One-on-one with Tonaya Marr Lori Carr was born and raised in Estevan, Saskatchewan. She attended SIAST in Moose Jaw and attained an accounting certificate. She returned to Estevan after finishing school and has raised her family here. She has been a part of the Saskatchewan Air Cadets since she was 12, first as a cadet, then as an officer, and now on the provincial committee as an area director. Carr was a member of city council for six years, and currently holds positions on the St. Joseph’s Hospital board, the Souris Valley Theatre board, and is the lone Estevan representative on the Sun Country Health board. How do you feel about being the only representative of Estevan on the Sun Country Health board? I think that because of the number of people in our region, Estevan could use a few more representatives on the board. That being said, we deal with the well-being of the region as a whole – not necessarily what’s best just for Estevan. How were you nominated for your position? I don’t know who nominated me. I received a call from the Saskatchewan Ministry of Health asking if I’d like to apply for a position on the board. The application was very lengthy with lots of history. The board is chosen based on applications that are sent in, so I knew I wasn’t a shoo-in

for the job. How do you feel about being on an appointed board, rather than an elected one? Appointed or elected, the responsibilities of the board are the same. We work to make the region a better place to be. Period. Being appointed gives us the ability to make decisions that are less than popular, but are better for the region, because it isn’t always the popular decisions that are going to help people. We don’t have to worry about being voted back in when we make decisions people don’t necessarily like. What are some of the challenges that you/the board/ the region are currently facing, or expect to face in the future? Budget restraints affect a lot of things in the region. There are lots more things we’d like to do, but the money just isn’t there. That’s the situation in the all regions in this province. Of course, recruiting doctors is high on our list of priorities. I know that in Estevan, people can wait a week to get in to see a doctor, and sometimes people wait two or three hours to get into their appointment. But it’s important to remember that in places like Coronach, where there hasn’t been a doctor for going on two years, people have to drive to see a doctor. What are some of your duties as a member of the board/ representative of Estevan?

We approve budgets, monitor the finances. We get monthly updates from around the region and we have to find out why things are out of whack when the numbers seem high. We discuss strategies on how to bring the numbers back to the line. Wages tend to be hard to keep in line, as employees get sick, and then others work to cover for them, earning overtime. We’re understaffed, so more people are working longer and more often, and then they get sick. It’s a cycle. Sun Country has 27 facilities in the region. There are a few, like St. Joseph’s, that run their own budgets and are in charge of keeping themselves in line with the money we give them. They can come to the board when they have problems to address, like needing

Speed demon, the office Gypsy Fourth Street The City of Estevan has discussed changing the speed limit on much of downtown Fourth Street to 40 km/h, in an effort draw more attention to the many businesses that line the streets. Their mission is admirable, and I agree that downtown has plenty of wonderful things to offer people travelling through. However, I feel that changing the speed limit would only be a punishment for loyal Estevan citizens. Forty km/hour? What is this, Weyburn?! I prefer to experience downtown in fast motion, because I have figured out how the lights are timed and know that I need to go at least 55 km/h to make all of the green lights in a row, beginning at the theatre block and ending when I turn right onto Souris Avenue. Why the rush? Because I am constantly late for soccer/my tee time and need the extra speed and good timing to make up crucial minutes. Going 40 down Fourth will bum out my system, forcing me to either a) leave earlier, or b) miss my games. Knowing how much I love to procrastinate, and the fact that I can never remember both my shoes and my bag when I leave the house the first time, the speed limit MUST NOT CHANGE. Conversations with people who ask me for directions to a shop on Fourth go something like this: “Tonaya, where is Melle Jewelers?” “Well, interested citizen, Melle Jewelers is located right between TheOrpheumTheatreSecondAvenueObivouslyChicFrank’sonFourthJennyJones and HouseofStationeryCoffeeComfortStreetWear.” Do the businesses run together slightly? Yes. Do I know where to find everything I need? I sure do. I can’t be the only person who fears a slower Estevan. Fourth Street is meant to be experienced, I agree, but rather than “moseying down” it, as City council suggests, I’d like to see things stay the same. Slowing the speed limit could very well be the first domino, and very soon we will be speaking with drawls and referring to ourselves as people from the deep south. Ya’ll, e’rythin’ will fall ta pieces, we won’ know who we’s be anymo’.

Career Change Working at The Mercury has taught me that I no longer want to be a journalist. Now it’s just a matter of telling my parents. I’m nervous, because I know how much money has been put into my education, and because they have big dreams for me. But recently a new career has come into my life, and I have fallen completely in love with it, and have sworn to dedicate my entire being to be the best fortune teller I can be. I bought a tarot card deck. I’ve decided to be a travelling gypsy with the fair. At first, I thought the tarot cards were going to be a bit of a joke, a symbol of my strange sense of humour, equivalent with the Time Turner I purchased at the same time. But after following the rules provided with the cards, I’ve committed myself way too much to simply consider tarot reading a mere hobby. I’ve been sleeping with them under my pillow. I store them in a safe box when I am not around. They are blending with my aura, I can feel it. We are becoming one. I have given five readings, all accurate and awe inspiring. Fortune telling is my calling. My next mission is to buy myself a trailer and a truck. I know, I have spoken out against driving such vehicles, but when one considers that this truck will be essential to my livelihood, my decision to own such a fuel-guzzler becomes respectable. I also need a turban*, probably of purple silk. If anyone knows someone who would be interested in fashioning one for me, please do not hesitate to let me know. All great fortune tellers need turbans, because they lets non-Seers know that we possess the Inner Eye. I will sign up to travel with a circus, preferably one that makes an appearance in or near Estevan. Whether or not my friends and family will want to see me is completely up to them, though I suppose I will know ahead of time, thanks to my future-seeing ability. As I travel, I will keep a record of my doings, writing with great humour and insight. I will carry my writing with me always, as a reminder of my great deeds and other-worldly knowledge. Eventually, and not because I will be boastful, people will learn of my writings and demand to see them and because I am such a considerate person, I will turn them over to local publishers, including newspapers and magazines. Middle East values explained at Lutheran conference The Estevan Trinity Lutheran Women’s Group held their semi-annual conference in the church auditorium on Saturday, Aug. 14. The event featured a presentation from educator Jan Park who explained some of the differences and similarities between the Middle East and Canada with regards to culture, religion and educational systems.

Park, who has taught in Kuwait and Oman for several years, explained how Islamic values parallel Christian practices since they also preach and practice respect for others. She noted how harsh strands of the Muslim world lead to acts of terrorism, but assured her audience that true followers of Islam never condone those activities. The teacher/traveller

Vice-President of Finance resigns from SCHR LOCAL Hal Schmidt, the vicepresident of finance and corporate services for Sun Country Health Region has resigned. Schmidt has faced public scrutiny after evidence appeared that he had misrepresented himself as a CA when applying for a position at a hospital in Halifax, and was fired from his position at the hospital as a result. Last month, it also came to be known that Schmidt had taken out a $75,000 loan from St. Mary’s Hospital in British Columbia., where he had been employed. The hospital, which has ended its operations, is currently suing Schmidt for more than $80,000, to cover the unpaid load, as well as the accumulated interest and additional costs. According to Sun Country CEO Cal Tant, no irregularities surfaced during Schmidt’s two years working for the region. The hiring process of Sun Country will undergo a two-to-three week evaluation, conducted by the Hay Group of Regina. ••• The RM of Estevan

celebrated its 100th birthday on Saturday. The event, despite being dampened by wind and rain, was a success, beginning with a pancake and fruit breakfast served in the RM’s maintenance shop, and concluding with a fireworks show at night. Several councillors were recognized for their contributions to the RM. Marie Dukart was noted for her position in helping to repair the relationship between the RM and the City, and was also the first female reeve. A handful of local dignitaries made speeches, many of which praised the RM for its hard work and significant presence in the community. ••• Estevan Police Service and Fire Rescue Services responded to a call to the Willow Park Greens Trailer Park shortly after 6 p.m. on August 12 to fight a fire at a trailer. Upon arrival at the scene, the trailer was completely engulfed in flames. It was learned that the blaze had been started by children playing with matches and lighters at the base of their trailer. The

fire quickly climbed up the siding and spread through the attic, making the fire difficult to extinguish. The fire rescue personnel had to cut ventilation into the roof of the trailer with a chain saw before they were able to extinguish the flames. The children who started the fire have not been charged. NATIONAL After a “boat load” of Sri Lankan migrants landed illegally in British Columbia on August 13, Prime Minister Stephen Harper made the announcement that the government “will not hesitate” to strengthen human smuggling laws. Harper went on to say that the migrants were a cause of alarm among Canadians, because while Canada is seen internationally as a land of safety, hundreds of people arriving without going through the appropriate and legal channels lead to “signifi cant security concerns.” The migrants are being held in jails until their identifies are confirmed and they tried. The trials will be made available to the

press, though the migrants’ identifying details such as names, ages, and places of birth will not be released. ••• Mandi Schwartz, a female hockey player from Regina, will have to wait for her stem cell transplant, originally set to go Aug. 26 in Seattle. Schwartz has been battling acute myeloid leukemia since 2008 and went into remission in June, but according to her Facebook page, her cancer has returned. ••• A recently conducted study has found that 91 per cent of Canadians have low levels of bisphenol A, found in some plastic bottles and the linings of tin cans, in their urine. The study analyzed blood and urine samples of Canadian aged six to 79 for signs of more than 80 chemical substances and environmental contaminants. However, due to the fact that we live a world where chemicals are used so frequently, the results were hardly shocking for researchers. The research also revealed that the amount of lead in people’s blood has

changed drastically, falling well below the levels found in blood 30 years ago. INTERNATIONAL Private security companies operating in Afghanistan have been given four months to leave the country. Afghan President Hamid Karzai decreed on Tuesday that either the “hired guns” join the Afghan police force or end their operations. This poses a bit of a problem for the coalition, with the evacuation of as many as 40,000 private guards in four short months seen as an impossible goal. The private security companies’ employees will have to be replaced by soldiers who are currently doing work in the field. The five security companies contracted by Canada currently work as sentries at the country’s operating bases in Kandahar. ••• Sixty army recruits outside a military headquarters were killed in one of the deadliest suicide bombings to hit the Iraqi capital, Baghdad, on Tuesday. One hundred and twenty-fi ve others were wounded in the same attack.

This attack has cast a shadow of doubt on the Iraqi security forces, causing many to wonder whether they will be able to protect both themselves and the nation when all by 50,000 American troops leave the country. The suicide bomber is believed to have been a member of al-Qaida who reportedly sat quietly among the recruits before walking up to an officer and blew himself up. ••• North Korea has its own Twitter account and a YouTube channel. The communist country, in a new wave of propaganda against South Korea and the United States, has joined the two social networking sites in an attempt to condemn the two countries for blaming North Korea for the March sinking of a South Korean warship. Eighty videos have been uploaded to the YouTube account which uses the name uriminzokkiri, and the Twitter account, which is under the name uriminzok, has earned more than 3,000 followers in the two weeks it has been operating.

Once adopted, the plan will establish the City’s goals/objectives, policy statements and regulatory framework used to manage land use, subdivision/development activities, municipal service provisions, and public utilities/infrastructure within the City. As part of the requirements for enacting an ofÀcial Community Plan, the City is also required to prepare and adopt a ‘new’ Zoning Bylaw. The Zoning bylaw is a complimentary regulatory document, and is the primary legal and administrative means for implementing the objectives and policies contained with the OfÀcial Community plan. The purpose of the zoning bylaw as deÀned in the Act ‘is to control the use of land for providing for the amenity of the area within Council’s jurisdiction and for the health, safety and general welfare of the inhabitants of the municipality’. The zoning bylaw is also accompanied by a zoning map designating various land use districts in the municipality. The OfÀcial Community Plan and Zoning Bylaw were completed based on the Àndings of a previously prepared and circulated ‘Land use planning and development background document’ and upon further gathering input from various Community stakeholders and the general public at large. Thanks to the spillway rebuild at Boundary Dam there is now a chiller at the Glen Peterson Concrete Plant. INTENT The proposed bylaw will: • increase the maximum number of single parcel residential subdivisions that will be allowed per quarter section from three sites per quarter section to Àve sites per quarter section and, • remove the provision that allows for the subdivision of an additional country residential site per quarter section for the subdivision of an existing farm residence by a farmer for retirement purposes. The amendment makes it clear that the maximum number of country residential sites is limited to Àve sites per quarter section. Lemon-Soy Steak An Asian-influenced marinade adds a new dimension to beef. We call for sirloin, which needs only 30 minutes of marinating time. But you can use economical chuck too; just marinate 4 hours or overnight to tenderize it. 2 medium lemons 2 tablespoons soy sauce 1 tablespoon olive oil 1 clove garlic, crushed with garlic press 1/4 teaspoon ground black pepper 1/4 teaspoon ground red pepper (cayenne) 1 boneless beef top sirloin steak (about 1 1/2 pounds, 1 1/4-inches thick) 1. From 1 lemon, remove 3 strips peel (3 inches by 1 inch each). From both lemons, squeeze 1/3 cup juice. 2. In bowl, mix lemon peel, lemon juice, soy sauce, oil, garlic, black pepper and ground red pepper. 3. Pour marinade into large self-sealing plastic bag; add steak, turning to coat. Seal bag, pressing out excess air. Place bag on plate; refrigerate 30 minutes. 4. Remove steak from bag. Pour marinade into 1quart saucepan and reserve. 5. Place steak on grill over medium heat and cook 12 to 15 minutes for medium-rare or until of desired doneness, turning once. 6. Transfer steak to cutting board. Let steak stand 10 minutes to allow juices to set for easier slicing. 7. Meanwhile, heat reserved marinade and 2 tablespoons water to boiling over high heat; boil 2 minutes. 8. To serve, thinly slice steak and serve with cooked marinade. Serves 6. • Each serving: About 265 calories, 18g total fat (7g saturated), 77mg cholesterol, 395mg sodium, 2g total carbohydrate, 0g dietary fiber, 24g protein.
