MOVING FORWARD: Paraparaumu School principal Steven Caldwell’s fierce determination saw the fire-struck school reopen today.
Community digs in to help arson-hit school CLOE WILLETTS Paraparaumu School reopened today, over one week after the devastating arson that left four classrooms and a library in ruins. Today’s feat, which will see the school run as a split campus, follows principal Steven Caldwell’s initial objective to reopen the school “in some way, shape or form”. “Some of the students will be on site, and another four classes will be transferred to St Patrick’s School,” said Mr Caldwell, who discussed the restructure with parents during a meeting last Thursday. “Children will be dropped off here, and walked across to St Pat’s, before being brought
back at quarter to three and picked up.” Determined to preserve students’ connections with Paraparaumu School as much as possible, Mr Caldwell said children will also be brought back during morning tea and lunch when weather permits. “It’ll be a difficult next few weeks, but we’ll get on with it until term four, when the ministry brings in five temporary accommodation buildings. “They will be used until some new classes and library can be built — although I can’t put a timeframe on that at the moment.” He said along with being overwhelmed by extensive support from local schools, families and businesses,

and every year we update them. “To update the junior readers can cost $3000 to $4000 alone, and there was 16 years’ worth of stuff in there.” With three teenage girls on remand following an appearance in the youth court last Monday in relation to the fire, Mr Caldwell said he is focusing his energy on going forward. “There is a lot of anger out there in the community, which is understandable. “But, at the end of the day, they’ve done what they’ve done, and we just need to get on with it.”
Paraparaumu School “can’t be thankful enough for the help of the St Pat’s board and community”. With St Pat’s School set to incur costs for having additional students in their classrooms, Mr Caldwell hopes part of the money fundraised by the community will be “tagged back to them so they’re not out of pocket”. “We are absolutely overwhelmed with the response from the community. We’re really thankful.” With thousands of dollars needed to replace and rebuild everything lost, which includes one teacher’s entire careers’ work, Mr Caldwell realises it will be an ongoing battle. “A lot of junior resources come out in a series of books,

NEWS BRIEFS ARSON ATTEMPT
Two male youths, aged 16 and 17, have been arrested by police and have appear in the Porirua Youth Court this week for an attempted arson of a dairy in Manly St, Paraparaumu Beach, on Saturday. “One of our concerns at the stage is social media generating a culture fuelling arsons,” Senior Sergeant Anita Dixon said. “The old saying less is more. “Police urge parents, caregivers and young people to consider carefully before using social media outlets discussing arson as it often incites and encourages this type of behaviour.” A taxi driver saw rubbish on fire against the dairy at about 10pm and managed to put the fire out.

A white Ford Telstar parked in Mazengarb Reserve was destroyed by fire on Sunday morning. The vehicle was reported stolen from the driveway following a 21st party held elsewhere where a number of people had been drinking homebrew and fighting broke out. "When asked for any possible suspects the owner named everyone she could think of from the fight at the party but no gave no reason why anyone would stand out as a suspect,” Senior Sergeant Anita Dixon said.
CRASH
A single truck crash on State Highway 1 Otaki on Friday night brought down power lines across the highway and created disruptions to the electricity supply in the immediate area. Traffic diversions were put in place. No one was injured in the crash.
MONEY SPINNER
There will be a three hour spin class in the main area of Coastlands mall on Saturday from 11am to 2pm to raise money for Paraparaumu School. “There will be a team of cyclist of the Kapiti Kruzers who will do the full three hours, so please come to the mall, support them and get behind the cyclist and sponsor some of them to do the full three hours, or just donate as much you want,” says Richard van Eck of Lowtax Accounting, one of the main organisers of the event.

Pool build resolutions approved Negotiations regarding extra Coastlands Aquatic Centre construction costs to council, as a result of main contractor Mainzeal going into receivership, have seen the cost pegged back from $1.8m to $620,000. Council held a publicexcluded meeting last week where two resolutions were approved, including council to avoid further costs and potential further loss to subcontractors, approve and delegate authority
of the aquatic centre. Council’s community services group manager Tamsin Evans said although the aquatic centre opened for public use in August, 2013, work has been ongoing to finish it. “The prolonged construction period has resulted in additional consultant costs related to technical design, architecture and project management. “There have also been extra legal fees associated with the receivership.
to the chief executive to conclude contract negotiations claiming $530,000 from Mainzeal Property and Construction, and that the council noted the total direct cost to it due to receivership was $1.8m; through negotiation it has been able to claim $1.2m, leaving a shortfall of $620,000 to be funded from the underspend in the capital programme in 2013/14. Mainzeal collapsed in February last year, just weeks short of the expected completion
“On top of these, a substantial sum was required to encourage subcontractors who hadn’t been paid by Mainzeal to come back to the site and carry on with the project. “While we haven’t been able to ensure they are paid in full for all their work, protection of the subcontractors since receivership has been a priority for the council.” All the costs of the project to date, including those detailed above, were recognised on the council’s books in the year just
ended, 2013/14. The settlement will result in a small improvement in 2014/15 expenses against budget, as the $530,000 claimed from Mainzeal will be recognised in the current year 2014/15. Ms Evans says now that officers have council approval to wind up negotiations, a settlement is expected to be reached quickly. “Once that is done we will be able to release all the details in the report tabled at the council meeting.”
Donations flood to Paraparaumu School VOMLE SPRINGFORD The devastating fire that ripped through part of Paraparaumu School has brought in a flood of donations, including about a thousand children’s books from South Wairarapa District Council. Four classrooms and a library were destroyed at the 125-year-old school in the recent blaze, which took many firefighters to put out. Principal Steven Caldwell was very thankful for the book donation and said it was really generous. “Our entire library went up in smoke. “We have no books, so this gets us started and having kids with books in their hands. “We are absolutely overwhelmed and humbled by the community and from outside the community.” He said it would help normalise things for the 160 school children until their library was rebuilt. “We can’t wait to receive them.” As well as the library books, archival material and teaching resources were lost. The books were children’s library books from the Featherston, Martinborough and Greytown libraries that had been

taken out of circulation. The council held a book sale over the weekend to get rid of surplus books but were still left with about 2000 children’s books. Clinton Homes, from council contractor City Care, who came to move them, suggested asking the school whether they would like them and is delivering them to the school, for free. South Wairarapa Mayor Adrienne Staples said they wanted to help the school get their library back up and running. “We had taken the books out of circulation and were looking for a good home for them. “We can’t think of anywhere better than Paraparaumu School.” Three teenage girls have been arrested in connection with the fire and have appeared in Porirua Youth Court.

Grow group drops clean tech DAVID HAXTON Grow Wellington has withdrawn its management of the original Clean Technology Centre in Otaki. There had been a “considered review of the effectiveness of the operation and we think we can do better things for companies rather than just requiring the physical building,” Grow Wellington chief executive Gerard Quinn said. “The support we can give to businesses doesn’t require overhead of the building.” He said Grow Wellington had to evaluate its progress to make sure the centre was supplying sufficient business and economic impact to justify ongoing investment.
“We’ve been in there for four years and we just don’t think it has delivered the difference and boost. “What we can do without the overhead of the building is put money into supporting the businesses through the other sorts of business services we provide through our regional business partner programme and we will have more money to put around the region.” Stuart Pritchard, who helped create the building, said Grow Wellington’s withdrawal would reduce “the confusion around what they have stated they are prepared to offer and the quality of that delivery, and allows a clearer focus on clean technology outcomes from within the sector itself”.
He said wider clean technology park, which is part of Riverbank Estates Ltd, is in the process of entering into a formal agreement with the Association of New Zealand Clean Technology Industries to ensure new clean technology businesses in the park will have “access to encase around clean technology development services directly provided from within the sector”. The association “also has a wider vision of providing services to new clean technology businesses within Otaki and the coast, and potentially for other clean technology businesses elsewhere in New Zealand”. He thought the impact of Grow Wellington’s withdrawal would be minimal.
“Initiatives have been underway without Grow Wellington for some time. “Ucol is now partnering with the colleges around sustainable building in Otaki, located at the [clean technology] park. “Entyre Ltd is in the process of establishing their factory in Otaki on Riverbank Rd. A number of companies are at the stage of taking their products to commercialisation. “ZEV and Biofuel Solutions Ltd have significant trial projects underway, for example. “These initiatives, and others, have occurred as a result of a combined effort from businesses and people at the park, from within Otaki, from council and other interested people. “I think GW’s absence
actually raises wider issues about what it is delivering for the economic development rates dollar for the region and Kapiti generally. “In my view, the clean technology path will continue its development at Otaki and on the coast.” Kapiti Mayor Ross Church said Grow Wellington’s decision to pull out was disappointing. “We genuinely see a positive future for Otaki. “We’ve got Ucol going into our building [council leases a second clean tech building nearby in Ake Ake Place]. “So there is a lot of positive things and we just feel a bit sad that Grow Wellington have decided to pull the plug at this critical stage.”
School fire started in rubbish bin DAVID HAXTON The fire that destroyed four classrooms and a library at Paraparaumu School started in a plastic rubbish bin screwed to a weatherboard side of the building block, Fire Service senior fire risk management officer Peter Fox said. “Basically, the burn patterns on the building itself was how we determined where the fire started. “With most fires, you can pick pretty well the point of origin and then it’s basically working around that area.” Mr Fox was awaiting information from a security company about when the alarm was first raised. “And then from there we can determine what was the most probable time it was started.” Paraparaumu Fire Brigade got a call at 7.16pm and were on the scene within four minutes. They found the building blazing from both ends. Mr Fox said the building had motion sensor security detectors as well as smoke alarms in each class. Three teenage girls appeared in Porirua Youth Court in relation to the arson attack and are due to reappear in the court this month. “We run a fire awareness intervention programme for child fire-setters and they
will probably get put onto that programme,” Mr Fox said. “And whatever the court decides.” He said, ideally, rubbish bins would be freestanding on a pole in various locations around a school. “Like you see on the streets.” The Fire Service had a firewise flyer they sent out to schools. “The first bullet point is to keep your rubbish bins away from a building. “We’ve been saying that for a long time.” Mr Fox said the speed of the school fire on Sunday, August 10 wasn’t surprising. “That applies to most properties,” he said. “People don’t realise the speed of fire. “Once a fire takes hold, away it goes, basically. “We’ve got a DVD about the speed of fire and the initial stages looks very slow but once it takes hold, away it goes.” Mr Fox said a new fire-safety pamphlet was being prepared to give to schools. “We need to upgrade the old safety pamphlet.”

Champion needed for rail cause line, thought should go into using diesel powered trains. Mr Gurunathan told Mr Swain that it had now been over four months since Mr Gabara’s comments and asked what further thought had been given to extending the service to Otaki. Mr Swain replied that he had requested a staff update. Labour candidate for the Otaki electorate Rob McCann said “Otaki must be the next logical step for electrification or in the interim, a service using diesel. “Families will shift to this area if there is good public transport feeding into Wellington, and if such mistakes such as the exclusion of UFB in Otaki are put right.” He said he would lobby to commission a feasibility report on possible public transport services including diesel powered trains if elected. Otaki MP Nathan Guy said “I’ve already been discussing this issue with the Greater Wellington Regional Council, and I’ve raised it with Transport Minister Gerry Brownlee. “He’s confirmed there will be a full review of the Capital Connection next year with all options on the table. “It will be important to get all the facts and see how the user numbers are stacking up before deciding the next step. “But this proposal will be in the mix and is well worth investigating.”
DAVID HAXTON Councillor K Gurunathan is urging those standing for the Otaki electorate in the coming elections to actively advocate and champion the need for a rail commuter service between Waikanae and Otaki. “Public transport continues to be a key problem for Otaki and candidates must address this problem. “I want them to look at an alternative rail service using diesel units. “I have had expert advise that a diesel rail unit could be up and running between Waikanae and Otaki within six months. “I have outlined the advice via email to regional councillor and former Transport Minister Paul Swain. “The expert advice has also been tabled with the Waikanae and Otaki community boards for their action. “For Waikanae this service would significantly reduce the parking problems and the associated health and safety issues around the railway station and SH1. “It would also solve the continued isolation of Otaki from the rest of the Kapiti district.” At a Kapiti Coast District Council meeting in March, Wellington Regional Council rail operations manager Angus Gabara said instead of electrifying the

College cultures to fore during languages week DAVID HAXTON International Languages Week was embraced at Paraparaumu College last week. A lot of activities were held throughout the week from quizzes, a scavenger hunt, dress up day, speeches, sumo wrestling to going into primary schools to spread the message that understanding different languages and cultures was important. Spanish and French teacher Naomi Booth said the aim of the week was to improve the community spirit and embrace all the different cultures within the school. “Also we’ve been improving links

with schools from overseas. “We have a trip to Japan and France, that’s been going for a long time, but recently we’ve been Skyping schools in Argentina, communicating with schools via Facebook and various social media to get the students to develop real relationships.” She said previous language students at the college were doing very well. For example Angelique MacDonald (2008) is studying music in Berlin, Jessie Taylor (2003) is studying for a PhD in neuroscience in Japan, and David Cameron (2005) now owns an English language school. “A lot of people say ‘why is another
language important’, especially in New Zealand, but the world is changing and understanding different languages is important. “The world is a smaller place. There needs to be cultural understanding and at least some basic understanding of another language, just to compete with other young people in the world.” She said college teacher Helen Benson had just been to China to research the impact of the Chinese economy on the world. “She’s implementing some teaching strategies for Year 10 in term four about understanding China specifically, and Asian markets and education.”

Sorrow to joy in No justice in plans for island project a political week They say a week is a long time in politics. Never more so than last week, which began with sadness at the Paraparaumu School fire. As the week progressed, this turned to pride in the community getting behind the school, and ended with the satisfaction of a job well done as the Council turned a projected financial deficit into a surplus. The school fire was a tragedy, a senseless waste. Yet within a matter of hours, the community rallied around. Local businesses generously offered a variety of services and support. A storage company allowed St Patrick’s School to store material and equipment off-site, freeing a classroom to be used by Paraparaumu School pupils. Support came from all directions, including South Wairarapa District Mayor Adrienne Staples organising for books to be donated from their libraries to re-establish a library at Paraparaumu School. Council is giving assistance in several ways, including the Coastlands Aquatic Centre giving the children free access to the pool on Monday. One feels pride at such community spirit rallying in the face of challenge. I felt a similar pride when presenting the civic, community and Mayoral awards a couple of days later. It was humbling to see evidence of the work done by people who volunteer their time for the good of our community. People like Menzshed, who won the Supreme Community Award. Menzshed provide a real sense of purpose for more than 70 men in the wider Ka¯piti area who have some time on their hands since retiring, and are using that time to make things for community use. Examples are a steel frame for Waikanae Surf Club trailers and a large cottage
playhouse for Waikanae Montessori preschool. My personal award went to Graham Brown, an extraordinary man who has been a cornerstone of the Coastguards in Ka¯piti — not just in pulling distressed people out of the water but in administration and fundraising. The week concluded with a sense of satisfaction as Council announced a $2.6 million budgeted deficit has become a $3.7 million surplus. Largely, this was due to the sale of Council’s Western Link Road properties to the NZTA which delivered an unbudgeted $7.2 million windfall, but it was assisted by our careful approach to reducing debt and managing operating costs. We used that money to repay maturing public debt, reducing the need to borrow more money and keeping interest payments down for the benefit of ratepayers. We finished the 2013/14 financial year in a very strong position, with our public debt $19 million below budget. We’ve demonstrated that by taking a prudent approach to financial matters, we can continue to enjoy our great quality of life, but not at the expense of mounting debt. Everyone wins. A week which began with frustration, ended with pride — pride in being able to help reward this great community in Ka¯piti.
It’s a no-brainer. Kapiti Island underpins the special identity of all our communities along this ribbon-like coast. It’s also a no-brainer that Maori, especially Ngati Toa, have a unique political, cultural and spiritual link to this island. That’s why many would have viewed, with concern, that little hand grenade that Ngati Toa Runanga chief executive, Matiu Rei, lobbed into public discussions about the proposed $15m Kapiti Island Gateway Project. In a nutshell, he told a local paper the original Ngati Toa idea was stolen by KCDC which was now selling it in the open market. What’s really surprising is Mr Rei’s statement that KCDC has had no conversation with Ngati Toa on its potential as the preferred developer. Surely, given the significant links to the island and the expansion of the mana and capital base of the iwi through the recent Treaty settlement, Ngati Toa would be the natural choice. Instead, council staff, and other unknowns, are said to have developed some “high level” negotiations with a private developer. The rumour mills seem to be targeting developer, Stuart Pritchard, as the party in this build-and-lease arrangement. To be brutal, such a purely commercial development will not do justice to the political, cultural and spiritual depth demanded by any structure attempting to bridge a relationship between the mainland and Kapiti Island. The land on, and surrounding, the Kapiti Boating Club site is an old pa site called Te Uruhi. Matiu Rei is right when he noted: “From our perspective they’ve downgraded what we thought was a great idea . . . ”. It is true that iwi had wanted to secure the land, as part of its Treaty Settlement process, but Mr Rei’s claim, that council
had made it too difficult, needs to be qualified. I remember councillors being informed by staff about the negotiations back in May 2011. Staff were recommending a decision in principal to support the claim. There are problems with developing the site. Three lots of land, one (the largest) owned by DOC but managed by council. The other two owned by council with recreational reserve status. Its open space zoning makes commercial ventures a noncomplying activity. Then there’s the question of continued public access which was non-negotiable. Another factor was the potential of conflicting manawhenua claims by Te Ati Awa. There were views that Ngati Toa had varied the Agreement in Principle with the Crown to include the Te Uruhi site for strategic reasons associated with offshore fisheries claims. Whatever the reasons for the failed negotiations, Ngati Toa should still be the preferred developers. The project should be a partnership between Maori, DOC and KCDC. One has to only look at how one of the most successful private/Maori partnerships had worked. This is where Ngahina Trust converted its land capital into share capital to form a partnership in Coastlands. KCDC and DOC can do like wise to partner with Ngati Toa to build an iconic gateway to our iconic Kapiti Island. Without Maori keeping the “home fires” burning in this project, we will get a gateway without a soul.

Debt cut push paying off A $2.6 million budgeted deficit has become a $3.7 million surplus, thanks to the Kapiti District Council’s careful approach to reducing debt and managing its operating costs. The turnaround was achieved through a deliberate programme of reprioritising activities while continuing to deliver essential services and activities as planned. This reduced the amount of borrowing required, which kept interest payments down. Sale of council’s Western Link Road properties to New Zealand Transport Agency delivered an unbudgeted $7.2 million windfall which was

for the community. “We finished the 2013/14 financial year in a very strong position, with our public debt $19 million below budget. “Council has been signalling an aggressive debt reduction programme for some time and the end of year results show the
success of this approach. “We’ve demonstrated that, by taking a prudent approach to financial matters, council can deliver the things the community wants — like effective water and wastewater management, better roads, walkways and cycleways, parks and sports grounds, aquatic facilities and libraries — while substantially reducing the cost of doing that work. “The flow on effect is that everyone wins. “We can continue to enjoy our great quality of life, but not at the expense of mounting debt that is passed on to future ratepayers and residents.”
Magic potion for final leg
I’ve been doing a solid block of run training over the past 10 weeks building up to the the 5 Bridges marathon in Petone last Sunday. I decided to do this event to keep me running regular throughout the winter months and I love running with my dog up and down the Waikanae River which made the training easier to have a motivated running partner. The race started at 8am on a cold but still morning and it looked like the weather was going to play its part after some blustery winds during the week. Once the race started and I was up and running the plan is always to get into a good rhythm and try not to go out too hard too early, I’ve done this before and it’s recipe for disaster when you run out of steam and still have 5 or 10ks to run. When I reached the turn around point I felt pretty good but with still another 21k to run I knew anything could happen, in the past I’ve struggled with cramps towards the end of races so I was taking my electrolyte tablets and praying for no cramp. With 10k to go my family turned up to cheer me on this always gives me motivation and they pass the me the magic drink — coca cola. As we know coke is just sugar, this gives me an instant boost as my blood sugar levels start to drop, I drink coke and water during the last 10k and it gets me to the end. When I crossed the finish line and stopped running the pain in my hips, ankles and knees starts to dissipate and I hobble over to the nearest seat to sit down and catch my breath. The relief of sitting down is immense, given the chance I could probably curl up and go to sleep. After 10mins I start to feel normal again and the relief of finishing another marathon feels great. Ouch. Anytime people mention marathon that’s all I can think, because it doesn’t matter how much you train or how fit you are the last 5kms

always hurts. I’ve completed four previous marathons and every single time I’ve reached the 35k mark I’ve thought ‘why on earth am I doing this’. Having spoken to many people about long distance running everyone has these same thoughts at different stages of the race, it’s just natural when you’re putting your body under such stress. It’s just how you choose to deal with the low points when your mind is telling you to stop and walk but you know you have to keep running. Sunday afternoon I sat in the pub with friends and family, refuelled on beer and bacon and eggs and talked about what event to do next. This brings me to my final point: always, always, always celebrate success!

Family ready to bring Rob home
Rob Ayley, the Otaki man who was killed when his Malaysia Airlines flight was shot down over Ukraine, has been formally identified. His parents, John and Wendie were told of the development by the British Consulate last week. “We haven’t had much sleep — haven’t had time to do much thinking,” Mr Ayley said. “At this stage we are waiting to meet with staff from Malaysia Airlines to confirm travel plans to go to collect Rob and bring him home.” The Ayleys intended to meet Rob’s grandparents in

Their nightmare may continue for months. “Ours is coming to a close for this phase.” Mr Ayley, 29, was flying to New Zealand from Amsterdam on MH17 when it was apparently shot down over pro-Russian territory in eastern Ukraine on July 17. Nearly 300 passengers and crew died. A trust was set up for Mr Ayley’s children after the crash, which has so far raised about $3000.

The Waikanae Town Centre consultation was well attended on Saturday, although there was a clear lack of participation from our younger members of our community, most likely due to family commitments and school sports or they feel disengaged by the process? We need to address this and find a way to engage our entire community as they will inherit the impact of our decisions. Please encourage our Council to adopt alternative methods of consultation. I heard a lot of vigorous debate with the consultants commissioned by the council to lead this project and a number of promising ideas put forward that clearly need further exploration. If you missed the opportunity to participate please contact the council or alternatively visit the council website where all the consultation material is available to download and you can continue to make submissions.

The underlying message is that these are only concept designs at this stage and are open to change through the consultation process. Please make sure you have your say. Some of the emerging ideas I noted included: ■ Establishing a park and ride ■ Improving the feeder roads into the village for driver and pedestrian safety ■ Covering Mahara Place ■ The urgent need to improving car parking around Mahara place and old SH1 ■ Revisiting the underpasses ■ Creating another crossing over the railway line ■ Moving the commuter car parking to the other side of the village ■ Encouraging Countdown to move to the old Hotel using the Countdown building as a community hub ■ Building a car parking building ■ Moving the railway station ■ There was little support for Ngaio road development Please make sure you have your say.

LETTERS TO THE EDITOR
Rail plans
Money and Power At a political and economic level, we all know that those who control the money have the power. In personal relationships, it is no different. Control over money can be used in either a beneficial or detrimental way by one person to control another. The way in which money is managed in a relationship very often signals the underlying nature of the relationship. In some instances, one partner may refuse to participate in managing money within the relationship. This can be for a variety of reasons. Sometimes it is because the person wishes to retain complete financial independence and do what they like with their own money whether the other person likes it or not. At the other end of the spectrum, it can be that one person is afraid of managing money and is happy to leave it all to the other person. There are many variations in between. An unhealthy relationship with regard to money is one where a partner is kept in the dark on money matters despite being keen to know, where one person refuses to talk to the other about money or to reveal key information such as their income, or where one person is forced to sign financial documents without understanding the meaning of the documents or the consequences of signing. Sometimes, where there is significant wealth involved, it may be held in companies or trusts involving third parties without full information being disclosed to the shareholders or beneficiaries. In a healthy relationship there is full disclosure between partners of financial information, there is a willingness of both partners to participate in managing financial affairs and there are agreed financial goals which are achieved through co-operative behaviour and sharing of financial resources. Ideally, partners should aspire to having similar levels of financial literacy.
Kapiti Coast Grey Power lodges submissions each year on the Greater Wellington Regional Council Annual Plan, transport plans as well as Kapiti Coast District Council (KCDC) plans. This year several items commented on in the Greater Wellington Regional Council (GWRC) Annual Plan have received favourable feedback. I wish to pass on to readers and Grey Power members three comments of interest. GWRC chairman writes: “The Regional Rail Plan 2013 identifies Waikanae as a priority station for improved park and ride facilities. Improvements will be made in line with land availability and availability of funding. Your concerns with the bus-stop shelter at Coastlands are being addressed, and subject to the ongoing positive collaboration between GWRC, KCDC and Coastlands Mall improvements should be in place by the end of September 2014.” Of interest to seniors with a SuperGold card, “We note the request to extend the hours of free travel for SuperGold cardholders to 4pm. It is important to note that the SuperGold travel scheme is fully-funded by Government, who set the rules around eligibility. I am pleased to inform you, however, the council has agreed to advocate to Government for one additional hour of funded SuperGold travel to 4pm.” This is good news for Kapiti seniors. It is pleasing to know that Greater Wellington considers the submissions sent in to them and acts on some of them. Thank you, Greater Wellington chair and councillors. Fire shocks
The community is shocked at the damage done by the fire at Paraparaumu School. Our huge sympathy and support to the
children and staff at the school. As most of the historical records have been lost I hope all past pupils, or their descendants, will search for photographs and archival material. I understand that Kodak Coastlands, has offered to scan the originals of all such material. This will enable the school to re-establish some records and to mount displays at the celebrations for the 125th year anniversary on November 8. Kia kaha, Paraparaumu School. SUNNY AMEY Paekakariki
Synthetic drugs
I have a question for representative to parliament, Nathan Guy. The report in Kapiti News (Aug 6) says that the government wants to “force councils . . . to allow the legal sale of synthetic cannabis”. Assuming this to be an accurate summation of the position, how does Mr Guy represent the people and councils in his electorate. In addition, I saw on Nigel Latta’s programme on the liquor industry that local bodies of their various sorts have no power to limit liquor outlets in their districts, either in number or location. If they do, they run the risk of being sued by the industry; given the relative sizes of their bank balances, the smart money would have to be on the booze barons. I imagine that these issues may not effect our particular electorate too much, but I share a concern for the rest of the country. As well as being our member, Mr Guy is also in the Cabinet which has a wider mandate. Is he, therefore, prepared to seriously take the matter up in that forum to protect David against Goliath? This is of course why you have governments. I expect an answer. SELWYN BOORMAN Waikanae
Damaging attack The recent feedback and observations to the media regarding water meters are a
breath of fresh air, and congratulations to the likes of Anthony Myers and Mike Cardiff, Kapiti News August 6 for really saying it like it is! The nonsense written by Nigel Wilson previously is a blatant misuse of his regional councillor position and deserves nothing but condemnation. This type of reporting together with the petition by Jackie Elliott against water meters which was achieved by untruths and false claims has been damaging in the extreme and caused so much unnecessary anxiety. The petition was run on the assumption that “water meters have no benefit to consumers”, “they are just a fund raiser for council”, “we will pay a lot more for our water”. Now that those claims are being found to be totally without substance, more and more feedback is showing that many who signed the petition are unhappy with the claims that were made at the time. If a referendum had been conducted with this information being promoted, the results would have been a farce. For those of you who believe a dam should have been built instead of water meters installed, you need to know they go hand in hand, as the water use rate has to be controlled particularly from a dam supply. If and when we need a dam in the future, the meters are already in place. GERRY COLE Otaki
Beach Plan
A Facebook page has been started to promote a discussion on how to complete the work started over 20 years ago that was never finished through lack of funds. The page is called Otaki Beach Development Plan Society and the hope is those in Otaki who can, will visit the page and spread the good word. It will not happen overnight, but it will be carried through to a satisfactory conclusion for us all. There is an abridged history that starts before Otaki was absorbed into the Kapiti district. In those far off times we
had our own mayor which sounds rather quaint these days. There are a couple of newspaper stories from 2000 on myself trying to jolly things along rather unsuccessfully etc. It is hoped that the council and our locals will have a meeting of the minds and attempt to put recent troubles aside in the interests of democratic freedom, thank you. CHRIS WALKER Otaki Beach
Dignity lost
The code of conduct issue reigning currently within council ranks has lost any form of dignity and common sense. Letters to editor should not be the arena for personal public gladiating which by the example of Cr Elliot’s letter August 13 (abridged) is becoming farcical. Mayor Church, where was your leadership when this issue arose? Our council should surely be unified and objective in carrying out the roles to which they were voted — not using the media as a personal platform. MARI HOUSIAUX Te Horo
Consult docter
I read an article in Kapiti News Aug 6 headed ‘Cancer Fight boosted by Alfa Superfood’. The lady pictured (Jean Douglas) was kind enough to supply me with several internet links for the ‘superfood’. I read the claims and evidence with interest. There are claims for all sorts of health foods and it can very difficult to find independent information or good evidence for the claims beyond the advertising material. I would advise anyone interested in pursuing this sort of health food to consult fully with their doctor, either before adopting the ‘superfood’ as a supplement, or as a substitute for their approved, medical treatment. Novelist keeps hope alive for storytellers
13
New Plymouth-born New York Times bestselling author Helen Brown is set to visit Kapiti next month. Kapiti News reporter Cloe Willetts spoke with Brown about her full-time writing career. When did you first unearth your passion for writing? “My mum was a journalist, and use to talk about it as a wonderful job. I never thought I’d be a journalist, as I always wanted to go to art school, but the art school course was four years and the journalism course was one – so because I’m lazy, I chose the journalism course. I went to Wellington Polytechnic in 1971, and after that married young at 18, ending up with a couple of kids by 21 and living in Karori west. I had postnatal depression, and didn’t really know how to help myself, so turned to the only thing I had any training in. I wrote about the things that made me upset, and they had a funny habit of coming out humorous. So I started writing for the Karori News every week, and that’s how I got started.” What led you to memoir and novel writing? “Every now and again I’d get fired by a newspaper editor who said my writing was trivia, or my writing had gone off, and I believed them. I thought I’d better try something different, so I sat down and wrote about this cat we
INTERNATIONALLY ACCLAIMED Author of internationally-acclaimed memoirs Cleo and After Cleo, which sold 25,000 copies in New Zealand, Brown has seen her books published in an array of countries and languages. Currently residing in Melbourne, the mother of three and grandmother of two enjoyed a 20-year career as a scriptwriter and much-loved newspaper and magazine columnist, and has an additional 10 book publications under her name, comprised predominately of her popular New Zealand newspaper columns. had, and now Cleo is published in 17 different languages, and I’ve sold half a million copies around the world. I’m very grateful to the people to fired me, and the rejection, as it was part of what inspired me to write my next book Tumbledown Manor.” What’s Tumbledown Manor about? “The woman in the book has moved back to Australia from New York, to buy her grandfather’s house. The concept goes back to my father, who grew up in Masterton and always spoke about this house in Victoria that his mother lived in, called Ferndale Manor. My husband Phillip and I went to see it one day, and I said
‘wow, if that was on the market I’d buy it’, and that’s how this new book was born. Also, the woman who is in mid-life gets dumped by her husband. I’ve got so many women friends who get to her age, 45 or 50, and terrible things happen to them. I’ve sat over cafe´ tables and had coffee with them and thought: “How are we going to get through this?” Then a few years later, they look back and say: “it was the best thing that ever happened to me – thank gosh he dumped me,” or “thank gosh I lost my job”. I wanted to celebrate those women because they’re so gutsy, and have a bit of fun writing fiction for the first time.”

What else do you enjoy doing other than writing? “I love travelling, and that’s one thing the success of Cleo and its sequel After Cleo have given me, because I have publishers in all these wonderful countries around the world. I’ve just been to Poland, and it’s such a privilege to meet all these people who love books and reading so much.”What tips or advice would you give writers wanting to publish their own novel?
“People are very discouraging in today’s market, but the world will always need storytellers, so I wouldn’t give up hope. Dig deep into your life experience and don’t be afraid to write about the painful things, but also remember to embrace laughter.” ■ Helen Brown will be at Paper Plus Coastlands on Wednesday September 10 from 7pm. The Cancer Society, established in 1929, helps support the one in three New Zealanders affected by cancer, and aims to reduce the incidence of cancer for future generations. Among the line-up of people involved in this month’s initiative is popular New Zealand television personality Jaquie Brown, who has committed to shaving her head in mid-August to raise an additional $5000 towards the $1700 she has already raised. Brown said she has seen first-hand what people with cancer go through when they are trying to beat the disease, “so this year (is) doing something personal to help”. “Some people say ‘you are so brave’, although I'm not brave living with cancer is brave,” she says. “Also, it’s just hair. I’m lucky to have the option, and it will grow back.” Major Sponsor of the Cancer Society, ANZ Bank, will also be holding a celebrity art auction, and a team of Bluebird staff are set to shave their heads in a Tame Your Mane challenge.
Timaru and Ashburton are planning to ‘Paint the Town Yellow’, with businesses and shop fronts turning yellow over August. A high school is holding a 24-hour rowing challenge, and numerous people are choosing to ‘go without’ for the month, while one person has created the challenge of entering a body building competition. Wellington’s Mike Butler is also set to shave his beard, which will see him reveal a new look after 40 years. Mike, who previously supported the Cancer Society, walked the South Island with his two dogs in 2011 to raise funds for the cause.
• $15 will help fund their volunteer driving service: transporting people to their cancer treatments and hospital appointments • $20 will contribute to their free Cancer Information Helpline – Any Cancer Any Question 0800 CANCER (226 237) • $50 will help them offer counselling and support to people with cancer and their caregivers • $100 will help them make schools SunSmart and work towards a Smokefree New Zealand • $150 will assist them in supporting people with their accommodation and travel while undergoing treatment away from home
Wellington’s chief executive officer Michael Smith said the Cancer Society supports people every day who face the turmoil of cancer. “Choose your Challenge is a great way for Kiwis to give hope to these people, and support the work we do,” Mr Smith said. “Sixty New Zealanders will receive a diagnosis of cancer today. “By the end of August that number will have reached 1860.
• $500 will help fund vital research into the causes and treatment of cancer • However, any donation, no matter how large or small, will make a difference in the life of someone living with cancer.
Sign up on the Choose your Challenge website at www.challenge.daffodilday.org.nz.
“We’re asking Kiwis to choose a challenge and raise money and awareness of the services the Cancer Society provides, for free, right across New Zealand communities every day.”
How donations make a difference: • $10 will enable the Cancer Society to provide people affected by cancer with important support and information resources

and a habit building within the child that parents will live to regret. WHAT'S A GOOD BREAKFAST FOR NEW ZEALAND KIDS?
A
recent survey in New Zealand revealed 20 per cent of all respondents’ children skip breakfast once a week or more; 22 per cent of respondents’ kids eat breakfast away from home at least once a week (e.g. in the car or at school) and one third of families eat breakfast together only on weekends. Trudi Nelson, president of the NZ Guild of Food Writers, explains the importance of breakfast. WHY IS BREAKFAST SO IMPORTANT? It’s a well-worn cliche but breakfast certainly is the most important meal of the day. It sets up the busy human body for the day after resting at night. It really is breaking the fast from sleep, hence its name. WHY IS IT IMPORTANT FOR KIDS TO SIT DOWN AND NOT BE DISTRACTED BY TV OR GAMES WHILE EATING BREAKFAST? Connection with food and family is important. Having a quick conversation about the day ahead is a positive thing for everyone in the family. It’s a bonus to fuelling up for the day. If kids are tuned in to a tablet or laptop, there’s a certain disconnect

‘WELLNESS’
WORKSHOP - SUNDAY 31ST AUGUST 2014, 9:00AM - 12:00PM @
A really good cereal with New Zealand milk and fruit is an ideal breakfast — think of grains and fibre as nature’s broom for their little tummies. It also provides essential nutrients, important for building their bones, digestive and immune systems. HOW DOES MISSING BREAKFAST AFFECT CHILDREN'S SCHOOL DAYS? Attention spans may drop and tummies can rumble. These are the two things that affect everyone in the room — the teacher, the child and the entire classroom. WHY ARE WE SKIPPING BREAKFAST MORE AND MORE THESE DAYS? We are getting busier and, unfortunately, that means something has to give and more often it’s important meals such as breakfast because we are in a hurry to get out of the house. If you do have to have brekkie on the run, make it a healthy one. IS EATING BREAKFAST AS A FAMILY IMPORTANT? It’s important to just “be” for 10 or 20 minutes and even better if you can do that with family members at the breakfast bar or table. Eating is a fellowship thing. It also encourages positive behaviours around food. Think of breakfast together as a “slow down kit”.

Water babies in photo splash CLOE WILLETTS Renowned Auckland-based underwater photographer Sarah Alice Lee was flown to Kapiti for a unique waterinspired children’s photoshoot on Saturday August 9, as part of Coastlands Aquatic Centre’s big one year birthday celebration. The photoshoot was free to families courtesy of Coastlands, and captured babies and children in underwater action. Following through as an online photo voting competition via the Coastlands Facebook page, the initiative will see the photos with the most Facebook ‘likes’ used for posters throughout Coastlands. Professional portrait and
commercial photographer Alice Lee is recognised for her specialist work in underwater photography, and runs underwater portraiture business Waterbubs. Alice Lee’s work also incorporates an underwater fashion series, and a Trash the Dress underwater bridal series. Having learnt to dive at age 14, Alice Lee became a dive master at 18, and qualified as a PADI diving instructor by 20. All the while, she studied a degree in photography at the United Kingdom’s Falmouth College of Arts, and started her work as a professional underwater photographer in London during 2005. Alice Lee’s said her passion is “capturing those perfect moments, through creating art with light”.

Missing motor home revenue DAVID HAXTON Part of Otaihanga Domain should be available for motor home use, a life member of the New Zealand Motor Caravan Association says. Barry Thomson, from Waikanae Beach, has written to a few councillors and the mayor with the idea and intends to address the next council meeting. He says with the expressway cutting through the district, the majority of motorists will bypass the district, so it was important council made the district a destination. Council should consider setting aside land for freedom camping in the reserve for selfcontained motor homes and it should consider making the

overcome the issue.” Mr Thomson said New Zealand Motor Caravan Association (NZMCA) had more members than Kapiti and more than New Plymouth with 27,000 motor homes and caravans and contributed more than $650
million per annum to the economy. “The NZMCA has a motor home friendly town scheme with 19 towns signed up and a website (www.mhftowns.com) to steer members and other travellers with self-contained motor homes and caravans to these towns where there are facilities and attractions. “For smaller rural towns, in particular, getting a fair share of that revenue can make a real difference to their local economy, at a time when much of rural New Zealand, which includes many of the regions that our members are keen to visit, is struggling economically.” He said Kapiti had a lot to offer and the features would be picked

The district hadn’t updated its freedom camping policy in line with the Freedom Camping Act, he said. “They’re still going to have to face up with it to get it right. “Kapiti needs to look to the future. “I feel we’re missing out.”
Marking 200 years for JPs Bernie Randall looks into the role of a Justice of the Peace Two hundred years ago the first Justice of the Peace was appointed in New Zealand. The concept proliferated so well that today there are more than 7500 JPs in New Zealand with 70 living in and around Kapiti. Ian Symonds is one such JP living on the coast and in that capacity has served 20 years on the bench in the Wellington District Court. Ian recently retired from the bench but is still very much a JP. A Justice of the Peace or JP as it is colloquially known is the go to person if you require someone to witness your signature on a document. A JP can also certify copies of original documents including cellphone texts and computer displayed results. It is done free of charge and usually with a smile. They also have the power to issue search warrants if they are duly appointed an issuing officer. Nomination for appointment as a JP is made only from the Member of Parliament for the electorate where the nominee resides. List Members of Parliament can nominate but only with the endorsement of the appropriate electorate MP. They are appointed by the
Governor-General. This year the Governor-General is hosting a reception of JPs to mark 200 years since the appointment of Thomas Kendall as the first Justice of the Peace. A JP must hold a respected and trusted position in the community. The purpose of an appointment is not to bestow an honour on a deserving citizen but to serve the public. Our legal system is derived largely from what used to be affectionately known as Mother England and it is from there that the term Justices of the Peace originated. It was first used in the Middle Ages to denote a person appointed by the king to keep the peace in the various counties. A JP can also take declarations and affidavits for members of the public. They cannot give legal advice. To contact a JP you can look in the telephone book or go to a service centre like the Paraparaumu Library or Citizens Advice Bureau where special days are set aside for a rostered JP to be available. Ian was one of a select band of 290 Judicial Justices of the Peace who are selected and serve on the bench in the

district courts around New Zealand. Ian sat in the Wellington District Court side by side with a fellow Judicial JP. It is part of their community service as unlike other judges they do not get paid. He has also acted as relief coroner and as a Visiting Justice to prisons. In recognition of his service to the community Ian was awarded Member of the New Zealand Order of Merit in 2009. In his years of service to the community Ian has come across some unusual cases and has experienced the changing nature of our judicial system. He recalls a homicide case that became known as the dog roll murder as the implement used was a frozen dog roll. But

unfortunately the police dog arrived ahead of its handler and partially ate the evidence. In careless use of motor vehicle cases sun strike was often successfully raised as a defence until a case went to the High Court and the defence was rejected. JPs are limited in their sentencing powers. They cannot imprison anyone except for contempt of court. In conjunction with another justice of the peace they may try minor criminal offences in the district court and exercise powers to remand defendants in custody, grant bail, or adjourn court hearings. They can deal with preliminary hearings of indictable offences.

Using lay persons as administrators of the law makes the law more accessible to everyday people, saves costs and avoids the complexity of the legal language. Decisions are made by ordinary people from different backgrounds and with local knowledge of their own community. The Justices Association motto is Mahia te tika ahakoa taka mai nga rangi, Let Justice be done, though the heavens may fall. Justices of the Peace are a very important part of the mechanism of preserving the rule of law. Kapiti should be grateful to JPs for the valuable voluntary work they do for the community.

Guy banks on record in government Transmission Gully, and ensure our community benefits from these exciting projects. My vision for the next three years is to see us maximizing these opportunities. I want to make sure locals are taking up the construction and design jobs, and that our communities are connected by these new roads. “I want to encourage more industry to base themselves in places like Levin, Otaki and
Otaki MP Nathan Guy formally launched his campaign for the Otaki electorate on Sunday August 10. “I’m very proud to be the local MP for Otaki, and I’m proud of what’s been achieved locally,” Mr Guy said at the function, which was attended by around 200 supporters and Transport Minister Gerry Brownlee. “I want to push ahead with the Kapiti expressway and
Foxton. This election is hugely important for our region, because these new roads are not locked in stone yet — a change of Government will put them all at risk. “We know Labour hates the expressway and we know they are lukewarm on Transmission Gully, and we know the Greens want to stop all new highway projects. “We can’t afford to put all this
progress at risk. “Our region has made great progress over the last few years with new and extended train services, Air New Zealand flights to Kapiti Airport, the new $100 million Ryman retirement village, reduced fees visitor fees for Kapiti Island, and major cleanup efforts for Lake Horowhenua and the Manawatu River. “We also have a Children’s Team being set up in Horowhenua
to support vulnerable children, the new Foxton Health Centre opened last month, and an afterhours doctors service in Levin. “I’m passionate about Kapiti and Horowhenua. This is my home and where my roots are. It is a huge privilege to be the local MP and something I never, ever take for granted.” Mr Guy has been the MP for Otaki since 2008. In 2011 he won the seat with a majority of 5231.
A load of help for school ClOE WILLETTS Within a day of sitting outside Kapiti Pak’nSave’s Lotto counter, a large donations trailer was literally brimming with donations for children and teachers affected by last week’s Paraparaumu School fire. With insurance payments likely to be dragged out, Kapiti Pak’nSave spokeswoman Jennie Gutry said children had been without books, folders and pencil cases, which would be necessary during this week’s reopening of the school. “We said we’d be a collection point for donations, and originally suggested having boxes for people to place items in, but decided we needed something more than boxes — we wanted to make this big.” Within a day of parking up a trailer borrowed from Mitre 10 Mega Kapiti, donations of stationary, quality books, and snacks and treats were flowing in. “We’ll just keep emptying it and watching it refill, as long as people want to do it.” As well as having donated $5,000 to the Paraparaumu School last week,
Kapiti Pak’nSave is currently running a docket box scheme, which will see $5 from every docket of $100 or more donated to the school, until a further $5000 is reached. “We’ve also got an official World Cup FIFA 2014 Brazil ball on Trade Me up for auction, which in just a couple of days already reached $150.” With the school’s 125-year anniversary set for November 8 this year, Kapiti Pak’nSave staff encourage customers to write their names and a message of support on the back of their dockets, so they can be transformed into a large roll and handed over at the anniversary ceremony. “We want to make a huge roll of supporters, like a roll of honour, so they can see everyone who has thought about them.” Store co-owner Glen Taylor said was heartbreaking to see the devastation of the coast’s oldest school. “Some of our staff went to the school, have served on the Board of Trustees, and have their own children and grandchildren there now,” he said. “We just want to do our bit to help them recover quickly.”

What’s On... Brothers organise fire fundraiser Two Paraparaumu School brothers affected by this month’s fire have teamed up with local event manager Sharntelle Cassady to run a family-friendly variety fundraising show. Jamie Howard, 12, and Tye Spiller, 7, hope to raise plenty of funds to help replace items lost during the fire, during the daytime event set for Saturday August 30. With only two weeks to plan it, however, the duo is calling for volunteer assistance from the community, and inviting people to run their own stalls on the day, in exchange for a donation. With a series of food stalls, bric a brac and clothing stalls, horse rides, raffles and musical entertainment lined up for the event, the pair is also in need of some hands-on assistance from willing locals during the event.
Having also planned to run an ‘open garden’ on the day, the boys encourage the public to bring a small plant or garden item for the school. With a truck stage setup and sound and lighting already sorted, and enquiries coming in from various performers and bands keen to contribute, organising is in full swing. “A venue is still being confirmed, with hopes the event will run in conjunction with the Paraparaumu RSA, which is having its own evening event in support of this cause,” Sharntelle said. “If you or your business can contribute in any way, please call me on 022 393 5119, or email sharntelle.cassady@ consultant.com.” Alternatively, raffle donation items can be dropped at Paraparaumu’s MellyPop store, 2 Amoia Street, Kapiti Lights.
Have a ball with Scottish flavour Kilts and long frocks will be twirling and people enjoying themselves at the Kapiti Caledonian Society Highland ball to be held in the Waikanae Memorial Hall on Saturday August 30. “Once again we are pleased to continue this long-running tradition,” says chief Robyn Finlay. “We are looking forward to our 62nd annual ball; it is always great to see all the people enjoying themselves at a formal Scottish ball.
“So come along and enjoy some Scottish flavoured dancing, and a fantastic supper.” The Kapiti Coast Pipes and Drums assist the Caledonian Society to make this event such a success on the Kapiti Coast. ■ Visit Kapiti Scots website, www.kapitiscots.co.nz , which has more information about the society and the ball. Celebrating camellias This year, Kapiti’s Camellia Society is seeking to broaden its appeal at this year’s annual Camellia Show, by incorporating a variety of other popular spring flowers. For the first time, the Camellia Society is encouraging people to show their daffodils, jonquils and vireyas, in addition to the usual lineup of camellias. With separate classes for all three, and entry open to anyone in the public, the Camellia Show is set to wow audiences with its fresh event ambience. Awards for winning blooms and art display exhibits will be presented from 2.30pm by Kapiti mayor Ross Church, during Saturday’s event. Held at the Waikanae Memorial Hall from 10am-3.30pm, the show will also boast a collection of craft and garden stalls, including Gus Evans Nurseries, and china painting, pottery and sewing. Otaki Aromatherapist Anne Bennett will also be on hand, as well as the Camellia Society’s own stall featuring plants, produce, books and an attractive prize raffle. Committee member John Clarke said for anyone wanting to exhibit blooms, the date and time to note is Friday from 2pm to 4pm, “which is when you need to register your entries and bench them for display”. “Judging follows from 5pm onwards, with the show the following day,” he said. The Camellia Society welcomes anyone wanting to exhibit their blooms, and is ready to advise people on the most appropriate class to enter, and how best to

Local author Paul Gilbert’s debut novel The Sovereign Hand will be released tomorrow and early reviews have been very positive. Paul, who began working on the novel in 2004, has previously seen success with his writing in the form of two awards in the biannual Pikihuia Awards for Maori Writers. “Completing this novel has taken a while. “It’s a labour of love, really — learning how I wanted to write, how to make that writing into a novel, making that novel say exactly what I wanted to say. “Through all that, it’s been the story driving me, the belief that I had something important to offer in a new and enjoyable way.” The story is set in a fantasy world but it is one stripped of the traditional fantasy standbys of dragons and elves — in their place, The Sovereign Hand is full of political tension and the kind of extralegal government activity which would make a modern politician blush. Paul’s degrees in politics and anthropology have fuelled a keen interest in all aspects of society, and this is reflected in the detailed and complex world he has created. “The elves are still there, after a fashion. Fantasy archetypes can be
useful exactly because they are so well known to us. In this case, the young heroes chosen to fight evil — I’m really interested in the choices those ‘heroes’ make in the context of duty and power. So I’ve just taken a few things that are true and contemporary, and melded them with a quasi-Enlightenment/fantasy setting, and let those two worlds work on each other. What to make of it, that’s up to the reader.” New Zealand sci-fi and fantasy reviewer Jacqui Smith has praised the book’s “clever and carefully measured prose . . . meticulous setting, and memorable characters” and said that the book was “definitely recommended, and quite possibly one of the best works of fantasy ever published in New Zealand”. Author Bernard Beckett called it “a truly ambitious novel, both in scope and subject matter” and noted that Paul has “created a hero for our times, at once passionate and reluctant, fragile and courageous” — he went on to describe The Sovereign Hand as “a celebration of form and expression”. “We’re extraordinarily excited to be publishing this book,” says Stephen Minchin, publisher at Steam Press. “This is the eighth book we’ve released, but the first fantasy novel — and I think it’s been well worth the wait.”

Piano treat The Waikanae Music Society is excited to be presenting a concert by pianist Jian Liu on Sunday August 31. Only a few years ago nobody in New Zealand knew about Jian Liu (pictured) — now it seems that we can’t get enough of him. He is in great demand for solo and concerto performances around the country and superlatives such as “electrifying”, “dazzling” and “spectacular” are being used to describe his playing wherever he appears. Jian made a huge impression on Waikanae music-lovers in 2012 when he stood in at 24 hours notice after the scheduled pianist was injured, and again in 2013 when he played with the Te Koki Trio. Jian moved to New Zealand in 2010 to become senior lecturer in piano at the New Zealand School of Music. He has been honoured at numerous international competitions and has performed in prestigious concert halls around the world. Educated first at the Central Conservatory of
Music in Beijing, China, he moved to the United States to continue his studies in Phoenix, Arizona, where he earned his Bachelor of Music in Piano and Bachelor of Science in Business from Arizona State University. This was followed by graduate studies at Yale School of Music where he earned a Master of Music, Master of Musical Arts and Doctor of Musical Arts. Jian has taught at Qingdao University and at the Central Conservatory of Music in China, the School of the Arts in Singapore and at Sydney Conservatorium, as well as East Carolina University and Yale University in the United States. The programme for his recital covers a wide range of music, from the gentle 16th century sounds of William Byrd to the modern Russian composer Sofia Gubaidulina. The famous Bach/Busoni Chaconne and a set of Variations by Beethoven round out a varied programme, before the final technical showpiece, the formidably difficult Paganini

Life’s adventure begins at 100 After a long and eventful life, Allan Karlsson ends up in a nursing home, believing it to be his last stop. The only problem is that he’s still in good health, and in one day, he turns 100. A big celebration is in the works, but Allan really isn’t interested, and decides to escape. He climbs out the window in his slippers and embarks on a hilarious and entirely unexpected journey, involving, among other surprises, a suitcase stuffed with cash, some unpleasant criminals, a friendly hot-dog stand operator, and an elephant (not
to mention a death by elephant). It would be the adventure of a lifetime for anyone else, but Allan has a larger-than-life backstory: Not only has Allan witnessed some of the most important events of the twentieth century, but he has actually played a key role in them. Starting out in munitions as a boy, he somehow finds himself involved in many of the key explosions of the twentieth century and travels the world, sharing meals and more with everyone from Franco, Stalin, and Truman to Reagan and Gorbachev.

Kids help feed the needy Inside look at new road build MacKay’s to Peka Peka Expressway foundation manager Matt Zame was guest speaker at the Rotary Club of Kapiti recently. He said the technique being used for the preparation of large bored piles for the bridges, is a unique process that saves time and expense, and delivers accuracy of siting which is exact in all respects. A technique involving crosshole sonic-logging, ensures that the density of concrete being poured is correct. In addition, a system has been developed which eliminates the need for steel casings in the drilling process. The system uses a pliable material known as Betonite which is designed to stop liquifaction and soil softening during the 40 metre drilling process. Each pile measures 3 metres in width and weighs 30 tonnes when completed. The poring process takes only four hours, when 270 cubic metres of concrete is used. There are 35

Good Grief by Andrew Malcolm
Society can and the community around you can affect how you grieve. “Grief is the price of love. Whenever we love, we risk. Love for someone means that if you lose it, you will hurt, and the amount of suffering will depend on the amount of love.” - Merren Parker
It is important to know that grief is a process, not a state. The process takes time to work properly and cannot be rushed. Grief is normal and healthy.

PARAPARAUMU STAIRS The construction of stairs has come a long way since its emergence over 6,000 years ago as planks of wooden tree trunks fitted together. Nowadays, stairs come in a range of shapes, materials and sizes, constituting a significant role in the contemporary home as both a necessary structural framework and visual décor. Whether you are looking to create a unique made-to-measure design, or whether your current stairs require alterations, Andy Stuart from the Coast’s privately-owned, Paraparaumu Stairs, says it is important to choose industry leading professionals to get the job done. Andy, owner of the certified local business, is Kapiti’s qualified stair and joinery professional, leaving behind a trail of diverse stair creations during his twenty plus years’ in the industry. The Te-Horo based local, who grew up on the coast, says as well as offering great prices and reliable workmanship, Paraparaumu Stairs has a focus on providing quality stair results adapted to any interior or exterior structural need.

Raumati swimmers show their class The Wellington short course swimming championships held over two weekends at Kilbirnie Aquatic Centre netted Raumati Swimming Club three gold, six silver and 13 bronze medals. Highlights were 16-year-old Rebecca Moynihan, a recent import from the Levin club and who resides in Shannon and now commutes twice daily to swim under head coach Jon Winter. Community volunteers honoured Kapiti individuals and groups who have done outstanding voluntary work in the community have been honoured with civic, community and mayoral awards. At the awards night held at Paraparaumu Golf Club, Mayor Ross Church talked about the enormous contribution the award recipients make to the district each year. “These are people who volunteer their time for the good of our community and it’s wonderful for them to be acknowledged here tonight.” Winners of each category in the Wellington Airport Regional Community Awards received certificates and cheques from Norrey Simmons of Wellington Community Trust. The runnersup were presented with certificates and cheques from Wellington Airport’s general manager of infrastructure Geoff Eban. Winners of civic awards were given a plaque from Mr Church and the recipient of the mayoral award received a certificate.

Tree planting plan open for feedback A new policy aimed at beautifying the district through the planting and regular maintenance of trees is open for feedback from the community. Council is committed to managing trees as a valued asset of the district, recognising their benefits to the environment and to people’s enjoyment of life in both urban and rural areas. Currently there is no formal policy to provide and maintain trees on council-administered land, but with more and more housing developments, it is increasingly important to ensure urban areas are balanced by new tree plantings. Existing trees would be brought into a management plan to ensure they are cared for to
industry best-practice standards. The proposed plan would only affect trees on council land — not private land — and would involve the planting of trees suitable for each site, including exotic and native species. It would also allow for cooperation between council and developers to provide attractive tree landscapes as part of subdivisions and other developments. Environment and community development committee chairwoman Penny Gaylor said the emphasis would be on “getting the right tree in the right place”. “The choice will involve a mix of tree types suitable for their location.
“Some streets would be made more attractive by trees due to their size and form, such as oaks or horse chestnuts. “Some streets would be improved by trees with colour such as an ash or flowering gum. “Others will be chosen for their flowers such as kowhai and magnolias, and then there will be some instances where nut trees are used such as macadamias and walnuts. “The main thing will be to have an ongoing focus on tree planting and maintenance for council-administered land giving specific consideration to street trees and those in park and reserves.” The policy will also include a scheduled tree maintenance or

planting programme particularly for major streets/ roads and give guidelines for such things as what kind of action to take when trees encroach on street lights and power lines or when a tree is damaged. Cr Gaylor said research had been conducted into other council policies to determine what approach was best practice. Cr Diane Ammundsen, who initiated council’s membership of Keep NZ Beautiful over 20 years ago, said she was fully in favour of planting trees both in the streets where suitable and in public open spaces. “Trees add so much to our district and are hugely beneficial for our environment and

community. The right trees for the right streets are very important for our district. “This policy will bring an improved understanding of council’s approach to tree planting and maintenance, and I welcome the opportunity for community consultation.” The trees policy is now being released for public consultation and is available on council’s website at www.kapiticoast.govt.nz/haveyour-say Council’s facebook page will also allow opportunity for discussion. Submissions, due by October 10, will be considered before final decisions are made on adopting the policy.
