Members of the Council: Pursuant to Council Rule 47, I have requested that the attached materials be placed upon your desks. The materials are exhibits for Council Bill BL2018-1290, for the property at 300 Rains Avenue in my district that is owned by Metro Nashville Davidson County. This ordinance is on our agenda for 2nd reading on August 27, 2018. Rezoning Request and Public Engagement Process

Thank you for your consideration of this rezoning request. We look forward to the proposed and much needed improvements at the Fairgrounds and remain steadfast in our commitment to maintain and invest in our existing uses. As you know, early in this process we committed to ongoing public and stakeholder input in order to create an optimum campus for all the existing Fairground functions while creating exciting venues for our future in Nashville. In addition to numerous one-on-one and small group meetings over the past year, we held robust discussions with a variety of stakeholders in May facilitated by Nashville Civic Design Center. The meetings included: o Community Outreach o Public Roundtable Workshops o Public Open Design Studios o Neighborhood Meetings o Flea Market Vendors Workshop To continue to provide a direct channel for user input, we established a User Advisory Committee with individuals representing the groups listed below. As suggested during a public workshop, this group will continue to work with Fairgrounds staff and design teams throughout the next several years. Recently, an introductory meeting was held with a follow-up scheduled for mid-September. We will continue to refine this group over the next several weeks. o Flea Market o Speedway o State Fair o Emerging events (new and growing) o Large-scale consumer shows o Small-scale expo events o Indoor sports o Neighbors o Friends of the Fairgrounds Discussions related to fair logistics continue and we are working diligently with the Tennessee State Fair Association and their midway vendor. The Fair Board has committed to working with and welcoming the Tennessee State Fair this year and for years to come. Upon approvals, we will continue to engage our stakeholders throughout the design phase in order to provide the modern, reliable, and efficient facilities and amenities needed to support existing and future events.
