Warts Often Fade on Their Own D E A R D R . DONOHUE: Would you address plantar warts? I’ve been told they’re from a virus in the body and that nothing can be done for them or keep them from recurring. Is this so? -- D.W. ANSWER: All warts, wherever they are, come from an infection with one of the more than 100 human papillomaviruses -HPV. Individual members of the HPV family have a preference for particular body sites. Some head for the soles of the feet to cause plantar warts. “Plantar” is derived from a Latin word meaning “sole of the foot.” If a plantar wart isn’t kicking up a fuss, it can be left alone. It’s not going to do any harm. Many such warts disappear without any treatment. Some can return, and there is not a whole lot to do about preventing a

second visit. However, there is much to do about a plantar wart that hurts. The method chosen for wart removal must not leave a scar. A scar on the bottom of the foot causes more trouble than does a wart. Look on the shelves of any drugstore for wartremoval products that contain salicylic acid, and follow the directions for application carefully. Be patient. It takes more than one application to get rid of the wart. Duct tape sometimes works. That’s right -- duct tape, the tape you buy in a hardware store. Cover the wart with a piece of it for six days. Remove the tape, soak the foot and then gently rub the wart with a pumice stone, obtainable in drugstores. Reapply the tape after 12 hours. FNUC deserves that second chance The time has come for the federal government to quit playing mind games with the First Nations University of Canada. Past management misdeeds and careless administration practices were admitted to long ago and rectified. A couple of additional firings of those who were being held responsible for a lot of those error-filled administrative moves were carried out. The misdealing governance body has been released and replaced. FNUC now deserves a second chance to prove itself. Otherwise, what is the alternative? Closing the doors and decommissioning Canada’s first and foremost post-secondary institution for First Nations students would send what kind of message to 35 per cent of Canada’s population who claim Aboriginal or Metis ancestries? Federal Minister in charge of First Nations Affairs Chuck Strahl needs to step up immediately and make the intention clear. The federal government is either in or out with its $7.2 million in funding support. FNUC has made its move and they passed muster as far as the provincial government was concerned. The province restored its $5.1 million in funding support. The university’s new board of directors/governors agreed quite willingly, we hear, to a plan that will see a major accounting firm serve as the intermediary for the dispensing of the provincial funds moving forward. In the following three years, the funding will be directed first to the University of Regina and then on to FNUC to ensure that the funds will be dispensed correctly and in a timely manner and used in the manner in which they

are intended. With those safeguards in place, we find it quite mysterious as to why the feds are still balking at the plan. The money in question, while not minor in scope, is minimal in terms of what other institutions receive from federal coffers. Time is now of the essence. FNUC is in danger of having to close its doors next week; that’s how close this brinksmanship game is being played by Strahl and Company. April 1 was the date given as being the day when the current funds dried up. The final semester was slated to end April 14. That means that students and support staff were having to bet that their teachers and professors just might be willing to stay aboard long enough to see them through to the end of the academic year. But they couldn’t count on it, especially if they weren’t going to be paid for the final two weeks. If no support is found, then what? One of the proudest looking buildings on the U of R campus, a model for First Nations youth across Canada, could be closed. It could be reduced and ridiculed as just another failed experiment for First Nations people. That, naturally, will lead to further resentment, accusations of racism and another division between First Nations people and the rest of the Canadian community. Strong progressive steps toward adding to the First Nations educational experience will be down the drain. Unless there is some kind of terrific alternative plan stirring in the minds of Strahl and his department, we can’t help but wonder out loud … what’s holding this financial support up? It’s not as if restoring funding that was already in place was going to cost this government votes in Ontario and Quebec, and it would certainly reaffirm the very strong voting support they already receive in FNUC’s home province of Saskatchewan. It’s difficult to figure this one out. No votes lost, plenty of goodwill to be gained, support for First Nations post secondary education, new governance, assured administration security. What are we missing here? Is it simply one cabinet minister’s stubbornness?

Second-Guessing Dog’s Death DEAR PAW ’ S CORNER: I recently lost my dog “Mischa” to an illness, and I’m overwhelmed with sadness and guilt. Her death was very sudden; one day she was fine and then she was not. I can’t help wondering if there was anything I could have done to prevent this from happening. Did I give her the wrong food? Was there something in her medications she might have had a reaction to? I’ve had no answers from the vet. Am I wrong for constantly second-guessing myself? Should I just get over it? -- Devastated in Dallas DEAR DEVASTED: First, I’m very sorry for your loss. Pets are so much a part of our families that losing them can be incredibly difficult. “Getting over” the loss of a pet isn’t something anyone should be told to do -- it’s not unusual to feel sadness for a pet years after its death. A close friend of mine still speaks fondly of his dog King, who died

when he was a boy. And I often miss pets I lost years ago. I personally feel that adults can grieve openly for pets in a way that they can’t grieve for humans. We have to bear up and be brave at the loss of a relative or friend, perhaps be the one who must organize everything. But for a lost pet there are no such barriers to just grieving for them. On the other hand, you want answers for Mischa’s sudden death. More questions should be asked of the veterinarian. What did her symptoms

A New Flavor Twist for Turnips If you’ve run out of ways to prepare starches like corn, potatoes or rice to serve as side dishes, you might want to try turnips. We have Charles “Turnip” Townshend to thank for elevating turnips to the dinner table. England was formally introduced to turnips when Townshend, a British politician, imported Dutch-grown turnips in 1730. Townshend wanted to use turnips as an inexpensive substitute for the hay that was used to sustain cattle herds throughout the winter. In those days, it was expensive to grow and store hay all winter. To save money, many people killed their livestock in the fall, causing an overabundance of beef at one time. Townshend proved that turnips were an easy-to-grow, inexpensive way for farmers to fatten cattle through the winter, and a delicious vegetable “starch” for humans. Although turnips contain a large amount of

starch, they provide only one third the calories as an equal amount of potatoes. Turnips are an excellent source of vitamins C, B-6 and E, fiber, folic acid, manganese, potassium and riboflavin. Turnips are a member of the mustard family and are related to cabbage and cauliflower. They come in all shapes, sizes and colors. For the sweetest f l a v o r, s e l e c t t u r n i p s that are smooth, small, firm and heavy for their size, with some roots remaining on the bottom. Turnip greens also are delicious and even more nutritiously dense than the turnips. Turnips can be peeled before cooking, eaten raw, sliced, made into a relish or a slaw, diced or julienned, or shredded to make croquettes. Turnips also can be used as a substitute for potatoes in many of your favorite recipes. Report from the Legislature 2010-2011 BUDGET: BALANCED, FORWARD-LOOKING, RESPONSIBLE Our government announced its third consecutive balanced budget today, which was achieved through a combination of reduced spending, caution on revenue projections and a commitment to living within our means. • Spending has been reduced by 1.2 per cent, or $123 million. • Revenue is forecast at $9.95 billion, with cautious resource revenue projections of $1.1 billion for oil and $221 million from potash. • The budget also includes $194 million from the Growth and Financial Security Fund, leaving a balance of $510 million in the provincial savings account. • These measures result in a General Revenue Fund surplus of $20 million. • Spending is down in 14 different ministries. • We will pay less for debt servicing; due to the fact our government has reduced the provincial debt by $2.6 billion, or approximately 40 per cent, since 2007. • We have set a goal of reducing the size of the public service by 15 per cent over the next four years, mainly by not replacing people who retire or move on to other opportunities. • What school divisions can collect in education property taxes will be maintained at 2009-2010 levels (i.e. while school taxes won’t go down this year, they also won’t go up). We still intend to make further reductions by the end of our Àrst term. • The only tax increases are on tobacco – an increase of 2.7 cents per cigarette. The tax-free allowance on tobacco for First Nations is also being reduced, from three cartons a week to one carton. • Liquor prices will also go up by an average 50 cents for a 750 ml bottle of spirits and 75 cents for one dozen bottled beer. • Municipal revenue sharing will be maintained at last year’s historic 43 per cent increase or $167.4 million. Our government remains committed to increasing that amount to the equivalent of 100% of one point of the PST by the end of our Àrst term. Highlights include: • $385.5 million for Agriculture, approximately three-quarters of which will go to fully-funding programs such as Agri-Stability, AgriInvest and Crop Insurance. • No programs or services for producers are being cut. • An increase of $33 million in funding for school divisions, including a $17.2 million investment to build and improve schools, more child care spaces and 18 new pre-kindergarten programs. • A $4.2 billion health budget, which includes funding to address surgical wait times, doctor recruitment and training, improve cancer treatment and $2.5 million in new funding for autism services. • $551 million to build, operate and maintain highways, including 470 kilometres of rural highways, 600 km of resurfacing and $36 million to repair or replace bridges and culverts. • A new program called “Headstart on a Home,” which will help eligible lower-to-moderate income families realize their dreams of owning a home, as our government continues to make a signiÀcant investment in addressing the issues of affordable housing and child and family services. Our government has presented a balanced, forward-looking and responsible budget to the people of Saskatchewan. The path we have chosen is not the easy path, but it is the path that will keep our province’s economic momentum going. It is the right path for the new Saskatchewan - the growing, optimistic, self-assured Saskatchewan. We are looking to the future with conÀdence and hope. As we move forward into 2010, we will work hard to ensure that our best days are still ahead. Tips for drips (NC)—Following winter hibernation, the itch to start cleaning and preparing for spring is hitting Canadian homeowners. EVACUATIONS

In the event of an emergency, such as a chemical spill, residents may be asked to evacuate their homes and places of business. An evacuation is a preventative measure for the safety of the public. If you suspect an evacuation may be ordered, tune into the local radio station for information. In the event that an evacuation is required: • Estevan Police Service or their designate will conduct all evacuation procedures. • Estevan Police Service will advise of the nature of the emergency and may advise that for your safety you are being asked to evacuate. • Estevan Police Service will ask you to go to the designated reception center. You will be asked to register there, regardless of whether or not you have a place to stay. This enables the people at the registration center to tell friends or family where they can Änd you. • You will be told the best route to take to the reception center if any streets are closed. • You may be advised when and where there will be transportation if you need it. • Remember to take your medication with you and any other necessary personal items such as toiletries, clothes for work, etc. • You may take your pet with you. • When leaving, secure your premises and make sure you take your keys.
