Our green mountains and broad valleys serve as the backdrop for friendly communities that residents are proud to call home. The Chamber of Business & Industry of Centre County (CBICC) is the champion of economic development and business growth in Centre County, and with close to 1,000 members, the largest organization representing businesses throughout central Pennsylvania. As a leading advocate for the county’s business community, the CBICC is instrumental in shaping policy and working collaboratively with local, county, and state partners to bolster private industry. The CBICC was formed in 1992 when the State College Area Chamber of Commerce and the Centre County Industrial Development Corporation (CCIDC) merged to become the single, unified voice of business in Centre County. The CCIDC, CBICC’s legal entity for economic development and business financing in Centre County, receives and administers grant and loan funding from various federal and state agencies in order to support economic development activity in the region. In addition, the CCIDC coordinates management of the state-designated I-99 corridor Keystone Innovation Zone, which includes Centre, Blair, and Bedford counties, by providing eligible companies with an opportunity to receive tax credits through the Keystone Innovation Zone Tax Credit program. Centre County also has three state-designated Keystone Opportunity Zones, which provide significant state and local tax benefits for businesses locating within the zones. Since its founding, the CBICC has offered a broad array of valuable networking events, business educational opportunities, and money-saving programs to a diverse cross section of Centre County’s business community that comprises its membership. What is the CBICC?
The Chamber of Business & Industry of Centre County is the chamber of commerce that represents all of Centre County. The CBICC’s membership comprises businesses of all sizes – from sole proprietors to companies with more than 500 employees – and represents all sectors of the business community, including many nonprofit agencies. The Chamber’s role is to unify the voice of its diverse membership to help promote the well-being and growth of commerce, business, and industry while striving to maintain a high quality of life in Centre County.
How can I join the CBICC?
Joining the Chamber is simple. The Chamber provides a number of ways to help new members make connections… and make the most out of their membership. Chamber Ambassadors are the goodwill arm of the CBICC. Ambassadors are available at Business After Hours and other Chamber events to help new members make introductions. Ambassadors also call on new members to answer questions and offer helpful information. In addition, the CBICC periodically holds information sessions for new members or existing members who want to get reacquainted with all the benefits of Chamber membership. Volunteering at Chamber functions is another great way to meet business and community leaders that make up the Chamber membership.
What role does the CBICC play with regard to economic development?
The CBICC is the designated economic development agency in Centre County. The Centre County Industrial Development Corporation is the CBICC’s legal entity for business financing. The CCIDC receives grants from various federal, state, and local agencies to support its industrial development activities. Under the banner of the Centre County Economic Development Partnership, the CBICC is working with community partners to strengthen the private-sector economy (See page 28 for more information).
How does the CBICC partner with regional and state organizations?
The CBICC engages with a network of partners, related both to the Chamber profession and to the CBICC’s economic development mission. These partnerships enable the Chamber to stay on top of trends and developments that could impact the business community, as well as enhance the organization’s overall mission. Some of these partners include the Pennsylvania Association of Chamber Professionals, the Association of Chamber of Commerce Executives, and the Pennsylvania Chamber of Business and Industry. The Chamber works closely with the I-99 Innovation Corridor, which encompasses Centre, Blair, and Bedford counties, and Focus Central Pennsylvania, in order to promote economic growth across the region. The Chamber also has enhanced its partnership with the state Department of Community and Economic Development and other statewide economic development partners in order to attract new wealth and business investment to Centre County and the surrounding region. n

From the Mountains to the Valleys Those of us lucky enough to live, work, or play in Centre County consider ourselves just that — lucky. No matter where we are in this vast county, we’re close to beautiful, unspoiled mountains that offer endless opportunities to explore nature. Our fertile valleys are dotted with both modern farms and old-fashioned Amish homesteads. We can choose to live in the country, in a quiet village, or in a bustling community. We have the convenience of shopping centers and downtown areas, plus mind-expanding opportunities for theater, music, and discussion. We enjoy the good things in life…most of which are right here in Centre County. We’re at the geographic center of Pennsylvania, hence the name Centre County (the exact center of the state is near Aaronsburg or Fisherman’s Paradise, depending on which definition you use). About a third of our land is publicly owned by the Bureau of Forestry, Game Commission, Fish Commission, Department of Correction, or Penn State. If you look at a map of Centre County (like the one on pages 20-21), you’ll see lots of green for state parks and state forest land. We’re so close
to nature that stepping into a suburban backyard can send a groundhog scurrying for cover, and every so often we have to shoo a bear cub back up the mountain. We have fresh air and fresh water in nearly limitless amounts. The earliest inhabitants of our region were the Shawnee and the Lenni-Lenape tribe of the Delaware Indians, who dwelled in our natural caves and lived off the abundant wildlife and fertile land. Early settlers included the English, German Mennonites, French Huguenots, and Scots-Irish Presbyterians. During the Industrial Revolution of the 1800s, abundant natural resources — including timber, natural gas, coal, and some of the purest limestone in America — helped local valleys develop into major mining, lumber, and iron-making centers. By 1826, 19 forges or furnaces were operating in Centre and surrounding counties. You can relive this time period at Centre Furnace Mansion and Curtin Village. Eventually, the supply of timber for charcoal was exhausted. In 1855, The Farmers’ High School was chartered in what would become State College as a state-subsidized school for sons of farmers. Little did local residents realize that this school would grow to become The Pennsylvania State University and replace iron-making as the area’s prime economic force, as well as a center for cultural activity and cutting-edge research. By 2013, this once wild and remote county had an estimated population of 155,403. Our population is growing at a nice healthy clip — not too slow, but not out of control, either. From historic Philipsburg in the west to agricultural Penns Valley in the east, and from scenic Sproul State Forest in the north to busy State College in the south, Centre County truly has it all. n

Allegheny Plateau The northwestern half of Centre County, the Allegheny Plateau, is a forested high plateau divided by deep valleys and fast-moving streams. Despite the richness of its timber stands and the early discovery of coal, the plateau’s rugged foothills north of Bald Eagle Creek discouraged westward-bound settlement and remained sparsely settled throughout much of the nineteenth century.

Ridge and Valley The southeastern Ridge and Valley half of Centre County, made up of forested sandstone ridges and gently rolling limestone valleys, is framed by Bald Eagle Ridge to the north and the Seven Mountains to the south. The eastern slope is cut by Spring Creek and its tributaries, and the western slope by Spruce Creek. The discovery of high-quality iron ore brought settlement to this region, as did the richness of its agricultural land.

Four Seasons in Centre County
In Centre County we enjoy the best of all seasons. Our winters, typically cold with moderate snowfall, usually yield six snowstorms, each with more than four inches of snow. Our springs generally start around the first of April as the first warm southwest wind moves in across the valley. Summers are beautiful with warm and moderately humid days. We usually have a spell of hot weather in mid-July. But many here believe the fall season is our best, as deciduous trees turn magnificent colors and the days trend sunny and mild. Avg. Avg. Location Centre County is conveniently located in the center of Pennsylvania, surrounded by beautiful countryside and yet close to major Eastern cities. • We’re less than 200 miles from Philadelphia and Pittsburgh, and less than 100 miles from the state capital, Harrisburg. • The county is a day’s drive or less from four of the country’s 10 largest metropolitan areas — New York City,
Washington/Baltimore, Philadelphia/Wilmington/Atlantic City, and Boston — as well as Cleveland, Norfolk/Virginia Beach, Columbus, Providence/Fall River, Hartford, and Buffalo/ Niagara Falls.

Business always seems to do well in Centre County. Why is Centre County growing? Livestock and poultry products account for three-fourths of farm receipts; corn is king among field crops. • Centre County is a major force in several industrial sectors, including chromatography, electronics, and nanotechnology. • The newest opportunity on the horizon is tapping of the Marcellus Shale, a significant source of natural gas that cuts through Centre County. Economic Development CBICC Unveils New Branding for Economic Development Mission In 2015, the CBICC unveiled new branding for its economic development mission under the banner of the Centre County Economic Development Partnership. The partnership comprises a growing group of public-private partners – including Centre County government, municipal governments, Penn State University, and private businesses – that support the Chamber’s three-pronged mission to grow the private sector and restore a healthier public/private sector balance to the local economy. This mission includes fostering entrepreneurship, assisting with business retention/expansion, and undertaking proactive business recruitment efforts. The partnership has rallied around 3B33, an initiative developed by the CBICC’s Entrepreneurship Committee and its chairman, Videon Central President and CEO Todd Erdley, in 2014. 3B33 is a revenue target – the goal of a private sector that
generates $3 billion in annual economic output by 2033. The 3B33 initiative raised awareness about the imbalance that exists in the local economy. The campaign energized the community to work collectively to strengthen private industry and seek new business and wealth investment for the county and region. The new branding serves two purposes: • Promote the Chamber’s economic development mission and its vital support partners • Promote Centre County as an attractive business location as the CBICC engages in more robust recruitment activity The logo and tagline – “BUSINESS THAT’S RIGHT IN THE CENTRE!” – will be used in economic development marketing materials targeted toward site selectors, corporate decision makers, and key economic development and government partners.

The CBICC’s vision for Centre County’s future will be realized through a comprehensive approach to economic development focused on three initiatives: 1. Recruitment – bringing new wealth and investment to Centre County and the I-99 Corridor through competitive business recruitment strategies. 2. The Chamber worked with its partners throughout 2014 to gear up for increased recruitment activity in future years, including targeted partnership opportunities with the Department of Community and Economic Development at national and international industry showcases. State & Local Business Taxes Sales Tax
The sales and use tax is imposed at a rate of 6 percent on the retail sale, consumption, rental, or use of tangible personal property within Pennsylvania, on a limited number of business services relating to such property, and on the charge for a limited number of business services. Business exemptions exist for computer services, machinery, and equipment directly used in manufacturing, processing, farming, dairy farming, public utilities, mining, printing, photography, and photo finishing. Pennsylvania does not charge sales tax on food or clothing.
Property Taxes
The property tax burden on both residential and business property is average compared to other states. Pennsylvania’s real property tax is not imposed on machinery and equipment, business inventories, or personal property. The Commonwealth of Pennsylvania charges a 1 percent realty transfer tax (collected from the purchaser), and most municipalities charge another 1 percent (collected from the seller), the proceeds of which are shared between the school district and the municipality.

A Neighborly Place to Live Choosing to live in Centre County is only the beginning. Next comes the choice of where to live in Centre County – in the mountains of Snow Shoe, the farm communities of Penns Valley, or the population centers of State College and Bellefonte, to name a few. Our history is rich and respected, and many communities and organizations are working hard to preserve their heritage. Bellefonte is known as a center of Victorian architecture and draws many visitors who stay in historical bed-and-breakfasts. Philipsburg is revitalizing its grand old homes and has earned National Historic Preservation status. Boalsburg has maintained its “diamond” as the center of the colonial village, marked with a fountain and quaint shops. Thanks to easy access via Interstate 99, new bedroom communities are springing up, particularly in Patton, Benner, and Spring townships. Also on the rise are retirement communities, due to the area’s growing reputation as a great place to retire. Many retirees move here from other parts of the country for the same reasons other age groups do – beautiful scenery, low crime, friendly neighbors, and four seasons of recreational and cultural opportunities. Lifelong Learning to Build Strong Communities Across Centre County, education is a top priority, whether we’re talking about preschoolers, college students, or older adults. We’re home to a world-class university whose influence extends well beyond our borders, and parents and other citizens take an active role in guiding local school districts to educate our children according to our high standards.
Centre County is the base for five well-respected school districts, as well as portions of Blair County’s Tyrone Area School District and Clinton County’s Keystone Central School District (including Liberty-Curtin Elementary School in northern Centre County). Each district works hard to make sure programs and facilities meet the needs of students; for example, the State College Area School District is planning a major renovation of its high school. Schlow Centre Region Library operates from downtown State College, while the Centre County Library system serves residents throughout the area. The American Philatelic Research Library welcomes stamp collectors from around the country to its headquarters in the historic Match Factory in Bellefonte. Centre County visitors and residents can also take advantage of Penn State’s extensive libraries. At the secondary level, schools like the Central Pennsylvania Institute of Science & Technology continue to promote workforce development through trade and technology programs. Of course, no discussion of education in Centre County would be complete without mentioning The Pennsylvania State University. From humble beginnings more than 150 years ago, Penn State has grown into a world-class learning and research institution with 95,973 students at 23 locations across the Commonwealth plus the online World Campus. In Centre County, academic and scientific activity centers on the 5,548-acre University Park campus. In fall 2014, 46,068 students were enrolled at University Park. Penn State is an economic engine that provides a ready-made template for growth and the foundation for a highly educated workforce. • Penn State University was chartered in 1855 and opened as The Farmers’ High School on 200 acres of Centre County land donated by agriculturist and ironmaster James Irvin. • Penn State operates the largest unified outreach effort in American higher education, delivering programs to learners in all 67 Pennsylvania counties, all 50 states, and 62 countries. • In fiscal year 2014, Penn State had $813 million in research expenditures. The university typically partners with more than 400 companies each year. • Penn State’s Interfraternity Council/ Panhellenic Dance Marathon, which benefits the Four Diamonds Fund for families with children being treated for cancer, is the largest student-run philanthropic event in the nation. • State College Area High School was ranked in the top 50 of high schools in Pennsylvania by U.S. News and World Report in 2013. Out of more than 500 schools, SCAHS placed 32nd. • 367 students took 754 AP tests; 90 percent scored a 3 (out of 5) or higher. • In a show of support for public education, the community in 2014 voted to authorize the construction of a $115 million revamped high school for better instruction and learning. • Our elementary schools practice innovative, engaging and award-winning instruction and of fer quality afterschool care. • The district features excellent academics and award-winning technology instruction in its middle schools. • About 2,000 students (87 percent of the high school) take Career and Technology Center courses. Comprehensive Care for Healthy Communities In health care, as in so many other parts of life, Centre County offers the best of both worlds: the friendly, caring attitude of small-town physicians and the state-of-the-art technology and treatment of big-city hospitals. Healthmaintenance organizations, insurers, and medical facilities have joined to provide a comprehensive health-care system that serves patients from around the region. In 2013, Centre County ranked in the top three healthiest counties in Pennsylvania, according to a study by the University of Wisconsin Population Health Institute. Most county residents are pleased to find that they can get the quality care they need right here in the area through providers such as Mount Nittany Medical Center, our primary hospital, although we also have acess to regional care through Geisinger Health System, Penn State Milton S. Hershey Medical Center, and UPMC Altoona. Our major medical facilities are always working to provide the best care possible. For example, Geisinger Health Systems recently doubled the size of its Gray’s Woods medical center with a new ambulatory surgery center. Emergency medical personnel throughout the county work with regional trauma centers to make sure patients reach specially trained providers at a time when every second counts. Centre LifeLink EMS in State College is one of just six services in Pennsylvania to be accredited by the Commission on Accreditation of Ambulance Services. Centre County is home to many large and small private medical practices respected for their work in a variety of specialties. Centre Volunteers in Medicine provides access to free medical care for eligible county residents who cannot afford health insurance. Centre County residents can take comfort in knowing that, whatever medical need might arise, caring experts are available close to home. n

At the Center of It All With thousands of acres of mountains and unspoiled forests, Centre County seems far away from the hustle and bustle of the big city. Take a look at a map, though, and you’ll see that we’re close to all the action. We’re right in the middle of Pennsylvania and within a day’s drive of all major Northeastern cities, including New York, Boston, Philadelphia, Baltimore, and Washington, D.C. University Park Airport
Transportation Centre Area Transportation Authority The Centre Area Transportation Authority, or CATA, operates the only mass-transit system in Centre County, with buses powered by natural gas. CATABus is a fixed-route community bus system that provides service between downtown State College, the Penn State University Park campus, and many points of interest, as well as the Borough of Bellefonte and the villages of Pleasant Gap and Stormstown. It also includes fare-free Loop and Link circulator and cross-campus service. The Blue Loop travels clockwise around campus and downtown via College Avenue; the White Loop, counterclockwise around campus and downtown via Beaver Avenue; the Red Link, between west campus and Innovation Park via Curtin Road; and the Green Link, between campus and the university commuter parking lots via Curtin Road. Regular one-way fares are $1.75. Children under 40 inches tall (accompanied by an adult) and seniors age 65 and older (with a free senior citizen transit I.D. card) travel fare-free. Individuals with disabilities pay half the regular fare by presenting a reduced fare I.D. card (obtained through CATA) or a valid U.S. Medicare Card. CATARide provides inexpensive curbto-curb transportation for senior citizens and people whose disabilities prevent their use of traditional fixed-route bus service. CATACommute service helps long-distance commuters find easy and economical ways to get to and from employment destinations via carpools and vanpools by using a Web-based, computerized program to match individuals from the surrounding communities who share the same commute. CATA offers a Guaranteed Ride Home program as a safety net for its Rideshare participants. Park & Ride provides inexpensive perimeter parking for downtown State College business employees. The service is a collaborative partnership between the Borough of State College, CATA, and Penn State. For a small fee, participants receive a parking permit for a Penn State commuter parking lot, from which the Loop and Link provide free bus service to the downtown area. “Boredom” Is Not in Our Dictionary Once you visit Centre County, you’ll find out why we’re never bored. We’re surrounded by scenic mountains, streams, and valleys that invite us to hike, run, paddle, and pedal. Thanks to Penn State, we can attend Broadway musicals, world-class ballet performances, and lectures by nationally known speakers. We browse among arts festival booths in the summer and cheer on our football team in the fall. No wonder our area is affectionately known as Happy Valley. Museums, theatres, and other attractions abound. Our largest art event is State College’s Central Pennsylvania Festival of the Arts, ranked No. 1 fine art and design show in America by Sunshine Artists magazine. With the People’s Choice Festival held simultaneously in Boalsburg, the two events turn Centre County into an oasis of the arts each July. Penn State’s Bryce Jordan Center (BJC) — the largest arena between Pittsburgh and Philadelphia, seating up to 16,000 and attracting more than 750,000 people a year — brings in such big-name entertainers as Billy Joel, Jason Aldean, and Bill Maher. The BJC is also
home court for the Nittany Lion and Lady Lion basketball teams. We take our football seriously here, from our high schools to Penn State’s Nittany Lions. It’s a stirring sight to see 107,000 people, most dressed in blue and white, pour into Beaver Stadium on a football Saturday. But football’s not the only game in town. Fans cheer on numerous Penn State athletic teams, including basketball, wrestling, gymnastics, soccer, and volleyball. The new Pegula Ice Arena opened in 2013. Tussey Mountain Resort offers skiing in winter and a host of activities in warmer months. Other sports facilities include YMCAs in Bellefonte, State College, and Philipsburg; outdoor swimming pools in Bellefonte, State College, and Millheim; and the Shaner Sports Complex off U.S. Route 322. 2016 JANUARY Among the Centre County events typically taking place in January are Centre for the Performing Arts shows, Black Moshannon State Park Winter Festival, and PSU sporting events, including basketball, swimming, fencing, and wrestling. FEBRUARY February in Centre County offers Centre for the Performing Arts shows, Palmer Museum of Art exhibits, State Theatre shows, PSU sporting events, and the Penn State/IFC Panhellenic Dance Marathon. MARCH In March, Centre County events usually include the Shaver’s Creek Maple Harvest Festival, Palmer Museum of Art exhibits, Centre for the Performing Arts shows, Wild About Animals, and the Builders Association of Central PA Home Show. Recreation & Tourism Licenses for Field & Stream Centre County is a mecca for hunting and fishing. General hunting licenses are $20.70 for resident adults, $101.70 for nonresident adults, and $13.70 for resident seniors. Youths ages 12 to 16 can buy junior licenses for $6.70 if they’ve completed hunter-safety classes. Additional licenses are needed for bear, antlerless deer, and certain other types of hunting. You can buy a license through the Pennsylvania Game Commission (570-398-4744; www.pgc. state.pa.us) or at sporting-goods stores. If you’re 16 or older, you must have a license to fish in Pennsylvania. Licenses are $22.70 for residents, $11.70 for senior residents, and $52.70 for nonresidents. Visitors can buy a seven-day license for $34.70 or a three-day license for $26.70. If you’re fishing for trout or salmon, you’ll pay an extra $9.70. Licenses are sold through the Fish and Boat Commission (877-707-4085; www.fish.state. pa.us), county treasurer’s office, and sporting goods stores. Rates are subject to change.

Working Together for Thriving Communities We have a county government that looks to the needs of the county as a whole. In the State College area, the borough and several townships have banded together as the Centre Region to make decisions of regional importance. Most decisions in State College and throughout the county, however, are made at the local borough or township level. Our populations are small enough that every adult can easily make his or her opinion known. The Chamber of Business & Industry of Centre County (CBICC) has a Business Environment Committee that takes a proactive role in strengthening relationships with local government officials while advocating regarding key legislative and regulatory issues that impact the local economy and local businesses. ■
Local Government Counties: The largest local governmental entity in Centre County is the county, run by an elected board of three commissioners. Cities: In Pennsylvania, at least 10,000 people have to live in one population base for it to be called a city. Pennsylvania has 57 cities, none of them in Centre County. State College is large enough to be a city, but residents have not voted to become one. Boroughs: A borough usually has a smaller population than a city. The largest of our 10 boroughs is State College. Boroughs are often governed by an elected council and mayor. Townships: Centre County has 25 townships, which generally encompass more square miles and fewer residents per square mile than boroughs do. Each township is governed by an elected board of supervisors. Our villages — such as Boalsburg and Lemont — are also governed by township officials. Regions: State College and five surrounding townships (College, Ferguson, Halfmoon, Harris, and Patton) are organized into the Centre Region Council of Governments. Most governing is still handled by the individual boroughs and townships, but the regional entities work together on issues like planning, libraries, police protection, trash collection, and parks.
