Pension hike ILIGAN City -- In view of its sustained financial growth and as part of its commitment to provide more meaningful benefits, the Social Security System (SSS) has announced the fivepercent across-the-board pension increase for 1.9 million SSS pensioners effective June 2014. In a recent press statement, the SSS disclosed that all active pensioners for retirement, death and disability as of May 31, 2014 can expect higher benefits in their bank account or pension checks. To provide time for necessary system adjustments, SSS Vice President for Benefits Administration Agnes San Jose said the new across-the-board pension increase can only be paid out starting August 2014, including the additional amounts for June and July.

MinDA launches program to entice more investors

Davao water project THE J.V. Angeles Construction Corporation (JVACC)-Aboitiz Equity Ventures, Inc. consortium has received the Notice of Award (NoA) from the Davao City Water District (DCWD) for the financing, design, construction and operations of the Tamugan Surface Water Developments Project. In a disclosure to the Philippine Stock Exchange, AEV said the JVACC-AEV Consortium will have to comply with the requirements in the NoA before the Joint Venture Agreement with DCWD can be executed. AEV had earlier entered into a Memorandum of Understanding with JVACC to supply treated bulk water to DCWD and to construct a water treatment facility powered by its own renewable energy source and the conveyance system needed to deliver treated bulk water to numerous DCWD delivery points.

BIR advises Zambo barangay officials to remit withholding tax ZAMB OANGA City -– The Bureau of Internal Revenue (BIR) has advised barangay officials to remit the withholding tax to the revenue agency. Revenue District Officer Cresencio Agad made the call as he disclosed Friday that 50 percent of this city’s 98 barangays did not remit their withholding tax last

year. Agad said one of the reasons cited by the village officials for failing to remit their withholding tax was they were just newly-elected and “do not know about the withholding tax.” The withholding tax is 10 percent of revenue earnings of a particular barangay.

Agad said the funds derived from the withholding tax also cannot be used in implementing projects because that is tantamount to malversation of funds. Agad warned officials of the barangays that they may face charges if they fail to remit the withholding tax to the BIR. (PNA)

3 Cebu Pacific studying Europe, US West Coast destinations BUDGET CARRIER Cebu Pacific Air said it is considering potential new destinations in Europe and the West Coast of the United States and evaluating new aircraft capable of servicing those routes. “At this time, we’re still in the feasibility study stage. We’re getting basic data from all aircraft manufacturers to assess whether there’s a business case to fly in EU (European Union) and West Coast United States,” a c c ord i ng to L anc e Y. Gokongwei, president and chief executive officer of the carrier’s parent Cebu Air, Inc. Speaking on the sidelines of the company’s annual shareholder meeting in

Pasig City late Thursday, Mr. Gokongwei said: “We’re constantly evaluating our fleet plans, so if we were to do EU (European Union) and West Coast United States, we need a new aircraft.” Mr. Gokongwei added that the carrier is constantly evaluating its fleet plans and talking with all manufacturers including Airbus and Boeing, saying “if we were to fly there, we will need a new aircraft.” Cebu Pacific Air currently has 50 aircraft, and is has pending orders for 11 Airbus A320 single-aisle aircraft, plus 30 slightly larger A321 models under the new engine option (NEO) plan, as well as two twin-aisle A330s for operating lease. Jollibee eyes US acquisition THE Philippines’ leading fast-food chain is looking to expand its footprint in the United States, even as it unveils another wave of store openings back home. O n t he sidel i nes of its stockholders meeting today, Jollibee Foods Corp (JFC) chairman Tony Tan Caktiong told reporters that the company “would like to have more play in the US market.” “Probably we are looking at a certain acquisition in the US. In terms of when we see it, there’s no timetable yet. We are open to anything that may come up. It could be in the same category. We are still very flexible. More important is we want to go to a brand that is already growing. We don’t want to go in a brand that needs to be turned around,” Tan Caktiong said. Ysmael Baysa, JFC chief financial officer, said the company’s operation in the US was “profitable,” with sales growing by 9.9 percent in 2013. JFC’s operation in Asia -- particularly in Brunei, Singapore, Hong Kong and the Middle East -- are also making money, except those in Vietnam and China. “In China, the brand is profitable, but we have a lot

of overhead because of our central plants and head office there. It ‘s quite manageable, not big numbers,” Baysa said, referring to the losses of Jollibee’s China operations. JFC’s sales growth in the Philippines expanded by 11.3 percent in 2013, while that in China was up 19.7 percent. Sales in the rest of Southeast Asia and the Middle East jumped by 32.2 percent. Baysa said JFC has allotted P6.3 billion for capital expenditures to finance the opening of 300 stores this year, of which 200 will be in the Philippines and 100 abroad. “The business continues to be very strong both in the Philippines and worldwide. We continue to experience double digit growth rates in some branch just like in several quarters,” Baysa said. Tan Caktiong said the outlook of the company is very positive this year because the Philippine economy is very strong. “We look for ward to another year of record performance in 2014, as we accelerate our profitable growth, expand our business in key markets around the world and reinforce our competitive strength,” he said. jollibee/PAGE 10

Globe to sue two more text spammers GLOBE Telecom Inc. said it will take further legal action against more text spammers after the National Te l e c o m m u n i c a t i o n s Commission (NTC) initiated proceedings against two o r g a n i z at i o n s s e n d i n g unsolicited text messages. The NTC issued showcause orders against Caritas Health Shield, Inc. and Center for Global Best Practices (CGBP) in the wake of complaints filed by Globe. Globe’s legal position is that a company should still be held liable even if it is sales agents who use text messages to market their products, and added that is preparing further legal action against

two more companies, which it did not identify. “The NTC directive should provide some breathing space for Globe customers who constantly receive annoying spam messages. Globe will continue to exercise all legal means possible to ease the burden inflicted on our customers by companies that employ text spamming as a marketing strategy,” Globe General Counsel Froilan Castelo said in a statement on Thursday. The NTC has ordered Caritas and CGBP to appear before the commission on July 15 and to submit a written opposition within 15 days.

GM recalls 475,000 more vehicles NEW YORK — General Motors Friday announced three more safety recalls covering nearly 475,000 vehicles, the biggest of which involves a software problem in some leading sport utility vehicles and pickup models. GM will recall more than 450,000 models of the 20142015 Chevrolet Silverado and GMC Sierra, among others, in which control module software in the four-wheel drive system could automatically switch to neutral without driver input. As a result, a vehicle, while parked, could “roll away if the parking brake is not set,” GM said. If the vehicle is in motion, no power will go to

the wheels, the automaker added. GM said it knew of no crashes or injuries related to this problem, or to those that prompted the other two recalls it announced. The recall affects vehicles in the US and Canada. GM said it was recalling about 4,800 2013-2014 Chevrolet Caprice police cars and 2014 Chevrolet SS sport sedans in the US to address a problem that can stop the windshield wipers from working. The third recall involves about 2,050 2014 Chevrolet Corvettes, most in the US, to address a problem with the rear shock. GM has already recalled

This year marks the Honda Jazz’s 10th year in the Philippine market and there could be no better celebration for it than the unveiling of the all-new Jazz at the Metrotent Convention Center in Pasig City. Dubbed as ‘The One,’ Honda’s new model was largely credited for reviving the hatchback segment and hopes to further strengthen the benchmark the Jazz has set since 2004. The Jazz improves upon its predecessor’s trademark Ultra Seats. It retains the three modes: Utility for large, bulky items; Tall mode for bulky items that must remain vertical, like plants; and Long mode for items like surfboards or skis. Mitsubishi raises stake in PH transmission supplier Japanese automaker Mistubishi has jacked up its stake in its Philippine transmission supplier. In a statement, Mitsubishi Motors Corp (MMC) said it increased its interest in Asian Transmission Corp (ATC) to 90 percent with the acquisition of a 79.42 percent stake held by Mitsubishi Motors Philippines Corp (MMPC) and another 5.29 percent held by Sojitz Corp. Before the purchase, MMC had a 5.29 percent interest in ATC, which supplies the transmission and engine requirements of MMPC as well as other Mitsubishi plants across Asean from its factory in Calamba, Laguna. MMC said the higher stake is meant to improve

the production of ATC amid expectations of growth in the Asean region. “Ac c ord i n g l y, M M C will utilize this advantage in the Asean region and produce newly-developed transmissions exclusively at ATC starting from September this year,” the Japanese company said. FOI in ICU: A Call for Rescue by P-Noy

T

HE Freedom of Information (FOI) Bill is on the throes of death. With just six session days left before the House of Representatives adjourns for the May 2013 election campaign, one and only one miracle could save it from certain perdition -- a certification on the urgency of its immediate enactment by President Aquino himself. It should not have reached the ICU, if only the House did something more than nothing on the FOI bill during its three session days last week. On Session Day 1, the House did not even enroll the bill in its order of business, even as it had been in the Order of Business for reference to the Rules Committee on Dec. 18, 2012 yet. On Days 2 and 3, just when the Bill had already been calendared for sponsorship and plenary debate, a legislator threatened to question the quorum for a motion too parochial and self-serving, and kept the entire House hostage to his whim. Yet still, the House leaders allowed t hree privilege speeches, and over an hour of interpellation for one, on Day 3. The legislator and the House leaders did not allow even a single minute of discussion on the FOI bill. Last week’s events point to a House conspiracy to kill the bill led no less by Speaker Feliciano Belmonte Jr. and Majority Leader Neptali Gonzales II, and with the many habitual absentees of the House in cameo role. After opening the session and immediately leaving the presiding chores to a Deputy Speaker on day 1, Belmonte was not to be seen again on the floor last week. The same

editorial goes for his Majority Leader, who showed up for just a few minutes on Day 3. That was as far as they went to demonstrate their leadership of a chamber turned totally inept to take action on the FOI bill by a legislator on tantrum mode. In recent weeks, Belmonte and Gonzales had assured that they wanted the plenary debate on the FOI bill to proceed posthaste. For a minute, the broad coalition of FOI advocates and authors had thought the duo had stopped their dribble drivel on the bill. L a s t w e e k’s e v e nt s , however, made it all plain to e ve r yon e : af te r t h e drivel comes now a plot to murder the bill in the House through sheer ineptitude and deliberate actions of its leaders, the chronic absenteeism of majority of its members, and the resort to absurd tantrum ploys of one legislator. We smell the stench of death in progress for the FOI bill. We see a rerun of the farce on the FOI bill that was staged by the 14th Congress under Speaker Prospero Nograles Jr. It’s all the same save for one twist -Belmonte’s 15th seems more duplicitous. It declares full lip-service commitment for FOI but also employs fullthrottle theatrics to prevent the bill’s passage. That Belmonte’s House has failed the people on the FOI bill is an indisputable fact. For one, the legislator in tantrum allowed other

matters to be discussed by the House last Tuesday and Wednesday but it was only when the FOI bill was about to be taken up did he insist on his quorum question. For another, the allpowerful Rules Committee led by Gonzales is not exactly helpless to act on matters of agenda. It did not intervene for the FOI bill. For a third, that the House could not achieve a quorum is not a problem that citizens should have to deal with -- lawmakers are precisely paid handsome fees, on top of fat slabs of pork money, to legislate. Their minimum obligation is to attend all sessions, without fail. Belmonte and Gonzales have the command responsibility to see to this. For a fourth, Belmonte and Gonzales could have declared the FOI bill urgent pursuant to Rule X, Section 52, of the House Rules, thereby paving the way for the adoption of a timetable for debate and voting on FOI. Finally and most important of all, Belmonte and Gonzales could have prevented the deliberate delays on the consideration of the bill by Rep. Ben Evardone at the committee level, which got the FOI bill in its code blue condition in the first place. Fact is, as Evardone hemmed and hawed, legislators in favor of the FOI bill launched an initiative to use Rule IX, Section 37, Par. 1 of the House Rules allowing 1/4 of the members of a

committee to call a hearing. But presented with the notice of hearing signed by more than the eight Committee members needed to put the rule in effect, Belmonte prevailed upon the group to allow Evardone to call the hearing instead, allowing Evardone to further delay committee action. With three session days wasted and only six more to go, the last remaining trigger for the House to finally act on the bill is a certification from President Aquino on the urgency of its immediate enactment. Three years ago as a candidate for president, Aquino had promised to support the FOI bill and accord its passage top priority. Now President and also chairman of the ruling Liberal Party coalition in the House, he has both power and duty to fulfill his promise and to do his part to save a bill that will enable the Constitutionally guaranteed rights of the p e ople to infor mat ion, and to transparency and accountability in government. Fa i l i n g i n t h i s , t h e President would have also failed a most important test of leadership. If he should choose to stand idly by, when in fact he could have intervened to rescue it, by his inaction he will have also joined the ranks of his murderous allies. Today, the people will march again to Mendiola to lay at the doorstep of President Aquino the FOI bill, limp and nearly lifeless. Save it, the President can. Kill it, the President can, too. In the name of the Constitution, the people, and daang matuwid, the correct choice is clear: Certify the FOI bill as urgent!

patents .Hire employees .Send out a press release .Start selling That’s the sequence of a typical start-up — and most of them fail! Allow me to explain… What if you have an amazing business idea but didn’t know that someone else had the same one, only better? What if your target buyers prefer using a different solution to the same problem you address (e.g. medication vs. therapy)? Do you know if it costs more to produce that product than to buy what your competitor is selling? What if everyone in your market is selling the same item? These are just some of the questions you need to answer before you consider turning your idea into a business. Even the best idea doesn’t hold much value if someone else had it first. And it’s even more disheartening if you’ve already invested your valuable time and hard-earned money,

only to realize that it’s not going to work anyway. So, how to avoid this heartache? Your first move should be knowing your market potential. Marketing is the heart of any business. So before you make another move, you need to understand your market and determine whether there’s a place for you in it. Lesson learned: When that BIG idea hits you, test the waters first. By analyzing your market and your potential, you can be sure there’s room for you to build a thriving business.

Mr. Bernard N. Antig an alumni and salutatorian (batch 82) of Mambauya National High School d onate d one s e t of computer unit on October 4, 2013. It was personally handed to the School Head Rosanna Q. Ubalde and to the Mambuaya National High School faculty and staff. He left the portal of Mambuaya National High school for more than three decades now. After he graduated high school on 1982, he is now back with one set computer package for the school in gratitude to his alma mater for helping him to be where he is at present. He even noted that this package is for the use of the students to augment the ICT facilities already in school. According to him, during his time there was no such thing as computer in school. Most of what they can see were just typewriters. So as societal trends progress, including technological revolutions, it

posed a challenge for them whose era knows nothing about advance technology. Being visionary as he is, he talked about how society would change. With the eve r dynamic society almost governed by technology, it is vital that students be equipped with ICT skills. The advent of the 21st century has brought a lot of innovations in Science and Technology. It just signifies that no sooner today our society will be completely run by computers not necessarily on how we know them now but even better. And one of the good ways to help students possess basic skills in computer is to provide them with an avenue to learn. These thoughts

motivate him to extend an extra mile stone for his younger brothers and sisters in the school where he molded himself. He decided to donate such to promote computer literacy among students who soon be going out in the real world of competition for survival. BPI Foundation published Herencia, a 360-page coffee table book containing essays on Philippine Art History and more than 400 photos of artworks from the BPI art collection. The book is the first collaboration of art and literati giants Dr. Jaime C. Laya, former Governor of the Central Bank of the Philippines, University of the Philippines professors Dr. Nicanor Tiongson, Alice Guillermo, Ma. Victoria Herrera, artist/critic Cid Reyes, and Ramon N. Villegas, who conceived and edited the book. The book, Herencia: A Legacy of Art and Progress, contains in-depth reviews of nearly 1,000 important works of art accumulated by BPI in the course of its ten mergers and acquisitions - from People’s Bank and Trust Company in 1974 to Prudential Bank in 2005. A raft of Kagay Journey-White Water and Kayaking agency carrying four tourists recently capsized in the Cagayan de Oro River resulting to the death of Aizza Calipusan Balbin, a 26-year-old Boholana nurse. “This accident has wakened all of us. The question now is what can we do more to ensure the safety of the tourists,” Pabayo said. Pabayo said Task Force Rapids is also asking MARINA to conduct regular inspections on the inflatable rafts and other gears used by the Oro Association of Rafters (OAR) in the white water adventure tours. During last Friday’s meeting, MARINA, PCG and NGO representatives questioned the tour operators on their safety protocols. Balbin’s death is the first since white water adventure rafting made Cagayan de Oro famous 15 years ago. “What went wrong? Up to now there are three critical areas to look at: the guides, the tourists, and their rafts,” Francis Rivera, of the Safety Organization of the Philippines Inc., said. Harry de Villa of the Alert 10 radio group, proposed to the tour operators to buy waterproof, ultra-rugged radios that cost between P8,000 to P15,000 instead of using mobile phones for communications. “Many sections along the Cagayan de Oro River are dead spots for mobile phones. A handheld radio is a better option,” de Villa said. De Villa also asked tour operators to increase the river guides assigned to the inflatable rafts from one personnel to two. “The raft that I and my family rode in our tour also capsized and our lone river guide found it hard [to save us]. Lucky that I know how to swim,” he said. There are 90 guides employed by the six outfitter tour operators who hold the franchises for the white water adventure tours in the Cagayan de Oro River. Depending on the safety seminars they underwent and how many tours they guided, the guides are divided into “seniors and juniors.” Chisum Factura, of Kagay Journey-White Water and Kayaking agency, said river guides are paid from P400 to P600 per trip and many are residents living along the Cagayan de Oro River. Dale Vallejos, safety staff of the Philippine Red Cross, said river guides are required to undergo and pass trainings on basic life support, cardiopulmonary resuscitation, emergency first aid and swift water rescue. Pabayo said the key to safety in the river lies on the competency of the river guides, adding that white water rafting is always a dangerous water adventure. “They are the captains of those small rafts. The tourists are their engines. They compel their passengers to paddle to

safety,” she said. Pabayo recommended that the regular 10-minute safety briefing before the tourists begin their tour should be extended to allow them to know the risks and minimize it. She also recommended that tour operators should have river guides that can speak “an international language.”

MinDA will also ensure that the investment will take off and grow. It will also help facilitate the linkages between the investors and local government units and help the former hurdle the needed government approvals. The agency will also try to provide the needed infrastructure facilities like farm-to-market roads. One of the issues that businessmen raised during the discussion is how Mindanao can help fight off the risks. Businessmen also said MinDA should help them develop the skills of workers -- especially those in agriculture -- in order to produce export-quality goods. Vicente T. Lao, chairman of the Mindanao Business Council, told BusinessWeek Mindanao that the investment program is timely because of the signing of the peace agreement between the government and the Moro Islamic Liberation Front. “We need this initiative to lure investors to Mindanao because an assurance from the government [that their investments will be protected] is what they need,” Mr. Lao added. Ms. Antonino said that there is also the need to develop a brand for products in Mindanao as several from the island are already known internationally, among them brown rice and muscovado sugar from North Cotabato.

In the first quarter of the year, the homegrown fast food giant recorded a net income of P1.08 billion, up 20.50 percent from a year ago’s P895 million. System-wide retail sales, a measure of all sales to consumers from company-owned and franchised stores, jumped 14.6 percent to P27.31 billion from P23.84 billion in 2013 -- making the first quarter’s performance the highest quarterly organic sales growth in 5 years. The Philippine business posted a 12.3 percent expansion in system-wide sales on the back of a double-digit growth of Greenwich, Red Ribbon and Mang Inasal, coupled with higher same-store sales due to increased volume and consumer visits. The Jollibee group also raised selling prices to cover the increase in cost of raw materials. Compared to domestic operations, JFC’s international business expanded at a faster pace of 24.3 percent with Southeast Asia and the Middle East business growing by 39.1 percent, and China by 22.3 percent.
