South Dublin County Council Welcomes New County Manager - Daniel McLoughlin Mr. Daniel McLoughlin has recently become the County Manager for South Dublin County Council. Mr. McLoughlin entered the Local Government sector in 1982 and prior to joining South Dublin County Council, he held the position of County Manager in Leitrim and Westmeath. Mr. Mc Loughlin said “It is a great honour to have been appointed County Manager of South Dublin County Council. I look forward to working with the elected members, staff, local communities and the business and state sector. By promoting community, social and economic development, we will ensure that South Dublin County Council is the primary provider and enabler of public service provision at local level.’

MindMindR -Mental Health Services Directory for South Dublin County MindMindR is an initiative spearheaded by the Mayor of South Dublin County.

Councillor King requested the development of a Smartphone App which would operate as a Mental Health Services Directory for the South Dublin geographical area. The MindMindR App will through the latest smart phone technology enable people to quickly gain access to information on a range of services available in their local area. The App will provide the first substantial integrated directory of mental health services that will be map based for the County. The App will shortly be available through the Apple and Android stores. Comhairle na nÓg were consulted on the development of the App and Mayor King is hopeful that with their support the App will become an invaluable tool to provide information on mental health services.

Are you registered to vote?

The Register of Electors 2013/14 came into force on 15th February of this year and will remain in force until 14th February 2014. This register will be used for any election/referendum held during that period.

You can check to see if you are registered on www.checktheregister.ie or at your local post office, library or Garda station.

If an election or referendum is held this year, a supplement to the Register of Electors will be prepared. If you find that you are not registered you may apply for inclusion on the supplement by completing the relevant form (RFA2 or RFA3). Your citizenship will determine your voting entitlements.

Mayor’s Message their valuable contribution to our communities.

It was with great pride and pleasure that I took on the challenges of being the Mayor of South Dublin County, last year on the 29th June 2012. The cornerstone of the agenda for my year in office was to seek to protect those most vulnerable in our society. For 2012/13, I focused on the proposed emergency homeless accommodation project for the county and issues surrounding mental health and wellbeing. I have worked with the County Manager and the management team so that these priorities have been mainstreamed into the day to day activities of the Council.

From the day I took office, I have received so many wonderful invitations from residents, groups and organisations that play a vital role in communities throughout the County.

In particular, I have enjoyed meeting the young people of the county through my visits to local schools, youth organisations and consulting with Comhairle na nÓg. As a Council, we have continued to invest in youth programmes and facilities, funding arts and culture, sport and recreation, environmental awareness, literacy and learning for all in the community. We want to ensure that our young people will have every chance to achieve their full potential. By engaging with our children and young people, I have listened to their voices and recognised

As part of the Mayor’s Initiative for 2012/13, I sought to raise awareness around the supports for people with a mental health illness and the services available to their families and peers. I very much welcome and support the establishment of interagency initiatives like the ‘Mojo Project’ which aims to promote health and wellbeing to men over 25 who have been affected by the recession and/or unemployment. I am also delighted to announce that the ‘Jigsaw Project’, a youth mental health service will be available at locations in Tallaght and Clondalkin. It is important that we work together for the benefit of our whole community, supporting and enabling people to cope positively with the demands of modern life.

As I approach the end of my term of office, one of my own personal highlights has been the provision of South Dublin County Council’s first supported temporary accommodation unit. This has been a priority of mine and my Alliance Colleagues for some time now and I am overjoyed that we have delivered on our promise during my term as Mayor. The provision of this temporary supported accommodation facility is a much needed and vital service that will cater for one of the most vulnerable sections of our society.

Enterprise and employment are vital to any young emerging county. My fellow Councillors and the County Manager have worked closely with me to progress the innovative ideas that have been established through the ‘Sustaining and Developing Business Action Plan’ and the new Economic Strategy. This County has a great infrastructure network and an excellent local workforce making South Dublin one of the best places in Ireland in

which ‘to do business’. We are doing all we can to reduce the cost of business and promote South Dublin as a prime location to invest in and visit.

2013 is the year of ‘The Gathering’, an exciting celebration of Ireland. In conjunction with South Dublin Tourism, the Council hopes to attract many additional visitors to the county during the year. South Dublin will host an ambitious programme of sporting and cultural events making great use of the fantastic facilities that this county has to offer. As Mayor, I have done my upmost to actively promote these events such as the Irish Kickboxing Championship which saw 3,000 competitors from nearly thirty different countries compete. I believe that it is very important that we put South Dublin on the map as a genuine tourist destination in its own right with its own unique attractions.

I would like to acknowledge the support I received from the Deputy Mayor, Cllr Gus O’ Connell, my fellow Councillors and staff. I was greatly honoured as Mayor to accept the ‘Council of the Year Award 2013’ last January at the LAMA Awards on behalf of this Council. This award recognises that this Council continues to be one of the most progressive and innovative local authorities in Ireland.

I have tried to carry out the role of Mayor with integrity and respect for the office and I would like to thank you, the citizens of South Dublin County, for a wonderful year. Finally, I wish you all a very safe and happy summer.

Ghlac mé leis na dúshláin a théann le bheith mar Mhéara ar Chontae Átha Cliath Theas le mórbhród agus le mórphléisiúr, anuraidh, ar an 29ú Meitheamh 2012. Ba í an chloch choirnéil don chlár a bhí agam i mo bhliain san oifig seo bealach a fháil chun iad siúd is mó atá i mbaol inár sochaí a chosaint. In 2012/13, dhírigh mé isteach ar an tionscadal a bhí beartaithe ar chóiríocht éigeandála dóibh siúd gan dídean agus ar na saincheisteanna a bhaineann le meabhairshláinte agus folláine. Bhí mé ag obair leis an mbainisteoir agus a chuid oifigeach sinsearach chun go mbeadh na tosaíochtaí seo mar chuid lárnach d’imeachtaí laethúla na Comhairle. Ó mo chéad lá in oifig, fuair mé go leor cuirí iontacha ó chónaitheoirí, grúpaí agus eagraíochtaí a bhfuil ról fíorthábhachtach acu i bpobail trasna Chontae Átha Cliath Theas. Bhain mé sult go háirithe as bualadh le daoine óga an Chontae, trí mo chuairteanna ar scoileanna, eagraíochtaí óige agus trí chomhairliúchán le Comhairle na nÓg.

Mar Chomhairle, lean muid ar aghaidh lenár n-infheistíocht i gcláir agus in áiseanna don óige, maoiniú do na healaíona agus cultúr, spóirt agus áineas, feasacht chomhshaoil, litearthacht agus foghlaim don phobal go léir. Tá muid ag iarraidh cinntiú go mbeidh gach deis ag daoine óga a gcumas iomlán a bhaint amach. Trína bheith i dteagmháil lenár bpáistí agus lenár ndaoine óga, d’éist mé lena nglór agus d’aithin mé a mhéid is atá siad ag cur lenár bpobal.

Mar chuid de Thionscnamh an Mhéara 2012/13, bhí mé ag iarraidh aird a tharraingt ar na tacaíochtaí atá ar fáil dóibh siúd a bhfuil tinneas meabhairshláinte ag gabháil dóibh agus freisin ar na seirbhísí atá ar fáil dá dteaghlaigh agus dá bpiaraí . Chuir mé an-fháilte roimh agus thug mé antacaíocht do bhunadh na dtionscnamh idirghníomhaireachta mar ‘Tionscadal Mojo’, a bhfuil cur chun cinn na sláinte agus na folláine d’fhir os cionn 25, a bhfuil tionchar ag an gcúlú eacnamaíochta nó ag an dífhostaíocht orthu, mar phríomhaidhm. Agus freisin an Tionscadal Jigsaw, seirbhís meabhairshláinte don óige atá ar fáil anois agus í lonnaithe i gCluain Dolcáin agus i dTamhlacht. Tá sé fíorthábhachtach go dtarraingeodh muid go léir le chéile ar leas an phobail go léir, ag tacú le daoine agus á éascú dóibh dul i ngleic leis na dúshláin atá i saol an lae inniu.

Agus mé ag dridim le críoch mo théarma mar Mhéara, ba é an soláthar rinneadh d’ionad do chóiríocht shealadach sa Chontae an buaicphointe. Bhí sé seo mar phríomhthosaíocht agamsa agus ag mo Chomhghleacaithe Comhaontais le tamall anois agus tá ríméad orm gur choinnigh muid ár ngealltanas le linn mo thréimhse mar Mhéara. Seirbhís fhíorthábhachtach a bhí ag teastáil go géar í an áis cóiríochta shealadach seo faoi thacaíocht agus beidh sí ag freastal ar cheann de na pobail is leochailí inár sochaí.

Bíonn an fhiontraíocht agus an fhostaíocht an-tábhachtach d’aon chontae atá ag teacht chun cinn. D’oibrigh na comhairleoirí agus an bainisteoir Contae in éineacht liom chun na smaointe nuálacha a bunaíodh in ‘Sustaining and Developing Business Action Plan’ agus sa Straitéis Eacnamaíochta nua, a chur chun cinn. In éineacht le Turasóireacht Átha Cliath Theas, tá súil ag an gComhairle go leor cuairteoirí a mhealladh go dtí an Contae le linn na bliana. Beidh clár uaillmhianach d’imeachtaí spóirt agus cultúrtha á óstáil ag Áth Cliath Theas, ag baint úsáide as na háiseanna iontacha atá sa Chontae seo. Mar Mhéara, rinne mé mo dhícheall chun na himeachtaí seo a chur chun cinn, Craobhchomórtas Cosdornála na hÉireann, mar shampla, comórtas inar ghlac 3000 iomaitheoir as beagnach tríocha contae difriúla páirt.

Creidim go bhfuil sé fíorthábhachtach go gcuirfeadh muid Áth Cliath Theas ar an mapa mar spota turasóireachta as féin, Contae a bhfuil a nithe tarraingteacha uathúla féin aige.

Ba mhaith liom freisin aitheantas a thabhairt don Leas-Mhéara, an Comh.

LAMA Community Volunteer of the Year

Last January South Dublin County Council was named ‘Council of the Year 2013’ at the Annual Local Authority Members Association( LAMA), Awards, for the second time in three years. This award recognises at national level:

Joe Byrne from Lucan won the prestigious Community Volunteer of the Year Award. This award acknowledges Joe for volunteering his time, effort and expertise for the benefit of his local community in Lucan.

• this Council’s commitment to public service improvement and efficiencies; and • our dedication to the delivery of a wide range of quality services and facilities throughout South Dublin County for the business and local community.

In addition to the ‘Council of the Year’ award, 17 projects nominated by South Dublin County Council were shortlisted, with the Council scooping the top awards in the following categories “Local Educational Initiative of the Year” and “Community Volunteer of the Year”.

New improved Customer Service Action Plan The provision of quality customer service is a priority for South Dublin County Council. Our core aim is to provide citizens and customers with the highest quality service in an economic, efficient, effective, equitable and accessible manner.

We are also committed to becoming a literacy friendly local authority. Our Customer Service Action Plan has recently been revised to ensure that it is written in plain english and that it clearly outlines: • Our quality service standards • The service each customer and citizen can expect • What is expected in return from customers and citizens In addition to plain language proofing our Customer Service Action Plan, we have updated our customer service web pages and streamlined our complaint process to ensure that it is user friendly. Customers and citizens are able to contact us in a variety of ways for example; online through www.sdcc.ie or www.fixyourstreet.ie, in person, by telephone, SMS messaging or through your Local Elected Representatives.

South Dublin County Council’s Customer Service Action Plan and our ‘Taking Steps to be a Literacy Friendly Local Authority’ Action Plan will be available on our website www.sdcc.ie and from our customer care centres and libraries.

New Website launched for South Dublin County Council The Council’s website is a powerful tool in communicating services and decisions to our citizens. The increased use of smartphones and handheld devices means that for many people their first point of contact when trying to obtain information is from a website.

Our new website www.sdcc.ie has been designed to have a greater customer focus. The most popular information or documents required by the public are now readily accessible. It has a comprehensive search facility and also a document search. It is integrated with the Council’s Social Media profile and carries the last five messages posted on both our Twitter and Facebook pages.

South Dublin County Joint Policing Committee The Joint Policing Committee's function is to serve as a forum for consultations, discussions and recommendations on matters affecting the policing of South Dublin County. The matters to be considered by the committee and subcommittees might include traffic, vandalism, anti-social behaviour, underage drinking, casual trading, litter, planning for events attracting large crowds and community-based crime prevention initiatives. Local Policing Fora Local Policing Fora have now been set up at three locations in South Dublin County. They provide a mechanism through which the Community, the Gardai, and the Local Authority can come together to improve communication, share appropriate information and identify issues of

concern in relation to policing, antisocial behaviour and estate management.

They work together to find solutions to issues raised, report on progress and develop guidelines to manage difficulties that arise.

The Local Policing Fora report to the Joint Policing Committee at each meeting and can advise the County Council and the Gardai on how to best perform their functions to improve the safety and quality of life within the local area.

Non principal private residence (NPPR) charge is now due South Dublin County Council would like to remind people who own a property which is not their principle private residence in Ireland that the 2013 Non Principal Private Residence (NPPR) charge is now due. It is important to note that NPPR property owners are liable for this charge in 2013 in addition to the half-year Local Property Tax. Owners of properties, whether it is a holiday home, a second home or a rented property, are liable to pay the €200 charge for this year on or before the 30th June 2013 to avoid late payment fees (details of which can be found on www.nppr.ie ) The 2013 charge is based upon the ownership and status of the property on the 31st March 2013. Those who no longer own a NPPR that they previously registered in the system may remove their association with that property, online at www.nppr.ie.

Household Charge South Dublin County Council would like to thank the people in each household who have paid the Household Charge. Your support for your County is both essential and appreciated.

The Household Charge was a temporary measure and ended on 1st January 2013, however, all outstanding arrears will be collected. With penalties and interest the charge payable will be €145 in June 2013.

From 1 July 2013, any outstanding Household Charge will be increased to €200 and added to the Local Property Tax (LPT) due on the property. In effect, the arrears of the Household Charge will be converted into LPT and collected by the Revenue Commissioners.

South Dublin County Council advises citizens to pay the outstanding charge as soon as possible to avoid further penalties. Payment of the charge can be on line at www.householdcharge.ie , by posting an application form to PO Box 12168, Dublin 1 or at County Hall, Tallaght and Civic Offices, Clondalkin.

Tymon Park Tymon Park is a 120 ha (300ac) Regional Park situated on both sides of the M50 motorway and located between the N81 and Greenhills Roads. The historic River Poddle traverses the park with good views of the Dublin Mountains and the greater Dublin area from the park.

The park was planned to cater for both the active and passive recreation needs of local residents as well as providing protection for the natural environment.

ECOLOGY and HERITAGE • Woodland and wildflower meadows • Four large lakes that are used for water attenuation, ecological enhancement, protection and visual amenity • River Poddle • Extensive original historic hedgerow system • Ancient Tymon Lane • Site of Tymon Castle • Visitor Centre • Range of flora and fauna that includes foxes, badgers and wild birds An extensive pedestrian path system was constructed to provide walking and later cycling opportunities and to act as both a circulation system within the park as well as connecting the park and the surrounding residential and works areas.

PLAYGROUND There are two playground facilities in Tymon Park at the Willington end of the park. One is a formal children’s area with standard equipment for younger children and the other, a Woodland Adventure Playground is for an older age group and is situated in a woodland area adjacent to it.

OUTDOOR EXERCISE EQUIPMENT This is a new development installed in August 2012 on each of the two sides of Tymon Park at the Tymon North and the Willington sides of the park. Primarily intended to cater for adult exercise needs the equipment is also used by both children and teenagers. The introduction of the equipment has proved to be one of the most positive developments in the park in recent times. The Council Sports Officer is currently arranging for formal exercise classes associated with this equipment to commence in November of 2012.

A new playground is planned for the Tymon North side of the park and will include new ideas in children and teenager play that incorporates existing ideas of formal play provision and newer ideas of connecting young children and teenagers with nature.

South Dublin County Groups triumphant in Pride of Place Awards Last November, three groups from South Dublin County won prizes in the Pride of Place Awards held in Thomond Park.

Clondalkin - Runner-up prize in the category: Populations Greater than 2000; Retired Active Men’s Society, Newcastle – RAMS: 2nd place in Category 8, a single issue category for Active Elderly in the Community; Dominic’s Community Centre: runner-up in Category 9, a single issue category for Housing Estates; Mayor Cathal King congratulated all the participants and said “All of the groups nominated in the Pride of Place competition this year make a difference to their communities. I am delighted that three of the groups were recognised in the Awards– this is the largest number of prizes this County has ever won”.

Pride of Place is an all-island competition directed towards recognising improvements made by local communities to create civic pride in their area. The competition focuses on people coming together to shape, change and enjoy all that is good about their area.

Schools Anti-litter Poster and Slogan Competition 2013 South Dublin County Environmental Schools Competition encourages students of all ages to learn about environmental issues through artwork, projects or a multimedia presentation.

A list of waste collection companies permitted in the South Dublin County area is available on www.sdcc.ie Do not give waste to unpermitted collectors. If a collector comes to your door or advertises offering to collect your waste - clean out your garage, remove old washing machines or garbage- ask to see a

copy of their waste collection permit.

The cover of this permit will have the name; address and waste collection permit number of the collector.

It is a criminal offence to give waste to a bogus collector.

Penalties upon conviction can be up to €4000 and/or 12 months prison.

Irish Language Scheme/Scéim na Gaeilge The Mayor, Cathal King, officially launched the Council’s second Irish Language Scheme during Seachtain na Gaeilge Átha Cliath Theas 2013. The new scheme builds upon the great progress made under the first scheme, in our drive to improve services through the medium of Irish. It also helps us to make our national language more visible and vibrant within our County.

There will be more Irish to be seen online and on apps which relate to South Dublin Libraries and the Council, improving our interactive and online services as Gaeilge.

Included in our second scheme is the website, www.deisighdoshraid.ie, which is very popular and now available across the country. You can contact us through this website and tell us about graffiti, repairs to roads or footpaths, illegal dumping and other issues which you see in the public realm.

We celebrated another great Seachtain na Gaeilge Átha Cliath Theas this year. We would like to thank all those who were involved in this annual celebration, that time of year when we come together to celebrate our Culture through music, dance, arts and our unique and beautiful language. SnaGÁct had a wonderful calendar of events which included concerts by Kila, the Jeremiahs, classes for all levels, beginners to advanced, workshops, traditional music sessions and tours with plenty of fun! Most of the events were free of charge. There were over 110 events held at which over 6000 people attended across the County from Rathfarnham, Lucan, Tallaght, Clondalkin, Whitechurch and more! There were events for all age groups and all enjoyed them immensely. Engineers Week 2013 This is the 5th year we have celebrated ‘Engineers Week’ here in South Dublin County. Each year the programme of events goes from strength to strength with over 1600 students from local schools participating, the highest number to date. The week was fun-packed with activities and workshops, including a tour of Tallaght Stadium. Participants also had the opportunity to talk to academics and students from IT Tallaght and engineers from South Dublin County Council, PM Group and Vilicom about what engineers do and what an important part they will play in revitalising our economy.

The aim of the week is to positively promote engineering as a career and to create an awareness of the wonderful, life-enhancing and exciting challenges that engineers are involved in and responsible for. Bike Week 2013 will take place from Saturday 15th to Sunday 23rd June 2013. Cycling events organised by local authorities, community groups, charities and cycling groups will take place all over the country.

Cycling is a fun, healthy, safe, environmentally-friendly and low cost way to make those shorter journeys. Nearly everyone has cycled at some stage – but so many lose the habit. Bike Week is the opportunity for people to get back on the saddle for commuting, for recreation or just for the sheer joy of it!

South Dublin Sustainable Energy Action Plan Connect with Energy...

On Thursday 21st February 2013, Minister Pat Rabbitte, T.D and Mayor Cathal King, launched on public display, the Draft South Dublin Sustainable Energy Action Plan (SEAP). The SEAP has been prepared with input from the Sustainable Energy Authority of Ireland (SEAI) and City of Dublin Energy Management Agency (CODEMA).

The SEAP analyses the County’s energy consumption and carbon dioxide (CO2) emissions (based on a 2006 baseline emissions inventory). It sets out how South Dublin County can reduce consumption and CO2 emissions, in line with 2020 energy targets, through a range of energy actions across sectors.

SEAP actions have been structured under the guiding principles of ‘Record, Reduce & Replace’.

Speaking at the launch event, Minister Pat Rabbitte stated, ‘I very much welcome the commitment that South Dublin County Council is showing to the Covenant of Mayors as part of the Action Plan, and by extension the ambition to reduce its CO2 emissions by a minimum of 20% by 2020. I also welcome the commitment by the Council to reduce its own energy consumption by 33% in 2020 and to achieve a 16% target for national final energy consumption through renewable energy sources, in 2020’.

Mayor Cathal King has welcomed the South Dublin SEAP stating, ‘To sustain and encourage further growth in our County across all sectors, we all need to become better informed about how to reduce energy costs, be more energy efficient and learn how to harness renewable energy alternatives’.

South Dublin Sustainable Transport Measures Sustainable Transport Measures Grants from the National Transport Authority enable the Council to improve local and strategic walking and cycling networks. This year will see the advancement of a number of schemes for both on and off road pedestrian and cycle tracks throughout the South Dublin area, providing an enhanced level of service to vulnerable road users. The main aim of these projects is to encourage the use of walking and cycling options and move away from over reliance on the car. Projects advancing through design stage this year include the Willsbrook cycle track, the Tallaght to Templeogue cycle route, a new Bridge over the Dodder between Avonmore and Firhouse and the Grange Road to Barton Road East permeability route.

Domestic Water Meter Survey South Dublin County Council started a survey of domestic water supplies on 29th April 2013. The purpose of this is to facilitate the roll-out of domestic meters by Irish Water (a subsidiary of Bord Gáis).

The survey involves a South Dublin County Council Surveyor carrying out a visual examination of the stopcock/boundary box at each domestic property connected to the public water supply network.

This survey will determine the work required to enable meter installation, by Irish Water, at a later date and • will take less than 5 minutes • will not require entry/access to your property • will not cause disruption to your water supply.

Surveyors are equipped with hand held devices to record the survey, and will use this device to take a photograph of the stopcock/boundary box.

The purpose of the photograph is to record the location of the stopcock/boundary box relative to the property.

The taking of the photograph will be un-intrusive and will respect your right to privacy.

Newlands Cross Upgrade On the 30th April, the Government signed a Public Private Partnership road contract with a consortium to construct a project to remove the bottleneck at Newlands Cross. The Newlands Cross Fly-over will remove the last traffic light between Cork, Limerick, Waterford and the border with Northern Ireland. Around 80,000 vehicles pass through Newlands Cross every day and the project will provide welcome relief to commuters, as well as those on longer journeys.

The entire project is due to be completed within two years and on-site works are expected to start in summer 2013. For further information and traffic updates visit www.sdcc.ie

Flood Alleviation Works Due to increasing levels of rainfall over recent years and the consequential risk of flooding, the Council, in conjunction with the Office of Public Works (OPW) is applying additional resources to the maintenance and management of its surface water network of gullies, drains, streams, rivers and culverts in the County. Significant damage was done in the County during the extreme adverse weather on the 24th October 2011 and since then much repair /renewal work has been carried out. A programme is in place which includes reviewing the capacity of the network, the adequacy/need for additional gullies in vulnerable areas as well as identifying problems such as culverts, screens and ditches, with a view to minimising the risk of flooding in the future.

Specific works were undertaken in Tallaght to redesign and replace three screens on Jobstown Stream, Killinarden Stream / N81 and at the Jobstown Road. A swale was built and the boundary wall height was increased by 500mm at Knockmore Park and Avenue to divert flood flows from residential areas to the Killinarden Stream. In addition, two new screens and headwalls were installed at the N81 at Deselby, and Stream maintenance work was undertaken between Hazlegrove Golf course and Jobstown Inn. To ease flooding concerns associated with the Poddle River, increased attenuation was provided in Tymon Park. The redesign and installation of three major screens on the Poddle at Kimmage Manor, the Priory Road entrance, and at a connection to the culvert above to allow the open course flowing though the monastery lands to re-enter the culvert, was concluded. In addition dredging and widening of the river was done. A final scheme to mention is the pedestrian bridge at Glenbrook, Rathfarnham which was badly damaged in October 2011 to the extent that it was deemed unsafe and closed for access. It has now been repaired and re-opened to the delight of local residents who have their pedestrian link restored and enhanced.

Design Manual for Urban Roads and Streets There is a growing appreciation that streets should not just be corridors for traffic, but rather should be places in which people want to live and spend time. Streets also need to facilitate more sustainable forms of transportation such as walking, cycling and public transport so the need for car-borne trips is minimised in order to reduce greenhouse gas emissions and promote healthier lifestyles. In recognition of these objectives, the Department of Transport, Tourism and Sport, together with the Department of the Environment, Community and Local Government commissioned the

preparation of the Design Manual for Urban Roads and Streets (DMURS) with the significant involvement of SDCC staff. DMURS seeks to put well-designed streets at the heart of sustainable communities and supports government policies on the environment, planning and transportation. DMURS provides the practical measures to achieve: • Highly connected street which allow people to walk and cycle to key destinations in a direct and easy-to-find manner.

• A safe and comfortable street

environment for pedestrians and cyclists of all ages.

• Streets that contribute to the creation of attractive and lively communities.

• Streets that calm traffic via a range of design measures that make drivers more aware of their environment.

DMURS (launched on 25th March 2013) replaces existing national design standards that will be used throughout all urban areas in Ireland when designing/upgrading roads and streets.

Adamstown Planning Scheme

Movement Framework Plan Tallaght Town Centre

South Dublin County Council has commenced a review of the Adamstown SDZ Planning Scheme 2003. The Adamstown project was designated as a Strategic Development Zone by national government in 2001, for the purpose of delivering residential development and associated infrastructure and facilities. The approved Planning Scheme sets out a detailed masterplan for the delivery of a sustainable new urban area, specifying the extent and type of development that is permissible in Adamstown. The current scheme facilitates up to 10,000 new homes and up to 125,000 sq. meters of non-residential development.

To date 1249 homes and a range of infrastructure and facilities has been delivered. Over the 10 year period since scheme approval the economic and policy context within which the scheme operates has changed. It is therefore considered timely to review and update the scheme to take account of this changed context, whilst maintaining the longterm vision for the area. In keeping with Council’s commitment to engaging with communities, nonstatutory community and stakeholder consultation was undertaken in March/April 2013 to inform the review process. It is intended to initiate a statutory process in 2013 to formally amend the approved scheme.

South Dublin County Council, in association with the National Transport Authority (NTA), are preparing a Movement Framework Plan for the Tallaght Town Centre area. The Tallaght Town Centre Movement Framework Plan will incorporate a package of physical measures on key streets and junctions within the Town Centre, to calm traffic, enhance pedestrian and cyclist safety and improve the urban setting and sense of place. The Plan shall incorporate preliminary costing for the agreed set of measures; and an implementation / phasing plan for the roll out of upgrade measures.

The Tallaght Town Centre population of 2,658 aged five years and over; categorised by means of travel to work, school or college from the 2011 CSO figures indicates that 53% of this population use public transport or non-vehicular means compared to a county figure of 35%.

The primary objective of the Movement Framework Plan will be to: • optimize accessibility within the Town Centre for all modes of transport • to maximize connectivity and ease of movement for pedestrians and cyclists • to create multi-functional streets that balance the needs of movement and place • to improve levels of safety for all users It is envisaged that the Movement Framework Plan will encompass a coordinated package of measures within the Town Centre area that will form the basis for future funding applications to the NTA that can be implemented over the next 5 years.

SMILE Resource Exchange A free exchange service for business took place in Tallaght Stadium as part of Eco-Week 2013.

SMILE stands for Saving Money through Industry Links & Exchanges. The Resource Exchange is a network of businesses that reuse each other’s surplus products, by-products and reusable items, in order to save money and help the environment by diverting waste from landfill.

The initiative encourages businesses to identify new business opportunities from using another company’s unwanted resources. Potential exchanges are identified through SMILE networking events, an online exchange facility www.smileexchange.ie and the SMILE support team.

Goods that have been exchanged as a result of these events to date include: plastic reels; CD cases; plastic containers; fabric; bags; pallets; Styrofoam packaging; surplus goods; cardboard boxes; print; ; shredded paper; foam pieces; 15,000 unusable hotel key cards; photocopier; pallets; metal steps; pallet stacker; office tables; ceramic beads; abrasive belts; desktop PC; paper’ furniture; latex gloves; string; wood pallets; uniforms.

Lucan Village gets smart with free Wi-Fi County. The primary purpose of this fund was to deliver initiatives which would increase the footfall in our villages and drive economic development in the retail and tourism sectors.

Making the announcement, Mayor Cathal King said: “The provision of easy access to technology is vital to the future development of all our towns and villages and I am pleased to announce the introduction of this pilot initiative for Lucan Village. The availability of free Wi-Fi will compliment the public realm schemes currently planned for our towns and villages and I am confident that this project will prove successful and that we can replicate this initiative in other towns and villages with the support of local businesses and residents.”

South Dublin County Council is delighted to announce the introduction of a pilot Wi-Fi project in Lucan Village.

Lucan is the first village in South Dublin County to offer free Wi-Fi to the public in 2013. This is a pilot scheme and it is hoped that Wi-Fi provision will be eventually extended to other towns and villages throughout the County. The introduction of free Wi-Fi zone in Lucan Village is in cooperation with local businesses as part of the new ‘Villages Initiative’. The Elected Members agreed as part of the Council’s annual budget process to allocate specific funds for the development of designated villages within the

The County Manager, added that “In the current economic climate, the Council is introducing free Wi-Fi to Lucan Village to improve retail opportunities for local businesses, shoppers and visitors to the area. It is imperative that our villages are recognised as hubs of economic and social activity and the ‘Villages Initiative’ encompasses thoughtful landscaping, multi year action plans and strong partnership between the Council, local voluntary groups and businesses.

Commercial Rates Commercial rates will fund 53% of the 2013 operational budget in South Dublin County Council. Rates are an important source of funding to your local council. The Council is conscious of the impact of the current economic climate on local business and in recent years has implemented a range of innovative strategies to reduce costs for businesses. Commercial rates are used to support a wide range of operations, facilities and services in the County. The commercial rates multiplier for 2013 was not increased and is lower than the 2009 multiplier. In total the multiplier has been reduced by 5.3% since 2009,

which has provided corresponding savings for Commercial rate payers.

The second moiety for Commercial Rates is due on the 1st July 2013.

21st Century Library opens in Rathfarnham Ballyroan Library in Rathfarnham reopened its doors in February having been completely re-imagined and redesigned. This new library offers real 21st century services to local communities in a contemporary public building filled with light and space.

Organised around a two-storey central street are self service facilities for borrowing and returning books which opens into a large central Reading Room filled with books, newspapers, ebook facilities, study spaces and room to browse and read.

Just off this street is a seminar room which opens up to the atrium to host events, a digital training suite and a

specially designed exhibition space.

For individuals and small study groups there are timber clad pods lining the edge of the library each illuminated by daylight from above.

Egg shaped pods built into the walls in the children’s library offer reading spaces for little people to enjoy the beautiful picture books on offer nearby.

Upstairs the ‘Long Room’ provides a quiet space for study and the entire building is dotted with computer terminals offering information resources and high speed internet.

The entire building is also Wi-Fi enabled. At the heart of this library is a vision of a service which is both personal and collective, a civic hub around which communities can learn, read and enjoy cultural offerings.

Ballyroan Library is open Monday – Thursday 9.45am – 8pm & Friday/Saturday 9.45am – 4.30pm.

Red Line Book Festival The first Red Line Book Festival held in November 2012 was a huge success, featuring 32 events and attracting over 2,000 people from across Dublin. Forty authors including Man Booker Prize award winner Anne Enright, international crime bestsellers writers John Connolly and Mark Billingham, and renowned authors such as Kevin Barry, Gerard Donovan, Dermot Bolger, Christine Dwyer Hickey, Sean Moncrieff, Colm Keegan, Louise Phillips, Maureen Gaffney, Catherine Fulvio, and Tony Bates attended the festival.

Join the Summer Reading Buzz South Dublin Libraries invite all local children to join in the Summer Reading Buzz 2013.

Going Places with Books, our flagship summer reading project, aims to inspire children to read in the long summer break. Once a child registers to take part, they will be given a Summer Reading Buzz membership card. Every time they read a book, their card will be stamped with a specially designed bee stamp. When the card is completed (i.e. when the child has read 10 books) they simply hand the card into the library where it will be entered into a draw for fabulous prizes. There will be great rewards and incentives along the way too. And the great news is that this summer the libraries in Dublin City, Dún Laoghaire-Rathdown, Fingal, Kildare and Longford are all taking part in the Summer Reading Buzz so wherever you are you can always enjoy the reading buzz!

eBooks – wondering what all the fuss is about?

South Dublin Libraries were the first Irish library service to offer ebooks for borrowing. If you have a smartphone, an iPad or similar tablet computer or simply want to read a book on your laptop then check out the Download Zone, where you can download e-books for free using your library card. Remember eBooks are automatically returned when the lending period is over and once you have a library card you can borrow them from the sofa, beside the pool or in the airport!

Summer Spraoi (8th-20th July) This is a two week long programme of events for children of all ages, from toddlers to teens, which all take place in Lucan library during the summer holidays.

Hip hop dance, arts and crafts, puppet shows, drama and song writing are all on offer. As always events are free but booking is usually necessary.

Web Gaming for Transition Year Students (September/October) County Library Tallaght will deliver once again a Transition Year module over a six week period in late Autumn, The programme will cover how to review current web game sites, looking at the theory of social gaming and the impact of such games. The module will also look at setting up and marketing a gaming website and will explore aspects of animation, design, script and sound. Participating students will learn about the industry including work prospects and further education.

Children’s Book Festival (October) Children’s Book Festival runs through the month of October with a fun-filled programme of events running throughout our libraries. We will be celebrating Maths Week and National Poetry day also during the festival.

Creative Writing Classes for Teens (October) Castletymon Library will hold a series of creative writing classes for students aged 15 and over on Saturdays, commencing in October. Topics will include how to come up with a plot, character development, dialogue and more.

Science Week (10th-17th November) Science week will include a series of events aimed at making science more interesting and accessible to children.

Tallaght Men’s Shed promotes a better world!

“Men don’t talk face to face; they talk shoulder to shoulder” A Men’s Shed is any community-based, noncommercial organisation which is open to all men where the primary activity is the provision of a safe, friendly and inclusive environment. The shed is a place where the men are able to gather and/or work on meaningful projects at their own pace, in their own time and in the company of other men. The primary objective is to advance the health and well- being of the participating men. Men’s sheds may look like a shed in your back yard yet they innovatively share some characteristics of both community education and health promotion projects.

Horticultural Programme for disabled people in Sean Walsh Park Tallaght South Dublin’s Social Inclusion Unit and Environmental Department have worked closely with Menni Services in Tallaght (connected to St. John of God) towards the creation of a Sensory Garden in Sean Walsh Park. The clients of Menni Services (Disabled Children & Adults mainly from the Tallaght Area) are using the outdoor garden for horticultural therapy and instruction. It is an opportunity for persons with physical and intellectual disabilities, to participate in the creation and upkeep of a visually stimulating garden, grow their own fruit, vegetables and plants.

South Dublin County Traveller Schools Culture Project.

South Dublin County Council is working in partnership with Tallaght Travellers Community Development Project and Clondalkin Traveller Community Development Project on the roll out of a new initiative to promote greater understanding between Travellers and the settled communities. This project involves Travellers visiting schools in the South Dublin area and engaging children in conversation around Traveller culture in modern Ireland.

New Youth Café opens its doors in the Big Picture Building, Tallaght Mayor Cathal King was delighted to receive an invitation from the staff and members of Foróige, to visit the new Youth Café located in the Big Picture, Tallaght. Mayor King said “it is fantastic to see this new facility for the young people of Tallaght, these Cafés are especially designed to be youth centred spaces for young people to chill and hang out with their friends in a safe and secure environment”.

Young people in the Foróige youth cafés take ownership of the café by electing a committee who work with the other members, volunteers and staff to make things happen. A group might organise a wii face off or a big band night for up and coming youth bands, the cafés may also have film nights or undertake citizenship and other Foróige programmes including computer training. The huge upsurge in communities requesting a youth café in their area has led Foróige to look at a wide variety of options to meet the community’s needs. This facility has been provided in partnership with County Dublin Vocational Education Committee and South Dublin County Council.

Youth Cafés are led by professional staff and adult volunteers.

South Dublin – An Age Friendly County South Dublin has been recognised as an Age Friendly County, a great place to live and grow older. This recognition follows an extensive consultation process and the development of an Age Friendly County Strategy launched in November 2012. It is clear that people are living longer and healthier lives and want to be active and participate in their communities. The Age Friendly County Strategy includes a collection of actions that will ensure the quality of life of older people remains a priority in the County. An Alliance of partners continue to work together to oversee implementation of the strategy. The Alliance is chaired by the County Manager and includes representatives from An Garda Síochána, the HSE, Tallaght Hospital, South Dublin County Partnership, South Dublin Chamber and South Dublin County Volunteer Centre, along with representatives from Tús Nua, the Older Person’s Council for South Dublin.

Tús Nua have recently been established to voice the issues affecting the lives of older people living in the County. The group also aim to promote the many positive opportunities for older people to become more involved in their communities, be more physically and socially active, and to enjoy the new start that comes with this phase of life. The land is located between the edge of the built up area and the foothills of the Dublin Mountains and it still retains its unique semi rural setting. The 110 Ha. of land has been zoned for development under previous County Development Plans and in the current County Development Plan and remains largely undeveloped (85%).

Fifty five submissions were made to the Council following an extensive pre-draft consultation process. The principal concerns detailed in the submissions were related to the provision of parks, open spaces and playgrounds, the principle of development plan zoning objectives, public transport and facilities, the need for community infrastructure and school provision. The next steps in the Local Area Plan making process will encompass the preparation of a Draft Local Area Plan which will be subject to a further public consultation programme when complete.

Sports Partnership Orienteering Over the last few years South Dublin County Sports Partnership (SDCSP), has installed a number of permanent Orienteering courses in the county. These are based at the Hell Fire Club in the Dublin Mountains, Corkagh Park in Clondalkin & Griffeen Valley Park in Lucan. A course is also planned for later this year in Tymon Park in Tallaght/ Templeogue. In fact there are 3 courses at each site with short (2km), medium (3km) and long (5km) courses. The courses have been developed so that schools and community groups can have the opportunity to use and enjoy the natural amenities in our county. The courses are free to use and maps can be downloaded from the Community page on the Sports Partnership website. The Griffeen Valley courses are also available in Irish. Orienteering training is provided free of charge by the Sports Partnership and the Park Rangers in the parks can assist with queries. Walking is one of the cheapest, easiest and highly regarded activities for general health. SDCSP currently has 2 trained community walk leaders and is looking for more. If you are interested in leading indoor and outdoor walking programmes in the community then please contact us on 01 414900 to find out more.

Through the year the Sports Partnership works with many different community groups and schools (with pupils and parents groups) to help them use walking as a health resource. During the winter months we provide indoor Fitwalk programmes in community centres, we organise the Operation Transformation annual walk and currently have a free, 5km weekly Saturday morning walk in Tymon Park (10.30am) and Corkagh Park (11am). IWA-Sport National Wheelchair Basketball Cup

The IWA-Sport National Wheelchair Basketball Cup is going to be hosted jointly by Gathering Dublin, Basketball Ireland and South Dublin County Sports Partnership in the National Basketball Arena on Saturday 22nd June.

As anyone who had the chance to watch wheelchair basketball in the 2012 Paralympics can testify, there are huge levels of skill and commitment involved in the game. This tournament is a great opportunity for the wheelchair basketball clubs in Ireland to showcase their talent.

Teams from Cork, the Midlands, Louth, Dublin, Galway and Kilkenny will compete on the day for 3 different cups. The Paddy Byrne Cup will be contested by the top two teams at the end of the League Season. The third through to sixth placed teams at the end of the League Season will compete for the Martin Greene/Tom Walsh Cup and Gerard Larkin Cup respectively.

Mark Barry, Sport Development Officer IWA-Sport, is delighted that the development efforts made by the teams over the last few years has allowed them to grow to a point where they can now hold tournaments like this. “We are really grateful to all the local partners in South Dublin County for helping us to showcase the sport. Youth Arts in South Dublin County The South Dublin County Arts Office strives to support the development of a youth-led ethos in Youth Arts practice. The Office supports, provides and partners on the development of arts programmes to support young people's participation, learning and engagement in the arts working with youth services, arts and cultural organisations and other local authorities.

Other creative programmes include; Creative Campus Creative Campus is a visual arts programme of mentoring and support for emerging artists initiated through partnership with Tallaght Community Arts. The partnership has now expanded to include the National College of Art and Design Suburban Sounds (October-April) Suburban Sounds is an evening course in music open to young people ages 14 - 18 with a passion for songwriting, music composition and music performance. In collaboration with the Arts Office, Contact Studio and Alternative Entertainments the group works with professional musicians, hosting their own gigs and recording a CD at the close of the programme.

Bursaries and Grants The Arts Office provides a Young Artist Development Fund annually through an application process. Young artists working in any media can apply for support to progress towards training or the creation of new work.

There is also the Annette Halpin Memorial Young Musician Award. We are happy to chat with anyone about developing project ideas and applying for funds.

The Arts Office is committed to promoting equality of participation in the Arts and works with a number of organisations to ensure inclusive access to the arts for all young people.

Chinese New Year in County Library

Sencity is a fully accessible one of a kind multisensory music event which takes place in cities across the globe. It’s a unique nightlife experience where the audience can hear, feel, see, smell and taste the music. Everybody is enabled to capture the music's passion, diverse emotions, vibes and lyrics through different media and sensations.

South Dublin County Council is strongly committed to promoting accessibility and inclusion through both the provision of accessible infrastructure, and the delivery of inclusive, accessible services. Therefore we were delighted to be part of the team who brought Sencity to Ireland for the first time.

Sencity Dublin took place on the 9th February 2013 in the RDS Concert Hall. On the night there were live performances from Signmark, Kormac´s Big Band, The Wonder Villains, Torann Drums and Gavxmas. Sign dancers, a vibrating dance floor, aroma jockeys, visual artists, food sensations and much more were also there working with the music to stimulate the five senses of the body.

This is what makes Sencity a truly accessible experience for all. Sencity Dublin was funded with support from the European Commission (Léargas) and supported by Skyway Foundation, Gorilla Design, Irish Deaf Youth Association, South Dublin County Council, and Sign Language Interpreting Service. Tallaght receives special mention in Access City Award 2013 The Access City Award is an innovative competition between European cities to promote accessibility in the urban environment. The Award is open to all EU cities / urban areas of over 50,000 inhabitants. It recognises and celebrates cities that are dedicated to providing an accessible environment for all, and for disabled people in particular.

The awards ceremony was held in Brussels on Monday the 3rd December, International Day of Disabled Persons. At the ceremony Ms. Viviane Reding, Vice-President of the European Commission presented Tallaght with the Special Mention for accessibility in Public Facilities and Services.

Tallaght was included in the final shortlist of seven cities (out of a total of 99 cities) with Berlin receiving the overall Access City Award 2013.

Tallaght is the main ‘County Town’ for South Dublin County. Tallaght displays a high level of accessibility both within its’ built facilities and across its’ external urban environment. Examples include Tallaght Stadium, Rua Red, the County Library, County Hall, Sean Walsh Park Accessible Recycling and Sensory Garden and the Tallaght Zip.
