And while crime has not statistically increased in a significant way said Jim Montagnino, the city public safety commissioner this week introduced the first phase of a multi-phase Patrol Division Increase Initiative that will

Price Chopper Closes Downtown Location by Jaynie Ellis Saratoga TODAY SARATOGA SPRINGS — The Price Chopper Limited at 55 Railroad Place in downtown Saratoga Springs will be permanently closing its doors on Saturday, April 16. On March 16, the Golub Corporation announced that after 10 years in operation they will be vacating the space at 55 Railroad Place. Price Chopper released the following statement on why they will not be renewing the lease: “With a 70,000 sq. ft. Price Chopper SuperCenter around the corner on Route 50, [the]

downtown location, with its limited parking, has served as more of a convenience store for fill-in grocery shopping trips. When we upgraded the Price Chopper SuperCenter to a Market 32 in November of 2019, the much larger store’s expanded offer attracted even more of the little store’s traffic,” said Mona Golub, Vice President of Public Relations and Consumer Services, regarding the store’s “current and future viability.” West Side Management of Saratoga, LLC reported that the owners of Saratoga Market Center LLC have received many inquiries for the 19,000 sq. ft. space and they will soon be announcing a new tenant.

Farm Boy to University Dean

“Here is a good dirt farmer gone wrong” is how Harry James Carman described himself. He started out as a poor, farm-raised country boy in Saratoga County and rose to the position of Dean of Columbia University in New York City. Born in 1884 in the town of Greenfield to Winslow and Anna Carman he attended the Coy School District until the family moved to the hamlet of Wagman’s Ridge in the town of Saratoga. Miss Carrie Peck was his teacher in the one room school house and Harry achieved many Regents credits in her classes. In the summer of 1902, he was approached by Dr. Abram Mark Hollister who was scouting for pupils for the Corinth Teacher Training Institute. In later years Harry remembered Dr. Hollister“Before you had departed you had won another country boy to come to Corinth in September.” When Harry arrived in Corinth Dr. Hollister met him at the post office. It was the first time that seventeenyear-old boy had ever been away from home. As the two walked down the street Dr. Hollister asked what his plans were for the future. Carman had only planned to teach in a country school, but Dr. Hollister asked if he ever planned to go onto college. That was the turning point in his life. After receiving his certificate from the Teacher Training Class, he taught for a couple years at a small school for a salary of $7.50 per week. In 1905 he commenced his studies at Syracuse University and graduated in 1909. He was hired as principal of the Rhinebeck, NY high school. Four years later he returned to Syracuse for his master’s degree and taught history and political sciences at Syracuse. He attained his PhD in 1919 from Columbia University and later joined the Department of History at the college. Columbia senior students voted him the most popular professor for seven years. In 1943 he became Dean of the Teacher’s College at Columbia University until his retirement in 1950.

General Dwight D. Eisenhower became president of Columbia University in 1948 and went on to have a close friendship with Dean Carman. Numerous college textbooks on U.S. History were authored by Dr. Carman. He was considered an outstanding historian and served for a quarter of a century on the New York City Board of Higher Education and on the boards of many colleges. It was

In his youth he had a difficult time deciding whether to be a teacher or a farmer. He felt everyone should spend some time working the soil but he also found great rewards in the classroom.

Harry James Carman eventually returned to his small farm near Schuylerville. Neighbors said one could find his farm easily- “it’s the one with all the flowers.” He died in 1954 a few days before his 81st birthday. Funeral services were held at the Church of the Visitation and he is buried in Schuylerville.

Maple Weekend Begins Saturday

NEW YORK — Maple Weekend is a chance for the public to come out to local farms to learn about New York’s maple sugarmaking processes and traditions and to taste pure maple syrup in its many forms – right from the source. Maple Weekend begins Saturday, March 19 and Sunday, March 20 and will take place again the following weekend on Saturday, March 26 and Sunday, March 27 from 10 a.m. to 4 p.m. at most locations. The event is organized and sponsored by the New York State Maple Producers’ Associations, proudly funded by both members and the NYS Department of Agriculture and Markets. Maple Weekend began in 1995 as a single “Maple Sunday” and is now in the 26th year of the event that spans four days and two weekends at all locations across New York State. Tours and samples are offered at most sites free of charge, excluding museums. On-site pancake breakfasts, where available, incur a per-plate cost and prices vary by location. Firefighters Campaign for Autism Awareness SARATOGA SPRINGS — During the month of April, the Saratoga Springs Firefighters will be honoring National Autism Awareness Month through their campaign to promote Autism Awareness. The normal day-today uniform for the Saratoga Springs Fire Department will be changed from the traditional blue button-up shirts to royal blue shirts with artwork incorporating Autism Awareness. Shirts similar to those worn by the firefighters on duty will be sold throughout the month of March and beginning of April,

with all proceeds raised from sales to be donated to Aim-Autism. Aim-Autism is an organization that is committed to helping individuals and their families by raising funds for schools and organizations that provide education and the Applied Behavior Analysis (ABA) Therapy program for those on the Autism spectrum. Firefighters will also be participating in various training sessions during the month of April focusing on how to best provide for those with Autism and their specific needs. This training is not just limited to treating the medical needs

of those on the Autism spectrum, but also how to improve interactions on calls related to fires, alarm activations, searches, rescues, and how to be a part of a support system when firefighters are assisting family members on calls. In recent years, 1 in 44 children will be diagnosed with an Autism spectrum disorder. The goal of this month is to allow firefighters to learn how to provide the best services possible to the public. Philip C. Gargan

Philip was born, June 15, 1940, to John and Elizabeth Gargan of New York, NY. On April 4, 1964, Philip married the love of his life, Lillian, and left the city to begin their lives in Saratoga Springs. In March 1979, they moved to Greenfield Center where they built a beautiful home and life together. Philip was a New York State Trooper for 29 years and served his community as a Saratoga Springs school board member and Greenfield town building inspector. His passions included history, aviation, and books. He is survived by his wife of 58 years, Lillian, three daughters, Louise Bublak (Richard), Christine Gargan, and Gabrielle Gargan-Godlewski (Brian), and four grandchildren, Alexander

Bublak (Ronie), Nicholas Bublak, Anastasia Godlewski and Alexandra Godlewski. Relatives and friends may call from 2-4 p.m. and 6-8 p.m. Friday, March 18 at the William J. Lydia V. Taylor, age 76, passed away on Saturday, March 12, 2022. She was born on September 16, 1945, in Queens, NY, the daughter of the late Louis and Theresa (Weir) Alfandari. In 1962 Lydia married her first husband, John Moran and had two children, Kevin and Deborah. In the early 70’s they relocated to Saratoga Springs. Lydia worked for the state for 25+ years and provided for her children as they grew up and found their own lives. In 1988, Lydia married Richard Taylor, they were married for 17 years. In 1989, she became a grandmother having three grandsons and one granddaughter. After retiring

from the state, she lived the rest of her life enjoying the little things with family, friends and her two wonderful dogs, Jack and Danny. She was a light in many people’s lives and will be dearly missed. She is survived by her son-inlaw, Harold Thomas; grandsons, Sean Thomas, Harold Thomas Jr., and Devin Thomas all of Ballston Spa; granddaughter, Rachel Wellington of Tahlequah, OK and many friends. She is preceded in death by her sister, Beverly Alfandari; first husband, John Moran; daughter, Deborah Thomas and son, Kevin Moran. Brennan, 23, of Stillwater, who was working as a corrections officer at Saratoga County Jail, was charged March 9 with two counts criminal possession of a controlled substance and one count promoting prison contraband – all felonies, and official misconduct – a misdemeanor. Brennan is alleged to have possessed and sold a controlled substance while at the Saratoga County Jail. She was arraigned and released on her own recognizance to return to court at a later, unspecified date. Brennan is no longer employed by the Sheriff ’s Office, according to that office. Okon Songobong, 37, of Schenectady, was charged in Saratoga Springs March 8 with petit larceny, criminal possession of stolen property, and burglary. Sean Riberdy, 31, of Cohoes, was charged in Saratoga Springs March 8 with criminal tampering, criminal mischief, and falsely reporting fire explosion or hazardous substance. Trevor Keniry-Thompson, 22, of Saratoga Springs, was charged with petit larceny.

Kira Walker, 29, of Kingsbury, was charged in Saratoga Springs March 9 with aggravated unlicensed operation of a motor vehicle. Casey Watrobski, 31, of Clifton Park, was charged in Saratoga Springs March 10 with operating motor vehicle without insurance, and motor vehicle registration suspended. Maison Dufty, 18, of Saratoga Springs, was charged March 10 with burglary, and criminal mischief. Cassandra Barden, 36, of Saratoga Springs, was charged March 10 with burglary, and criminal mischief. Volland, 38, was charged March 9 with two counts of criminal sale of a controlled substance and two counts of criminal possession of a controlled substance following a lengthy investigation into narcotics trafficking in the Town of Waterford. Volland is accused of selling and possessing quantities of controlled substances. He was sent to Saratoga County Jail in lieu of bail or bond pending further action in the matter. Robert T. Kennedy Jr., 24, of Halfmoon, was charged March 3 with felony reckless endangerment, and illegal discharge of firearm within 500 feet of

The charges followed a complaint of allegedly harassing and threatening communications made against CPS workers, according to the Saratoga County Sheriff ’s Office. Emmerson was arraigned in Ballston Spa and released on his own recognizance.

Wilton Volunteer Fire Department Celebrates 75th Anniversary with Banquet on April 10

WILTON — Since its official inception in 1947, fire and rescue calls continue to be responded to by members of a 100% volunteer nonprofit now known as the Wilton Volunteer Fire Department, whose officers and chief respond to over 350 calls each year. Stephen Kloss Sr, with 61 years of service is one of 20 members across four generations of his family to volunteer. “It’s in our blood,” says Richard Helenek who has responded to calls for over 56 years. His brother, Robert, has 57 years. The longestserving member is William E. Morgan. His 67 years of service will be celebrated April 10 when

the department holds its 75th Anniversary banquet. “It’s also been great to see a resurgence of diverse volunteers join us over the last couple years who cover the ages of teens, 20s, 30s 40s and 50s,” says department president Andrew Bobbitt. A reminder of the department’s early years continues shine in the district’s main station: a 1944 WW II U.S. Navy 500-gallon, two hose, 4x4 International known to members as “713.” It has been used for decades as a go-anywhere workhorse for local brush fires but has since been retired to show-and-parade service. Two of the biggest impacts affecting the department have been

the additions of a fire district main station on Ballard Road in 2002, moving from the original station on Wilton/Gansevoort Road, and a new district substation strategically located on Route 50 that opened in 2012. The new stations provide more efficient response times while allowing more space for the separate tax-funded Wilton Fire District. Saratoga Springs Push For Broadband Funding in Meetings This Week American Rescue Plan Provides Students with Internet Service SARATOGA — Congressman Paul D. Tonko this week announced that Capital Region schools and libraries are being delivered $8,907,780 in funding from the American Rescue Plan’s Emergency Connectivity Fund (ECF). The program, established under the Federal Communications Commission (FCC), helps students connect to the internet at home by providing broadband access, laptops, Wi-Fi hotspots, and other equipment necessary to get their homework done.

The application is under consideration at the city’s Design Review Commission.

“With educational tools, homework, and opportunities increasingly online, students without reliable home internet access are often left without the tools to succeed,” Congressman Tonko, who represents the 20th Congressional District, said in a statement. “This truth was made poignantly clear by the COVID-19 pandemic, which is why I fought hard to secure funding in our American Rescue Plan to expand broadband access to our unserved and underserved communities.” The funding delivered to

the region is included as part of the historic $7.1 billion being administered across the nation to schools and libraries to improve access to resources and education. Saratoga Springs Public Library is among 35 different entities in the district slated to receive funds. The Saratoga Springs library is set to receive just under $1,900. Other area locations include the ScotiaGlenville Central School District (just over $299,000), and the Shenendehowa Central School District ($342,000).

SARATOGA SPRINGS — NYRA has announced the stakes schedule for the 40-day summer meet at historic Saratoga. It will include 77 stakes worth $22.6 million in total purses. Aug. 27 - the 153rd renewal of the Grade 1, $1.25 million Runhappy Travers. Aug. 6 - the Grade 1, $1 million Whitney, The 2022 summer meet will

open on Thursday, July 14 and continue through Monday, Sept. 5. Following the four-day opening weekend, racing will be conducted five days a week, Wednesdays through Sundays, apart from the final week, when the meet will conclude on Labor Day. PUBLIC SAFETY DECISION RAISES RED FLAGS continued from front page... “On March 5, there was a situation in which an individual was arrested and found to be in possession of a loaded 9 mm handgun that contained an illegal clip that held 13 rounds of live ammunition. The circumstances in which that seizure occurred involves some of the most remarkable police work that the city has seen. The sergeant in charge that night had information from a witness that a particular individual had been involved in a fight at one of the bars in town and had stated to someone that he was going to return to ‘shoot the place up,’” Montagnino said. A police sergeant was given a description of the vehicle in question, which had license plates from the state of Mississippi. “A car with Mississippi plates was pulled over on the corner of Spring and Circular (streets) because the driver was driving erratically and without headlights. The sergeant, in the words of the bar owner, ‘peeled out and raced over there.’ He was able to signal to the officers at the scene that there was a possible weapon in the possession of the driver,” Montagnino said. The weapon was secured and the driver – who had a previously violent felony conviction in Mississippi, Montagnino said was arrested without incident. “The on-the-ground police work that resulted in this arrest prevented what I believe would likely have been a mass shooting. The safety of this city depends in large part on the skill, training and number of uniformed police officers who are doing their jobs day-in and day-out on the street,” the commissioner said. “Despite that we are a ‘weekend town,’ and that much of the crime that involves visitors coming to the city occurs on the weekends, not one sworn officer above the rank of sergeant is on duty on Saturday or Sunday without being called in specifically for that purpose.” In all, he counted approximately 40% of the department’s sworn officers who do not work weekends. The goal of the program is to put more officers in locations at times most needed, he said. Phase One of the plan involves redirecting funds currently used for the assistant chief of police position and was unanimously approved

by the city council. The council also approved paying an invoice in the amount of about $260,000 to Axon - an Arizona-based company which develops technology and weapons such as Tasers and body cams for civilian, law enforcement and military use. The city has a 10-year, $2.5 million contract with the company that was initiated last year. There is an option to terminate that contract, should the council decide to do so at some point. ASSISTANT POLICE CHIEF POSITION The assistant police chief position is currently held by Robert Jillson. Jillson was in attendance at the meeting but did not address the council. He was appointed full-time to the Saratoga Springs Police Department as a member of the patrol division in 1998 and rose steadily through its ranks. Three months ago, Jillson was appointed by the previous council to succeed retiring assistant chief John Catone’s position. The position will be de-funded and funds reallocated April 8. Under the Civil Service law, Jillson may exercise his right to return as lieutenant. This in turn would displace the least senior lieutenant and place them in the role of sergeant - filling one of the three vacant sergeant positions as well allowing for the hire of a patrol officer, said Montagnino, adding

that the Chief and Assistant Chief positions are “basically duplicative of one another.” No specific dollar figure was discussed, but the amount should be readily known at the time of the council’s April 5 meeting, when the finance department conducts its business on the matter.

Montagnino cited the publication of the Department of Public Safety’s 2021 report as an indicator that the city “is as safe as it’s ever been. There is no statistically significant increase in crime over the last few years – and while there has been a lot of coverage of certain incidents

– the total number of crimes and the total types of crimes have not changed to any significant degree from one year to the next.” The annual report, which was not immediately available, was scheduled to be posted on the city web site the night of the March 15 meeting.

Fred Astaire Dance Studios - Saratoga to Host Anniversary Celebration / Fundraiser for Ukraine SARATOGA SPRINGS — Fred Astaire Dance Studios Saratoga (FADS) is celebrating five years in business and will host a celebration 1 – 4 p.m. on Sunday, April 10. The owners of FADS in Saratoga have a very close connection to Ukraine, as co-owner Sergiy “Grey” Masko, is Ukrainian and still has family there. The studio will be hosting a fundraiser to help support the people of Ukraine.

Attendees of the event are invited to bring supplies or a monetary donation that will be brought to St. Nicholas Ukrainian Catholic Church in Watervliet to send to Ukraine. Council Approves Outdoor Dining, State Must Act The council approved amending City Code to permit temporary outdoor seating areas for eating and drinking establishments. The measure will be open to every food and beverage business in Saratoga Springs, said Accounts Commissioner Dillon Moran. “We’re still dealing with the effects of the pandemic and this is essential to the economy of Saratoga Springs,” he added. Eating/drinking license holders are required to apply for an outdoor seating permit via the city’s Department of Accounts. The permit will then be reviewed by the newly formed Committee on Outdoor Dining, comprised of the Fire Battalion Chief and a handful of appointed city officials. Final approval would be authorized by City Council vote. The state must also act,

specifically related to the issue of the serving of alcohol beverages outside. Moran said he is working with local and state political leaders regarding the issue. A permit fee, of a not-yetdetermined amount will apply and is expected to vary in cost as per the amount of space that will be used. Those fees will be announced at the next City Council meeting. The permits, to be issued annually, will remain in effect until Nov. 1 of the year in which they were issued. CRB: Proposal Anticipated in April A fourth Public Hearing was held this week regarding the potential formation of civilian police review board. It is anticipated a proposal will be presented to the City Council by Public Safety Commissioner James Montagnino in advance of the next council meeting on April 5. SOTC is Saturday Mayor Ron Kim announced the State of the City Address will be held at 11 a.m. on Saturday, March 19 in the Music Hall at City Hall.

The event is open to the public. Congressman Paul Tonko will introduce the mayor. The SOTC address may also be viewed via live stream at www.saratoga-springs.org. March is Gambling Awareness Month The city issued a proclamation highlighting regional, state and national councils on Problem Gambling naming March as Gambling Awareness Month. “We are a gambling town, but we are also a town that respects responsible gambling,” Mayor Ron Kim said. Problem gambling affects more than 600,000 state residents of all ages, races and ethnic backgrounds, according to the New York Council on Problem Gambling, and promoting public awareness provides an educational tool for both policy makers and the public about warning signs and available support for individuals and their families struggling with problems related to gambling activity. Mayor Kim presented a resolution, unanimously approved by a 4-0 council vote, regarding the current conflict in Ukraine. The mayor detailed the emotional and psychological sufferings of the Ukrainian people resulting from the terror of the military attack, as well as the severe impact of the military invasion on Ukraine’s society and economy. “It has long been said that the only thing necessary for bad people to succeed is for good people to stand back and say nothing. As long as we, as Americans, accept this aggression, the problem will continue to increase,” Kim said. “Therefore, now, this

City Council condemns the invasion of Ukraine and declares support for the Ukrainian people and urges freedom-loving people of the world to denounce the devastating violence that threatens the lives and the country of the Ukrainian people.” Commissioner Montagnino noted there is a Ukrainian church in Watervliet that will be setting up a web site where local people can register to offer housing for Ukrainian refugees when they are given visas to enter the U.S. St. Nicholas Church, located at 2410 4th Ave. Watervliet, currently posts a list of a variety of items which may be donated as part of humanitarian aid to Ukraine. Local Businesses Selling T-Shirts for Ukraine SARATOGA SPRINGS — Impressions of Saratoga and The Dark Horse Mercantile are selling t-shirts designed to support humanitarian efforts in Ukraine. Impressions of Saratoga (386 Broadway) and The Dark Horse Mercantile (445 Broadway) have created two designs that are available for purchase with proceeds donated to The International Red Cross – Ukraine Relief Efforts (www.icrc.org/en/donate/ukraine). Co-owners Marianne Baker and Maddy Zanetti worked separately on a design, and decided to go ahead with both, quickly enlisting the aid of T-Shirts Graphics to pull the art together, ordering the

blank garments with hopes to have shirts available this week. Prices are still being determined for the garments, factoring in the cost of the garment, freight, and decorating costs. The goal is to raise as much as possible to help with the humanitarian aid needed to aid the courageous citizens of Ukraine. The money will be donated weekly, so it gets where it needs to go as quickly as possible with customers’ support. The first design features the Ukrainian flag as a background with a Sunflower in the center with the words “Glory to Ukraine” – a motto often used during times of struggle since the mid-1800s.

Bracketing these words are stylized tridents that represent the Ukrainian crest. This design is available in a natural-colored tee with more styles to be added soon. The Sunflower is the Ukraine’s official flower, and they are the world’s largest producer (70-80%) of Sunflower oil; it’s been grown in the Ukraine since the 1800s. The flower symbolizes peace and is being used internationally as a sign of solidarity with Ukraine. The second design also features the Ukrainian flag colors with a small logo over the heart with a dove of peace and the words “Glory to Ukraine – Stand

for Freedom.” On the back of the tee printed in the same colors are the words “In dark times you can be a light for others,” featuring a swish of blue and yellow with The Dark Horse Mercantile silhouette superimposed over it. This design will be available on a light grey heather tee and crewneck sweater. The Dark Horse Brand celebrates those who are considered underdogs or improbable heroes – much like the Ukrainian people. Each garment will be packaged with a story card detailing the beneficiary of the proceeds and will include a packet of Sunflower seeds to grow a Victory

Garden. Growing Sunflowers to show support could help with the expected shortage of sunflower products as Ukraine’s supply chain is disrupted by this crisis. The seeds have been sourced from the Page Seeds Company in Greenville, NY. The Sunflower garments will be available at Impressions of Saratoga and The Dark Times garments will be available at The Dark Horse Mercantile. Adirondack Trust Company Roohan Realty Welcomes Community Fund Donates Over $70K Samantha Fowler to Lend-A-Hand Grant Recipients SARATOGA SPRINGS — The Adirondack Trust Company Community Fund announced that its Independent Advisory Committee has awarded LendA-Hand Grants to 35 local nonprofit organizations. The grants were presented at the Community Fund’s annual grant award reception on Dec. 9, 2021, at Longfellows Restaurant. Directors or representatives of the organizations were present at the reception and spoke briefly about their respective organization’s mission and how the grant will support their respective cause. The bank will match what the community has given during the Autumn of Giving campaign: $70,295.86.

“This year, we received 54 grant applications. Although we wish we could fund every request, every year, we are fortunate to be able to fund more and more as our community support grows,” said Brian Straughter, Ed.D., Volunteer Chair for the ATCCF Independent Advisory Committee. “This year, the awarded grants will support programs for all ages and our communities’ needs as a whole, and will include the areas of the arts, education, health, and family activities.” Some of these organizations, and how they will use the grant, are listed as follows: Franklin Community Center,

Inc. will use the grant to support the 17 efficiency apartments – affordable rental units for individuals – due to the lack of availability of low-income housing within the City of Saratoga Springs. The First Baptist Church of Ballston Spa will use the grant for their Summer Lunch Program which helps families experiencing food insecurity by providing lunches during the months of July and August, when free or reducedprice lunches are not available through the school system. Better Community Neighborhoods to Host Financial Confidence Online Series SCOTIA — To provide a financial education platform for low to moderate income families, Better Community Neighborhoods, Inc., a Schenectady-based non-profit housing organization that provides assistance to first-time homeowners through financial literacy programs and homebuyer education, will host a five-week Financial Confidence Online Series during April, which is Financial Literacy Month. The sessions will run from 11 a.m. to 12:30 p.m. on the following dates: April 2, April 9, April 16, April 23, and April 30.

Sessions will focus on how to budget, how to save an emergency fund, how to pay down debt, how to set financial goals, and how to improve your credit; guest lecturers will participate. According to a 2018 Financial Industry Regulatory Authority study, nearly two thirds of American were unable to pass a basic financial literacy test. The study, which surveyed more than 27,000 Americans revealed a growing financial literacy gap between different ethnic groups as well. “Being financially literate eases life’s burdens,” added John Buhrmaster, President/

John Wallace Robertson

SARATOGA SPRINGS — On his 99th birthday this year, Dad enjoyed Wellfleet oysters and a homemade Boston Crème Pie baked by Nancy at Susan and Brian’s home in Saratoga Springs. He loved his family, good company, good food, and New York State. John Wallace Robertson passed away on February 27, 2022. He was born on January 14, 1923 to Wally and Kathryn Robertson in North Tonawanda. He grew up with his sisters Nancy and Suzanne and many fun-loving cousins. He spent his childhood in western New York, graduating from Jamestown High School in 1941. Jack began his advanced studies at the University of Michigan in Ann Arbor but soon enlisted in the

Army Air Corp and assisted in the development of the Norden Mk. XV bombsight used during World War ll. After the war, he returned to Ann Arbor and completed his studies in architecture, graduating in 1951. There he met Joyce Parker from Salisbury, NC. They married and moved to Syracuse where they raised four daughters during the sixties and seventies; Gina, Kay, Nancy, and Susan. His grandson Royce spent many happy days with his Gaggie. Jack was self-employed most of his career as an architect. He partnered with Dave Richards to create Robertson & Richards. He then transitioned to Robertson Strong Apgar, currently located at 1054 James Street as RSA Architects in Syracuse. He primarily designed and renovated commercial buildings; schools in the Liverpool and Massena districts; public safety buildings, Austin McCormick Center for Youth, and Hillbrook Detention Center. Jack was a fine architect and highly respected among his peers. He taught architecture at Syracuse University and after 40 successful years in business retired from RSA in 1995. Jack was active in many professional and community organizations, including local and national chapters of the American

OBITUARIES Institute of Architects and the Construction Specifications Institute. He served as president of the Onondaga County Public Library, the Dewitt Community Library and the Dewitt Kiwanis Club. Jack believed deeply in family, friendship, community, and education. He is remembered for quietly sharing his love of books, cooking, pickling, gardening, art, and poker well into his 90s. Friends and family will surely remember him sailing on one of his boats in his floppy white hat with full sails, blue skies, not too rough waters on Lake St. Clair, Lake Ontario, Cape Cod, and the seas around New Zealand. Dad is survived by Joyce, his wife of 70 years, his four daughters and son-in-law Brian Rodems, his grandchildren John, Elizabeth, Thomas, Lee, Royce and his wife Christy and great- granddaughter Leah. Uncle Jack will be missed by his nieces and nephews: Debbie, Tom, Dick, Margaret, Linda and Kathy, John, Beverly and Barbie along with their families. He knew how to draw an early morning crowd of cousins with a box of fresh donuts and a smile. We love you Dad. A private burial with military honors at The Gerald BH Solomon Saratoga National Cemetery will be held at a future date.

Saratoga City Ballet Announces Summer Dance Programs for Ages 4-18 SARATOGA SPRINGS — Saratoga City Ballet will be holding week-long summer dance programs for students ages 4-18 at their state-of-the-art studios located at 4295 Route 50 in Saratoga Springs. Storybook Ballet Workshops: (taught by former Metropolitan Ballet soloist Jennifer Manino) will feature the ballets Midsummer Night’s Dream (July 11-15) and Cinderella (Aug. 22-26) for introductory level dancers ages 4-6. These workshops will be held daily 9:30 a.m. - 12 p.m.

Fairies and Unicorns: For beginning ballet students ages 6-8, Fairies and Unicorns (taught by area dance artist Jessica Fowler) will delight the young dancer with an array of music and dance themes of Disney. This workshop will include crafts that accompany an end of the week informal studio performance for family and friends. This fun-filled class will be held Aug. 1-5 from 9:30 a.m. - 12 p.m. daily. Classical Ballet to Modern Dance: Intermediate and Advanced students will expand

their ballet training to include other dance genres. Wellspring, the domestic violence and sexual assault resource for Saratoga County, and Business for Good – the local privately-funded foundation formed in 2020 that seeks to give back. “The impact of Maid – both the book, and show – have already impacted Wellspring’s services” said Wellspring’s Executive Director, Maggie Fronk, in a statement. “A client recently called our hotline and shared, ‘I’ve been having a lot of emotions come up lately and I think it’s because I’ve been watching the show, Maid, on Netflix. I always knew I was in an abusive relationship but watching

the show has really empowered me and made me feel like I could leave.’ Already the book and show have been transformational. We think this event will only deepen the impact,” Fronk said. Prior to the event, Wellspring will host a four-part conversation series to discuss important themes highlighted throughout the book and Netflix’s show. County History Center Hosts Presentations of “Saratoga’s Poorhouse,” Ulysses S. Grant BALLSTON SPA — The Saratoga County History Center presents two major events this spring featuring prominent local scholars: “Supporting the Poor in Saratoga County” with Lauren Roberts on March 24; and “The Deepest Devotion,” with Ben Kemp, who will portray Frederick Grant, the eldest son of Ulysses Grant, on April 6. “Supporting the Poor in Saratoga County” takes place at 7 p.m. on Thursday, March 24, at Brookside Museum, 6 Charlton St, Ballston Spa. Saratoga County Historian Lauren Roberts will explore the history of Saratoga’s “poorhouse.” Established in 1827 as an alms house for “the victims of misfortune,” the institution grew along with the county. The Poor House complex included a large-scale farm, schoolhouse, imposing brick residence, and an infirmary. Over the decades, laws changed the way indigents were cared for,

The American Heart Association creates the guidelines for CPR, and passed The CPR in Schools Law, which requires that all high school graduates in New York State learn Hands-Only CPR. Having CPR performed doubles or triples the chances for survival of sudden cardiac arrest. Though the building no longer exists, this institution played a significant role in the care of county residents for well over a century. “Many people may not realize that County Farm Road in the Town of Milton once led to an actual farm that was operated by people who lived in the county poor house” Roberts explains. “This 112-acre parcel was home to thousands of county residents over its 130-year history and operated almost self-sufficiently. Some of the people who were cared for there stayed only a few days, while others were there for much of their lives.”

SARATOGA SPRINGS — Saratoga Springs High School Drama Club will perform “Into the Woods” this weekend – their 1st musical production since 2020. “Into the Woods” is a mashup of different Brothers Grimm fairy tales (Little Red Riding Hood, Jack and the Beanstalk, Cinderella, and more) coming together to help a Baker and the Baker’s Wife undo a magical spell. “It’s funny, kind of crazy, and a little bit sad,” said Mira DeGregory, who plays the Baker’s Wife. “Into the Woods,” with music and lyrics by Stephen Sondheim and book by James Lapine, will be performed March 17 and 18 at 7 p.m. and March 19 at 1 p.m. and 7 p.m. Ticket prices are $7 for students and $15 for

n the quiet of the night, on the eve of a March snowstorm, Slate Valley Farms’ owners Pat Imbimbo and his daughter Gina Willis began boiling sap for their first batch of maple syrup for the season. “Last year, we started boiling on Valentine’s Day, so I worked hard and tapped our entire farm in February thinking I was behind,” says Gina. “But then it stayed cold this whole time, so I had weeks of waiting and checking every day to see if we could start boiling.” For maple syrup producers, the climate is a crucial factor. When daytime temperatures rise above freezing and nighttime temperatures fall below freezing, the fluctuation creates pressure in the maple trees, encouraging sap to flow. This season, Pat and Gina tapped 4,000 maple trees on their 101-acre family-run farm in the hills of Granville near the Vermont border. Their sap-gathering is automated, using a vacuum system Pat monitors on his iPhone. The sap runs through a reverse osmosis system, removing much of the water before boiling. This method results in less boiling time, less fuel, and a better quality syrup. This Saturday, March 19, the Saratoga Farmers’ Market celebrates the beginning of maple season and the return of Slate Valley with the season’s first batch of maple syrup. • ⅓ cup maple syrup*

• ½ cup raisins

• 1 egg*

• ½ cup dried cranberries

• 3 Tablespoons butter, melted, divided

• 2 cups old fashioned oats

• 2 teaspoons vanilla extract

• 1½ teaspoon cinnamon

• ½ cup walnuts, chopped

INSTRUCTIONS : 1. Preheat oven to 375°F. Grease an 8-inch baking dish. 2. In a medium bowl, whisk together the milk, maple syrup, egg, 2 Tablespoons of melted butter, and vanilla extract. 3. Arrange the apple slices in a single layer on the bottom of the baking dish. Sprinkle ¼ cup of the raisins and ¼ cup of dried cranberries on top of the apples. Cover with oats. Spread the oats evenly over the apples. Drizzle the milk mixture over the top of the oats. Top with walnuts, cinnamon, and remaining raisins and cranberries. 4. Bake for 35 to 45 minutes, or until the top is golden brown and the mixture is set. Remove from oven and let sit for 5 minutes. Drizzle the remaining melted butter and enjoy! ! I have always loved a great cup of coffee. Growing up, our home was always filled with the aroma of coffee percolating. Over the years, I have fallen more in love with coffee. Having a great tasting cup of coffee in the morning is an important start to my day. How many of us have conversations based around “meeting for coffee?” Coffee can become a hub for connection. Many of our personal bonds began with a cup of coffee. I know that I savored every moment I had with my mother in our coffee-cup conversations, getting advice and swallowing in her words of wisdom. A cup of coffee shared with a friend or family member is time well spent. When you sit with a person around a cup of coffee you are not distracted by what is around you. You are just with a person sitting around a cup of coffee and talking. It is probably among the most valuable moment and conversation you can really have, because it really stimulates your mind by offering that opportunity to connect with a person. We all like our coffee a certain way. When it comes to coffee, many coffee drinkers attest to the benefits of fresh ground coffee. Flavor is a vital factor in whether we genuinely enjoy a cup of coffee or not. Grinding coffee beans may seem like an extra step, but it helps to create a café’-quality cup. Why Grind Beans at Home? Grinding fresh whole coffee beans just before brewing will protect the aroma of your coffee and ensures the rich full-bodied taste stand outs. Ground coffee interacts with the air around it and within hours loses a great deal of flavor. Sour Cream Coffee Cake INGREDIENTS • 12 tablespoons (1 1/2 sticks) unsalted butter at room temperature • 1 1/2 cups granulated sugar • 3 extra-large eggs at room temperature • 1 1/2 teaspoons pure vanilla extract • 1 1/4 cups sour cream • 2 1/2 cups cake flour (not self-rising)

FOR THE STREUSEL: • 1/4 cup light brown sugar, packed • 1/2 cup all-purpose flour 1 1/2 teaspoons ground cinnamon • 1/4 teaspoon kosher salt • 3 tablespoons cold unsalted butter, cut into pieces • 3/4 cup chopped walnuts, optional FOR THE GLAZE:

There are three different coffee grinding methods: conical burr grinders, disk burr grinders and blade grinders.

• 2 teaspoons baking powder

Conical Burr Grinders preserve the most flavor and can grind very fine with the highest consistency. The intricate design of the conical steel burrs allows for a high gear reduction to slow down the grinding speed below 500 rpm. The slower the speed the less heat is imparted to the ground coffee thus preserving the maximum amount of aroma. Due to the wide range of grind settings, conical burr grinders are ideal for all types of coffee equipment such as espresso machines, drip coffee makers, percolators, French press and can even grind extra fine for the preparation of Turkish coffee.

INSTRUCTIONS

Burr Grinders rotate at a considerable faster speed of 10,000 to 20,000 rpm and create a bit more warmth in the coffee than conical burr grinders. They are the most economical way of getting a consistent grind in a wide range of applications. They are ideal for drip coffee makers, percolators, French press and well suited for most pump espresso machines. However, they do not grind as fine as conical burr grinders and are not as quiet.

• For the streusel, place the brown sugar, flour, cinnamon, salt, and butter in a bowl and pinch together with your fingers until it forms a crumble.

• 1/2 teaspoon baking soda • 1/2 teaspoon kosher salt

Blade Grinders are suitable for drip coffee makers and percolators. They also perform well for grinding spices and herbs. The blade rotates at very high speeds of 20,000 to 30,000 rpm thus heating up the ground coffee more than burr grinders and also creating a bit of coffee dust. That coffee dust can clog up the fine mesh of the metal baskets used in pump espresso

• 1/2 cup confectioners’ sugar • 2 tablespoons real maple syrup

• Preheat the oven to 350 degrees F. • Grease and flour a 10-inch tube pan. • Cream the butter and sugar in the bowl of an electric mixer fitted with the paddle attachment for 4 to 5 minutes, until light. • Add the eggs 1 at a time, then add the vanilla and sour cream. • In a separate bowl, sift together the flour, baking powder, baking soda, and salt. With the mixer on low, add the flour mixture to the batter until just combined. Finish stirring with a spatula to be sure the batter is completely mixed.

• Mix in the walnuts, if desired. Spoon half the batter into the pan and spread it out with a knife. Sprinkle with 3/4 cup streusel. Spoon the rest of the batter in the pan, spread it out, and scatter the remaining streusel on top. • Bake for 50 to 60 minutes, until a cake tester comes out clean. Let cool on a wire rack for at least 30 minutes. Carefully transfer the cake, streusel side up, onto a serving plate. Whisk the confectioners’ sugar and maple syrup together, adding a few drops of water if necessary, to make the glaze runny. Drizzle as much as you like over the cake with a fork or spoon. machines. Spinning Down: A Yarn Workshop with Artist Laura Splan SARATOGA SPRINGS — The Frances Young Tang Teaching Museum and Art Gallery at Skidmore College invites the public to an in-person artist talk and workshop with Laura Splan at 7 p.m. on Thursday, March 24. Learn how to spin yarn using fiber from laboratory llamas, who produce antibodies for our vaccines, while exploring emerging narratives in the contemporary biomedical landscape. Splan will

introduce her installation in the Tang’s elevator Elevator Music 42: Laura Splan—Rhapsody for an Expanded Biotechnological Apparatus, which includes a sound piece and a rug made from the wool of laboratory llamas and alpacas. She will lead a discussion around scientific and conceptual themes in her work that examines hidden systems, invisible labor, and interspecies entanglements. Splan will lead a technical

demonstration of spinning fiber on an electric wheel. New exhibition at Schick Art Gallery Showcases Duplex Planet’s David Greenberger SARATOGA SPRINGS — The Schick Art Gallery at Skidmore College presents “Humor Me,” an exhibition of work by Betsy Brandt, Kiah Celeste, Amy Cutler, David Greenberger, and Nina Katchadourian, March 24 through April 25. An opening reception will take place from 5:30 to 7 p.m. Thursday, March 24. Works on view include drawings, paintings, prints, photographs, sculpture, and video. The humor in question may be subtle, overt, and even contradictory, arousing a lingering curiosity in the viewer. David Greenberger is an artist and writer best known for his Duplex Planet series of zines, comic books, and spoken-word performances. His 9x11-inch colored pencil drawings are often text-based and explore personal philosophies, popular culture, and accidental poetics. Each drawing follows specific compositional limitations; over the past decade, he has amassed thousands of drawings grouped into idiosyncratic categories such as “Spaghetti,” “Haircut Commemorative Drawings Priced the Same as my Age,” and “Band Names Popular among Twelveyear-old Boys.” Along with comic books, Greenberger’s work has been adapted into short films and one-act plays, and his essays and performances have been broadcast on National Public Radio. has been exhibited in museums and galleries since 1987; one of her first well-known pieces is “Adirondackland,” a 1998 collaborative installation with Susie Brandt shown at Art in General in New York City. Kiah Celeste focuses on three-dimensional work, using recycled industrial objects and building them into abstract forms. She has shown work at KMAC Museum in Louisville, Kentucky; Josephine Sculpture Park in Frankfort, Kentucky; and Swivel Gallery in Brooklyn, New York, among other venues. Celeste currently lives and works in Louisville, Kentucky. Amy Cutler is known for her enigmatic illustrations of women performing strange, cryptic tasks: carrying goats on their backs in “Above the Fjord,” or sewing stripes onto tigers in

“Tiger Mending.” Cutler’s works have been shown at Madison Museum of Contemporary Art in Madison, Wisconsin, and the Institute of Contemporary Art in Philadelphia, among other national and international venues, and are held in numerous public and private collections. An interdisciplinary artist whose work includes video, performance, sound, sculpture, photography, and public projects, Nina Katchadourian’s choice of materials and medium is often the byproduct of chance or selfimposed rules. SPAC Partners with Skidmore College to Present Pianist Lara Downes SARATOGA SPRINGS — Saratoga Performing Arts Center has partnered with Skidmore College to present pianist, speaker and activist, Lara Downes in a special appearance at 7:30 p.m. on April 14 at the Arthur Zankel Music Center. Downes’ performance explores the landscape of American music from George Gershwin and Morton Gould to Billie Holiday, Scott Joplin, and Florence Price. In addition to her work as a performer and recording artist, Downes hosts “AMPLIFY,” an

NPR video series. Tickets for the April 14 performance are $30 for general admission and $10 for all collegiate students and faculty with valid school ID. SARATOGA SPRINGS — After a two-year hiatus, Home Made Theater will once again be hosting a Spring Gala to benefit the company. ATHLETE OF THE WEEK Congrats to this week’s Athlete of the Week – Jack Foster! Jack is a senior thrower on the Saratoga Springs Indoor/Outdoor Track & Field team. This past weekend, Jack and his coaches traveled to the Armory Track and Field Hall of Fame in New York City for the New Balance National Championships where Jack hit a personal record and a new school record throw of 57’ 9 ¾. Additionally, on Saturday, March 5, Jack competed in the NYS and Federation Championship and took first place in the shot put. Jack joined the track & field team as a freshman during the

spring season and learned the basic glide throwing technique – averaging a throw of 31’. During his sophomore season, Jack switched over to the rotary throw and began to throw an average of 40’ indoors. Since then, Jack has dedicated himself to becoming a great athlete through diet and weightlifting regimens. “Jack has emerged as one of the finest shot putters in the Northeast,” said Throwing Coach Jon Hoek, who has been training Jack for four years. regarding the outdoor season. “He continued to work extremely hard and smart with his diet, weightlifting, and practices over the summer and fall and became a much better thrower.” As a result of his hard work, Jack threw a 50’ 5 ½” and finished 2nd in the discus throw and 4th in the shot put at Outdoor Track & Field Class A Sectional Championships. When indoor started up again, Jack was more than ready, throwing a 54’5” to break the school record at their first meet. Jack stayed focused and ended the 2021-22 indoor season by winning not only the Class A Sectional Championship,

but also a State title with a throw of 55’ 6 ½” – upsetting a nationally ranked NYC athlete and going on to win the Federation title as well. Jack finished 11th overall at nationals and extended his school record to the 8th best in the history of Section 2. “Jack is one of the hardest working athletes I’ve encountered in 48 years of coaching,” said Coach Hoek. “He is a modest and fine leader for our other athletes.” Jack is looking forward to the upcoming outdoor varsity track & field season and has committed to continue his throwing career at UConn this fall.

Dottie Pepper to Receive Metropolitan Golf Writers Association’s Gold Tee Award

ELMSFORD, NY — Dottie Pepper, 17-time LPGA tournament winner and current golf broadcaster, will be honored with one of golf ’s most prestigious awards – the Gold Tee – by the Metropolitan Golf Writers Association (MGWA). The award will be presented at its 70th National Awards Dinner on Tuesday, June 21, 2022, at Westchester Country Club in Rye, NY. Dottie Pepper was born into an athletic family (her father, Don, of the Detroit Tigers, was named an MLB “Rookie to Watch” by Sports Illustrated) and raised in Saratoga Springs. Dottie quickly gravitated towards golf and won the 1981 NY State Amateur and the 1981 and 1983 NY Junior Amateur tournaments. In 1984, she was low amateur at the U.S. Women’s Open. She graduated from Furman University with a B.A. in Health Sciences in 1987; while there she won five collegiate tournaments and was a threetime All-American. Pepper joined the LPGA Tour in 1988, quickly becoming one of its most dominant players. Among her 17 Tour victories were two majors, including her 19-under-par victory in the 1999 Nabisco Dinah Shore, where she still holds the record as the lowest score in relation to par in that tournament. She competed for the U.S. in six Solheim Cup Matches and accumulated a 13-5-2 record. Pepper retired from competitive golf in 2004 and began working as a golf commentator for NBC and The Golf Channel. After eight

years, Dottie retired from NBC to concentrate on promoting junior golf as a PGA of America Board member. She was lured back into broadcasting by ESPN in 2013 and signed a contract with CBS Sports two years later. Pepper is currently CBS Sports’ lead walking reporter for the PGA Tour, the Masters, and the PGA Championship. In 2018, Pepper was inducted into the NY State Golf Association Hall of Fame. “Dottie’s accomplishments on the golf course place her among the game’s elite, but her positive influence outside the ropes is just as impressive,” said MGWA President Brian Crowell. “She’s a broadcaster, an author, a public speaker…an outstanding ambassador for golf in so many ways. Dottie is a Major Champion who continues to make a major impact in our sport. SARATOGA SPRINGS — If you don’t know a dink from a volley, or want to improve your game, you’ll want to be part of one of the Saratoga Springs Recreation Department’s March 22 pickleball workshops for everyone 18 and older. The Beginners workshop is geared towards players who are new to the game. You will learn the fundamentals and techniques for dink shots, volleys, serve & return, and what is involved in playing a match including scoring, positioning, and strategy. The Advanced Beginners workshop is geared towards those players who have been playing a short period of time but who know how to score in doubles match play. You will be taught proper technique

for hitting dink shots and volleys, as well as instructional tips for your serve & return. Instructors will also go over proper positioning and strategy in doubles match play. Sign up and save before March 17 – fees through March 16 are $45 for City residents and $65 for nonCity residents. Fees March 16 are $70 for City residents and $90 for non-City residents. The Advanced Beginners workshop is 9:30 to 11:30 a.m. The Beginners workshop is 12 to 2 p.m. Participants will need a paddle, water, and sneakers.
