Jim Puffalt One-on-one with Brian Rodgers Jim Puffalt was born and raised on a family farm in Broadview, Saskatchewan. Puffalt received an applied arts degree in business administration from Siast in Moose Jaw and then received an advanced Manitoba municipal management certificate from the University of Manitoba. In 1982, Puffalt began working in the municipal industry, starting out as town administrator in Elbow, Saskatchewan. Since 2001, Puffalt has been Estevan’s city manager. How did you end up in Estevan, as city manager? “I was recruited to take the position after the previous manager had retired. They were looking for someone who had some experience, so I got recruited out of Manitoba to come here.” What was it about your qualifications that prompted the City to hire you? “I had done quite a bit of work with the re-organization of communities and I think they were just looking for someone with several years of experience to come in. It was, I think, a fairly pivotal time in Estevan’s growth. A lot of things had happened in the late-’90s and a new council had come in and the previous manager had retired, so I think they were kind of looking to go in a different direction.” City council is elected in terms, is your position permanent? “I’m here as long a city council wants me to be here. When I was hired in 2001 there was no specific limit. Council are on terms – they’re elected – I’m the appointed person.” What is the relationship between city council and city manager? Are you mostly responsible for taking council’s recommendations and acting on them? “It’s a lot more detailed than that, but that’s generally the concept. As council likes to say, I’m the sole employee that council actually deals with, and the rest of the employees deal with me. So, I’m responsible for day-to-day operations, while council’s responsible for policy direction.”

What are those day-today responsibilities? I have a number of projects that I manage that the divisions generally can’t do, or don’t have time to do. I look after communications for the city. And also completing council’s business and ensuring day-to-day operations get done. You mentioned that you entered your position during a pivotal time in the city – what are you most proud for having accomplished? I think Spectra Place is a huge accomplishment. Really, we’ve done something that nobody else, that I’m aware of, has been able to do – we’ve got a brand new facility that is going to be just great for our community and for only about $2 million dollars of the total cost. We’ve got grants and we’ve fundraised in excess of $20 million for this project. So, to have a brand new facility that’s going to last the city for the next 100 years, without much of a mortgage on it – I think we’re all very proud of that.

So, we’ve designed the facility not just as an arena – that’s one component of it – but it’s certainly available for all types of indoor sports, concerts, conventions, and those types of things. We’ve done a lot of work and a lot of research and I think we’re going to have probably one of the nicest places in Canada.” With the new arena construction well under way, what are some other major projects on the go? “One thing that’s probably a major accomplishment has been the water main replacement program. When I came in 2001, we hadn’t done anything since ‘95 or ‘96, and since then we’ve developed a program, implemented it, and we’ve done about 65 blocks. So, that’s a huge accomplishment, doing none for a long time and then going up to 65. Right now, we’re in a growth

Facebook Photo shoots “This is me with my dog.” “This is me jumping on my bed.” “This is me with my boyfriend.” “This is another angle of me with my dog, and I’m pursing my lips seductively.” “This is me, lips pursed again.” Your Facebook profile picture is a reflection of who you are, and acts as a first impression for Facebook “creepers.” I believe that candid, spontaneous pictures either featuring a person solo, or a group of friends, is the best choice. A picture in your graduation dress? Deal. Twentyfour different angles of you in front of your bedroom mirror? Fail. If I’m creeping your Facebook page and I can see your arm reaching out in front of you holding your camera to take your picture, I’m going to pass some serious judgment on you. Not in a good way, either. Same goes with stretching, editing, and over-exposing to the point where I have to spend fifteen minutes figuring out exactly what is going on in the picture. Maybe you’re being artistic, props to you, but when I fail to recognize you in person after a few years, despite maintaining an active Facebook friendship, something has to change. So get out there, spend some time with your friends, snap a couple of photos. Hit up the Rider game and get a picture taken of you in your watermelon helmet. Pose for your sister when she wants to practice her photography skills, even if you know she’s going to post the terrible pictures online. Profile pictures should reflect who you are, rather than capture your reflection in the bathroom mirror. Life Lesson All through our lives, we are told seemingly unimportant advice by people with “life experience.” “Don’t feed Janay mud.” “Be nice to everyone, because someday that person you were rude to will be your boss.” “Floss your teeth.” “After you butter your toast, don’t wipe the freakin’ knife off on the butter container.” As a kid, all of this is easy to shrug off, mostly because it seems like a bunch of lies made up by old people to get you to do what they want,

and because it’s just really funny to watch Janay eat mud. However, as I grow up, I’m finding out that more and more of this advice is proving to be valid. One’s teeth WILL get cavities without flossing. The dentists are not lying. Buy some floss. Janay will grow up with a major grudge and use your secrets as blackmail when she wants you to drive her to McDonald’s. Crumbs in the butter container are nasty. Almost as gross as contaminating peanut butter with jam and vice versa. That girl you ignored or were just rather rude to, whether it be because your friends encouraged it or because you were kind of a jerk anyway, will somehow work her way back into your life. It could be at a family reunion where she’s hanging on your favourite cousin, or perhaps at a restaurant where you know she’s in the kitchen spitting on your chicken fingers. Expect to run into her somewhere. Karma will get you. Every time. As someone who is newly learning these lessons, I’m politely suggesting that those of you younger than myself (or hey, as old as 40) pay a bit more attention to wise words offered by your elders. I myself have a few tidbits of advice I’d like to offer: 1) Don’t sing along with the music blaring on the car speakers when you’re stopped at a red light on Fourth St. People will see you. They will judge. 2) Clean out the people you aren’t really friends with on Facebook before they delete you. This will help you save face when your real-life friends are deleted by people they’d only friended with the intention of mocking. Cyber face-slap avoided. 3) When you borrow your sister’s clothing without telling her, don’t get any important pictures taken that will be used as evidence. 4) Always dress nicely for work, because important pictures will always be taken when your greasy hair is in a ponytail, and you’re wearing your sister’s clothes. 5) When going clothing shopping, wear white socks, because potential dresses never look good with your purple-with-cute-yellowducks socks. 6) Parents, don’t buy booze for your minor-aged offspring. Let them find their own pullers. This will teach them to be resourceful, which is undeniably a valuable life skill. 7) You don’t know all the answers. Neither does your mom. She may think she does, but she’s faking it. 8) Don’t tell your mom she doesn’t have all the answers. 9) Twelve-year-old girls: when you dress up, coat yourselves in make up, and walk around the main city blocks, you aren’t fooling anyone. Older boys will still know you’re 12, no matter how short your shorts are or how dark your eyeliner is. The giveaway? You’re walking. As you go about your daily lives, consider my words and recognize the validity of them. I mean well, and in many cases I have had to learn these lessons on my own.

Police investigating triple homicide in Regina Provincial Autopsies are currently underway after what the Regina Police Service is calling a triple homicide. “Sense-ational Animals� exhibit visits EPL The Saskatchewan Science Centre in Regina is a little out of the way for the average youngster in Estevan to visit on a regular basis. So, to make up for this, the Science Centre sent their Go! Science Outreach team

of Julie Fisowich and Tia Monka to the Estevan Public Library on Monday. The Go! instructors were teaching the youngsters in attendance about animals and their senses, in the appropriately named “Sense-ationial Animals�

exhibit. “The kids are learning about animals’ senses and how they differ from the basic five human senses,� said Fisowich, in between activities on Monday. For example, in one fun activity, the kids got a

chance to look through several different masks, meant to simulate what different animals, like elephants, moles and chameleons see when they open their eyes. The program’s attendees also learned about how different animals use their

senses to adapt to their habitats. The instructors brought Dorie, the domesticated ferret with them, for the kids to see and pet – which was among the highlights of the day. One of the most popular

comments was that Dorie smelled a little strange. Fisowich said the Go! outreach team travels all over the province, taking a variety of programming aimed at different age groups to various schools and libraries year-round.

Future home of Tiger Cats uncertain Provincial Less than a week before his induction into the Canadian Football Hall of Fame, Saskatchewan Roughrider great Don Narcisse has lost his mother. Dorothy Narcisse passed away on Monday morning in Manvel, Texas of complications resulting from congestive heart disease. She was 73-years-old. Narcisse, who played with the ‘Riders from 1987 to 1999 will be in Saskatoon on Saturday for the Hall of Fame induction ceremony. ••• Two Saskatchewan teams, the Regina Red Sox and Swift Current Indians are currently going head-tohead in the Western Major Baseball League Finals. Both teams finished atop their divisions at the end of regular season play. The Red Sox eliminated the Weyburn Beavers and Moose Jaw Miller Express on their way to the finals, while Swift Current defeated the Medicine Hat Mavericks and the Okotoks Dawgs. National The Hamilton Tiger Cats are not entirely sure where, or even if, the team will be playing come the

2012 Canadian Football League season. The Ticats have played at Ivor Wynne Stadium since 1950, but the team’s lease at the aging stadium will run out at the end of 2011. Earlier in the week, Hamilton’s city council voted to build a new stadium in the Steel City, with the choice between two proposed locations, West Harbour and East Mountain. The council chose West Harbour, which would be located in downtown Hamilton, and will be built primarily to host the 2015 Pan Am Games. This decision prompted the team’s owner, Bob

Young, to withdraw all support for the proposed stadium negotiations because he had already promised close to $75 million in funding for the East Mountain site. Now there is talk that the team may be moved to a new city altogether, with Quebec City at the forefront of the rumour mill. International The NFL preseason officially kicked off on Sunday, with the Dallas Cowboys traveling to Cincinnati to play the Bengals. After three quarters Dallas had put up only three field goals, for a 9-0 lead. Both teams reached the

endzone once in a slightly more exciting fourth quarter, as Dallas went on to win 16-7. ••• 40-year-old forward Teemu Selanne has announced he will return to play for another season with the Anaheim Ducks. ••• The 2010-11 NHL season will be the Finnish Flash’s 18th campaign, 12th with the Ducks.

13 annual Wildlife Camp another success th

Last week 42 adventure-seeking survivalists camped out at the Boundary Dam Recreational Site for four days and three nights of survival during the 13th annual Estevan Wildlife Federation Camp. Cindy Hokanson,

who’s been organizing the camp with her husband Dale since it began, said this year’s camp went “fantastic.” Once again, camp attendance was at capacity – some who were slightly late in registering were even put on a waiting list – with 42 boys and girls between the ages of 11 and 15, joining up with six counsellors between the ages of 16 and 18 for four days chalk full of lessons and activities to get them better acquainted with life in the great outdoors. For once, in

what has been an unpredictable summer, the weather co-operated. If anything, Hokanson said it might have been a little too hot. “There were no torrential rains or hurricane winds, but the next thing we have to worry about is if it gets too hot, kids can get heat stroke,” she said. Luckily the kids were kept well hydrated and, despite the hot, dry conditions, a great weekend was had by all. A number of instructors, both from the Estevan area, as well as from as far away as Regina, were on hand for

parts of the four-day camp to teach wildlife and survival skills in their areas of expertise. The campers learned several different ways to hunt for food, including fishing, trapping, blood tracking and were also given a full day of lessons on Saturday, teaching them how to safely and properly use and shoot a variety of different hunting weapons, including 22s, muzzleloaders, paintball guns and archery equipment. On top of this, the camp included lessons in outdoor cooking, canoeing, orienteering,

first aid, knot tying and shelter building. Hokanson said she hopes the kids walk away from the camp with a taste of what the outdoors has to offer. “We’re living in a computer and technology driven world. At Wildlife Camp, the kids learn a lot of life skills and the camp is popular because kids don’t always get a chance to experience that kind of thing otherwise,” Hokanson said. When asked which activity came off as the crowd-favourite, Hokanson laughed, saying

when the kids fill out their surveys at the end of camp and are asked what they liked most, they usually write down “everything.” As is tradition, this year’s camp ended with the presentation of the democratically elected “camper of the year” award. This year, the award went to Isaiah Geisel. Hokanson said the kids made a great choice, as Geisel has been attending the camp for a few years now and demonstrated good camping skills, was well behaved and helped others along the way.

Do You Remember? TEN YEARS AGO: The residential building lots in Dominion Heights were about to get bigger. Responding to criticism from potential purchasers, city council directed Rob Denys, Estevan’s land development officer, to draw up plans that would re-adjust sizes of the lots being offered for sale in the city’s newest subdivision. The cost to do the adjustment would be about $25,600 and it would result in 10 lots being redesigned to create eight lots, and another five realigned to create four lots. Warrant Officer Mike Bourassa, a member of the Canadian Armed Forces Engineering Corps, was one of only 10 members of the Canadian Forces who would be receiving a Canadian Peacekeepers Service Medal in the fall. The former Bienfait resident, recently retuned from duties in Kosovo, was back home to visit family and friends before leaving for Ottawa where he would be presented with the medal by Governor General Adrienne Clarkson. Bourassa credited his experience with being a member of the local WylieMitchell Air Cadet Squadron for giving him his first taste of the military, which he gobbled up. It led him directly into the Canadian Armed Forces where he had remained for over 20 years with no regrets. One of the top young golfers in the province, Graham DeLaet of Weyburn, won the championship flight at the annual Woodlawn Classic on the August long weekend. DeLaet fired a three-day total of 214, placing himself five strokes ahead of Parnell Pidhorny of Estevan who shot a 219. The 18-year-old DeLaet was the only golfer in the championship flight to put together three rounds in the low 70s. Estevan’s Jennifer Coulter won a gold medal at the Western Canadian WaterSki Championships held in Olds, Alta., on the August long weekend. Competing in the Girls’ III Slalom division (13- to 17-year-olds), Coulter picked up a gold in the trick event, as well as a silver medal in the slalom event. TWENTY YEARS AGO: Saskatchewan Health issued a warning to people to take extra precautions about being bitten by mosquitoes this summer. Dr. Linda Strand, executive director of the Laboratory and Disease Control Branch, said that “certain kinds of mosquitoes may carry the virus that causes sleeping sickness, or western equine encephalitis, so we are urging the public to

take extra care this summer.� She noted that the virus had already been detected in both mosquitoes and birds in the province. The Bienfait Home and School Association was in the midst of a $10,000 fundraising drive so they could purchase a new outdoor gym set for the playground at Weldon School. On August 1, the association received a major boost when the Bienfait Branch of the Royal Canadian Legion presented them with a cheque for $5,000. The Legion had raised the money through the sale of Nevada tickets. Four runs in the first inning were enough to give the Estevan Coal Golden Hawks their fourth consecutive league title. The Hawks defeated Utility Mine 5-2 to win the fifth and final game

of the Estevan Men’s Fastball League championship in a game played at Cossette Park. The victory also gave the Golden Hawks their 15th league championship in the past 18 years - and for one of the years they didn’t win, the Hawks didn’t have a team. THIRTY YEARS AGO: Estevan’s first-ever Farmers’ Market held on Saturday, Aug. 2 on the parking lot behind the Royal Bank proved to be a very successful venture, and as a result, the markets would continue to be held on a weekly basis into the fall. Summer-Style Fresh Blueberry Pie Fresh blueberries peak this time of year, so it’s time to make good use of them. Not only are they versatile and delicious, but they are nutritional standouts, including being high in antioxidants. Pick your own, or purchase a basket at the market and start thinking with your kids of all the ways you can enjoy blueberries from morning ‘til night. Sprinkle them on cereal, toss them in muffin batter or create smiley faces on top of pancakes and waffles for happy food art to start the day. Combine them in a fruit salad for lunch, eat a handful for an afternoon snack or stir them into yogurt fruit pops. As a sweet finale to any summer day, enjoy my family’s favorite blueberry pie. The uncooked berries in the recipe together with lemon juice and zest, create a zingy, fresh flavor. This recipe is very easy to prepare at the last minute with your kids when friends come by or when you want to bring a crowd-pleasing summer dessert to a potluck picnic. You simply prepare the blueberry filling on the stovetop and pour it into a prepared pie crust. Chill, and it’s ready to serve! I top each slice with a dollop of fresh whipped cream, or I serve a scoop of vanilla ice cream on the side. Yum! It’s a taste of summer.

BERRY PIE 4 cups fresh blueberries, rinsed and stems removed. (Let kids go through them to pick out any crushed or overripe berries) 3/4 cup sugar 1/2 cup water 3 tablespoons cornstarch Pinch of salt 1 tablespoon freshly squeezed lemon juice 1/2 teaspoon grated lemon zest (optional) 1 (9-inch) pie crust, baked 1. In a medium saucepan, gently stir together 2 cups blueberries, sugar, water, cornstarch and a pinch of salt. Bring to a boil, reduce heat and stir constantly until

thick and clear. It will be a luscious dark-purple color. 2. Stir in lemon juice and zest, then gently fold in the rest of the blueberries. Cool slightly. 3. Pour the thick filling into the pie shell. Let set or chill before serving. 4. Serve with whipped cream or vanilla ice cream. Makes 1 pie. Water Main Replacement The City of Estevan is undertaking replacement of Water Main at: Henry Street – Souris Avenue to Arthur Avenue The purpose of this work is to provide timely and cost effective replacement of existing cast iron water main with PVC pipe, replacement of existing water and sanitary sewer services from water & sewer main up to the property line and surface restoration. This work would require closure of immediate areas of excavation and may necessitate parking restriction in adjacent areas. This work will commence during the week of July 19, 2010 (from 900 Block toward east) and will take approximately Twelve (12) to Sixteen (16) Weeks to complete (subject to weather). The Council of the City of Estevan, pursuant to Section 207 of the Planning and Development Act, 2007, gives notice of its intention to commence proceedings to adopt an OfÀcial Community Plan and Zoning Bylaw as hereinafter provided: 1. That Schedule ‘A’ attached to and forming part of Bylaw #2010-1834 which may be cited as the Zoning Bylaw of the City of Estevan and the Zoning Map attached thereto be adopted as the Zoning Bylaw for the City of Estevan, until such time the bylaw be repealed. ii. That Bylaws 84-1030 and 87-1178, and all amendments thereto are hereby repealed; Reason: The purpose of an OfÀcial community plan as provided for in the Act is to ‘provide a comprehensive policy framework to guide the physical, environmental, economic, social and cultural development of the municipality or any part of the municipality’. Once adopted, the plan will establish the City’s goals/objectives, policy statements and regulatory framework used to manage land use, subdivision/development activities, municipal service provisions, and public utilities/infrastructure within the City. As part of the requirements for enacting an ofÀcial Community Plan, the City is also required to prepare and adopt a ‘new’ Zoning Bylaw. The Zoning bylaw is a complimentary regulatory document, and is the primary legal and administrative means for implementing the objectives and policies contained with the OfÀcial Community plan. The purpose of the zoning bylaw as deÀned in the Act ‘is to control the use of land for providing for the amenity of the area within Council’s jurisdiction and for the health, safety and general welfare of the inhabitants of the municipality’. The zoning bylaw is also accompanied by a zoning map designating various land use districts in the municipality. The OfÀcial Community Plan and Zoning Bylaw were completed based on the Àndings of a previously prepared and circulated ‘Land use planning and development background document’ and upon further gathering input from various Community stakeholders and the general public at large. The complete draft documents and zoning map are available for viewing on the City’s website at www.estevan.ca, or hardcopies may be obtained by contacting the City’s Land Development Services Manager at City Hall, 634-1821. The general public is also provided an opportunity to view a presentation summary which is on display in the lower meeting room of City Hall, 1102 Fourth Street, over the next several weeks.
