TRINIDAD AND TOBAGO'S NEW WATER TAXIS NEED NOT BE SOLD The new Minister of Works and Transport, the Honourable Jack Austin Warner has recently announced that he is seriously giving thought to divesting at least two (2) of our brand new Austal designed and built forty-one metre (41M) water-taxis already named “PARIA BULLET”, “TRINI FLASH”, “CALYPSO SPRINTER” and “CARNIVAL RUNNER”. This desire to want to sell-off “surplus” state assets that are “unable to pay for themselves” may be considered good thinking on his part.

The People’s Partnership Government inherited the previous administration’s business model of acquiring foreign used and/or new vessels with “built-in” maintenance contracts, some for as long as five (5) years, with foreign-based marine service providers, as is the case with the six (6) Trinidad and Tobago Offshore Patrol Craft (OPC). According to what has been previously stated by the Honourable Minister of Works and Transport and mentioned in the media, the maintenance cost alone for these four new water-taxis amount to some sixty-nine million dollars (TT$69 million), per year. Normally, as is the case with new automotive vehicles, very little maintenance is required within the first few years of operation, with the exception of routine air/oil filter changes, engine and hydraulic oil changes, lubrication of bearings, usually Page 3 of 25

undertaken after a fixed scheduled number of running hours. As a matter of information, the sale of new marine vessels, normally carry a standard one (1) year shipyard manufacturer’s warranty, which would normally cover both major and minor components, ranging from engine propulsion units to navigational equipment. In the last three (3) years, the previous administration had outsourced the purchase, maintenance and operational aspects of all of our passenger vessels to foreign entities. Examples of these contracts can be seen with the maintenance and operation of the three (3) used Hydrocruisers (existing water-taxis fleet) which is presently undertaken by Hornblower Global Maritime, Inc. (USA), the used twin INCAT inter-island fast ferries to Bay Ferries Management Limited (CANADA) and the most recent contract for the new water-taxis given to Austal Limited (AUSTRALIA). This foreign outsourcing model will invariably lead to an enormous imbalance between local revenues earned and expenditures paid-out in valuable foreign exchange, related to the operational and maintenance costs of our local passenger fleet. As a developing country with a new administration intent on diversifying our economy from the energy sector, we all have to start to think even more creatively and look at new opportunities, as they arise.

So, from a purely economic standpoint, the new Minister cannot be faulted for wanting to divest these unproductive assets. However, there may be viable alternatives. For example, these new “surplus” water-taxis can be used to transport tourists from visiting cruise liners that dock at the port of Port of Spain and from those staying at the newly built waterfront Hyatt Regency Trinidad and the nearby Crowne Plaza hotel to Maracas Bay. Local residents will also appreciate driving to our capital cities of Port of Spain, San Fernando and soon-to-be Chaguanas, on weekends and public holidays enjoying the scenic water-taxi ride along the north coast of Trinidad, to and from our beautiful bathing beaches. With the government owned water-taxi car parking facility available nearby, this can easily provide a convenient meeting point for our population, who will prefer to park their vehicles in a safe and secure facility, rather than to drive for several hours in slow moving traffic to and from the main beaches with their families, as is very common during national holidays. Likewise, the new water-taxis with their two levels of aircraft type seating accommodation can be utilized to offer a similar air-conditioned “tourist-like” experience to our world famous Caroni Swamp, via the Gulf of Paria sea route. The use of these environmentally friendly water-taxis with their large panoramic tinted windows and silent Kamewa waterjets should go well with environmentalists and the visiting scarlet ibis, including the aquatic wildlife. The People’s Partnership manifesto promises not only to diversify our economy, but to also develop the maritime industry, which should include the development of our local vessel repair and maintenance capabilities. TANK CLEANING CHEMICALS TO MEET NEW IMO REGULATIONS The IMO is changing regulations in order to cut down on the number of chemicals on their list of approved tank cleaning products. Wilhelmsen Ships Service has accumulated useful knowledge over many decades through being confronted daily with a variety of problems associated with tank cleaning. Access to this vast experience can be made available to you through dealing with our trained professionals in our global network. Tank cleaning is a vital factor governing the success of ships’ operations. Ship owners and traders recognize the importance of efficient tank cleaning products and procedures to improve ship management efficiency, reduce operational costs and promote safety at sea. Annex II of the International Maritime Organisation (IMO) MARPOL 73/78 regulations relates to the discharge of Noxious Liquid Substances and will present challenges to ship owners and traders, by placing restrictions on the types of cleaning additives allowed in tank washing operations. The International Maritime Organisation (IMO) MARPOL 73/78 ANNEX II regulates the discharge of Noxious Liquid Substances and the use of chemicals that are used for tank cleaning purposes. IMO has changed the approval criteria for tank-cleaning chemicals. For future products no perfume or colouring agents will be allowed in tank-cleaning chemicals that will be discharged to sea inside the shore limits as listed in the MARPOL 73/78 ANNEX II .All tank-cleaning products approved to MEPC./Circ.363 prior to January 1, 2007 need to be re-evaluated based on criteria outlined in MEPC1/Circ. 590. All IMO approved products evaluated through MEPC./Circ.363 before 1 January 2007 ceased to be valid on August 1, 2010. The new and revised regulation MEPC 2 /Circ.15 came into force on this date. All cleaning additives evaluated and found to meet the requirements of paragraph 13.5.2 of Annex II of MARPOL 73/78 are consolidated into annex 10 of the MEPC.2/Circular 15. Wilhelmsen Ships Service with its Unitor Chemical tank cleaning product range is in full compliance with paragraph 13.5.2 of Annex II of MARPOL 73/78 and all of our products are listed accordingly in MEPC 2 / Circ.15 annex 10. AMELS SELLS 67 M SEA AXE FAST YACHT SUPPORT VESSEL The successful sale of the first SEA AXE 6711 shows that superyacht owners are looking for higher quality, high-speed support ships

SEA AXE 6711, a 67-metre Fast Yacht Support vessel.

AMELS has sold the first SEA AXE 6711, a 67-metre Fast Yacht Support vessel. The vessel will be built by Damen Shipyards and is the largest vessel in the SEA AXE range. The SEA AXE 6711 boasts 360 square metres of exterior deck space and 140 square metres of interior deck space, and will comfortably accommodate up to 21 crew and staff. Due for delivery in Spring 2012, the SEA AXE 6711 is being customised according to the requirements of the client, the owner of a large luxury superyacht. For example the deck will be fitted with a helipad fully certified to M.C.A. LY2 (large yacht code), capable of supporting a large helicopter with maximum take-off weight of 5000kg. Aside from its sheer size and load-carrying capacity, a number of characteristics marks out the SEA AXE 6711 as very different from most vessels in the yacht support market. The patented AXE BOW * makes the vessel much less prone to slamming in big waves, and makes it possible to drive the boat fast in even the most adverse sea conditions. Different engine configurations are available, but if speed is of the essence, then the SEA AXE 6711 is capable of delivering up to 25 knots of boat speed. The other aspect of the SEA AXE that differs significantly from most yacht support vessels is in the attention to detail and level of finish. The SEA AXE can be faired and painted to yacht standard, and in the case of this first order of the SEA AXE 6711, the deck will also be finished in Bolidt artificial teak. Combined with the sleek and purposeful design of the SEA AXE hull, these aesthetic features make this a vessel worthy of accompanying luxury superyachts on their travels. The interior also receives the same attention to detail, with SEA AXE cabins

decorated and furnished to the equivalent standard of the crew quarters of an AMELS luxury yacht. As owners become ever more adventurous and inventive with the way they use their superyachts, so the need for a reliable Fast Yacht Support vessel increases. AMELS managing director Rob Luijendijk commented: “The SEA AXE 6711 is not only very large, but very versatile in her capacity to serve the mother ship. She can operate as a scout vessel for anchorages and suitable sites for fishing and diving expeditions, for example, and the seakeeping qualities of the AXE BOW contribute to a stable platform for safe helicopter take-off and landing. BRAZIL SHIPBUILDER OSX GETS $420 MILLION IN FINANCING Brazilian shipbuilding start-up OSX OSXP3.SA has obtained $420 million in financing to buy its first oil production platform from a foreign supplier, an OSX director said in an interview on August 18, 2010. OSX, which is owned by Brazilian billionaire magnate Eike Batista, launched an initial public offering earlier this year but still has not built its shipyards and expects it will need to buy the first two platforms from other shipbuilders. Roberto Monteiro, finance and investor relations director for OSX, said the financing would be provided by a syndicate of banks led by Norway's DVB Bank which also includes ING, Santander, Credit Agricole and ABN. "We're going to sign (the deal) here in Rio ... in September," he said. OSX plans to supply a total of 48 platforms for Batista's oil and gas startup company OGX, which has made repeated crude discoveries off the coast of Rio de Janeiro but is not scheduled to produce its first oil until next year. The first platform has an estimated cost of $600 million with a production capacity of 100,000 barrels per day and will be used in the offshore Campos Basin, Monteiro said. The company is planning to hold a bidding round for the second platform. It has not yet made a final decision about where it will build the shipyards, but is evaluating possible locations in Rio de Janeiro and in the state of Santa Catarina. Brazil is seeking to develop its shipbuilding industry to spur local economies and ensure oil revenues from vast offshore deposits can be channelled into economic development. The country will spend tens of billions of dollars in the coming years to build deepwater drilling rigs and offshore production platforms that can pump oil from reserves deep below the ocean's surface under a thick layer of salt, a region known as the subsalt. Some critics say relying on domestic shipbuilding risks boosting the cost of the oil projects and possibly delaying them if new companies are unable to deliver equipment on schedule.

HISTORIC SEA ROUTE OPENS THROUGH THE ARCTIC TO CHINA For the first time ever, a bulk carrier with non-Russian flag is using the Northern Sea Route as a transit trade lane, when transporting iron ore from the Northern part of Norway to China via Arctic and Russian waters.

The historic transit is a full one third shorter than traditional shipping routes and will save time, fuel and CO2 – as well as opening up new business opportunities for the mining and shipping industries. A strong Nordic-Russian partnership is behind this business adventure. The international shipping industry will witness a historic event, when the vessel departs from the port of Kirkenes in Northern Norway in early September. One of the world’s few modern heavy ice-class bulk carriers MV “Nordic Barents” will carry a cargo of iron ore via the Northern Sea Route through Arctic and Russian waters to China. The ship will load 41,000 tons before setting course for China. Nordic Bulk Carriers and Tschudi Shipping Company, working with Russian maritime authorities, are the leading pioneers behind the historic voyage. Page 13 of 25

The Northern Sea Route can be of great importance for the companies in northern Scandinavia and on the Kola Peninsula which ship oil, gas, minerals and other raw materials to the increasingly important Asian markets.”

Strong business potential The Northern Sea Route to China across the Arctic is shorter than routes through the Suez Canal. According to the partners, the route has the potential to generate significant savings for both cargo and ship owners, and in addition during this voyage there is no threat of piracy. Managing director in Nordic Bulk, Christian Bonfils, explains. “The Northern Sea Route shortens the distance to China by more than one third,” he says. “This results in a significant reduction in fuel consumption and transportation time – and it also means much lower CO2 emissions. The fuels savings alone add up to approximately US$180,000. Not only does this route open up opportunities for the mining industry, but also for Nordic Bulk Carriers; we are specialized in operating ice classed bulk carriers, and when we entered into a strategic cooperation with the owners of these specialized ships we quickly saw the unique potential of the ships. Important cooperation with Russia Russian authorities have given the project their first-ever approval for a foreign flagged vessel to ship a cargo in transit through Russian waters to China. “This is an historic moment. In addition to opening a shorter pathway to China, the route will further strengthen the important cooperation between the Nordic countries and Russia. We will hopefully see new shipping and trade opportunities in this very important region,” says Kristin Omholt-Jensen, Managing Director of the Centre for High North Logistics, an international non profit organisation focusing on developing transport solutions for the High North. Russian icebreakers operated by Rosatomflot will escort MV “Nordic Barents” on its journey. Nordic navigation takes a historical step The voyage across the Arctic opens another chapter in the proud tradition of Nordic navigation. “We will follow the MV “Nordic Barents” expedition closely and with great interest. In addition to the business potential of the Northern Sea Route, this expedition once again emphasizes the strength, quality and long history of the Nordic maritime traditions. We are of course also very proud that a Danish company is one of the pioneers behind this voyage of discovery,” says Jan Fritz Hansen, vice president of the Danish Shipowners’ Association. The trip across the Arctic is a challenging task that requires great experience and navigational skills. In cooperation with the Russians, the expedition will help build critical expertise and experience in navigating these demanding waters. A unique vessel for a historical trip It takes more than an average ship to sail the Northern Sea Route. In fact, there are only a few vessels which can handle the task. “MV Nordic Barents is a so called Ice Class 1A ship,” explains Christian Bonfils, managing director at Nordic Bulk, the ship’s commercial operator. “This is the highest conventional ice-class, and it was the only ship classification that the Russian authorities would allow to perform this transit.” The parties estimate that the Northern Sea Route will be open for transit voyages for two to four months per year during the early autumn. ********************

AUSTRALIA: LABOUR PLAN TO REVITALISE DOMESTIC SHIPPING Australian Federal Transport Minister Anthony Albanese has announced policies to reduce costs for the domestic shipping industry through a more favourable tax regime and measures to reinforce Australia’s maritime skills base. Ahead of the August 21 Federal Election, the Labour Party policy has won support from the Australia Maritime Union, the Australian Shipowners Association (ASA), which includes large corporations such as BHP Billiton and Rio Tinto, and Shipping Australia (SAL).

Mr. Albanese has said that if he is re-elected Australian companies using Australian-registered ships will be able to pay a new tonnage tax (a low flat tax based on the weight of the vessel) or remain with the current tax regime, which will be bolstered through accelerated depreciation arrangements. The taxes would bring Australia into line with the United States, the United Kingdom, France, Germany and other nations. “This will help Australian businesses to own and operate ships from Australia on a competitive basis,” said Executive Director of the ASA, Teresa Hatch. Shipping Australia CEO, Llew Russel supports the direction of these reforms, but remains more sceptical on their implementation. “How will the proposed tonnage tax system work in practice and what is an Australian international shipping register?,” he questioned. In 2008, more than 834 million tonnes of international cargo moved across Australian wharves on 4,000 ships and currently there are only 30 Australian registered major trading ships – down from 55 ships in 1995. Foreign-manned ships carry at least 30 percent of domestic freight in Australia, according to the ASA. “The policy package has the potential to reverse the decline of Australian shipping and improve Australia's international competitiveness,” said MUA National Secretary Paddy Crumlin. The Government would also make changes to income tax arrangements for Australianresident international seafarers to remove disincentives for companies employing Australians, Page 17 of 25

and establish a Maritime Workforce Development Forum of industry, unions and education providers to increase access to maritime training. In addition, the policy includes the establishment of an Australian International Shipping Register, which would remove listed vessels from restrictions, such as being able to hire foreign crew. These measures have been assessed as having a cost to revenue of AU$41.5 million (US$37.28 million) over the forward estimates and a departmental cost for implementation of AU$8.0 million (US$7.19 million) over the forward estimates. ********************

Along with his close friend and confidant Stephan Maturin (Paul Bettany) who also happens to be the ship's surgeon, Aubrey is now faced with the choice of retreating to England and admitting defeat or remaining at the Acheron's mercy. Aubrey must now do the impossible if he is to survive, repair his ship, catch up to his enemy and defeat the “Acheron” somehow. INTERNATIONAL NEWS New orders for Chinese Shipbuilders grow 420% - August 25, 2010 The total volume of new orders for China's shipbuilding enterprises leaped 420 percent year on year to 33.3 million deadweight tons in the first seven months of 2010, the Shanghai Securities Journal reported. The July figure was 9.54 million deadweight tons, the highest monthly figure since the global financial crisis, citing a report issued by the China Association of the National Shipbuilding Industry. According to the report, Chinese shipbuilding companies built 35.2 million deadweight tons of ships in the first half of 2010, up 87.4 percent year on year. Industrial output at the nation's 2,025 large shipbuilding enterprises expanded 22.7 percent year on year to 371.3 billion Yuan ($54.8 billion) in the first seven months. However, the growth rate was 10.9 percentage points lower than that in the same period last year.

Largest Deep-Sea drill ship under construction in PROC - August 23, 2010 Construction of the world's largest deep-water oil drilling vessel has started in northeast China's Liaoning Province. Under a contract signed with Germany's Deutsche Verkehrs-Bank (DVB), COSCO Dalian Shipyard Co. Ltd. is building the "Dalian Pioneer" in Dalian City. "The vessel will cost more than US$500 million and will be the first deep-water drilling vessel built by China," said Wang Xingru, general manager of COSCO Dalian. Construction is expected to be completed in 2012, he said. With a hull size of 952 feet long by 164 feet wide , the vessel is designed to hold up to one million barrels of crude oil. The vessel will drill oil wells in international oilfields with a high level of efficiency and safety. The vessel will work in waters of up to 10,000 feet in depth and can drill to depths of over 30,000 feet.

GoRTT sells MF “Panorama” to Greek Shipping Company - August 21, 2010 The Government of the Republic of Trinidad and Tobago has sold the inter-island ferry MF “Panorama” (built 1987) by Martin Jensen GmbH. to European Navigation, Inc. This vessel was lying idle at the port of Port-of-Spain for the past five years. The popular ferry, which was used to transport passengers, vehicles and cargo to and from Trinidad and Tobago, was purchased by the National Alliance for Reconstruction (NAR) government for $114 million. The new owner has a crew on-board repairing the vessel to take it back to Greece, to be used as a ferry once again. In March 2010, the company came to Trinidad to negotiate a sale price for the boat, which fell flat. Two weeks ago they returned and were able to seal the deal. Construction of shipbuilding facility started in Vietnam - August 20, 2010 On August 19, 2010 the signing ceremony for the start of construction of the new shipbuilding facility of Damen Vinashin Shipyard in Haiphong, Vietnam took place in the head offices of the Vietnam Shipbuilding Industry Group (Vinashin) in Hanoi. Mr. Nguyen Duy Hung, Vice Operations Director of Song Cam Shipyard signed together with Mr. Erik van der Noordaa, Chief Operations Officer of the Damen Shipyards Group in The Netherlands. Song Cam Shipyard has been allocated by Vinashin to act as the local partner in the construction and operation of the new shipyard which is a joint venture between Vinashin and Damen. Completion of the first phase of the project is planned for February 2012. In the first phase the shipyard will concentrate on the outfitting, under cover, of hulls built by Song Cam Shipyard. Capacity is approximately twelve vessels per year, all current orders are for export. Facilities in the first phase include a Syncrolift of 2,500 ton capacity, an outfitting hall of 80 metre by 40 metre and various workshops and offices. In the second phase of the five year plan the capacity will be increased to maximum 30 tugs, workboats and high speed craft per year in a dedicated outfitting hall of 160 metre by 150 metre. Sufficient room is available on the 42 hectare site for the construction of hulls as well as for sub-contractors and suppliers in the final phase of the five year plan.

Largest Container Ship docks in the Port of Port of Spain - August 7, 2010 The “CMA CGM Orca” (built 2006) by Hyundai Samho stood majestically at the port of Port-of-Spain in all its blue radiance, as port workers quickly disembarked some 350 twenty foot containers, which travelled from the Far East to Trinidad. When stacked high with containers, it can rival the height of the Hyatt Regency Trinidad hotel, but this is not the most impressive fact. The vessel is one of the longest containerships able to transit the existing Panama Canal and stretches the length of over three FIFA soccer fields (294 metres). It is 32 metres wide and has a 54,309 GT with a maximum speed of 26 knots. The “CMA CGM Orca” has a container capacity of 5,078 twenty-foot equivalent units (TEUs) The vessel lives up to its namesake - the killer whale - the killers and predators of the ocean, as its intimidating and dignified appearance makes it a force to be reckoned with on the ocean as well as in the shipping industry.
