Voter turnout has decreased steadily in McHenry County

The Northwest Herald examined data from the past 15 years of McHenry County elections for federal, state and local offices to look at the trend of declining civic participation.

Laws passed by legislators over the years have made it easier and easier for people to vote.

In McHenry County and elsewhere, however, fewer and fewer people are taking them up on it.

A glance at turnout records from the 24 countywide elections held since 2000 tells a tale of declining interest when it comes to civic engagement.

While turnout for November presidential races has remained strong – about two-thirds of county voters cast ballots in those – the same can’t be said for the primaries in which the parties select their candidates.

In 2012, fewer than one Republican voter in five bothered to participate, which was less than half of the turnout for the 2008 presidential primary.

While just fewer than half of county voters cast ballots in the midterm elections in which the governor and all statewide offices are elected, a midterm primary in which one voter in four shows up is a good year.

In the past two gubernatorial elections, which featured a Democratic incumbent who helped engineer the largest income tax increase in state history, fewer than one county GOP voter in five cast ballots.

Even in 2014, when political outsider Bruce Rauner shook up a Republican slate of longtime political

insiders, turnout in GOP-dominated McHenry County was 17 percent.

The worst turnout, by far, is for the consolidated, odd-year April elections in which municipal, school, township and other officials are elected.

Those elected in these elections make decisions that shape McHenry County’s property tax bills, which are among the nation’s highest.

Only 25.2 percent of voters cast ballots in 2001, which was the largest turnout during the 15-year period the Rep. Mike Northwest Herald ana- Tryon lyzed.

That election featured 15 referendums asking for property tax increases or permission to borrow money.

Turnout has decreased steadily since. Only 1 in 10 voters participated in the 2015 local elections.

In the 2013 and 2015 elections, a number of races were decided by one or two votes.

DAY 2 – TUESDAY • A lack of voters is compounded by a lack of candidates for many local elected offices, which in turn leads to a lack of choices and accountability.

DAY 3 – WEDNESDAY • What’s being done on the federal, state and local levels to encourage more participation in government?

If you ask a dozen experts to explain voter apathy, you’ll more likely than not get a dozen answers.

One reason is a new generation that seems less interested in voting, said state Rep. Mike Tryon, who for six years served as McHenry County Republican Party chairman.

“I honestly believe that this younger generation just isn’t engaged in the voting process. They’re definitely about the issues, but getting out and voting isn’t something they focus on,” Tryon said.

Another problem is that the state’s 7,000 units of local government – the largest total by far of all 50 states – make civic engagement difficult.

Educating oneself about the candidates and the issues is a herculean undertaking when your ballot includes two school boards, a city council,

Getting out the vote McHenry County polls see low Latino turnout, strong support for guns

ecoleman@shawmedia.com As the Latino population grows in McHenry County, Maggie Rivera sees stalwartly Republican McHenry County becoming more competitive.

That shift will happen only if Rivera and others like her are successful in their efforts to get more Latinos – who made up 11.9 percent of the county population in 2014 – to the polls.

An estimated 24.4 percent of eligible Hispanic voters turned out in November 2014’s general election in Illinois, a much smaller percentage than the 41.7 percent overall turnout rate, according to a Census survey.

The overall turnout rate was 48.9 percent in McHenry County for the same election, which included the race for Illinois governor, according to the McHenry County Clerk’s Office.

Rivera, a Crystal Lake resident who serves as vice president for the Midwestern region of the anti-discriminatory organization League of United Latin American Citizens, hears the same thing when she talks to potential voters. “ ‘We don’t make a difference. Our vote doesn’t count.’ Things like that,” Rivera said. “It’s like, ‘What does it matter?

“It’s not the gun [that turns people out to vote],” said Mickey Schuch, president of the McHenry County Concealed Carry Association. “It’s not a block of steel.

Just as your pen isn’t what makes you a journalist. It’s not your keyboard. It’s the idea in your head. A gun is an extension of liberty. It’s a tool.”

Right to Life McHenry County also has put a focus on local elections – which have even lower turnout rates – because those seats often serve as a stepping stone to the

state or federal level, said Irene Napier, the group’s president emeritus and founder. “[The issue’s influence in McHenry County politics] certainly makes candidates pause,” she said. “They have to give this issue serious consideration and take a stand and be willing to say proudly however they feel about it, be willing to justify it because they get cornered. We corner them.”

Napier doesn’t think it’s a problem that some issues – particularly one as important as she sees abortion as – have out-sized weight. Schuch doesn’t think it’s a problem that voters aren’t necessarily representative of the population.

“This is what men and women have fought and died for,” he said. “You don’t even need to show you can exist. You can sign up to vote at polling places.

“For people not to appreciate that, why should we care what you have to say if you cannot involve yourself in that process? If you don’t want a voice, don’t have a voice.

If you do want a voice, have a voice.”

It’s not as simple as that, said Woodstock resident Carlos Acosta, former executive director of the McHenry County Hispanic Coalition.

The information about how voting has gotten easier has not been disseminated, he said, pointing to states that saw huge jumps in voting after the advertisement of mail-in voting to immigrant populations.

Village considers plan for work on Three Oaks Road

CARY – The village is in the early stages of soliciting feedback for a planned reconstruction of Three Oaks Road that could happen as early as 2017.

The project is part of the five-year capital improvement plan initially presented last February, Director of Public Works Erik Morimoto said.

The project currently is projected at $1.9 million, but the village hopes to get a portion of funding from the Surface Transportation Program, which could provide up to $1.5 million.

Morimoto said the village submitted the plan for that federal grant through the McHenry County Council of Mayors and that it scored well with

its rating system, placing it among the top proposed projects in the county.

The plan calls for a resurfacing of the road between Silver Lake and South Rawson Bridge roads. It also would extend the existing bike path between Silver Lake Road and First Street.

Three Oaks Road is one of the major collector roads in Cary, Morimoto said, because residents of many neighborhoods use it to get to Route 14. Cary-Grove High School, Three Oaks School and the Cary Public Library are all along the road.

The village held an open house about the project Tuesday, and Morimoto said the feedback was mostly positive.

There also is a comment form online that residents can fill out and either drop off or email until Feb. 9.

The project would be finished within one construction season, Morimoto said.

Board to vote on land transfer to Kane County Decision affects portion of Longmeadow Parkway

cswieca@shawmedia.com ALGONQUIN – The Village Board will vote Tuesday on two intergovernmental agreements that would transfer jurisdiction over portions of the planned Longmeadow Parkway bridge corridor project to Kane County and outline the responsibilities of the village and the county regarding the road.

If approved, the agreements would be another formal step toward the groundbreaking of the long-planned 5.6-mile four-lane road, which officials hope will occur this spring.

The first agreement would transfer Longmeadow Parkway from Randall Road to about 200 feet east of White Chapel Lane.

The second agreement provides details on the responsibilities of the village and county regarding the road, which eventually will stretch within the village from Huntley Road to

Route 31.

The Committee of the Whole unanimously moved the agreements forward at Tuesday’s meeting.

Assistant Village Manager Mike Kumbera said there likely will be changes made to the agreement after trustees discussed outlining which police agencies can patrol the road and suggested giving the Kane County Sheriff’s Office authority to patrol.

Bidding for the first phase of road construction, which will span from the intersection of Huntley and Boyer roads to just west of Randall Road, closed Jan. 12, according to previous Northwest Herald reporting.

Documents from Village Manager Tim Schloneger said bidding for the second stage of construction, from Randall Road to east of White Chapel Lane, is anticipated in mid-2016.

When finished, the road would stretch from Huntley Road to Route 62 and add another Fox River bridge crossing that will require a toll.

It will pass through Carpentersville, Barrington Hills and unincorporated Kane County in addition to Algonquin.

It is next to impossible for residents to remember all of their officials’ names, let alone engage in meaningful dialogue about what services the agencies representing them perform,” the report stated.

The system by which the General Assembly draws its legislative boundaries every decade – derided by critics as legislators selecting their voters instead of the other way around – also does not instill confidence in voters that their voices will be heard.

And no discussion of voter apathy in Illinois would be complete without mentioning the state’s infamous reputation for political corruption.

When people are convinced politicians are crooks and the game is fixed, voting is not high on their priority list,

said David Yepsen, director of the Paul Simon Public Policy Institute at Southern Illinois University at Carbondale.

“The problem is people getting so cynical or angry, and saying it doesn’t matter, or people not wanting to come forward and run for public office. We have a lot of people who would be good candidates, but they don’t want to get involved in politics. Especially Illinois politics,” Yepsen said.

In a growing number of cases, the voting that state and local residents seem more interested in is voting with their feet and moving out of state altogether.

Bruce The Land of Lincoln Rauner last year led the U.S. in population loss, and McHenry County over the past two years has lost people as well.

Whatever the reason behind voter apathy, the disengagement is harmful not only to democracy, but also to residents’ pocketbooks.

The already-strong power of incumbency is further amplified when most people decide not to vote. It makes elected officials, especially for local governments, less likely to take answering to voters into account when making taxation and spending decisions.

Cohen, a Chicago pawnbroker with a questionable past that included a domestic battery charge, clinched the Democratic nomination for lieutenant governor in 2010.

A growing number of candidates are running unchallenged because apathy also translates to people not wanting to run for office. In all but one odd-year election since 2000 in McHenry County, more than half of the candidates ran unopposed.

Even in presidential and midterm elections, an average of about onethird of candidates since 2000 have run unopposed.

Some efforts have been underway by individuals, civic groups and government to help get people interested

in voting.

Besides new state laws making it easier to get to the polls, the new McHenry County clerk is looking to give voters more options. Groups such as the McHenry County League of Women Voters hold forums for voters to hear the platforms of candidates in contested races.

The group and others make regular trips to schools and community colleges to register people to vote.

To Yepsen, the biggest thing Illinois can do is to “start cleaning up our politics.” He favors the effort to take the power of redrawing state and federal legislative districts after each U.S. Census out of the hands of lawmakers and into the hands of an independent commission.

A reform group is making another attempt at getting the signatures needed to force a proposed amendment to the Illinois Constitution to do just that.

“People are cynical about Illinois.

CARY – In the past, the Rev. Carl Beekman often has donated a portion of the money raised at Saints Peter and Paul Catholic Church’s annual parish gala to the church’s school.

This year, the pastor considered the school’s goals for its technology program and decided to donate the full amount raised – nearly $40,000 – to the school.

Beekman will present the donation to the school’s principal, Carolyn Strong, this week as part of the parish’s National Catholic Schools Week celebration.

“He didn’t have to do that, but he is very supportive of our school,” Strong

said. “[The students are] very saturated with lots of technology. That’s become a very important piece of our education.”

The money will go toward the school’s one-to-one technology program, which Strong said the school began implementing three years ago.

This year, each fifth- through eight-grader have a laptop in his or her classroom to use for the school’s curriculum. First- and fourth-graders have their own iPads, which they have to share with second- and third-graders.

This donation will allow the school, which has 403 students from preschool through eighth grade, to buy the remaining iPads and ensure that each child between first and eighth grades

The Fox River Valley Chapter of the Daughters of the American Revolution is seeking qualified students for two DAR scholarships offered to graduating seniors through the Illinois state organization.

Students must apply through their local chapter.

Students are eligible for an Illinois DAR General Scholarship if they will be attending an Illinois college or university. Applicants must show financial need.

Students are eligible for the General Henry Dearborn American History Scholarship if they plan to major in American history.

WOODSTOCK – At 17, Jacob Alfonso already can add “playwright” to his résumé. The Woodstock High School junior spent about a week this past summer drafting what has become a real play being performed by the school’s theater department as part of a Student Written Works series. He came to theater director Tony Walker the first day of the year, and from there the draft has been edited, expanded and rehearsed by Alfonso’s classmates.

He sat down with reporter Allison Goodrich to discuss his play, his inspiration for it and his long-term aspirations. “My Personal Angel” was performed Friday and Saturday.

Goodrich: So tell me about “My Personal Angel.”

Alfonso: So Ethan Bennett is a young

child who feels that everyone in his life is against him – more, in a sense, his parents because of the way his father sort of treats him. He has this deep depression inside of him.

Later in the story, Ethan unfortunately goes missing, and when he goes missing I tried to show the development that his parents go through to see if their mood will eventually change because of him missing. That’s kind of the basis of what I wanted to write for this play.

had similar problems way back in the day, so ... over the summer, I started thinking about him a lot, and I wanted to make something in his memory. To this day, I don’t know where he is. This was back when I lived in Arizona.

Goodrich: How does it feel as a junior in high school to have this idea in your head and now watch it develop and become something live?

Alfonso: I think it’s incredible. I feel

lucky every day that I have these important people in my life to develop this.

We have an amazing cast and amazing people who are wiling to make this idea come to life.

Goodrich: Do you think your interest in this is going to expand out past high school?

Alfonso: Oh, definitely. I want to

become a film director and produce my own films in the future.

Goodrich: What are you doing to help that goal along?

Alfonso: My friend and I actually

have our own – we say it’s our own film company that we put together. Every weekend that we have a chance to get together, we’re constantly making films and writing them. So I’m doing this every day.

Goodrich: Where do you normally draw inspiration from?

Alfonso: We go more toward comedy.

The reason I want to get into film and do plays is because I want to entertain people any way I can. When my parents got divorced and I didn’t go to school much, I turned to film. Essentially, film and entertainment is a way I want to give back to the public and make people forget about bad things and have them smile or feel something for a while.

One of the great things about Special Olympics is that Special Olympics Illinois sponsored events all are offered for free to the athletes. In order to keep it that way, and offer programs for as many people as possible, Special Olympics Illinois relies heavily on fundraising.

The Law Enforcement Torch Run Polar Plunge is one of many events hosted throughout the year to benefit Special Olympics Illinois. Between 350 and 400 people are expected to take the plunge at 1 p.m. Feb. 28 at Lake Front Park in Fox Lake.

There are 21 Polar Plunge events scheduled throughout the state from Feb. 19 through March 20. In 2015, more than $2.25 million was raised by 7,666 plungers statewide. In 17 years, $14.5 million has been raised by 54,000 plungers.

“It’s making a difference by letting us offer our programming ... free of charge,” said Brenden Cannon, Area 13 director for Special Olympics Illinois.

Cannon said between its Young Athletes programs and Special Olympics programs, the organization is able to serve children from as young as 2 years old to people in their 60s. He said the programming offered helps build the confidence of athletes, which also helps them in other aspects of their lives, such as finding a job and becoming an advocate for people with special needs and intellectual disabilities.

In 2015, Cannon asked Millar to serve as a global messenger for Special Olympics Illinois. Millar excitedly accepted and not only spoke about her experiences with Special Olympics at last year’s Polar Plunge event, but she even took the plunge herself.

“It made me feel happy and excited and good,” Millar said, adding she spoke about how important Special Olympics is in her life and how grateful she is for everyone who has donated money to the program.

Kasmer-Millar said it makes her daughter really happy to know that peo-

ple care enough to raise money for her and her friends to continue with Special Olympics.

Millar plans to plunge again this year and will again speak about the importance of Special Olympics, thanking everyone for their help again. She said “it’s an honor” to be asked to speak at the event, and she encourages everyone to come out and take the plunge.

“It’s a big, crazy party,” she said. “It’s cold, but it’s fun.”

Amy Serafin, parks and recreation coordinator for Fox Lake and a Polar Plunge volunteer, can attest to the fun of the event, too. This year’s event will mark her seventh year as a volunteer and sixth year of plunging. The village of Fox Lake helps facilitate and organize the event.

“In terms of helping, the atmosphere draws you in, and you just want to be part of it,” Serafin said.

She added that many of the participants come in costume or wear swimsuits, and the atmosphere is very party-like. Lunch is provided to plungers and is available for spectators to buy. All the food and beverages are provided by Fox Lake-area businesses.

For Mundelein resident Katie Millar, being involved with Special Olympics has given her friends all across northeastern Illinois.

She first got involved with Special Olympics as a sophomore in high school, after she aged out of her local park district leagues. Now 29 years old, Millar still is active in sports and participates four nights every week. Snowshoeing, basketball, soccer, softball, volleyball, tennis, swimming, power lifting and flag football are just some of the activities that keep her busy.

“I like Special Olympics because it gives me activities to do, keeps me busy, gives me good exercise and [for] the friendships,” Millar said.

Katie’s mother, Judy Kasmer-Millar, said her daughter feels better about herself when she is able to participate.

Personally, attending events offers Judy an opportunity to network with other parents, she said.

“The bleachers at events are a great source of information,” Kasmer-Millar said.

MCC OKs firm for lot renovation

agoodrich@shawmedia.com CRYSTAL LAKE – A McHenry County College trustee voted in favor of a service request for a parking lot rebuild, but not before expressing concern about holding no bidding process.

McHenry-based HR Green was enlisted Thursday night to do the design and civil engineering work for the Parking Lot A rebuild, which was among a list of infrastructure improvements recommended after a 2011 ISES Corporation analysis, MCC documents show.

“Currently, Parking Lot A is in a deteriorated and unsafe condition and beyond its normal service life that requires it to be rebuilt,” documents state.

The service request for HR Green, which comes with a $117,500 price tag, was approved unanimously by the board of trustees.

Before that, Trustee Chris Jenner, who took part in the meeting via telecommunication, expressed concern over the lack of a bidding process.

The college could be disadvantaged if it becomes too comfortable with one vendor, Jenner said of HR Green,

which has done a lot of work for MCC in the past.

Competition can help the college save money, he added.

Chief Financial Officer Bob Tenuta said HR Green was recommended for this particular project because it did the preliminary stormwater runoff work related to Lot A, and the rebuilding work will be based on that.

The firm’s work will involve reconfiguring the parking stalls to create safer walkways, consolidating Parking Lot A3 with Lot A1 in conjunction with the Route 14 project, and enlarging the detention pond along Route 14 and rerouting stormwater to it.

This will lessen the demand on a stormwater pipe that resulted in expensive flood damage to the college in 2013, MCC officials said.

The services to be provided by HR Green will include preparing engineering contract plans and specifications for the project, and developing the proposal booklet for bidding.

It also will be responsible for sending notices to bidders and providing part-time construction observation.

The $117,500 has been budgeted in the deferred maintenance account in the operations and maintenance fund, officials said.

HUNTLEY

Board votes to halt permits

cswieca@shawmedia.com HUNTLEY – The Village Board voted Thursday to place a six-month moratorium on permits for payday loan facilities, currency exchanges, resale shops and pawn shops after village staff said they have seen a recent increase in inquiries for those types of businesses.

According to documents from the meeting, village staff and the Plan Commission will use the six-month window to determine the village’s regulations and zoning classifications for such businesses.

Staff also will determine the review process for locating those types of establishments in Huntley, it said.

Director of Development Services Charles Nordman said the village

used to have a cash-for-gold store in its downtown, and some of the current vacancies in the Route 47 corridor have led to inquiries for those types of businesses.

He said the businesses currently are permitted in certain zoning district, and staff and the Plan Commission will review and decide whether those still are appropriate.

Village staff documents said the moratorium is in line with the 20162020 Strategic Plan, which identifies “maintain high-quality development standards” as a goal.

The temporary ban, which will last until July 31, will include any businesses fitting the definition of a personal loan agency, currency exchange, pawn shop, antiques sales, secondhand store, auction house or used furniture sales.

Prairie Ridge counseling earns national recognition

agoodrich@shawmedia.com CRYSTAL LAKE – A curriculum centered on the Prairie Ridge High School counseling program has earned national recognition for the Community High School District 155 school.

The school will receive the Recognized American School Counseling Association Model Program designation during an annual conference later this year, District 155 announced recently.

The student services department created and implemented a developmental guidance curriculum, which has been rolled out at every grade level.

It focuses on academics, college and career, and social and emotional support, district officials said.

According to the American School

Counselor Association website, the application process for this recognition is a culminating way to acknowledge a comprehensive counseling program.

“The process gave us an opportunity to audit our services against a national model,” Prairie Ridge Principal Steve Koch said in a statement. “We validated many things we already do well, and we created new programs and systems to better support our students’ needs.

“We took a high-functioning system and made it even stronger, and the PR community can be proud of the level of support we offer our students.”

This is a certification that the student services department has pursued for the past two years.

Since 2004, about 50 schools in the state and 600 schools nationwide have earned this recognition.

CRYSTAL LAKE – History buffs can learn about winter life on the frontier in Crystal Lake, and hikers can follow the tracks of coyotes in Cary.

The programs are among those being offered by the McHenry County Conservation District. Others include: • Winter on the Frontier: 7 to 8:30 p.m. Saturday at Prairieview Education Center, 2112 Behan Road, Crystal Lake. Teenagers and adults age 14 and older can learn how the early natives and pioneers survived winters here in the Midwest without any modern conveniences.

This program for history buffs, historical re-enactors and the curious will feature stories and winter survival techniques of earlier times. The program is free for McHenry County residents and $6 for nonresidents. The deadline to register is Monday.

Conservation demands we save family farm LOCAL HISTORY Kurt Begalka When the conservation of natural woodland or vista butts up against the need to conserve historic structures, which emerges unscathed? Ideally, both do.

Each are unique examples of a bygone era continuously under threat from development. Each have untold cultural significance, speaking to who we were, are and hope to become.

Each are irreplaceable and represent a valuable legacy for future generations.

To its credit, the McHenry County Conservation District Board of Trustees recognizes this. It will host a daylong Conservation Congress event Saturday at McHenry County College. Delegates from a number of organizations, including the McHenry County Historical Society & Museum in Union, will be attending. The objective is to provide a process whereby interested parties can propose and advocate for actions that will best position MCCD’s mission of protecting and conserving our natural resources during the next 50 years.

In its declaration of fundamental conservation principles, the conservation district states – among other things – that: “The public lands of McHenry County, protected by the McHenry County Conservation District, are an irreplaceable natural and cultural legacy that should be passed on to future generations in sound ecological health for public use and enjoyment and for their own intrinsic value.”

And that “differing user groups should be united in support of the larger goals of protecting the public lands of the district from misuse, environmental degradation, resale, transfer or conversion to other uses that destroy or diminish the ecological, cultural, historic, aesthetic and recreational values for which they were preserved.”

Of course, the actions behind these words are what matters, and I’m pleased to say MCCD has made significant strides in that direction.

The McHenry County Historic Preservation Commission recently landmarked the district-owned Powers-Walker farmhouse – an 1854 Greek revival house being restored in Glacial Park. Other volunteers are working to reclaim Richmond’s McConnell farm, and there has been progress made at the 116-acre Camp Algonquin – although, admittedly, not as much as I had hoped.

Coincidentally, the Lake County Forest Preserve is confronting a similar situation at its 2,805-acre Lakewood site in Wauconda, which also hosts the Lake County Archives and Discovery Museum. On its website, the forest preserve takes credit for setting “the standard in nature and historic preservation.”

The facts suggest otherwise.

A plan is underway to transfer ownership of the celebrated, 400,000item Curt Teich Postcard Archives to the University of Illinois or to the Newberry Library in Chicago – a unilateral decision designed to save the district some $800,000 as part of a forced relocation of the Lake County museum to Libertyville.

That is just the half of it. The entire complex of historic buildings that once constituted Lakewood Farms, some of which were used by the museum since 1976, could be razed. That prompted Ela Township Historical Society president Nancy Schumm to petition Landmarks Illinois for the farm’s inclusion on the state’s Ten Most Endangered list.

“They’ve been making excuses, but they haven’t been preserving it along

the way,” Schumm said. “This is their responsibility. To ignore it and then wait long enough that it becomes cost prohibitive to do the work is irresponsible.”

Chicago contractor Malcolm Boyle built the farm around 1937 to showcase his Guernsey cows. Designed by Synnestvedt Co., the farm featured a complex of 16 buildings, a man-made lake, orchards, gardens and a legacy that lingers to this day. In 1953, Boyle’s Guernsey “Hagan Farms Merry Song” won a prize at the International Dairy show. The cow produced 15,000 pounds of milk the previous year.

Lake County historian Diana Dretske said Boyle was at the tail end of a movement, from the 1870s to 1920s, in which influential Chicagoans swapped city life for green acres.

One of the existing buildings Boyle improved was a pre-Civil War house, adapted in 1986 to house the Curt Teich archives.

“It tells a unique side of the collar county history with wealthy industrialists coming out to play farmer,” she said. “Even Marie Antoinette had her hamlet that she could retreat to and play farm girl.”

In July 1961, Howard Quinn, owner of a savings and loan in Chicago, bought the 1,250-acre farm and set about improving the operation. He constructed a huge metal building to

house cows waiting to be milked. Torn down in 2010, the Chicago Bears once practiced there before the team built a permanent facility in Lake Forest.

After Quinn was convicted in 1965 of defrauding the government, the property was sold as restitution to the forest preserve. Some buildings housed equipment, and the prize bull barn was adapted to serve as the museum lobby and gift store.

“The architecture is quite beautiful when you see it,” Dretske said. “These were upscale agricultural buildings. A lot of pride and money was put into it.

It was a showplace.”

However, several farm structures already have been razed and others could follow suit once the museum heads to Libertyville. Schumm believes it should be kept intact and used, as in the past, during Lake County’s annual Civil War re-enactment. A living farm, artists’ enclave, meeting hall and community center are other worthwhile ideas.

“In the context of all the buildings together, it is the only surviving gentleman farm open to the public in Lake County,” Dretske said.

Let’s hope she still can say that six months from now.

Budget fight leaves Illinois stuck with overdue bills

SPRINGFIELD – The Friday afternoon email read with remarkable alacrity, given its message: The trip to a Springfield store to buy all-purpose Fabuloso Cleaner for the Secretary of State’s Office was for naught.

“They would not sell to us because we are shut off due to lack of payment,” the storeroom worker wrote to his boss and others. “Have a great weekend!”

As Illinois politicians continue to squabble over a budget that should have taken effect July 1, hundreds of state contractors have been left with little more than IOUs, according to more than 500 pages of documents – just since Nov. 1 – released to The Associated Press under the Illinois Freedom of Information Act. From a $28.44 late-notice water and sewer bill at the 1848 Mt. Pulaski Courthouse – which had neither when Abraham Lincoln practiced law there – to $4.8 million that Illinois owes Michigan for a health partnership, vendors have flooded the Capitol with disconnect warnings, credit-hold notices, desperate pleas and even a frowny face stamp in an effort to get paid.

The state owes $2 million to Ashley’s Quality Care in Chicago, which provides in-home care workers to keep seniors out of nursing homes, according to chief accountant Michael Robinson.

Republican Gov. Bruce Rauner, insistent on pro-business changes to boost commerce, can’t agree on an annual spending plan with Democrats who control the Legislature. They oppose his conservative agenda, saying a multibillion-dollar deficit needs tax-increase

and spending-cut triage.

Billions of dollars continue to be spent on services ordered by federal court orders or limited legislative action, but the lack of spending authority means bureaucrats are spending more time dealing with angry vendors. Consider: • The storeroom staffer’s failed shopping trip led a supervisor to compile a list of Springfield businesses that had cut off the state. It included a janitorial supply shop, hardware stores, a carpet store, an electrical supplier and a general construction firm.

• A Department of Human Services rehabilitation counselor in Downers Grove sought a taxi for a client and received an email that “all service is on hold due to nonpayment.”

• An Illinois Workers’ Compensation Commission arbitrator’s personalized datestamp broke, but it wasn’t replaced because the supplier was awaiting $511.06 that was past due.

• A New Jersey landlord threatened to evict Illinois Revenue Department tax auditors from their rented home in that state unless he received five months’ rent totaling $37,936.20. It was paid.

The debacle has produced provocative exchanges. “I feel sorry for the people who live in Illinois. Pretty sad!” wrote a St. Louis company’s administrative assistant. One bureaucrat, forwarding a sales rep’s overdue-payment warning up the chain, protested without irony, “I am only ordering what we need, nothing more.”

The state has deflected blame at times. When the Central Illinois Area Agency on Aging laid off a state-paid worker because of the spending freeze, the contract-termination letter noted, “the state does not intend to pursue damages as a result of this breach.”

Group of cops cost $34M in settlements

CHICAGO – A group of 124 Chicago police officers has cost the city $34 million in misconduct settlements since 2009, according to a newspaper report.

While the officers represent a fraction of the police force’s roughly 12,000 officers, they are identified in nearly a third of the misconduct lawsuits settled since 2009.

The Chicago Tribune reported one officer had seven lawsuits against him that were settled.

Unlike high-profile police brutality cases that have triggered federal investigations, most of the settlements involve less-serious claims such as injuring arrestees during traffic stops, making false arrests and using racial slurs.

The lawsuits largely have escaped City Council scrutiny because the settlements have been at or under $100,000. If they’re larger, aldermen must approve them.

Also, the Tribune found many of the incidents didn’t occur in high-crime areas as union officials have argued, and officers rarely were disciplined.

A Chicago police spokesman acknowledged it has been a decades-old problem.

IOWA CITY, Iowa – From sounding duck calls to predicting the weather, presidential contenders are blanketing Iowa in a final frenzy to close the deal before Monday’s Iowa caucuses begin the formal process of choosing President Barack Obama’s successor.

Republican Donald Trump, campaigning with his wife, Melania, and pregnant daughter, Ivanka, continued his attacks on Texas Sen. Ted Cruz. The two men lead polls of likely caucus-goers. Trump also predicted that “many” senators “soon” would endorse him rather than their Texas colleague.

Trump didn’t name any such senators, and none immediately emerged.

Cruz, meanwhile, campaigned on the eve of the caucuses with conservative media firebrand Glenn Beck and “Duck Dynasty” cable TV star Phil Robertston.

Florida Sen. Marco Rubio, who is running third, pitched

himself as the pragmatic choice for Republicans who want to win in November.

In a deadlocked Democratic race, Hillary Clinton stuck to her message that she is the most experienced and most electable candidate, as she tries to stave off insurgent candidate Bernie Sanders.

The Vermont senator looked to build on his apparent momentum, as he appeared before enthusiastic crowds the same afternoon that his campaign announced it raised more than $20 million in January, a sign that he will continue to match Clinton’s considerable resources.

One development – the weather – was beyond the candidates’ control. Snowfall forecast to start Monday night appeared more likely to hinder the hopefuls in their rush out of Iowa than the voters going to caucus. Republican John Kasich already has decamped to New Hampshire.

Iowa offers only a small contingent of the delegates who will determine the nominees, but the game of expectations counts for far more than the electoral math in

the state. Campaigns worked aggressively to set those expectations in their favor for Iowa, the Feb. 9 primary in New Hampshire and beyond.

The one agreement among all candidates: The outcome will boil down to turnout, and they’re trying to make whatever argument they can to ensure their supporters, perhaps, a few last-minute deciders, show up Monday night.

At an afternoon rally in Iowa City, Cruz urged voters to bring 10 of their friends to caucus on Monday. “We can’t roll the dice,” he said.

On the airwaves, Cruz focused his final offensive on Rubio. One ad says the Florida senator is the candidate of “tax hikes” and “amnesty” and described him as “the Republican Obama.”

Rubio has taken his own shots, particularly as he and Cruz joust over who is more conservative on immigration. But the Florida senator also tries to position himself above the fray, arguing he’s the best hope for Republicans to defeat the Democratic nominee in November.

We find that appalling.

What’s more appalling is Gov. Bruce Rauner and legislative leaders don’t seem to care.

There are no plans to help the state’s drowning social service agencies – including many in McHenry County – that are owed tens of millions of dollars for services already provided. Some of those agencies already have closed their doors, never to open up again. Others are teetering on the brink.

The General Assembly’s Democratic leaders insist Rauner agree to higher taxes to close the budget deficit.

Rauner, in turn, wants structural reforms in government – including such things as workers’ compensation reform, tort reform, term limits, a property tax freeze and redistricting reform – before agreeing to higher taxes to fix the budget.

Higher taxes are the last thing Illinois’ already overburdened residents need. According to census data released last month, Illinois leads the nation in residents leaving their state. About 105,200 more people left Illinois than arrived between July 2014 and July 2015, the first time that number exceeded 100,000. Every other state in the Midwest showed a net increase.

Why? Think crippling taxes.

“It’s time to stop the madness and adopt a permanent budget without a tax increase,” state Rep. David McSweeney, R-Barrington Hills, said.

“Every day that goes by without a permanent budget increases the deficit, risks more expensive credit downgrades and threatens our social safety net. We can avoid another tax increase and protect the needy by adopting constitutional pension modifications, reforming Medicaid and cutting administrative expenses.”

Of course, McSweeney is right.

Attack on teachers unions

To the Editor: Gov. Bruce Rauner and his Republican colleagues are advancing the idea of declaring the Chicago Public Schools bankrupt so the state can take control of CPS. Make no mistake, this is the first attack on teachers unions and public schools throughout Illinois.

Mr. Rauner is committed to the privatization of public schools and services. Where emergency managers appointed by the state to run a school district have occurred, as in Michigan and Pennsylvania, the results have been a disaster for the community and the education of the children.

Local control of the public schools is a bulwark of our democracy. Gov. Rauner must not be

allowed to achieve this goal.

Obama wisely said nothing critical about Bernie Sanders, but nothing particularly warm either.

“Bernie came in with the luxury of being a complete long shot and just letting loose,” he observed The president said he understood the appeal of Sanders’ “full-throated ... progressivism.” Well, Mr. Hopey-Changey, as Sarah Palin calls him, certainly should.

Seven years of trench warfare with congressional Republicans, however, have brought out the president’s inner pragmatist.

Which Democrat is best positioned to consolidate the Obama legacy and move it forward?

First, one who stands a good chance of being elected.

Look, there’s a reason Karl Rove’s SuperPAC is running anti-Hillary TV ads in Iowa.

Bernie Sanders’ “radical” past makes him a GOP oppo-research dream. Never mind socialism. Did you know he once wrote a column claiming sexual frustration causes cervical cancer? That in the 1970s, he called for nationalizing oil companies, electric utilities, and – get this – TV networks?

Asked about it, he alibis that Hillary once supported Barry Goldwater. Yeah, when she was 16. Bernie was in his mid-30s when he called for confiscating the Rockefeller family fortune. How most Americans hear that is: If he can take away their stuff, he can take away mine.

Sure, many people went off the rails during the ’70s. Most aren’t running for president.

Bernie strikes me as a fine senator and a decent man. However, the current U.S. Congress has voted 60 (60!) times to repeal Obamacare.

And he’s going to give us single-payer “Medicare for all”? No, he’s not. Assuming he could find a sponsor, it’d never get out of committee.

President Obama said Hillary represents the “recognition that translating values into governance and delivering the goods is ultimately the job of politics, making a real-life difference to people in their day-to-day lives.”

Hard-won reality, that is, as opposed to fantasy.

In my estimation, there’s only one presidential candidate in 2016 fully capable of doing the job, and she’s anything but a natural.

As Hillary Clinton’s also been the target of maybe the longest-running smear campaign in American history – including roughly a dozen partisan investigations and a six-year leak-omatic “independent counsel” probe led by the fastidious Kenneth Starr – it’s no wonder some voters mistrust her.

Overcoming that suspicion is her biggest challenge.

Republicans have predicted her imminent indictment for 20 years. You’d think by now they’d have made something stick, if there was anything to it. But it didn’t happen then, and it’s not going to happen now for an obvious reason: In a democracy, political show trials endanger the prosecution as much as the defense.

Anybody who watched Hillary’s one-woman demolition of Rep. Trey Gowdy’s vaunted Benghazi committee should understand that.

Meanwhile, one of the best things about Sen. Bernie Sanders’ presidential campaign is his unwillingness to smear his opponent. Too bad many passionate supporters aren’t so fastidious. With Iowa’s make-or-break moment here for Sanders, it’s getting nasty out there.

It’s not so much the tiresome attacks on anybody who disagrees with them as a corrupt sellout. (My corporate overlords, of course, dictated that sentence.) It’s the seeming belief people can be browbeaten into supporting their guy.

Some are a bit like Donald Trump supporters – although normally without the threats.

That too might be changing. Recently, a guy visited my Facebook page saying people like me deserve “to be dragged into the street and SHOT for ... treason against not only our country and our people, but the ENTIRE (BLEEPING) WORLD.” My response (“Settle down, Beavis”) sent him into a rage.

But no, Hillary’s not an instinctive performer, although her stage presence strikes me as improved since 2008. A person needn’t be “inauthentic” (pundit-speak for “bitch”) to be uncomfortable in front of an audience.

As for authenticity, few Democrats could work a crowd like North Carolina Sen. John Edwards.

President Barack Obama nailed it during a recent Politico interview: Hillary does better with “small groups” than big ones, he observed, before putting his thumb heavily on the scale. He described Hillary as a fighter, who’s “extraordinarily experienced – and, you know, wicked smart and knows every policy inside and out – (and) sometimes (that) could make her more cautious, and her campaign more prose than poetry,” he said.

Even so, she came closer to defeating Obama in 2008 than Republicans have.

mdefabo@shawmedia.com FOX RIVER GROVE – After the ski jumping concluded Sunday at Norge Ski Club, 15-year-old Cara Larson climbed atop the podium. She smiled, as camera phones flashed and her teammates cheered.

Minutes later she was replaced on the same podium by her 17-year-old brother, Casey.

It was a big day for the Larsons at Norge’s 111th annual winter ski jump tournament. Competing in front of a crowd of more than 5,000 cowbell-clanging and horn-blowing spectators, Cara won first place in under the 20-year-old women’s division, scoring 210.2 points with jumps of 62.2 meters and 54.5 meters.

Casey, meanwhile, took home the open class title in the tournament’s main event, with a score of 247.5. Because of style points, his consecutive jumps of 71 meters helped him edge competitors who came from as far as Finland, Slovenia and Norway.

“I had a lot of friends and family here,” said Casey Larson, a junior at Barrington High School. “It’s nice to represent Norge Ski Club and Barrington in a competition like this.”

Several others from Norge Ski Club earned spots on the podium, as well.

Mollie Immens, who attends CaryGrove High School, placed second in the under 20 women’s division with jumps of 44.5 meters and 45 meters for a score of 172.1. Ben Kaiser took third in the under 20 men’s division with jumps of 43.5 meters and 45.7 meters for a score of 185.2.

Norge has helped produce some of the top young American ski jumpers, including A.J. Brown (who placed 11th in the open division), Michael Glasder and Kevin Bickner. Glasder and Bickner were in Japan for a World Cup event.

By the time he was 8 years old, after only two years of jumping, Casey took on the main 70-meter hill, becoming the youngest skier in club history to race down the 250-foot track, where skiers can reach speeds of more than 50 mph.

“It’s pretty crazy,” Casey said. “I was pretty young. You knew you could

do it. You just didn’t know you could do it, in a way. You just had to go for it.”

Sunday’s competition is one of the many the jumper will participate in during the coming months. Casey has been selected as the lone ski jumper to represent America in the Youth Olympic Games in Lillehammer, Norway, beginning Feb. 12.

When the competition in Norway concludes, he will travel directly to Rasnov, Romania, where he will join several other members of the Norge Ski Club who will be competing in the FIS Junior World Ski Championships, including his sister Cara.

“I just want to take it as far as I can take it,” Casey Larson said. “The sky is the limit. The Olympics are by no means the limit. We can keep moving up the ladder. That’s always the goal.”

When going gets tough, Bulls fold

jcowley@suntimes.com LOS ANGELES – The Bulls aren’t short on swagger to start games.

That hasn’t been the problem this season.

The toughness to maintain that swagger, especially when there’s some adversity thrown their way during a game? That’s when this team continues to come up soft.

That again was on full display Sunday afternoon at the Staples Center, when the Bulls were hit with a standing 8-count in the third quarter, and simply seemed to shrink under the pressure provided by Los Angeles.

That’s how a manageable four-point halftime deficit turned into a 120-93 one-sided laugher for the Clippers.

And afterward, that’s also why toughness and discipline were being questioned.

“Because we let guys do whatever they want to do out there,” All-Star guard Jimmy Butler said, when asked why toughness keeps being an issue with this team. “Not putting bodies on

look very tough.”

It wasn’t just a lack of guarding against the Clippers but a lack of keeping them off the 3-point line. Los Angeles (32-16) held its own 3-point contest against the Bulls, and all of them won, as the Clippers shot 17 for 32 (53.1 percent) from long range.

And although Butler wouldn’t go as far as saying his team was soft, he did admit to a lack of discipline.

“Oh yeah, in a lot of key areas,” Butler said. “Which is why games turn out the way that they do at times. I don’t know. We better figure it out. We got a long road ahead of us.”

The major disappointment was it was Thursday night in the same arena that the Bulls (26-20) played so well.

“It’s been the story of the year, but like I said, if I could put a finger on it, I swear I would,” Rose said of his team’s up-and-down play from game-to-game.

“I watch a lot of basketball, and the only thing I can think of is just that effort, and sticking with the game-plan.”

Unfortunately for the Bulls, there’s not a lot of time to hang heads. They play the second half of a back-to-back Monday night in Utah.

“We’re not disciplined,” Gasol said.

“It’s true. It’s a fact. We’ll have to prove if we can or not. We’re disciplined at times. But the lack of consistency is very noticeable. It’s nothing new.

There’s no discovery here.”

Interest in versatile, 6-foot-9 Jacobs lefty gains momentum

Here are the schools that have offered scholarships – or in the cases of Ivy League schools, roster spots – to Jacobs junior Cameron Krutwig.

NCAA scholarship schools: Alabama-Birmingham, American, Furman, Illinois-Chicago, Lehigh, Loyola, Northern Illinois, Southern Illinois, Toledo and Vermont Ivy League: Brown and Columbia trated more on him inside, he whipped passes to teammates for wide-open 3-pointers.

That scenario has become commonplace in Jacobs’ games. “[Krutwig] is a tremendous basketball player,” Mork said. “He’s probably the most unselfish, good big man I’ve ever seen. He has great skill, and we knew it. He’s just a monster, we couldn’t contain him.”

Krutwig was the only returning player from Jacobs’ top six last season, so he knew he would be the Eagles’ leader. They appreciate his skills, around the basket, passing and the way he directs the offense and defense.

“Cam’s the centerpiece of this team,” senior guard Kyle Ross said.

“He creates most of the plays. He’s pretty agile on the court and a great passer from the post. If we didn’t have Cam, we’d be in disarray at some times.”

LGONQUIN – Two years ago, Jacobs’ Cameron Krutwig displayed all the qualities requisite of a freshman playing varsity basketball.

Krutwig’s 6-foot-5 frame and long reach, along with his sweet footwork, allowed him to make an impact inside for an 18-14 team that won a Class 4A regional championship.

But Krutwig’s size and ability were only part of what he offered.

“As a freshman, he came in and had a voice with our guys,” Golden Eagles coach Jimmy Roberts said. “Because he’s so smart and he always felt confident about having a voice. That’s why young players are quiet, because they’re not confident.”

That Krutwig was such a student of the game, a veritable sponge soaking up information, accelerated his basketball ascent as much as his physical attributes. He fit in well as a freshman, played a more significant role last year on a senior-laden, Fox Valley Conference Valley Division title team and now has taken over as the undisputed leader of a group again on top of the division standings.

Krutwig, a 6-9, 270-pound junior, commands attention from opposing defenses, as well as NCAA Division I coaches. He can recite all 12 schools that have extended offers as if he’s running down the Eagles’ roster.

“Growing up in a basketball family, that was kind of the thing to do,” Krutwig said. “[My older brother] Conrad did it right first, and I wanted to play my whole life and be better than him.

He drove me to be better, for sure, and just keep working at it.”

Conrad, a 2009 Jacobs graduate, played with the Moran brothers on some of the Eagles’ most successful teams in school history. A 6-6 forward, Conrad started his college career at D-I South Dakota and finished at D-II Wisconsin-Parkside. He is now a freshman assistant coach at Jacobs and also coached Cameron with the Illinois Magic travel team until two years ago.

Few players fill up statistical columns like Cameron, who averages 16.6 points, 12.8 rebounds, 2.7 assists and 2.8 blocks a game, while shooting 66.5 percent from the field. The Eagles are 17-4 overall, 6-0 in the FVC Valley Division.

“He’s a fast learner,” Conrad said.

Popular enforcer Scott voted MVP

NASHVILLE, Tenn. – Fans sent enforcer John Scott to the NHL All-Star game by voting him captain of the Pacific Division.

Then they made him tournament MVP. Scott scored twice during the league’s new 3-on-3 All-Star tournament, bringing cheers from fans and smiles from teammates, and was named MVP as a write-in candidate after captaining the Pacific to a 1-0 win in the championship Sunday night.

The career journeyman was not listed among the three MVP candidates for a Twitter vote late in the final game, but fans took it upon themselves to select him again, casting their vote for the 6-foot-8 forward with five goals in 285 career games.

“I’m sure he won over a lot of people, and got even more fans,” Blackhawks forward Patrick Kane said of Scott.

Fans at Bridgestone Arena booed the MVP options and yelled for Scott. Teammates lifted him on their shoulders while fans chanted “MVP!” and then Scott was announced as the winner and presented with a Honda Pilot Touring SUV. Scott then posed with his teammates behind their $1 million check.

“I think it’s the best possible outcome right?” Scott said. “We had a good weekend. ... We left winning, so it was great.”

The NHL changed the format after last year’s All-Star game featured 92 shots and a combined 29 goals for the biggest offensive display in the showcase’s 60-year history. This time, these All-Stars combined for 116 shots and 23 goals.

This event looked much more like the hockey the league plays the rest of the season. Their inspiration was the 3-on3 overtime approach for a tournament pitting the four divisions against each other in 20-minute games. The winners of the first two games advanced to a third-period championship.

“I broke a better sweat than last year for sure,” Philadelphia Flyer and Metropolitan Division forward Claude Giroux said.

Goalies split the work with a 10-minute portion each and actually got the chance to stop shots rather than be targets in the net. Florida’s Roberto Luongo and Jonathan Quick of the Kings each made great saves to keep the first 10 minutes of the championship game scoreless, and Quick stopped Jagr in the final

A fan campaign made Scott captain of the Pacific Division before the Arizona Coyotes traded him Jan. 15 to Montreal, which assigned him to the AHL. He returns to Newfoundland in Canada with lots of prizes after fans took it upon themselves to vote for Scott over the three finalists offered by the league’s hockey operations – Luongo, Calgary forward Johnny Gaudreau or Edmonton forward Taylor Hall.

That left a big gap between Jagr, who turns 44 on Feb. 15, and the next most experienced All-Stars.

Predators captain Shea Weber, Luongo and Kane made their fifth appearances.

Jagr scored his fifth career goal in this event to help the Atlantic beat the Metropolitan, 4-3. The Pacific beat the powerful Central, 9-6, to advance.

Panthers in 2011, he has tried to emulate Ditka, but to a point. He’s less oldschool; no team in football dances more than the Panthers.

“We partied off the field,” former Bears defensive tackle Steve McMichael said, “like this Carolina team is partying on the field.”

Yet the Panthers remind the 1985 Bears of themselves.

“That team looks a lot like we did back in the day,” former quarterback Jim McMahon said. “Very dominating on both sides of the ball.”

“He works so hard,” he said. “He’s got a great team – kinda similar to the ’85 team in a way.”

Asked how the Panthers reminded him of the 1985 Bears, Hall of Fame linebacker Mike Singletary had a one-word answer: “talent.”

The Associated Press MELBOURNE, Australia – In five previous Australian Open wins, Novak Djokovic had never felt so much love.

After maintaining his perfect record in six finals at Melbourne Park – and extending his old friend Andy Murray’s streak to five losses from five championship deciders Down Under – Djokovic had hundreds of Serbian fans singing and chanting his name so loudly he could barely hear questions in a TV interview.

Djokovic has won the past three Grand Slam titles, and four of the past five, to lift his career haul to 11 – equaling Rod Laver and Bjorn Borg in fifth place on the all-time list.

His next objective is a first Grand Slam title on clay to complete his collection. Djokovic has reached three finals at Roland Garros, but never won the French Open.

After getting on his hands and knees and kissing the court at Rod Laver Arena, and going to the stands to hug Boris Becker, his coach since 2014, Djokovic paid tribute to Murray in his post-match speech.

“You’re a great champion, great

friend, a great person who is very professional and committed to this sport,” he said. “So I’m sure in the future you’ll have more opportunities to fight for this trophy.”

As a father himself, he didn’t want to delay Murray’s departure.

The 28-year-old Scotsman had his share of distractions in Australia. His wife, Kim, is due to have their first child in February and didn’t travel with him.

Kim’s father, Nigel Sears, was in Australia as coach for Ana Ivanovic but became ill and had to be rushed to a nearby hospital by ambulance while Murray was on court in his third-round match. After a night in the hospital, Nigel Sears was well enough to return home.

Ron Rivera is bringing his former Bears teammates with him to the Super Bowl in his travel bag.

The Panthers head coach packed his Super Bowl XX ring for his trip to Santa Clara, California, on Sunday. He won’t wear it against the Broncos in the Super Bowl, but he wants it nearby nonetheless.

“It represents everything that you’ve gone through and the people that have played,” he told reporters last week.

“It’s not necessarily about the ring. It’s about what it stands for.”

It stands for his 1985 Bears teammates.

When they gathered Tuesday to commemorate 30 years since their victory, the man they call “Chico” greeted them via Skype. His excused absence was the greatest in sports – he was getting his team ready for the game of their lives.

Rivera and Broncos coach Gary Kubiak will be two of only seven men – including former Bears coach Mike Ditka – to both play and coach in a Super Bowl.

“That’s wonderful, what ‘Chico’ is doing,’ ” said William “Refrigerator” Perry, who lives in South Carolina. “I hope for the best, that they keep on doing it.”

Some knew Rivera would make a good coach during his playing career from 1984 to ’92, all as a linebacker for the Bears.

Last week, he stressed to his players what Ditka told the 1985 Bears – to enjoy the moment and to continue doing what got them there. Since taking over the

“Kuechly on defense – great leadership over there, he and Davis,” Singletary said. “When you look on the offensive side of the ball, (quarterback) Cam Newton is really growing, and he’s still not where he’s going to be as a player.

Tremendous talent.

“Ron is providing leadership. It’s something very special developing. I’m hoping he can finish.”

The Bears never had a quarterback like Newton. As with McMahon, some find Newton controversial, but McMahon was never the likely league MVP. Newton’s critiques this year are limited to end zone celebrations.

“He might not get back there, so why not enjoy it?” McMahon said. “He had a helluva season, and Ron’s doing a great job coaching over there.”

McMichael said that, if his old Bears teams had Newton, “you wouldn’t have heard of San Francisco or the Giants.

We would have been the team of the ’80s.”

Instead, Newton led one of their own to the Super Bowl.

“I’m rooting for Ron,” former linebacker Otis Wilson said. “I hope they go all the way.”

McMichael hasn’t called Rivera – the same superstitious nature kept him from recording the “Super Bowl Shuffle” – but said he was “happy whenever that Bear tree succeeds.”

This season, it has.

“I hope they win,” McMichael said.

“Peyton Manning – beat him down.”

HONOLULU – Russell Wilson threw three first-half touchdown passes Sunday to lead Team Irvin to a 49-27 victory over Team Rice in the Pro Bowl.

The Seattle Seahawks star, who was the first player picked in the all-star game’s draft, led scoring drives on three of Team Irvin’s first four possessions at Aloha Stadium. Minnesota’s Teddy Bridgewater and Tampa Bay’s Jameis Winston each added two TD passes for Team Irvin.

Snedeker closes with 69, then waits to see if it’s enough

SAN DIEGO – Brandt Snedeker called it one of the best rounds he ever played, one he doubts he could repeat if he had to start over. Still to be determined was whether his 3-under-par 69 in a raging wind and occasional rain Sunday at Torrey Pines would be good enough to win the Farmers Insurance Open.

He had to wait until Monday to find out.

Not long after Snedeker finished, the final round was suspended for the third and final time because of unplayable conditions. The wind was so fierce that the South Course was evacuated as the gusts

started to push out windows in tents.

Of the 23 players who finished the round, 11 of them shot in the 80s, and their average score was 78.9.

Peter De Vries, a novelist and editor who died in 1993, said, “The universe is like a safe to which there is a combination, but the combination is locked up in the safe.”

Bridge players sometimes feel that way about suit combinations. As if to stress the point, we will have this North-South spade holding for three days in three different scenarios.

First, after West leads a fourth-highest spade five, how should South plan the play in three no-trump?

South’s auction showed (22-plus) 23-24 points and a balanced hand.

North thought three no-trump would be a walk in the park.

When the dummy came down, South could see eight top tricks: one spade (because of the lead), three hearts, two diamonds and two clubs.

A ninth trick was sure to come from clubs or might appear from hearts if the suit split 3-3. But what should declarer do right now?

With only two spades in the dummy, he should call for dummy’s queen.

Here, when the queen holds, South runs the club 10.

Yes, the finesse loses, but declarer still has a spade stopper with West on lead. Declarer takes at least nine tricks: one spade, three hearts, two diamonds and three clubs.

If instead declarer had played dummy’s low spade at trick one, East would have put up his jack.

Then, when South took that trick with his king, how would he continue?

Declarer would cash the top hearts (no luck) and the club ace, cross to dummy with a diamond, and take the club finesse.

Here, West would win that trick and cash four spade winners.

In fact, 25,000 to 40,000 people die each year in the United States from influenza.

In most years, the people most likely to get severely ill are older adults or people with chronic diseases. These include people with lung disease, heart disease, dementia, diabetes and kidney or liver disease.

Besides protecting yourself, a flu shot makes you less likely to infect someone else, such as an aging or chronically ill parent or grandparent.

The Centers for Disease Control recommends vaccination every year for everyone aged 6 months and older. Flu shots contain inactive, killed virus; you cannot get the flu from this vaccine. There is also an inhalable (nasal) vaccine that contains live, weakened virus. A new, high-dose version of the flu vaccine is intended to help older adults mount a stronger defense against the flu.

Get vaccinated as early as you can – like this week. It takes two to four weeks after you get the shot to build immunity. During this time, you can still be infected by the flu.

Someday we may have a flu vaccine that is close to perfect. Until that time, getting partial protection is better than having no protection at all against a potentially fatal disease.

Dear Dr. K: I got the flu vaccine last year and still got the flu. Should I even bother with the flu vaccine this late?

Dear Reader: Yes, you should, but don’t expect perfect protection this year, any more than you should have last year.

Vaccines contain fragments of three or four strains that are predicted to dominate during the coming flu season. Different strains of the virus circulate each flu season (October-May).

Huge amounts of flu vaccine need to be made each year. That means that production of the vaccine must begin about six months before the flu season starts, in order to make enough for everyone. As a result, the doctors and scientists responsible for developing the next year’s vaccine need to guess at which strains of the virus will be circulating six to nine months later. They make an educated guess, but it’s still a guess. No one has a crystal ball.

Last year’s flu vaccine was partially effective, but not as effective as usual, because early in the 2014-15 season, a new flu strain emerged.

As the vaccine did not include the new strain, the vaccine’s overall effectiveness was only about 20 percent. In a good year, the effectiveness can be 60 percent or greater.

But don’t let last year’s experience put you off of vaccination.

The flu vaccine always reduces the risk of illness – just more so in some seasons than in others.

Some of my patients don’t get flu shots, despite my recommendation to do so. Sometimes the reason is that they don’t believe the vaccine will really protect them, although that clearly is wrong.

Equally often, they think of the flu as an illness like the common

Dear Abby: My friend “Steve” is in his mid-20s and became a father a few months ago.

He’s happy and excited about it, and he’s good with the baby. He has been living with the mother, “Nina,” who is a few years older, for a while now. Nina is also a friend of mine, and this is her second child.

My problem is that Steve told me some time before his son was born that he thinks he is gay. He wants to wait until Nina recovers from the pregnancy and finds a job before he tells her. I know he intends on being as big a part of the child’s life as possible.

NOTICE OF FUNDING AVAILABILITY NOFA OF HOME INVESTMENT PARTNERSHIPS PROGRAM FUNDS PROGRAM YEARS 2015, 2016, and 2017 McHENRY COUNTY COMMUNITY DEVELOPMENT DIVISION The McHenry County Community Development Division is hereby issuing notice that the County has an allocation of 2015 funding and anticipates an allocation of funds from HOME Program grant years 2016, and 2017 to be available for allocation and expenditure. The total anticipated amount available for the HOME NOFA will be $1,024,772.50, including $60,000.00 set aside CHDO funds.
