Operation Devine - building collaborative resilience in a community Hobsons Bay was a finalist in the Victorian ceremony of the 2014 Resilient Australia Awards hosted by the Inspector-General for Emergency Management, Tony Pearce and was presented a Judges’ Commendation by the Minister for Police and Emergency Services and Minister for Bushfire Response, the Hon Kim Wells MP. The nomination was for Operation Devine – an Emergency Management exercise conducted in November 2013 by Victoria Police (VicPol) with partners Hobsons Bay City Council, Maribyrnong City Council, Wyndham City Council, Victoria State Emergency Service (SES) and Department of Health and Human Services Emergency Management (DHS EM). Candidate quiz on mill high-rise By Goya Dmytryshchak Residents lobbying against high-rise development on the former Port Phillip Woollen Mill site in Williamstown will hold a state election candidates’ forum later this month. As reported by Star Weekly, the Victorian Civil and Administrative Tribunal has approved a 128-dwelling, 10-storey tower and 41 three-storey townhouses as stage two of the development. Evolve Development already had approval to build 120 apartments and seven townhouses as part of stage one. It has not revealed its plans for stage three. The development site is opposite Mobil’s tank “farm”, which is classed as a majorhazard facility (MHF). Save Williamstown is calling for a statewide moratorium on construction near MHFs pending a parliamentary inquiry. Williamstown Labor MP Wade Noonan and Greens candidate Simon Crawford have confirmed their attendance at the forum. Liberal candidate Alan Shea said he could not attend as he was already booked for the night of October 29. But he would not reveal the event he was attending instead. “There’s a lot of going on,” Mr Shea said. “I’m not at liberty to say, but I am booked up.” Asked his view on a moratorium, Mr Shea said he had to be “very careful” because such matters were site-specific. He said he would need to see a report before making a specific comment. Asked

if he thought high-rise development was appropriate for the mill site, Mr Shea replied: “I won’t make any comment on that one at the moment.” Save Williamstown spokesman Godfrey Moase said he hoped Mr Shea would change his mind or that the Liberals could send a replacement. He said there were no clear guidelines on what was a safe distance for development near MHFs. “Ideally, we’d like to see a moratorium on development near MHFs on new building construction pending a parliamentary inquiry into the topic,” he said.

Mr Noonan has previously blamed Planning Minister Matthew Guy for a 34-metre tower being approved on the mill site. He said the Liberals had made an ironclad promise to protect Williamstown from high-rise development before the last election. In turn, Western suburbs Liberal MP Bernie Finn blamed Labor’s then-planning minister Justin Madden for rezoning the site to residential. The candidates’ forum will be held on Wednesday, October 29, from 7pm at Williamstown RSL, 128 Ferguson Street, Williamstown.

Blue-collar students Hundreds of Victoria University staff and students blitzed dozens of community projects on Friday as part of the university’s annual Volunteer for You (V4U) Day. Now in its fourth year, V4U aims to build relationships between students, academics and the local community. Fuelled by an early-morning breakfast in Footscray’s Nicholson Street mall, more than 400 volunteers fanned out in teams across Maribyrnong, Brimbank and Moonee Valley,

rolling up their sleeves to garden, paint, clean and collect litter. Seven of the projects were undertaken as part of VU and Maribyrnong council’s strategy to rejuvenate Footscray as a ‘university town’. No cure, just kindness An Altona North couple has told of visiting people with dementia in nursing homes and the pain of hearing them scream that they want to go home. Alicia and Daniel, who did not want their last name used, said they attended a dementia seminar in Williamstown last Thursday to better understand their friends with Alzheimer’s disease and to support friends whose family members have dementia. Alzheimer’s disease is one of the most common causes of dementia and the thirdleading cause of death. There is no cure. Alzheimer’s Australia Vic hosted the seminar, ‘Dementia: Understanding to Action’, to advise of local services and programs and how people can reduce the risk of a diagnosis. Chief executive Maree McCabe said the percentage of people with dementia in Hobsons Bay and Maribyrnong was expected to rise by more than 200 per cent by 2050. “Our most recent research indicates there are now 1209 people living with dementia in Hobsons Bay, with this figure expected to reach 3641 by 2050 – an increase of 201 per cent,” she said. In Maribyrnong, there are about 1934 people with dementia, and this number is expected to increase by 213 per cent, to 6055, by 2050. Alicia, who has volunteered at nursing homes in Footscray and Laverton, said her experiences with people with dementia had been distressing. “All the people there had no control,” she said. “That was very, very sad. There are people who become very nasty. “We have a friend whose mother-in-law is in that condition. Every time she has to go to sleep she screams: ‘I want to go home, why do

I have to be here, I want to go to my home’. My opinion is, what happens to other people could happen to me, so I need to have the knowledge,” Alicia said. Daniel said many friends with Alzheimer’s, for whom English was their second language, reverted to their mother tongue. “The problem is, when they are in the nursing home, how can the nurse understand them?,” he asked.

Daniel, a restaurateur by trade, said last week’s dementia seminar had been important in highlighting the importance of diet. “Sunday afternoon, we went to see our friend in the nursing home and it was at dinner time. They came with a sandwich with some butter, cheese and salami, and a little bit of soup and some potato. For me, a person 86 years old eating this kind of dinner is not acceptable,” Daniel said.

Our war role revealed By Benjamin Millar The Living Museum of the West’s newest project promises to be a real blast from the past. The community museum is creating an online exhibit documenting Australia’s World War I munitions history, focusing on the key role played by factories in Footscray and Maribyrnong. Project worker Peter Haffenden says the exhibit Australia’s Arsenal will help people understand important aspects of the industrial past of the west that are largely unknown.

“We all hear about our soldiers overseas, but we rarely hear about this area’s importance for the supply lines,� he said. “Edgewater used to be the site of the ammunition factory. A good deal of stuff used in World War I came from Footscray and Maribyrnong. Nearly all the bullets were made in Footscray and filled in Maribyrnong.� The project received $19,950 funding under the Anzac Centenary Local Grants program. Mr Haffenden says much of the research is complete, but there is still a lot of work to be done processing hundreds of photos and

preparing a wide range of material for the website. “History gets lost very quickly; we want to preserve it,� he said. “The website will be a few months’ work but will be up and running next year.� Maribyrnong MP Bill Shorten said the western suburbs community made a huge contribution to the war effort in many ways. “The Living Museum’s website will create an accessible and dynamic way for people across Australia and the world to learn more about our historic munitions industry.�

Police increase water patrols Water police are patrolling Port Phillip Bay in a crackdown on boaters who anchor in shipping lanes. Recreational boat users are being warned to steer clear of big ships after eight incidents since the start of snapper season last month. Among the incidents was the sighting of two jet skis stopped in the Williamstown Channel. On October 5, the Searoad Mersey was turning out of Webb Dock to enter the Williamstown Channel when the ship was contacted by Melbourne Water Police and told of the jet skis in its path. Transport Safety Victoria said recreational vessels drift-fishing or anchored in and around shipping lanes were breaking the law and putting people in danger. Maritime safety director Peter Corcoran said big ships could take 500 metres to turn and create a two-metre wave as they passed. He said large ships had no brakes and could not steer around small boats. Ship pilots also had limited visibility. Boats must not anchor, drift or fish in the Transit Only Zone (TOZ) in the north of the bay, and are strongly advised not to anchor or drift in the high shipping hazard zone from Hovell Pile in the south to the TOZ. Kinder all set to sizzle Somers Parade Kindergarten in Altona will celebrate its 50th anniversary on Sunday. Teacher Liz Ryan says anyone who attended the kindergarten will be welcome to attend or share photos and memorabilia. “We’re excited to show everybody what the kinder is like today,” she said. “We’ve received lots of pictures from past students, some from as early as 1964, the year the kinder opened.” Event co-ordinator and parent committee member Anita Mason urged people to attend and see the children’s artwork.

“We’ll have a sausage sizzle, a magician and face painters for the children,” she said. She said art teacher and kinder mum Julie Farmer had painted a beautiful mural to celebrate the event using handprints from all the present students. Home of happy hitters By Lance Jenkinson Footscray Baseball Club will acknowledge its rich 90-year history this weekend. According to Bulldogs vice-president Kevin Parry, the secret to the club’s longevity is creating a “happy place”. Parry, coach of the open and women’s sides, said the main focus of his community club was fun, with success a byproduct. “I love going there; we’re a family-oriented club,” he said. “We’re not a club that plays for sheep stations – we have the fun and the results follow. It’s a vibrant, energetic place to be.” Bulldogs past and present will share stories of their club’s glorious past at Saturday’s 90th anniversary celebration dinner. The modern-day Bulldogs are very much an all-inclusive club with teams catering for men, women, juniors and even masters. The women play in the top level of the Baseball Victoria competition. “Our women are in the premier league,” Parry said. “Our focus these days is probably more towards our women’s program than our men’s.” Footscray was the runner-up last season in women’s division 1, losing 5-3 to powerful Springvale in the grand final. The Bulldogs’ task will be much harder this campaign, with the club deciding to “go down the youth path”, not bringing in an import. “Last year, we had a girl out from Canada playing for us and she’s since gone back,” Parry said. “We also had an Australian squad representative, who is having this year off. “This year I’m actually playing three young girls – two of them are 16, the other 15. They’re playing in the ones.” Footscray’s major asset can be found in its pitching, with Japanese-born star Risa Tanaka
