SAN FRANCISCO, Agusan del Sur— The endangered Mt. Magdiwata watershed here gets a reprieve anew with the planting Saturday morning of some 1,000 rubber tree seedlings at the sloppy grounds of its buffer zone by about 200 officials and workers of Agusan del

Sur Electric Cooperative, Inc. (ASELCO. Engr. Emmanuel Galarse, ASELCO general manager, said the tree planting activity that would help preserve the 1,652 –hectare watershed served as a significant tribute to ASELCO’s upcoming 37th anniversary on August 26.

He said they decided to plant rubber near the prem-

ises of ASELCO main office in San Isidro village which is just about 300 meters from the national highway since such specie can hold the sloping ground better to help prevent landslide and the cooperative can also gain income when the trees will mature for harvest.

“This is ASELCO’s way of expressing concern to the inevitable threats to global

warming and pollution. As we borrow nature’s facility being an occupant to her place, it is but just that we return the favor by making her richer and greener,” Galarse said.

DEL CARMEN, Siargao Island––The small airport in this island will be upgraded starting this month to address runway limitations, said William Hotchkiss, chief of the Civil Aviation Authority of the Philippines (CAAP).

He said the upgrade, which was approved by the Department of Transporta-

tion and Communications (DOTC), will primarily include expanding by 135 meters the existing 1,200-meter runway of the airport.

CAAP is an attached agency of the DOTC. Hotchkiss, a former Philippine Air Force chief, said the improvement seeks to ensure the safety of airplanes and their passengers.

Currently, only Cebu Pacific Air, Inc. is servicing the island but with passenger weight restrictions due to the limited runway capability of the airport, he said.

CAGAYAN de Oro City––A sniper bullet fired by a New People’s Army (NPA) team of the South-Central Bukidnon Sub-Regional Command killed Mayor Mario T. Okinlay of Impasug-ong, Bukidnon, the NPA statement released on Saturday said.

Allan Juanito, who signed the statement as NPA spokesperson of the North Central Mindanao Region, said Okinlay was killed for allegedly leading a sustained anti-insurgency campaign in Impasug-ong since 2006.

He said the NPA has received complaint on Okinlay’s alleged sins committed against the people of Impasugong and the revolutionary movement in Bukidnon since 2006 by limiting families of poor farmers to buy only five-kilo rice per family.

Straight from the validation front liners

T

he validation of the Department of the Social Welfare and Development for Social Pension and the Modified Conditional Cash Transfer for Families in Need of Special Protection in Northern Mindanao is now on its encoding and verifying stage. Area supervisors and enumerators have turned over their accomplished Family Assessment Forms (FAF) to the National Household Targeting Unit at the DSWD regional office .

Along with the forms come the workers with their experiences they had during the validation.

They believe that the experiences, pleasant and unpleasant, were points for learning and opportunities for improvement.

As for Al Nor Paingco-Limpao, one of the enumerators in Lanao del Norte, the experience enhanced his capacity to deal with all kinds of personalities and through it, he has learned how to coordinate with local officials. Not to mention the importance of teamwork in the course of their work on the field, which, he believed, was very essential in doing their tasks. Amidst the varied experiences they had, including that of eating sardines only for the day, he emphasized that it gave them the confidence that whatever job or task they would be given in the near future, they would be able to handle it well.

Steffan Skye Reyes, one of the Area Supervisors assigned for the MCCT-FNSP validation in Cagayan de Oro stressed that being an AS is no big joke. She realized that as the

FEATURE team leader, you have to be abreast with the activities of the team and you have to assert your authority in order to come up with an organized and credible output. This entailed several nights without enough sleep and less quality time with the family. On one hand, she said that the thing that kept them going is knowing that, they have contributed to these validated families who will be streamlined to Pantawid Pamilya Program and will be able to have access to the various programs and services of the government and other concerned stakeholders.

The experiences the enumerators and area supervisors had in the field were indeed varied and this ranges from positive to negative. Majority of them were overwhelmed by the support of the local officials, going as far as providing them vehicles in going to remote areas, providing them security escorts in conflict prone areas (some parts in Lanao del Norte), and providing them accomodations and meals after a hard days’ work.

On the negative side, they had encountered people in the barangays who confronted them as to why not all of them should be validated in their barangay, which usually ends with a litany of explaining on their part that sometimes caused the delay of their scheduled tasks.

he elevation of the Mindanao University of Science and Technology (MUST) into University of Science and Technology of the Philippines (USTP) has already been tackled at the Lower House’s Committee on Higher and Technical Education.

Cagayan de Oro City 2nd District Representative Rufus Rodriguez announced this during the inauguration earlier of the state-of-thear t MUST Eng ine er ing Complex, which includes the city’s first ever circular auditorium.

Rodriguez reported that the House Committee on Higher and Technical Education, headed by Rep. Roman Romulo, discussed his bill amending MUST into USTP, enhancing the composition of its board, e x p a n d i n g t h e p r i v at e sector participation in the university and appropriating funds therefor.

Rodriguez said it is high time for the country to have its own university that would solely cater to technology courses.

Rodriguez said while the

country has the University of the Philippines, it is a university of general curriculum.

MUST, he said, has the capability of a university intended for technology c ou rs e s on ly. . an d t h e C o m m i t t e e o n Hi g h e r and Technical Education intends to establish the first university of science and technology in the Philippines right here in Cagayan de Oro City.

Rodriguez was also instrumental in elevating MUST f rom Mi nd ana o Polytechnic State College back in 2000.

From a series of dilapidated buildings, MUST has now evolved into one of the most advanced institutions of higher learning in the island, boasting of a new Science Complex and an Engineering Complex.

Aside from that, Rodriguez also infused a one million p es os to jumpstart the construction of a new Regional Food Innovation Center, which is a collaborative project with the Department of Science and Technology.

the LGUs in the province which nearly persuaded him to quit and go home. Good thing, he said, he was reminded of his commitment to continue his responsibility and accountability to his team and those to be validated.

As for the other Social Pension enumerators, they also had their share of experiences. They recalled that upon hearing that enumerators would be validating them, many of the social pensioners thought that they would be bringing with them their delayed pension for the quarter. This, they all agreed had tested their skill in dealing with sentimental and sensitive elderlies.

These and more, both the enumerators and area supervisors

assigned in the field had their own stories to tell. The thing is, whatever they have gained from their experiences, would be but stepping stones for them and

are beneficial on their part in the next job opportunities they would be given.

Apart from these, what they did, being the frontliners during the

validation, were indeed significant both for the indigent Social Pensioners and the MCCT-FNSP beneficiaries. (Modified Conditional Cash Transfer for Families in Need of Special Protection).

The validation for Social Pension was conducted after the COA ruled out that out of the 15, 392 indigent social pensioners , only 4,068 were in the Listahanan database.

Beneficiaries for the MCCT-FNSP were those beneficiaries who were validated as Sendong survivors.

They were not regular Pantawid Pamilya beneficiaries thus, the need for them to be validated before they are to be mainstreamed to the regular Pantawid Pamilya Program.

What will he do in his SONA? Will he soothe the black eye or use it to rally more support for his distressed administration and in the process censure those who inflicted the black eye? Says the ending of thriller serials: “Abangan!” literally, in English, “Await the next”.

The DAP Decision is, in itself, a national embarrassment. Should the President challenge the Decision in his SONA it can cause not only embarrassment on the justices present but also more national embarrassment – international, too.

How unconstitutional is the DAP? The creation of the DAP was in violation of Article VI, Section 25(5) of the 1987 Constitution.

By its implementation the President usurped the power of the Congress over the purse that by the doctrine of separation of powers exclusively belongs to the Congress; and, he amended

the act by which Congress `designates a particular fund, or sets apart a specified portion of the public revenue or of the money in the public treasury, to be applied to some general object of governmental expenditure, or to some individual purchase or expense.’

“As pointed out in (the case of) Gonzales v. Raquiza: ‘In a strict sense appropriation has been defined ‘as nothing more than the legislative authorization prescribed by the Constitution that money may be paid out of the Treasury’… “ `appropriation made by law’ (meantime) refers See dap, page 11

The President and the Palace are invoking “good faith” and “socio-economic benefits” for the people to justify the creation and implementation of the DAP. They are evading the core issue of constitutionality.

427 Dinagat farmers get titles to agricultural lands

IBJO, Dinagat Islands - The Department of Agrarian Reform distributed certificates of land ownership award (CLOAs) to 427 Dinagat Island farmers in a ceremony here last week.

Rep. Arlene “Kaka” Bag-ao of the lone district of Dinagat Islands and Provincial Agrarian Reform Program Officer Jamil Amatonding led the turnover covering 632.5 hectares of agricultural lands.

Amatonding said the land award is just the first step towards more support from the government.

Congressman Bag-ao said that while

the government’s agrarian reform program was supposed to end on June 30, 2014, she assured the farmers of her support for the bill extending the program when the congress resumes on July 28, 2014.

In Caraga, 23,000 hectares are set to be distributed this year.

DAR Regional Director Faisar Mambuay admitted that distributing this year’s targeted lands will be “hard” to accomplish,“But we will continue to do our best efforts in the interest of our agrarian reform beneficiaries and in making the Comprehensive Agrarian Reform Program work for the farmers in Caraga.”

Capitol warns public vs dengue TANDAG City - The provincial government of Surigao del Sur has warned the public here against dengue.

Assistant Provincial Administrator Tomasito Pareja said that a next-ofkin of a 30-year old mother who just died of the tropical disease caused by a virus transmitted by a so-called dengue-carrying mosquito (Aedes aegypti) came to his office for help to transport the remains of the victim from the hospital to their place of abode. He did not identify both, but it has been a long practice at the capitol to give assistance to people who seek for help—

especially in situations like these.

Notably, a total of 1,439 cases have been recorded region-wide as compared to 1,569 cases in the same period of last year.

Based on the same report, Surigao del Sur ranks third in the order from highest to lowest based on the “geographic distribution” data record among the five provinces and six cities.

WHEREAS, the existence of internet cafes has definitely benefited people from all walks of life, particularly the students in terms of having instant access to world-class information of varied topics and school research related to work activities.

WHEREAS, there is a need to regulate the entry of students to those internet cafes and video game shops, to prevent them from excessive playing computer/ video games which lured student from religiously attending their class, as this can adversely affect their educational performance.

NOW THEREFORE, on motion of Hon. Arnulfo A Canda duly seconded unanimously, the Sagguniang Bayan of Bacolod in session assembled.

RESOLVED, as it is hereby RESOLVED, to enact the following ORDINANCE: MUNICIPAL ORDINANCE NO. 2013-02 AN ORDINANCE REGULATING THE OPERATION AND SERVICES OF INTERNET CAFÉ AND VIDEO GAME SHOPS FOR THE PROTECTION OF CHILDREN AND PROVIDING PENALTY THEREOF.

BE IT ORDAINED by the municipality of Bacolod, that:

Section 1.Title – This ordinance shall be known as “Internet and Video Game Ordinance”

Section 2.Policies and Principles – it is reiterated and affirmed that the municipality of Bacolod exercises the power expressly granted by the local government code of 1991 to promote and safeguard the welfare of its inhabitants, and recognizes its vital role in protecting children against abuse, exploitation, violence, and neglect in all forms and means.

Section 3.Definition of terms for the purpose of this ordinance, following terms shall mean: a. Internet - inter connected network of computers, associated device, and/or its peripherals that are connected either permanently or temporarily by transmission and/or communication facilities that provide the means of sending communication, transmitting voice data information electronically. b. Internet Cafe Establishment – any establishment, including residential units, with at least one (1) computer unit, including associated device peripherals, connected to the world-wide-web on internet that enables an internet users to view and interact with a variety of information for a fee or any consideration. c. Video Game – an electronic game played by means of images on a video screen that features player interaction. d. Video Game Shop – refers to a commercial establishment, including residential unit with at least one (1) video terminal or television screen unit, electronically controlled by software for an interactive entertainment that enables the video game player to view. e. Internet User – any person using or accessing data/information in internet cafe establishment for any purpose. f. Permission – a written consent of their subject teacher duly noted by the School Principal. g. Out-of-School Youth – minors not enrolled in any educational institution. h. Minor – child below 18 years old. i. Operator – owner, manager, administrator, lessee, or any person who operates and is responsible for the operation of a business establishment.

Section 4.Prohibition Against Installation of Private Cubicles or Rooms – all internet cafe establishments shall maintain open cubicles for each computer unit that will allow the operator and employee of the internet cafe establishment to view the type or internet services being used.

Section 5.Posting of Internet Safety Rules and Warning Signs - all internet cafe establishments shall post in a conspicuous place and/or in every open cubicles the safety rules and warning signs.

Section 6.Content Control – all internet cafe establishments shall control the type of content that can be accessed through the internet. An internet user shall not be allowed to access nudity, sexual activity, aggressive, violence, rebellious and satanic.

Whenever possible, the internet cafe establishment shall install software to filter or block to adult materials or pornographic website which can cause sexual excitement.

Section 7.Internet User’s Conduct – all internet cafe establishments shall not tolerate or promote any internet user’s indecent, lewd, sexually explicit, and lascivious conduct inside the establishment. The operator shall call the attention to stop such behavior. Whenever worth consideration the operator shall immediately report the incident to the Philippine National Police or to the Municipal Social Welfare Development Office for further action.

Section 8.Special Protection For Minor Internet Users- Elementary and High School student shall not be allowed to use the services of internet café establishment and video game shop during school hours from 7:00 A.M. to 5:00 P.M. including Saturday if there are special class on that day, unless express permission is given by duly authorized school representative for internet user, and prohibit student/minor to remain and play in the internet café establishment and video game shop until 9:30 P.M., unless accompanied by parent, or adult family member or guardian if the purpose is for research or of complying school or academic requirements for internet user.

Section 9.No Smoking and Consumption of Alcohol or Intoxicating Drinks – no smoking of cigarettes, tobacco or selling and consumption of alcohol or intoxicating drinks is allowed within the space of any internet café and video game shop, especially in the presence of children.

Section 10.Person Liable – the operator of internet cafe shall be held liable for non-observance of Section 4 to section 9 of this ordinance.

Section 11.Penalties – the following shall be imposed for every violation here of: a.) First offense – a fine of Php500 and reprimand b.) Second offense – a fine of Php2, 000 and suspension of business permit for 3 months to 6 months. c.) Third offense – automatic cancellation of business permit and non-renewal thereof for two years by the municipal government.

Section 12.Repealing Clause- all existing ordinance, rules, and part thereof, which are inconsistent with the provision of this ordinance, are hereby repealed or amended or modified accordingly.

Section 13.Separable Clause – if for any reason, any section of this ordinance is declared unconstitutional or invalid, the other section or provision hereof which are not affected, thereby shall be continue in full force and effect.

Section 14.Effectivity – This ordinance shall take effect upon compliance of sec. 59 par. c or sec. 511, RA 7160 .

AMBOANGA CIT Y – Four government soldiers were wounded in fresh clashes with Abu Sayyaf militants in the province of Sulu where se curity forces are pursuing the al-Qaeda-linked g roup h ol d i ng several kidnapped foreigners and Filipinos.

The fighting broke out Friday in Patikul, a day after the military announced the capture of an Abu Sayyaf base in the town's hinterlands. The wounded soldiers were airlifted to Zamboanga City as troops continue to pursue the militants in Patikul, a known stronghold of the Abu Sayyaf in the province.

There were no reports of casualties in the latest fighting.

The military did not release the names of the soldiers.

Just this week, two marines were wounded in clashes with militants in the town where troops recovered a huge cache of improvised explosives from the captured Abu Sayyaf base believed used by Radulan Sahiron, a senior leader of the group which is being linked by authorities to al-Qaeda and Jemaah Islamiya.

Brigadier General Martin Pinto, commander of the 2nd Marine Brigade based in Sulu province, described the Abu Sayyaf camp as well fortified with connecting trenches and well–established firing positions and with littered with hundreds of improvised explosives.

He said the persistence of troops to capture the enemy base forced the heavily-armed Abu Sayyaf fighters to break into smaller groups and fled.

But there were no indications that Sahiron was among the dead or wounded in the fighting which began on June 30, but there were reports that the Abu Sayyaf had fled with some of their kidnapped victims. The operations were still continuing in the province.

It was unknown whether the hostages were foreigners or Filipinos. Most of the hostages were kidnapped in Sabah in Malaysia and Tawi-Tawi in southern Philippines and brought to Sulu.

Young businessman fatally shot in Zamboanga City ZAMBOANGA CITY – An unidentified gunman fatally shot a young businessman in an attack Friday in Zamboanga City in, police said.

Police said the gunman attacked Rey Angelo Tan, w h o ow n s a m ot orc y c l e spare parts shop near San Bernardino Bridge in the village of Guiwan. Tan, 25, died in the hospital where doctors tried, but failed to save his life.

No individual claimed responsibility for the shooting and police have launched an investigation into the attack to determine the motive of the killing.

The gunman fled after shooting and was believed picked up by an accomplice who was on a motorbike.

Gun attacks are not uncommon in Zamboanga City where hired killers are actively operating. (With a report from Ely Dumaboc)

Aquino admitted that the previous “restrictive custody” of Felonia was not in place as he said the PNP-Intelligence Group (IG) “already consider it as punishment.”

“I clarified to them that there is already a memorandum from the Chief PNP that he relegated the giving of a restrictive custody to regional officers or their equivalend,” said Aquino adding that he sent a copy of the memo to Senior Superintendent Ronald Dela Rosa, the former city director of the Davao City Police Office and now deputy chief for the Operations of the PNP-IG.

Aquino clarified that the King case is “solved” but not “closed” and that “there are other police officers involved.”

He said that they are still investigation why the gun recovered from Labang when he was captured did not match the slugs from King’s body in the conduct of their ballistics examinations.

He said that they also asked Labang ang the Dela Cernas if they have another gun but the suspects “refused to answer.” Aquino said they are repeating the process as something might have “gone wrong.” (davaotoday.com)

AVAO CITY – A ranking police officer here said the families of the suspects in the killing of Cebubased businessman Richard King were receiving help from certain individuals, including money and legal assistance.

“Someone is going to the suspect families to support them – pera, lawyers – especially the Dela Cerna brothers,” said Senior Superintendent Aaron Aquino, deputy regional director for operations of the Police Regional Office 11.

Dela Cerna brothers Rommel and Rodel admitted to have roles in the killing of King last June 12.

In their sworn statements, Rommel said he was the driver of the getaway vehicle driver while Rodel said he served as the lookout.

Rodel, however, denied having prior knowledge of the plan to kill King, which was owned later by self-confessed gunman, Paul Dave Labang.

Aquino said they found an MO (mission order) in the possession of Rommel signed by Senior Supt.

Leonardo Felonia, who was named as the one who contacted the three suspects.

Meanwhile, Aquino said that they are currently looking into two more persons of interests.

“One is his business partners. We already interviewed them but they revealed nothing about the case. But, we discovered a link when we had their cellphones analysed,” said Aquino. “Our cybercrime group who are doing the digital forensics investigation have not sleep yet for a week now.”

Aquino said King have the four cellphones of King while the two persons of interest “willingly” submitted to them their respective cellphones.

“One of them is the business partner’s secretary who grew-up with King and went to the same high school with him in Cebu,” said Aquino.

ven before the tragic white water rafting incident that took place couple of weeks back, the annual candidates' river rafting adventure was already planned way ahead as their adventure appreciation tour.

Previously, the airline company plies the Cebu-Siargao air route twice or thrice a week, she said.

After a meeting with the DOTC last month, Estrella said a plan was firmed up to further increase the airport’s runway capability to accommodate bigger aircrafts like the Airbus. “[If realized], we will have flights not only from Cebu but also from other parts of the country,” she said.

Estrella revealed that a feasibility study is now underway to add another 400 meters to the existing runway as well as the construction of a bigger passenger terminal.

“Travelers usually complain that they would need to take a flight from Manila to Cebu and then another to Siargao. With a larger airport and runway, and with direct flights from Manila, I’m sure this will mean a huge increase in tourist arrivals for the entire island,” she said. In her message, she said that pushing more development in Tourism Industry in Region 10 would provide more job opportunities and employment among residents in the region.

Baldoz also stated that it is good that they could contribute in providing opportunities that would change the lives of Filipinos and to the region, municipality and community, at large.

During the event, a turnover of Grassroots Participatory Budgeting Process (GPBP), formerly Bottomup Budgeting Livelihood Grants checks, is conducted.

Baldoz also mentioned in her speech that these assistance given are great help and she hope that it would provide not just short-lived businesses but boosting ones, in order for these businesses also to provide employability to other residents in the community.

GPBP is a program of the government to eradicate poverty through acquiring participation from the grassroots in identifying, planning and implementing projects that will directly address the needs of basic community facilities.

Rufus Rodriguez leads turn-over, groundbreaking of multimillion projects

Cagayan de Oro second district Representative Rufus B. Rodriguez led the turnover ceremony of multimillion projects on various barangays in the city, July 2-3, 2014.

More than 500 million projects are launched during the turnover and groundbreaking on July 2, 2014. This composed the P9,073,562.62 for drainage structures, center island and other related structures

along Butuan-Cagayan de Oro-Iligan road, flood mitigation structure and drainage systems for Cagayan de Oro basin costing 100 million, P231,700,000.00 worth of coastal or bypass road construction, P49,850,579.90 for construction of access road leading to Dao Heritage Tree and Mapawa Nature Park, and 150 million appropriation for widening of Sayre Highway including Road-Right-of-Way at Puerto-Alae section.

The launched proj e c t s amou nte d to P193,724,913.72 that include the projects on FMR road and pedestrian overpass in Bugo, expansion of Urban Health Center in Puerto and improvement of roads in Agusan and Gusa and many others.

and for CDO itself to entice more tourists and more investments to come, that could attract more employment to the city residents.

These are also to show that CDO truly booms and develops in terms of planning, tourism and humanities.

Rodriguez partnered with Department of Public Works and Highways – Region X and 2nd District Engineering office, Department of Agriculture, Department of Tourism and 2nd Congressional District.

Primavera Residences commends CdO, stakeholders on awards win

talpinas Euroasian Design and EcoDevelopment Corporation (ITPI), an Italian-Filipino company that designs and develops sustainable properties all over the country, has recently celebrated its win at the 2014-2015 Asia Pacific Property Awards in Kuala Lumpur by holding a celebratory dinner at the function hall of Primavera Residences last June 28.

Primavera Residences is ITPI’s flagship project in Cagayan de Oro. It is the first eco-friendly condo complex in the city.

The celebration was held to honor ITPI’s stakeholders, as well as the city of Cagayan de Oro for their support.

Primavera Residences’ remarkable design, as well as its energy-saving features, are what helped cinch its Best MixedUse Development in the Philippines award at the Asia Pacific Property Awards - an achievement that ITPI partly attributes to their shareholders.

“Our recent achievement does not

only recognize our project, but our partners and stakeholders as well.

Without their support, we could not have won the award,” said ITPI chief executive officer, Arch. Romolo V. Nati.

Nati recounted the difficulty in starting the project, but noted that it was worth it.

“When we were constructing Primavera Residences, it was a risk, especially considering that ours is the first condominium development in Cagayan de Oro, but definitely we can say that our risk really paid off,” Nati shared.

Nati explained that they chose to set up Primavera Residences in Cagayan de Oro because of the city’s potential for business growth and natural beauty.

“We think that it’s about time that the real estate market serves areas such as Cagayan de Oro. We chose this city because there’s so much to fall in love with. You have thriving businesses here with some multinational companies setting up shop, but it still retains its clean environment,” he added.

The dinner celebration also honored the city of Cagayan de Oro, most particularly Mayor Oscar Moreno, for supporting the project every step of the way. Mayor Moreno, the guest of honor at the celebratory dinner, commended ITPI for their forward-thinking drive to invest in the city.

“Primavera Residences has made a mark in Cagayan de Oro’s urban landscape.

Their recent win has really put our city on the map,” observed Mayor Moreno.

“We are fortunate to have been receiving strong support from the local government,

particularly from Mayor Moreno, and all the stakeholders. And we are proud to say that they are our partners and strong allies in our advocacy on the sustainability of the environment,” said ITPI chairman Dr. Jose P. Leviste, Jr. Dr. Leviste stated that he hopes the win will not only push ITPI to even greater success, but also help the city they invested in achieve its goals of sustainability and greater economic success.

“We want to share our victory with the people of Cagayan de Oro, because we believe they are an integral part of our success and together we can work hand-inhand to help make the city an economic hub in Northern Mindanao," Leviste said.

Among those honored at the celebratory dinner were Primavera Residences’ stakeholders including its bank partners, brokers, local government units, and media partners.

Primavera Residences is a twin-tower, ten-story mixed-use development located in the Uptown Cagayan de Oro. It incorporates passive green design features like cantilevered edges that provide shade and minimize the amount of direct sunlight that hits its windows and an inner courtyard that acts as a funnel pushing warm air out through the roof and letting cool air flow naturally. LLCS is the integrated framework for voluntary compliance and enforcement of labor laws and social legislations issued pursuant to the rule-making and enforcement power of Secretary of Labor and Employment.

There are six companies awarded, namely: Belimar Engineering Services, Mindanao Trucking Corporation (CDO Branch), Southern Phil. Trucking Corporation (CDO Branch), Bagong Buhay Arrastre Service, Inc., Onestop Logistics Solutions, Inc. (CDO Branch) and Petron Corporation and Bagong Buhay Arrastre Service, Inc. Five companies are also awarded with Tripartite Certificates of Compliance with Labor Standards (TCCLS) under Incentivizing Compliance Program and considered nominees for Secretary’s Award. These are Del Monte Philippines, Inc., Nestle Philippines, Elim Agricultural, Dole South Skyland and Pilipinas Kao, Inc. TCCLS is an award given to an establishment that has been verified by the Tripartite Certification Committe (TCC), composed of DOLE, Management and Workers sectors representatives as compliant with labor standards, occupational safety and health standards, among others.

During the secretary’s visitation, a signing of Voluntary Code of Good Practices (VCGP) for the Hotel and Restaurant Industry also took place, through the collaboration of Hotel and Restaurant Industry of Cagayan de Oro and Misamis Oriental. The signing symbolized the start of empowering both the management and employees to proactively inculcate a culture of voluntary compliance. VCGP contains the foresights of labor and management in promoting its respective stakes in the operations and as well, the agreements on the condition at work, training and education, staffing or termination, safety and health productivity, social dialogue, labor management relations, social protection and human relations.

Other than these, DOLEX through Sec. Baldoz and Regional Director Raymundo G. Agravante also awarded some Region X beneficiaries on Special Program for the Employment of Students (SPES).

This program is a DOLE strategy in enhancing employability of workers and reducing poverty. SPES assists poor but deserving students and out-of-school youths intending to pursue education by way of employing them during summer and Christmas vacations.

DOLE-X also reported that their regional office has paid 32% of its beneficiaries amounting P7.9M, benefitting some 3,947 students.
