of fly-fishing if the opportunity arises. Newman Lake, Washington, where he and his wife Michele have a home, is a favorite and convenient fly-fishing spot. Located approximately 12 miles northeast of Spokane, Newman Lake is well-stocked with tiger muskie fish, known as the “fish of a thousand casts,” or otherwise known as a trophy fish. To Dr. Pope, fly-fishing for the elusive tiger muskie is not a pointless endeavor ending in frustration but rather provides a happy excuse to get out on the lake; an opportunity to take some time to experience being outdoors, enjoying the peace and relaxation of being out in nature. Even at times when Newman Lake is busier, Dr. Pope still enjoys the time on the water, even if he spends more time just observing the birds, bugs, and animals of the environment. Medical Lake, located in the West Plains region, is an optimal fly-fishing venue and provides substantial opportunity for observing nature. The managed lake is quiet as motors are not allowed; barbless hooks are also required. For Dr. Pope, Medical Lake’s short distance from

Amber Lake, about 12 miles south of Cheney, Washington, is another preferred fishing location. Stocked annually with both rainbow trout and cutthroat trout, Amber Lake is an ideal spot for fishing enthusiasts who enjoy fly-fishing with wet flies. Dr. Pope uses mostly wet flies as opposed to dry flies for fly-fishing. Wet flies are supposed to resemble immature

the southern end of the lake and the rocky terrain and rattlesnakes make the majority of the lake’s banks unapproachable. There are also rumors of a lake monster. Still, the deep waters providing abundant rainbow trout and brown trout year-round, combined with the awe-inspiring scenery make the trip to Rock Lake worth it for the experienced boater.

but cannot provide seats on the scale of a new medical school. Washington State needs a new, cost-effective medical school in Spokane to provide the needed training.

Washington’s civic, business, and medical communities have long worked to expand medical education in Spokane. Physicians understand and must tell our legislators and

I. Physician Supply: Eastern Washington needs a medical school that anchors and develops students invested in the region, as a satellite of other programs cannot. Teaching physicians at both an undergraduate and GME level encourages our medical students into careers in this region; remotely based teaching through a satellite site does not. A new accredited school will develop local faculty from among those who are best-placed to recruit those undergraduates into regional practices. II. Education for Washingtonians: The number of seats for qualified students to train in medicine is distressingly low in Washington State. We have less than a third of the national average number of medical school seats. Excellent candidates leave Washington State every year for their medical education, and we simply lose many

a benefit have two or more full medical schools. Greater Spokane Incorporated’s 2010 Tripp Umbach report showed how a new school in Spokane will drive $2.1 billion in statewide growth, $1.6 billion of it here in Eastern Washington. These are projections for having a new medical school, not hosting a satellite training site.

ATP invites colleagues to meet with legislators and university officials, to cultivate new teaching locations in our region or just to lend a moment to sign our letter to Governor Inslee. ATP is a volunteer organization, unfunded, and independent of the universities. Updates and support can be

expertise necessary to make this project a

Six new medical residents began working in Spokane on July 1 as a result of the efforts of a unique consortium provisionally approved in December to receive $900,000 to fund their first year. Residents are newly graduated medical doctors who must complete at least three additional years of graduate medical education in an accredited intensive physician training program before they can apply for their board certification within a specialty. Increasing the number of residents is key to reducing our region’s primary care shortage. These six new resident physicians— three in family medicine and three in internal medicine—will increase the number of residency slots in Spokane from 74 to 80. The increase is significant news for Spokane, which for years has worked to increase residency slots as a way to ensure physicians stay in the region once they complete the final portion of their medical education. Washington State has 1,600 resident slots, with 1,500 in western Washington. The Spokane Teaching Health Center (STHC) consortium — comprised of Empire Health Foundation, Providence Health Care, and Washington State University Spokane – was formed late last year to apply for

and Services Administration (HRSA) – will have to receive new funding to continue the program, which is due to expire at the end of the federal fiscal year, Sept. 30, 2015. If no new money is appropriated, Empire Health Foundation has agreed to pay the expenses for the existing residents, allowing these six doctors to finish their training. Community stakeholders are working with Congressional representatives to continue the federal funding, which would sustain these positions and allow for further growth. If the HRSA program is continued, STHC plans to apply for additional funds to create up to 39 more residency positions over the next five years. These positions could include six more each in family and internal medicine, three in family medicine rural track training, and 12 each in pediatrics (a new program) and psychiatry (a restoration), for a grand total of 119 positions in Spokane. “The possibility of increasing the number of residency slots by 62 percent is incredibly exciting and significant for Spokane,” says Lisa Brown, Chancellor of WSU Spokane.

the new residencies must be communitybased,” says Antony Chiang, President of Empire Health Foundation. “The foundation is providing flexible start-up funds – at

work helps us realize the dream.” Another important change is that oversight of most of the existing Providence-based residency programs has been transferred to the consortium. “The traditional funding stream for residencies is most often linked to medical schools and university hospitals,” says Brown. “It’s very unusual for a consortium like ours to oversee medical residencies, and it is an honor not only for WSU and the consortium members, but for the Spokane region.” Moving to the consortium will be internal and family medicine, the transitional year residency (where 16 new doctors spend a year before moving to other residencies
