BOARD REPORT JANUARY 30, 2020 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo participated in the Dr. Martin Luther King, Jr., celebration events for the second time since being on the Board of Trustees and was particularly proud of the District’s participation in the MLK Day parade, citing City College’s “Education Over Incarceration” float as particularly moving; he attended the annual Community College League of California (CCLC) Legislative Conference on January 26 and 27 in Sacramento where he and colleagues met with legislators to discuss the funding inequities between CSU, University of California and community colleges, saying the District’s student trustees were particularly effective. Trustee Mary Graham reported that she attended the State of the City address on January 15, 2020, along with Trustees Sean Elo and Craig Milgrim, as well as Chancellor Constance Carroll, where comments about the homeless population made her proud that SDCCD chooses to take a holistic approach in working with homeless students; she also attended MLK events including the January 19 MLK Day parade and the Jackie Robinson Family YMCA Breakfast where former Mesa College Professor Emerita Starla Lewis was the keynote speaker. Trustee Craig Milgrim attended the MLK Day parade and thought each school’s float was outstanding, but was most impressed with Continuing Education’s Liberty Bell display; and the State of the City address where he was surprised that education was not discussed as an element of support for homeless people, but afterward was able to talk with Councilmember Chris Ward about per-student funding at community colleges; he also complimented Vice Chancellor of Facilities Management Chris Manis for a presentation on sustainability practices of the District, which, with the agreement of the Board of Trustees, will be shared with student leaders. Trustee Bernie Rhinerson provided a reminder of the upcoming statewide election where Proposition 13, which includes a $2 billion allocation for California community college facilities, will be on the ballot; he reported that the CCLC’s Advisory Committee on Legislation, which he chairs, is advocating for increased base funding for community colleges, and that he will attend the Association of Community College Trustees (ACCT) Legislative Summit on February 10-12 in Washington, DC where he will address Pell Grants for short-term job training programs and hopes to meet with Representative Adam Schiff’s staff to discuss student problems with food insecurities; and reported that $8,000 was received once again from the Scott A and Elizabeth V Christensen Charitable Foundation to support the Board of Trustees Scholarships at the four institutions of the District. The scholarships benefit deserving students in Career Technical areas. He publicly thanked the Christensen Foundation for their ongoing support of SDCCD students in providing over $80,000 in grants and scholarships over the past seven years. Trustee Maria Nieto Senour reported that she attended Miramar College’s spring convocation on January 30 and noted that it was a great event and the atmosphere was very positive. Chancellor Constance Carroll reported that she, three Trustees (Maria Nieto Senour, Bernie Rhinerson, and Sean Elo), the campus presidents, the student trustees, and other staff members attended the CCLC annual Legislative Conference where they interacted with members of the legislature and their staffs to discuss important priorities and recommendations. She also reported that the State budget proposed by Governor Gavin Newsom provides general support for community colleges, but does not include sufficient funding for deferred maintenance, full-time faculty positions, or funding to offset the impact of the CalSTRS and CalPERS retirement systems’ required employer contributions; these will be topics for future advocacy. Chancellor Carroll shared her report with Mesa College President Pamela Luster, Coaches Sean Ricketts and Manny Bautista, and Dean Ryan Shumaker who presented the Mesa College Men’s Cross Country Team to receive the Board’s congratulations on their State Championship. Last, Dr. Carroll thanked the Board and District community for their support, and read a statement, announcing her retirement plans, effective June 30, 2021. Student Trustee Oscar David Rendon reported that all three colleges held convocations for the spring semester on January 30; that Feeding San Diego would be on City College’s campus during the first week of classes to help with student food insecurity issues; Miramar College, along with City and Mesa colleges and Continuing Education, spent the break working on their MLK parade float where they also marched on January 19; and Mesa College will be holding its sixth annual Vietnamese New Year Celebration on February 8.

BOARD ACTIONS

CALENDAR OF BOARD MEETINGS

At its meeting of January 30, 2020, the Board of Trustees: •

Approved the following actions from Closed Session: unanimously approved initiating legal action against Edge Development, Inc. and SAFECO/Liberty Mutual Insurance Company; and adopted the Resource Allocation Formula (RAF) Tentative Agreements for a salary increase for the AFT Guild College & Continuing Education Faculty and AFT Guild Classified Units; the AFT Guild Non-Academic Non Classified Employees Unit, the Police Officers Association, the Management Association Unit, the Supervisory & Professional Administrators Association; the Association of Confidential Employees Unit; the Executive Management Unit, and the Chancellor. Heard public comments by community member Elizabeth Gary who spoke about emerging trends in plant-based foods and advocated for related degree programs within the SDCCD; and by City College Academic Senate (AS) President Paul Alexander, who reported that City College’s spring convocation, which was held in the morning, included a focus on the challenges students face. He said the AS is planning to reach out to faculty to involve them more directly in advocacy for students. He also shared that he’s looking forward to the new semester. Mesa College AS President Manuel Velez reported the college’s AS continues to be active on statewide committees and recently approved for three college faculty members to participate on an Online Educational Resources (OER) task force. He also shared that the AS has a retreat planned on February 7 and complimented Dr. Isabel O’Connor, the college’s Vice President of Instruction, for her role in creating increased faculty support and collaboration around Guided Pathways. Approved new or revised courses and programs; an amendment to the Fee Schedule to reflect an increase in the Student Representation Fee per AB 1504; and the mileage reimbursement rate for employees who use their personal car for travel to 57.5 cents per mile, as established by the Internal Revenue Service. Authorized an agreement with health care agencies for use of clinical facilities for District’s Allied Health Occupation Programs; with childcare facilities for placement of students enrolled in CHIL 275; and with the California Department of Education for the operation of the Child Development Centers at City, Mesa, and Miramar colleges. Accepted a grant from the County of San Diego, Health and Human Service Agency (HHSA) Workforce Education and Training for City College’s Mental Health Services Act (MHSA) Workforce Education and Training (WET); from the National Institute of Health for the San Diego Institutional Research and Academic Career Development Awards (IRACDA) for City College; and from The Andrew W. Mellon Foundation for the San Diego Community College District for Activating the Humanities in the 21st Century: Phase II. Entered into subcontract agreements with the Grossmont-Cuyamaca Community College District (GCCCD) Auxiliary to provide support of the Regional Strong Workforce Program, Student Retention, Persistence, and Completion — Research Investment at Mesa College.

Authorized travel for 14 students and two faculty from San Diego City College to attend the Kennedy Center American College Theatre Festival from February 11-16, 2020, in Fullerton, Calif.

Heard a presentation on the bond refunding for 2019 General Obligation Bonds (Propositions S and N) by Christen Gair of RBC Capital Markets and Executive Vice Chancellor Bonnie Dowd, noting that this effort has saved the taxpayers $158 million; a report from Continuing Education President Carlos O. Turner Cortez regarding the Lucky Duck Foundation providing $200,000 in funding for services to homeless students over the course of 2020; a Status Report on the San Diego Promise by Acting Vice Chancellor Gail Conrad and Outreach Director Shakerra Carter; and a report on Open Educational Resources and Reducing Textbook Costs for Students by Acting Vice Chancellor Gail Conrad and Vice Chancellor Stephanie Bulger.

Adopted a resolution regarding compensation of members of the Board of Trustees, effective January 1, 2020.

Approved various personnel actions including the certification of short-term personnel service effective on or after January 31, 2020; the cancellation of sabbatical leave for an employee in the AFT unit for Spring 2020; and purchase orders prepared during the months of November and December 2019.
