The Essay below provides a first study of police interrogation policies, focusing on written policies adopted by Virginia law enforcement agencies. This study was done by a UVA law professor on the state of interrogation policies and procedures in Virginia.

MPCA/MPCCF Year End Conference Substance use and mental health issues (i.e., “behavioral health issues”) affect millions of adolescents and adults in the United States. Behavioral health problems, particularly depression, contribute to the burden of disease worldwide.1 The Substance Abuse and Mental Health Services Administration (SAMHSA) supports preventing behavioral health problems and finding the pathway to recovery for those with behavioral health conditions. SAMHSA’s message is that behavioral health is essential to overall health, prevention works, treatment is effective, and people can and do recover.

The memorial will take place at the North Cape County Park, near the Police Officer memorial and the United States flag in the North Park. This day was selected in honor of Roger’s birthday. Roger was instrumental in the S.A.L.T. (Seniors and Lawmen Together) organization which as one of their projects, honors all of the law enforcement from Southeast Missouri that lost their lives in the line of duty. REMINDER NATIONAL CPS WEEK CAMPAIGN SEPTEMBER 14-20, 2014 During the last 3 years there were a total of 24 children under the age of eight who died on our roadways. An additional 106 suffered disabling injuries. Missouri law requires all children under the age of eight to be in an appropriate child safety seat or booster seat unless they are 80 lbs. or 4’9” tall. Regular child safety seat and safety belt use is the single most effective way to protect people and reduce fatalities in motor vehicle crashes. Crashes are the No. 1 killer of kids. Please help us increase child safety seat use by participating in the National CPS Week campaign September 14-20, 2014, promoting child restraint usage throughout Missouri. Below is a link to a sample news release for use with your local media. National, state, and regional advertising will be used during this campaign. High visibility enforcement and a strong media campaign are the most effective ways to influence motorists’ attitudes, and with your help we can increase seat belt usage and in the end, SAVE LIVES. Please report your citations to the Traffic & Highway Safety Division’s online Mobilization Reporting System by October 31, 2014.

CHILI COOK-OFF As most of you know it is rumored that Firefighters are better at cooking Chili than anyone in the world. I for one as a police officer find that to be just an urban legend!


With that being said, the Trenton Police Department would like your help in challenging local fire department cooks in putting their cooking skills to task. We would love to have you as a participant at the Trenton Police Department’s “Hot Pursuit” Chili Cook Off on Saturday, October 4th, 2014.

PERF/COPS REPORT ON BODY CAMERAS HAS BEEN RELEASED The recent emergence of body-worn cameras has already had an impact on policing, and this impact will only increase as more agencies adopt this technology. The decision to implement body-worn cameras should not be entered into lightly. Once an agency goes down the road of deploying bodyworn cameras—and once the public comes to expect the availability of video records—it will become increasingly difficult to have second thoughts or to scale back a body-worn camera program. 1, 2012 must complete 48 hours of continuing law enforcement education by December 31, 2014. As we have done in the past, POST will contact the Chief Executive Officer of each law enforcement agency by mail after January 1, 2015 to determine if you are in compliance with the continuing law enforcement education training requirement. NEW STRAFFORD CHIEF OF POLICE The Strafford Board of Aldermen voted unanimously to confirm the appointment of Dennis Shook to the position of Chief of Police at the regular Board meeting September 2, 2014. Chief Shook brings 25 years of experience from the Springfield Police Department, having retired earlier this year. He brings the skills of a


metropolitan police department force to a small town police force. He is a graduate of the Strafford R-VI Schools and lives nearby which makes him familiar with the community. Chief Shook will began duty September 8, 2014.
