Line won’t go electric DAVID HAXTON Electrification of the rail line from Paraparaumu to Otaki isn’t on Wellington Regional Council’s radar as the costs are too high and the returns too low. Instead of spending a lot of money on electrifying the line, thought should go into using diesel-powered trains, regional council rail operations manager Angus Gabara said at a Kapiti Coast District Council meeting on Thursday. ‘‘The thing then is the carriages can be purpose-built, they would be more inter-regional units and you could go as far north as you liked. ‘‘The focus shouldn’t be on extending the electrification but on how you can extend the service.’’ He said modelling showed Otaki would only attract about 200 to 250 new passengers, yet electrifying the line would cost between $115 million and $135m including new trains. Regional council chairwoman Fran

Wilde said at some stage there would be northward growth. ‘‘I think it will be from Horowhenua down, and then you’ve only got a really short skip to Palmerston North. ‘‘In the long long-term, maybe after our time, there will be a commuter route from Palmerston to Wellington on that line.’’ And investing in a Raumati railway station simply didn’t ‘‘stack up’’ but if anyone could provide ‘‘evidence to the contrary’’ then the regional council would look at the station during the refreshed rail plan submission phase. ‘‘We probably don’t think there will be enough evidence to put it back in the plan,’’ she said. Asked by Cr K Gurunathan about how long the regional council had concluded a Raumati station wouldn’t be a goer, Ms Wilde said the regional council had ‘‘always told you we didn’t think it would be a goer’’. ‘‘Unfortunately it has become less and less of a goer in recent years.

‘‘There has been an inevitability about it. We’ve never given you hope it would be high on our priority list.’’ Mr Gabara said a Raumati railway station didn’t have a good Transport Agency funding profile, the original site by the new expressway was no longer viable, modelling showed there would only be 20 new users and moving it closer Paraparaumu railway station meant slowing down other commuter times by two minutes both ways. ‘‘We don’t believe the case can be made for spending $8m to $12m on a station which has less than 300 new passengers.’’ Meanwhile, Mr Gabara said Kapiti was enjoying the strongest peak patronage growth of all the railway lines, the average on-time performance was averaging 95 per cent, it had the best overall station condition score, plans were under way to create faster journey times, and park and ride improvements at Paraparaumu and Waikanae were being investigated.

Honouring fallen from World War 1 It’s 100 years since 37 Paekakariki men went off to World War 1 — 11 of them didn’t return. Their names are on a bronze plaque that was replaced by a different design a few years ago. In September, it will be the centrepiece of a special display at Paekakariki Station Museum. The aim is to show who the men were. Details include their jobs, families, where they lived and their war records. When the war broke out there were 300 people in Paekakariki and one in four village males enlisted. Some were railwaymen and some were members of the Paekakariki Railway Surf Lifesaving Club. When a club member died and another was rescued off the

The lagoon in Maclean Park Paraparaumu Beach is currently being drained, so routine cleaning of the pond’s base can take place. While the pond is empty, the base will be re chip sealed. The maintenance work has no relevance to the debate over the council kiosk overlooking the lagoon.

NEW BRIDGE

A new footbridge is to be provided for walkers, runners and cyclists using the pathway along the northern bank of the Waikanae River. The footbridge will be built over a riparian backwater that flows into the river close to the Waikanae Christian Holiday Park. The existing footbridge is old and located in a low-lying piece of land which means the handrails and abutments are prone to being damaged in floods. The new structure will be slightly wider and higher than the existing structure. Installation should be completed by the end of March. Disruption to pathway users will be minimal as an alternative route t will be available for the duration of the project.

Long service to community honoured

DAVID HAXTON Former councillor Harold Thomas has received a wooden appreciation award plaque to recognise his 31 years of commitment to local body politics. The special presentation was made by mayor Ross Church and Waikanae Community Board chairman Michael Scott at Thursday’s council meeting. Mr Thomas said he had always considered it a privilege to be involved in community issues. ‘‘I have always enjoyed debating with people about the rights and wrongs of any issue. ‘‘There has been a tremendous number of highlights when I was involved and a couple of small low lights. ‘‘I’ve never personally disliked people, I’ve argued very strongly with them when I believed it was necessary.’’ Mr Scott said Mr Thomas was someone who provided an ‘‘honest and steady hand on the tiller’’ and gave ‘‘everyone an opportunity to be heard’’. ‘‘Those are important qualities that come forth when dealing with Harold — qualities of integrity, qualities of honesty and qualities of openness.’’ Moreover he had been a ‘‘positive role model’’. Mr Church said: ‘‘It’s no wonder that in 1997 Harold was awarded the Queen Service Medal for public service. ‘‘Thank you for the contribution you have made, 31 years is one hell of an innings.’’ Mr Thomas was appointed to then Waikanae district community council in 1983 as deputy chairman and also to the Horowhenua County Council as deputy chairman. ‘‘I loved my house. ‘‘It was my first home I decorated with love only six years ago.’’ Having lost her father to a sudden heart attack six weeks prior to the arson, Miss Stubbs was still dealing with her loss when she heard the news. With the Band Together Rebuild fundraiser set for 7pm, March 29 at the Te Horo Hall, The Achievement Room coowner Debbie Laing, a neighbour of Miss Stubbs, said the public can help by donating items for the event’s silent auction. ‘‘Band Together Rebuild will have live music from Swamp Dixie and friends and Hatrack, as well as food and drink options,’’ Mrs Laing said. ‘‘Tickets are $25 and will be available from Farmlands in Otaki, Te Horo Cafe´, The Achievement Room in Waikanae, and Professionals Real Estate in Paraparaumu.’’ Mrs Laing, who welcomed people to visit the Facebook page

Friends and neighbours of Te Horo woman Anna Stubbs, whose home was burnt down in December last year, destroying its entire contents, are fundraising in a Band Together Rebuild project to help rebuild and replace everything lost. Among the items gutted in the blaze, which took over two hours for fire fighters to extinguish, was stock and marketing material from Miss Stubb’s sheepskin footwear business NuggZ, which she had spent the last 12 years building. Unable to receive home contents insurance because the fire was allegedly intentionally lit while she was out, which is currently a case before the courts, Miss Stubbs has been relying on generous donations and support from the local community. ‘‘Imagine one day you have everything and the next it is all gone,’’ she said.

Aero club celebrates new clubrooms DAVID HAXTON Kapiti Aero Club’s flash new headquarters is a complete opposite to the one they used to operate from. The aero club, which started in 1983, used to inhabit a dilapidated building off Kapiti Rd. The old building leaked, mushrooms grew in the carpet and the toilets were an eyesore. ‘‘The deterioration of the building in recent years made it uninhabitable,’’ club president Clive Stephen said. The aero club’s future wasn’t looking good, especially as there wasn’t a lot of money in their bank account. Closure seemed inevitable. But about three years ago a new committee was formed and one of the goals was to get new clubrooms. Help was not far away. Kapiti Coast Airport co-owners Sir Noel Robinson and Todd Property Group were receptive to the club’s new clubrooms plan and helped provide some financial muscle backed up with some club fundraising events and club member donations. A new site for the club was identified in an aviation hub near the main terminal which Air New Zealand operates from. The old clubrooms were demolished this year and a former Steeline building was transported

PHOTO: DAVID HAXTON / KAP030514DHCLUB to the new site, gutted and transformed into the club’s stunning new headquarters. ‘‘There’s hardly any of the old Steeline building left,’’ Mr Stephen noted. ‘‘The airport company put the floor down and shifted the old building on top of it and we went to work on it. ‘‘We’re ripped it completely to bits, put new cladding on the

inside and outside and more.’’ The clubroom comprises a large lounge area, kitchen, toilets, reception and administration area, briefing room and chief flying instructor’s room. And the club’s large hangar was transported across to a new site next to the new clubrooms. The new club base has been welcomed by many. ‘‘Our members are saying ‘I

can’t believe it — we’ve come from one end of the spectrum to the other’. ‘‘Everyone has good words to say about it especially people from other flying clubs who say we’re the luckiest flying club in the country.’’ Mr Stephen paid special tribute to Sir Noel and Todd Property Group. ‘‘Noel is an extremely good man

and we’re very pleased with the way he’s helped us. ‘‘They’ve bent over backwards to make us happy.’’ And he praised everyone involved in the project. ‘‘Over the last three years there’s been a lot of people who have put in a tremendous effort, far beyond what I would ever think you’d do in a club.’’ Mr Stephen said the club was in the process of formulating a plan going forward. ‘‘We’ve got a lot of ideas and where we want to be in five years time.’’ Some of the things that are already paying off have included going back to club members and saying ‘we want this to be a club for the members’. ‘‘That has sparked up a whole lot more interest. ‘‘We’ve had club events and we’ve made things happen which people want to belong to. ‘‘Also we’ve found that there’s quite a few people coming back to us who want to be professional pilots and we’re training them here but they’re self funding.’’ And chief flying instructor John Harwood had worked hard and ‘‘been one of the forces that has helped turn the club around and made it a lot more viable’’. ■ Kapiti Aero Club is planning an open day on Saturday, May 10 at 2pm to celebrate its new base.

Revised water rate will cut costs for users The proposed water rate recommended by an Annual Plan workshop is lower than the figures previously used by council in its rates planning. Council is changing the way it charges for water from 1 July 2014, following the introduction of water meters. Instead of paying a uniform annual charge, there will be a combination of a fixed rate and a volumetric rate based on the amount of water used. Up to now, figures used for planning purposes for 2015/16

were a $235 fixed charge and $1.01 per cubic metre of water used. Now the proposed amount to be included in the Draft Annual Plan is a $188.50 fixed charge and $0.95 per cubic metre of water used. These figures compare with what would have been an equivalent uniform annual charge of $377. The Annual Plan workshop also decided to stick with the 50/50 split recommended by the Charging Regime Advisory Group in 2012 whereby 50 percent of the cost of supplying the district’s

water is recovered through a fixed rate, with the rest being recouped by the variable amount. Council officers proposed the lower rates after acquiring more precise information on water use following the start of trial meter readings, understanding more about how water is used and reviewing the infrastructure costs involved in supplying water to end users. Based on actual meter readings, staff were able to show that 65 percent of households are likely to pay less in 2014/15 than

they would have if the uniform annual charge still applied. Chief executive Pat Dougherty reminded the workshop that the original reason for introducing water meters was to change water use habits, particularly reducing consumption. ‘‘It is inevitable there will be some people who are going to pay more for water but as part of a fairer system, based on use.’’ In other areas where water meters are used, peak demand the most water used in a single day during the year, has dropped by

about 25 percent. ‘‘By reducing peak water consumption council is able to defer $36 million of capital expenditure that would have had to have been spent on upgrading the water supply system to meet increasing demand.’’ Also included in the Annual Plan was a proposal to make up to $75,000 available to assist large families with high water costs. The public can make submissions on the Draft Annual Plan between March 26 and April 28.

Wetland bird gets specialist medical care DAVID HAXTON A spotless crake’s life has been saved thanks to the dedication of a vet nurse. The rare bird was discovered in the Postie Plus shop in Coastlands on Thursday, two weeks ago. A Wellpet client took the bird to Wellpet Paraparaumu who then rang Wellpet Waikanae senior nurse team leader Jenny Davis. Jenny collected the bird and then tried to identify what species it was. Initially it was thought the bird was a wading bird because of its distinctive red eye and wide feet but a Google search pinpointed the bird as a spotless crake. She took the bird to Nga Manu Nature Reserve where the identification was confirmed. Jenny decided to look after

the bird as it was so unwell — dehydration and starvation were the two key health concerns. It weighed a mere 35 grams. The spotless crake needed hourly care so Jenny looked after him at work and at home. It needed fluids under its skin via a small needle as well as critical care food via a syringe. A few days later, on the Sunday evening, the bird starting showing signs of improvement when it took a keen interest in a worm. On Thursday last week Jenny took the bird to Nga Manu where it went into a specially designed enclosure and buddied up with a kereru. ‘‘He seemed a bit stunned at first then started eating the food they put down for him. ‘‘Hopefully he will get out into the wild eventually.’’ Jenny didn’t know how the

been forced away from its habitat from drought. ‘‘They are a wetland bird and need shallow, marshy water.’’ Jenny said the bird was great

to handle but was quite jumpy. ‘‘They have amazing take off speed. ‘‘He wasn’t frightened of me.’’ Unfortunately the habitat for birds such as the spotless crake was being destroyed by development, she said. ‘‘Kapiti used to be full of swampland. ‘‘Ninety per cent of its habitat has gone.’’ Jenny has a special interest in wildlife, especially birds — both native and non native. ‘‘Clients do bring birds in for us. ‘‘It’s quite expensive looking after some of the birds especially seabirds. ‘‘It didn’t cost much to look after the spotless crake. ‘‘Only time, stress and sleepless nights.’’ She thanked Wellpet who were very supportive of her work with birds.

Running from an old parts truck completely refurbished to include a bench top, fryer, fridges, deep top and oven, The Independent Burger Company opened for service mid last month. Parked outside PlaceMakers on Kapiti Rd, from Monday to Saturday, the matte black burger truck is a long-standing concept brought to life for the father of two. ‘‘It’s a dream I’ve had for years and I finally came across the opportunity to build it,’’ he said. ‘‘I’ve had a lot of support from PlaceMakers and they’re letting me see how it goes.’’ Also drawing attention because of weekend stints outside Paraparaumu’s The Cock, Mr

Davies has been parked at the premises from 10.30pm until close on Friday and Saturday nights, to help feed hungry bar patrons. ‘‘I’ve had consent from council, and I think it’s a good idea to be feeding people while they’re out drinking,’’ he said. Hoping the initiative will decrease the amount of people walking through a nearby alleyway, which has seen considerable trouble, Mr Davies said he is still testing the waters. Originally qualifying as a chef at Kapiti’s Whitireia campus, the 32-year-old has been in the industry 15 years, working both locally and in the South Island. Making all his gourmet burgers on site, Mr Davies said The Independent Burger Company is set on sourcing all its ingredients from the Kapiti area. ‘‘The response so far has been really good.’’

Northern Zone - Te Moana Road to Peka Peka Earthworks continue in the Northern Zone, including the removal of a large sand dune north of Te Moana Road at the end of March.

Earthworks also continue at the Peka Peka end of the Expressway, near Smithfield and Greenhill Roads. Here we are removing peat, stockpiling it and then replacing it with sand to form the Expressway’s foundation. Next week we start building a haul road to connect the construction area between Smithfield and Ngarara Road.

Central Zone - Kapiti Road to Te Moana Road The job of clearing pine trees between Mazengarb and Otaihanga Roads will be done by the end of March. Otaihanga roundabout is now operating with two lanes of north and south bound traffic at peak times and weekends. From 23 March we will start night works to complete things like the final pavements and curbs. This means we will have Stop/Go traffic management happening for about two weeks between 7.00pm and 5.00am. The roundabout construction will be finished and opened before Easter. Things have changed so please drive with care, remember to indicate, give way to the right and help keep traffic flowing. We apologise for any inconvenience and thank you for your patience.

Southern Zone - MacKays Crossing to Kapiti Road

We’ll be moving a 50 tonne piling rig into the Leinster Avenue area to start work on a large retaining wall. This will happen off to the side of the road and won’t affect traffic. We’ll also be removing houses (and in some cases asbestos) from State Highway 1. All asbestos and house removal is done by expert contractors in line with national health and safety standards.

Earthworks have started in the area of Poplar and Leinster Avenues (remember that Leinster is now closed permanently). We are removing and stockpiling peat and replacing it with gravel to form the Expressway’s foundation. For the next couple of months you’ll see more trucks on State Highway 1 and Poplar Avenue. To keep traffic disruption to a minimum, trucks will only turn left into and out of Poplar Avenue from State Highway 1. And from March 17 a 70km/h speed restriction will be on State Highway for approx. 500m either side of this intersection.

The Waikanae River walkway has been diverted and the first test pile for the new Waikanae Bridge is finished. As works gear up to construct the real piles you’ll see more activity and machinery in this area. Diversions are clearly marked and the construction area has been fenced off for public safety but please be aware that loud machines are working in this area.

Coastal line stirs up hornet’s nest A defining identity of the Kapiti Coast has been its recognition as a retirement haven. Located just outside the nation’s capital, with a better climate and the first real stretch of sandy coastline, Kapiti has attracted the attention of many of Wellington’s movers and shakers. Over decades, these people who worked and lived in Wellington have also had holiday retreats on the coast. Eventually, they retired here. Beach front properties and lifestyle blocks were a popular choice. They enjoyed their lifestyle and, apart from paying their rates, took little interest in local politics. All that changed when, back in early September, KCDC staff unilaterally imposed coastal hazard lines across 1800 coastal properties. While council’s intention in protecting the ‘common good’ of a future community was commendable the manner it trampled over private property rights set off a political bombshell. I had warned then that council had stirred up a hornet’s nest resulting in a network of retired economists, planners, lawyers, judges and business men and women organising themselves against the council move. It rapidly developed into a general revolt against the Proposed District Plan. So far, the acrimonious war of attrition has cost council a conservative $2m in legal and other costs (that’s a 4 percent rise in rates). Secondly, it proved a public relations disaster for council. Thirdly, it has undermined the credibility of staff advice to its elected members. There is a fourth significant development. This is the growth of a citizen-based watchdog network. The intelligentsia who locked

horns with council over the coastal hazard matter, and rural matters associated with the PDP, have been radicalised. Because of their success in taking on the council over the coastal hazard and PDP matters, individual citizens having their own problems with council are going to this intelligentsia for advice and support. Given their own perceived experience, the intelligentsia have an empathy for others they believe have been given a rough deal by the council machine. The elderly Otaki couple, the Standens, are such case. An even bigger issue with the potential to seriously bleed council is the Collmog Bridge matter. Again, the intelligentsia have backed the Hertnons who are preparing a legal case against council over this bridge. What should worry council’s own political strategists (if they have any) is the fact that these citizens are preferring to bypass elected members to go directly to this intelligentsia. What should also worry council is that this intelligentsia — connected to the coastal hazard line campaigners — is not the only group. There are two other intelligentsia groups ready to form. We may be seeing the beginnings of a new level of local political engagement where citizens are better resourced to seek accountability from council and councillors.

Lower rates for wise water users It was reassuring to take part in the water rate discussion with councillors at an Annual Plan workshop last week that led to the proposal of a water rate that was less than anticipated. The lower rate was proposed after acquiring more precise information on water use following the start of trial meter readings. The proposed fixed charge drops to $188.50 and the volumetric charge (the amount you pay based on how much you use) is 95¢ for 1000 litres of water. Think of 1000 cartons of milk stacked together and you can get an idea of just how much water you are getting for 95¢. Projections by officers suggest nearly two thirds of households in the district will have an annual water bill of $200-$400. If we had stayed with a fixed charge only, it would have been just under $400 this year. But here’s the difference — we can all save money under the new system by learning to use less water. By doing things like using a watering can or drip-feed irrigation instead of a hose, we will reduce our consumption

and reduce our bill. We could not do that under the current system. We paid the same regardless. There was no incentive to change. Meters will give us a tool to help us monitor our water use. On the subject of meters, let me state my position clearly. I didn’t want them and voted against them. I was outvoted. Council as a whole said yes to them. I accepted the majority decision. That’s democracy. Now, the reality is we have them and common sense drives me not to squander the $8 million spent on them. We all have to move on. So let’s learn how to use water meters for our own good, and let’s work out ways in which we can use less water and save money.

Bore water flowing With the river level falling faster than expected, bore water is again being added to river water for supplying Waikanae, Paraparaumu and Raumati. Waikanae River is flowing at 850 litres per second and the council is supplementing river water with bore water at a ratio of 50 per cent, water and wastewater treatment plants manager Dave Bassett said. ‘‘With no rain predicted for the rest of this week, the flow will drop to 750 litres per second and we will be at 100 per cent bore supply in a few days. ‘‘Demand for water is about 17 million litres a day, so current water

conservation efforts are working well. ‘‘We know this is challenging for local people and council greatly appreciates their efforts over the very dry summer.’’ Construction has begun on council’s river recharge scheme and, once it is operating in 2015, bore water will not be needed to supplement river water in times of drought. Instead, the scheme will enable groundwater to be put into Waikanae River below the treatment plant to maintain river levels and will mean that, unlike the present situation, bore water will not enter water supply.

Why women must strength train Let’s dispel a gym myth so you can read this article with an open mind. 1. Women won’t get bulky from lifting weights three times a week. I often talk to women in the gym who are doing steady state cardiovascular exercise about why they don’t lift weight. They always answer because they don’t want to get big muscles. It’s not going to happen. You’d have to be some genetic protein munching freak to start getting big muscles from lifting weights three times a week. The next question I ask women, is what do you want to achieve from working out? Generally they answer they would like to

lose some weight, drop a dress size, or just get smaller. By doing the state cardiovascular training like treadmill walking, stationary bike or elliptical trainer, initially if someone is going from doing nothing to doing something then they should get some weight loss results, often losing muscle mass (this is not good) if they make a change to their diet. After a few weeks they will hit a plateau and the weight loss will stop, if the steady state cardiovascular training stays the same they can often put on weight because the loss of lean muscle tissue slows their resting metabolism. Lean muscle tissue is vital for maintaining a strong metabolism.

When you strength train/resistance train/lift weights (all these mean the same thing) you help to build lean muscle tissue. Building lean muscle tissue improves your resting metabolism (the rate you burn calories throughout the day) and helps burn the dreaded body fat. The other benefits for women to do strength training are improved posture, balance, injury prevention, strength and more notably confidence. Building lean muscle tissue through strength training will help women trim up and get smaller because lean muscle tissue

takes up less space than body fat. Studies show putting on 900gm of lean muscle will burn 1.5kg of fat. So while the scales may not change a massive amount, you will drop dress sizes as you lose unwanted body fat. Like any training programme there must be change. It’s recommended training parameters change every three to six weeks as this will stop the body from reaching plateaus that halt progress. Women, let me make this clear . . . if you’re not lifting, you’re not living.

A coroner report has reinforced the safety benefits of the Kapiti Expressway. The coroner says the Mackays to Peka Peka expressway will help prevent crashes on a deadly corner of SH1. The Expressway is a crucial part of the Road of National Significance (RONS) from Levin to Wellington airport and represents another big step forward in improving our region’s infrastructure. The expressway will increase road safety for all travellers because it has separated directional lanes. I visited the site where work is under way on the new Waikanae Bridge, as part of the expressway. This is great news for our region, which many have been wanting for decades. It was pleasing to finally see progress at the site. Last month also saw the final green light for the Otaki to Peka Peka Expressway, with consent granted by the

Construction is expected to start in 2016. The Otaki roundabout is among the North Island’s worst choke points, especially at weekends and holidays. I am confident Otaki’s retail shopping strip will continue to thrive with the arrival of the expressway. Ease of access will be guaranteed with on and off ramps easily connecting the retail shopping strip and local residences. Otaki has become a popular destination in its own right and I’m sure that will continue. The productivity gains will be major, with an estimated 40 minute journey saving time from Levin to Wellington airport once the entire route is completed. A new trestle bridge over the Manawatu River is also on the cards.

Policy nightmare

It is a sad day for Kapiti when only three elected councillors show a sense of civic duty. The eco policy is a bureaucratic nightmare. It needs reform. Its interpretation and implementation is unfair and unjust. It was drafted by policy planners supported by information from their selected experts. It is obvious they had little understanding of how New Zealand bush works or considered practical application or possible consequences. With good intent KCDC imposed legislation on individuals and land owners who not only lost the right to manage native trees and shrubs on their own private property but the right to select native species suitable for short term purpose to be pruned or removed for long term gain. In Kapiti we should now all fear planting native trees and shrubs. If they cause a nuisance and need to be pruned or removed they will incur unrealistic resource management fees or penalties. In our experience native bush restoration should evolve instead of KCDC using officious bullying tactics to implement an ill-conceived policy. A change in attitude that is nonthreatening encourages dialogue. Giving verbal approval and advice most situations would be resolved achieving a better result, meeting environmental objectives and the needs of those concerned. TREVOR WRIGHT WAIKANAE BEACH

Parking woes

We have traffic issues with the

roundabout at Otaihanga and cars overflowing the station car parks at Paraparaumu and Waikanae. Isn’t it about time our politicians stood up and endorsed the proposal for continuing the electrification of the railway to Otaki? Each weekday morning I drive from Te Horo to the station at NZ’s best little town. I am usually amongst the last to get a parking space in the main car park at around 6am. It is not unusual to see up to 40 cars parked on the state highway

because the main cark park is full. Te Horo already has double tracking where the old station used to be and a regular train service would certainly be a tremendous benefit to the two thousand strong communities including Otaki Forks. Apparently for as little as $13 million the electrification could be extended north taking some of the burden off our roads. Bring it on. COLIN BAXTER TE HORO BEACH

Her novels are based around the minutiae of family life in which nothing very much happens. Cara, the eldest sister, wants the company to expand and develop – but Susie, the mum and founder of Susie Sullivan Pottery, wants the company to stay true to her vision. Ashley, the second sister, is trying to work for the company as well as be a mum and a

wife and she’s beginning to realise she can’t do it all. Grace, the youngest, is drifting. She has a thoroughly inappropriate boyfriend but can’t seem to find the will to ditch him. And the girls’ father, Jasper, is having a mid life crisis – for years he’s been content to go along with Susie, raise the girls and play a bit of music in his home studio with his old band mates – but now he wants more. Then Susie’s own father, a wastrel who abandoned Susie when she was a baby, turns up out of the blue looking for his family to take care of him in his dotage. What’s On...

Cool cars feature of Kapiti hot rod show The Gear Jammers Hot Rod Show is at Kapiti Primary School on Sunday from 10am. Features of the show include cool cars from the Wellington area and beyond, drag car fire ups, live music, fire engine rides, rocker cover racing, rock ‘n roll dancers, activities for the kids and more. Entry is by gold coin donation. ‘‘Rocker cover racing originated in the United States and is a regular feature at many of their car shows, where hot rodders, as a bit of fun, would build a small trolley-style cart out of an engine rocker cover and compete in clubrooms, bars, shows etc for a bit of lighthearted fun,’’ show co-organiser Richard Foote said. ‘‘Competitors must construct a vehicle using a valve cover from a car’s engine. ‘‘Usually it must have four wheels. ‘‘It can be decorated or modified within the rules set by the organising body. The valve cover is powered by gravity. In a valve cover race two racing valve covers are placed at the top of a specially constructed incline. ‘‘They are released at the same time and the first to cross a finish line at the bottom of the incline wins the race.

During school holidays, all pools will be open from 8am (except for the first holiday weekend which will follow usual timing as above) and the slide will be open from 11am.

Timeless act to rock Paekakariki CLOE WILLETTS Described by NZ Musician as a timeless act, Auckland-based band The DeSotos is set to perform in Kapiti next month during a country rock and bluesinfused musical experience on April 5 at St Peters Hall. Performing in Paekakariki as part of their North Island tour, Deconstruction, it will be the first time appearance on the coast for the band. The tour is named after their song, Deconstruction Will Continue, which lead vocalist and guitarist Paul Gurney wrote following the recent Christchurch and Wellington earthquakes. The DeSotos have been described as an authentic live experience boasting special colour and texture, which Gurney said steers away from musical drop ins, loops and electronics. Accompanied by bass player Stuart McIntyre, keyboardist Ron Stevens, Auckland-based drummer Mike Burrows, and touring drummer Vic Singe, Gurney said the band has built a loyal following since establishing regular gigs in 2006. ‘‘It seems appropriate to be performing in Kapiti, particularly Paekakariki, given its history as a stronghold of the roots music scene, dating back to the old hotel days,’’ he said. ‘‘St Peters Hall is the ideal location for a musically-literate audience, who can absorb our music style over a glass of wine.’’ Planning to play some of their yet to be released tracks, in the process of recording for a third album release, The DeSotos are looking forward to getting locals off their seats with band originals and their favourite covers. ‘‘Our inspiration comes from a variety of artists, including Tom Petty, Neil Young, Ryan Adams, John Fogerty and John Mellencamp,’’ Gurney said.

Performance for cenotaph CLOE WILLETTS In honour of the 100-year anniversary of World War 1, professional choreographer Jamie Bull is working with more than 60 Otaki College students and the community to bring to life an innovative performance at Otaki’s Memorial Park cenotaph.

Inviting the public to get on board, Ms Bull is still accepting cast members for the 20-minute site specific work, Reflection, which is set to turn heads on April 12 and 13. Funded by Kapiti Coast District Council’s Creative Communities Scheme and Wellington Community Trust, Reflection will include depictions of men

leaving for war, battlefield scenes and personal family experiences. Ms Bull, also a professional director and contemporary dance tutor, said she offered to choreograph the piece because of its interesting performance location. ‘‘I thought I’d love to do a community work, after living in Otaki 10 years,’’ she said. ‘‘While I take an exercise class for elderly twice a week and contribute in other ways, this is the first time I’ve given creatively to the community, as I’d wanted to become part of it first.’’ As well as movement and drama, Reflection will incorporate voice and percussion from Otaki and Waikanae choirs, with musical direction by Frances Tull, and will serve as a prelude to The Armed Man (A Mass for Peace), created by

Crows Feet Collective and directed by local writer, dancer and teacher Jan Bolwell. SIMPLE RULES HELP RESOLVE DISPUTES Citizens Advice Bureau Kapiti gets a lot of inquiries from people who don’t know how to resolve a problem they have with a service provider, whether it’s a retailer, tradesperson, employer/employee, tenant /landlord, or utilities provider. ‘‘A lot of people don’t know how to complain effectively, or aren’t sure if there’s a specific complaints body they can go to if they aren’t able to sort things out with the other party,’’ bureau spokesman David Robertson said. ‘‘There are a few simple rules of thumb to complaining effectively. ‘‘You need to be clear in your mind about what the problem is, and what you want them to do about it, within reason. ‘‘Gather any evidence you have to support your complaint, such as receipts, emails, photos and so on. ‘‘Be calm and polite when you make your complaint. It’s a good idea to raise any issues in writing, so you have a record of this communication. ‘‘If you can’t reach an agreement, you

The costs of building not buying Some recent Reserve Bank LVR changes mean it’s now possible to obtain finance to build a home with as little as 5 percent deposit. Financing a build project tends to be for the more mature market. By that I mean people on their second or third home and with a large deposit of equity or cash. This is backed up by the fact that most new homes built in Wellington/Kapiti are in that $500k plus bracket. High land prices, increased build costs and council fees/ requirements can all make it an expensive exercise to build a new home. Here are some things to be wary of if considering a construction loan with less than 20 percent deposit. Firstly it’s a proven fact that most build projects go over budget, even if by a small amount. This is often due to clients

Health boards should decide fluoride issue Local Authorities in the Wellington region have resolved to take a remit to the Local Government New Zealand (LGNZ) national conference proposing to make health authorities, rather than local councils, responsible for deciding whether fluoride is put into local water supplies. Kapiti Coast District Council sent the remit to the group of councils, known as the Zone 4 group, which supported the need for a debate and resolved to take the Kapiti remit to the (LGNZ) Conference in July. The remit reads: ‘‘That Local Government New Zealand urge the Government to amend the appropriate legislation so that the addition of fluoride to drinking water supplies is not a decision that is left to the Local Authority.’’ Kapiti Coast District Council is about to consult with its community about whether to continue adding fluoride to the water supplies of Paraparaumu, Raumati and Waikanae, as part of Annual Plan deliberations. Council resolved late last year to seek support from LGNZ to shift the decision making to national health authorities. Mayor Ross Church said ‘‘As long as councils are involved, decisionmaking falls to lay people without scientific knowledge, who are open to being influenced by strong lobby groups. ‘‘We believe the appropriate government agency should ultimately be responsible for any decision associated with the use of fluoride in the public water supply. ‘‘It’s hard to see any local government decision-making is needed in what is clearly a national health issue. ‘‘As long as councils are left to deal with fluoride, they will continually come under pressure to review the policy and potentially have to spend ratepayers’ money fighting judicial reviews and legal responses to any decision they make.’’

Spotlight on effects of euthanasia The speaker at the annual meeting of Kapiti Voice for Life at Scots Hall, Weka Rd, Raumati Beach on Tuesday from 7pm is Renee Joubert. She will give a first-hand account of what she learned about the effects of euthanasia laws in a recent visit to Belgium and the Netherlands. ‘‘I was appalled at the impact these laws have had on medical professionals and public opinion, over the last 10 years,’’ she says. She will present a summary of interviews with an oncologist, a chaplain counselling euthanasia patients, and a member of the regional euthanasia commission which investigates euthanasia cases and complaints. ‘‘I shall be sharing information that demonstrates a cultural shift and a ‘slippery slope’ in attitudes toward euthanasia.’’ Joubert grew up in South Africa and immigrated to New Zealand in 1993. From 1998 to 2008 she was a member and later national president of Students Organised to Uphold Life (SOUL), which aimed to bring the prolife message to students on university campuses. Her main focus now is her role as committee member of Euthanasia Free NZ, which is based in Auckland. The organisation aims to educate the public about the dangers of legalising euthanasia and assisted suicide.

Dissension a healthy sign The importance of the dissident voice to a thriving democracy cannot be underestimated. In Kapiti we have plenty who qualify in the role and it seems we have political structures that actively encourage them. Issues such as the coastal hazard lines, the proposed District Plan, the planned demolition of the kiosk at Paraparaumu Beach, the impending prosecution of two Otaki pensioners who trimmed some trees on their own property — these are all fodder for dissension and they produce characters ready to take on city hall which is a natural David and Goliath scenario. I argue these characters are vital to the preservation of a healthy local democracy — characters such as Dale Evans, Salima Padamsey, Christopher Ruthe, Gavin Bradley, Mike Alexander, Michelle Laurensen and others — Betty van Gaalen (who has been on both sides as a former regional councillor), Jill Stansfield, Trevor Daniell, Peter Daniel, Mike Woods — all of these people have kept the council on its toes. Of course, not all of these are dissident voices and most often they

primarily represent knowledge and understanding that is not common currency at the decision-making table. Some of these people may not be pleased to see themselves in the company of each other and they may have entirely separate lives but they do have this in common. It is my contention that such bastions of free speech, who demand a fair hearing for themselves and the community, are vital to the decision-making process. It is important for politicians to realise that just getting elected doesn’t give them any special abilities they didn’t previously have. In fact, it is possible to get elected with limited or no ability at all. The only qualification is to get one more vote than your opponent. Free speech is crucial and at a council that is essential. Politicians may not like or agree with what they hear but it

is part of their job to listen. What was once considered dissident or even revolutionary is now often mainstream — women getting the vote for instance. One day someone decided getting hanged for nicking a sheep was a bit strong and said so out loud — eventually it changed. There was a time in New Zealand (amazingly not that long ago) when people could be sent to prison for being gay — again the dissident voices of the day said enough of this nonsense and eventually the general population agreed. When considering and stating policy councils could do a lot worse than measure it against the Rotary ‘‘Four Way Test’’. Is it the truth; Is it fair; Will it build goodwill and better friendships; Will it be beneficial to all. Councils will have their own criteria but if they stray too far from fairness, honesty, openmindedness and creative thinking, they can expect regular visits from those who will only too willingly remind them where and how they are getting it wrong.

The first of 3 quick examples are Natural Burials. We have a Natural Burial section now on the Kapiti coast at the Otaki Cemetery. This is a special area where graves are dug shallow and filled with organic soil to return the deceased to the elements. A tree is planted on the grave and no lasting memorial is allowed. Eventually the area will return to native bush. The casket must be a natural product (not man-made) such as pine.

The third Eco friendly area is that of preparing the deceased. Embalming, often seen as using a large amount of chemical, is now a modern process and uses very low percentages of chemical, in fact totally organic embalming is available and so too are other similar processes such as a process called Ecoprep. Michelle joins sons taking uni degrees When she was holding her oldest son, Jack, and looking out from the bedroom of her Kelburn Parade home, Michelle Laurenson would look across to Victoria University and wonder if she would get the opportunity to study. Just over two decades on, Michelle is in her third year of study toward a Bachelor of Arts and looking forward to her third son, Ben, 18, joining his brothers Mark, 19, and Jack, now 21, who also study at Victoria. ‘‘The boys were really proud when I said I was going to university — it was something I had always wanted to do,’’ says Michelle. Mark, who is in his second year of study toward a Bachelor of Commerce, says seeing his mum go to university was good motivation. ‘‘Seeing mum doing well made me realise that I could do it too.’’ Victoria has become the family’s second home. All four members of the family live separately in Wellington but regularly catch up on campus, with Michelle often buying lunch. ‘‘Whenever we meet up for lunch, Mum pays for it, even though she’s a poor student too,’’ says Jack, who is in his final year of a Bachelor of Science. When Michelle started at Victoria, Jack told a group of fellow first year students that she was looking for an invitation to the Orientation toga party. ‘‘He was finally able to pay me back for all those times I tried to embarrass him at school when he was

Ben, who is about to start a Bachelor of Commerce, knows what is expected of him at university, and his older brothers hope he will learn from their mistakes. ‘‘I’ve heard about their late night cramming and I’m hoping I won’t have to do that. They’ve all given me a lecture about what not to do — not just Mum.’’

Jack says the biggest challenge transitioning from college to university is learning to plan and adjusting to the more independent lifestyle. ‘‘I’m going to be helping Ben with that,’’ says Jack. ‘‘I’ve told him to put himself out there as much as he can and to meet as many people as possible. ‘‘But to not fall behind with all his course work,’’ reminds Mark.

Growing close friendships Two community gardens in a Paekakariki neighbourhood are bringing residents closer together. As part of the 2013/14 round of Kapiti Coast’s Greenest Neighbourhood competition, in which participants are challenged to spend nine months reducing their environmental impact and building community, Ames Street of Paekakariki has created two community gardens. Garden beds have been dug into the berm outside co-ordinator of the Ames St Greenest Neighbourhood Vicky Noon’s property. They boast rhubarb, zucchini, corn, parsley and magenta spreen. Using waste pallets to edge the beds, Vicky has turned a blank piece of lawn into a productive space complete with a sign inviting passersby to ‘please help yourself’. And in a novel response to a perennial problem, a box of recycled plastic bags attached to the fence reminds dog walkers to clean up after their four-legged friends. Across the road, the

A couple of neglected fruit trees have been given one more chance. ‘‘This competition is a great way for communities to get together with a focus on sustainability,’’ says councillor Janet Holborow. ‘‘There are all sorts of other benefits as well, from community resilience to forming friendships.’’ ’ With a month of the competition left, the push is on to get the garden ready to show the wider neighbourhood. provide an opportunity for residents who have struggled for years to grow vegetables in exposed, salty sites. But their activities won’t be ending with the competition. The group had planned to plant fruit trees on their berms with the support of the local community board, but hit a snag with the underground utilities. They’re now aiming for an autumn planting in other public spaces. Record broken to retain swim title Ben Ruback of Capital Swim Club has broken the race record to retain his Kapiti Island to Mainland swim title on Sunday. Ruback’s time for the 5.6km swim of 1h 4m 19s was just short of three minutes faster than the previous record held by six times winner Casey Glover. Raumati Swimming Club member Yuri Taylor, 16, was eight minutes back in second place, swimming 15 minutes

faster than he did last year. Fellow Raumati member and youngest competitor in this year’s event, Renee Lawton, finishing in 1h 22m 54s broke the women’s race record by 41 seconds. Raumati resident and masters swimmer, Ian MacDonald was third, and first male veteran. The first women’s veteran was Gabrielle Gunn completing the event for the first time in 41

years. Light winds meant sea conditions were idyllic but the southerly storm that battered the country during the previous week had reduced the water temperature to only just above the allowable 16 degrees. The event is run under FINA rules, which do not allow the use of wetsuits but event organiser Paul Matson had allowed competitors the option to wear

wetsuits for safety reasons given the cooler water temperature. Seventeen swimmers started and completed the swim. Each swimmer has their own support boat and the event could not take place if there was no support from Kapiti Boating Club in providing these boats. A special award was presented to Ray Gough of Eastbourne with this year being the 50th anniversary of his first

swim. Gough has entered the event in almost every year since his first swim in 1964 with one win in 1971 and six other places, the most recent a second place in 1996.

Kapiti Basketball Association entered two teams in the first 3 on 3 national tournament held at Mana College on Saturday, March 1. This form of basketball is like street basketball, played on an outside court. The players had to quickly learn new rules, play with sun in their eyes and adapt to how best to shoot baskets in the wind. The 3 on 3 game consists of 10 minute games on a half court, with 3 players per team, 3 on the court with a rotating sub. It is a fast paced game and allows for a lot of flair and fast ball movement. The two Kapiti teams comprised boys from the U15 boys rep squad, coached by Keir Maxwell.

Groups benefit from run Richard Calkin of Web Genius is over the moon after raising just over $14,000 from the 2013 Kapiti Run for Youth. Youth Quest is the main beneficiary of this event and it has received a $10,000 payment that it will put to good use running its local boys character mentoring programme. In 2013 other fundraising partners also had the opportunity to participate in Kapiti Run for Youth, with 40 per cent of funds raised by each partner going to Youth Quest, 40 per cent going back to the partner and 20 per cent retained to cover event logistics.

Last year saw 11 fundraising partners registering to take part including Kapiti Youth Support, Air Training Corps, Activate Youth, Kapiti Hockey P2 Men’s Team, Kapiti Basketball Association, Monisha’s Outward Bound Fund, Paraparaumu College Parent Group, Kapiti Boxing Club, Kenakena School Boys Mentoring Group, Challenge 2000 and Paraparaumu Brownies. Kapiti Youth Support was another significant beneficiary from 2013 and it has received more than $1000 towards the free confidential health and support service it runs for people aged 10 to 24 living in Kapiti.

‘‘They all really enjoyed the challenge of the quick form of the game, and playing all the different teams that came in different shapes, sizes and ability from all around the greater Wellington region,’’ Kapiti Basketball Association director of coaching Angelo Robinson said. ‘‘The two teams did extremely well especially playing in the U16 grade. ‘‘One team came third and one fourth — great effort for first time playing 3 on 3. The players representing Kapiti were Zach Shearman, Josh Battersby, Josh Bunker, Konan Snow, Leith Maxwell, Samuel Maxwell, Jayden Glading, Emmerson Kavakura and Timaai Itinimarewe.

Meanwhile, the Web Genius Kapiti Run for Youth committee is seeking volunteer ambassadors to support teams that enter in its fundraising efforts. High costs cancel ride The Kapiti Cycle Challenge scheduled for Sunday has been cancelled. ‘‘The escalating costs of organising this event, mainly around traffic management, which are double last year, are becoming too high to enable the event to continue this year,’’ event organiser Bob Pratt said.

Electricity billing transparency needed The Electricity Authority has been asked to make it mandatory that all power bills set out the three main costs — including the retailer share — to stamp out misleading advertising by the big retailers and provide for billing transparency. In a submission, the Electra Trust, which owns the company which distributes power to 42,800 consumers across Kapiti and Horowhenua, says the retail sector is allowed a measure of secrecy which is at the root cause of consumer distrust. The three main costs involved in a power bill are supply from the national grid, distribution to consumers by lines companies and a range of retailer costs. Electra Trust chairman Chris Turver says a current advertising campaign by the big retailers, blaming lines companies for small ‘‘pass through’’ price increases (1.9 per cent by Electra) conveniently overlooks where the real costs lie. ‘‘The total average retailer share of a consumer power bill

is a huge 70 per cent and currently the retailers are getting away with it because there are few regulatory teeth to force disclosure.’’ Analysis by the Electra company for KapitiHorowhenua puts the cost of national grid supply at 8 per cent, lines distribution over 1,400 square kilometres at 21 per cent after discount, and the total retailer share at 71 per cent. ‘‘The retail costs are way over the top and explain why the retail companies have consistently refused to disclose their share of the costs on power bills and try to shed the blame elsewhere.’’ Electra’s analysis is broadly supported by a nationwide Pricewaterhousecooper study which last year put the national grid cost at 8 per cent, lines distribution at 23 per cent, and retail costs at 55 per cent. The Electra Trust has called in its submission for the establishment of a Retail Regulatory Tribunal to provide an independent overview of retail pricing and stop overcharging.

Beach clean up rewarding Everything from cigarette butts and fishing line to discarded clothing and plastic bottles. These were the finds of Kapiti College’s Eco Action Group when, on Saturday March 1, they spent the day at the beach collecting rubbish for Sea Week. The group of 11 students were accompanied by teachers Maria Kalashi and Nicola Easthope, leader of the Eco Action Group. The students agreed it was a ‘‘feel good’’ way of spending their Saturday afternoon and were pleased with their efforts to help create a sustainable environment for the present and future generations of Kapiti. ‘‘It s a great feeling knowing that this rubbish isn’t going to end up killing an animal or having a further negative impact upon the waterways and

coastline,’’ Year 13 student Christey Blythen said. The Eco Action group’s next main focus is the Sustainable Home and Garden Show on March 22-23, where they have fabricated a multi faceted, crosscurriculum display. ‘‘A simple action of taking a bag to the beach to pick up loose rubbish, especially after a storm, is a great way to secure our beaches for a clean future,’’ Christey said. The group wanted to thank the Kapiti Coast District Council for supplying gloves and rubbish bags for the cleanup.
