Ontario Dump Truck Association Calls Off Job Action

Hundreds of dump-truck drivers protesting in Mississauga for almost two weeks over pay and safety concerns have called off their strike.

A

ccording to Baljit Singh, president of the Ontario Dump Truckers Association (ODTA), talks and negotiations with industry stakeholders have been successfully completed. He mentioned that the excavation companies have agreed to raise the hourly wages by 7 to 8 % to keep pace with the increasing costs of fuel, insurance, government licensing and inflation. According to Baljit, the Ministry of Transportation and Ministry of Labour officials will henceforth regularly look into the overloading and work safety issues to

avoid any public safety concerns. Around 500 drivers had gathered their vehicles in a vacant lot at the corner of Dixie and Derry Road starting May 20th drawing attention to a list of concerns including overloading of trucks, increase in hourly rates and timely receipt of payments. These dump-truck drivers primarily haul away dirt and rubble from excavation sites across the Greater Toronto Area working for bulk excavation companies, watermain and sewerage as well as roadside paving RT companies.

6th Annual Road Today Truck Show brings industry and community together The 6th Annual Road Today Truck Show held at the Brampton Soccer Centre on May 24th/25th was an informative and successful Show.

A

bout 100 exhibitors from a variety of sectors of the trucking and transportation industry took part in the trade show, including companies focused on trucks (used and new), trailers, heavy-duty parts and accessories, servicing equipment and supplies, safety & compliance, education, engines and power train components, fuels and fuel additives, media outlets and financial services. The Job Fair to hire drivers and owneroperators was a big draw as recruiters were busy discussing exciting job opportunities. The staff from MTO commercial vehicle enforcement was there to answer queries of truckers and also educate visitors on road

safety issues. The show featured many activities of interest for attendees’ young and old, including kids clown, live entertainment, rock wall, bouncy castle, rollover display, giveaways and lots more. The mood of exhibitors and visitors was upbeat. The show was inaugurated by Brampton Mayor Susan Fennell. She congratulated the organizers for bringing a safety focused event for the benefit of local community. A month long public awareness campaign to reduce the distracted driving related incidents was also kicked off by the Brampton Road Safety Committee under the leadership of Manan Gupta. Special Greetings and Congratulatory Messages were sent in by Prime Minister Stephen Harper, Kathleen Wynne, Premier of Ontario, Kyle Seeback, Member Parliament and David Bradley, CEO of Canadian Trucking Alliance towards a successful event. Prominent community leaders attended the event including Regional Councillors - John Sanderson and Allan

Driver Files –

Are your driver files hiding an ugly truth? I visited a fleet owner who was looking for some assistance with his fleet safety program. Prior to meeting with him I reviewed his fleet’s CSA scores on-line. There were indicators that some processes were either broken or possibly not in place.

W

hile meeting with the client and discussing some recent collisions, I enquired about their driver hiring process and asked to review some recent driver files. Their driver file administration process looked pretty good at first glance. The files I reviewed had an attached checklist on the cover of each file detailing the file items that were enclosed. Many small fleets miss this key step in driver file admin process. Using a checklist is a great tool to improving the continuity of file information and ease of administration. The owner confirmed that all new hires were road tested prior to hiring, which again I believe to be a key and critical process to screening for quality candidates. He also said they had a formalized company policy requiring two years verifiable driving experience. So, I thought I was off to a good start until I reviewed one of their driver files. The driver in question had noted his employment dates working in the industry. The experience was a little light in my

opinion and did not meet the carrier’s own stated minimum experience standard. Otherwise, the drivers’ file was complete. The drivers’ name rang a bell. From the application I noted that the driver had previously driven for another fleet client of mine. Then I knew why I had recognized the name. The application section titled “past employment history” is a great tool to assist in the screening process. I always review a driver’s employment history and try to match road side inspections from the CVOR to the carrier names the driver has listed. Sometimes a carrier name will come up that the applicant has not noted on his or her application. That should be a red flag to a recruiter. In this case, a red flag went up immediately as I recalled that this particular driver had not lasted there long because of his involvement in an at-fault collision, resulting in his being terminated. Reading more of the application the driver claimed to have left for “personal reasons” and that he had been there for close to a year. I knew information was wrong on both points! The fact was that he had been there just over a month and had been terminated because of his involvement in the at-fault collision. What really shocked me was to find a formal written reference on carrier letterhead in the file supposedly from the prior fleet owner (who had terminated him). The reference stated that the driver was a quality individual who was customer focused, known for his on-time performance, and was a safe and courteous driver during his tenure there. I knew that this reference document was a total fabrication. This “driver reference” document had been falsified to back up the fabricated information noted in the driver’s application. My question to the fleet owner

was - who put the file together and who was responsible for calling past driving references to qualify new hires. The answer – they use a safety consultant. I had some additional questions for the owner about the road test, and came to learn that his mechanic does all their road testing. The focus of which is on “does the candidate know how to shift and maneuver the truck” - versus doing a road test to determine if the candidate has hazard perception skills and the knowledge and know how to adjust and minimize any and all potential hazards. I would suggest that the mechanic could have been sent to a professional truck training school and been taught the required skills on what to look for and how to properly evaluate a candidates’ hazard perception skills. This course is taught at most of the approved truck training schools and is very reasonable and the payback to a carrier is huge. Imagine, now you have a mechanic who over the course of a pre-employment road test has the ability not only to evaluate the driver’s ability to properly shift and handle the truck, but more importantly he is able to evaluate and report on whether the candidate has the required defensive driving skills to minimize risk and knows the appropriate steps to take in order to avoid an incident. A mechanic with this additional skills training could also identify the small habits noted in the road test that will require some additional training to bring the candidate up to the carrier’s standards. With these additional skills the mechanic becomes a much more important fleet safety asset to the company. One last issue, with the number of false driver licenses that are now circulating in Ontario you may want to do a couple extra due diligence checks. Do a “Google

Earth” check to see if the address on the driver’s license provided actually makes sense. Look up the driver on “Facebook” and/or “LinkedIn” and see if the information there confirms his or her identity. Safety Consultants are a whole other story. Anyone can call themselves a fleet safety consultant. You need to qualify their industry work experience, credentials, and get work references before moving ahead to hiring one. Determine if they are “Window Dressers” or true safety professionals. Driver files must be built and managed with integrity – not doctored by window dressers to pass an audit. Fleet safety is best measured using tried and true performance indicators such as a carrier’s insurance company’ loss performance report and a fleet’s CSA / CVOR profile. Be extremely critical when screening drivers – and accept only those that are truly qualified to do the job. Now, if you think safety is expensive, try having an accident. RT

READER’S RESPONSE DEAR EDITOR, I have recently read the article penned by Sukhdeep Kang in your April edition, and agree that transportation and logistics companies should seek Insurance Brokers with specific knowledge of their industry, I am concerned with the example Armour Insurance Brokers Ltd. has used as it appears, in our opinion, false or misleading. Any trucking operation that engages in cross border work must register with the USDOT,

and will be issued a number. To receive this number an insurance company must file the appropriate BMC forms with the Interstate Commerce Commission (ICC), and The Federal Motor Carrier Safety Administration (FMCSA) in order to cross the border. For company deemed local cartage to be running cross border transportation from the insurance point of view would be near, if not completely impossible.

COLUMNIST REPLIES BACK I am not disagreeing with Mr. Blake that any trucking operation that engages in cross border work must register with the USDOT and will then be issued a number. However, we encounter some fleets where only one vehicle has 1% USA exposure and rest are rated under class 47 ( 80 kms radius of operation) to lower the premium.

Once the USA filing is done, there is no way of identifying whether the entire fleet had US exposure or not. Recently, I took one fleet over and had to almost step in midterm to protect the client. The client had no knowledge on it.

Dufferin Street tops Ontario’s Worst Roads once again 2014 campaign sees a 31 per cent increase in entries

For the third year in a row, Dufferin Street in Toronto has been voted the worst road in Ontario. Over the years, Dufferin Street has made CAA’s Worst Roads list eight times.

ight of the roads on the 2014 list are from the Greater Toronto and Hamilton Area (GTHA) and more than 2,000 different roads across the province were nominated. The 2014 campaign saw a 31 per cent increase in votes highlighting that the condition of roads across the province are on the minds of many Ontarians. Of the roads on this year’s Top 10 list, 90 per cent of the voters complained about crumbling pavement and pothole ridden streets as the reasons for selecting the road. New integrated Detroit Powertrain Features Advanced Technologies; Lowers Real Cost of Ownership Detroit Diesel Corporation (Detroit) has introduced the new integrated Detroit Powertrain, featuring the Detroit DD15 engine, Detroit DT12 transmission and Detroit axles. The Powertrain is now integrated to deliver even better performance to lower the Real Cost of Ownership for customers.

vailable starting in January 2015 for the Freightliner Cascadia Evolution and later in 2015 for the new Western Star 5700, the integrated Detroit Powertrain builds on the solutions developed by Daimler Trucks North America (DTNA) by providing state-of-the-art component communication that seamlessly work together. According to Brad Williamson, manager, engine and component marketing for Daimler Trucks North America, to create the integrated Powertrain, Detroit’s axle engineers developed a new axle ratio (and configuration) to match the engine rating. Engineers also tuned the transmission electronics to ensure all of the calibrations fit together perfectly to deliver the integration and

performance customers demand. The integrated Detroit Powertrain features the flagship DD15 engine, with new downsped rating of 400hp and 1750 lb/ft. The downsped rating enables the engine to turn at lower RPMs regardless of road speed, ultimately reducing fuel consumption and friction. Because it delivers the necessary torque at these low RPMs is the engine is able to deliver the power drivers demand. “Downspeeding improves fuel economy by shifting usable power and torque to a lower RPM range,” said Williamson. “Because we understand how important driver retention is to the Real Cost of Ownership, Detroit engineers made sure to deliver a product that drivers will like.” The proprietary Detroit Virtual Technician On Board Diagnostic System is also integral to the Powertrain. The DD15 features the 1-Box emissions package that combines DOC, DPF, SCR catalyst and DEF doser, creating an optimal solution for a variety of truck configurations. Five Questions You Should be Asking Carrier Representatives As we roll into trade show season, the carriers will be out in full strength looking for potential candidates for their fleets. They’ll look real slick, have those glossy brochures available for you to take home, and will try to entice you with new equipment and promises of getting home regularly.

These aren’t necessities but carriers that appreciate their drivers and staff are where you want to work. You certainly want to know that you are appreciated for working hard.

ost of them are honest and will do their best to meet the wants and needs of the candidates joining their teams, but is that the information you really need to know? Many new drivers and potential drivers don’t know what to ask when talking with carriers and often are disappointed when the environment at the company isn’t what they expected. Where does the company run and how long am I expected to be away? This is the first question to be asking a recruiter. Why, you ask? If they run to California on a regular basis and you want to be home every night you won’t be happy there for long. Match the carrier to your lifestyle, not the other way around. Do you pay hub miles or PC miles? Ask the carrier how you are being paid for mileage. Hub miles mean you are paid for every mile you run where as PC miles means they are using a program that estimates the miles. Many are paying via PC miles and there is nothing wrong with that, but you need to make sure it is fair. Ask them to show you a normal run to a city like Chicago and show you the

mileage. If they pay 500 miles to Chicago, but your delivery is on the far side and you run 550 you may find you are not making as much money as you could. Also ask about other items like pickups, deliveries, and border crossings to see how they pay for those items. What is the maintenance program like at your company? This is extremely important for owner operators to ask, but ask about their maintenance and repair operation. You don’t want to work for a company that doesn’t care about preventative maintenance or the cleanliness of their equipment. What is the company culture and incentive programs like? Make sure you ask about the company culture, is it safety oriented, do they appreciate their employees, do they have a safety program or benefit program?

What are the options for growth at the company? You may only be looking for experience at this point but if you happen to sign on with a good carrier there is no reason to think you have to leave them if you are happy there. I always look for a company to call home hoping for a twenty year career. Ask if there are places to grow in the company should it be a good fit. How will you know you are moving up in your career, do they honour you with better runs, better equipment, better pay? Are there options to moving into the office in safety, recruiting or more? Look at your long term goals along with the short term and you may find you hit a home run when signing on with a carrier. Carriers are looking for people that want to work, but it is important that you also interview the carrier to make sure that you are going to work for a company that cares about you. There are many good ones and many that are not so good. You may feel you have to take the first carrier that comes along, but often that is not the best way to make an important decision such as where to go to work. Be proactive in your search, you’ll be glad you did. Good luck with the search! RT

NEW REPORT EXAMINES THE EFFECTIVENESS OF DRUGGED DRIVING PREVENTION PROGRAMS

T

he Canadian Centre on Substance Abuse (CCSA) and Traffic Injury Research Foundation (TIRF) are pleased to announce the release of a new report: ‘The Problem of Youth Drugged Driving and Approaches to Prevention: A Systematic Literature Review.’ Production of this document has been made possible through a financial contribution from Health Canada’s Drug Strategy Community Initiatives Fund. The report examines the effectiveness of drugged driving prevention programs and media/awareness campaigns in deterring youth from driving under the influence of drugs to inform future prevention initiatives in this area. A systematic review was conducted of studies that evaluated programs aimed at preventing drugged driving and were targeted at youth

audiences, and that were published in English and publicly available. Key findings include: n Education and prevention programs might be effective in changing youth perceptions of the risks of drug-impaired driving, while media and awareness campaigns might be effective in increasing awareness of different facets of the issue. n Specific approaches, such as encouraging youth to examine their attitudes, think critically, make responsible choices and communicate, could create opportunities for empowerment. n The teaching of coping skills, life skills and peer pressure resistance strategies, as well as having youth assume leadership roles, could build self-esteem. n Youth-centric, youth-created, culturally sensitive, factual messaging will ensure

information is believable and easily understood by the target audience. n The involvement of parents and engagement of the community could expand the outreach and impact of prevention initiatives. n Enforcing detection and penalties in conjunction with prevention efforts could make the consequences of driving after using drugs relevant. While definitive conclusions about the impact of programs and campaigns on behaviour could not be drawn due to the limited body of literature, the review did identify promising prevention strategies that affected knowledge and changed attitudes. These findings can be utilized in the development of future youth drugged driving prevention initiatives. RT

Let safety be your guide with car seat decisions (NC) The car seat is a musthave item when travelling with children, but knowing which seat to purchase or how to install it can be overwhelming

ere are five important areas to consider when purchasing a car seat: . What is the weight, height and age of your child? Transport Canada mandates that all children under the age of one must be in a rear facing car seat. Rear facing is the safest way to ride in a car and as long as your child does not exceed the weight and height requirements, it is best to leave them rear facing. . What is the intended use of the car seat? If you plan to move the car seat from car-to-car frequently consider a car seat that uses the SureLATCH technology like the Evenflo Symphony All-In-One car seat for ease and speed of installation. .In what type of vehicle will the car seat be primarily used? When purchasing a car seat consider the size of the seat and how the seat will fit into the car. If you plan to fit multiple car seats along one back seat, look for a slimmer design. . What are the behavioural characteristics of your child? If your child tends to slump over when they sleep in the car consider using a high back booster with an internal harness to keep them safe and secure. .. What extras are important to you in a car seat? Does the car seat feature extras that will help you in everyday life. SureLATCH technology for quick installation, an infinite slide harness to avoid rethreading, and cup holders for the child should all be considered. Once you have purchased the appropriate car seat for you and your child it is important to make sure that the car seat is installed properly. Check to see if your vehicle is equipped with the LATCH system (lower anchors and tethers for children safety), this will make installation much easier and secure.

If you car does not have the LATCH system check to see if the seat belt retractor system is switchable. Switching the seat belt to self retracting mode – where it pulls back to tighten on its own – is the safest and easiest way to install a car seat using just the belt. After you have installed the car seat there are a couple of tests to check that it has been done properly. n The inch test – the car seat can move an inch side to side and no more to be properly installed. n The finger test – Only one finger should be able to fit between the harness and the child’s collarbone, this ensures a snug fit. Other important tips for car seat safety include: n Place your car seat in the centre of the

back seat if possible, as it is the safest place. n Take your child to the store with you when purchasing and test the seats out. n Confirm that the seat meets the Transport Canada regulations for use in Canada – remember car seats expire every six years. n Purchase a new car seat rather than using an old one or second hand car seat, so that you will have the up to date information on its history. n Always replace a car seat that has been in a car accident.
