Kwarteng’s secret meetings with Saudi oil firms revealed

Minutes of meetings held by Kwarteng written by an official that accompanied him include a section titled “Aramco flight talk”, noting
Kwarteng discussed the “history and opportunities for the company” Other points of discussion on the flight were redacted by the business department on the grounds of potential prejudice of UK Saudi relations, possible harm to the formulation of UK government policy, and the need to protect com mercial interests
Kwarteng’s travel by Aramco aircraft also raises questions about compliance with the ministerial code, which states that offers of free travel “should not normally be accepted The only exception to this is in the case of an offer of transport from an overseas government provided no undue obli gation is created ” In its response to an FoI request, the business depart ment said “in some cases, transport and accommodation was provided by Aramco, but this was organised by the Saudi energy ministry, who worked closely with the British embassy [in] Riyadh on the programme ”
According to his itinerary, Kwarteng met Amin Nasser, the chief executive of Saudi Aramco, at Ithra, a cultural centre owned and operated by Aramco The official’s minutes note only that Kwarteng “toured the library and the exhibitions (contemporary art, Islamic art and Aramco exhibits)” Although the meeting with Nasser was not disclosed on the list of minis terial meetings published in July, some details were revealed on 20 September by a business department minister in response to a parliamen tary question from the Green party MP Caroline Lucas
The climate minister, Graham Stuart, admitted Kwarteng had met Nasser, adding: “Discussions covered clean
energy innovation and Aramco’s sus tainability initiatives, including hydro gen technology, carbon capture, utili sation and storage, and the reduction of fugitive emissions associated with oil and gas production ” Kwarteng’s other meetings with Saudi executives have never been disclosed by the gov ernment in any form His visit to a Sabic plant was, however, disclosed by the company in a tweet Documents obtained by FoI request show that he also met Sabic’s chief executive, Yousef al Benyan
Lucas criticised the lack of trans parency and called for the meetings with Aramco and Sabic to be “fully and comprehensively” disclosed She said: “If our then energy secretary, now chancellor, has failed to declare his meetings properly, how are we to believe that our climate policies have not been squandered, our energy secu rity has not been compromised, and Saudi Arabia’s appalling human rights record has not been brushed under the carpet?”
A briefing pack prepared for Kwarteng before his trip by civil ser vants, which was also obtained through FoI, sheds light on the infor mation provided to ministers before travelling to Saudi Arabia, including on the status of human rights in the kingdom The 68 page pack contains several pages of background on Saudi Arabia, offering figures on its energy production, an outline of recent minis terial visits, and notes that “[Mohammed bin Salman] recently announced sweeping judicial reforms”
The final sub heading, “human rights”, has just four bullet points, one
of which was redacted by the business department, which cited potential prejudice of UK Saudi relations The other three bullet points all stress pos itive developments in Saudi human rights, stating for example that “women’s rights continue to improve dramatically” One bullet point states that judges give “equal weight” to a mother ’s and father ’s views in divorce cases, while another noted that the World Bank had praised Saudi Arabia for eliminating restrictions on women’s rights to employment
There was no reference in the unredacted bullet points to what Amnesty International described as Saudi Arabia’s “appalling human rights record”, which includes the murder of Jamal Khashoggi, persecu tion of women’s rights activists and peaceful critics, and abuse of migrants’ rights Polly Truscott, Amnesty International UK’s foreign affairs expert, said: “For years, we’ve been concerned that Saudi human rights abuses were being downplayed by successive ministers to clear the way for new trade deals, including massive arms shipments This briefing seems to confirm those fears ”
In a statement, a government spokesperson blamed the failure to declare the meetings an “administra tive oversight” and said the data would be updated They added: “The briefing being referred to is only one part of wider briefing [Kwarteng] received on Saudi Arabia, which included content on human rights, recent political developments in Saudi Arabia and UK Saudi engagement activity ” Kwarteng did not respond to a request for comment Aramco declined to comment

Unfunded tax cuts mean UK ‘will need £60bn spending cuts’

That sluggish growth rate, thanks to a toxic cocktail of a slowing global economy, the UK’s weakened trade balance after Brexit and the fallout from the mini budget, would be slightly less than half the growth rate forecast by the Office for Budget Responsibility in March The £45bn cost of the mini budget will wipe out any financial space left to the chancellor by his predecessor, swelling Britain’s debt as a share of national income for at least the next five years
The IFS director, Paul Johnson, said that while it was “technically possible” for Kwarteng to balance the books via spending cuts, he warned public sector spending had already suffered a huge hit over the last decade and that there was “not much fat left to cut” In 2026 the government is likely to still be borrowing £100bn a year when previous forecasts showed it falling to nearer £30bn, the IFS said A proportion of the rise in borrowing is accounted for by the energy price cap that ministers agreed to maintain the average household bill at £2,500 a year
The IFS said the cost of the package was likely to be lower than the £150bn expected by the Treasury at about £114bn, though it would still add to the avalanche of unfunded proposals put forward to boost growth Kwarteng and Liz Truss have argued that their policies of tax cuts and deregulation will improve the business environment and boost profits, lifting tax revenues to pay for state services However, the IFS said government plans to inject vigour into the UK economy over the next five years to pay for a boost in spending were likely to have only a limited effect, leaving ministers to make hefty reductions in public services and to keep a tight rein on welfare benefits
