1: Use tilt-ip construction to build tall walls around the entire plant. The wall panels include material layers that may provide some protection to people tilting them into place. Within the tilt-up walls flood the entire plant submerging the containment cores and the spent fuel rods. Provide shielding above and around the tilt-up flooded plant. 2: Build a containment clamshell made of concrete and appropriate sealant and drainage layers. Roll it into place and make a sluice in the tilt-up pool to carry the pooled water, fuel rods, and containment cores from the tilt-up pool into the lower half of the clamshell. Use mechanical assistance (submersible robots, and cranes) as required to transfer the material. 3: Top half of the clamshell, pre-fabricated offsite. Lower the top of the clamshell onto the bottom of the clamshell and seal shut. The clamshell will include venting and monitoring devices as required. 4: Once the clamshell has cooled and is sufficiently stable, roll the clamshell(s) down a ramp into a permanent underground containment bunker.
