But transit officials say passengers who normally pay with cash must make sure they use older coins or find other ways to pay until a fix is made to ticket vending machines. TransLink spokesman Drew Snider said it’s expected a solution can be found by about May 12. He said passengers caught without the right fare but newly issued coins in their pocket won’t get a break. “No, there’s really no grounds for leniency,” he said. “There’s so many other different ways of doing it.” Ticket dispensing machines at Canada Line stations only need a software upgrade, while ones on the Expo and Millennium lines need a hardware change. Snider said providers will first work to make sure at least one machine in each station accepts the new coins before upgrading the rest. TransLink says passengers can use debit or credit cards at stations or buy pre-paid FareSaver tickets instead of using cash. Snider said fareboxes on buses already accept the new coins. Changes are also underway to retool city-run pay parking meters, vending machines and coin laundry machines. The change from nickel coins to plated steel is saving Ottawa a projected $16 million a year but is expected to cost the vending industry $40 million to recallibrate.

HandyDart: More than 18,000 trip requests denied last year From page 1 that trips are getting longer as dispatchers organize trips to pick up more passengers than before. “For people who have health conditions like bladder issues, or bowel issues or breathing issues, that can be very challenging,” Dyson said, adding it is undercutting the reliability

and usability of the system. “We have to remember this is a service for people with disabilities and seniors. There needs to be some understanding of that built into a budget system.” Coast Mountain Bus director of transit operations Martin Lay said more than 18,000 HandyDart trip requests were denied last year, up

from 13,300 denials in 2010, and he confirmed service denials are up further in recent months. That’s mainly because the system is maxed out at the most popular peak time – afternoons. Trip denials still represent less than two per cent of the total trips provided, he said. There are about 32,000 active Handy-

Dart users and Lay said it many are using the system more frequently. Trips are up for regular medical appointments like dialysis as well as to therapy sessions for passengers with dementia or other cognitive disorders, Lay said. The average trip length – now at an average of 21 minutes – is increasing, Lay said,

because of the effort to carry more passengers on each run and make more efficient use of HandyDart buses and drivers. “A run that used to take 15 to 20 minutes might be 30 or 40 minutes,” he said. Lay said staff looked into recent allegations of passengers whose oxygen tanks ran out on long HandyDart trips,

but found only one case where a passenger was worried that might happen. He said there continue to be cases of passengers soiling themselves, adding that’s a medical reality of dealing with some of the service’s clients. Another challenge is the more than 25,000 no-shows or at-the-door booking cancellations by passengers that reduce efficiency. TransLink says repeat offenders now face progressive penalties, up to short suspensions from service. The efficiency review of TransLink tabled last month suggested slapping a fee on late cancellations. The review found the costs of HandyDart soared after the 2009 switch to a single contractor, MVT Canadian Bus, from several previous providers. Each trip was publicly subsidized by more than $30 in 2010 as a result. The review suggested TransLink tighten HandyDart eligibility

and steer more users to conventional transit instead. It also calls for greater subsidized use of taxis instead. Tyler Felbel, spokesman for the union representing drivers, said taxi drivers aren’t consistently trained well enough to handle the special needs of HandyDart clients. He argued TransLink should end its contract with MVT when it expires in two years and bring the service in house, eliminating a separate layer of management. Dyson said she supports more use of taxis, if it expands service, and if taxi driver training is improved to ensure wheelchairs and scooters are properly secured. Dyson argues HandyDart is increasingly acting like a medical transport service because of the aging population. “Why isn’t the Ministry of Health providing some funding to help HandyDart?” she asked. “These are health costs in my opinion.”

The 36-unit supportive housing development, intended for single mothers and their children who are at risk of homelessness, held an official opening Friday. She said the new location is much more convenient than her previous living space in Panorama Ridge, particularly because everything she needs, including her work, is within walking distance. “I can spend more time with Nathaniel,” said the single mom. “I can dedicate more of my time, effort and energy to the community.” The development was funded in part by the Government of Canada, the province, the City of Surrey, and YWCA Metro Vancouver and its supporters. Tories improving

T

he Conservative government last week marked one year since it won a majority of seats in the House of Commons. Prime Minister Stephen Harper pledged to MPs to continue working on the issues the party campaigned on – reducing and eventually eliminating the deficit, making Canada competitive in the world economy, getting tougher on crime and managing the federal government more efficiently. The Conservatives have now been in power for close to six and one-half years. The first five and one-half were as a minority government, and that taught Harper and his MPs some valuable lessons. One of the most important is to keep the rhetoric to a minimum and concentrate on getting the job done. It is always better to outperform what is expected, rather than trumpet loudly about what you hope to do, and then not achieve it. It’s not that the Conservatives don’t ever go the boastful route. One of the dumber moves during the past year’s majority government came when Public Safety Minister Vic Toews said about an online monitoring bill: “You are with us or with the child pornographers.” That started the infamous Vikileaks affair, led by a Liberal staffer (who has since resigned). This put details of Toews’ divorce all over the internet. While it was an over-reaction, Toews should have learned a lesson there – don’t boast and don’t get too dramatic. Harper himself recently put a toe across the line by claiming that a former NDP leader had opposed the Second World War. While he was correct that CCF leader J.S. Woodsworth opposed the war in 1939 (and immediately lost his post as leader), the NDP itself was not formed out of the CCF until 1961 – 22 years later. The point is this politicians are far better to keep expectations low and make comments that are non-provocative, and deliver more than the public expects. One way to do so is to avoid rhetoric and concentrate on the job at hand. For the most part, the Conservatives have done that. The deficit is steadily getting lower, there is some effort to reduce the size of government, taxes are not being raised and Canada continues to be in a stronger economic position than most countries. A steady and careful approach to government is the best way to continue to achieve results.

he B.C. NDP has ramped up its opposition to the proposed Northern Gateway oil pipeline. First the party formalized objections already expressed by NDP MLAs who have spoken at hearings held by the federal review panel along the B.C. coast. Leader Adrian Dix sent an 11-page letter to the panel, then launched an attack on the B.C. Liberal government in the legislature that emphasized the letter’s top objection. Why doesn’t Premier Christy Clark stand up to Ottawa and protest the abandonment of the long-standing “moratorium and exclusion zone” on oil tankers off B.C.’s north coast, Dix and NDP energy critic Rob Fleming demanded. Clark’s answer was the same one given for many years by federal and provincial governments. The 1972 federal “moratorium” was directed at offshore oil drilling, not tankers bound for B.C. Many are heading to refinery complexes at March Point and Cherry Point in Washington. These supertankers can be seen sailing past Victoria most days. Strangely, this U.S. crude traffic excites no protests. Some of the smaller tankers come in to fill up from the Trans-Mountain pipeline in Burnaby, whose operator is preparing a bid for expansion. This attracts protests organized by people paid to oppose Alberta “tar sands” oil. Where do urban protesters think we get the gasoline and diesel fuel sold at B.C. filling stations? Do they think it’s all made at the little Chevron refinery in Burnaby, the last remnant of refining capacity in southern B.C.? We could use a serious debate about how B.C. handles petroleum. Instead, we see factually inaccurate claims promoted by U.S. interests to attack Canadian crude only. Our opposition politicians and media mostly just go along for the ride. In 1971 under Richard Nixon, the U.S. – not the USSR as Fletcher falsely claims – decided to carry out a series of underground tests on Amchitka Island in the Aleutian Chain right on a major earthquake fault line. Port Alberni had been devastated a few years earlier by a tsunami originating in that area, and B.C. residents feared the underground nuclear tests could trigger another earthquake and tsunami. Following a successful fundraising rally by a group called the Don’t Make A Wave Committee, an old fishboat, the Phyllis Cormack, was chartered and, later joined by the larger Edgewater Fortune, set off for Amchitka Island to try to stop the test. They didn’t get to Amchitka, and the test went ahead, but the international publicity generated by the protest boats forced the U.S. to cancel of the rest of the test series, and the rag-tag collection of protestors morphed into Greenpeace, taking their name from the slogan on a button they issued as a fundraiser. Well, enough of the history lesson, Tom. Back to your usual routine of falsely claiming that the B.C. economy grew faster under the B.C. Liberals than under the NDP. Though her observations are correct, the evidence shows that her conclusions are wrong. To help prevent children and teenagers from obtaining marijuana we need to regulate the cannabis market under a public health framework, rather than blindly hope that the experiment with alcohol prohibition will not be repeated with marijuana. In today’s unregulated cannabis market, organized crime has taken over the production, distribution and marketing of marijuana. As a result, children and teens are targeted by dealers and have easy access to the drug. Regulation, as proposed by Stop the Violence BC and our supporters, would allow government to regulate the potency and implement strict limitations about how cannabis is sold and who it is sold to. We can look to the successful policies which have limited tobacco access to young people for guidance. Enforcing cannabis prohibition laws does not have any bearing on rates of cannabis use and instead creates the ‘forbidden fruit’ effect, making cannabis more appealing to young people. For instance, although Canada has seen a 70 per cent increase in cannabis-related arrests from 1990 to 2009, this increase in anti-drug law enforcement has not made cannabis less available to teenagers and young adults in British Columbia. According to the 2009 Canadian Alcohol and Drug Use Monitoring Survey, 27 per cent of BC’s youth (aged 15-24) used cannabis at least once in the previous year. The Ontario Student Drug Use and Health Survey reported that annual cannabis use among Ontario high school students has doubled since the early 1990s, from less than 10 per cent in 1991 to more than 20 per cent in 2009. In a study released in the U.S., where marijuana prohibition has been aggressively enforced for decades, it was found that teen marijuana use continues to rise. While teen marijuana use increased by eight per cent between 2008 and 2011, teen tobacco use decreased by 19 per cent. For youth today, accessing marijuana is easier than accessing alcohol and tobacco.

SURREY IS home to the province’s top enemy of drunk drivers. Cloverdale’s Const. Brant Arnold-Smith collared 352 drunk drivers last year, far and away the most out of any cop in the province. Arnold-Smith was honoured April 24 as the most prolific cop on the anti-drunk driving team known as “Alexa’s Team.” Formed four years ago, Alexa’s Team was named after four-anda-half-year-old Alexa Middelaer, who was killed at the side of the road in east Ladner while feeding a horse with her aunt in 2008. to remember Kassandra Kaulius a year after she lost her life in a traffic collision drew hundreds to Surrey’s Sullivan Park last Thursday evening. “As a mother of two young ones, there were way too many people for me to talk to or try to count,” Kaulius’ sister, Miranda Tracy, said the next morning. “It was very nice to see

the turnout and very humbling for us as a family. It showed how special my sister was to so many people.” Kaulius, 22 – a popular softball player with the Surrey Storm senior ladies team and assistant coach of one of the organization’s junior teams – died May 3, 2011 when her BMW was struck by a van at the corner of 152 Street and 64 Avenue. when she passed, even a team that never met her, that my cousin coaches, felt the need to be there. “There were people from my mom’s work, people from my work, even the tow truck driver that towed her vehicle after the accident was there – he said this was one incident that had stuck with him. “This didn’t just impact my family, it impacted a whole community.” Kaulius’ family is circulating a petition, which can be accessed through the Families For Justice Facebook page, calling for stronger penalties for impaired drivers. “The community has spoken to us that something needs to be done,” Tracy said, adding the family is concerned that, because of current case law, impaired drivers involved in serious or fatal accidents are only receiving minimal sentences. The police are doing their job, prosecutors are doing their job, but judges can only sentence within the parameters set,” she said. Tracy’s brother, Nick, and their parents, Markita and Victor Kaulius, were all at the vigil, along with Kaulius’ boyfriend, Cody Schlamb, and his family. A memorial mass was also held at Cloverdale’s Precious Blood Church that morning.

The HEU also argues the outsourced costs have doubled over four years but RobensParadise said that is because the volume of outsourced transcription has been going up, adding the per-minute cost of private transcription hasn’t changed since 2006. In handing down sentencing last Tuesday in Surrey Provincial Court, Judge James Jardine described the nature and circumstances of the assaults committed by Dardan Elbasani as both “serious and bizarre.” Protecting the public from Elbasani, who is deemed a high risk to reoffend, was “paramount” in determining the penalty, Jardine said. “He has attacked two strangers. The violence has escalated. There is no explanation for these stranger attacks,” the judge said. “If he does not remain clean and sober, he becomes a danger to the community.” Elbasani was arrested in a Niagara Falls, Ont., casino last July, after police issued a public-

safety alert in connection with a June 16 sexual assault in South Surrey’s Southmere Village Park. At the time of the attack, Elbasani was wanted for breaching conditions in connection with a May 14 assault on a woman that occurred in a washroom at Peace Arch Hospital – an assault he said occurred when he went to the hospital to seek help for “selfharming behaviour.” The identities of both victims are protected by a publication ban. Elbasani pleaded guilty last August to both incidents, as well as to breaching conditions imposed following the May 14 incident. Jardine described the June 16 assault as “horrific and repugnant to society’s normal expectations.” It occurred around

5:45 a.m., as the victim, 54, was walking in Southmere Village Park. As she approached 16 Avenue, Elbasani came out from the bushes and appeared to be zipping up his pants, Jardine recounted of evidence presented to the court. Elbasani greeted the woman, who responded briefly and continued on her walk. He then moved toward her. When she started to scream, Elbasani grabbed her left arm and began to punch her. When the woman fell back, an exposed Elbasani straddled her and said he wanted her to perform fellatio. When the woman refused, Elbasani hit her in the head again, then left. Jardine estimated Elbasani hit the woman five to seven times over the course of the assault. She suffered blunt-force

injuries to her shoulder, neck, collarbone, face and head. Jardine said police investigation linked DNA from the woman’s clothing to a sample of Elbasani’s that was already in a national databank, that was ordered following a 2008 robbery conviction. When Elbasani was arrested he confessed to Ontario authorities, but minimized the details, Jardine said. Elbasani claimed to have only punched the victim once, and denied exposing himself, Jardine said. The 41-month sentence includes consecutive terms of three years for the sexual assault (after credit for time in custody), four months for the hospital assault and one month for the breach. tholmes@peacearchnews.com

His lawyer suggested police may not have identified or bothered to charge Alviar had he not stepped forward to take responsibility. POLICE ARE seeking a new set of 83 charges against 25 additional alleged Stanley Cup rioters, including four men from Abbotsford and other suspects from Surrey, Langley and Richmond. Crown has not yet approved charges so no new names have been released. One of the Abbotsford men faces a charge of assault causing bodily harm, while another may be charged for carrying a concealed weapon and assault with a weapon in a vicious attack on an 18-year-old man during the riot. Investigators say the victim was approached by a group of men on West Georgia Street, knocked down and then pepper sprayed, kicked, beaten and stabbed. He was hospitalized and recovered from his injuries. A 20-year-old Richmond man and a 16-year-old from Surrey also face charges in the beating of Good Samaritan Robert MacKay, who tried to keep rioters from smashing windows and looting the Bay department store. The Richmond man is accused of joining the throng and kicking MacKay in the head while he lay beaten on the ground. Police have recommended charges against 11 of MacKay’s assailants, are actively investigating two others and two more remain unidentified. Investigators also want to charge an 18-year-old Langley man they describe as a “determined looter” for stealing items from three different businesses in less than an hour. He faces three counts of break and enter, using a disguise and participating in the riot. The Integrated Riot Investigation Team has now requested 592 charges against a total of 200 people accused of participating in the riot as well as other charges like mischief, break and enter, assault and arson. A total of seven rioters have now pleaded guilty to riot-related charges. The latest to do so are: • Surrey resident Richard Dorosh, 18, for participating in a riot. • Burnaby resident

participating in a riot and assault. • Richmond resident Camille Cacnio, 22, for break and enter and participating in a riot. Only one has been sentenced so far – Coquitlam resident Ryan Dickinson is serving 17 months less three and a half months for time served in custody. Bill Bennett said last Monday. Bennett called for the move in debate of an NDP motion to relieve hospitals, colleges and universities of the obligation to purchase carbon offsets for their fuel use. The B.C. Liberal government has already offered rebates to the province’s 60 public school districts to offset their mandatory payments this year, while it reviews the carbon tax program. Bennett, a former B.C. Liberal energy minister, clarified that he was expressing his own opinion, and not attempting to speak for the government or party. He said it would take time to phase the carbon tax out, and there would be costs associated with the income tax cuts that have been phased in at the same time to keep it revenue neutral to the government. “In fact, I would go a little further and say that the whole policy regime that’s based on the notion that the B.C. government can do something about the amount of human-caused carbon dioxide going into the atmosphere should be rethought – again, in my opinion,” Bennett told the legislature. He said Canada’s carbon emissions represent two per cent of all human sources, and B.C.’s emissions are roughly one tenth of that. NDP environment critic Rob Fleming began the debate arguing that colleges, universities and hospitals should keep the money paid in carbon offsets to improve the fuel efficiency of their operations, rather than pay it to the Pacific Carbon Trust for distribution to other greenhouse gas reduction projects in industry. Fleming said carbon offsets will cost public sector operations $25 million this year, and B.C.’s public sector is only responsible for one per cent of the province’s greenhouse gas emissions. The government has committed to one more increase in the carbon tax on July 1, which will add about a cent to the 5.56-cent tax on a litre of gasoline.

Bombers of the Canadian Football League (CFL) pulled off a draft day trade this morning to acquire North Delta native Tyson Pencer. The Bombers sent a pair of second round picks in the 2012 CFL Draft to the Hamilton Tiger-Cats, landing a third overall selection they used to claim the six-foot-eight, 330 pound offensive linemen. Pencer played two seasons with the Washington State Cougars, and was one of 14 freshman to start in a game in 2009. He left the team after two seasons, but despite not playing in 2011, performed well enough at the March 2-4 CFL Evaluation Camp in Toronto that the Bombers made the deal to move up in the draft. A former Lord Tweedsuir Panther and

current Simon Fraser University Clan, Adam Berger, was drafted 30th overall in the fourth round by the Calgary Stampeders. A six-foot, 205-pound defensive

back, Berger earned a GNAC (Greater Northwest Athletic Conference) Player of the Week honour last season. Berger started in nine of 10 games in the

2011 season, making 26 tackles and assisting on 20 other tackles. He also intercepted three passes, scoring a pair of touchdowns on returns of 54 and 43 yards.

Khalsa wrestlers dominate Five athletes from Surrey’s Khalsa Wrestling Club dominated the competition at the Juvenile National Championships in Fredericton, New Brunswick earlier this month. Four of the five wrestlers won gold medals in their respective weight classes, with the fifth earning a silver medal. Competing against teams with much larger group of athletes, the six medals lifted Khalsa to the top of the team standings, edging the Guru Gobind club of Abbotsford

47-45 for top spot. Jaskarn Ranu (69 kg. weight class), Saheel Khan (100 kg.), team captain Parmvir Dhesi (115 kg.) and Amar Dhesi (130 kg.). Manpreet Virk earned a silver medal after winning three consecutive matches to get to the 80 kg. class final before losing his first match. Arsh Atwal was also at the national tournament, competing in the Cadet category, winning a fifth gold medal for the Kahlsa Club in the 63 kg. weight class.

Peck to try for national team Brad Peck of Surrey is among 27 players invited by Softball Canada to attend its Junior Men’s National Team Selection camp Aug. 13-17 in Cam-

bridge, Ontario. Following the camp, the coaching staff will select 17 players to form a team for the International Softball Federation Junior Men’s World Championship Nov. 1-10 in Parana, Argentina.

Provincial championships are a go The B.C. high school track and field provincial championships will be staged next month. The decision to hold the respective provincial championships was left to each sports commission, with only mountain biking and golf being cancelled. The high school spring sports season has been affected by the B.C. teachers’ vote last month to withdraw

their participation in all extra-curricular activities, including sports, graduation ceremonies and endof-year celebrations. Seventy-three per cent — 21,265 teachers — voted ‘yes’ compared to 7,846 ‘no’ votes. The vote was in response to the provincial government’s Bill 22, the Education Improvement Act. The Langley Mustangs Track and Field Club has already stepped up to help run the Fraser Valley track and field championships on May 15 and 17. The meet serves as a qualifier for the B.C. provincial championships for Grades 10-12 students. The meet will be June 1-2 at Burnaby’s Swangard Stadium, while the multi-sport portion of the championships will be May 25-26 at Abbotsford’s Rotary Stadium.
