Sioux Lookout council supports call for national inquiry

ioux Lookout Municipal Council has passed a resolution to support a call for a national inquiry into murdered and missing Aboriginal women. Council passed the resolution at their December 17 meeting. The move reverses a decision made by the former council at their November 19 meeting not to support such an inquiry. Brenda Dovick, Executive Director of the NishnawbeGamik Friendship Centre, appeared as a delegation before council prior to their vote. She stated, “I thank the

mayor and council for stepping forward to accept the responsibility of community leadership. I acknowledge the municipal staff present for the good work they do. I also want to offer thanks to the community members who have come out in the interest of supporting the way in which our community is governed. “I decided to come forward and request to speak with you tonight to offer my perspective about violence against Aboriginal women. To introduce the council to the thoughts I want to share tonight, I have handed out a document that describes a strategic framework to address violence against Aboriginal women in our country and

were 925 women and girls in our community who self-identified as Aboriginal. According to the statistics, up to 80 per cent of these individuals, or 740 women and girls, will or have already experienced violence in their lives. “As a representative of the Friendship Centre, I can say that our board supports the strategic framework. We actively promote initiatives which bring public awareness to violence against Aboriginal women. “We would like to acknowledge the support the municipality has shown in the past by allowing us to gather at the town beach and providing fire pits to enable us to include ceremony, as we honour those women who have been lost. “So we know that the caring is there. We know that a few voices don’t make up the majority. We know that when people are educated about an issue, they often change their minds. We also know that good relationship goes a long way and tonight, this is my message. “I want to ask everyone here and in our community, how can we create good relationships in our community to ensure that women and girls who are vulnerable to violence simply because of their ancestry, are honoured for who they are as life givers and keepers of the water. “How can we work together to let other communities know that we will speak out in support of initiatives such as the national inquiry which will provide answers and create pathways to justice and healing, and we will continue to demonstrate this support through our actions. “It is not an easy journey we are embarking on, yet it is an important one. Let us keep this conversation going. These are the words I leave you with tonight.” Councillor Yolaine Kirlew thanked Dovick for having the courage to come forward and speak to this issue. She said Sioux Lookout needs to really begin to talk about the issue of race relations. Mayor Doug Lawrance

stated, “We have to open the discussion.” He said it would be beneficial to start with the community’s youth. He said the dialogue needs to be ongoing. Kirlew said there are times in life when you face challenging decisions. She said deep and meaningful discussion needs to happen around race relations and violence against Aboriginal women in the community. She said the right tools are needed to do so, as is a safe space to hold that meaningful discussion. She continued, people need to be willing to be part of a process that will take time. Kirlew said a decision first, discussion later, way of doing things is not the way to go and asked that more discussion take place in the community before voting on this issue. Councillor Joyce Timpson said, “This is an issue that FN people have shown great selfdetermination in bringing forward and I feel this needs to be supported.” She urged council to support a national inquiry that evening to support Aboriginal women of all ages living in the community and who live in neighbouring communities. Councillor Cal Southall said he agreed with Kirlew that more discussion should take place, however he urged council to vote on the matter that evening. Mayor Lawrance

N E W S informed that he had received a phone call from Nishnawbe Aski Nation (NAN) Deputy Grand Chief Alvin Fiddler who stated he was deeply concerned and disappointed in Sioux Lookout’s lack of support for this issue. Lawrance said council needs to do what is best for the community. He posed as an example having a well-qualified friend applying for a job with a business that works in the oil sands. He said as a friend a person should write them a letter of recommendation to support them because they are a friend regardless of personal opinion on the environmental impact of the oil sands. He urged council to pass the motion that evening. Kirlew again urged council to engage in discussion around the matter first, and then vote. She stated, “Without the discussion first it doesn’t bode well for how relations will be in the future.” Councillor John Bath said he had learned a lot around the issue of murdered and missing Aboriginal women since council defeated its recommendation to support a national inquiry. “This resolution calls for supporting our partners. I have no problem doing that.” He also said more discussion in the community would be a good thing and is needed. Resident Mike

Quince also encouraged more discussion in the community. Community Elder Garnet Angeconeb said he was thankful this discussion is happening. He urged council to support a national inquiry that evening. He said dialogue on the issues of murdered and missing Aboriginal women and race relations is already happening in the community and will continue. He advised that the Truth and Reconciliation Commission would be releasing its report in 2015 and will be calling for more reconciliation. He urged council, “Take a bold step forward and pass this resolution.” Resident Patty Everson also urged council to support the resolution before them. “It’s time to stop being afraid to talk about this in the community,” she said. Resident Susan

Barclay also encouraged council to support the resolution. She said dialogue around race relations has been ongoing in the community for many years, however she agreed with Kirlew more discussion should happen. She urged council to support the friends and neighbours of people in the community. Council then voted that the Municipality of Sioux Lookout support its First Nations community members, neighbours, partners, and friends in their call for a national inquiry into missing and murdered Aboriginal women; and further that the resolution be distributed to First Nations and First Nations agencies, including, but not limited to, the following: Sioux Lookout NishnawbeGamik Friendship Centre; Nishnawbe Aski Nation; Sioux Lookout Zone

Chiefs; Ogichidaa Warren White; NAN Executive Council; NAN Women’s Council; Sioux Lookout Zone Tribal Councils; Equay Wuk Women’s Group; and Friendship Accord Partners for their use. The resolution council passed differed from the one that past council defeated on November 19 which was that the Municipality of Sioux Lookout requests that the Government of Canada conduct a national inquiry into murdered and missing Aboriginal women; and that this resolution be circulated to all municipalities in the Kenora District, the Kenora District Municipal Association (KDMA), the Northwestern Ontario Municipal Association (NOMA), and the Federation of Canadian Municipalities (FCM) with a request for support for this resolution.

Sioux Lookout genealogy and history The Sioux Lookout Genealogy Society is now expanding its mandate to include historical aspects of Sioux Lookout. I am sure you are aware that genealogy and history are closely related. In the past years we have been fulfilling a historical function that we wish to continue. We have digitized the tax rolls of the municipality, offered spirit walks of the pioneers during the Blueberry Festival, worked to establish the Sioux Lookout Museum,

and worked on the paper archives of the town. This year we researched the exploits of several of the veterans of World War I who are buried in our local cemetery. We also answer and research for people searching information on former Sioux Lookout residents. We are considering several projects that would involve the Tracks Beside the Water books. As you are aware there are no copies of book 1 available. In addition, the company that published the book has since gone out of

business and no more book 1s can be printed. We would like to digitize the book. The library has a copy they are willing to lend us. We will have to take this book apart for this purpose and then restore it to its original condition. We would then make copies of the book available on disk and/or or other medium. Additionally, we understand that there are copies of books 2 and 3 available and we would consider setting up a way to sell them. We have discussed the farmers

market, the Blueberry Festival, the museum, and any craft fairs. If you have any comments about our plans, we would be glad to hear them. Thanks for the bras MOPS and New Life Assembly would like to say thanks to all the ladies in town who donated their bras to the Sioux Lookout Bra Drive. We collected a total of 280 bras and $160 for Free The Girls. All those bras will help support ladies who have been freed from human trafficking, as they sell the bras to generate an income while they go back to school. I

’ve been sitting here for the longest time trying to decide what my last subject should be about. I’ve decided to just write and see what my hands and mind give me. Every day on my way to work I always see this guy sitting

in his wheel chair on the streets. Honestly, it breaks my heart seeing him sit there in the cold. Every time I see him sitting there I ask myself, “I wonder if he’s even had anything to eat today?” “Has he had something warm to drink?”

“Does he have somewhere warm to sleep?” If I had a million dollars or a couple grand, I’d build a shelter, so the people who don’t have anywhere to go, could have somewhere warm to sleep. There would be people there who could help them if they

have any problems. They would be fed before they leave, be fed when they come back, and be given thermos bottles so they could take coffee or tea with them, when they leave for the day. On holidays I would throw them feasts, because no one should be alone

on Christmas or any other holiday. Or be sitting in the streets freezing. On Christmas I would give them a hat, gloves, a jacket, and boots so when they’re out and about they could stay warm. Nowadays you go on the Internet and you see that there are

a lot of people who aren’t doing very good things, and being horrible to one another. Think before you speak because once it’s out you can’t take it back. Treat others how you want to be treated, and forgive those who hurt you. I hope you all have a wonderful holiday.

Out of the Cold Shelter looking for volunteers, donations Tim Brody Associate Editor

T

he Out of the Cold Shelter in Sioux Lookout is in dire need of volunteers. “Our need is extreme. We really need volunteers. We have a very small pool of volunteers right now. We’ll need volunteers through Christmas and after Christmas. It’s an ongoing need,” shared Out of the Cold Shelter executive director Susan Barclay.

She explained, “We generally have community volunteers in the evening from 6 p.m. to 8 or 9 p.m. They generally help in the kitchen with serving the meal and cleaning up and just interacting with the clients and making sure everything is running smoothly. It’s a good way to get your community hours for your Grade 12 diploma or just to give back to your community.” With Christmas right around the corner,

Barclay said she expects demand for the shelter’s food bank service to be high at the end of the month. “People will have used their disposable income to try to make Christmas for their kids and they will have less money in their pockets toward the end of the month. A message to those struggling with addiction...

HOPE and COURAGE makes CHANGING SUBSTANCE ABUSE POSSIBLE When you’re struggling with substance abuse or addiction, thinking about change may come in fleeting moments. Maybe an attempt to stop has been made but you are finding it difficult to stay stopped. “Addiction involves craving for something intensely, loss of control over its use, and continuing involvement with it despite adverse consequences” “Withdrawal refers to physical and psychological symptoms experienced when reducing or discontinuing a substance that the body has become dependent on.” It can seem like an impossible goal to have a drug-free life and to create a new way of living. But no matter how hopeless your situation seems, change is possible. It can take several attempts to quit before finding out what works to stay stopped. With the right treatment, support, as-needed medical assistance, and by addressing reasons why you turned to drugs in the first place, the impossible can become the possible. You can recover from addiction and regain a healthy and productive life. Treatment (i.e. in-patient addiction treatment, medication-assisted treatment such as Suboxone to treat opioid addiction, out-patient counselling, recovery groups etc.) can help teach the necessary skills to cope with cravings, triggers, difficult feelings etc., but can also help you learn how to create a new drug-free way of living. If you are not quite ready to give up your substance use, NEVER GIVE UP. You can still talk to someone about ways to reduce harm to yourself and/or others and put safe practices in place (e.g. accessing a needle distribution program to prevent contraction and spread of blood-borne infections, safe disposal of needles). You can speak of your apprehension about change and how you can move past this. Just recognizing a problem is a HUGE FIRST STEP. Please seek out support from others (e.g. doctor, nurse, counsellor, person in recovery, NNADAP, someone you trust, group/ program) in order to help you figure out next steps as to what to do to protect yourself and others, and how to ensure your recovery is supported. Thanks to the generosity of our donors and the work of our volunteers and staff, the Sioux Lookout Meno Ya Win Health Centre Foundation is able to bring quality health care closer to home. Your generous donations assist SLMHC staff and physicians in providing health care to the people of Sioux Lookout and the many First Nation communities in the Sioux Lookout Zone. Over the past year your donations have contributed to the replacement of all IV poles and pumps in the patient care areas, new Holter monitors for cardiopulmonary function testing, and a much more comfortable family chair for palliative care. As well a new Smart TV for the residents at the William A. (Bill) George Extended Facility was purchased to use for their karaoke evenings, other games and for watching their programs. This just highlights a few of the items that were purchased. We need more long term care beds to enable our loved ones to remain closer to home and family when they finally need 24-hour care. The foundation has received commitments from organizations and groups to assist in the fund raising for this cause. Please help us get started on this project, while the health centre works on obtaining the approvals for the go-ahead.

The Treasurer is responsible for the implementation of all financial directives, policies, programs, instructions, and decisions of Council. The Treasurer maintains responsibility for all operations and maintenance of the Finance Department and internal financial controls, as well as the direction, control and evaluation of the Finance Department staff. A Professional Accounting designation or equivalent Post-secondary education in the field of Accounting and/or Finance or Public Administration is required for this position. The CMO designation is a preferred qualification. Thorough knowledge and understanding of the Municipal financial context and operating environment is essential. The ideal candidate should possess five years experience as a Municipal Treasurer, or similar function. The Municipality offers a competitive wage and a comprehensive benefits package.

Under the authority and general direction of the Executive Director, the Director of Education; manages the NNEC education program, provides educational leadership and direction to staff, ensures the effective operation of NNEC schools; Wahsa Distance Education Centre, Pelican Falls First Nations High School and Dennis Franklin Cromarty High School, negotiates education agreements with provincial Boards and FN Local Education Authorities, liaises with AANDC, MOE, First Nations’ leaders and organizations, ensures the effective operation of the Pelican Falls Centre, ensures the effective operation of the PFC O&M department, implements NNEC Board direction and performs other related duties.

Reporting to the Manager of Integrated Social Services, the Integrated Services Worker is responsible for collecting and analyzing information from clients and residents to make recommendations for social assistance, early learning and care subsidy, social housing subsidy, and other programs administered by the KDSB. This will include interviewing, meeting, and scheduling appointments with applicants for assistance under the various social services legislation including the Ontario Works Act, Day Nurseries Act, and Housing Services Act. Key responsibilities include: • Ensuring housing applications and documentation is complete to place applicants on waiting list for housing services • Updating client files such as Tenant Application, Rent Geared to Income Information, Housing Wait Lists, Income Test, Income Statements, and applications for benefits • Performing annual reviews as required and reporting results to the Manager • Receiving and responding to general inquiries from applicants, clients, and the public regarding the Board’s programs and services • Accepting reimbursements and cash payments; issuing receipts; making deposits; and sending routine correspondence. • Performing front reception duties as required including daily pick up and distribution of mail. Successful candidates will have: • Demonstrated excellence in customer service and sufficient communication and interpersonal skills in dealing with clients, co-workers, management, and the public and the ability to handle applicant concerns in a tactful, sensitive manner • A high level of ability to use computer and other information technology including specialized software and administrative systems including databases, word processing, spreadsheets, and data input • Strong working knowledge of applicable legislation and acts that fall within the scope of the services • The ability to use judgment in organizing time and prioritizing workload • Demonstrated on-going commitment to the principles and practices of client confidentiality Qualifications will include: • Successful completion of a post-secondary education program in Social Services or similar and two years’ experience in social services. Jewell said the landfill is not currently able to properly store the amount of material it is receiving. ose-Marie Katherine (Reynolds) Daigle at the young age of 68 went peacefully to be with her Lord at her oldest daughter’s home in oshawa, ont., on Sunday, December 14, 2014 in the afternoon.

She was surrounded by the love and care of her family during her courageous battle with treatment for a stage 3 lung cancer. RoseMarie will be dearly missed and is survived by her husband George Daigle and

loving children Katherine, Mary-Ann, Darren and son-inlaws Joseph Cipparrone and Jody Devitt. Granny, AKA – Kokum, will be sadly missed by her 5 grandchildren Justin and Felicia Cipparrone, Cody and Courtney Devitt, and Catherine (Daigle) Fox. Rose-Marie leaves behind her two brothers Bernard and Patrick, and three sisters Anne-Marie, Valerie and JuneMarie to join in heaven her pre-deceased brother Michael and parents Valerie (Bollinger)

Reynolds and Bernard Reynolds of Mississauga, ont. A family celebration of her life will take place on May 30th, 2015. Survived by her siblings iris (Ken) Croft, Donna (Wayne) Tyler, Joan (Glenn) Butcher, Barb (Merv) osmond, Susan (Lloyd) Hughes, John (Mary) Naylor, Vicki (Bruce) McLeod and Karen (Allen) Griswold. Predeceased by her husband Roly Martel, by her parents Henry and Hazel (nee Crawford) Naylor, by her sisters; Annie Dair, Lois Wilson, Gloria Goodhew, Roxanne Naylor, Wilma Edwards, by

her brother Kevin Naylor and is also survived by several nieces and nephews, great nieces and nephews and great great nieces and nephews. Marlene was a longtime member of the Royal Canadian Legion Br# 139 Hudson as well as the ladies auxiliary Br# 78 Sioux Lookout. Marlene taught Public School for many years in Northwestern ontario and was an active member in the community of Hudson on Local Road Board and Local Service Board. Cremation has taken place. Friends will be received at the Brock & Visser Funeral
