Buenaventura, during the grand opening, said that aside from ONB’s usual financing of agricultural businesses, they are also looking at bankrolling funds for provincial government’s development projects, particularly in providing financial support to small farmers and entrepreneurs.

Abaca expansion ZAMBOANGA City -- Assistant Regional Director Deogracias V. Maranga of the Philippine Fiber Industry Development Authority (PHILFIDA)-9 bared recently that his office is now pushing for expansion of abaca farms in Zamboanga Peninsula to increase abaca fiber production to meet the market demand.

“Our central office has given us a target of 100 hectares for our regional abaca farm expansion program for this year,” Maranga disclosed.

But more than the given target, Maranga said PHILFIDA-9 has also targeted a much bigger area for abaca farming.

“Aside from the 100 hectares that our central office mandated us to develop this year, we also have targeted 1,000 hectares all over the region for farm expansion under the SME abaca industry champion product development,” Maranga stressed.

“We are studying [these] ports whether or not to include them in the PPP initiative. If it is not viable to include them in the PPP list, we will finance the portdevelopment projects,” Juan Sta. Ana, Philippine Ports Authority (PPA) general manager, said.

The deal, however, has yet to be approved by the National Economic and Development Authority Investment Coordination Committee.

Sta. Ana said the PPA hired two consultants to conduct the feasibility study for the privatization of the port. The two consultancy firms have submitted their respective findings and recommendations to the port body.

P289-M infra projects up for Normin

THE national government is setting aside P289 million for infrastructure projects in the Kalabugao Plain, the triboundary of the provinces of Misamis Oriental, Bukidnon, and Agusan Del Sur, a senior local government official said Tuesday.

Rene K. Burdeos, regional director of the Department of Interior and Local Government (DILG) in Region 10, said that the Kalabugao Plain has seven

barangays and a total land area of about 51,000 hectares.

He said that a provincial road that would traverse t h e D a m ay - K a l a b u g a o lines in Bukidnon would be constructed in the area in 2015.

The Office of the Presidential Adviser on the Peace Process (OPAPP) has committed the amount for the road project in the Kalabugao Plain, Burdeos said.

He said that the

development of the Kalabugao Plain is important because it affects other parts of Mindanao.

“The bulk of the flood waters in t he cities of Gingoog, Butuan, Cagayan de Oro, Davao, and Cotabato usually originate from the Kalabugao Plain, home of the Higaonon tribes and a strategic watershed area of Pulangi River,” he said.

Mines, geosciences bureau reiterares Davao City eyes development LGU’s roles on finding relocation sites of Japanese heritage sites

for finding the possible relocation sites in areas highly susceptible to either landslide or flood.

This was clarified by Engr. Osin Sinsuat, officerin-charge (OIC)-chief, Mines and Geosciences Bureau (MGB), region 10, during the Media Advocacy and Write Shop for Broadcasters’ Manual on Climate Change held at Midway White Beach, Initao, Misamis Oriental, last July 9-11.

Participated by radio bro a d c a s t e r s f rom t h e different radio/TV outlets of the region, the activity was sponsored by the Department of Environment and Natural Resources (DENR) and the Philippine Information Agency (PIA), region 10.

Meanwhile, Sinsuat said MGB only conducts the geological assessment to determine whether or not the identified relocation sites are fit for human habitation, as provided in Republic Act No. 10121 or the “Philippine Risk

Reduction and Management Act of 2010.”

In the assessment, the MGB conducts mapping in a certain municipality and studies the susceptibility of the LGU’s to landslide, flood and coastal erosion, aided by the Global Positioning System (GPS) for accuracy of location.

Results of the geohazards mapping and assessment, with the advisories, executive summar y and m ap s are i m m e d i at e l y presented to the concerned LGU’s for information and dissemination, as they are responsible for setting the direction, development, implementation and coordination of disaster risk management programs in their respective areas.

DAVAO City -- The City Government of Davao is eyeing the development of Japanese heritage sites in efforts to entice more Japanese visitors in the City.

Lisette Marques, City Tourism Officer said they are planning to reconstruct heritage sites like monuments particularly in Barangay Mintal, with the city trying to source the funds from TIEZA (Tourism Infrastructure and Enterprise Zone Authority) to which they are submitting the proposal.

Among t he proj e c ts include cultural-historical mapping of Japanese heritage sites and restorations of these monuments and relics.

The identified flagbearer of the project is barangay Mintal which was the site of a pre-war Japanese settlement.

Among identified relics included a Japanese-made artesian well, irrigation

canal, remnants of a Japanese hospital, Japanese cemetery and a monument.

According to Barangay Mi nt a l c apt ai n R amon Bargamento, the proposal to TIEZA will include the rehabilitation of monument sites, the construction of a Japanese museum and rehabilitation of the Japanese cemetery.

The proposal known as the Barangay Mintal Little Tokyo Japanese Heritage Site project will need about P50-million to P100-million grant.

Marques said the city is supportive of the efforts considering that 13,000 Jap anes e v isit t he cit y annually.

Mitsubishi Motors PH marks new sales milestone in June MITSUBISHI Motors Philippines Corp’s (MMPC) sales in June surged to their highest in a month.

In a statement, the local unit of the Japanese carmaker said it sold 4,535 units last month, a 28 percent increase from 3,545 units a year ago.

Last month’s sales beat the previous record of 4,410 attained last February.

The June performance brought the 6-month tally to 25,066 units, an 18 percent increase from the 21,282 in the same 6 months of last year.

“This significant growth is attributed to the increase in sales of both passenger cars and light commercial vehicles,” MMPC said.

THE OPERATOR of AirAsia Zest has sought regulatory permission to take up an additional 720 seats weekly between Macau and the Philippines, in accordance with the expanded air services agreement signed on June 17.

In a filing with the Civil Aeronautics Board (CAB), Zest Airways, Inc., which flies under the AirAsia Zest brand, asked to be granted the additional seats.

CAB on June 17 signed a new agreement with Macau, increasing the entitlement to 7,020 weekly seats from 4,500, CAB Executive Director Carmelo L. Arcilla announced last month.

Another budget carrier Cebu Pacific Air has also expressed interest in acquiring

the right to fly more passengers weekly to Macau.

Current operators servicing the Macau route are Philippine Airlines, Cebu Pacific Air and AirAsia Zest.

CAB, meanwhile, said it scheduled a hearing on AirAsia Zest’s petition on July 16.

Under Section 16 of Republic Act 776, the carrier is required to publish a notice of hearing at least once, two weeks before the scheduled hearing.

World Bank plans $62-M rehab DA-12 targets 4.2-M metric tons rice production in 3 yrs aid for Yolanda farm areas T H E Wo r l d B a n k o n Tuesday announced that it would provide $62-million in aid for farming areas devastated by Typhoon Yolanda (international name: Haiyan).

In a statement issued on the first of a 2-day Philippine visit by its president Jim Yong Kim, the multilateral lender said the financial assistance would be endorsed to the bank’s board of directors next month.

The proceeds of the aid would be used to repair

230 kilometers of farm-tomarket roads, as well as to boost incomes of farmers and fishermen in typhoondevastated areas.

“I am here to reaffirm the World Bank Group’s support for the courageous Filipinos who are rebuilding from the ruins of Typhoon Haiyan,” said Kim, who on his first day in the Philippines visited typhoon-hit areas in Leyte.

“While much more can be done and needs to be done, I am encouraged to see the government, civil

society, private sector, and local communities rebuilding access roads, irrigation facilities, shelters and schools for those affected by the disaster in Palo and Tanauan in Leyte,” he said.

“The poor are disproportionately affected by disasters and are the least able to cope. If we don’t build resilience to climate change and natural disasters, we won’t end poverty,” he added.

DA-12 evaluates soil condition of local farms KIDAPAWAN City -- In an effort to help address the insufficient supply of Filipino staple, the Department of Ag r i c u lt u re i n t h e SOCCSKSARGEN region on Tuesday announced it aims to produce more than 4.2 million metric tons (MT) of rice in the next three years. ” This is part of the government’s pledge to attain rice self-sufficiency,” Amalia Jayag-Datukan, DA 12’s regional executive director, said in a statement.

She said the regional office is shooting a target of producing 4,266,619 MT from 2014 to 2016.

“The region aspires to increase rice production in the next three years starting off at 1,393,137 MMT for 2014 while aiming 1,415,282 MMT for 2015.

In 2016, DA-12 which covers the provinces of North and South Cotabato, Sultan Kudarat and Saranggani will aim for 1,458,200 MMT, Datukan said.

To achieve this, she said Agriculture Secretary Proceso Alcala already mandated the DA to expand the area harvested for rice and to increase the yield per hectare to achieve rice self-sufficiency.

“We will also maximize

the provision of pre-harvest and post-harvest facilities to our farmer groups for them to hasten their farming activities and later achieve higher rice production because postharvest losses are lessened,” she added.

The Bureau of Agricultural S t a t i s t i c s ( BA S ) i n a report released recently, said rice production of SOCCSKSARGEN Region for the first quarter of 2014 was 399,120 metric tons harvested from more than 103,000 hectares which recorded an average yield of 3.84MT per hectare.

GENERAL Santos City -- In a bid to improve the region’s agricultural productivity, the Department of Agriculture (DA) in Region 12 has launched a comprehensive ass essment of t he s oi l condition of local farm areas.

Amalia Jayag-Datukan, DA Region 12 director, said Tuesday the initiative mainly aims to determine the actual status and composition of the ground soil of the area’s farmlands, especially those catering to major crops like palay and corn.

She said the results of the assessment or analysis will ensure the proper setting of interventions for specific farm areas.

“Through the assessment, we would be able to determine the soil’s deficiencies and immediately act on them,” she said.

The official said the assessment initially started earlier this month in palay production areas in Sto. Nino town in South Cotabato.

The activity was facilitated by personnel assigned with the agency’s Soils Mobile Clinic, she said.

Engr. Nadia Gayanandang, Soils Mobile Clinic head, said they have so far analyzed soil samples randomly collected from the municipality’s 10 barangays.

She said they specifically covered around 5,400 hectares of the area’s palay or rice production areas.

Citing results of their assessment, she said the soil samples from the area have turned out to be Nitrogendeficient.

Investment banking revenue in Asia surges HONG KONG – In Asia, investment banking is perking up.

Helped by a surge in appetite from US investors for Chinese listings and for US dollar-denominated bonds sold by Asian companies, total investment-banking revenue for the Asian-Pacific region, excluding Japan, rose to their highest level since the second half of 2012. A rush of mergers and acquisitions have added to the improved performance with deals such as Oversea-Chinese Banking Corp.’s $5 billion purchase of Hong Kong’s Wing Hang Bank among the headline grabbers.

Inv e s t m e nt - b a n k i n g revenue in the first six months of the year rose to almost $5 billion from $4.6 billion for the same period last year, an increase of 9%, according to data provider Dealogic. It is the highest first-half reading since 2011.

Including Japan, which is normally viewed as a separate investment-banking market, total revenue in the AsianPacific region fell amid a fading afterglow from the country’s ultra-loose fiscal and monetary policies.

At the midpoint of the year, Goldman Sachs Group Inc. leads the league tables for revenue generated from advising companies in the Asian-Pacific region outside Japan, ahead of rival UBS AG. When Japan is included, Morgan Stanley heads the league tables.

The biggest boost for

banks came from the business of underwriting new shares, or equity capital markets, with revenue soaring 57% between January and June compared with a year earlier.

Chinese technolog y companies drove a burst of share offerings led by a $1.8 billion New York listing by online retailer JD.com Inc. Bankers say revenue from Asian companies selling shares in the US is also shared by the investment banks in the region.

The pickup in deal flow is buoying confidence for the remainder of the year.

“The equity theme linked to China has real legs to it and will continue, ” said Dieter Turowski, co-head of investment banking, Asia Pacific, at Morgan Stanley.

Selling shares is typically the single-biggest money e a r n e r f o r i nv e s t m e nt banks due to the juicy fees on offer, which bankers say can sometimes be up to 3% of the total offering in Hong Kong–one of the region’s biggest IPO venues–and up+ to 7% for a US listing.

In the first half of the year in the Asian-Pacific region, excluding Japan, share sales accounted for almost $2 billion in revenue compared with $798 million for mergers and acquisitions, according to Dealogic.

There was brisk business in the debt market, too. Asian borrowers flocked to sell US dollar bonds as global interest rates remained at historical lows, attracting Western investors who are chasing

higher yields than those on offer in their home markets.

Demand from US investors was especially strong.

The biggest push came from Chinese and South Korean companies which together issued a record amount of bonds in the year to date, according to Dealogic.

China Petrochemical Corp., parent of the country’s largest oil refiner, sold $5 billion in the region’s largest dollar bond sale in more than a decade.

Results of its Senior Bank Loan Officers’ Survey for the April to June period, the BSP said, showed a “net tightening of overall credit standards” for housing loans for a second survey round. “ [ B ] as e d on t he DI [diffusion index] approach, a net tightening of overall credit standards was noted

for commercial real estate loans for the 8th consecutive quarter in Q2 2014,” the BSP added.

The Senior Bank Loan Officers’ Survey is a quarterly poll the central bank has been conducting since 2009 to enhance the understanding of credit behavior in the country.

Thirty-one commercial banks participated in the secondquarter survey.

One method the central bank has been using in the survey is the diffusion index (DI), whereby a positive nu mb e r i n d i c ate s t h at the proportion of banks that have tightened their

credit standards are greater compared to those that eased.

“The net tightening of overall credit standards for commercial real estate loans was attributed by respondent banks to stricter oversight of banks’ real estate exposure along with banks’ reduced tolerance for risk,” the BSP said in a statement released on Friday.

The central bank has been implementing a series of measures increasing scrutiny over lenders’ exposure to the property market, with the definition of coverage broadened to not just direct mortgage/PAGE 11

In schools, students having different personalities reside, a reason of the possibilities to arising conflicts among t hem . O ne of t he s e is bullying.

Bullying is an improper ac t iv ity of students in schools. It commonly occurs in physical for like punching, pushing, kicking, hazing, school pranks, fighting and teasing. It could also in emotional form that include belittling, saying hurtful sentences, pretending the victim is non-existent, ignoring person on purpose, making fun of certain person, keeping a person out of a

group and spreading rumors about a certain person, among others.

In a study done by a research group American Psychological Association, bullying could happen to anyone regardless of his grade level, socio-economic status, gender, religion or sexual orientation.

This improper practice could cause long term impact to both bullied person and bullies.

Bullied person could feel depression and anxiety as a result of being a victim of bullies. There is also big possibility of increased

feelings of sadness and loneliness, that would result to changes in sleep and eating patterns and loss of interest in doing things he used to be interested at.

To bullies, on the other hand, the effect of bullying to him may worsen up to having violent and other risky behaviors until in his adulthood. Eventually, he could involve himself into alcohol abuse, fights, vandalizing proper ties, s cho ol drop out, e arly sexual activity engagement, criminal convictions and traffic citations. As adult, he could be also harmful to his romantic partners, spouse or children.

Education department plays a big role in preventing

bullying activities in schools that are threat to children in all levels. Bullying is a serious problem that should be address soonest as possible.

S c h o o l a d m i n i s t r at i on should conduct intervention programs and prevention strategies. It is better to stop bullies before they start.

This bullying activity is a threat to the mental, emotional and physical health of the students. It could also be a haze blocking them to attain and enjoy a good future because it impact not just the character of the student in the present but also him as himself in the future. Thus, it is very important to save bullies and bullied ones through stoppage strategies.

hink a minute…Crabs are very interesting creatures.

If you put several of them in a bucket, the moment one of them starts crawling out of the bucket, the other crabs will pull him back down.

So not one of the crabs ever succeeds in getting out. They just keep stopping each other from climbing higher than the rest of them. We humans are perhaps more like crabs than we think. We see a good thing the minute someone else sees it first! “We try to get even with our enemies, and ahead of our friends.”

But we need to realize that “when we’re green with envy, we’re ripe for problems.”

Whether we admit it or not, most of us want other people to be just a little less successful than we are.

Friends are always happy about your success, just as long as you’re not more successful than they are!

But one of the first secrets to success is not to compare your life with other’s. It’s strange that many of us seem to know how to live everybody else’s lives but our own. Yet what happens in someone else’s life has nothing to do with ours. “Criticizing someone else’s garden won’t keep the weeds out of your own.”

T

he integration of the Association of Southeast Asian Nations (ASEAN) E c on om i c C om mu n it y (AEC)), would give local businesses more opportunities for regional expansion and productivity enhancement. Wit h its realization, the business sector can now engage more in int ra-reg iona l trade, increase their market access within and outside of ASEAN, and expand their production capacities.

The Philippines would greatly benefit, according to analysts since it is a major producer of palm products such as rubber, coconut, abaca, pineapple and mango products, and rice. It is now considered an ideal investment site and regional production hub due to Asean integration.

As a major Asean player, RP becomes a member of the more dynamic economic bloc attractive to the rest of

The 10 ASEAN member countries — Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, the Union of Myanmar, the Republic of t he Philippines, t he Republic of Singapore, the Kingdom of Thailand, and the Socialist Republic of Vietnam. envision a single market and production base, a highly competitive

economic region, equitable economic development, and a region fully integrated into the global economy.

Human res ources development and capacity building; recognition of professional qualifications; cl o s e r c onsu lt at i on on macroeconomic and financial policies; trade financing measures; enhanced infrastructure and communications connectivity; development of electronic transactions through e-ASEAN; integrating industries around the region to promote reg iona l s ourcing; and enhancing private sector involvement are AEC’s areas of cooperation.

Hopefully, AEC will transform ASEAN into a region with free movement of goods, services, investment, skilled labor, and freer flow of capital to sustain the economic growth of our nation.

efusal and compassion characterize society’s attitude as regards social weaklings and handicapped people. It’s a topic which one gladly drives out, represses or tries to forget. I have written about it several t imes, a lt houg h I have missed more about that topic.

Even in different groups, some segments of society are distant from them. The socially discriminated and handicapped people don’t correspond to performance, work, capacity, stress and competition in our aily surroundings. Opinions like these - well, that’s how people do it.

The anti-social slum inhabitant has not accepted

his responsibility, and the a nt i - s o c i a l c o n f i d e n c e t r ickste r, ce r t ain ly not blind and without having difficulty walking, doesn’t believe in us. That’s it!

The bobom the alcoholic, the without means gentleman of the road - so what! Did everybody not choose his own living condition? In plain words: the ideals of success, ability, efficiency and comp etitiveness in our performance-oriented society and its business life describe such fringe groups as “standard violators”, such as in failure, flop or sacker.

Honestly but tr ue: hindrance and handicap drive into poverty many times. Prevailing opinion is that poverty is going for a fault. Meeting them becomes a bashful situation sometimes, while giving the appearance of normality.

This must not be!

I really plead for more integration. Let’s give “such people” autonomies and acceptance starting in pre school and kindergarten yet.

CDO to expedite implementation of poverty reduction program

C

AGAYAN de Oro City - T he Cit y Cou nci l a n nou nced on Monday the receipt of the draf t Memorandum of Agreement (MOA) that would expedite the implementation of the g ov e r n m e nt ’s P r i o r i t y Poverty Reduction Project here.

City Councilor Prexy Elipe, chair of t he cit y council ’s committee on finance, ways, and means, said that the Department of Trade and Industry (DTI), has submitted the draft MOA of the poverty reduction program under the BottomUp Budgeting (BUB) for 2014.

He said that the MOA intends to fast track the implementation of the P6.8million “Food Packaging and Labelling Facilities” in the city in cooperation with the DTI and other stakeholders in the government.

Under the MOA, the DTI would transfer to the city government the sum of P4.7 million as its counterpart

fund to implement the project in accordance with the work and financial plan, Elipe said.

He said that the DTI will provide regular supervision and guidance towards the successful attainment and completion of the project while the city government provides direct supervision and human resource support.

According to Elipe, the cit y government wou ld also extend a counterpart fund, goods, and services needed for the successful i mplement at ion of t he project, subject to the existing procurement laws.

Eliza Pabi l lore, DTI provincial director, also informed the city council that the DTI is still waiting for the realignment of the BUB funds in order to proceed with the implementation of the project.

T he st a keholders of the other government line agencies involved in the poverty reduction program have also submitted the draft

MOA to the city council here.

E l ip e s a id t h at t he Department of Agriculture (DA) has also submitted the draft MOA for a food terminal project and the farm-tomarket road project in the outskirts of Lumbia toward the villages of Tagpangi and Pagalungan, all rural villages in the city’s west district.

The other participating agencies on the priority BUB projects for 2014 are the regional offices of the Department of Education (DepEd), Department of Health (DOH), Department of Environment and Natural Resources-10 (DENR-10), and the Department of Social Welfare and Development here.

Elipe said that the City Council has mandated the submission of the draft MOA of all BUB participating government agencies under the city council Resolution No. 05-2014 of the committee on finance and ways and means. (PNA)

The Davao Integrated Port Stevedoring Service Corp, a unit of International Container Terminal Services Inc (ICTSI), is the lone cargo handler at Davao Port.

The Davao Sasa Wharf is the country’s major port for bananas, one of its biggest exports products. According to the PPP Center, the P17.46 billion development of the Davao Sasa Port into an international-standard container terminal is set for approval by the Investment Coordinating Committee of the National Economic and Development Authority (NEDA-ICC).

Meanwhile, data from the state-owned port body showed that its profits plunged in the first five months of the year due to a significant drop in one of its revenue streams.

But despite falling short from last year’s print, the port body still exceeded its targets.

Net income dipped by 13.26 percent to P2.303 billion in the five months to May from P2.655 billion in the same period last year, driven largely by a drop in its fund management income (FMI).

Gross revenues slid by 1.08 percent to P4.616 billion, from P4.666 billion, while port revenues rose by 25 percent to P4.586 billion versus the P3.67 billion booked last year.

FMI significantly sank by 31 percent to P30.61 million from P44.2 million posted last year due to the increased operational spending resulting to lesser funds available for use in short-term investments.

According to figures gathered by the DA-10’s Agribusiness and Marketing Assistance Division (AMAD), the average price of regular milled rice rose 20.5 percent for the first six months of 2014 to P37.81 per kilo compared to only P31.38 for the same period last year. The average price for premium rice increased 19.83% over the same period from P40.03/ kg. to P47.97/kg. Well-milled rice also rose 17.47% from P36.64/kg. to P43.04/kg. over the same period. However, for January to June 2014, the

increase recorded was only 2.17% from P37.19 (January) to P38 (June) per kg. for regular milled rice.”

“We do monitoring of rice prices twice a week throughout the region,” Ms. Hojas said. “So we don’t really have a big increase in prices for 2014 because we have enough supply. If indeed there is increase in price even with enough supply, somehow, somewhere, some people may be manipulating.”

Speaking in the same forum, Information Officer Celeste Gaabucayan of the National Food Authority Region X said the rise in prices could also be attributed to the milling and other costs traders incurred and inputted into their retail prices.

“When they buy palay at P22 per kilo, traders incur expenses such as milling and labor to convert it into edible rice,” she explained.

“In order to break even, they have to price their milled rice at PhP 44/kg. and add two pesos profit margin and that’s how you have PhP 46/ kg. retail price for premium rice.”

“Similarly, when NFA buys palay at P17/kg. it has to price at P34/kg. to break even. So when NFA sells it at P32/kg. it is subsidized,” she added.

“However, since June 30 NFA outlets were directed to start retailing regular milled rice to marginalized poor at P27/ kg. which is also available to better off buyers who want to buy it.”

Gaabucayan said NFA-10 has increased the allocation for NFA outlets in the city up to 100 bags a day to address the situation. The agency has two outlets each in Agora and Puerto, and one each in Cogon and Carmen markets.

In addition, it has rolling stores roving the barangays selling NFA rice at PhP 27/ kg. for targeted beneficiaries in partnership with DSWD. The rise in retail prices followed the rise in the average farm gate price of palay which rose to P18.27/ kg. for the first quarter of 2014, up from P15.06 over the same period last year.

Figures from the PSABAS X presented by NEDA during the forum show palay production for the first quarter increasing 22.79% from 143,179 metric tons (M.T.) to 175,809MT. As a result, net rice production available for consumption against the clean rice requirement also increased the region’s rice sufficiency level for the 1st quarter to 76.89% compared to only 64.93% over the same period last year, using the same per capita consumption figure of 115.7 kgs. versus the region’s 2014 estimated population of 4,508,166.

The region’s total rice stocks of 2,256,383 bags as of 01 March 2014 as monitored by NFA-X was 91.3 percent higher than the total monitored over the same period last year, and was estimated to last 84 days based on the region’s daily rice consumption of around

26,820 bags.

Prices were apparently also stabilized by the increase in the inflow of rice from outside the region compared to outflows for the 1st quarter of the year.

Rice inflows/outflows monitored by the AMAD showed rice inflows increasing to 5,107.5MT compared to only 3,487.95MT over the same period last year, for a 1,619.55MT increase or 46.4%. Some 96% of rice imports to the region came from Manila and Cebu in 2013, while 92.3% were accounted for by Iloilo in 2014.

On the other hand, rice outf lows dropped from 4,326.40MT in 2013 to only 1,279.MT in 2014, a steep 70.4% decrease. Some 2,800MT of the rice outflows (64.7%) in 2013 were shipped to Tacloban for victims of Typhoon Yolanda, while the bulk (94.75%) in the first quarter of 2014 was shipped to Cebu.

In the classroom setting, proper use of language is very much important. A teacher must pronounce it in standard way and use it approriately in order to make it easier for students to understand her lessons.

There are problems in classes brought about the conflict or problem in understanding language.

There here are some terms in the lesson that are strange to students and further divert them in understanding the whole lesson. In result, students get poor performance level.

Mother Tongue-Based Multilinguistic Education is created in order to a d d re s s s u c h s tu d e nt problem. It is a program of education department that uses mother-tongue language in conducting classes for earlier levels of education, specifically grades one, two and three.

In addition, mother-tongue is a best tool in learning other languages or it is a

good use during transition of speaking other languages such as English and Filipino which are mostly used in higher education levels.

MTB-MLE is a great help to the learning process to the students for it is their first language learned and using it, understanding subject matters is attainable.

Language problems in classrooms are often ignored for so many years, a reason for students to be slow along the run, since understanding lessons delivered in a language unfamiliar to them is truly challenging.

However, MTB-MLE served as a bridge.

Higher fees for two-car owners pushed TWO Mindanao lawmakers have filed a measure requiring vehicle owners with more than one motor vehicle to pay higher registration fees.

Reps. Rufus Rodriguez (2nd District, Cagayan de Oro City) and Maximo Rodriguez, Jr. (Party-list, Abante Mindanao, Inc.) authored House Bill 4181, which will impose additional rates on the annual registration of a second and subsequent vehicle registered under the same owner.

Under the measure, additional rates for the annual registration of a second vehicle shall be charged the amount of P 5,000, a third vehicle P 7,000 and P 10,000 for a fourth and each subsequent vehicle.

The Department of Transportation and Communications (DOTC) and the Land Transportation Office (LTO) are mandated to promulgate rules and regulations to ensure the effective implementation of this Act. Rodriguez cited data from LTO that showed the number of vehicles increased from 5,891,272 registered vehicles in 2008 to 6,220,433 in 2009 and to 6,634,855 in 2010 for an average increase of 6.2% per year.

According to Rodriguez, there are too many vehicles plying the roads and there are not enough roads for them which results in heavy traffic causing numerous negative effects to all aspects of the lives of the Filipino people.

Rodriguez said all these vehicles cause too much air pollution, which harms the health of the people. The World Health Organization (WHO) said that as much as 65 percent of the pollutants in the Philippines are from mobile sources.

“WHO statistics showed that carbon monoxide has the biggest pollution load contribution of 50 percent, mainly due to the increasing numbers of gasoline-fed vehicles, including cars comprise of 13.58 percent and motorcycles /tricycles cover 47.88 percent,” Rodriguez said.

The lawmaker added that a 2004 report of the Department of Health (DOH) revealed that considerable morbidity and mortality due to respiratory and cardiovascular diseases could have been prevented with better air quality in Metro

Rodriguez also cited another report by the Asian Development Bank in 2005 that particulate matter (PM10) caused premature death and chronic respiratory illnesses and the health cost was estimated to be US0 million per year.
