One of the surest signs that spring is just around the corner arrived Monday. The Ministry of Highways and Infrastructure announced that spring road bans for central and southern Saskatchewan went into effect at 12:01 a.m. Monday. Other areas of the province are expected to follow later this month, depending on the weather. The bans are issued each spring to protect the province’s infrastructure as the road beds thaw and soften as frost come out them due to the warmer weather. Some provincial highways will also have the amount of weight they can legally carry reduced temporarily. Depending on where they travel, truckers and shippers will have to reduce the size of their loads but can check the Ministry’s website to find out which highways have restrictions to plan their trips accordingly. The latest restrictions are posted each Tuesday and Friday online at www. highways.gov.sk.ca/restrictions. Truckers are also recommended to call the highway hotline for further information. For further information they may also call the Transport Compliance Branch inquiry line at 1-866933-5290. The line operates weekdays, except statutory holidays, from 8:30 a.m. to 4:30 p.m.

Medical community should answer the call Recent word coming from Saskatchewan’s medical student community bears the information that the current classes are having a difficult time finding doctors who are willing to help them achieve their final degrees by beings, preceptors or mentors. This seems a bit odd from this corner. One would think that if our physicians and surgeons are really serious about overcoming the doctor shortages in this province, there would be a long lineup of them waiting to be certified as the required preceptors or trainers in the hospitals or clinics. After all, this is one serious way to help convince new Saskatchewan trained doctors to stay here and perhaps even take a look at setting up practices in rural Saskatchewan (i.e. places other than Regina or Saskatoon). With even more training seats now being filled in the medical school in Saskatoon, the doctoring industry should be flooded with applications from within the field to serve as these necessary mentors and educators in the classrooms, clinics and hospitals. We understand not all physicians are cut out to be teachers, but also not all are cut out to work 18 hour days and be on call every weekend. In other words, a little short term pain to achieve long term gain. And while this new scenario rolls out, we expect that recruitment teams are

not relaxing their searches for physicians in other areas. We also trust they are seeking teams of doctors, especially for rural Saskatchewan since this appears to be the No. 1 problem in recruitment and retention. Doctors who feel they are being left stranded out in the boondocks with no back-up help, or fellow doctors available in whom to confide, decide to leave and set up in the safer environment of a bigger city. A recent announcement that a team of three doctors have, as a unit, decided to re-establish a medical clinic in Wakaw appears to address the problem. Hire the team. Of course the question of compatibility of personalities and skills now comes into the equation, but that is something the doctoring team will sort out. In the meantime, that feeling of being the Lone Ranger of primary medical services will be addressed. These may not be perfect or ideal solutions to the problem, but at least there are now two additional avenues to explore, beginning with a lineup of potential preceptors in Saskatchewan. The public/patients won’t find it awkward. This is something we should expect in a growing profession. Who hasn’t encountered a student in training or an intern in one form or another as we go about our daily lives? We look forward to having a complete new lineup of trained medical physicians ready to hit the trenches next year, in residencies or within internships ... guided along by a full complement of preceptors, mentors and a welcoming medical community. If that isn’t the case, then we’ll know for sure that our medical care system is truly broken and needing a major overhaul.

EVACUATIONS

In the event of an emergency, such as a chemical spill, residents may be asked to evacuate their homes and places of business. An evacuation is a preventative measure for the safety of the public. If you suspect an evacuation may be ordered, tune into the local radio station for information. In the event that an evacuation is required: • Estevan Police Service or their designate will conduct all evacuation procedures. • Estevan Police Service will advise of the nature of the emergency and may advise that for your safety you are being asked to evacuate. • Estevan Police Service will ask you to go to the designated reception center. You will be asked to register there, regardless of whether or not you have a place to stay. This enables the people at the registration center to tell friends or family where they can Änd you. • You will be told the best route to take to the reception center if any streets are closed. • You may be advised when and where there will be transportation if you need it. • Remember to take your medication with you and any other necessary personal items such as toiletries, clothes for work, etc. • You may take your pet with you. • When leaving, secure your premises and make sure you take your keys. If you have any questions regarding evacuation procedures, please contact the EMO ofÄce at 634-1855.

PUBLIC NOTICE/REMINDER BUILDING NUMBERING BYLAW On January 12, 2009 the City of Estevan Council enacted Bylaw #2008-1789, known as the Numbering of Buildings Bylaw: ~ Effective July 1, 2009, this bylaw requires owners or occupants of a building to prominently display the address number on the front of the building facing the street near the main entrance door of the building. ~ Effective January 1, 2010, this bylaw requires owners or occupants of buildings within the City of Estevan to have the civic address of each building posted so that it is clearly visible from the back lane of each building. Properties without back lanes are exempt. ~ Effective July 1, 2009, this bylaw requires all construction sites, or structures under construction, to display a street address number afÀxed to or legibly painted on a temporary sign visible from the road. Taking Care of your car

Do you have the proper oil? You might think oil is oil. Well, to a certain point, you are right. In the refining process of crude oil, engine oil is basically the same just about everywhere. On the other hand, not all the oils on the market are the same. Each major oil company adds its own chemical products to their oil and that could influence your engine’s performance. First of all, as is the case for so many car requirements, you should consult the owner’s manual of your specific vehicle, to learn what its manufacturer recommends. If you read carefully, you will find the required intervals for the oil change and the viscosity recommended for each season. Viscosity is the “thickness” of the oil and its ability to protect the moving parts of your engine. It is rated according to standards developed by the Society of Automotive Engineers (SAE). The most common rating is 10W-30, the 10 indicating that the oil is thinner when the engine is cold, which helps the start-up, the W

Taking Care of your car

Can you replace belts? Look carefully under the hood and you will find that there are probably many belts at the front of the engine. If it’s an older car, you may notice that there are up to three and even four belts to drive all the accessories, including the air conditioning. Many new cars will have only one belt. However, it may still need to be changed, so don’t expect it to get changed on its own! If you do your own car maintenance, you will want to inspect the belts, yourself. And the only way to do so, is visually. You will be looking for a cracked belt or an oil-soaked belt (in this case, it could mean more trouble emerging from elsewhere in the engine compartment). If the

belt is glazed, chances are that it needs to be replaced, strictly because it is old and worn. However, if it’s cracked, it needs to be changed very quickly. If you are a car owner with no specific tools, you my be better off visiting your mechanic who not only has the experience, but also the proper tools to measure the belt tension and see if the part is even more worn out than it appears. You can always change the belts yourself, especially if you own an older car with narrow drive belts. But in the case of those specific “serpentine” drive belts with all the adjusters and pulleys, you’d probably do better to let an expert do the job.

Check all the fluid levels in your car There isn’t much that a car owner can do to maintain his new car these days. Manufacturers build more reliable vehicles today, and dealers make certain that they’re always a step ahead with the maintenance of your vehicle. Owning a car today is no longer the hobby it used to be. So, if you’re a car owner what do you need to do to maintain your car? To begin, be sure to maintain the proper pressure in all four tires at all times (and don’t forget the spare tire, while you’re at it!). Then, you can wash and clean your car as much as you like - you won’t wear out the paint! But if you really want to stick your nose under the hood (and you’ll

notice that your engine is hidden under a plastic cover!) to ensure that your engine is well maintained, then check the fluid levels regularly. Today’s cars have all the bells and whistles to let the driver know if a liquid is low or leaking. But a little preventive maintenance will not hurt. Begin with the windshield washer liquid. Although winter is behind us now, it is best to keep the windshield washer reservoir filled with the proper liquid (you never know when you are going to drive over a muddy road or follow a truck that’s dripping with dark liquid and splashing your windshield). By the way, don’t fill up the reservoir with water. You may forget about it

next fall and you’ll run into big trouble when the temperature freezes. Engine oil can be checked easily, as you never know when an engine will burn off oil.. Brake fluids are also easy to reach, but be sure to have the proper fluid to top it off (if oil is missing, you’d best visit your mechanic or your dealer... that’s usually the sign of a problem!). The power steering fluid is another problem spot to watch and so is the engine coolant. And if possible, you can always have a look at the transmission fluid although many recent cars no longer offer that possibility. If in doubt, consult your mechanic. Fluids can usually tell a lot!

Recently, huge weights were dropped from a rooftop onto the top of automobiles below, completely destroying the vehicles. All kinds of awards are being given out. Drew Barrymore received the Gay and Lesbian Alliance Against Defamation” Award. As for her personal life, Drew favors the “opposite” sex. And at the moment, I don’t know too much about that. A bit more on award shows: I shall never forget an Emmy show held at the Pasadena Civic Auditorium, which had recently hosted an ice-skating show. The rink was still there, so they just put planks over the ice, then desks, typewriters, computers, etc. were in place. We sat

on the planks, over the ice, and after about four hours, our “you know whats” were frozen. Another time I was at an Oscar-cast at the Chandler Pavilion. By Samantha Mazzotta Exhaust-Fan Cleaning Q: How do I clean a kitchen exhaust fan -- the one above the stove? Mine looks really gunky. -- Claire J., Wheeling, W.Va. A: The filter screen protects the exhaust fan and its motor from debris, dust or gunk getting in and impeding their operation. But sometimes, especially if the filter is not cleaned regularly or if a lot of greasy foods are cooked on the stove, that gunk can coat all the fan surfaces over which

air passes. Clean the metal filter monthly by simply popping it out of its holder slots on the side of the fan casing, soaking in warm soapy water for an hour or two, and cleaning with a stiff plastic or acrylic brush to get all the gunk off. If the fan blades are dirty, you can clean them in place or pull the fan/motor assembly down from the casing to clean the entire assembly. Some important caveats before starting: First, TURN OFF the power to the fan at the circuit panel -- make sure it cannot be switched on. Second, don’t immerse the assembly in water or get too wet -- clean with a damp cloth or sponge, but don’t soak it. To remove the assembly -- again, turn off the power first -- look for the mounting

bracket located just inside or just under the fan casing. Unscrew the bracket and carefully slide the assembly from the casing. Do not disconnect any wires. You’ll want to hold the assembly in place (or have a helper hold it) while you carefully wipe down the exterior surfaces -- the fan blades and the motor housing -- with a soft cloth dampened in a mild soap-and-water solution. Once the gunk is cleaned off, wipe the surfaces with a cloth dipped in clean water (so soap residue doesn’t attract more sticky particles) and dry completely. Once dry, slide the assembly back into the casing and reattach the mounting bracket. Slide the clean and dry filter back into place, and you’re done.

Again, a routine monthly cleaning of the filter and wiping down the exterior casing should keep the kitchen fan in good shape. You should not have to clean the assembly or interior of the casing more than once a year, if at all.
