Message from the President I am particularly proud to present you a new version of the TCI Member Directory. This dynamic document presents the core group of members of a wider community of 4,000 cluster practitioners from 111 countries and is designed as a more detailed guide to the people and organizations that make up our membership base and its rich variety of backgrounds, experiences, geography, etc. The directory presents a picture of a network that has evolved since the establishment of TCI in 1998, and has continued to grow with a marked positive tendency towards a consolidation of the number of members, especially in the last years. The increase in the membership base has been particularly significant as it provides sustainability to TCI and enriches the network with experience and knowledge. This directory is therefore a recognition of the core group of members, that make part of the TCI Network and who drive the organization’s activity. We hope you also benefit from the use of the directory as a tool to strengthen linkages among members and to facilitate the exchange of best practices and knowledge on competitiveness and cluster reinforcement initiatives. Being a network open to every practitioner working worldwide in the field, we would be glad if the directory is seen as a stimulus for other organizations to join TCI. I hope you all largely benefit from it. Christian Ketels TCI President 2011-2013

1. Membership report Membership in 2012: Expanding the network and consolidating the capacity Despite the difficult global economic environment and the constraints on budgets, the TCI community has shown a consistent growth over the last 5 years and more than 4,000 competitiveness practitioners, double than in 2008, make up the TCI community today. We attribute this growth to a host of activities that include our consolidated Annual Global Conference (we are holding our 15th Annual Conference in the Basque Country, October 2012), and the addition of increased and diversified conference offerings, including regional and thematic conferences and specific workshops, where practitioners can share and analyse problems with peers and get prepared to tackle new challenges in their daily work. But it is the ongoing increase in organizational membership, where we added on average 10 new supporting organizations in each of the last 5 years, what makes us particularly happy as this bodes well for the long-term health of the organization in terms of financial sustainability, but also with their expertise and advanced capabilities. 62 leading organizations, government departments, development agencies, consultancy firms and academic institutions from Europe, North and Latin America, Asia, Oceania and Africa, have believed in the great potential of the TCI Network to make true progress in the practice of cluster development, regional competitiveness and innovation, and have decided to support TCI as organizational members in 2012. While our core members come from Europe, the increase in members in other geographical areas like Latin America, Africa or Oceania are even stronger and reaffirm the global nature of TCI, one of the most important assets of our organization. Again, we attribute this membership growth to a re-shaped strategic direction, an improved communication with members and a renewed emphasis on a participatory organizational culture, which has always been a characteristic of TCI, but mainly to the fact that members perceive TCI as an active partner from which they can get value for their organizations. It is our explicit aim to seek new ways of involving members in our activities and decision making, and finding ways to collaborate in generating outstanding value for and together with our members. The positive results we are showing today are a reality thanks to many people and their organizations who have believed and continue to support this private non-for-profit organization. To mention only a few, our particular thanks go to the State of Oregon, Vinnova, Basque Government and Catalan Government. Report by Patricia Valdenebro, TCI General Manager

What the network says: Getting value from TCI Nigel Gwynne-Evans Western Cape Government, South Africa “The TCI Network offers the opportunity for deep personal insights into both the theory and practical application of clustering, that one fails to get from a report. The individuals that participate in the network share freely of their experience and knowledge, with the added value that they span the academic, business and public-sector worlds. TCI has been a major factor behind the rapid expansion of clusters globally, and most importantly, the capability of the various practitioners that run the programmes in the public or private sectors. The insights gained through the TCI Network have been instrumental in the development of the cluster programme in a place called Cape Town at the bottom of Africa, which now has a highly successful cluster portfolio of more than 15 initiatives, with a combined staff of more than 80 and is approaching its first decade of formal existence.”

Kevin X. Murphy J.E. Austin Associates, USA “Having designed and implemented about 20 national cluster competitiveness initiatives in emerging economies and co-authored the World Bank manual on the same subject, I found that TCI provided the most intensive concentration of experts with similar interest. TCI also gave me and the many colleagues at J.E. Austin Associates or on our projects from Senegal to Tanzania; from Pakistan to Egypt, an exposure to lessons and approaches in the European Union and Oceania where we have not much worked. These perspectives provided useful cross-fertilization. Seeing regional development as showcased in the conference venues, from Sweden to Portland, has also been most interesting. TCI is a truly collegial, participative organization and I have come to value the professional and personal friendships that have developed from it.”

Anna Korpi EduCluster Finland Ltd. “Our company and the surrounding network of education organisations work in the field of education and training, with a specific focus on exporting the world-renowned Finnish expertise and practices in education. Having been active in TCI network over several years, we have gained both valuable information and experiences in cluster-based development as well as useful information of potential markets and great contacts all over the world. I had the privilege to be one of the organisers of the TCI Global Conference 2009 in Jyväskylä, Finland, which also brought a new dimension into working with such a global network of professionals. But most of all, coming to a TCI event - you always feel at home, no matter on which side of the globe you are! :)”

Werner Pamminger Clusterland Upper Austria “Innovation through cooperation and competence - these are the pillars on which Upper Austria’s innovation policy is built. An aim without borders - TCI Network provides a platform to establish contacts between key-players in the cluster business throughout the world. TCI enables us to act globally in our projects and forwards us to operate with the European Cluster Collaboration Platform beyond Europe. This mutual cooperation advances the internationalisation of cluster organisations and its members. With a high experienced advisory board and an excellent composition of experts in the board of directors, TCI is an international access point for cluster knowledge.”

3. Perspectives from theTCI Network Expanding knowledge and practice through the network New government and great challenges in Finland Rauli Sorvari, Estele Ltd, Finland

Cluster development in Egypt Egyptian National Competitiveness Council

Inspired by TCI cooperation, in Central Finland different stakeholders have built up the region of interaction, knowledge and entrepreneurship. We call it a Learning Region, a platform to cultivate the different natural, human, social and financial capitals – to create innovations, clusters and to empower competitiveness.

Benchmarking renewable energy clusters Most popular discussion in TCI LinkedIn Group in 2011

Business climate in Egypt is undergoing a remarkable transformation. Our main focus is to ensure that all clusters are offered opportunities through stimulating new business formation that support innovation and expand clusters, increasing their productivity, producing new products and services and opening new markets, which would eventually ensure long term sustained economic growth for Egypt.

Mapping US regional innovation clusters Christian Ketels, Institute for Strategy and Competitiveness, Harvard Business School, USA

The group in LinkedIn is one of the tools that we use to keep in touch with TCI members while sharing insights and key information. In this case, interesting initiatives around renewable energy clusters were proposed for benchmarking and as potential locations for investment.

The EDA-funded Cluster Mapping Project aims to provide policymakers and development practitioners across America with rich data and tools for understanding industry clusters in every region of the country.

Facilitating cross-sectorial opportunities Maria Pedrals and Albert Sole, Cluster Development, Spain How can we develop innovative cluster policies to optimize limited resources while achieving the highest impact within a region? Based on strategic challenges faced by the companies, successful cluster initiatives can be developed going beyond geographical concentration or a specific focus. This approach facilitates cross-sectorial opportunities aimed at improving the overall value chain.

TCI Conferences: Where the experts in competitiveness meet

Learning clusters in challenging environments Klaus Haasis, MFG Innovation Agency for ICT and Media, Germany TCI Regional European Conference 2011,Tallinn, Estonia The classic cluster management approach needs to be reconsidered and adapted. A new role of cluster managers is emerging. We have to be human and digital at the same time. It is essential to acquire new skills that enable us to adapt faster to the new challenges we are facing in a global digital world.

“The Good, The Bad & The Ugly” session by Lars Eklund and Ifor Ffowcs-Williams 13th TCI Annual Global Conference 2010, Delhi, India A breakout group of 30 participants met in the conference’s ‘village’, an open air, think-big space under the welcoming shade of a large tree. With the deliberate absence of PowerP oints and set speeches, small teams interacted and identified good practices or bad practices in cluster development. Two thirds of the groups self-elected to focus on bad practices! These deliberations were followed by a plenary discussion, with participants circulating in the open spaces between the flip charts. Voted by participants as the best session in Delhi, facilitators were awarded with free TCI membership for 2011.

3. Perspectives from the TCI Network Regional Initiatives: Linking local practitioners and bringing TCI closer

TCI Caspian Contact Point www.tcipoint.aspu.ru at Center for Competitiveness and Clusters, Astrakhan State University, Russia

It aims at linking the community of competitiveness and cluster practitioners in the Caspian region, including Russia, Kazakhstan, Azerbaijan, Iran and Turkmenistan. Raising awareness of the potential of the region for the TCI Network is a second objective. Coordinator Nataliya Korchagina: “There is a great potential for TCI members to come and share the state of art knowledge and skills in promoting the cluster concept, facilitating cluster initiatives and developing unique strategies around competitiveness in the Caspian Region.

TCI Latin American Chapter This regional chapter aims to generate synergies and joint actions among cluster practitioners and organizations in Latin America, as part of the global TCI network. A regional committee leads the main projects defined: professional training, systematization of Latin American cluster experiences, evaluation and monitoring of cluster programs and collaboration with European clusters. The chapter will also support the CLACs – TCI Latin American Cluster Conferences. Coordinator Jaime Echeverri: “Latin America has gained presence in TCI Network (it ranks second in number of members after Europe). This chapter becomes an opportunity to strengthen ties between Latin American practitioners through strategic projects designed to face their challenges as a region”.

PACF - Pan African Competitiveness Forum TCI collaborates with this initiative with similar objectives for Africa as those of TCI globally. The PACF is a continent-wide competence and action centre for innovation and cluster based competitiveness initiatives for national and regional economic development in Africa. Barnabas Nawangwe: “Our mission is to stimulate, catalyze and promote the development of innovation and cluster based competitiveness for poverty reduction, wealth creation and sustainable development of Africa.”
