only be frustrated. As before, the future of gambling in Toronto will be theirs to call.

Her entire life, she was fascinated with health and wellness.” On a visit to Seoul, Korea in 2001, Morrison discovered the widespread popularity of reflexology footpaths throughout Asia. “Imagine a concrete cement walkway with different sizes of cobblestones – you simply walk along the path and it stimulates the bottom of your feet,” Gill said. Struck by this notion, Morrison dreamed of creating such a footpath in one of Toronto’s public parks. Her friends and family want to grant her this wish. On Thursday, April 11, with help

Duo perform in ‘whimsical’ Have your say on art production at Enwave Theatre funding for Toronto Dufferin Grove resident, long-time dance partner weave together modern and classical moves on stage LISA RAINFORD lrainford@insidetoronto.com Indian classical dancer Nova Bhattacharya and her 10-year creative partner Louis Laberge-Côté will perform in their first-ever full-length joint show at Harbourfront’s Enwave Theatre, April 11 to 13. Christened ‘Ashkongay,’ the Bengali word for “together,” the dance reflects the couple’s decadelong artistic collaboration and merging of their two different styles and influences. “We’d already made three smaller pieces together,” said the Dufferin Grove resident. “We really enjoyed working together. There was something that was drawing us back to work together.” The contemporary dancers weave together modern and Indian classical dance in a production that combines Hindu myths and French Canadian folklore in a “whimsical” exploration of friendship and affection. “It’s definitely a hybrid of both our training, our personal and individual expressions,” said Bhattacharya. “Years ago I saw him in a DanceWorks production and we met after that show,” recalled Bhattacharya. “At the time, I think we were both in a place where we were eager for new experiences. We were curious about each other.” indian classical form Bhattacharya began dancing as a child, studying the Indian Classical form. “When I told my school counsellor that I wanted to dance for a living, she said, ‘How are you going to feed yourself?’” But, after a few years away, “a series of circumstances led me back to the dance world,” said Bhattacharya, who grew up in Scarborough and studied with Menaka Thakkar, a leader in Indian dance in Canada for the past 40 years. Bhattacharya’s first dance class growing up was ballet, however, her parents had seen Thakkar perform and wanted their daughter to study Indian dance because of the family’s heritage. “I was her first student,” she said of her mentor.

There is a new source of funding for Toronto’s arts and the city wants to know how they should spend it. This month, the City of Toronto is asking for public input on how to spend and measure the impact of the new arts and culture funding that became available from Third Party Sign Tax retroactive revenues. On Thursday, April 4, Toronto council approved the allocation of $6 million in revenues, previously collected from the Third Party Sign Tax, to a variety of city arts and culture programs. The $6 million is being drawn from Third Party Sign Tax revenues generated from 2009 to 2012. The following program areas will receive funding for 2013: w Toronto Arts Council: $4 million for its grants and $200,000 for its operations; w City cultural services: $700,000 to enhance current cultural programs; w Major cultural organizations: $600,000 overall increase in grants funding; w Local arts service organizations: $300,000 overall increase in grants funding; w Culture Build: $200,000 to reestablish this cultural infrastructure program. The 2013 allocation of $6 million is the first step in the implementation of the January council decision that earmarked $20 to $25 million of one-time retroactive Third Party Sign Tax revenue to fund a multiyear strategy to phase in an increase to the City of Toronto’s per capita cultural funding. “The new source of funding for Toronto’s arts and culture sector will
