T

he deterioration of the Sioux Lookout post office steps has been a major concern to patrons who have been inconvenienced by lack of entry spots presently available due to crumbling steps and an ever enlarging sinkhole that has developed on the east side. The problem started last fall and in February of this year the situation got worse. At that time a water main breach necessitated the digging of a large hole to repair it. This, coupled with jack hammering excavation, started a chain reaction that caused some of the steps to turn to rubble. Karen Boyko, retail manager for the post office,

took up the story. “When this occurred, they put the dirt back down and when it started to warm up we got the sinkhole and that filled with water. I called the property managers Jones Lang LaSalle and also Public Works who gave us one barricade to set up because people were breaking the tape which had been set up previously and were getting stuck coming up the stairs. We had people with walkers coming up through the sinkhole.” She continued, “Two weeks ago I called Canada Post Control Centre. It took 24 hours to get the info to them, plus some pictures I had taken. In the first week of June someone from there will

Fourth Avenue South, from Ethel Street to the community mail boxes south of the Bay Street back alley, has been closed off, as well as a portion of the walking path at the Pelican River Bridge near the Travel Information Centre. DELEGATIONS/ PRESENTATIONS Cheryl Maki, Local Authority Services (LAS) – LED Street Lighting Maki informed council of the benefits of LED street lighting such as lower operational costs and better lighting. Municipal Treasurer Henry Wall shared in his report, “The taxes that will be writtenoff under Section 357 are in the amount of $2,418.93, of which $252.96 will be charged back to the appropriate school boards. The total financial impact to the Municipality will be $2,165.97 for the Section 357 applications. The vacancy rebate for property taxes total $268.94; of which $115.65 will be charged back to the appropriate school boards. Second Avenue, Fuller Street Intersection Development Council discussed this matter in closed session, later returning to open session to vote that pending the outcome of the Official Plan Amendment and the Zoning Bylaw Amendment and the expiration of the appeal period of 20 days after notice of approval is given, Municipal staff be directed to proceed with a formal Agreement of Purchase and Sale with White Pine General Contracting (the Developer), in the amount of $120,000 plus HST as applicable, with conditions, including, but not limited to, the Developer being responsible for relocation of the Canada Post boxes; legal fees; transfer costs; and construction will begin by May 30th, 2015; otherwise the property will revert back to the Municipality with a first option to purchase, or other agreement to transfer back to the Municipality, to be registered on title. White Pine General Contracting is operated by John Carnochan and Kevin Labelle. Their proposal to council consisted of one four to five unit attached building to run along Fuller Street and one four to five unit attached building to run along Second Avenue. Carnochan stated at a public meeting on the matter he and Labelle planned for the buildings to be geared to senior living. Some members of the public who attended the meeting wished to know which of the two proposals council received they would be going forward with and questioned why council needed to make the decision in closed session. Municipal Clerk Mary MacKenize explained, “Municipal councils are legislatively required to hold their meetings in Open Session. This is to promote public confidence in the democratic process, and to ensure accountability and transparency. However,

Section 239 of the Municipal Act, 2001, as amended, provides for a few “exceptions” to this principle; one such exception states that a council may close a portion of a meeting to the public to discuss subject matter relating to, “a proposed or pending acquisition or disposition of land by the municipality of local board,” (Sec. 239 (2)(c)). “Given that Council was deliberating on which of the two development proposals it would accept with respect to the Fuller Street/Second Avenue surplus land, and given that these deliberations may have included discussions about sensitive information regarding price and conditions of sale, Council elected to discuss this matter in Closed Session.” She noted that discussions held by council in closed session must return to open session before any final decisions can be made.

The current annual revenue allocation to these services for capital replacement and rehabilitation purposes is $533,000 leaving an annual deficit of $2,323,000. Staff is recommending that the Municipality use Long Term Debt as a funding source as well as relying on funding from other levels of government and work towards achieving fully funded water and sanitary sewer systems by 2028 (within 15 years). In conjunction with the Financial Plan and the AMP, it is recommended that water and sanitary sewer rates and charges be increased 3.5 per cent per year over the next 15 years. The water and sanitary sewer fees collected from users provide the needed operating revenue and long term infrastructure funding for the Municipality for these systems. It is estimated that the increase in rates and charges of 3.5 per cent will generate $74,480 in additional revenue in 2014. T

he first Curbside Swap was introduced to Sioux Lookout in the summer of 2011 by the Municipal Environment Committee and has since become an event that takes place several times per year. Last Saturday was the occasion of the

Spring Curbside Swap. Local residents were able to indulge in some spring cleaning by getting get rid of unwanted items in their households and placing them on the curbside outside their dwellings for interested people to peruse and take away. There was also the opportunity for those seeking particular

items such as furniture to find what they were looking for. Municipal Council member Joyce Timpson is a believer in curbside swaps. “The event can be very social and fun. I enjoy meeting people who come around to pick up things and the opportunity to find items for my own use,” she said.

he Sioux Lookout Lions Club held its annual Purina Walk for Guide Dogs last Sunday, with 11 people, along with their

canine companions, taking advantage of the fine weather to register at a tent set up outside the Travel Information Centre. The activity commenced at MNR water base

NAN Deputy Grand Chief Alvin Fiddler and the NAN Women’s Council were joined by NDP leader Thomas Mulcair, representatives of women’s organizations, First Nations and other political leaders at a press conference on Parliament Hill where they demanded a national public inquiry into

way to honour and respect First Nation Treaty rights, strengthen our communities and improve the lives of all Canadians,” he commented. “We recognize and applaud the response by the Government of Canada and the international community to the recent and tragic abduction of Nigerian schoolgirls, and we look for the same level of commitment to action to investigate the disappearances of Aboriginal women in Canada,” Yesno said. “It is shocking that Aboriginal women are three times more likely to become the target of violence than nonAboriginal women, and that they account for at least eight per cent of homicide victims despite accounting for only four per cent of the female population in Canada.” The Special Rapporteur’s report makes the following recommendations which NAN included in a press release. 1. a comprehensive, national inquiry into missing and murdered Aboriginal women and girls by the federal government; 2. the removal of legal barriers to indigenous self-government and financial support for the development and operation of selfgovernance institutions; 3. enhancement of education opportunities and consultation on outstanding concerns with proposed First Nations education legislation, including funding; and 4. a less adversarial approach by the federal government toward Treaty negotiation and claims processes and a less restrictive interpretation of Aboriginal and Treaty rights. The Special Rapporteur also recommends that resource development should not occur on lands subject to Aboriginal claims without adequate consultation and the free, prior and informed consent in accordance with the Canadian constitution and international human rights standards.

The Community Improvement Plan Incentive Program is designed to revitalize and rehabilitate four project areas within the Municipality: Downtown Sioux Lookout, the Gateway Entrance into Sioux Lookout, Hudson, and the Sioux Lookout Municipal Airport. The Community Improvement Plan will support the continued growth and success of retail businesses, the development of residential areas, and the improvement of residential and commercial properties by providing financial incentives. Applicants are invited to complete the Community Improvement Plan Incentive Program Application Form, which will be available on the Municipal website (http://www.siouxlookout.ca/en/invest-grow/community-improvement-plan.asp) and at the Municipal office, beginning May 19, 2014. The deadline for receipt of applications is Friday, June 20, 2014 at 2:00 p.m. Applications received after that time will be deemed ineligible. ishnawb e Aski Police Service (NAPS) and Anishinabek Police Service (APS) sent representatives to Ottawa recently to expose what they are calling “underhanded negotiating tactics on policing agreements by the Government of Canada.” “With police services on the brink of not being able to meet payroll, the Government of Canada has pedaled bogus agreements to get First Nations to agree that the federal government is no longer responsible

for Aboriginal policing,” said Nishnawbe Aski Nation Deputy Grand Chief Alvin Fiddler who holds the justice portfolio at NAN. “The federal government has used underhanded tactics and bad faith negotiations and has deliberately promoted long-term agreement templates to First Nation police services across the country that will perpetuate the very problems highlighted by the Auditor General.” A recent report released by the Auditor General concluded that First Nation communities in Ontario do not receive

the same level of policing that rest of the province does. The police forces state in a press release, “The report concludes that First Nation police services lack the protection of a legislative framework like other police services; the program is not accessible or transparent to First Nations; there is no meaningful input by First Nations into the negotiation of policing agreements; and First Nations are constantly presented with final agreements and told they would not receive funding unless

they sign.” “The federal minister simply refuses to meet and his closed-door policy is insulting and disrespectful of First Nations,” commented Doug Chevrier, Chairperson of the Police Governing Authority for the Anishinabek Police Service. “Had the Government of Ontario not stepped in to support us our service would not have been able to continue operating during this negotiation process, leaving our officers abandoned and the lives of our community members in jeopardy.”

First Nation police services are not governed by legislation, unlike other policing institutions in Canada. The police services clarified, “NAPS and APS are not mandated police services, but are funded as programs

Golf season in full swing at Sioux Lookout Golf & Curling Club Tim Brody Associate Editor

T

he Sioux Lookout Golf and Curling Club (SLGCC) is open for the season. The nine-hole course opened on May 18. Club Manager Gus MacLellan shared, “Once the snow left the guys had a lot of work to do but they did a great job and within a week or two we were able to open.” MacLellan said the course came through the winter well. “I think our greens are in better condition than we finished last fall.” Since opening, a steady stream of golfers has taken to the course. Thirty golfers took part in the first mens twilight of the season last Wednesday evening Ladies twilights will be taking place on Tuesdays and mixed twilights will now be taking place on Saturday afternoons. The club’s restaurant recently opened for business. “Our first really big event is the Bearskin Airlines Charity Golf Classic on June 26. We also have the mens and ladies Blueberry events in August, along with our junior and mixed Blueberry events. Our club championships

will be later in August,” MacLellan stated. Club memberships are available and the club is looking to grow its membership. “We just want people to come out and enjoy themselves. Take a walk. Enjoy the course, which is in great shape this year. We also want to invite groups and organizations to book with us,” he concluded. The SLGCC can be reached at 737-1800.

Motorcyclists make first official run of the season

pproximately 50 motorcyclists rode to Mill’s Creek on May 17, taking part in the Sioux Lookout Harley Owners Group (HOG) annual spring spawning run. Chapter Director Rick Jaworski said it was a great time. “We’ve had riders come out of all different ages and all different kinds of bikes. The more the merrier. It’s our first ride of the year and we’re hoping people realize there are motorcycles on the road. May is Motorcycle Safety Awareness Month so we’re trying to be as visible as possible.” Jaworski has set up a display where he works

at Aztak Auto promoting the month and he urges people “take a sec and double check” for motorcyclists sharing the road. Jaworski said that even though the group is called the Harley Owners Group, all riders and bikes are welcome. “We’ll be doing a few more events this year such as our Show and Shine during the Blueberry Festival, and Toys for Tots run. We’re trying to get the public to drop off non-perishable goods and toys at the Friendship Centre this year.” Riders had a beautiful warm day on May 17 and Jaworski said that, along with the long winter, brought a lot of

people out for the event, including some riders from Dryden. Reflecting back, he shared, “Really, the original plan was I had never been out here before. My first trip was 10 years ago when we first started and I thought gee, sometimes you miss out on some really cool things in your own backyard. I had a few people out here today who said they had never been out here before. It’s just a great reason to get out and enjoy the roads we have around the area.” The spawning run is also an opportunity for motorcyclists to meet other riders and show off their bikes.
