Disaster-preparedness summit held in Lanao

VMLP-Bukidnon chapter gathers in Talakag town

TALAKAG, Bukidnon–– Members of the Vice Mayors’ League of the Philippines (VMLP) in Bukidnon Chapter gathered here on Friday morning for its regular monthly meeting.

Held at the Legislative Building of the local government of Talakag, at least 15 of the 22 regular members of VMLP-Bukidnon Chapter attended the meeting presided over by Lantapan Vice Vice Mayors’ League of the Mayor Ernie R. Devibar, Philippines (VMLP) President also the president of VMLP- Ernie Devibar, also the Vice Mayor of Lantapan, Bukidnon

Devibar said the VMLPBukidnon met every last Friday of the month––and would always invite top officials of the Department of Interior and Local Government (DILG) to give them (vice mayors) updates on new issuances and policies.

“We have invited DILG Regional Director Rene Burdeos of Northern Mindanao but he did not arrive,” Devibar told Mindanao Daily News.

He added: “We usually hold medical missions every time we hold our regular monthly meeting and tackle relevant issues. We never talk politics, we let our leaders do that part.”

Lately, the VMLP-Bukidnon has already resolved issues concerning “questions

of sectoral representatives that belong to the Indigenous People (IP).”

Aside from holding medical missions, Devibar was proud to announce that Bukidnon has complied with the implementation of the Local Sectoral Representative (LSR) mandated by laws.

The vice mayor said almost all of the local councils of Bukidnon had their respective sectoral representatives, except for one municipality.

Under Republic Act no.

8371, also known as “The Indigenous Peoples’ Rights Act (IPRA) of 1997,” mandates the creation of sectoral representative in the municipal, city, and provincial.

Under the IPRA law, Devibar said IP should elect

who would represent them in the local council. Members of the Indigenous People (IP) are even entitled to a seat in the barangay council,” the VMLP-Bukinon Chapter president pointed out.

Section 16 of RA 8371 provides: “Right to Participate in Decision-Making.

— ICCs/IPs have the right to participate fully, if they so choose, at all levels of decision-making in matters which may affect their rights, lives and destinies through procedures determined by them as well as to maintain and develop their own indigenous political structures. Consequently, the State shall ensure that the ICCs/IPs shall be given mandatory representation in policy-making bodies and other local legislative councils.”

Likewise, Devibar said that their are also instances where the VMLP-Bukidnon Chapter tackled issues con-

cerning disaster preparedness with the help of the National Disaster Risk Reduction Management Council (NDRRMC).

Last Friday’s meeting of the VMLP-Bukidnon Chapter include the upcoming 22nd National Convention of the Vice Mayors’ League of the Philippines on July 10-12, 2014 to be held at the Panglao Island in the province of Bohol.

The theme of this year’s annual convention is: “The VMLP-Catalyst for Inclusive Growth, Good Governance and Resiliency to Environmental Change.”

Gov Matugas on her 2nd term as Caraga RDC chair:

Unfaltering commitment and dedication assured

URIGAO City - The chairperson of the Caraga Regional Development Council (RDC), Surigao del Norte Governor Sol F. Matugas on her second term, assured her unfaltering commitment and dedication for continuing inclusive growth and development of Caraga during the 79th Regional Development Council Full Meeting on Thursday, June 26, 2014 held at Provincial Convention Center, this city.

by Pre s i d e nt B e n i g no S . Aqu i n o I I I , a s t h e chairperson of the Caraga RD C, a highest policy making body in the region.

In her message, Matugas said that she will remain bold in her advocacies, clear in her direction and courageous in the face of daunting challenges.

“I will stand for reforms that will benefit the people of Caraga particularly the poor and the marginalized and I exhort all the members of this council to do the same as we continue our quest to becoming the Fishery Agri-Forestry, Mining and

Ecotourism (FAME) Center of the country,” Matugas said.

Matugas then laid down the RDC’s direction for the next two years and its RDC Platform of Action for the year 2014-2016 that will serve as guide for the council towards a great Caraga.

She also encouraged ever yone to dream big and think big on what the council can do for all Caraganons and what Caraga can become as a region of vast potentials.

“We are the leaders of this region and it is our

responsibility to bring into fruition a development that is high and sustainable, generates mass employment that draws the majority of our people into the economic and social mainstream and facilitates the reduction of poverty.

Together let us rise up to challenge of surpassing our current gains and paving the way for a great Caraga Region,” she added.

BSU Brass Band to represent Bukidnon, Mindanao in 2014 CCP International Orchestra, Band Festival

The BUKIDNON STATE U N I V E R SI T Y ( B SU ) BRASS BAND composed of 112 members will be joining the 2014 CCP international ORCHESTRA AND BAND FESTIVAL, at the Cultural Center of the Philippines CCP, Complex, in Manila on July 1-6.

The BSU group is the only band representing Bukidnon and the entire Mindanao to the CCP band festival, , according to Reynaldo T. Oton, Band Director, Trainer and Conductor, and school Principal of Bukidnon State University Secondary School Laboratory.

The festival includes a Concert at the CCP – July 4, 2014 at 7:00pm at Tanghalan Aurelio Tolentino; a showdown or drill at the Luneta Park July 6, 2014 at 4:00pm, and drill competition at SM MOA, Bay park on July 5, 2014 at 5:00pm, says Jay Haze A. Sablayan, the band trainer and conductor The competition’s repertoire includes El Torero by Ton Verhiel,; Leonesse by Bert Appermont; Seagate Overture by James Swearingen; and Queen in Concert

by Jay Bocook, The University brass band has been organized under the leadership of BSU President, Dr. Victor M. Barroso in 2006, and director-trainer Reynaldo T. Oton, and has been playing in several engagements for eight years now.

Poor but deser ving students who qualify to be members of the band are granted full tuition fee scholarship under the University’s Performing Arts Program whose vision

is not only to help the band members go to school but also to hone their talents.

The university also provides instruments and Band uniforms for the band members..

At present, there are 165 members of the university brass band coming from different colleges with different courses in the University. Since its inception, the band have produced professionals who are now in their respective fields of endeavour. The BSU Brass

Band is not only a MARCHING BRASS BAND but is now a SYMPHONIC ORCHESTRA BAND through the efforts and guidance of the PhilBanda headed by Dr. Herminigildo Ranera .

Band Director, Trainer & Conductor, Reynaldo T. Oton started as a secondary school teacher and is now the new school Principal of Bukidnon State University Secondary School Laboratory. He worked his way to become an Assistant Professor III. A graduate

of Bachelor of Secondary Education major in Mathematics, and Master of Arts holder in Science Education major in General Science and presently finishing his Ph.D. in Education Administration at the Bukidnon State University.

The Band’s conductor Jay Haze A. Sablayan is a Bachelor of Science in Electronics Technology graduate.

The BSU Brass Band have since reaped several achievements and awards,

of which the most notable are: 2007 – 2nd runner up – Regional Drum and bugle competition at Cagayan de oro City; 2008 – 1st runner up – Regional Drum and Bugle Competition at Cagayan de oro City; 2009 – Champion – Musikahan Festival of Tagum, Davao– Brass band Competition ;.

In 2010 it romped away with the Grand champion award during the National Brass band Competition held in Musikahan Festival; and Best Symphonic Band.

Again in 2011,it was Grand Slam Champion at the National Brass Band Competition – Musikahan Festival .

It was also adjudged at Best marching brass band in the Champion drill and showdown competition.

Also in 2011, the group was chosen for the PILIPINAS GOT TALENT Season 2 national qualifier.

In April, 2012, BSU Brass Band joined the First National Symphonic Band Festival at Cultural Center of the Philippines, Manila, Philippines.

In February, 2013, it was the Defending Grand Champion in National Brass Band Competition in Musikahan sa Tagum 2013 held at Tagum City.

THE Freedom of Information (FOI) Bill is in the throes of death.

With just six session days left before the House of Representatives adjourns for the May 2013 election campaign, one and only one miracle could save it from certain perdition -- a certification on the urgency of its immediate enactment of President Aquino himself.

PHL eyes top shrimp exporting country The Philippines is aiming to be the top exporter of shrimp in the world, according to Innovatronix Inc. president Ramon Castillo.

“I have this dream that I’d like to be known as somebody who has contributed something to a Philippine industry and I believe eventually that I could contribute to the Philippines to be the number one shrimp exporter,” he told guests of the 4th Anniversary Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) under the Department of Science and Technology

(DOST) held Friday at the EDSA Shangrila Hotel.

The company takes pride of its efficient research on shrimp production. ”If I can prove that one hectare of that farm is profitable, there’s no reason to make 10 or a hundred hectares of that not profitable,” Castillo told the Philippines News Agency.

The farm is also sustainable due to its recycled water, in which evaporation is the only way for its loss.

Castillo envisions the project will help the agriculture sector, through boosting the fishing sector first, which would lift his countrymen from poverty.

He proj e c t s t hat a 100-hectare warehouse can employ a population of 1,100 people, if the project proves successful.

He added that the scheduled completion date of the shrimp research is on December 2015.

The shrimps are being bred in three greenhouses within a 1.6-hectare lot in Jala-jala, Rizal. Currently, the warehouse has a harvest of four to six tons a month.

The Philippines is ranked number 15 among shrimp exporting countries.

The shrimp market is worth US$ 50 billion worldwide and is price driven, not brand driven. (PNA)

MANILA -- President Benigno S. Aquino on Friday said the government will import more rice to counter hoarding and meet growing demand.

In a media interview, President Aquino said already 25 percent of total volume of rice imports has arrived to ensure the country has enough buffer stock for the lean season of July.

The government earlier approved the importation of some 800,000 MT rice, of which 200,000 MT already arrived.

Secretary Francis “Kiko” Pangilinan, in a text message to the Philippines News Agency, divulged that the government is looking at an additional 200,000 MT rice import.

He said the additional import of the food staple may arrive July to August this year.

President Aquino stressed that the country is importing more rice to offset those being hoarded.

“Umangat ang rice production ng four percent pero tila umangat ang consumption ng five percent so may diperensiya ng one percent, at medyo malaki-laki ang one percent na ‘yon,” he said.

To mitigate the impact of

imports, President Aquino said the government has allotted fund that will be used to support the farmers especially when the imported rice will be delivered.

Further, the Chief Executive also directed the Department of Science and Technology (DOST) to use satellite imagery that will determine areas in the country where rice is planted.

WHEREAS, the existence of internet cafes has definitely benefited people from all walks of life, particularly the students in terms of having instant access to world-class information of varied topics and school research related to work activities.

WHEREAS, there is a need to regulate the entry of students to those internet cafes and video game shops, to prevent them from excessive playing computer/ video games which lured student from religiously attending their class, as this can adversely affect their educational performance.

NOW THEREFORE, on motion of Hon. Arnulfo A Canda duly seconded unanimously, the Sagguniang Bayan of Bacolod in session assembled.

RESOLVED, as it is hereby RESOLVED, to enact the following ORDINANCE: MUNICIPAL ORDINANCE NO. 2013-02 AN ORDINANCE REGULATING THE OPERATION AND SERVICES OF INTERNET CAFÉ AND VIDEO GAME SHOPS FOR THE PROTECTION OF CHILDREN AND PROVIDING PENALTY THEREOF.

BE IT ORDAINED by the municipality of Bacolod, that:

Section 1.Title – This ordinance shall be known as “Internet and Video Game Ordinance”

Section 2.Policies and Principles – it is reiterated and affirmed that the municipality of Bacolod exercises the power expressly granted by the local government code of 1991 to promote and safeguard the welfare of its inhabitants, and recognizes its vital role in protecting children against abuse, exploitation, violence, and neglect in all forms and means.

Section 3.Definition of terms for the purpose of this ordinance, following terms shall mean: a. Internet - inter connected network of computers, associated device, and/or its peripherals that are connected either permanently or temporarily by transmission and/or communication facilities that provide the means of sending communication, transmitting voice data information electronically. b. Internet Cafe Establishment – any establishment, including residential units, with at least one (1) computer unit, including associated device peripherals, connected to the world-wide-web on internet that enables an internet users to view and interact with a variety of information for a fee or any consideration. c. Video Game – an electronic game played by means of images on a video screen that features player interaction. d. Video Game Shop – refers to a commercial establishment, including residential unit with at least one (1) video terminal or television screen unit, electronically controlled by software for an interactive entertainment that enables the video game player to view. e. Internet User – any person using or accessing data/information in internet cafe establishment for any purpose. f. Permission – a written consent of their subject teacher duly noted by the School Principal. g. Out-of-School Youth – minors not enrolled in any educational institution. h. Minor – child below 18 years old. i. Operator – owner, manager, administrator, lessee, or any person who operates and is responsible for the operation of a business establishment.

Section 4.Prohibition Against Installation of Private Cubicles or Rooms – all internet cafe establishments shall maintain open cubicles for each computer unit that will allow the operator and employee of the internet cafe establishment to view the type or internet services being used.

Section 5.Posting of Internet Safety Rules and Warning Signs - all internet cafe establishments shall post in a conspicuous place and/or in every open cubicles the safety rules and warning signs.

Section 6.Content Control – all internet cafe establishments shall control the type of content that can be accessed through the internet. An internet user shall not be allowed to access nudity, sexual activity, aggressive, violence, rebellious and satanic.

Whenever possible, the internet cafe establishment shall install software to filter or block to adult materials or pornographic website which can cause sexual excitement.

Section 7.Internet User’s Conduct – all internet cafe establishments shall not tolerate or promote any internet user’s indecent, lewd, sexually explicit, and lascivious conduct inside the establishment. The operator shall call the attention to stop such behavior. Whenever worth consideration the operator shall immediately report the incident to the Philippine National Police or to the Municipal Social Welfare Development Office for further action.

Section 8.Special Protection For Minor Internet Users- Elementary and High School student shall not be allowed to use the services of internet café establishment and video game shop during school hours from 7:00 A.M. to 5:00 P.M. including Saturday if there are special class on that day, unless express permission is given by duly authorized school representative for internet user, and prohibit student/minor to remain and play in the internet café establishment and video game shop until 9:30 P.M., unless accompanied by parent, or adult family member or guardian if the purpose is for research or of complying school or academic requirements for internet user.

Section 9.No Smoking and Consumption of Alcohol or Intoxicating Drinks – no smoking of cigarettes, tobacco or selling and consumption of alcohol or intoxicating drinks is allowed within the space of any internet café and video game shop, especially in the presence of children.

Section 10.Person Liable – the operator of internet cafe shall be held liable for non-observance of Section 4 to section 9 of this ordinance.

Section 11.Penalties – the following shall be imposed for every violation here of: a.) First offense – a fine of Php500 and reprimand b.) Second offense – a fine of Php2, 000 and suspension of business permit for 3 months to 6 months. c.) Third offense – automatic cancellation of business permit and non-renewal thereof for two years by the municipal government.

Section 12.Repealing Clause- all existing ordinance, rules, and part thereof, which are inconsistent with the provision of this ordinance, are hereby repealed or amended or modified accordingly.

Section 13.Separable Clause – if for any reason, any section of this ordinance is declared unconstitutional or invalid, the other section or provision hereof which are not affected, thereby shall be continue in full force and effect.

Section 14.Effectivity – This ordinance shall take effect upon compliance of sec. 59 par. c or sec. 511, RA 7160 .

Zambo villages urged to construct evacuation centers

ZAMBOANGA CITY – The Office of Civil Defense (OCD) urged every barangay here to have its own evacuation center where residents could seek shelter in times of calamities.

Jose Eric Castillo, OCDRegion 9 officer-in-charge, said Saturday the evacuation center should be a multi-purpose structure so that it can also be used for other activities during normal weather conditions of the year.

Castillo made the pronouncement as he discouraged the use of public school classrooms as evacuation centers.

He said classes “will not be hampered once every barangay has its own evacuation center since schools will no longer be utilized as shelter for evacuees or “bakwits.”

Castillo noted that there are still schools in this city with classes on shifting schedule as families displaced by the September 2013 siege are still occupying some of them.

Castillo said it is also important for every barangay to have its own evacuation center as the residents will not need to travel far to seek refuge in times of calamities.

He said the residents will be exposed to dangers while moving to an evacuation center located far from the community.

Castillo said the evacuation center must be constructed in a safe area and should be in accordance to plans and specifications to ensure the protection of the evacuees.

He said the funding for the construction of an evacuation center can be taken from the five percent budget of the barangay.

Man shoots 4 people, kills cop in Zamboanga del Sur P AGADIAN CITY – A lone gunman attacked and killed a policeman and wounded four people on Saturday in Margosatubig town in the southern Philippine province of Zamboanga del Sur, officials said.

AVAO CITY - The governments of the Philippines-Republic of Indonesia (RP-RI) Border Committee are strengthening intelligence cooperation in addressing border issues against smugglers, sea pirates, human traffickers, among others, but admitted there remains a potential danger in detecting the entry and exit of terrorists through other points.

“Terrorists are clever and smart,” Indonesian Consulate General Eko Hartono said in a press conference after the June 25 Border Crossing Committee meeting at the Waterfront Insular Hotel here.

Hartono emphasized that suspected terrorists do not go through the regular border crossing stations in both the Philippines and Indonesia like in Bongao, Caraga, Tibanban, Maruri and Miangas.

He added that it is even difficult to capture them because they unlikely use big boats but small motorboats

to hide their identities. And, “they are smart to mingle with the communities,” he said.

Hartono said terrorists go through alternative path to slip out or into the respective Indonesian and Philippine territories without being detected by authorities. He admitted that it is difficult to effectively monitor them to ensure that they do not bring in guns and ammunition.

However, he said the commitment of both governments detailed in the border crossing agreement like strengthening

of intelligence cooperation and patrol will help detect movement of terrorists and criminals in the sea.

Hartono also recommended the optimization of all border crossing stations to improve ability to detect movement of terrorists.

Hartono and Commodore Joel Dela Cruz, ViceChairman Philippine Border Committee and Commander, Naval Forces Eastern Mindanao, however ,noted they already achieved some results in the border crossing agreement.

In particular, Cruz said the sharing of intelligence information is working.

In fact, they were able to monitor movement of the members of the Jemaah Islamiya (JI), an Indonesiabased clandestine terrorist network formed in the early 1990s, entering Central Mindanao from Indonesia.

Hartono said it was also

He said that sometime in 2008 and 2001 they were able to detect movements of the “big guys” who were using the routes to slip into the Philippines transiting to Mindanao.

Cruz said they have been reviewing protocols and how to operationalize the protocols to help monitor movement of the citizens of both countries. He said they have been conducting border patrol operation at the common border areas; intelligence monitoring operations.

In their meeting, the Border Crossing committee further strengthened mutual commitment for a peaceful resolution of issues arising at the border of the two neighboring countries.

With the help of former court judge Larry Clapis and other well-meaning Filipino friends and pastors from six denominations, Thoresen had set up the first learning center in this town located at a spacious headquarters located in front of Metrobank branch.

He is bent on putting up “Little Norway” in other parts of Caraga region even boldly pursuing learning centers in the predominantly Muslim populated areas in Mindanao.

“I was told not to go to Mindanao because of the dangers in many conflict areas but I went on,” Thoresen said. Indeed, he was held captive by the communist guerrillas for several days in 2007.

His captors later realized he is such a good-natured person and had no ill-feelings about the risk of being killed which prompted them to free him.

That was the turning point of his mission to Mindanao. He married Jane and bought a hectare of chicken farm in Rosario which was once owned by the wife’s parents.

“It is so wonderful that we were able to purchase an area with forest, rice and fields that was previously owned by Jane´s family,” Thoresen said. The farm would turn out to be the seed of the “Little Norway” he dreamed of for Mindanao to educate people in the hinterlands and lift their lives with livelihood trainings.

“Filipinos in general are hard-working people just like Norwegians,” the pastor said debunking some misconceptions he heard from other people while on mission in many parts of the world.

“I didn’t come here to make organizations but help organizations help poor people,” Thoresen said. He added the “Little Norway” learning centers would serve

as a closer ties between the Philippines and Norway.

Thoresen has dedicated most of his life as Christian missionary starting at age 21, when he was sent by missions in Halden, Salen Pentecostal Church.

His 10-year stint in Chile proved to be a big challenge and a great fulfillment as missionary. He had served many dangerous assignments but helped many Chileans with death sentences out of Pinochet´s claws, and to a safe life in Sweden and Norway.

She said the victims specifically suffered from food poisoning symptoms like severe stomachache, vomiting, nausea and loose bowel movement.

“We’re still investigating the real cause of the (poisoning) but it initially appeared that the catered food was the culprit,” Fuentes said in a radio interview.

As of Saturday morning, the governor said 118 victims were confined at the South Cotabato Provincial Hospital and five each at the Socomedics Hospital and the Doctor’s Clinic and Hospital in this city.

Citing initial information reaching the Provincial Disaster Risk Reduction and Management Office, she said residents of Barangay Tablu held a community meeting on Friday to discuss policies and processes regarding the selection of their representatives in local legislative bodies.

She said the National Commission on Indigenous Peoples has been conducting meetings and consultations among tribal residents in the province in connection with such initiative.

For the Tablu meeting, she said organizers contracted a caterer from Barangay Kipalbig in Tampakan to serve food for the participants.

The catered food, which were packed in styrofoam and banana leaves, comprised a cup of rice, a piece of fried chicken and an egg.

Fuentes said she sent personnel from the Integrated Provincial Health Office’s (IPHO) epidemiology and surveillance unit to the area early Saturday to conduct an assessment and determine the possible causes of the suspected poisoning.

“We’re not only focusing on the food alone but also other possible causes like their drinking water,” she said.

Dr. Washington Loreno, Tampakan municipal health officer, said they sent a separate team to the site to assist the IPHO’s investigation.

He said they will also look into possible contamination in the preparation of the food packs by the contracted caterer.

Loreno said they are closely monitoring the situation in Barangay Tablu as they received reports that

there are still a number of poisoning victims that have not yet received treatment.

This is why we deem it imperative that we are able to give immediate response to any sort of disaster, whether it is man-made like fire, armed-conflict, or natural disasters like earthquake, flood, and typhoons,” the PDRRMC head expounded.

“Thanks to the support of our Governor, not only do we have ready equipment available for rescue, we also have skilled workforces on call, 24/7,” Boriongan said as he happily reported that they have been conducting rescue trainings, as well as maintaining network alliance with Municipal and Barangay authorities to make sure that the people of Lanao del Sur can rest easy.

“We exhaust our efforts to ensure that our people are safe, that we are prepared for impending disasters, and that we have the equipment we need before, during, and after such catastrophes.”

Military: No terror threat report in Normin CAMP Evangeslita, Cagayan De Oro City––The military and the police have raised an alert status on Saturday, although both denied receiving reports of an impending terror attack here, military officials said on Saturday.

Maj. Christian Uy, spokesperson of the army’s 4th Infantry Division, said that the military has not received an intelligence report that Cagayan De Oro City is a target of terror attack by an unidentified terror group.

He said that the Armed Forces of the Philippines (AFP) has an intelligence unit that especially workd on threats from terror groups.

The regional command of the Philippine National Police (PNP) in Cagayan De Oro City has not also received a report of a terror plot, Police Sr. Supt. Michael Pareja, the PNP’s regional spokesperson said.

Pareja, however, said that the PNP has stepped up the setting up of checkpoints at the provincial boundaries as well as mobile checkpoints while scouring the mountains for New People’s Army (NPA) rebels.

He said that the PNP has also deployed new canine units to Cagayan De Oro City and Camiguin to secure the ports and terminals in areas concerned.

Uy said that the military is working closely with the PNP in securing the capital city of Northern Mindanao and the surrounding provinces.Last week, the military has deployed soldiers in urban and rural villages in Cagayan De Oro City as part of the military’s program for Bayanihan Alert for Peace and Development, Uy said.

He said that under the peace and development program, the Philippine Army troops would be engaged in activities such as youth leadership and community leaders’ enhancement seminars, establishing livelihood projects, among others.

Uy has issued an appeal against spreading rumors of terror attacks since it would only cause unreasonable panic among investors and tourists that would ultimately affect the economy of the region. PNA
