How ARCA membership delivers reassurance to end-clients

I

n this edition of ARCA News, I have written an article examining what ARCA membership means to members and their clients. The relationship between trade associations, members and their clients, is an interesting one.

Many clients put a great deal of trust in their contractors being members of a trade association. They expect that trade association members have to meet requirements in terms of performance over and above that which non-trade association members have to demonstrate, and that should be the case. The HSE state that ‘when considering the requirements for designers and other construction professionals, due weight should also be given to membership of an established professional institution or body. For example, do these bodies have arrangements in place which provide some reassurance that health and safety is part of the route to membership of their profession’. As a result, when clients specify that contractors must be a member of a trade association, in order to comply with HSE guidance and achieve the reassurance clients are looking for, clients should undertake some due diligence to ensure that arrangements are in place which provide reassurance that health and safety is part of the route to trade association membership. Clients should not just assume that trade associations have these arrangements in place. As I demonstrate in my article on page 26 of this magazine, I believe that ARCA can demonstrate these requirements better than any other Trade Association in the construction sector.

A full copy of the ARCA Rules of Membership is available on the Associations’ website. These rules describe the application process, which requires two audits. One audit is conducted at the prospective member’s premises to check their management arrangements and the second is conducted on-site to check their working practices. Only when these audits have been satisfactorily completed and suitable trade references have been received, will licensed asbestos removal companies be accepted into membership.

Following acceptance, the rules then describe how membership is maintained, which includes undergoing two successful unannounced audits each membership year. These unannounced site audits are completely unannounced, that means the contractor has no prior knowledge of the site or date that the ARCA auditor will be attending to carry out the audit. This is made possible as the HSE provide ARCA with the advance ASB 5 notification data which details all of the asbestos work sites and the contractors undertaking the work within the next 14 days. We believe that this is the most effective way of assessing the health and safety management process of our members. As far as we are aware no other trade association for asbestos removal contractors carries out totally unannounced audits or as many as ARCA does. All ARCA’s process and procedures, for our members to confirm and maintain membership, are quality assured via NQA to ISO 9001 standard. Claims made by some Trade Associations may be misleading as demonstrated by the recent action that the Advertising Standards Authority took against the United Kingdom Asbestos Training Association (UKATA) in relation to statements regarding training provided by their members. This is why clients should carry out some due diligence to ensure that claims that are made by trade associations can be substantiated. ARCA aim to be transparent, open and honest. As such, any client wishing to carry out due diligence on the reassurance of health and safety arrangements that ARCA membership provides is welcome to contact me. I would be delighted to provide evidence that health and safety performance is fundamental to gaining and maintaining ARCA membership for licensed asbestos removal contractors.

Supervisor NVQ Update ARCA AGM 2018 A

lready a number of individuals are near completion of the NVQ Level 3 Supervisors qualification with ARCA. “We’ve received a high level of interest from members for this new Level 3 NVQ which enables Supervisors to gain one qualification to apply for a CSCS card,” stated Satish Patel, Training Manager for ARCA.

“After making this NVQ available in May I have undertaken numerous assessments on-site and received very positive feedback on the assessment process.” To take the first step to gaining this NVQ contact ARCA on 01283 505777

Training Communications

A

RCA is in the process of developing a new system to improve communications with members. At present monthly letters provide members with information on when staff training certificates expire, so members can book training courses in advance of the expiry date.

ARCA is going to introduce a more automated system which will communicate via email directly to members training admin teams to ensure they receive all the information they need in a more efficient manner. Both forms of communication will run side by side, with letters being phased out at the end of 2018.

The Asbestos Removal Contractors Association will be holding its Annual General Meeting on Friday 5th October 2018, at the Lords Cricket Ground, London. ARCA ‘Member Internal Site Audit App’ This App enables asbestos removal members to use the same question set as the ARCA audit, therefore direct comparisons of external and internal audit results can be made, and being able to compile all audit results for statistical analysis creates a stronger management tool. The App is a web and remote devicebased application enabling auditors to audit using a number of handheld platforms; Apple iOS (iPhones/iPads), most Android (phones/tablets), Kindle Fire and Windows tablets. It enables auditors to collect audit data, including photographs, in an efficient way. It is user friendly, incorporates guidance with each audit question and can be used on sites even with no internet connection. Also, management is enhanced as results, from all audits, can be displayed graphically to assist analysis. Candidates on RSPH Level 4 Qualification C

urrently six candidates are undertaking the RSPH Level 4 Certificate in Asbestos Laboratory and Project Management qualification with ATaC. This RSPH qualification is Ofqual regulated and accepted by UKAS as meeting ‘competent person status’ as defined in LAB 30. The qualification is made up of three parts – there are two units; ‘asbestos laboratory management’ and ‘project management for asbestos removal work’, which begin with an ATaC induction day and are assessed by

assignments; and following successful completion of both units there is a final professional interview. ATaC has one candidate who has completed both units and assignments, as well as a professional interview, so is awaiting final verification before being awarded a certificate. All other candidates are in the process of completing unit 1, ‘asbestos laboratory management’. Information on this RSPH Level 4 qualification can be found at www.atac.org.uk

Updates to CHAS Registration for ATaC Members

A

s a result of the Association’s partnership with CHAS, ATaC members are able to obtain accreditation through the Association. However, due to a change in requirements from Safety Schemes in Procurement (SSIP), CHAS now requires additional documentation when applying for the accreditation. Following a successful UKAS assessment, a member will need to complete and submit an ‘ATaC Form M21’ along with the documents

listed on this form. On receipt ATaC will complete the application process and just 7-10 working days later you will receive an accreditation and certificate pack directly from CHAS. A leaflet detailing the process, Form M21 and cost of CHAS registration via ATaC is available in the ATaC member portal. If you require any further information please contact ATaC on 01283 505776.

UKATA give undertaking to the Advertising Standards Authority to remove claims from website.

T

raining customers and specifiers should be aware that a complaint was made to the Advertising Standards Authority (ASA) in May 2018, challenging whether claims on the UKATA website were misleading and whether they could be substantiated.

Following an investigation by the ASA, on the 3rd July 2018 the ASA stated that the United Kingdom Asbestos Training Association (UKATA) had given their undertaking to the ASA that they would remove the claims from their website. The claims in question have now been removed.

The claims in question were as follows:

The ASA publish a list of companies and organisations which, following receipt of a complaint, agreed to amend or withdraw their ad without the need for a formal investigation, UKATA were listed on the ASA’s website asa.org.uk on the 11th July 2018.

‘HSE has passed responsibility for managing the list of training providers for licensed asbestos work to UKATA’, and; ‘In future, if training had not been provided by a UKATA member, enforcing officers may ask asbestos licence holders to demonstrate how Chapter 4 of the Licensed Contractors Guide had been complied with’.

This is not the first time that UKATA have attracted the attention of a regulator. In 2010 they were advised by the HSE that

‘HSE does not accredit, nor advocate any one particular training provider association. It is inaccurate and misleading to assert that HSE defers in some way to UKATA on asbestos training issues and to imply that HSE endorses one particular training syllabus over another’. In 2013 it was reported that UKATA had been investigated by the Office of Fair Trading, as a result of this UKATA ended an arrangement that appeared to recommend prices at which its members provide training services. UKATA gave assurances not to enter into any similar arrangements in the future and to provide further guidance to its members on the importance of complying with competition law.

A

property management consultancy and an asbestos surveying company have been fined after an inadequate refurbishment and demolition survey was provided for a major refurbishment project including partial demolition. Dudley Magistrates’ Court heard how the survey undertaken by Home Inspectors Southern Limited failed to identify asbestos cement and asbestos insulating board (AIB) containing Chrysotile and Amosite asbestos. An investigation by the Health and Safety Executive (HSE) found that the surveyor had no training in asbestos surveying or previous work experience with a suitably qualified person or accredited organisation. The survey also incorrectly advised that a non-licensed contractor could be engaged to remove the large quantity of AIB identified. Home Inspectors Southern Limited were not asked for any information by Vital Property

Solutions Limited to demonstrate their skills, knowledge, experience and training relating to asbestos surveying. Vital Property Solutions Limited of Desborough Street, High Wycombe pleaded guilty to breaching Section 3 (1) of the Health and Safety at Work Act 1974. The company has been fined £8,400 and ordered to pay costs of £929.67. Home Inspectors Southern Limited of Hawthorn Close, Brighton pleaded guilty to breaching Section 3 (1) of the Health and Safety at Work Act 1974. The company has been fined £4,800 and ordered to pay costs of £929.67. Speaking after the hearing, HSE inspector Edward Fryer said: “Asbestos surveyors have a duty of care to those persons who use the information they provide. The survey missed a significant amount of asbestos contaminated materials (ACM’s) thus increasing the risk to

workers, who would be disturbing the fabric of the buildings during the refurbishment/ demolition project. The risk arises from workers unknowingly working on ACM, and not taking effective precautions to prevent exposure and spread of asbestos fibres. Where surveyors fall well short of the standard then HSE will take robust action.

Fines for trio following asbestos failures T

hree directors of a now-liquidated waste management company have been sentenced after a series of “appalling” failures, exposing the public and the environment to asbestos. Stoke on Trent Combined Court heard that George Talbot and his sons, Anthony and Stephen, knew of the hazards of handling asbestos waste at sites in Staffordshire and Lancashire and ignored warnings from the authorities to rectify the problems. The directors of Alsager Contractors Limited were prosecuted following a joint, two-year investigation into their working practices by the Health and Safety Executive (HSE) and the Environment Agency (EA). George Thomas Talbot of Barthomley, Cheshire, was disqualified as a director for a period of seven years and was given a total fine of £46,500 after he pleaded guilty to breaching: w Section 22 of the Health and Safety at Work etc. Act 1974. Sentenced to a fine of £7,500 w Regulations 12(1)(a) and 38(1)(b) of the Environmental Permitting (England and Wales) Regulations 2010. Sentenced to a fine of £12,000. w Sections 33(1)(c), 33(6) and 157(1) of the Environmental Protection Act 1990 on or before 27 June 2011. Sentenced to a fine of £ 7,500. w Sections 33(1)(c), 33(6) and 157(1) of the Environmental Protection Act 1990 on or before 8 February 2013. The three defendants were also ordered to repay costs of £200,000 in total.

When passing sentence, the judge described the “flagrant breach of the prohibition notice” in relation to Peel Street. “It is clear that the company, far from responding to earlier warnings about their handling of asbestos, continued to create risks and deliberately disregard a prohibition notice.” HSE inspector David Brassington said after the hearing, “This was an appalling breach of a prohibition notice which potentially exposed workers to asbestos. Companies should know HSE will not hesitate to take enforcement against those who flout the law.” Speaking after the case, an Environment Agency officer in charge of the investigation said: “This successful prosecution demonstrates how the Environment Agency works in partnership with other enforcers like the HSE, to tackle serious waste crime and failures to comply with regulations. “We’re determined to tackle those who flout the law. Illegal waste and those behind waste crime diverts as much as £1billion very year from legitimate businesses and the treasury. As the Environment Agency we do everything we can investigate these crimes and prosecute those we believe responsible.” “Waste crime is a serious offence; in this case we’ve seen a continuous disregard for the laws and regulations around managing asbestos waste.” There is no evidence to suggest the environment or neighbouring businesses have been harmed by the actions at the three sites.

Building contractor fined after failing to carry out the correct procedures

A

building contractor has been fined after failing to carry out the correct procedures after asbestos was found during the refurbishment of a building at Bedford School in Bedford. Luton Crown Court heard how on 11 August 2015, SDC Builders Ltd failed to carry out a suitable and sufficient assessment to identify the presence of asbestos in all areas of the building where work was to be carried out. A HSE investigation found that SDC Builders Ltd failed to carry out the procedures required under the Control of Asbestos Regulations 2012. Subsequently, asbestos-containing materials were disturbed in the course of the work; the company failed to ensure all workers were informed, and did not take the necessary measures to control access into the area until remedial actions were taken. SDC Builders pleaded guilty to breaching Regulation 5 and Regulation 15 of The Control of Asbestos Regulations 2012. The company has been fined £185,000 and ordered to pay costs of £28,118.74. Speaking after the hearing HSE inspector Alison Outhwaite said: “Asbestos remains the top cause of fatal illness because of exposure in the workplace. It is important that contractors responsible for refurbishment of premises constructed before 2000 identify whether asbestos is present and take the appropriate action to prevent exposure.”

Two companies fined for serious breaches involving the removal of asbestos

A

residential property management company and a specialist installation contractor have been fined after a resident raised concerns about soffit replacement work carried out on the guttering on three blocks of flats in London. Westminster Magistrates’ Court heard that in July 2016, Squaredeal UPVC & Renewables Limited of Rustington, West Sussex (‘Squaredeal) had been contracted by Wildheart Residential Management Limited of Ewell, Epsom, Surrey (‘Wildheart’) to replace the soffits on the blocks in a housing estate at Sutton Grove, Sutton, London. An investigation by the Health and Safety Executive (HSE) found that Wildheart instructed Squaredeal to carry out the work, but failed to check whether the soffits contained asbestos. Squaredeal had the soffits analysed and became aware they contained asbestos but started to remove the soffits without adequate precautions to ensure workers and residents were protected. Squaredeal UPVC & Renewables Limited was fined a total of £18,500, and ordered to pay £5,607.90 in costs after pleading guilty to offences under Regulations 5, 8(1) and 11(1) of the Control of Asbestos Regulations 2012. Wildheart Residential Management Limited was fined £8,000, and ordered to pay £3000 in costs after pleading guilty to an offence under Regulation 4(3) of the

Control of Asbestos Regulations 2012. HSE inspector Fu Lee commented after the hearing: “The work risked not only the workers, but also the residents of the flats being exposed to disturbed asbestos. Exposure to asbestos can lead to a number of diseases, including asbestosis or fibrosis (scarring) of the lungs; lung cancer and mesothelioma. These diseases are irreversible, disabling and in most cases eventually fatal. “The latest statistics show that asbestos related disease cause approximately 5000 deaths a year. All asbestos-related diseases typically take many years to develop after exposure. “This incident could have been avoided if the companies had taken appropriate action to identify the type of asbestos and engage an appropriately qualified contractor to carry out the work safely.”

Company fined for poor condition of asbestos containing materials A company which manufactures and distributes furniture was fined £6,000 for failing to properly assess the risk from exposure to asbestos containing materials. Glasgow Sheriff Court heard that, during an inspection on 6 August 2014, concerns were raised by a Health and Safety Executive (HSE) inspector about significant damage to what appeared to be asbestos containing materials which were encasing the structural columns and beams of the premises.

An investigation by HSE found that Aquapac Limited failed to properly assess the risks to employees’ exposure to asbestos containing materials and failed to take measures necessary to protect employees from exposure to asbestos. The investigation also found that the company failed to ensure that anyone working on the premises was aware of the presence of the material (to make sure that it was not disturbed and to deal with any inadvertent disturbance to prevent the spread of asbestos fibres).

Aquapac Limited of The Quadrangle, 59 Ruchill Street, Glasgow G20 9PX pleaded guilty to breaching of Section 2 of the Health and Safety at Work etc. Act 1974 and was fined £6,000. Speaking after the hearing, HSE inspector Russell Berry said: “This incident could so easily have been avoided had the company simply monitored the condition of the asbestos containing materials (ACMs) at their premises and had in place robust procedures to deal with any deterioration or damage to those ACMs. “Companies should be aware that HSE will not hesitate to take appropriate action against those that fall below the required standards.”

ARCA Staff complete Colour Obstacle Rush! In July ARCA staff completed the 5K Colour Obstacle Rush at Uttoxeter Race Course, fundraising for Mesothelioma UK and the Wigan and Leigh Hospice as part of the ARCA Charity Week 2018. After running, jogging and walking the 5K in the hot sun, the team reached the finish line covered in colour … yellow, pink, green, orange, blue… and having tackled space hoppers, climbing nets and foam as well as 17 other obstacles! ‘The Colour Obstacle Rush was great fun! We worked well as a team especially when taking on some of the trickier obstacles. We appreciate the support we have received so far, as all donations can make a difference to the people the charities support,’ commented Louisa Statham, Marketing Assistant at ARCA.

To achieve this, sampling must be planned and recorded in a meaningful way. The Control of Asbestos Regulations 2012 (CAR 2012) contain numerous references to the requirement for personal and background monitoring. w Regulation 19 requires employers to arrange regular monitoring of airborne fibres and keep records of the results. Assessments of any proposed work must consider the results of this monitoring (regulation 6). The significant findings of asbestos assessments should be reflected in the Plan of Work (required by regulation 7). w An organisation’s arrangements for providing information, instruction and training must include detail of any air monitoring results (regulation 10). w Employers must ensure that personal exposure to asbestos is prevented, so far as is reasonably practicable (regulation 11).

Licensed work, by definition, is likely to produce airborne concentrations that exceed the control limit: where exposure cannot be prevented, it must be kept as low as reasonably practicable. Respiratory Protective Equipment (RPE) provided must ensure that concentration of asbestos fibres within the respirator is kept below the control limit. w The spread of asbestos must be prevented or reduced (regulation 16). w Exposure records form part of the health records that must be kept for any employees engaged in licensed asbestos work (regulation 22).

The purpose of personal air monitoring In summary, CAR 2012, the Approved Code of Practice and existing guidance give the following reasons for carrying out personal air monitoring: w To check the effectiveness of the controlled method of removal (i.e. by comparison to previous concentrations of airborne fibre in similar situations and to the control limit). w To provide data for personal exposure records. w To guide assessment (and planning) for future, similar jobs. w To confirm that appropriate RPE has been chosen.

Strategies – planning sampling It is common practice for licence holders to commit to sampling a percentage of jobs,

When taking shorter samples, for example in relation to “sporadic and low intensity” assessments and exposures, sampling rates should be 4 litres/minute.

However, this is not likely to be sensitive enough to provide a representative sample of the actual range of work being done. Strategies for monitoring should be similar to strategies for targeting site visits / audits, i.e. they should ensure that a representative range of work is sampled. For example, the strategy should cover: w A full range of work activities, as described above. w A full range of geographical locations: capturing ‘close to home’ and more remote work sites. w All supervisors / teams. w Over time, sampling should capture exposures to all operatives (including temporary labour) across a full range of activities. For licensed contractors, a strategy should focus on activities expected to be higher hazard / risk. Over time, the strategy will ensure that a full, representative range of asbestos work is covered, but the focus of resources should be on activities where exposure is liable to be higher. For example: w For ‘routine’ jobs, personal sampling is carried out during the actual removal activities where asbestos is most likely to be disturbed, not during set up. w Resources should initially be directed at licensed activities, rather than for sampling the removal of bonded products such as floor tiles or asbestos cement sheeting.

Sampling Planning and engaging with the analyst Decisions about the type(s) of monitoring to be done (and detail about how this will be carried out) should be considered at the planning stage of an asbestos removal project. Therefore, this will be reflected in the Plan of Work produced prior to notification and supported by standard procedures etc. Effective monitoring will require good liaison and engagement between the licence holder and the analyst. The service agreement between the two organisations should make expectations clear (and take into account the issues described in this document). For example, if an analyst is expected to observe work activities during the sampling period, this may limit capacity for carrying out other types of air monitoring at the same time. Sampling duration and flow rates So that sampling results can be compared between jobs, a standardised approach for gathering and recording is required. This should be specified in standard procedures and / or contractual arrangements with an appointed analyst. The control limit refers to a ‘time weighted average’ (TWA) of 0.1 fibres/cm3 of air averaged over a continuous period of 4 hours. Monitoring may also be carried out to assess fibre concentrations associated with particular short duration activities (“sporadic and low intensity” (SALI)), with reference to a 10 minute sampling period. Where the purpose is comparison with the control limit or gathering personal exposure data, HSE will expect sampling periods to be as close to 4-hour periods as is reasonably practicable; the results should be recorded as a

Sampling activity In the past, contractors have typically recorded the broad category of work being undertaken at the time of personal air sampling. For example, the sampling records may state “AIB removal”. This is not precise enough to allow for meaningful comparison between jobs. For example: the previous sampling might have involved a simple ‘clean’ activity of lifting boards from grid; this can’t be compared against the removal of glued or nailed AIB. Relevant detail of the work activities should be addressed in a “suitable and sufficient” plan of work and might include: w The scale of the work (1 small panel or 100m² of panels?) w The type of fixings (screwed, nailed, glued, the presence of voids above AIB?) w Method of removal (surfactant applied from above? panels unscrewed whilst using shadow vacuum? bagged or wrapped? etc.) w The condition of the tiles, surface treatments and ease of access etc. In addition, the analyst should also be able to give an opinion on the activity. Having observed the activity during the sampling period, did the control measures appear to be working effectively? Were there any difficulties observed? This level of detail about the actual activities being undertaken during the sampling period will be crucial for gathering meaningful sampling data. It is therefore important that the removal contractor gives clear instructions to the analyst: to provide meaningful data, analysts will be expected to observe what activities are taking place during the sampling period. Personal monitoring can be carried out for a variety of purposes. Many licensed contractors may be gathering data in a way that cannot be used to compare exposures with other jobs and cannot demonstrate meaningful personal exposure data. Licence holders also may be using sampling strategies that do not reflect a representative sample of their work and therefore cannot demonstrate effective

guidance performance. Where this is the case, licence holders may be wasting significant time and money on sampling that adds little benefit or reassurance. This could also be seen as a wider failure of health and safety management when licence assessments are carried out. Sampling records and collating data Licence holders may have collected monitoring data for many years. Unless that data can be clearly linked to particular asbestos activities, it may be difficult to use as a meaningful measure of performance or for meaningful comparison with current / future work. In practice, many licence holders will need to define a better strategy for sampling and build a database of results for comparison. A licence holder’s strategy (as described above) should be described in company policies / procedures etc. Routine performance reviews and organisational targets etc could refer to the number (and quality) of samples being taken as well as recorded exposure levels for particular removal situations. For useful comparisons, exposures should be recorded as TWA, unless the focus is on specific short-duration tasks. Within the full Guidance Note, available on the ARCA website, there is a ‘personal sampling record’ template. Analysts may provide additional, supporting records (stipulated by UKAS etc).

Individual monitoring results must then be collated and stored in a way that makes them easy to use in the future, e.g. database or spreadsheet. This should enable easy access to an individual’s personal exposure records and should enable easy comparison / reference to levels of exposure ‘achieved’ during similar activities. Licence assessment The Approved Code of Practice (paragraph 486), stresses that personal monitoring results should be “collated and submitted to HSE”, as part of the licence renewal procedure. In practice, HSE’s ALPIs do not routinely ask for this information in advance. However, licence holders should expect monitoring results to feature in licence assessment formal meetings: they are likely to be seen as a critical indicator of how licence holders measure performance and assess risk. Licence holders should also be able to demonstrate robust procedures which therefore enable results to be the most accurate reflection of the actual exposures.

wners and managers of properties constructed prior to the year 2000 need to manage the risks from asbestos, as they are responsible for ensuring that employees and nonemployees are not exposed to health and safety risks as a result of the presence of asbestos. Therefore, in a series of short articles in ARCA News, we will cover asbestos surveying and management, the removal of asbestos containing materials and reoccupation of the premises. The articles will include an overview of the legal responsibilities, such as the Health and Safety at Work etc. Act 1974, and the Control of Asbestos Regulations 2012, which includes the requirement to identify the presence of asbestos and have an asbestos register and management plan. Also, the Construction (Design and Management) Regulations 2015 which places certain requirements on clients, for example, if asbestos removal is required the client needs to appoint a competent asbestos removal contractor. This first article covers locating, assessing and managing Asbestos Containing Materials (ACMs), therefore includes information on asbestos surveys and management plans.

Location of Asbestos With regard to people’s health and safety the overarching piece of legislation is the Health and Safety at Work etc. Act 1974. Under sections 2 and 3, it places the duty on every employer to ensure, so far as reasonably practicable, the health, safety and welfare at work for all employees and non-employees who may be affected by the employer’s activities. Specifically relating to asbestos management is the Control of Asbestos Regulations 2012 (CAR 2012), with regulation 4 covering the duty to manage asbestos in non-domestic properties (includes the common parts of domestic premises). This regulation requires the duty holder to identify the location and condition of asbestos. The usual asbestos survey, whether for a commercial building or a school, is called a Management Survey. This survey is carried out to locate, as far as reasonably practicable, the presence and extent of any suspected ACMs in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation. Also, during the survey the condition of ACMs should be assessed, taking account of the type of ACM (e.g. asbestos insulation boards – AIB), the amount and its condition. The assessment should consider factors, such as: is the surface of the material damaged, is the surface sealant breaking off and are protective coverings damaged. This information will determine its potential to release asbestos fibres into the air. There is a Refurbishment Survey and Demolition Survey which should be undertaken if that type of work is planned. Who should undertake the survey? Surveys can be carried out by in-house personnel or a third party. However, the duty holder is responsible to make sure that a survey is carried out by a competent person. For example, the duty holder could choose to use a UKAS accredited surveying organisation.

The duty holder should ensure that the plan is implemented so the risks are properly managed.

Communication Communication is vital, as all staff and workers, whether the maintenance team at a hospital or a building contractor at a school, need to know where ACMs are located. Therefore the duty holder, via the management plan, should ensure that the asbestos register is shared with any worker/contractor carrying out maintenance or other work on/in the premises. For example, trades such as plumbers and electricians will therefore know where ACMs are and will know not to work on it or disturb it.

eltbray Group has announced an expansion of its specialist asbestos management services division, Keltbray Environmental Solutions (KES) to Wales and the South West. To support the expansion, Keltbray has opened a new office in Riverside Industrial Park in Pontypridd, Wales, as part of a strategy to increase coverage for its asbestos management solutions across the UK. RILMAC PROUD TO ATTEND DNRC OPENING

T

he Rilmac Group are proud to have been involved with the DNRC (Defence & National Rehabilitation Centre) project near Loughborough. Rilmac Scaffolding have provided access solutions on site for the duration of the build, a contract which took around two years. Rilmac Asbestos Services were also on site removing asbestos from key locations in the main building. The official handover of the DNRC was held on 21st June with Prince William (a patron of the charity raising money for the centre), the Duke of Westminster (whose father began the project), and the Prime Minister in attendance.

Prince William read a special poem on the theme of remembrance written by A&E nurse Debbie Lawson as part of the ceremony. Seven members of the Rilmac team were proud to attend the handover ceremony and share in the celebration of the opening of this key facility for British service men and women. The DNRC is four times the size of its predecessor Headley Court and will continue the work of dealing with amputees and complex brain injuries. O’Donovan equip drivers with Checksafe App O ’Donovan Waste Disposal is now equipping its drivers with the CheckedSafe app for carrying out daily walk around checks across its fleet of 90 HGVs. This new innovative system replaces the traditionally paper-based checks by moving to a digital system. Drivers can now perform all daily inspection checks at the click of a button, with all information logged and accessible in real-time giving the transport team insights into the information gathered. ast month Shaun Wilson, Lead Trainer for ARCA, travelled out to Gibraltar to deliver a week’s training for HSE Consulting Limited. ARCA has been providing training for HSE Consulting for nearly eight years, as the company continues to ensure that their staff receive ongoing training and support for their professional development. “It was a busy but fulfilling week, as all the staff were keen to learn and keep up-to-date with all aspects of asbestos removal,” commented Shaun

Wilson. “The new asbestos removal operative three-day course was attended by seven new members of staff, also seven operatives and four supervisors undertook refresher training courses.” HSE Consulting Limited is a leading health and safety consultancy in Gibraltar, which provides demolition, asbestos removal and surveying services. The company is currently undertaking asbestos removal projects throughout Gibraltar for hospitals, housing and the Ministry of Defence.

Admin Staff Course

Dates in October are now available for admin staff to experience ARCA’s ‘hands on experience’ training course at Burton, Rayleigh and Manchester. This one day course will enable the candidates to understand and experience what working on an asbestos removal site is really like. The training course will cover hands on tasks such as; use of RPE, elements of enclosure construction, and use of air/ bag locks, as well as the decontamination process in enclosures and DCU’s. fter 17 years of service Arlene has taken the plunge and moved into semi-retirement. Arlene joined ARCA in 2001, as part of a small team of training administration staff, arranging and preparing courses at the ARCA training facility in Barking and continued that role when ARCA moved to premises in Rayleigh in July 2007. Arlene forged many strong working relationships with ARCA members over
