Add insulation and other energy saving measures for a lower bill By Mattias Jarvegren Utility Services Advisor II As upward electric rate pressures become more and more common, it is now even more important to take advantage of every cost-effective opportunity to use electricity as efficiently as possible. at can include easy habit changes like turning off lights and appliances that don’t need to be on, or turning down the heat a couple of degrees. Many conservation measures come at a cost and that’s where Clallam County PUD can help. We have a 30-year tradition of offering homeowners and businesses energy conservation cash incentives. One of the best ways to save money on heating is to add insulation in your attic. If you live in an electrically heated home and you have any insulation in your attic below an R-19 (about 5 inches), Clallam County PUD offers 90-cents a square foot toward the cost, up to R-49, with the incentive level capped at 60% of the full project cost. Your savings could amount to 5 to 25 percent of the heating portion of your bill. e PUD has conservation specialists who can help you determine what you’ll save. ere are many other incentives. Are you thinking about replacing an electric furnace with an efficient heat pump? Clallam County PUD can now pay up to $1,900 in incentives to help move to a heat pump. You could save up to 50 percent of the energy used to heat your home. Do you heat with electric baseboards or wall cadet heaters? Clallam County PUD can now pay a $1,500 incentive to help you switch to a ductless heat pump. is could save up to 50 percent of the energy used to heat your home. ere’s more. $90 a year. If you have the testing and duct sealing done by an approved PUD contractor, we will pay up to $500 of the cost. Often, Clallam County PUD’s incentive covers the full cost of the duct sealing and testing. By using one of our participating installers, you will be sure to get a heat pump that fits your home and is installed to run efficiently. And you can also still take advantage of the duct testing and sealing program. Whether you’re building something new, remodeling something old or making minor repairs, the PUD encourages you to identify and repair dripping faucets and showerheads, leaking toilets and landscape irrigation systems. Doing so can prevent property damage, save water and ultimately save you money!

Every drop counts! The facts on leaks: • Leaks can account for, on average, 10,000 gallons of water wasted in the home every year, which is enough to fill a backyard swimming pool. • The amount of water leaked from U.S. homes could exceed more than 1 trillion gallons per year. That’s equivalent to the annual water use of Los Angeles, Chicago and Miami combined. • Ten percent of homes have leaks that waste 90 gallons or more per day. • Common types of leaks found in the home include leaking toilet flappers, dripping faucets and other leaking valves. All are easily correctable. • Fixing easily corrected household water leaks can save homeowners more than 10 percent on their water bills. • Keep your home leak-free by repairing dripping faucets, toilet valves and showerheads. In most cases, fixture replacement parts don’t require a major investment and can be installed by do-it-yourselfers. • The vast majority of leaks can be eliminated after retrofitting a household with new WaterSense labeled fixtures and other high-efficiency appliances.

Leak detection: • A good method to check for leaks is to examine your winter water usage. It’s likely that a family of four has a serious leak problem if its winter water use exceeds 12,000 gallons per month. • Check your water meter before and after a two-hour period when no water is being used. If the meter does not read exactly the same, you probably have a leak. • One way to find out if you have a toilet leak is to place a drop of food coloring in the toilet tank. If the color shows up in the bowl within 15 minutes without flushing, you have a leak. Make sure to flush immediately after this experiment to avoid staining the tank.

Faucets and showerheads: • A leaky faucet that drips at the rate of one drip per second can waste more than 3,000 gallons per year. A home with WaterSense labeled toilets could use that water to flush for six months! • Leaky faucets can be reduced by checking faucet washers and gaskets for wear and replacing them if necessary. If you are replacing a faucet, look for the WaterSense label.

• A showerhead rhead leaking at 10 drips per minute wastess more than 500 gallons per year. That’s enough ough water to wash 60 loads ur dishwasher of dishes in your dishwasher. • Most leaky showerheads can be fixed by ensuring a tight connection using pipe tape and a wrench.

Toilets: • If your toilet is running constantly, you could be wasting 200 gallons of water or more every day. • If your toilet is leaking, the cause is most often an old, faulty toilet flapper. Over time, this inexpensive rubber part decays or minerals build up on it. It’s usually best to replace the whole rubber flapper — a relatively easy, inexpensive do-it-yourself project that pays for itself in no time. • If you do need to replace the entire toilet, look for a WaterSense labeled model. If a family of four replaces its older, inefficient toilets with new WaterSense labeled ones, it could save more than 16,000 gallons per year. Retrofitting the house could save the family approximately $2,000 in water and wastewater bills over the lifetime of the toilets.

Outdoors: • An irrigation system should be checked each spring before use to make sure it was not damaged by frost or freezing. • An irrigation system with pressure set at 60 pounds per square inch that has a leak 1/32nd of an inch in diameter (about the thickness of a dime) can waste about 6,300 gallons of water per month. • To ensure that your in-ground irrigation system is not leaking water, consult with a WaterSense irrigation partner who has passed a certification program focused on water efficiency; look for a WaterSense irrigation partner. • Check your garden hose for leaks at its connection to the spigot. If it leaks while you run your hose, replace the nylon or rubber hose washer and ensure a tight connection to the spigot using pipe tape and a wrench. These are undoubtedly challenging times but area banks and mortgage loan companies say they are up to the challenge of lending funds for new construction and remodeling projects. Whether you’re adding on, renovating or building new, one of the most important items is to keep an open mind. The loan process is a multi-stage project that will require a good deal of paperwork plus a sharp pencil and may require many changes and comprises throughout the process before the construction can begin. The lenders’ goals, they said, is to make your construction dream come true. There is no one-size-fits-all loan as each customer and each project is unique. There are several different products available for new construction and remodeling loans, including all-in-one programs in which your construction loan rolls automatically into

permanent financing after the construction phase. An interim loan program is designed to have permanent financing replace the interim loan after your home’s construction is complete. There’s also financing for owner-builder construction loans with 12 months to finish your project, some with an interest-only phase during construction. Despite a tight economy, there is financing available on the peninsula for many different types of loans including: jumbo loans for properties and projects over $417,000 and 30-year fixed rate financing for manufactured homes, on real property, that are less than 15 years old. There may be some variation of the loan process among lenders, but the basics are pre-approving you for the funds needed for your project, determining the best course of action and collecting the necessary construction documentation. Typically construction loan projects require a licensed general contractor, construction plans, construction cost estimate, description of materials and a construction contract. All the existing property information and all the proposed construction/ remodel information then is forwarded to the appraiser.

NPBA suggests using this checklist when hiring a contractor for your next project The Washington State Department of Labor & Industries website at www.lni. wa.gov/ has valuable information, both in long form and on a short checklist to ensure homeowners avoid pitfalls when hiring a contractor or remodeler.

Before hiring • Plan your project carefully. • Interview several qualified registered contractors/remodelers and solicit written bids from at least three. • Look for the contractor registration number in advertisements for contractors and check that the contractor is registered with L&I at www.HiringAContractor. Lni.wa.gov • Ask if the contractor will have employees onsite, and if so, verify their workers’ comp coverage at www.HiringAContractor.Lni.wa.gov. • Check out the contractor records with other consumer protection organizations such as the Better Business Bureau. • Check for warning signs of a scam or fake contractor — too good to be true offers. • Ask for references and then check them out.

Hiring tips • Get references for the contractor’s suppliers and check out the contractor’s payment record. • Find out about liens and how they impact you.

• If your project is more than $6,000, consider asking the contractor to post a performance bond for the entire cost of the project. • Obtain a written contract. • Make sure you receive the legally required disclosure statement before work begins.

Monitoring • Make frequent inspections of the work and stay in communication with your contractor. • Call your local building department to check on required permits. • Be very careful about paying for work that has not been finished. • Put in writing any changes to your original agreement. Don’t pay for work in advance, pay as each part is completed, for example, the foundation, framing, siding and plumbing, etc.).

■ Watch overhead power lines when working or playing with long objects (such as ladders, antennas, snow rakes, fishing rods, boat mast, or tree trimmers. ■ Obey the 10-foot-rule-don’t allow equipment, tools, or objects closer than 10 feet to an overhead power line. ■ Don’t let anyone climb in trees near overhead power lines. ■ Do not plant trees near overhead power lines. ■ Downed power lines can kill. Don’t guess; call your local electric utility. ■ Before digging, excavating, setting a mailbox, fence post or planting trees and shrubs, remember to call 8-1-1 for a locate of underground utilities.

Closing the deal • Before making final payment on a project, request completed lien releases for all suppliers and major subcontractors. • If you have a problem with work that has been done improperly, not done at all, or have been stuck with a lien, check out your options for recourse at the L&I website www.lni.wa.gov/ TradesLicensing/Contractors/HireCon/ Problems/.

Home improvement: I have been asked to comment on how remodeling affects the appraisal process for which I answer, “Remodeling usually has a positive effect upon value of older homes.” Part of the appraisal process as demanded by Fannie Mae and Freddie Mac is to state whether a home being appraised has had updating or remodeling during the past 15 years and if so, “to what extent.” The appraiser must differentiate between updating and remodeling and the definitions are as follows: Updated Property … The area of the home has been modified to meet current market expectations. These modifications are limited in terms of both scope and cost. An updated area of the home should have an

improved look and feel or functional utility. Changes that constitute updates include refurbishment and/or replacing components to meet existing market expectations. Updates do not include significant alterations to the existing structure. Remodeled Property … A remodeled area reflects fundamental changes that include multiple alterations. These alterations may include some or all of the following: replacement of a major component (cabinet(s), bathtub or bathroom tile), relocation of plumbing/gas fixtures/appliances, significant structural alterations (relocating walls and/or the addition of square footage). This would include a complete gutting and rebuild. As stated above, both updating and remodeling positively affect value in older homes. This is done by changing the effective age of that home. For example, a home built in 1975 that has not had updating or remodeling, but has had typical painting and preventive maintenance like a new roof

covering, will have an effective age of approximately 18-20 years rather than the actual age of 37 years. Because the home was maintained and a new roof had been placed on it, the home is more like an 18- or 20-year-old home and the appraiser will have to compare this subject home with other sales that are similar in effective age and condition. If that same home has had remodeling in the kitchen or bathrooms or both, its effective age is much younger and the home is more like a home eight or 10 years old. This younger effective age allows the appraiser to compare that home built in 1975 with newer homes and not have to make large negative adjustments for the differences in age and condition, thus, giving the older home a higher value. When additional square footage is added to an older home or a new home for that matter, utility has been improved and the cost to replace that home is higher; that home now can be compared to larger homes similar in size, condition and effective age. homes usually carry higher values and comparisons to them usually will increase the subject’s value. I caution the reader that the cost to update or to remodel usually will not raise the value of the home dollar for dollar. If a family remodels a kitchen for $25,000 and the home had had an appraisal completed just before the remodel, it is unrealistic that the appraised value will be increased by $25,000. Existing sales with similar quality, effective age and condition and compared to the subject to help determine market value, usually will show an increase in value, but not necessarily the full cost to update. The exception to this is the “fixer upper” where an older home is purchased at a very low sale because its condition and utility is poor. A contractor comes in and takes the home down to its studs and then refurbishes it to an almost new home. If the sale was low enough and the resale high enough, a profit can be obtained. I conclude that remodeling and updating can enhance the value of a home, but most likely will not raise the value to full cost of the remodel.
