NAVAIR Commander’s National Awards recognize excellence, teamwork By Emily Funderburk Total Force Communications Support Hundreds of NAVAIR employees were recognized at the 12th annual NAVAIR Commander’s National Awards ceremony June 20.The honorary team awards recognize technical, business and leadership excellence in support of NAVAIR’s strategic priorities: current readiness, future capabilities and people. NAVAIR Commander Vice Adm. David Architzel, who hosted the ceremony for the third time, was joined by Rear Adm. Steven Eastburg, vice commander, NAVAIR; Rear Adm. Jeffrey Penfield, commander, Fleet Readiness Centers; Capt. Harry Dunbrack, acting commander, Naval Air Warfare Center Weapons Division (NAWCWD); Command Master Chief Bret Joel; Kal Leikach, deputy commander, NAVAIR; and Jesse McCurdy, deputy assistant commander for research and engineering, NAVAIR. “It was a year where you, NAVAIR’s workforce, reached new heights in nationally recognized in-

genuity and made tangible breakthroughs because of a sharpened focus on our shared vision,” Architzel said in his opening remarks. “We proved yet again we are — and will always be — an unrivaled maritime force for good.” The six NAVAIR Commander’s awards acknowledge achievement in business operations; quality of service and customer service; logistics and industrial operations; program management; research, development, test and evaluation; and science and technology. This year’s number of award nominations was the highest in NAVAIR history and reflected the diversity of NAVAIR’s programs, warfare centers, competencies and fleet readiness centers. “Our successes lie in the uniqueness of our diversity and the broad swath of viewpoints, experiences and skill sets that we share with each other,” Architzel said.

Open Wide: Dental Clinic overhaul complete News Briefs By Connie Hempel NAS Patuxent River Public Affairs With their brightly lit exam rooms and modern equipment, the Dental Clinic re-opened its doors in the Naval Health Clinic Patuxent River yesterday after completing a six-month, $4 million top-to-bottom renovation. "This is state-of-theart," said Capt. John Grzesik, Dental Clinic commander. "This facility rivals the dental clinic spaces at Walter Reed." The walls started coming down last December and the 6,500-square-foot clinic became a blank canvas, allowing construction workers to reconfigure the space; space which Grzesik said had been patchworked together since the 1960s. "Dentistry was practiced very differently back then

and the capabilities of this clinic served a different function," he said. Being a general dentistry military readiness clinic now, many of the rooms used for specialty work in the 1970s became obsolete, Grzesik explained. While the size of the Dental Clinic remains the same, the new arrangement allows for larger administrative areas and sterilization areas. Sandra Newman, who's been a dental hygienist with the clinic for more than 11 years, said she's excited to be able to see patients in the new space. "This is a very dramatic change," she said. "It's a beautiful, bright, open area with good lighting and light colors. It has a really good, upbeat feeling." Along with brighter exam rooms, the clinic received some state-of-the-art equipment that many Navy

Atlantic Test Ranges acquires Meet the Fleet! permanent Lakehurst telemetry site VMU-1 UAS squadron postBy Theresa Hopkins Atlantic Test Ranges Communications Support A state-of-the-art mobile telemetry system that provides real-time data to test engineers found a home recently at the Navy's principal test site for catapult launches and arrested landings. The Mobile Integrated Telemetry System, or MITS, developed by Atlantic Test Ranges, known as ATR, experts at NAS Pax River, allows the Navy to measure and transmit data from remote sources for all aircraft tested at Joint Base McGuireDix-Lakehurst, N.J. Mobile assets are routinely used to provide highly accurate data during aircraft testing there, but now, when ATR telemetry experts escort the 53-foot tractor trailer —

named MITS-24 for the 24 workstations it houses — to the New Jersey test site, they have a permanent pad for the trailer to reside upon while supporting test events. "This location is now the Pax River telemetry site at Lakehurst," said Dave Lundwall, an ATR telemetry engineering technician based at Pax River. CLINIC Continued from 1 dental clinics don't have, such as intraoral x-ray machines in treatment rooms, Grzesik added. With these new machines, he said: "the wait for x-rays will be reduced tremendously." Before renovations there was one x-ray machine and patients had to wait in line to have their xrays taken. Now there are machines in the walls of the dental treatment rooms allowing hygienists and dentists to take digital x-rays with the patient in the chair. Another new item is the doublesided washer/disinfector that defines the clinic's two-room central sterilization area. "In today's dental environment, infection prevention and making sure we have a safe environment for our patients is number one," he said. Placed in between two rooms, the two-sided machine allows for used instruments to go in one side and come out the other, where they are sterilized and packaged. The renovations also provided the staff a larger administrative and patient reception area, both of which were formerly shared with the storage of more than 2,000 patient records. Now, there is a dedicated storage room for the records with controlled access and locking cabinets. "In this day of protecting patient information and HIPAA, we now have a very secure records storage room," he said. HIPAA is the Health Insurance Portability and Accountability Act of 1996, which protects the privacy of individually identifiable health information. This all hands "Meet the Fleet" event will be held at the Station Theater from 0930-1130. Officers and Marines from the VMU-1 "Watch Dogs" will provide feedback and lessons learned from their recent deployment to Afghanistan with the K-MAX unmanned cargo helicopter. VMU-1's deployment was in direct response to an immediate Warfighter need - and the first deployment of unmanned cargo resupply in aviation history. hard work and coordination between this command's facilities, Naval Facilities, BUMED (Navy Bureau of Medicine) and the contractors, we're happy to see the project complete," he said.

Next week we celebrate our nation's independence and for many here our celebration will include the annual Fourth of July Solomons fireworks show. But what does it take to put on the display that thousands gather to enjoy every year? Vince DiGiorgio, owner of Digital Lightning, said it takes a lot of planning, coordination and cooperation with other agencies. DiGiorgio and his team have been putting on the Solomons show, a show sponsored by the Solomons Island Business Association, Calvert County Commissioners and area businesses, for the past seven years. The process starts with filing several permits to include the fire marshal and the Coast Guard. Since the fireworks are launched from a barge in the Patuxent River impedes part of the waterway, the Coast Guard must maintain a safety zone. A storage request is also filed with the Bureau of Alcohol, Tobacco and Firearms. Next, the team has to determine what size barge must be used according to National Fire Protection Agency standards. This is based on the number and size of shells being used. Setup takes the team two days. The first day they're loading and stabilizing the fireworks on the barge. The second day is spent wiring electronics with each shell and the control panel, and placing them in mortar tubes. "A meticulous process," DiGiorgio said. On the day of the show the team monitors the weather, and as shoot time gets closer, they're in constant contact with the Coast Guard and fire marshal in case the weather changes and the start time has to change, or the show has to be cancelled. The display is run by two people on the barge: a lead shooter calling the shots and another person pushing the launch button. The lead shooter monitors the sky for low breaks and monitors the crew for safety. To keep the breaks at a minimum, the lead shooter has to take into account the amount of time it takes from the launch to when the firework actually bursts and can be seen. "We like to keep the sky filled with shells for the majority of the show," DiGiorgio said. "We will usually intentionally go to black sky as a dramatic pause before the finale or mid-finale and before specialty shells." He said his life-long fascination with fireworks got him into doing professional shows, and being able to do the Solomons show is an honor. "It's amazing because I grew up with Solomons in my life," DiGiorgio said. The Solomons fireworks display starts after dusk, around 9:159:30 p.m., Wednesday. In addition to viewing them from the SolomonsRiverwalk,spectatorscanviewthemfromtheRiver'sEdge Catering and Conference and Navy Recreation Center Solomons.

Escorted by military police and with a crowd of onlookers, Hawaii’s first CH-53E Super Stallion containerized flight training device, or CFTD, made its debut recently at Marine Corps Base Hawaii. The CFTD simulator is a self-contained, fully transportable device that arrived via ship at the Port of Honolulu. It was loaded on two tractor trailers and delivered to the Marine Corps base April 9. “The simulator is the first-of-its-kind for the Super Stallion community,” said Capt. John Feeney, Naval Aviation Training Systems program manager, whose office oversaw the development of the device. “With the Marine Corps’ transition from CH-53Ds to the ‘E‘ variant, the CFTD will provide pilots with the capability to complete critical, simulator designated tactical training and readiness (T&R) requirements.” Manned Flight Simulator and J.F. Taylor personnel from Pax River were on-hand to begin the two-week construction process required to install the CFTD. The two halves of the simulator, each comprising an inner and an outer section, were lifted off the tractor trailers and placed

on a concrete pad equipped with power connections. The outer sections were vertically lifted to reveal the inner wall surrounding the cockpit, forming a contained “airspace” above the cockpit. Finally, the two halves were joined together to form a fully enclosed apparatus. “Until the CH-53E CFTD is ready for training, Marine Heavy Helicopter Squadron 463 pilots will continue to conduct basic mission skills training in a legacy Weapon Systems Trainer,” said Maj. Kevin Halpin, Marine Aviation Training Systems Site officer-in-charge. “Once the CH-53E CFTD is operational, pilots will increase their combat readiness through completion of T&R training, which preserves CH-53E aircraft flight hours for real-world missions and dramatically reduces cost.” This CFTD fully supports training for CH-53E crew coordination, emergency procedures, aerial refueling, terrain flight, confined area landings and shipboard operations. Training can be conducted in day mode or simulated night environment using night-vision goggles. An enhanced aircrew externals trainer, or EAET, that will support enlisted aircrew training is due to arrive late this summer. The EAET can be linked with the CFTD to support full aircrew mission rehearsal and proficiency training.

The telemetry system collects data from the aircraft or system being tested and supports shortand long-term remote site telemetry acquisition. Not only do test engineers get the data in real time at the workstations inside the trailer, but the information can be relayed to the ATR Pax River facility, so the test teams do not have to travel to the site to assess the outcome. For engineers at Lakehurst, the trailer provides a comfortable, climate-controlled enclosure with all the telemetry tools and processing features necessary for flight testing. The permanent pad is made up of interlocking pieces used to build temporary runways. Lundwall said the site is a result of hard work by the ATR telemetry team and personnel at Lakehurst, who were instrumental in formalizing the location, setting up electric, fiber and telephone connections, and helping the Pax River test team settle into its new location. During this lifesaving operation, multiple naval aviation platforms were exposed to radiological contamination. Team Tomodachi helped support the fleet in operational decontamination of exposed aircraft, developing processes and procedures for handling repairables, and continuing maintenance actions at all levels, enabling aviation assets to respond to critical tasking in the local and remote areas of responsibility.TeamTomodachi developed procedures for all type/model/series affected to enable their clearance from radiological controls.

The team also garnered a Milestone C decision and fielded the EP-3E Joint Common Configuration Spiral 3 aircraft to the fleet nine months ahead of schedule, delivering improved signals and communication intelligence-gathering capabilities to support operations in Iraq, Afghanistan and Africa.

The Alcohol to Fuel Team’s innovative science and patented chemistry invention to produce cleaner, sustainable fuels has positioned the Navy advantageously to meet both current and future readiness objectives. Recognizing the unpredictable changes in the theater of operations and the need for flexible contracting strategies, the Expeditionary Airfield Integrated ProductTeam, led by Bruce Chiodi, researched and located small businesses capable of performing each requirement. This resulted in an increase of contract awards to small businesses in support of the U.S. Marine Corps, giving Marines the flexibility and capability to deploy and establish survivable, self-sustaining airfields in austere operating environments rapidly.

Edward H. Heinemann Award for Outstanding Achievement

The Unmanned Combat Air System Demonstrator Integrated Test Team, led by Cmdr. Kevin Watkins, Matthew Funk and Michael Rabens, advanced unmanned air systems integration with U.S. Navy aircraft carrier operations by successfully completing the first flight testing of the X-47B aircraft. The team also completed the first fully integrated tests of new automated carrier landing systems to support UAS operations, successfully performing the first fully automated shipboard arrested landing by an F/A-18 test surrogate using Precision Global Positioning System guidance.

Undersecretary Robert O. Work honored Rear Adm. Bill Shannon, who leads PEO (U&W), with the Wayne E. Meyer Memorial Award, and selected the Harpoon Block II+ Program and Cargo UAS Integrated Product Teams, or IPT, for innovation and technology transition awards. "We have a key mission to organize, train and equip a Navy and Marine team that is built and ready for war, and operate[s] forward to protect the peace,"Work told the awardees. "The Secretary [of the Navy] and I are so thankful to have you in this department, doing just that, and making it the greatest Navy and Marine Corps in history. The amount of talent in this department, in this enterprise is just eye-watering and inspiring to me." Shannon was one of two individuals to receive the Wayne E. "The team employed extraordinarily innovative and creative thinking to conceive of the basic framework for how the program would work and to anticipate and mitigate countless complications, policy implications and potential execution pitfalls," said Capt. Carl Chebi, PMA201 program manager. Under Chebi's direction, team members Chuck Adams, Mike Battaglia, Dave Berche, John Boberg, Iris Brambila, Gabrielle Forte, Justin Gallagher, Cmdr. Brian Genton, Mick Haskins, Steve Lucianetti, Cliff Pierce, Dave Rivera, and Abigail Stokes embraced the challenge of developing an improvement to the inventory of air- launch Harpoon missiles. After many months of planning, establishing requirements and cost estimating, the team developed the Harpoon Block II+ program, a very innovative recapitalization program executed at a scale never seen at NAVAIR that will increase target selectivity, accuracy, reliability and survivability of the weapon, without expending appropriated funds. "The suggestion that this could be done without requesting funds was of great interest and it was agreed that this concept should go forward to become an actual program of record," said Justin Gallagher, PMA-201 Harpoon Block II+ integrated product team lead. If pursued with a conventional acquisition strategy, the Harpoon Block II+ program would cost the taxpayer approximately $140 million. Instead, the program is funded through a sales exchange agreement with the Boeing Company that provides a trade-in value for governmentowned missile parts in exchange for the parts needed to upgrade missiles to the Block II+ configuration. PMA-201 has used small-scale sales exchange agreements with Boeing in support of existing programs for nearly a decade. This was the in-

spiration for a much larger scale Harpoon Block II+ program. When the team realized they had developed a viable concept for product improvement without expending appropriated funds, the team briefed PMA-201 leadership on the findings. Chebi and former PMA-201 Principal Deputy Program Manager Tony Manich advised the team to continue their efforts and present the plan to the Program Executive Officer for Unmanned Aviation and StrikeWeapons staff. "When we presented the concept of 'exchanging parts for parts' to the admiral's [Rear Adm. William Shannon] staff, they were supportive of our 'out-of-thebox' approach to meet a fleet need," said Gallagher. "Leaving that meeting, the team sought to gain concurrence for the approach from NAVAIR internal activities and to promulgate the idea to external stakeholders and obtain their buy-in." The comptroller and legal departments were the first to approve and deem the plan acceptable from a fundamental acquisition approach. Test and evaluation, engineering, logistics, cost and contracting were also consulted to ensure the plan was solid. "We had no template. Everything we did was based on a brand new approach inspired by similar smaller-scale sales exchange agreements," said Gallagher. "That's why there were so many competencies involved. We needed to make sure this plan was sound." After months of intense planning and orchestrating with more than 12 NAVAIR entities, PEO(U&W) approved the Harpoon Block II+ acquisition strategy late 2011. "The team conducted extensive reviews and collaborated with all stakeholders to achieve clarity of vision and to insure all statutory, regulatory and policy obligations were met," Chebi added. Harpoon Block II+ provides a rapid-capability enhancement for the Navy that includes a new GPS guidance kit; reliability and survivability of the weapon; a new data link interface that enables in-flight updates; improved target selectivity; an abort option and enhanced resistance to electronic countermeasures. The CRUAS capability augments ground and air logistics operations, supplements rotary-wing assets and reduces warfighters' exposure to improvised explosive devices in theater. "The team's ability to fully engage the art of the possible in all phases of the program and complete a deployment review within 10 months is nothing short of outstanding," Capt. Patrick Smith, PMA-266 program manager said. "The team's ability to work effectively across organizations is a testament to their leadership abilities and perseverance to meet an urgent operational need." DoN Acquisition Excellence awards are presented annually to teams and individuals who have made outstanding contributions in promoting competition and innovation in the Navy and Marine Corps acquisition process. This annual report is mandated by the Safe Drinking Water Act and is intended to raise consumers’ awareness about where their drinking water comes from and to help them understand the process by which safe drinking water is delivered to their homes and workspaces on the NAS. Last year as in years past, your tap water met all U.S. Environmental Agency (EPA) and state drinking water health standards.
