acred Heart School will be hosting a community information night October 22 as part of the Northwest Catholic District School Board’s investigation into the feasibility of a French Immersion program at the school. SHS teacher Kristi Hildebrand explained, “The need was identified when a parent came forward to the board and presented to the board that they wanted to establish the program in Sioux Lookout.” She continued, “Our board has a very definite timeline that I’m aware of because what they have decided is that we will have an information night

on October 22 and that is our deadline for gathering parents’ surveys that we have out in the community and really that is our gauge of parent interest. “Following that information evening, a report will be put together by our senior admin staff and that will be presented at the board’s November meeting and the board will make a decision based on that report.” Hildebrand commented on the October 22 information night, “The doors will open at 6 p.m. and between 6 and 6:30 will be an opportunity for parents to view some information, video clips we have of students in the program, the statistics regarding immersion education, See THERE on page 23

1980 - CFS Sioux Lookout: Isolated Yes; Dull - Never CFS Sioux Lookout is a radar site on the Pinetree Line, and a site well deserving the 25 year slogan “Tops on the Pinetree.” As a radar site, its primary function is to act as a second line warning by detecting aircraft. Sioux Lookout is noteworthy because it is one of the few Canadian radar sites which was originally built and operated by the Americans. Since 1978 was the Silver Anniversary of the site, it is only appropriate to present a brief historical outline. In 1952 the United States Air Force formed the 915th Aircraft Control and Warning Squadron. At that time, the new unit was homeless but was destined to be housed somewhere in Canada. Construction for its home site was already underway up in the wilderness of Northwestern Ontario. The fall of 1952 saw the first advance party of the 915th move into their new home, while the spring of 1953 saw the site move into full operational status. The site at that time, as were all the sites, was manual. The Americans were only posted there for six month unaccompanied because it was considered an isolated posting. However, when some servicemen left, they also took a few local girls with them. This created some bad feeling between the young men in the town and station personnel. As well as isolation, another reason for the short posting was that housing then was a problem. There were no PMQs and very few empty houses to be found in town. Today, that situation has improved considerably, since CFS Sioux Lookout now has its own trailer park with 59 trailers, located in town. The situation has improved but not yet been overcome. Even today some members spend their first few months here unaccompanied until housing is available. Despite the early problems, for almost

ten years the 915th performed its duty exceptionally well and earned the slogan Tops on the Pinetree. Then in the fall of 1962, control of the site was handed over to the Royal Canadian Air Force. At the same time, the site was rechristened the 39th Radar Squadron. The site stayed with the RCAF and continued performing well until 1968 when it again changed hands and this time was reborn as Canadian Forces Station Sioux Lookout. Today (1980), CFS Sioux Lookout continues to live up to the fine examples of operational effectiveness set by its predecessors. Presently, Sioux Lookout operates under the control of 23rd NORAD Region Headquarters in Duluth. Its equipment consists of the FPS6B height-finder, one of three Canadian FPS-107 search radars (the other two are at Yorkton and Alsask) and, of course, the necessary Common Digitizer and GATR equipment. CFS Sioux Lookout now has the distinction of being classed as a semi-isolated Station. It deserves its classification, especially when you consider that the population of the two nearest towns add up to about 4000. (The towns have grown considerably since the site was first built 26 years ago). The town of Sioux Lookout is 12 miles from the Station by road; 4 miles as the raven flies. Its population is 3000 plus. That leaves the hamlet of Hudson, about 10 miles down the road from the Station in the other direction. The nearest large town (or more correctly, largish town) is Dryden, which is about an hour’s drive from the base. Sioux Lookout’s nearest point of departure is Winnipeg. One can get there in five hours by car, or in seven hours by train (which can be caught at the bright and early time of 04:00 hours every day). It’s no wonder that when many people hear about their first

tour of duty to CFS Sioux Lookout, they shudder and balk and connive about changing their posting. On the other hand, most exSioux Lookouters are planning and conniving a way to get back. So, what is it that turns these faint-hearts into people who have to be dragged away from the site after repeated extensions? It can’t be the luxuries and conveniences that the town offers because there are very few. The Town of Sioux Lookout is a railroad town, middleclass, and there are more inconveniences than conveniences to be found. It can’t be the promise of higher education that makes people want to stay because the nearest college is located in Thunder Bay. So, what is the attraction at Sioux Lookout? Well, I suppose it’s that Sioux Lookout offers something for just about everyone if they are willing to go out and get involved. Being an isolated small town, Sioux Lookout is almost forced to be selfsupporting and both the town and the Station operate on the principal of self-help. Also, since the PMQs are located in the town, Station personnel have an excellent opportunity to become involved in community affairs. The Station, because it is small, does not offer the usual Forces churches and schools. Instead, dependants have to get out and mingle with the townsfolk. This affords the newcomer a chance to hear about various activities and gives a sense of welcome, since, like most small towns, Sioux Lookout is friendly and is also very receptive toward the military population. There are many different activities to be found in town and there is sure to be at least one military person involved in each. There are projects involving the schools, the churches, Guides and Scouts, the hospitals, work with the handicapped and many more. The town of Sioux Lookout also has its own Recreation Council that controls a wide variety of sports activities, both winter and summer. These include hockey, skating, skiing, summer camps, sailing

and swimming. Just about any sport can be found, as long as there is someone willing to take control and organize it. Finally, last but not least, for the outdoors man, Sioux Lookout is a paradise. The area offers the finest fishing and hunting to be found anywhere in Canada and it’s right outside the door. Fishing is available in both winter and summer with the most common fish caught being pickerel and jackfish. In the fall and winter there is moose hunting and trapping. Some station personnel have become so addicted to the outdoor life that they own their own trap lines and take a month’s leave in winter to work them. As mentioned previously, Sioux Lookout offers very few luxuries; however, it does have all the basics. There are two grade schools, Roman Catholic and Public, as well as one high school in the town. The Anglican, Roman Catholic, United and Baptist churches always welcome new members. In the local stores and businesses, all the necessary basic items can be found to keep body, soul and house together. With the exception of the Hudson’s Bay and Simpsons order houses, and possibly one or two others, all of the businesses are locally owned and operated. One can also find branches of various service and fraternity clubs such as the Rotary, Lions, Mason and Local Order of Moose. Also, the local Legion often holds various community functions in its main hall in town. As well, there is a movie theatre, food take-out place and two or three very good restaurants and bars. Sioux Lookout is also able to outfit anyone for any activity that he would care to participate in from skates to boats. Now, getting back to the Station life, a newcomer could find himself becoming quite involved here very quickly in various projects as well as his primary function. Since the number of personnel is small, everybody ends up doing something. There are mess committees for organizing major functions like Oktoberfest and Winter Carnival; clubs such as

the photography club, auto club and hobby club; station newspaper and many sports events. The station is equipped with a curling rink, gymnasium, bowling alley and ski trail, all operated and maintained by Station personnel. The Station plays in various leagues downtown and competes with other Bases and Stations across Canada. The list of what to do in Sioux Lookout is endless, as it is in most places. However, the difference lies in the visibility of the activities. In Sioux Lookout there are so many things to do and not enough people to do them, whereas on a large Base in a big city there are also a lot of things to do, but more than enough people to do them. I would not hesitate to say that living in an area such as Sioux Lookout can give a person a sense of accomplishment. Things aren’t going to be done unless each individual wants to do it. If someone wants his son to attend Scouts then he may have to be the Scout Leader and if someone else wants a dance at the Winter Carnival then he may have to organize it. There is a good feeling at Sioux Lookout, a closeness among the Station personnel and a rapport between the Station and town. Of course, it’s far from being Utopia. Pockets of resentment exist as they do in any relationship. You’ll also find hardcore sceptics who detest every minute they spend at Sioux Lookout, but these are few and far between. Most people become addicted to life here after only spending a few months. For the most part, you’ll find the majority of those who put down Sioux Lookout have never even been here. And to them it should be said, don’t knock it till you try it and if you do try it, there is a good possibility that you will end up with a hankering to return, many years after you leave Sioux Lookout. The boy who fell from the Super Continental By Frank Rasky Reprinted from The Star Weekly, Toronto December 3, 1966

I

n Sioux Lookout, Ont., they still refer to it as the double miracle. One miracle was the way a two-and-a-halfyear-old boy was flung fifty feet out of the CNR’s No. 1 Super Continental passenger train while it was travelling last September at sixty miles an hour, and yet survived his tumble with a few minor cuts and bruises. The other miracle was the way the divided town-folk forgot their differences and united overnight to search for the lost boy in cold and slashing rain with flashlights and flickering lanterns until they found him alive after a 15-hour hung, huddled in a bed of sweet grass and baby breath weeds near the tracks. Sioux Lookout isn’t much to look at. It’s a lonely little speck on the map of northwestern Ontario, hard by the Manitoba border. Like hundreds of Canadian while-stops, it might be

described as a main street with a railroad station squatting on one end and jack pine stretching out to nowhere on the other end. The town has a population of 2,700. Some are CNR railroaders descended form the Ukrainian, Irish and Italian track-laying crews who first axed a path out of the virgin bush there for the end of steel six decades ago. Some are Ojibway Indians descended from the fierce warriors who once repulsed Sioux marauders in a famous local massacre and who now live docilely in the nearby Lac Seul reservation. Some are of French and Indian descent. Their ancestors paddled voyageur canoes up the mighty English River system but they now sit placidly on the front steps of the Sioux Hotel waiting to serve as guides for American sportsmen come to fish for tiger muskie or prospectors bound for the Pickle Crow gold camps. And some are retired Scottish Gentlemen Adventurers, like Wesley

Houston, who came over from Glasgow in 1930 to pack beaver peltries for the Hudson’s Bay Co. up in Moose Factory at twenty dollars a month, and who now runs an Indian souvenir shop and in the basement cranks out the Sioux Lookout Bulletin, Canada’s only mimeographed daily newspaper. Two signs in the store window of the town’s Hudson’s Bay post typify the Sioux Lookout’s uneasy straddling of the centuries. One announces: “The Bay, Incorporated 2nd May 1670, Furs Purchased For Cash.” Another sign advertises: “New Vista Color TV, So Real You’ll Think You Are There.” Not exactly a raw frontier, the town hosts a 135-man RCAF radar station, a modern fortyfive-bed general hospital, two bush pilot services, two-way-radio taxi cabs that go over gravel roads, a public library and museum, Garnet Czinkota’s streamlined Fairway supermarket, Mel Dalseg’s Mayfair

movie theatre and six-lane Bowladrome, a Canadian Legion Hall, and even a juvenile delinquency problem, recently ameliorated by Mrs. Alice Salem, a dynamic United Church youth counselor, who got 150 teenagers to rebuild a burned out warehouse into a swinging Coffee A-Go-Go Teen Club decorated with “Ban The Bomb” murals. Her husband is town clerk Phil Salem; an articulate intellectual of thirty-seven from Toronto. “To passengers who step off the trains briefly to stretch their legs”, he says, “we’re probably just a sleepy little town. But to people like myself, who’ve settled here and love the blue lakes and wild forests, it’s a constant challenge to generate true community spirit so citizens won’t leave.” Until recently, Salem believes community morale was low. The merchants resented the CNR picketers who joined the national railroad strike last summer and thus prevented tourists from coming to the

town. Laborers were discouraged because the pulp and paper mill long promised for Sioux Lookout had fizzled out. The town’s amalgam of 57 nationalities tended to congregate in their own social units and compete with each other. Adults were denigrating the local youth as irresponsible idlers and the teenagers themselves were split up into camps of whites, Indians and half-breeds. “What the town needed,” says Salem, “was a good shaking up.” That shakeup was supplied by a twenty-oneyear-old mother, Mrs. Faye Tower, clutching a Woolworth shopping bag filled with disposable diapers, who stepped down from the Super Continental onto the Sioux Lookout station platform at 5 p.m. on Monday, Sept. 12. In a distraught voice, she announced, “One of my baby boys is missing. Please help me find him.” To Faye Tower, Sioux Lookout will always remain fixed on her memory’s map as

“Danny’s Lookout”, a point located 1,800 miles from her old home in Amherst N.S., and 963 miles from Edmonton, Alberta. Certainly she had never heard of the outlandish place at 9 o’clock on the previous Saturday night when she had carried her two sons, Danny and twoand-a-half, and Stevey, one-and-a-half; already asleep in their white and yellow pajamas, aboard the train at Amherst and tucked them as well as herself into the train’s lower dormant berth. Her twenty-three yearold husband, Jim, had gone west a month before looking for work. Jim Tower had always been a hard worker. A husky 200-pounder, his big biceps tattooed with a blue crucifix and the word “Mom” that he had needled onto his skin himself, he had quit St. Charles Roman Catholic separate school at sixteen to hoist crates at a grocery store. He had worked himself up to a housepainter. But even at a dollar and a half an hour,

This is really a historic event and a historic day at our school,” enthused Sioux Mountain Public School Principal Michael Boos as the school celebrated the grand opening of its new cultural room on October 7. Elder Ralph Johnson offered a welcoming prayer and told those gathered he was honoured to be part of the special day. Ontario Education Minister Liz Sandals attended the event, along with Keewatin-Patricia District School Board (KPDSB) staff, school staff, students, and community members. “I’m very honoured to be able to participate this morning. It’s wonderful to be here,” Sandals told those gathered in the cultural room. She commented, “I wish to recognize the long history of First Nation and Metis people in Ontario and show respect to them today. I would also like to thank Michael Boos our principal and the Sioux Mountain Public School students, teachers and staff for welcoming me here today. You obviously have a wonderful community here where you are doing a great job with the students. “Over the past year as minister I have had the pleasure of traveling across this great province and meeting with parents, teachers and, of course, students, the most important people, and I’m delighted to be here today. “All of us, no matter

and also some work samples from our students at St. Joseph’s school in Dryden where there is an immersion program.” The idea would be to mirror the St. Joseph’s program at Sacred Heart. “We have actually spoken with the teachers from Dryden just to see what their experience has been like. Following that open house time, at 6:30 p.m. there will be a formal presentation by the staff and I would assume that after that parents will be able to ask any questions that they have,” Hildebrand said. She is hoping the turnout is good. “Speaking as a mother who is interested in the program, I’m certainly hoping that we will gather enough interest so that it is a strong possibility. As a teacher I just need to wait and see what the board decides. At this time they are looking at the program possibly being established as early as the 2015-2016 school year, which would mean next September, so they do have a timeline established and the decision will be made whether or not to move forward,” Hildebrand said. Asked about the number and age of students who might be enrolled in the program, Hildebrand commented, “I think it’s really hard to say because it’s going to depend on the interest. Right now we are still looking at who the interested families are and the ages of the children, so right now I think there is still some flexibility in terms of when the program starts and the age of the children. “So I think those concrete decisions would have to be made, but only once a decision is made as to whether we will proceed. It’s very tentative at this point. They’re still just exploring this and no decisions have been made yet.” Asked why she is interested in the program, she replied, “As a parent I am interested in French Immersion because I

experienced it myself and I found that there have been a lot of benefits from it throughout my life. The research also shows that it is so good for the developing brain. It shows that children who learn a second language will actually become more proficient in their first language as well. Based on what I know about language development and brain development I just can’t see why I wouldn’t want my child to take part in that program.” Commenting further on what a French Immersion program might look like at Sacred Heart, Hildebrand said, “At this point I think they are looking at SK and or Grade 1. I think they are sort of willing to be flexible depending on the parent interest… “Basically, my understanding, not having taught immersion in our board, is that the students spend 50 per cent of their day in a French environment and 50 per cent in an English environment. So often what happens is the French portion will be taught by one teacher and the English portion another. They would obviously have the same instruction in English as students would in an English program so they are not losing any of the quality and instruction in English. “The other subjects, I guess, would be determined by the board and the school, what subjects are taught in which language. The curriculum would be exactly the same. We’re just talking about a difference in language.” Hildebrand said students or their parents don’t already have to be speaking French for students to enter the program if it is greenlit. “I think a common misconception is that students have to have some sort of background or parents have to have some sort of background, but really immersion is for English speaking children who are coming to learn a second language. “I think the teachers obviously understand that, developmentally,

we can’t expect that to happen overnight. I think it would be a gradual process. The support would certainly be put in place for children and parents because we don’t want the parents to feel they are not understanding what’s going on at school. We want the parents to feel that they don’t need to know the language to have their children participate in the program. Immersion is for learning a second language.” Describing how the program would progress, Hildebrand said, “My understanding is that we would introduce the immersion program, if it were to go forward, in one of the youngest grades and the next year it would mean we would have immersion still in that grade so for instance if we started in Senior Kindergarten, it would be in Senior Kindergarten in 20152016 and the following year it would be in Senior Kindergarten and Grade 1 so that the students who started would continue in immersion.” The immersion program would then continue with the students right through Grade 8. H i l d e b r a n d commented, “I think that parent interest will be a big factor in the board’s decision… I just hope that anyone who is interested will come out to the meeting. I hope that people who may have questions about whether or not this would be a good choice for their children will come out and ask those questions. We will be more than happy to answer whatever questions we can and we would certainly provide people with more information if they wanted it.” Marilese Keller, the person who came forward to the board about the program, is a pilot who has lived in Sioux Lookout for 12 years. The Pelican Falls First Nations High School Timberwolves took on the Queen Elizabeth District High School Warriors on October 9. The Warriors won all three match-ups. The QEDHS senior boys volleyball team beat the Timberwolves in three straight sets as did the QEDHS junior boys team. The QEDHS senior girls basketball team defeated the Timberwolves 34-23.
