This Kawa is our Tanata Whenua and Manuhiri agreement of our mutual responsibilities and privileges to enliven Te Urewera.



A STATEMENT OF PRIORITIES FOR TE KAWA O TE UREWERA Te Kawa o Te Urewera is the management plan for Te Urewera. In order to complete Te Kawa o Te Urewera by September 2017 a framework is provided here to guide the development, completion and approval of that plan. Te Urewera Board has identified the following key features to accommodate the diversity of interest expected from Tanata Whenua and Manuhiri of Te Urewera. Simply, this framework characterises Te Urewera as the marae the object of our responsibility.

INTRODUCING TE UREWERA TE UREWERA OWNS ITSELF Te Urewera is its own legal entity and has all the rights, powers, duties and liabilities of a legal person. Te Urewera Board acts in her name, exists to establish and preserve in perpetuity a legal identity, to protect the status of Te Urewera for its intrinsic worth, the integrity of its distinctive natural and cultural values, for its national importance, and in particular to (a) strengthen and maintain the connection between Tūhoe and Te Urewera; and (b) preserve as far as possible the natural features and beauty of Te Urewera, the integrity of its indigenous ecological systems and biodiversity, and its historical and cultural heritage; and (c) provide for Te Urewera as a place for public use and enjoyment, for recreation, learning, and spiritual reflection, and as an inspiration for all. Te Urewera welcomes the return of kaitiakitana to tanata whenua, managed by hapū, manuhiri and communities with a direct connection for the obligations and resulting privileges earned from Te Urewera. Te Urewera wants to embed in us disciplined relationships of care and responsibility between people and the land so that there is a worthy inheritance left to our next generation.

TE UREWERA HAS IMPORTANT RELATIONSHIPS Te Urewera demands a smart plan for a vibrant, authentic and living Te Urewera that applies respectful protocols to guide wise judgment. Te Urewera is grateful for the contribution you make and the way in which you wish to make to sustain a vibrant, living Te Urewera. Tūhoe are the Tangata Whenua of Te Urewera which means that: • Te Urewera is the birthplace and the homelands of the Tūhoe people. • Tūhoe culture, language, art, cuisine and lifestyle are determined and provided by Te Urewera. • Tanata whenua interpret and express the customs and protocols that are the beliefs, choices and desires of Te Urewera. • Tanata whenua are bound with obligations to the land and achieve their prosperity through the fulfilment of these obligations. Manuhiri are Important to the Vibrancy of a Living Te Urewera. • Manuhiri refers to all other people who will come to have a relationship with Te Urewera, whether generationally or fleeting. They are the people whose ideas, care and innovation maybe vital to the vibrancy of a living Te Urewera and an enduring future. • Te Urewera desires revitalised tanata whenua and manuhiri roles acting for a united purpose. • Te Urewera produces real opportunities that reinforce a desire for a permanent tanata whenua and manuhiri friendship, enabling everyone to have their own special relationship with Te Urewera.

DEVELOPING TE KAWA O TE UREWERA Te Urewera Board is proud to announce that it has commenced its approach to management plan development through the launch of Te Kawa o Te Urewera. By Te Urewera Act 2014, the Board will adopt the following process for the preparation and approval of Te Kawa: Phase One – Developing the Framework | 5 December 2015 • The Chief Executive of Te Uru Taumatua and the Director General of the Department of Conservation will discuss with Te Urewera Board principal matters to be dealt with in Te Kawa; • The Te Urewera Board will then prepare and launch this Statement of Priorities for Manuhiri and Tanata Whenua input; • Te Urewera Board will also encourage friendship collective ideas that will test the rigour of the framework. Phase Two – Giving Input into Te Kawa o Te Urewera | 24 March 2016 In developing the draft Te Kawa o Te Urewera, Te Urewera Board will then: • Invite input to these Statement of Priorities; • On the basis of that input, develop a draft Te Kawa o Te Urewera; • Where fitting and to assist with that input share copies of the draft Te Kawa o Te Urewera; • Where suitable invite tanata whenua and manuhiri to be heard on their input; • Consider all input and where proper provide feedback on input received. • Te Urewera Board may now finalise the draft Te Kawa o Te Urewera. Phase Three – Approving Te Kawa o Te Urewera | September 2017 Before approving Te Kawa o Te Urewera, Te Urewera Board will discuss the draft with Te Uru Taumatua, the Minister of Conservation and the New Zealand Conservation Authority. Te Urewera Board may then approve Te Kawa o Te Urewera, give notice of that approval and issue a report as to how it has considered and responded to all input.
