The city is a large human settlement. It can be define as a permanent, densely populated place. Citites usually have a wide range of houseing, transportation, health, public utilities, land use, commodity production and communication systems. Historically, urban residents account for only a small part of mankind as a whole, but after two centuries of unprecedented rapid urbanization, more than half of the world’s population live in cities, which has a far-reaching impact on global sustainability. This increased influence means that cities also have a significant impact on global issues as sustainable development, global warming and global health. Compact cities are often referred to as the key factor to deal with climate change. Urban development has led to the ruination of vast areas of heritage buildings. The time is the continuity and sequence of material existence and movement. The existence of things always lasts for a certain period of time, and people’s life span varies from long to short. The production of specific things has a sequence. For example, parents are always before the children, because we have the past, we make the present. At different period of time, people may hava different planning for the city. Time will bring us memories. Memory does not just exist in the mind. It will turn into a habit, a way of life and an idea. The architecture shaped by time.

-Pedstrian Counting Contrast Between 2020&2021 The data pedestrian counts is easily to understand at different time, where is the people and where is the more important area to people. The main area are near Melbourne Central Station, Flinders Street Station and Southern Cross station, That means for the city, transportation need to be considered. But in the city block, people can walk through the CBD without the car. Obviously, during the covid-19, people was decreased hanging out at the city block. It affected by the government restriction. Chaos will affect the city, regulation also will affect the city.
-Vicroad Traffic Speed It shows that the each road traffic speed, in the city block, the numerical value between 5-30mins. The city block is a rectangle, which means everyroad is connected.
-Car Parking It can be seen that in the city block, less car park on the road.
-Floor Area Using It can be seen that commerical, retail, common area, residential and office is the most important component to establish a city and for people daily life.

Rule 1-Function Planning The main functions of one block must greater than two. Focus on the variation combination between Commericial, Residential, Common Area, Office and Retial

Rule 2-Street Planning Most of the streets must be short, each level should connect. According to the Vicroad Traffic Speed dataset, is between 5 to 30 mins. For the future planning, the population increasing, the road should be short and easy to go through for futher develop.

Rule 3-Heritage building Buildings in the block must have a certain proportion of heritage building. As the building carry the city’s history and memories, should combine the heritage building with the new construction.

Rule 4-Car Parking Settlement No car allows to through the city blcok, no car park available. According to the Car Parking Dataset, parking outside the city block more than the inner block, and the traffic speed inner block is really fast, decrese the energy cosumption and pollution, no car allows into the city block also decrese the car accident happen.

Rule 5-Building Height Building height can not higher than 100m. According to the building height data, only 3 building are 240+m, the building are most 5-150m. Each Component should have at least 3 opening to allow the light go through.

Focus on the component development. Trying to establish the link between the city and the rules. According the data set, set the rules relevant to the city. Represent the time, the memories of the city, the history of the city, the advantage for the future city. Start to think about the spatial condition for each component and the meaning of the component. Now each componnet is a platform, it is not a living area.
