Partnership to honor Phil Vallone with Lifetime Achievement Award Story and Photos by Willow Baum

usiness owner and community leader Phil Vallone will be honored with the Sullivan County Partnership’s Walter A. Rhulen Award during its 22nd Annual Meeting October 6 in Rock Hill. “We are delighted to recognize the Vallones’ contributions to our region,” said Marc Baez, President of the Sullivan County Partnership for Economic Development. “Every time the Partnership or Chamber asks for anything, Phil and (partner and spouse) Donna are always there,” said Baez of the Brooklyn and Queens-born duo whom in their youth spent summers on opposite mountains near Roscoe where they met. The Rhulen Award, presented annually, recognizes lifetime achievement by an individual for business excellence, community commitment and service to humanity. Investment and expansion of the Vallones’ flagship company in the region, Rolling V Bus Corp., and their willingness to take risks on new ventures, are “traits Walter (Rhulen) stood for,” said Baez. For more than 50 years Rolling V Bus Corp. has provided regional school bus services, charter coach and taxi transportation services. Of decades of achievements, Phil Vallone still takes most pride in “getting kids to and from school safely.” Some 4,500 school children, in fact, throughout Sullivan and Ulster County. “The Vallones have been here awhile, and have made a difference, especially in Roscoe,” said Baez. When Roscoe vied for the $25,000 first prize in 2011 as the Ultimate Fishing Town from the World Fishing Network

They are multi-million-dollar development projects, small startups, and expansions. Each one shares something in common: A belief that to INVEST in a community brings jobs and improves the economy. Like no other year in the recent past, the Partnership for Economic Development, now in its 22nd year is strong and responsive to market demands. With renewed vigor our staff and board of directors continues to INVEST a whole lot of ourselves in our daily operations and our mission simply because we all work and live here, and want this place we call home to grow, prosper, and succeed. Since our last report, The Montreign Resort Destination Casino and the

Veria Wellness Center are rising above the horizon marked by the rapid development timetable committed to by their respective developers. Alongside our economic development partners, we applauded these two projects this summer at our Sullivan United mid-summer networking mixer where approximately 200 attendees had a look at the construction progress at the Veria site. The Partnership coordinating a groundbreaking for our newest light industry manufacturer, Aerospace Materials Division, a subsidiary of Metalized Carbon Corporation. We’re thrilled to welcome this new business here particularly after having competed with over 50 other northeast sites. This project breathes new life into our small, but burgeoning specialty manufacturing sector with the promise of nearly 100 new jobs in a new 65,000 square foot facility in the future. The company has begun construc-

tion of its pilot plant that will hire 10-15 employees to produce critical components for the aerospace, mining, and food processing CEO/President Marc Baez industries. These jobs will pay well more than average wages for Sullivan County. Our commitment to small business, particularly in our more rural areas continues, with projects like the Western Hotel in Callicoon and Fish & Bicycle in Narrowsburg were approved for financing through our Incubator without Walls Revolving Loan Program. Projects funded last year have lived up to their promise with the complete renovation of Salt & Pepper in Monticello, the expansion/relocation of Liberty Collision in Liberty and the growth and success of the Pickled Owl in Hurleyville.

On the heels of this continued attraction and expansion, we are doubling down on training and information exchange as evidenced by our 3rd Annual SEQRA Conference, now an educational mainstay to help guide developers through local and state government environmental impact and review process for new development. We continue to link workforce and economic development needs by partnering with the Center for Workforce Development, and the Catskills Workforce Alliance partners. Together, we initiated a long overdue labor shed analysis that will effectively address the needs of the hospitality sector, as well as the needs of existing businesses looking for assistance with how our workforce will evolve moving forward. Economic Development indicators continue to underscore investment in Sullivan County as unemployment

Tourism takes off in 2015; 2016 continues to grow Sullivan Country saw a solid 4.4 percent increase in Visitor Spending during 2015 with visitors spending $388.3 million. This is $16.3 million more than 2014, when visitors rang the cash register to the tune of $372 million. Local sales tax increased to $26 million – or a 5.1 percent increase. Nearly one in every seven jobs – or 15.7 percent – of all labor income in Sullivan County is generated by visitors, the highest in the Catskill Region. Sullivan County tourism industry generates $155 million in labor income. If it were not for tourism-generated local and state taxes, each household in

And as of mid-summer our sales tax collections are up over $700,000 year to year, on the way to approach and maybe even surpass over $1 million year to year; all of this and we a just at the beginning stages of our economic resurgence. Our work and continued growth has long been supported by our membership and as always, they have once again delivered. Our IDA and County contracts remain strong as does our close relationship with the Chamber and Visitors Association remains through our Sullivan United efforts. We all continue to work together to make Sullivan County a great place to live and do business and the work is certainly starting to bear fruit. We are looking forward to another exciting Annual meeting on October 6, 5:30 at the Ramada in Rock Hill, where we will introduce our new directors, officers, and chairperson and review our economic development priorities in the coming year. Thirty Trout Parade floats went around town twice that year!” Contagious enthusiasm inspired business and community leaders to invest in properties, open new businesses along Stewart Avenue. An idea struck Vallone: Roscoe should have its own beer. Two years later Vallone opened the Roscoe Beer Company at 145 Rockland Road, and in May 2015, added a new 1,600-square-foot tasting room. “When the tasting room opened, most people who came we hadn’t seen before,” said Vallone. “We’ve always had a strong second homeowner community, and now the brewery gives them another reason to come into town.” “Energy begets energy,” said Vallone crediting people like Sims and Kirsten Harlow Foster, dining/lodging proprietors of The Arnold House, The North Branch Inn and Nine River Road, for building energy and confidence throughout the region. Jacob R. Billig of law firm Billig, Loughlin & Baer, will be honored with the Sullivan County Partnership’s Distinguished Service Award during its 22nd Annual Meeting & Celebration in October. The Distinguished Service Award, selected in-house by staff, recognizes an individual or individuals who provide extraordinary service to the Partnership in a given year. “Jacob is well deserving,” said Marc Baez, President, Sullivan County Partnership for Economic Development. “Each chairperson learns from each other, brings something different, yet this year Jacob gave a little bit more.” Improving organizational process tops the list of Billig’s recent contributions. August home sales up in Sullivan County By Lynne Freda, President, Sullivan Co. Board of Realtors from a buyer’s to a seller’s market, though slowly. Sellers should feel confident enough to list their homes at fair market value and receive healthy offers. There’s good news for buyers, as well: Interest rates are still low, and many banks and mortgage companies are offering closing incentives in an effort to pump up business. All in all, it’s a great time to list your home for sale, since sales are still strong up to the winter holidays. And it’s a terrific time to buy, as many bargains are still to be had, and mortgage rates are still at some of the lowest we’ve seen. ood news for home sellers in Sullivan County. Homes are selling again, and at a rapid pace! Stats just released from the New York State Association of Realtors show that the sales of single-family homes are nearly double from what they were this time last year. The Sullivan County Board of Realtors show 63 home sales in August 2016, compared to 34 in the same time span as last year. The other good word for sellers is the median sales price: $152,500 this August compared to $127,700 last year at this time—an increase of 24%. It’s taking less time to sell a home, 221 days, and the supply of inventory shrank to about 19 months, which means demand is increasing relative to supply. This all points to the market turning

ook throughout Sullivan County and you will see a movement taking place; A local investor movement. Reinvesting locally is helping fuel the Sullivan County economy. As spring came in this year with relatively mild weather, things had already begun to heat up in local investing. Corporations, small business and even properties that had had been left idle for decades had investors begin renovating throughout Sullivan County. Confidence in the local economy has fueled the engines of progress once again. Seeing opportunity for the most part driven by large projects and renewed interest in Sullivan County across all sectors, the evidence is clear; Sullivan County is well on its way back. Businesses located in our urban centers and hamlets east and west are preparing for this in a significant way. A new Dunkin Donuts, a renovated Village Gate Inn, The Village of Monticello installing new sidewalks all just within a city block along Jefferson Street are tangible signs of local investment positively changing the

gateway into our county seat. Catskill Distilling, Fish & Bicycle, the Western Hotel, the newly renovated Jeff Bank in Thompson, the miraculous work The Center for Discovery is doing is doing in Hurleyville and this list goes

MINDING OUR BUSINESSES Local funeral director graduates from NYSFDA Leadership Academy ROSCOE- Kendra Harris Constant, of the Harris Funeral Home in Roscoe and Liberty, has completed a year-long professional development program with the New York State Funeral Directors Association, Inc. (NYSFDA). Harris recently graduated from the organization’s Leadership Academy. After a competitive application process, select NYSFDA member funeral directors attended a series of development workshops; participated in monthly web-based trainings; researched an emerging issue facing the funeral profession and prepared a recommendation report, which was presented at the NYSFDA Annual Convention held in Rochester, from August 14 - 17. The Leadership Academy was designed to identify NYS licensed funeral directors of excellence who have the potential to become leaders in local, state, and national funeral director associations. The Academy addresses pressing issues facing funeral directors and business profession-

als alike. "These funeral directors are poised to make a positive impact in the profession, and this intensive training has served them well as they take the next steps in their careers," said Michael A. Lanotte, Executive Director of NYSFDA. Founded in 1889, NYSFDA's mission is to promote the highest standards of funeral service to the public and to enhance the environment in which its members operate. More than 900 member firms and 3300 licensed funeral directors who operate across the state belong to the New York State Funeral Directors Association. In addition to maintaining a website at www.nysfda.org, NYSFDA also publishes brochures and information which educate and inform consumers about end-of-life issues. Kendra, who works alongside her father, B. Elton Harris, comes from a family of funeral directors which dates back to 1820.

MIDDLETOWN — The Centers for Medicare & Medicaid Services (CMS) have selected Crystal Run Healthcare as one of nearly 200 physician group practices and 17 health insurance companies to participate in a care delivery model that supports and encourages higher quality, more coordinated cancer care. The Medicare arm of the Oncology Care Model includes more than 3,200 oncologists and will cover approximately 155,000 Medicare beneficiaries nationwide. “We are honored to have been selected

to participate in the Oncology Care Model and look forward to improving cancer care in the Hudson Valley Region,” said Manuel C. Perry, Oncologist at Crystal Run Healthcare. Practices participating in the five-year Oncology Care Model will provide treatment following nationally recognized clinical guidelines for beneficiaries undergoing chemotherapy, with an emphasis on person-centered care. SULLIVAN COUNTY — Each year, the Delaware Valley Arts Alliance, the Arts Council of Sullivan County (DVAA), administers grant applications for Sullivan County cultural groups and individual artists. The funding comes through the Decentralization program of the New York State Council on the Arts. The deadline for 2017 applications is Friday, November 4. Please note that this is an earlier deadline than in previous years. Arts for Sullivan 2017 DEC community grants are for nonprofit arts, cultural and heritage groups that wish to create, produce, or present cultural programming in Sullivan County during 2017. Projects can include theatre, music, dance, the literary arts, history and architecture, folklore,

installation, and visual arts, among others. Individual artists who wish to produce community programming can work with a non-profit organization in Sullivan County acting as a fiscal sponsor. Individual artists can also apply for an Artists in the Community DEC grant, intended to support artists who wish to engage the community in their process.
