estled among the rolling hills along the northern side of the James River, Goochland County is consistently described as one of the best places to live in Virginia. That’s no secret to the many who call Goochland home, and the county’s offerings are quickly becoming a magnet for the many newcomers who also call this county home. Whether it’s an exciting canoe trip down the James River or a lovely stroll on one of Goochland’s hundreds of riding and walking trails, Goochland offers something for everyone. Families enjoy the benefits of one of the Commonwealth’s best school systems with a vast array of programs and activities for school aged children. Civic associations, youth athletic leagues and local stalwarts like the YMCA complete the idyllic picture of rural life with all the amenities of a metro city. Recognized as one of Virginia’s premiere business developments, West Creek offers easy access to Route 288 and Interstate 64, making Goochland a prime locale for growing businesses. Many businesses, including CarMax and Capital One have discovered that doing business in Goochland makes good business sense. There’s always room for more. Great schools, a solid plan of development that maintains and protects the county’s rural character and a local government responsible to its citizens all make Goochland County a great place to live and work. hether you’re discovering Goochland for the first time or you’ve been here for years, I believe you will find that it is a desirable place to work, live or visit. A drive through the County will convince you that a combination of suburban convenience and rural character and charm exist today. The Board of Supervisors is committed to serving all citizens of Goochland County. Government in Goochland is considered an interactive process where input from citizens is welcomed and encouraged. We strive to preserve the rural appeal and charm that makes Goochland County unique while promoting suburban conveniences. At times this requires compromise and consideration but the best interests of our citizens are always foremost in our minds. There is an abundance of unique places to visit and sights to discover throughout the County. You’ll find the country side dotted with agricultural, dairy, and equine farms both big and small. Our community’s commitment to agriculture is exemplified in the successful farmers market held on Saturdays from the spring to fall in the Courthouse area. Local businesses, coffee shops, and restaurants are waiting to be discovered throughout the County and can be found in both the Courthouse area and Centerville area. In addition to these community attributes we are fortunate to benefit from the James River as our southern boundary which offers wonderful recreational opportunities including boating, fishing, and swimming. The County is focused on expanding other recreational and athletic opportunities in the future with two park developments centrally located for all to access. Goochland’s citizens exemplify the ideal of the rural spirit through their commitment and dedication to local organizations. Whether volunteering to work a in a local food bank or packing boxes for the Christmas Mother, they give back to their community. Others may take it a step further by serving as volunteer Fire and Rescue members or as coaches of a local youth athletic league team. No matter the manner or organizations, our citizens’ give back to their community making Goochland a better County to live in and visit. Goochland County is ideally located between Richmond and Charlottesville with the natural setting of the West Creek Business Park located in our Eastern end. This park is home to a number of corporations and the location of a soon to be constructed hospital and medical facility providing medical care and job opportunities for our citizens. The County is targeting West Creek and land north of this park, along with the Courthouse Area and Oilville Area, for current and future economic development. By doing this the County aims to preserve Goochland’s rural character and charm while promoting business and commercial development which is vital to the future of our community. Goochland County Government Guide BOARD OF SUPERVISORS The Goochland County Board of Supervisors includes five representatives, one from each of the five districts elected to four-year terms. Currently, William Quarles serves as the Board chairman; the chairmanship rotates among the five members. The board is responsible for important County decisions involving safety, welfare, education and finance. Their meetings are normally held on the first Tuesday of each month at 3:00 p.m. in the Administration Building. Frequently, formal meetings are preceded by informal workshops, also open to the public. Public hearings begin at 7 p.m. that evening. SCHOOL BOARD The Goochland County School Board is comprised of five elected members, one from each of the five districts elected to a four-year term. The board is responsible for budgetary, curriculum and other important academic issues. The School Board meets in regular session at 7 p.m. on the second Tuesday of each month in the auditorium of Goochland High School. Meetings are open to the public and citizens are encouraged to attend. For more information about the School Board, please visit the website at www.glnd.k12.va.us. COUNTY ADMINISTRATION As Goochland's County Administrator, Rebecca Dickson ensures compliance with federal, state, and local laws and ordinances, and maintains open communication with various sectors of the community, such as businesses, area governments, and County residents. The County Administrator serves at the pleasure of the Board of Supervisors, implementing their policy directives.

FINANCIAL SERVICES As Goochland’s Deputy County Administrator for Financial Services, John Wack oversees the Finance Department, Purchasing, and Human Resources/Risk Management. COMMISSIONER OF REVENUE Jean S. Bryant is the County’s Commissioner of the Revenue, elected to serve a four-year term. She is responsible for assessing personal property bills, administering the County’s elderly and disabled tax relief system and overseeing state tax filings in the County. The Commissioner of the Revenue’s office is located on the main floor of the Administration Building at 1800 Sandy Hook Road in suite 230. TREASURER’S OFFICE Brenda Grubbs is the Goochland County Treasurer elected to serve a four-year term. She heads the Goochland County Treasurer’s Office which distributes real estate assessment bills and collects real estate tax receipts. Real Estate assessments are collected on a biannual basis, with the first half due by June 5 and the second half mailed in October and due by December 5. The Treasurer’s Office also issues dog licenses, with current (original) rabies certificate. Hunting licenses and fishing permits are also available at the Treasurer’s Office. The Office is located on the main floor of the Administration Building at 1800 Sandy Hook Road in Suite 210. DMV Select The Treasurer’s Office also serves as a location for DMV – Select. At DMV-Select locations, citizens can conduct the following transactions: vehicle titles and registrations, dealer title and registration transactions, license plates, permits and placards, transcript requests, return checks (full or partial payment of return check fees), and voter registration applications. DMV Selects cannot issue driver’s licenses, learners permits or identification cards. Goochland’s DMV-Select is open Monday through Friday, from 9:00 a.m. to 4:00 p.m. in the Treasurer’s Office in the Administration Building. COUNTY ATTORNEY Norman B. Sales serves as the County Attorney. The Board of Supervisors appoints the County Attorney as the general counsel for the County of Goochland, the Board of Supervisors, County Administration and the various boards, commissions, departments and agencies of the County. The County Attorney defends lawsuits against the County, County officials and employees; prosecutes County ordinance violations; and drafts and approves ordinances, contracts and other legal documents for the County. The Circuit Court generally convenes on Tuesdays and Fridays to hear felonies, misdemeanors and civil cases. Lee Turner is the elected Circuit Court Clerk, having held the position since 1991. The Circuit Court Clerk serves an eight-year term; the office is located on the Courthouse Green beside the historic Courthouse. For more information, call (804) 556-5353. General District Court Judge Edward K. Carpenter presides over traffic cases and misdemeanors as well as small claims cases involving less than $5,000.00. Dianne White serves as the Clerk of the General District Court; she can be reached at (804) 556-5309. Juvenile and Domestic Relations Court Judge Edward D. These Plans and Ordinances are administered by Planning & Zoning. Individuals, firms, professionals, developers and property owners are encouraged to contact Planning & Zoning at (804) 556-5860 as early in the process as possible for any planning, development, subdivision and/or zoning related matters, especially prior to applying for building permits. The Planning Commission consists of a ten citizen advisory board appointed by the Board of Supervisors. The Planning Commission works closely with Planning & Zoning in the reviews, recommendations and formal actions that are presented to the Board of Supervisors. The Planning Commission’s regular meetings are the third Thursday of each month at 7:00 p.m. The Board of Zoning Appeals consists of five citizens appointed by the Circuit Court to hear cases concerning variances from the County Zoning Ordinance as well as hearing appeals of ruling of the zoning administration. The Board meets on an as-needed basis and is supported by the Planning & Zoning component of the Community Development Department. ENVIRONMENTAL & LAND DEVELOPMENT The Department’s Environmental & Land Development component administers Virginia Department of Conservation and Recreation [DCR) land disturbing regulations, provides inspection services and monitors compliance of land disturbing activity, and reviews land development proposals, including traffic ways. BUILDING PERMITS & INSPECTIONS The Building Inspections Department’s is open Monday through Friday 8:00 a.m. to 4:30 p.m. Inspections must be requested 1 day in advance and can easily be left on our inspection request mailbox reached through our main telephone number. Permit applications are accepted Monday through Friday between the hours of 8:00 a.m. and 3: 30 p.m. Permit applications must be accompanied by 2 sets of construction drawings and site plans. Well and septic applications are also taken in by the Building Department. Government continued from > page 8 CONVENIENCE CENTERS The Convenience Centers are maintained and operated by the County in accordance with the Virginia Department of Waste Management Regulations. The Convenience Centers are available, free of charge, for use by County residents who have vehicle tags or proof of residency for disposal of household trash and recyclable items. There is a fee to dispose of certain items, such as automobile tires, air conditioners, refrigerators and other appliances containing freon. Both Centers are closed July 4th, Thanksgiving, Christmas, New Year’s Day, Memorial Day and Labor Day.

PARKS AND RECREATION Goochland Parks and Recreation Department offers a variety of facilities, services, and programs for all members of the community. Summer camps and classes are available as well as year round recreation programs for youth, adults, and seniors. The Sheriff’s Office employs 32 full-time deputies and investigators, three part-time deputies working in court services, two security officers, and nine dispatchers. The Sheriff is also responsible for the security of three court rooms, the movement of prisoners, and enforcement of court orders. In addition, deputies enforce all criminal and traffic laws and investigate more than 95 percent of the criminal complaints in the county. SOCIAL SERVICES Goochland Social Services seeks to strengthen families and promote self-responsibility and economic independence. The agency provides temporary financial assistance to families with children, as well as to the elderly and disabled. Through a combination of federal, state and local funding, programs offered include Temporary Assistance to needy Families (TANF), Food Stamps, Auxiliary Grants, Medicaid and Energy Assistance . Employment services are available for TANF recipients to help them locate and retain jobs. Other services include family assessments and budget counseling. Low income working families may qualify for child day care subsidies. Services for elderly and disabled individuals include long-term care services, prescreenings for nursing homes or assisted living facilities, placement services, home-based care and subsidies to help with room and board costs in licensed facilities. Goochland Social Services, as required by the Code of Virginia, provides 24-hour response to reports of suspected child abuse or neglect and provides crisis intervention services including emergency shelter, foster care, and referrals to community resources. Social Services also investigates reports of abuse, neglect or exploitation of elderly or disabled adults and provides services to victims. The agency collaborates closely with other local agencies to advocate for services that address community concerns such as family violence and safe/affordable housing. Field Day of the Past September 17,18 and 19, 2010 Field Day of the Past is a family event sponsored by the RockvilleCenterville Steam and Gas Historical Association. This show mixes the warm, down-home atmosphere of the county fairs of yesteryear with exhibits and displays of museum quality. In the summer of 1992, a few steam and gas engine collectors gathered for an informal discussion on the possibility of hosting a steam and gas engine show in Goochland County, VA. They organized the Rockville-Centerville Steam and Gas Historical Association and hosted its first show, which attracted 5,000 people. Today the show has expanded into a 3 day event, held the third full weekend in September and draws a crowd of approximately 30,000 people annually. Historical displays and exhibits, re-enactments, tractor and truck pulls, small engine displays, arts and crafts, flea market, antique and modern construction equipment demonstrations, a log cabin with ongoing heritage craft demonstrations can be experienced throughout the weekend. Volunteers demonstrate the daily routines of the life of a family surviving in early rural Virginia which include wheat and peanut threshing, meat smoking, the making of sorghum molasses, washing clothes, canning, saw milling and other chores. Charged with providing excellence in education, the Goochland County Public Schools continue to raise the bar in every facet of instruction and the day-today lives of our students, who are without a doubt our county’s greatest asset. GCPS serves approximately 2,500 students in grades PK through 12. The system has three elementary schools (grades K5), a middle school (grades 6-8), a high school (grades 9-12), an alternative school, and a Specialty Education Center that houses preschool programs. Goochland High and Goochland Middle are two stateof-the-art facilities on one complex. Although the schools operate as two separate schools, they share an auditorium, kitchen, some classroom space, and athletic fields. The 6-12 grade configuration reduces transportation costs and allows for more shared use of staff. All five of Goochland’s schools are fully accredited, based on student performance on the Virginia Standards of Learning (SOL) tests, in addition to being accredited by the Southern Association of Colleges and Schools. Goochland County features small schools and favorable class sizes. Elementary schools range in size from 250 to 410 students, with average class sizes of 16-20 in grades K-2 and 22-24 in grades 3-5. Goochland Middle School serves approximately 600 students with average class sizes of 22-25. Goochland High School serves approximately 750 students, with average class sizes of 21-23. Goochland is a leader in the Commonwealth in the use of technology to enhance instruction, with a student-to-computer ratio of 2:1. All schools have excellent networks that provide easy access to Internet-based learning resources. Through the “Powerschool” database, student grades and attendance data can be accessed by parents in real time. GMS also has Promethean boards, a software and hardware system that mimics the traditional chalkboard in its use of a teacher’s computer and interactive display,

in every classroom. Meanwhile, more Promethean boards are being added to GHS and the county’s other schools every year. The elementary instructional program in Goochland County provides a strong, phonics-based reading curriculum, in addition to art, music, and physical education programs taught by teachers endorsed in those areas. Core instruction is differentiated based on student achievement, learning needs, aptitude and interest. Goochland Middle Schools offers a comprehensive curriculum including accelerated courses and a wide variety of exploratory and full-year electives and an interscholastic athletic program for both boys and girls. Goochland High School offers a full range of Advanced Placement and honors level classes and dual enrollment college classes, in addition to a wide variety of elective offerings in foreign languages, the arts, electronic and print journalism, and computerrelated vocational areas. Students can also learn building trades

through internships with local contractors, pursue EMT and firefighter training, or take one of 13 business courses. The 35-Mile Drive Association: Celebrating Goochland Can You Tell Me How to Get to 35-Mile Drive? By Aynsley M. Fisher

The 35-Mile Drive Association was formed in 2009 to celebrate Goochland County as a tourism and “getaway-for-the-day” destination. With unparalleled scenic beauty, rural culture, arts, entertainment and sporting life, Goochland is one of central Virginia’s bestkept secrets. With over 30 members to date including such organizations as the Center for Rural Culture, Goochland Historical Society, Chamber of Commerce, Tucker Park at Maiden’s Crossing and members of the hospitality industry spanning music, art, history, food, lodging, transportation, wineries, gardens, alpacas, retreats, and sporting destinations, the 35-Mile Drive Association offers visitors and members the opportunity to learn about and experience all that Goochland County has to offer. So what exactly is 35-Mile Drive? If you look at a map of the county, you won’t find a road marked “35-Mile Drive.” 35-Mile Drive began as a series for the Goochland Courier in which writer Aynsley Fisher and photographer Wayne Dementi followed River Road

West from the county line at Henrico through Goochland to the town of Columbia- roughly, you guessed it, 35 miles. When the series concluded, they had sixteen installments and a newfound sense of discovery and wonder for the county they thought they knew so well. Consequently, the association was formed to promote the experiences, hospitality and destinations that make Goochland unique through special events and programs. In June 2010, the association launched their website www.35miledrive.com. Visit the site for information on the association, joining or becoming a sponsor, members (organizations, small businesses, individuals and sponsors,) special events, feature articles and a map. On Saturday, October 23, the 35-Mile Drive will host the first annual “Joyride.” The Joyride will feature several locations throughout Goochland, each stop a destination in itself. There will be activities, arts, animals, entertainment, food and refreshment for a day full of discovery, fun and beautiful fall scenery. So put your joy in drive… all 35 miles! The Goochland County Historical Society

The Goochland County Historical Society, located just east of the courthouse at 2875 River Road West, is a non-profit organization founded in 1968 for the purpose of preserving Goochland County’s heritage and tradition. Over the years, the Society has collected manuscripts, artifacts, genealogical, and architectural information about Goochland. These resources are available to the public at the Society’s Historical Center. The Center houses offices, a research library,

map and photograph collections and a museum shop. Society volunteers are available to welcome visitors to Goochland, assist researchers and answer mail and telephone inquiries concerning county history or genealogical research. The map collection features maps from 1820 to present with roads, churches, mills, and transportation depots. The photograph collection contains pictures of identified persons, events and building in Goochland. Additionally, the Historical Society maintains the Old Stone Jail located adjacent to the historic Goochland Courthouse.
