Superintendent’s Report Retirement and Many Thanks

With my pending retirement as superintendent on August 24th of this year, I want to extend my sincere “thanks” to all within the St. Charles community. It has been a fast and enjoyable 7 years serving the students, staff, school board, and community as superintendent. The time has flown by and it just seems like yesterday that Sue and I were trying to find a place to live. We are grateful and wish the next superintendent and the school district all the best as a new chapter unfolds. There are many great things about the St. Charles Schools. Keep pushing forward and telling our story of how we involve and challenge every student to achieve in St. Charles. It’s a winning formula for producing active, engaged, and successful young adults.

Ag2School is Back--- An Opportunity for the St. Charles Community and Schools

Last Day of School for Students - Now

Friday, June 2nd

With major maintenance work scheduled for the high school this summer, the school board decided at the February board meeting, to end school for all students on Friday, June 2nd this year. This change would allow the general contractor to start on Monday, June 5th. The high school will get a new heating and indoor air quality (ventilation and de-humidification) systems. All of this work is scheduled to be completed by the end of August. The district thanks everyone for their flexibility with this scheduling change.

The legislature and Governor Dayton are again talking about the 40% tax credit that would be extended to reduce current and future property taxes tied into school bond levies and agricultural land. For St. Charles, the tax relief projection is estimated to total $127,561 for agriculture land owners within the district. On a farm level, for a $1M homesteaded agricultural piece of land, the debt tax would be reduced from $584.66 to $350.80, and a savings of $233.86. This proposal was part of the tax bill last session that got stalled at the very end of the 2016 session. It has been resurrected and again seems to have strong support. I am asking for your help to put it over the top this time. Everyone in St. Paul, the legislators and governor’s office, measures the importance of issues and bills by the number of positive contacts they receive from people like you and me. If they are constantly hearing from ordinary citizens about the need for legislation to become law, they are more likely to make it happen. We need you, your neighbors, and your friends within the district, to e-mail, call, or write letters to these legislators and Governor Dayton in support of the Ag2School bill. Please reach out with multiple short and positive communications to these legislators and Governor Dayton. If you have any questions, please contact me at school, 932-4420.

St. Charles One Act Play “The Other Room” directed by Jack W alterman The students told a very important story about difference; not disability. Autism is difficult to comprehend but the cast took on the challenge with an open mind and a maturity that created a beautifully humanized production. “The Other Room” placed 2nd at Conference and Sub-section competitions, which earned the team a trip to Section Competition. Although the team did not earn a trip to state, at Sections, they captured the hearts of the audience and received a standing ovation!

Congratulations to the dedicated and passionate cast and crew of the One Act Team! L - Label your answers or look for proofs in the passage and underline it. A - Always check your work! X - X-out answers that you know are wrong. Think…POSITIVE! The St. Charles Dance Team had a very successful weekend at the Minnesota High School Dance Tournament. On Friday (2/17), they competed in the jazz division. They had a great fan base which included family, friends, and students. Over 100 students rode the fan buses provided by the school to support the team! The girls placed in the top 6 during the preliminary competition and moved on to finals that evening. They had another outstanding performance during finals and placed 4th overall in the jazz competition. This is a school record for the dance team. On Saturday (2/18), the high kick competition began and the girls did well with their performance. Again, they had an excellent fan base with over 100 family members and friends in the reserved section and many more in the general admission area, cheering them on. The high kick competition is very tough and although the girls did not advance to finals they walked off the state floor feeling confident and proud of their performance. This was a wonderful and successful dance season!

Craig Walz, a teacher and math league coach from St. Charles, died tragically in an accident in the Boundary Waters Canoe Area doing something he loved with people he loved. Craig found joy in everything he did. Whether he was working through difficult math problems, helping struggling students, dealing with conflict, he always found the positive in it and persevered. We have created the "Craig Walz Mathematicians in Pursuit of Excellence Award." This award goes to one senior high math league member from each school who exemplifies grit, passion, curiosity, teamwork, and a constant desire to be their best. ST. CHARLES ELEMENTARY 2017 SPRING TESTING The St. Charles Public Schools continually assesses student performance to provide parents and staff with the data needed to make informed instructional and educational decisions. We use different measures to chart your child's and our district's educational progress. Several assessments are given district-wide. However, these types of measures do not always paint the entire picture. Every day, teachers observe and use classroom evaluations that also help us more fully understand your child's academic strengths and weaknesses. The Minnesota Comprehensive Assessment (MCA) is one measure the district uses to measure educational progress in our district / school and is used to meet the state and federal requirements. These state tests are given to students in a district once a year, based on their grade level and subject area. The dates students will be taking the MCA at St. Charles Elementary are listed below by teacher.

What happens at ECS? Children participate in an evaluation of their speech, language, social and emotional development, hearing, vision, height, and weight. Immunizations and health history will also be discussed. This is also an opportunity to learn about resources and programs in our community. When should my child attend screening? Children are eligible to participate in ECS after they turn three years of age. We encourage parents to have their children screened as early as possible. Why does my child have to be screened? The goal of ECS is to identify needs that may require special attention before a child enters school. Minnesota law requires that all children have a health and developmental screening completed before school entrance. Please contact Justine Reinhardt at 932-4910 Ext. 2109 or email jreinhardt@schs.k12.mn.us to schedule your appointment. When registering, please indicate if you will need an interpreter. We are looking forward to meeting you and your child at Early Childhood Screening!

A few activities that students had the opportunity to participate in were decorating their classroom doors, designing a bookmark, Friday dress up days, and World Read Aloud Day on February 16th. It is important that students read at least twenty minutes every day to help improve their vocabulary and their overall performance in school. Elementary Student Supports (2016-17) St. Charles Elementary School provides a variety of student supports for the children in our school. We str ive to pr ovide all students with the suppor t they need to feel successful and meet grade level standards. Here are a number of those supports: Title I: Title I works to increase student achievement and provide small group instruction for literacy and math. Our goal is to help students reach grade level expectations in reading and math. All students are given benchmark assessments 3 times per year to determine who qualifies for Title I services. About 25% of students receive Title I help in one or more subjects. Title I service times varies by grade level but ranges from 30 to 60 minutes a day. Reading and Math Corps: This program is targeted to students who fall just below grade level expectations and are at risk for not meeting end of the year grade level expectations. Students in grades K-3 have access to Minnesota Reading Corps. Students in grades 4-6 have access to Minnesota Math Corps. We have 2 Reading Corps. and 1 Math Corps. tutors this school year. About 15% of the students in our school receive these services. Orton-Gillingham: Orton-Gillingham tutoring is provided for students in grades 1 and 2, who qualify though our Title I program. It is an approach intended for use with students who have difficulty with reading, spelling, and writing. Students who qualify for Orton Gillingham receive tutoring 30 minutes a day in a small group setting. We serve about 25 students each year in this program. RTI (Response to Intervention): Students in K-6 who are referred by their teacher and qualify for specialized instruction have access to RTI services. These services focus on grade level skills that students need additional practice in to meet grade level standards. Students are tiered into ability level groups based on the classroom and benchmark assessments given. About 20 students each year qualify and receive RTI services. Tutoring and Summer School: After School Tutoring is available for students who qualify. Our current tutoring session runs from January through May. Students in grades 1-3 receive 2 sessions per week from 3-4pm. Students in grades 4-6 receive 2 sessions per week from 3-4:30pm. About 20% of our students attend after school tutoring and/or summer school. Summer School is offered for students in grades 1-6. Special Education: Students in special education both have a disability and are in need of specialized instruction. A comprehensive evaluation, conducted by a team from the public school, evaluates and identifies these students. For every student who needs special education services, the team develops a special document called an Individualized Education Program (IEP). About 12% of our students qualify for Special Education Services English Language Learner (ELL): All new students in Minnesota are screened for English proficiency. Any parent answering a language other than English on the Home Language Questionnaire will have their child tested for school English proficiency. While many children speak English well, they may need additional English help to fully succeed in school. Based on test results, if a child is an English Learner, he/she will receive additional programming to allow him/her to become proficient in English. About 7% of the students are served by the ELL program.
