Whoever loses, first time buyers win! As I write this, the general election is still a week away and Labour and Conservatives are neck and neck with neither party looking anywhere near winning a majority. By the time you read this, hopefully we’ll know what government is going to be running the country. The only people who don’t have to worry about the outcome are first time home buyers because both parties are targeting them with pre-election giveaways.

The Conservatives have already brought in the Help to Buy scheme which enables them to buy with a much smaller deposit. Newly announced is the Help to Buy ISA, set to be introduced in the autumn. The government will contribute a 25% top up to any savings invested in the ISA up to a maximum of £3000. In addition, if elected, the Conservatives would build 100,000 homes on brown field sites that would be available for first time buyers at a discount of 20% on market price. Potentially, 6

some taxes would also be waived on these homes. Finally, aspiring homeowners who live in housing association properties will be given the right to buy their homes at a discount of up to 70%. Labour have got in on the act as well. If elected, they would give first time buyers a stamp duty holiday on purchases of up to £300,000 for the first three years of the parliament. There are no indications that they would withdraw the Help to Buy scheme; instead they have pledged to adapt the H2B ISA so that the money invested in the schemes is used to fund building 125,000 homes over the next five years. I find this focus on first time buyers to be very encouraging; they are, after all, the life blood of the housing market and have been conspicuous by their absence since the financial crash. However, they will need homes to actually buy and, despite the promises of both parties, I can’t see the numbers required being built without further drastic reform of the planning laws. Great Kent Charity Bike Ride Sunday 28th June Come and explore a varied landscape of ancient towns, gentle hills and unspoilt shingle beaches - and raise money for the East Kent Hospitals Charity. With two great routes to choose between, there’s something for everyone! Choose one of two circular, on road, routes of approx 35 or 60 miles, starting in Ashford and taking you over gentle wooded hills through unspoilt countryside to where the Garden of England meets the Sea! Heading back in time across Romney Marsh, the routes split at Newchurch. The shorter route then follows quiet country lanes through pretty villages, while the longer route heads on to meet the coast at St. Mary’s Bay and through the open landscape of the Denge and Walland marshes to the ancient ‘smuggler’s capital’ of Rye, before bringing you back across the Isle of Oxney through Tenterden to meet the short route and finish at North Park in the heart of Ashford. East Kent Hospitals University NHS Foundation Trust is one of the largest hospital trusts in England, with five hospitals serving a local population of around 759,000 people. My family and I had the great pleasure of taking out one of Allington Belle’s self drive boats. Until now I didn’t realise you could even hire self drive boats in Maidstone! It turned out my family didn’t know either – so please do spread the word. Allington Belle boat hire is situated off Newbury Avenue which is the turning past Waitrose at Mid Kent Shopping Centre. We followed the road until we arrived at a small archway, so small in fact we wondered if we were supposed to drive through it! Turning into the lane we went down a hill all wondering if we had taken the right turning and then after only a few seconds arrived at the boat yard. Foords Wharf boat yard is like being in a little oasis, so quiet and peaceful, surrounded by nature and trees away from the hustle and bustle of Maidstone town centre.

Bev greeted us and took us to a little wooden hut where she fitted buoyancy aides to the children. She showed us a map of the river and how far you can travel in 2 hours, half a day (4 hours) or a full day (8 hours). In 2 hours we could sail through the town centre and reach East Farleigh Lock, and then turn around. If you go for a half day you can sail to Teston Country Park or a full day will take you to Yalding and back. Prices are very reasonable starting from £45 for 2 hours hire (Else Belle) and vary depending on which size boat you choose. If the weather turns bad you are able to cancel your booking with no charge you just need to call Bev by 9am.

the river It was so peaceful on , relaxed and we all felt calm and tranquil. We were fortunate to take out Maidstone Belle, one of their silent picnic boats that seats up to 10 people. For half a day hire this costs £150 (only £15/person!) or a full day is £220 (I’m sure you can do the maths on this one). They are really easy to drive with just a forward and reverse leaver – much to my husband’s relief (I had to look after our children of course). Once on the boat everyone was having a good look around; a gas hob, running water, cups, plates and cutlery even a toilet. The children thought it was great having a toilet on a boat! You could sit outside of the boat at the front and rear and the middle was undercover with soft comfy seating. We all opted to sit outside as it was a sunny afternoon. Steve and Henry showed us how to steer and control the boat and we were on our way. As we departed Bev shouted out “you’ll see the river from a different perspective” and she was right. We all felt like we weren’t in Maidstone at all. It was so peaceful on the river and we all felt calm, relaxed and tranquil. As we sailed along we were all guessing where we were as you could see how lucky some of our residents are that have a big garden that backs onto the river. “This must be Tovil” my husband said, “No, it’s the back of College Road” my mum would say. Beautiful green trees lead the way through the town centre and towards East Farleigh Lock with my husband physicing himself up for the U turn back to boat yard. Another thing I noticed “down on the river” was how friendly everyone was. Every person we passed be it on a boat or sitting on the river bank all waved and said hello. Much different from the hustle and bustle of the town where no-one’s eyes meet and people appear less friendly. We didn’t have the time to stop off for a picnic this time but all agreed what a lovely day out it would make and we will definitely return to Allington Belle boat hire to arrange our memorable family day out.

The authorities closed the beaches after numerous sightings. Despite this, people were still swimming and surfing and acting like it was business as usual. This shark weighed in at 1.7 tons, with a bite radius that would cut an adult in two. (Nobody got eaten!) Apparently, this was the largest recorded white shark on record in this area. Perhaps folk were banking on the fact that it may be a friendly fish! Sharks hunt their prey in the surf-zone, finding swimmers and surfers taste best between the surf break area and the shoreline, in relatively shallow water. You have been warned, stick to Margate this summer, the only thing likely to bite you will be a crab!

It has been reported that one pest problem in Australia seems larger than many of ours in the UK. Recently there was a 15 feet long white shark, aka Jaws, swimming around in the waters off Newcastle, 100 miles north of Sydney. Unusually, for a large predator, it remained in the same area for several weeks.

One scientist, Dr Regine Gries has been trying to find out. Over five years she offered up her arms as food to more than 1000 bedbugs every week in a quest to find out the answer. This was a mission to find the first effective bedbug bait that can be used to lure the insect into a trap. Bedbugs are notoriously difficult to spot quickly, a nightmare to evict and are growing more resilient to insecticides. Dr Gries found that the compound histamine combined with a blend of pheromones are the crucial ingredients that makes human skin so appealing.

Perfect Puglia for Monopoli Money Puglia is a little known corner of Italy; it forms the high heel of the peninsula’s boot. It can’t boast the historic glories of Rome, Venice or Tuscany, nor the beauty of the Italian lakes or the sophistication of the Riviera. What it does have is a rustic charm all of its own and some of the best food you will ever eat; this has been enough to lure me and my family back several times over the years. Our two older children have fled the nest so this time we were accompanied by our 17 year old son and his friend. We needed to find somewhere with good restaurants and an old town for pottering around together with decent beaches and an energetic nightlife for the younger members of our party. Monopli fitted the bill perfectly. It is a lovely old town midway between the commercial city of Bari to the north and the package holiday resort of Brindisi to the south. There’s an old town with narrow winding streets lined by numerous bars, restaurants, boutiques and a surprising number of delis and butchers. The old harbour is still a working fishing port and is a perfect place to sip a grappa and watch the world go by. To the south of the town is a line of beaches that are very popular with backpackers and the younger set, where the boys spent much of their days trying to 20

impress girls with their kite surfing skills. We stayed in what I can only describe as a gourmet hotel on the edge of the old town. The charming old building had been sympathetically restored and had a fantastic garden that also supplied a lot of the fruit on the menu. The food was out of this world, a never ending parade of fish, salads, cured meats and magnificent fruit pies that were even served at breakfast. After the first couple of nights the boys gave up on morning altogether, rolling back from the bars and clubs in the small hours which seemed a shame to me – who could resist apricot pie and cream for breakfast? In fact, the food is one of the main reasons for visiting this region of Italy. Even the smallest village seems to be able to boast a decent

restaurant; Monopoli has lots. Everything is locally sourced too, in a way that would embarrass even the most self-righteous English restaurant. Everything from the sublime prosciutto to the divine tuna carpaccio has travelled less than 50 miles. Puglia is noted for its robust red wines, particularly Primitivo, but there are lots of first rate whites available as well for the more headache-averse. We found a local Viognier that you can glug down till the cows come home and at 12 euros a bottle you can afford to. We had done most of the regular sightseeing trips during our previous visits so this one was dedicated to lazing in the sun, eating too much wonderful food and drinking too much excellent wine. However, Bari is well worth a trip – 2000 years of history all

Appendicitis The appendix is a small, thin pouch which is connected to the large intestine where stools are formed. Appendicitis is a painful swelling of the appendix, the cause of which is unknown, although it is thought to occur due to an obstruction from a small piece of faeces or a swollen lymph node. Appendicitis is common, affecting around 40,000 people in England each year. It can develop at any age but is most often seen in 10-20 year olds. The appendix does not appear to serve any purpose and removal causes no harm. Appendicitis typically begins with a pain in the centre of the abdomen which is on and off but which moves within hours to the lower right-hand side where the appendix lies and it becomes persistent, constant and severe. Coughing, walking or applying pressure to this area of the abdomen make the pain worse and it may be accompanied by nausea, vomiting, diarrhoea, loss of appetite, fever and a flushed face. If the pain suddenly worsens and spreads across the abdomen, the appendix may have burst which can cause a potentially serious infection of the inner lining of the abdomen; this is a medical emergency. Diagnosis can be difficult because urine infections, gastro enteritis and Crohn’s disease can cause similar pain. Further tests may be carried out, for example a blood test to look for

signs of infection, a urine test to rule out a bladder infection or an ultrasound or CT scan to see if the appendix is swollen. The patient may be observed for up to 24 hours to see if symptoms improve but, if not, the appendix will be removed. Appendectomy has a high success rate and is most often performed as a

laproscopy or ‘keyhole’ surgery. Several small cuts are made in the abdomen through which surgical instruments are inserted. If the appendix has burst or access is difficult, then open surgery may be performed. Recovery from a laparoscopy takes just a couple of weeks but strenuous activity should be avoided for 6 weeks. Food and Drink Juice and rind of 1 lemon. 80g/30z grated parmesan cheese. 120g fresh salmon fillet per serving. All the same size 1 lemon. 1. Place the salmon under a hot grill with a lemon slice on each piece for ten to twelve minutes. Leave to rest on a warm plate covered in foil. 2. Heat the olive oil and butter in a large shallow frying pan. Fry the shallots gently until soft but not coloured, stir in the garlic and the rice, mix well. 3. Pour in about a third of the hot stock, mixing until the liquid has evaporated. Keep repeating this process stirring all the time.

Lemon Risotto with fresh Salmon (serves 4) This is one of my favourite recipes for early summer. Always use fresh in season ingredient’s where you can, the results are so much better. 2 tbsp olive oil 25g/1oz butter 2 shallots chopped small 1 garlic clove chopped small

300g/10oz Arborio rice 1ltr/1 ž pints hot vegetable stock (from a cube or bouillon is fine) 1 bunch of English asparagus, woody ends trimmed and washed.

4. As you add the final stock add the lemon juice, rind and asparagus, simmer gently until the mixture turns creamy and the asparagus is cooked but still firm. 5. Season, add the white wine and half the parmesan cheese. 6. Serve the risotto in shallow soup bowls. Place the salmon on the top, finish with the final small sprinkle of aged parmesan cheese.

Know your boundaries

When you are buying and selling property it is important to understand where the boundary of the property lies to avoid any future disputes with neighbours. A boundary divides two pieces of land and may be physical, such as a wall or legal and identified in legal documents. If the latter is the case, it is rare that the boundaries will be identified precisely. A physical boundary may not follow exactly the same line as the legal boundary. It is possible for owners of two adjacent pieces of land to fix a boundary by agreement between them or a boundary may be fixed by statute or by legal presumption. Owners of properties should look to the title to their properties which if registered, will be held by the Land Registry, and if unregistered will be contained in the Deeds. Frequently Deeds and title information contain details of any obligations to erect a boundary structure on the legal boundary between two parcels of land. There are some occasions where it will be necessary to erect a boundary structure such as the customary duty, which is enforceable at law to fence land containing cattle. There is a statutory requirement for the Highways Authority

to erect such rails and fences, as they consider necessary for the purpose of maintaining people’s safety. In the absence of any statutory or common law requirement and where the Deeds to the property are silent as to the fencing of boundaries, there is no obligation on any individual to erect a boundary structure to denote the boundary of their land. Common sense often dictates that a boundary structure should be erected, such as where a person has a dog or other domestic pet, which needs to be contained within the boundaries of the property. Any failure to keep the domestic pet within the boundaries of the property may result in a claim for damages under the Animals Act or for trespass and/or nuisance against the owner by a neighbouring landowner. There is a difference between ownership of a fence and an obligation to erect a boundary structure. Often “T” marks are used on plans that accompany transfers of property to indicate ownership of a boundary feature or the liability to maintain or repair a boundary feature. The ‘T’ will be drawn on the land of the party that owns the boundary feature with the base of the ‘T’ touching the line that represents the feature.

Whilst the presence of a ‘T’ mark on a plan may be taken as an indication that the fence along that boundary line belongs to the property with the responsibility to erect a boundary, if there is evidence to show that in fact the boundary structure was erected by the neighbouring property, then the neighbouring property will retain ownership of that fence even though the Title Deeds to the property will indicate that it was not their responsibility to fence the boundary. Occasionally, plans may show a ‘H’ mark. This essentially shows two ‘T’ marks mirrored on a boundary line and is the symbol that is used if the responsibility for the boundary is shared between the neighbouring properties. If there is no information contained in the Deeds as to who is responsible for erecting a boundary structure, then home owners should initially look at any information contained in the sellers Property Information Form that was given to them when they purchased the property and speak to their neighbours. In the absence of any useful evidence then any property owner is entitled to erect a boundary structure on their land. However, in order to avoid the risk of being accused of having trespassed on their neighbour’s land they should take care to ensure that the boundary structure is erected entirely on their side of the legal boundary. A Stitch in Thyme

As a rule of thumb, for the price of a plant from the garden centre you can probably grow hundreds of the same thing from seed. Yes, you will have to nurture your little seedlings through their troublesome teenage tantrums and protect them from all of nature’s dastardly pests, but for any serious gardener that’s all part of the fun and, more importantly, you don’t have to be George Osborne to appreciate the fiscal benefits! Then there is the all-important feel good factor when your Magnolia, grown from a seed you picked up on your holidays trecking through the Himalayas, flowers for the first time. For some people, the whole theatre of raising plants from seed with dinky little trays of specially prepared seed compost, thermostatically controlled propagators (some people even requisition the fridge for some of the more tricky species!) is all part of the allure and one which drives the annual seed buying frenzy. If you’re anything like me, you’ll buy a dozen packets, sow a couple and then consign the rest to your “man drawer” as the reality that is life and limited space in the border precludes anything else. I even came across a tatty packet of Marigolds the other day which had come as a freebie attached to the front of a magazine in the 80’s – I’ll definitely sow these seeds, if only for scientific research! For a few days this week I’ve been helping process seeds for a company that supplies both small packets for gardeners and also industrial quantities for use in commercial and public areas. In fact, the seed that was used in the Olympic Park was mixed here so it has a certain pedigree! As part of this work I gave a talk about meadow establishment to an interested group and one of the burning questions at the end was the advantages of using seed mixes as opposed to planting for reasonably large areas of ground. Clearly, with something like a meadow it makes economic sense to sow, but if you wanted a perennial scheme with a naturalistic theme then you might want to consider what is a relatively new technique, ‘Stitch’ planting. This is where you plant a matrix of structural perennials and grasses throughout the area and then sow in the spaces with a carefully mixed blend of perennials and biennials. This gives a good covering of plants in year 1, followed by even better diplays in years 2 and 3. You can follow this method to create large swathes of colourful planting for a very reasonable cost and it is currently being 30

implemented at many important heritage sites, together with a few designed landscapes in London. I also discussed with them the relative merits of sowing seeds over large areas to give meadow-like effects or using pre-grown plants in turfs. This wildflower turf is simply a mixture of either wild or non-native plants together with different proportions of grasses (the best have less grass in them!) and is supplied in manageble sections as per ordinary turf. The key benefits are fairly obvious; it is quick and relatively easy to lay, you can see what species you are getting and is fairly forgiving as to the quality of the soil it is laid on. In terms of cost, however, it is much more expensive, but as the plants are perennials you will have a display which gets better every year and will only need cutting back every 6 months. There is obviously a time and a place for both growing from seed and “cheating” and buying garden-ready plants. The former will give you a warm glow of satisfaction when you get the first flowers appearing but, equally, for those with no patience and deep pockets, there is the quick fix solution. Loose Neighbourhood Plan – Update In the process of its work preparing the Neighbourhood Plan, the Parish Council is often asked, ‘why does it take so long?’ This is a good question, as it may take two to three years to complete a document that can be quite short. The reason is that it takes a lot of time to record the views of parish residents and businesses. These then have to be evaluated and put into policies and recommendations. (Loose Parish Council is beginning this stage). The plan has to include an ‘evidence base’ to show how it arrived at these policies and recommendations. During this stage the proposed documents are presented back to residents at pertinent times for further comment and amendment, before concluding with a draft plan. So you see, two years for this process is realistic. The draft plan is then passed to the Borough Council who put it on public display. They appoint an independent assessor who may require further amendments. Finally, the plan is subject of an ‘acceptance’ referendum in the parish. Because of statutory time requirements these stages may take eight months or more. Another question often asked is: ‘will the plan resolve the traffic problems on the A229?’ A Neighbourhood Plan will contain policies on matters that are subject to statutory planning requirements. The plan cannot include policy with respect to traffic as this is an issue for Kent County Council (KCC). As the traffic is obviously a major concern, the Parish Council has written to KCC detailing the views received as part of the Neighbourhood Plan work. However, it should be remembered that as the plan can influence planning developments it may have an effect on traffic indirectly. Free money and other modern myths A few years ago a friend of mine put in a monster claim for miss-sold PPI. He didn’t use one of these dodgy claims management companies that cold call you all the time; instead he used the claim form conveniently provided by the government, dotted the Is, crossed the Ts and was even well organised enough to have the original loan agreements on file. A couple of months later he received several cheques totalling over £35 grand… FREE money… whoopee!

employer was making people redundant was that Network Rail had drastically cut their spending on track maintenance. The job with a rival contractor was no longer there and he spent several years on zero hours contracts, working hugely antisocial hours with no guarantee of a regular income. Thankfully, he has now managed to find a full time job as a site supervisor again, with all the perks and benefits that go with it.

Around the same time, one of my relatives was working as a site supervisor on the railways. The contractor he worked for was offering generous voluntary redundancy packages and, as it happened, he had previously been approached by a rival contractor with the offer of a job with slightly better terms and conditions. He jumped at the redundancy offer and received around £10,000 of FREE money… fantastic!

Getting back to that wonderful magical money tree of PPI cash, the big banks have now paid out something like £15 billion and the claims keep rolling in. If you throw in assorted fines for misbehaviour and compensation for miss-selling things like interest rate swaps to small businesses, it is estimated that the big 5 banks have lost 60% of their profits over the last two years. It would be easy to say that they’re only bankers and they deserve everything they’ve got coming, but in reality it’s not that simple. Every pound that is dished out in free money is a pound that is not loaned to a hard pressed small business or as a mortgage to a first time buyer who desperately wants to get on the housing ladder.

The problem is that neither story had a particularly happy ending. My PPI claiming friend rapidly discovered that a large chunk of his money was eaten up by having to immediately pay off the debts that had led to his claim in the first place. He had been paying them off already, but at a leisurely pace. He then discovered that the banks and financial institutions are not exactly thrilled about being forced to shell out billions of pounds in “compensation” for “miss-selling” and that they all talk to each other. As a result, he cannot get an overdraft facility, nor can he persuade anyone to issue him a credit card. In fact, his options for borrowing money are restricted to the likes of Wonga. Worse still, even though he has a good job as a civil servant and enough money to put down a substantial deposit, he cannot get a mortgage. To all intents and purposes, he is shut out of the mainstream financial system. As for my relative and his generous redundancy payment, it didn’t take long for him to realise that the reason his

Even so, I can’t help thinking that if that money had been loaned to creditworthy consumers and businesses, it would have worked a lot harder for the economy. So there you have it, there is no such thing as free money; it is just money that is taken off one group of people and given to another. And if the system worked as it is supposed to do, I would probably get a lot less phone calls concerning my PPI claim or that accident I never had. Howard Clemmow
