“Sanford Dreams,” by local artist Lisa Mathis, reflects her vision of the city. Abstracts in this series began in a children’s art class as she was teaching them to use leftover paint thoughtfully at the end of each session. Students added remaining paint from their palettes to a group canvas during the semester. Later, Lisa turned their creation into a finished piece, reminding them always to think today how you can start innovating for tomorrow. The fingerprints of Sanford’s future creative leaders are literally the foundation of these paintings. The varied textures speak to environmental issues facing Sanford and vibrant colors point to a bright future for the city as it embraces the strength and power of the arts.

welcome to lee county

hat Lee County may lack in size, it makes up for with plenty of creativity and determination. Case One: business and industry. Even as domestic companies were shifting manufacturing overseas to compete in a global market, local industry held firm. It’s not that there weren’t some job losses — nobody avoided that — but while many industrial communities nearly disappeared, Lee County remains home to some of the world’s most respected companies. And many of them are even expanding. Case Two: education. Lee County Schools became one of the first systems in the state to provide laptop computers during the school year to all students from grades 3 through high school. It also introduced the first middleschool STEM program in the state, a curriculum 8 ▶ Herald fyi 16

emphasizing science, technology, engineering and math. And more innovation has followed. Case Three: the arts. When local leaders united to transform an abandoned theater decades ago, the effort became become Temple Theatre, one of the Triangle Region’s cultural landmarks and the spark for an artistic movement that has drawn visual and performing artists to what used to be a quiet railroad town. One prime attraction of Lee County is its location. “Three hours to the mountains, three hours to the beach,” as the local saying goes, and a short drive to world-renowned universities and a state capital that’s one of the nation’s fastest growing cities. But if you look around, you’ll certainly appreciate what creativity and determination have built right here in our own backyard.

Formed in 1874 as part of Moore County, a good three decades before Lee was even created, Sanford initially thrived as a railroad town, with business leaders and even traveling vaudeville performers seeking their fortunes along the Western and Chatham lines. Remnants of that legacy remain. Historic Depot Park, a popular summer destination for free movies and concerts, now stands downtown between two railroad beds. At one end of the park, opposite the bandstand, remains the old, brick railroad depot. And just beyond that is the Railroad House, built as the home for Sanford’s first depot agent. The Railroad House is now a local history museum open on most weekend afternoons. While trains still pass through, Sanford is now known better for the arts. The rich local tradition of pottery lives on with artists and craftsmen creating functional items, artistic pieces and engaging face jugs in local studios. They’ve been joined in recent years by painters, sculptors, musicians and actors whose work appears regularly in downtown gallery shops and on the stage.

10 ▶ Herald fyi 16

► Sister City: Yixing, China Sanford has become sister cities with Yixing, China, forming a relationship built on clay. Or, pottery, to be exact. Located about 130 miles west of Shanghai, Yixing also is known for pottery, especially its hallmark zisha teapots, and mirrors Sanford’s economic success with contemporary industry. But there are obvious differences between the international sisters. Yixing has considerably more people — about 1.24 million, according to recent estimates — and was established about 221 B.C. during the Qin Dynasty, making the city in Jiangsu province considerably older.

Sanford has enjoyed steady growth during its history from about 236 residents in 1880 to slightly more than 29,000 today, according to estimates. Many of those were absorbed at once when Sanford merged with Jonesboro in 1947, an event that can create some confusion for new residents, since many locals still refer to that section of the city simply as “Jonesboro.”

Broadway

Because it offers the best of small-town, North Carolina life, Broadway was once referred to as “Mayberry Incarnate in a local magazine, evoking parallels to the fictional Tar Heel town made famous on television by The Andy Griffith Show. The town formed by settlers in the late 1800s remains a mecca for those who appreciate a quiet, rural lifestyle. Its compact business district, which essentially runs the length of Main Street downtown, is a place where everyone knows their customers, but still offers a good variety of stores, restaurants and services. Downtown also is home to the Veterans Memorial Pavilion in Broadway Park, a privately funded memorial that honors generations of North Carolinians who have answered the call to duty and hosts the local Memorial Day commemoration. A more bustling community celebration is the Broadway Our Way Festival, an annual street fair in April featuring music, an auto and tractor show, activities and a barbecue cook-off — which seems entirely in character for this community preserving the small-town way of life.

Something for Everyone

our senses are put to the test every fall when the Lee Regional Fair dazzles visitors with flashing lights, driving music and tasty food — the kind of decadent specialties you might not want to eat every day, but, after all, this is the fair! Things are a bit more relaxing on late summer evenings, when hundreds gather at Depot Park to enjoy free outdoor concerts by local bands, including the renowned Heart of Carolina Jazz Orchestra. As musicians perform on stage, children dance through the grass and their parents lounge under the setting sun. Perhaps because it’s not a large county, Lee enjoys a strong sense of community, and that’s something you can appreciate when you read through its list of major annual events. Many of them attract regional or even 12 ▶ Herald fyi 16

international audiences. There’s the Arts and Vine Festival, a two-day celebration that grew from the area’s 200-yearold pottery tradition. It now features art of all kind, and wine as well, drawing guests from all over the Research Triangle region, the Tar Heel state and beyond. And even some locals may not know much about the Southern Side by Side Championship, even though this year’s 17th-annual competition will welcome shooting competitors and vendors from around the world. Others are more local draws, but still attract large, enthusiastic crowds to enjoy events like free outdoor movies and local street fairs. The good news is that with so many options scattered throughout the year, there’s bound to be something for everyone.

Art Colors Local Life

ut yourself in Sanford a few decades ago and it’s almost impossible to imagine this railroad town transforming into a magnet for artists. But that’s exactly what it has become. Much of the credit goes to Temple Theatre, which has emerged from the gutted shell of a single, abandoned downtown building to an artistic institution recognized as one of the Research Triangle Region’s cultural landmarks. Not only does the Temple produce its own full season of live professional theater each year — something almost unheard of in a city the size of Sanford — but it also attracts world-class comedians and musicians to perform for local audiences. And it has become the anchor for a broader artistic movement. Visual artists working locally now exhibit their work at the theater and other downtown 14 ▶ Herald fyi 16

venues (including The Shops of Steele Street and the Carolina Artists’ Colony) as well as the Sanford Brush and Palette Club Art Show, which holds its 52nd annual exhibition this fall. Traditional pottery still thrives, there’s a series of performances and exhibitions by visiting artists from China and murals now appear on downtown buildings. Peggy Taphorn, a former Broadway performer who directs Temple Theatre, even points to less-visible artistic initiatives, including media production taking place at Central Carolina Community College. “I feel the arts component is one of the factors that makes Lee County so unique,” says Taphorn. “I’m constantly telling people that the arts in Lee County are thriving and truly are what make it a wonderful place to live.”

Visual Arts

Most people know about the local pottery tradition, but that’s just the beginning. Many talented painters, sculptors and other artists live and work in Lee County, and their work can be admired in several public venues. ► Sanford Brush and Palette Club Founded in 1964, the nonprofit Sanford Brush and Palette Club enriches life throughout central North Carolina by promoting interest and education in the visual arts. The club meets bimonthly at the Art Studio, located on the fourth floor above Shops of Steele Street in downtown Sanford. This year’s 52nd annual Brush and Palette Club Art Show kicks off with a private reception and awards presentation on October 21 followed by a public exhibition from October 22-29 at the Hales Center in Sanford. PO Box 4886, Sanford, 27331, facebook.com/ SanfordBrushPaletteClub ► Carolina Artists’ Colony Nine rooms packed with local art from over 100 artists and crafters, including 20 local and Seagrove potters, make this retail shopping mecca one of the area’s leading galleries as well. The Carolina Artists’ Colony also hosts special events such as hands-on art classes, themed exhibitions and receptions to meet local artists. 148 S. Moore Street, Sanford, 919.776.3489, facebook.com/carolinaartistscolony, carolinaartistscolony.com ► Hearts and Hands ECA Quilters’ Guild With about 35 current members, the Hearts and Hands ECA Quilters’ Guild promotes the art of quilting through workshops, “sew days” and its popular quilt show held on odd-numbered years. Guild members usually gather on first and third Saturdays at the McSwain Center in Sanford. Making It Work

oen. Pfizer. Coty. Tyson. Caterpillar. Pentair. Static Control. Lee County has long been a center for industry, making everything from cosmetics to construction equipment. That hasn’t changed. Many of America’s most respect companies continue to thrive here, and that probably won’t end any time soon. In fact, with shifting global economics now making some overseas locations slightly less attractive and some new regional initiatives on the horizon — including the possibility of an automobile plant just across the county line in Chatham — it’s possible that Lee County could soon experience an industrial renaissance. Still, manufacturing remains just one part of the local economic scene. Just as essential are the long list of locally grown, small businesses 18 ▶ Herald fyi 16

that provide just about every kind of product and service you can imagine. Bob Joyce, executive director for economic development, believes the entrepreneurial spirit has always played a central role in this community’s success. “Small business opportunities abounded in the early years and quite a few of these companies remain in business nearly a century later,” Joyce says. “Today, Sanford boasts a vibrant and engaged small business climate. Aside from the jobs and paychecks they provide, these local merchants also lead our civic sector, serve on boards, donate to our nonprofits and supply leaders for our churches. “A bright future is ahead for us because of the innovative approach and competitive drive of Lee County’s business owners.”

Small Business Expo Though it will not be held this year, the Small Business Expo and Marketplace returns in 2017 to showcase top local businesses with networking, special demonstrations, educational programs and a popular public exhibition.

More Than a Diploma

here’s no doubt we’re facing a more competitive world. Whether it’s global business or college admission, everyone is looking to find some advantage. A way to stand out and make their mark in the world. Local students are already finding that opportunity in Lee County Schools, where the emphasis is graduating from high school with more than a diploma. What exactly does that mean? College credits. Industry certifications. Even an associate degree. The facts are impressive. More than 84 percent of last year’s senior class graduated with college credit, professional certification or some other distinction. That includes 43 students graduating with an associate degree earned through Lee Early College, a high school operated by Lee County 22 ▶ Herald fyi 16

Schools on the Central Carolina Community College campus, where students graduate in five years with a high school diploma and a twoyear degree — all tuition free. It also includes 227 students with at least one college credit and 232 students with one or more career or technical certification. In fact, the number of graduates’ career and technical certifications places Lee County sixth among all school districts in North Carolina. And this academic year marks the first for the International Baccalaureate at Lee County High School, a curriculum offered worldwide and renowned for its rigor and high teaching standards. With such an advantage coming out of high school, there’s no telling what local students will be able to accomplish in life.

Central Carolina Works High school juniors and seniors can earn high school and college credit at the same time by taking “dual-enrollment” community college courses offered through Central Carolina Works. No tuition is charged to students. cccc.edu/ccworks/

faith & service

I

Shaping the Community

t’s impossible to imagine what Lee County would be like without the contribution of so many churches, faith-based organizations and civic clubs. Individual churches not only provide a place for the faithful to worship and find meaning, but they also serve the community in too many ways to count. One example is Christians United Outreach Center, profiled in the human services section of this guide, which unites 65 churches to help needy residents. Then, there are civic clubs galore, groups leading community projects that push well beyond that old “meet-and-greet” cliché. The Sanford Lions Club operates the Lee Regional Fair, perhaps the area’s largest single event. The Jaycees organize the popular Sanford Christmas Parade. Kiwanis and Rotary 28 ▶ Herald fyi 16

clubs have worked to construct some of the county’s most popular recreational facilities. And the list goes on. R.V. Hight understands as well as anyone how faith and service groups have been a true community strength. As former editor of The Sanford Herald, he has seen waves of news from local churches and civic clubs wash across his desk. “Faith absolutely plays a major role in the life of Lee County and its residents,” Hight says. “Religion has long been a part of the local scene, with many long-standing churches as well as newer houses of worship, and equally important are the various civic organizations. “Church and club members are always working diligently to provide a greater quality of life for all of Lee County’s residents.”

Kiwanis Family Park Featuring a large meadow, playground area, picnic shelter and fitness trail, Kiwanis Family Park is just one example of how civic groups contribute to enhancing local life and building a stronger, healthier community. 1800 Wicker Street, Sanford

Success Through Cooperation

W

ith very few exceptions, local governments are pretty much the same. They all provide essential services and generally keep the community moving ahead. So what — if anything — makes things different in Lee? Perhaps it’s the close cooperation among various governments, something that doesn’t exist in most locales. The best example may be community planning — a portfolio of services that now includes things like development review, housing inspections, GIS mapping and historic preservation. With three separate governments operating in such a small area, it simply didn’t make sense for each one to do exactly the same thing. So, departments were merged. Now, developers 36 ▶ Herald fyi 16

can come into the area, visit a single office and take care of all of their business at once. They’re not bouncing from county to city to town trying to get all of the permits and approvals they need. The results were striking — not only for the governments, but for their clients as well. “You had developers and contractors come here and marvel at the process,” says Bob Bridwell, who served as Sanford-Lee County planning director for more than a decade. “They’re all working on a very quick time frame and this accelerates their projects. It is about customer service.” Similar cooperation exists with local parks and recreation and even emergency medical services. The idea has been good for the governments, which save time and money, but even better for the residents.

Quality Care and Prevention

s part of the famed Research Triangle Region, Lee County stands just 50 miles from some of the world’s most prestigious medical centers, and that’s great news for residents seeking world-class health care. But the best news of all may be that you don’t even have to leave home to find many of those advanced medical services. “Our county offers a wide range of cuttingedge health care services provided by highly trained physicians that come from some of our country’s leading programs,” says Wendy O’Quinn, a registered nurse and wellness educator with Central Carolina Hospital in Sanford. “Our medical staff represents a broad range of both primary care and specialties.” Because Lee County is small and compact, it has been able to coordinate local health

services to make them even more effective. That includes close cooperation among the county health department, local clinics, Central Carolina Hospital and emergency medical services, which are provided countywide by Central Carolina Advanced Life Support, a service owned and operated by the hospital. And that doesn’t even take into account other offerings — including a free clinic for low-income, uninsured residents and many community initiatives designed to prevent disease and promote healthy lifestyles. “Our county is very proactive in the promotion of health and wellness,” O’Quinn says, “through workplace wellness programs, church-based exercise classes, seasonal delivery of farm-fresh foods and a multitude of fitness facilities available.”

Central Carolina Hospital With 137 beds, more than 120 physicians and more than 600 employees, Central Carolina Hospital is an acute care hospital serving Lee County and surrounding communities for more than three decades. centralcarolinahosp.com

O

‘A Caring Community’

ne thing that impresses people new to Lee County is how many nonprofit organizations are active in this community. Not merely how many exist — because, let’s face it, there’s no shortage of nonprofit organizations on the books. But how many are actually busy organizing volunteers for important civic projects, providing food for the hungry or helping struggling families get back on their feet and experience a fulfilling life. As executive director for United Way of Lee County and a newspaper columnist on local philanthropy, Jan Hayes has been impressed. She freely admits that local nonprofits can struggle from time to time. Most need more money, she says, especially with state grants disappearing and the economy still emerging 48 ▶ Herald fyi 16

from some tough times. Still, she is always encouraged by how everyone works together to care for friends and neighbors. And that, she says, includes governmental agencies, nonprofits, churches and countless individuals who respond whenever a real need arises. “There’s no doubt that this is a caring community,” Hayes says. “I’ve often said that people are our real strength, and you can see that in the number of people who volunteer. A perfect example is when the tornado hit several years ago. People jumped in immediately to help out, and that spirit continued for months, until we finally started getting back to normal. “If it weren’t for volunteers, our nonprofits would simply close their doors. Our people truly are the heart and soul of this community.”

I Read, You Read Created locally by Lee County Schools and supported by United Way, I Read, You Read allows students to practice reading with adult mentors over the Internet. The new initiative has been wildly popular and successful with students and adults.

An Attractive Market

ith its central location, innovative schools, broad selection of homes and sense of community, Lee County has emerged as an attractive real estate market. Tracy Brown Hughes, president of the Sanford Area Association of Realtors, says several factors drive any market’s success. The first is location, and Lee County draws many home buyers because of its easy commute to some of the region’s largest governmental and business centers — including Raleigh, Chapel Hill, the Research Triangle Park, Fayetteville and Fort Bragg. Another factor, especially for families, is the quality of schools, and Hughes touts the innovation at Lee County Schools with initiatives like middle school STEM education (science, technology, engineering and math) and several 52 ▶ Herald fyi 16

advanced high school offerings including the International Baccalaureate and academies in hospitality, engineering and business. Then, there’s having a range of available property for everyone from new home buyers to corporate executives moving into the region. Hughes says the local market offers just that: everything from lower-priced properties attractive to investors and families just starting out to custom-built, luxury home estates, with good options at every price in between. But most important of all may be the community, itself. “Sanford is the kind of place that merges the best of city and small-town life,” Hughes says. “People know each other and there’s a respect for the past. At the same time, this community is always looking to the future, which you can see in its culture and arts.”

A Wonderful Place to Be

here’s no shortage of things in Lee County to keep everyone busy, but that may be particularly true for seniors. Interested in attending musicals and plays? There’s a full season of professional productions year-round at Temple Theatre, including popular Thursday and Sunday matinees. Looking to get involved as a volunteer? Countless nonprofits are making a real difference in the community and they’re always looking for people with energy and expertise. Want to refine a skill or develop a new one? Personal enrichment classes are offered through Central Carolina Community College and at The Enrichment Center, a busy hub for senior life. Judi Womack, who works with Lee County Senior Services, says that one of the local strengths is The Enrichment Center, a certified 56 ▶ Herald fyi 16

senior center that serves as a central location where seniors can socialize, participate in all sorts of activities and find any help they need. Another strength is Lee County’s proximity to larger cities. Just a short drive away are world-class universities, state and regional museums, performing arts centers, regional shopping destinations, professional sports franchises and everything they offer. “I would tell a senior who was moving to Lee County what a wonderful place it is to be and feel a part of this friendly community,” Womack says. “There is something here for everyone! And with our location being in the middle of North Carolina, we are three hours from the mountains and three hours from the beach.” But with so much happening right here, travel is just one of many options to consider.

More than World-Class Golf

olf. That’s what many people think about right away when you put “Lee County” and “recreation” into the same sentence. And that’s no surprise with its favorable location in the legendary Sandhills and several fine local courses, including one that appears regularly in just about every “best of” national list. Just don’t forget everything else. Parks and Recreation Director John Payne says the county is blessed with many options for sports, recreation and leisure, and he points first to activities taking advantage of the area’s natural resources. “Lee County has 43 miles of riverfront with several take out points for canoeing, kayaking or fishing and a new guide service offering trips down the Deep River,” Payne says. “We have one of the best mountain bike trails to be found 58 ▶ Herald fyi 16

anywhere located at San-Lee Park. Deep River Sporting Clays offers a range of options for those who enjoy shooting sports.” Then there are plenty of organized sports. Local Optimist clubs organize youth baseball leagues, the Sanford Area Soccer League provides recreational and travel competition, and Lee County Parks and Recreation offers year-round activities of all sorts for youth and adults. Payne says a dedicated staff and army of volunteers help make it all possible. So, what does he tell people when they ask what there is to do? “Get out and take a look at what Lee County has to offer, not just at the parks and recreation offerings,” Payne says. “We are blessed with a variety of options to satisfy most recreation and leisure interests.”

How do I obtain a fishing license? They can be purchased at several stores in the area — including Walmart, Jackson Brothers and Broadway Hardware — or online through the North Carolina Wildlife Resources Commission. Exactly what kind of license you need can be a tricker question. There are several options depending on where you’re fishing (inland or the coast) and how long the license is valid. The basic Inland Fishing License that many local fisherman choose is currently $20 per year, though youth age 16 and under are exempt. ncwildlife.org
