Filton part of council tax to rise by nearly 4.8%

Filton residents are facing a 4.8% rise in the precept in the coming year after central government ruled town councils would not be subject to capping restrictions. This means the average Band D household will be paying an extra £8.76 a year for the part of council tax which pays for town council services. Filton taxpayers pay the highest rate in South Glos due to the funding needed for the leisure centre. The increase comes after it was revealed the town council is facing pressures on its cash reserves to balance budgets and the precept increase will contribute to beginning he process of building up reserves again. An inspiration! Bill fights back after devastating loss of eyesight to take part in half-marathon By Rebecca Day Inspiring, determined and benevolent – these are just a few of the words which can be used to describe local man and town councillor Bill Moore. During an operation to remove a brain tumour last May, the 49-year-old lost his eyesight. It was the second time he had to undergo surgery, after doctors initially detected a growth – the size of a small grapefruit – eight years ago. But since then, the Filton councillor has ran in two half marathons, as well as participated in several bike rides, competed in a karate competition and carried out DIY work on his house. Bill, who works in IT support at the University of Bristol, ran in the Bath Half Marathon at the beginning of March, and was joined by three guide runners – work colleagues Caroline Jarrett and Caroline Bull, and Clara Markwick from Guide Dogs UK. He completed the 13-mile route in two hours and 15 minutes – seven minutes quicker than last year’s Bristol

Half Marathon, which he ran alongside six guides. “I like to set new personal bests,” Bill said. “I especially like taking on various challenges to raise money for charities – I get a real kick out of helping people, it makes me happy.” Running nine to 10 minute miles, Clara assisted Bill by holding a rope which guided him around the circuit, while his work colleagues ran in front, making way for him to run through the crowds. Clara also described the surroundings along the way, giving Bill a sense of place. “There was lots of weaving in and out, which was the most nerve-racking bit. Making sure that I didn’t trip was always at the forefront of my mind.” ‘Blind runner’ was written on Bill’s top, which provoked lots of cheering from the crowds. “It gave me a tremendous lift and spurred me on,” he added. “It was excellent.” Bill, who finished off the race with a sprint, raised over £1,000 for Guide Dogs UK. contribution to the charity will help towards shortening the waiting list for guide dogs. Bill is currently on the register, and hopes he will be assigned his very own dog in the near future. Besides raising money for Guide Dogs UK, he has also fundraised for CLIC Sargent – a charity supporting children and young people with cancer. The organisation holds a special place in Bill’s heart because at only nine months old, he was diagnosed with cancer. The disease left him substantially blind in his left eye, and affected the left side of his face. “I have had lots of trials and tribulations over the years, but it’s made me a much stronger person,” he explains. “I never take no for an answer.” Before undergoing the surgery last May, which caused the loss of sight in Bill’s right eye, the sports enthusiast had run in five London marathons, 12 half marathons and a few 10k races, raising money for charity. He thoroughly enjoyed cycling and even had his heart set on doing a triathlon. Since losing his vision, the Royal National Institute of Blind People (RNIB) has helped Bill continue his love for cycling, by taking him out on a number of tandem cycles across Bristol. Bill says that the RNIB has been a fantastic support and their counselling service helped him overcome his loss of eye sight.

They regularly suggest other activities he can get involved in, such as archery and yachting. “There’s just so much out there for us to do,” he explained. Bill is also a brown belt in karate and helps out occasionally with classes at Filton Community Centre. The day before the Bath Half Marathon, he came 4th place in a regional karate tournament, held in Birmingham. He also plans to compete in the World Cup karate tournament in Liverpool in July. On a local level, Bill has played an influential part in the Filton community. Two years ago, he helped to secure £5,000 to set up the community garden, which has since created a haven for people to enjoy and relax. Bill now plans to look into ways he can help children come to terms with losing their sight. He says that he is also considering running again for Filton Town Council. “Although I’m visually impaired, I can still take part in society – it’s not been as bleak as I thought it might be. I thought I’d be really isolated and introverted but it hasn’t been that way at all. “My family and friends have all pulled together, providing immense support, and without them, I’m not sure I would have got through it. It has been a bit of a revelation for me actually, and everyone’s support has restored my faith in humanity.”

Accountant Derek Kemp told the meeting that original projections were better than expected due to cost savings but the precept - after two years of no increases - would need to be at the 4.8% level. Councillor Mel Drewitt asked if the review of the council-owned Ratepayers had been carried out but chairman Rikki Teml said the bar was performing much better and was close to breaking even. A review of the Ratepayers will still be carried out in April by the council. “Residents might ask what they are getting for this extra precept.” Town clerk Lesley Reuben said there had been no staff job losses or redundancies during the process. Councillors voted 5 to 4 in favour of raising the precept with two abstentions. Councillor Brian Mead, who abstained, said he did so because he was no longer a Filton resident and he did not feel it was appropriate to vote either way. Councillors backing the rise were Brian Freeguard, Adam

Monk, Keith Briffett, Doug Daniels and Andy Chubb. Councillors Anne Kenyon, Keiran Hyde, Bill Moore and Mel Drewitt voted against. Council chairman Rikki Teml joined Cllr Mead in abstaining. The council budget was raised again at the February full council meeting. Resident Dave Mikkelson said that the council had saved £10,000 in December overtime payments but was fully functional and he questioned why such overtime rates are paid at other times.

... but South Glos payment is frozen for the fifth year running The council’s element of Council Tax in South Gloucestershire is to be frozen for a fifth consecutive year after three-party revenue budget proposals were agreed by full Council. A revenue budget of £184.3 million was set for 2015/16, with average council tax for a Band D property remaining unchanged at £1,245.20. The freeze in 2015/16, will be followed by a planned two per cent increase in 2016/17 and the years that follow. The council said it had been able to freeze council tax for a fifth year due to positive progress with its current savings programme, and a one per cent central government grant. In addition to the council tax freeze, the budget also includes details of the Council Savings Programme (CSP), which began in 2014/15, with the aim of

delivering an additional £36m of savings by 2019/20, which is addition to the £43m saved so far. This level of savings requires significant changes to services in the coming years as the role of the council evolves to meet anticipated reductions in its resources. The budget was finalised following extensive consultation with residents which included paper and online surveys and Area Forum exercises. Some 1,500 people responded to the consultation. The agreed budget includes arrangements that will allow existing Independent Living Fund recipients to continue to receive the same amount of funding until March 2016, to enable them to make any necessary personal arrangements to move to the new assessment method.

Resident John is voted onto council

Local resident John Beacham, right, has been voted onto the town council for the remaining term of the authority under the co-opt process. He replaces Councillor Ken Brock who was removed from the council for failure to attend meetings over a six-month period. Town clerk Lesley Reuben said the council had received two inquiries about the temporary position on the council but they had not been taken any further. Mr Beacham, a regular

attendee of council meetings as a member of the public, was voted onto the council with five councillors voting yes and two abstentions.

Pilates Exercise of the month – Bridging The Bridging exercise in Pilates is a great exercise to help get all parts of your spine moving well. A mobile spine can create a healthy spine and in turn that can improve your posture. Bridging also lengthens out your hip flexors and strengthens your hamstrings and glutes. • Lie on a mat on your back with your knees bent up, right, and feet on the floor and allow your pelvis to settle into a relaxed and comfortable position • Allow your pelvis to tilt towards your belly button and feel your lower back opening into the mat. Watch that you are aren’t using too much effort to do this or squeezing the glutes to do this. Feel a little bit of hold in your lower tummy muscles. • Peel your spine off the floor, right, until you are resting in between your shoulder blades. In this position you want to feel free and easy in the head, neck and shoulders. Feel you can reach your thighs through your knees to open out your hips and then notice the tone in the hamstrings and glutes. • Breathe out to lower your spine down onto the mat one vertebra at a time. Also feel that you can lengthen your spine along the mat To increase the challenge to the bridge you could raise the feet up on blocks or a step. Make sure the feet are fully on the blocks or step To increase the challenge at the top of the bridge you could take one leg off the floor without shifting your body weight or moving your pelvis.

Remembering Graham It was a sad occasion for me recently to attend the committal of a dear friend and colleague who had recently passed away, writes Doug Daniels. He was Graham Rawlings from Keynsham. Graham was an accomplished pianist whom I secured to back an American violinist for a recording session in Clifton. During a refreshment break I enquired if he played jazz as well as classics? He assured me he did. With myself on drums we tried out our partnership at his home with his dear wife as sole critic. “You need a bass player,” she remarked. Proceeding to the “Old Duke” in Bristol’s King Street we tempted Geoff Weldrake to join our trio. There began “Swingtette” with its “Melodies from your memories ... brought right up to date.” Through forwarding a copy to “Radio Bristol” it was featured on their one-time popular “Morning Shop” bringing

surprising results. Requests for copies of the CD came from a wide area ... even as far afield as Southampton. At Graham’s suggestion we contributed a substantial portion of the funds received to St Peter’s Hospice. There on the table at his son, Bryan’s home in Haycombe as we gathered at a reception was the photo of our trio, with Graham centre, from FiltonVoice (Nov 2013 Issue 26). Graham’s last words to me at his home in Keynsham were: “Keep up the good work, Doug ... it’s a very worthy cause!” relating, of course, to helping St Peter’s Hospice. That... I certainly will. ”Melodies from your memories.”.. will never fade away.”

Expansion plans for thriving school

A Filton primary school is beginning a construction project as they prepare to have their first two-class reception intake for several years. Shield Road Primary, which was rated ‘Good’ in 2013 by Ofsted, will see extra classroom capacity created along with a covered outdoor play area for the youngest children. And there will be further expansion next year with the 2016/17 reception class likely to be two--class entry. The school in Northville had two classes per year several years ago but falling numbers and the creation of the Bluebells Nursery limited the opportunities to grow. Now, after the positive Ofsted report, numbers are set to rise again. Head teacher Jim Mepham, pictured, said: “We applied to the local authority after our ‘Good’ Ofsted report and they said that

if we ‘breached’ the numbers for one class we would get an extra reception class. “The architects have been in and we will be getting an extra

class with all the facilities as well as the covered outdoor play area. “There will be a further expansion next year and this

could continue as we do have some spare capacity. The whole project opens up all sorts of possibilities with more families involved in our school.”

‘Community benefit’ could be key to sale of historic Conygre House by Rebecca Day South Gloucestershire Council has no intention to sell Conygre House for flats, Councillor Adam Monk has told Filtonvoice. He says that the council is working to identify a bidder who can afford to take on the property and redevelop it into a usable condition. Bidders that put forward plans to redevelop Conygre into a place of “community benefit” will be given preference, Mr Monk confirms. Concerns have been running high about the house’s future since a deal, which would have preserved the historic building, collapsed at the end of last year. Young people highlight housing issues Young people have raised concerns about housing issues with Filton and Bradley Stoke MP Jack Lopresti. The Conservatve MP visited Charles England House in Patchway, which provides specialist accommodation for young people and young families at risk of homelessness. The residents also receive support and training during their six-month stays, including CV writing, interview skills, budgeting and parenting. But often there is no accommodation available for them when their stay is over. Anita Cuddihy, manager of the Merlin Housing scheme, said: “We wanted to speak to Mr Lopresti because someone needs to be aware of the particular issues young people face. The housing crisis in the UK is much worse if you are under 25. “Nearly two thirds of our clients have been with us for

more than six months because there isn’t anywhere for them to go. Local authorities want the private sector to be part of the solution but they’ve not done the work to address their concerns about renting to people on housing benefit – especially young people. “This means that we can’t help other young people coming out of care or who can’t stay at home any more.” Mr Lopresti met several young residents, including young mum Kristie Price, 19, Laura Wood, 23, Jamil Abid, 17, and talked to them about their future aspirations.

Labour launches for West during

Labour’s Shadow Chancellor, Ed Balls, and Shadow Secretary of State for Work and Pensions, Rachel Reeves, launched Labour’s economic plan for the South West at Airbus in Filton. They were joined by the party’s prospective parliamentary candidate Ian Boulton. Mr Balls was given a tour of the factory where Airbus assembles the wings for the A400M military transport plane, before holding a Q&A with local businesses. Mr Boulton said: “It is always a pleasure to be able to bring visitors to Filton and Bradley Stoke to showcase the amazing work that is carried out here. Ed and Rachel took the time to meet with staff and managers at Airbus and were able to find out how Government could be supporting

one of our key employers to succeed in such a competitive global market. Ed also talked about plans to devolve powers and money to our region without forcing us to have a Mayor or a new enlarged authority that has been controversial in other parts of the country.” Mr Balls said: “If you want to know which transport schemes to back, what skills people need coming out of college and what small businesses need to grow you are much more likely to find out locally than someone behind a desk in Whitehall.” Ms Reeves praised Airbus specifically. She said: “This is a fantastic example of how the public and private sector can work together to create good quality jobs and help train the next generation.”

A former aerospace worker has been chosen by local Liberal Democrats to stand as their candidate in the Filton and Bradley Stoke constituency in the forthcoming elections. Winterbourne resident Pete Bruce has a background in science and engineering, working for a number of local firms including Airbus, and is now involved in voluntary groups. He has a particular interest in environmental sustainability and is already campaigning

for improved public transport links for people who live and work in this part of South Gloucestershire. Mr Bruce said: “I have my roots in the constituency area and love its diversity with much to celebrate and preserve in its green spaces, sympathetic architecture, communities and industry. “However, the global and local challenges we face will need new creative partnership solutions for the benefit of all.”

House closure follows complaints of persistent anti-social behaviour A house has been closed down in Filton after a series of complaints about anti-social behaviour despite some residents feeling too intimidated to take action sooner. North Avon Magistrates Court granted South Gloucestershire Council the closure order on the property in Charles Road. Following a number of complaints about the behaviour of occupants the council applied to North Avon Magistrates Court for a premise closure notice. The court granted a premise closure order last month and this came into effect immediately with the house remaining closed for three months. The occupants have since moved to a house outside the Filton area. The property was privately rented from a landlord since 2008 by Michael and Jayne Meredith with three of their children aged 14, 17 and 18. Filtonvoice understands Mr Meredith himself did not cause the anti-social behaviour. Residents in Charles Road and Hunters Way complained to Avon & Somerset Constabulary and teh South Glos AntiSocial Behaviour team about nuisance and ASB associated with the family and visitors to the property which started to escalate between September and November last year. The council said that during initial investigations and door to door enquiries made by partner agencies, most residents felt too intimidated or frightened to

Our officers and police have worked closely together to encourage people to report incidents which included: • A large group of youths gathering in and outside the property • Verbal and homophobic abuse towards other residents • Criminal damage including smashing residents’ windows • Riding motorised scooters aggressively at other road users and not wearing helmets. The Anti-social Behaviour, Crime and Policing Act 2014 introduced the Community Trigger, a new measure designed to give victims and communities a greater say in the way in which their ASB complaints are dealt with. One resident made an

application to activate the Community Trigger on behalf of a group – the first time the legislation has been used in South Gloucestershire – and a review was carried out which found increased levels of ASB were having an adverse impact on the lives of victims and the community. Cllr Claire Young, Chair of Communities Committee, said: “Taking action to have a property closed and the tenants removed is very much seen as a last resort by this authority and our partners in the police. However, we feel that this was a necessary step given the amount of antisocial behaviour taking place at this address which was having a detrimental effect on victims and the wider community. “We hope that this case

sends a clear message to perpetrators that this kind of sustained, anti-social behaviour will not be tolerated in South Gloucestershire. “Securing the Premise Closure Order forms part of a wider action plan to provide a more long-term, sustainable outcome for residents in this part of Filton. We would like to thank everyone for their cooperation throughout this difficult time. “We are now in the process of securing the property and we are currently liaising with the landlord to bring the property back into use at a later date.” Neighbourhood Inspector Adrian Fallows from Avon & Somerset Constabulary added: “The use of a closure order is very much a last resort, but was necessary in this case. This new legislation has given us an opportunity to resolve, with our partners, a long standing antisocial behaviour issue which has had an adverse effect on the lives and well-being of local residents. “It also demonstrates that working closely with all the partners involved, and with the support of the community, that we can tackle these important issues and improve people’s quality of life.” To help protect victims and communities from ASB, local authorities and police have powers to act quickly to close premises which are being used to commit nuisance and disorder.* These powers are usually used as a last resort.

Passion Play to tell Easter story

The Filton Passion Play next month will bring together actors and singers from St Peter’s Parish Church, St Teresa’s Catholic Church and St Andrew’s Methodist Church. Churches Together will perform The Day They Killed The Son of God in St Andrew’s Hall, Elm Park, Filton at noon on Good Friday, April 3, recounting the incidents leading up to the crucifixion of Jesus Christ. It is a play in five scenes, interspersed with songs, and it views the action from the point of view of the women from Jesus’ entourage as well as the main action of the trials of Jesus. The play will last under an hour and entry is free. Refreshments will be provided afterwards. Cast members are drawn from the three churches of St Peter’s,

St Andrew’s and St Teresa’s, with Frank Morrissey playing Jesus, Steve Talbot as Pilate, Beth Davidge as Herod, Allan Nicholas as Caiaphas, Pat Phillips as Mary Magdalene, Jenny Connor as Mary, the mother of Jesus, and Jo Freeth as Peter, the disciple. The total cast is 14, with a similar number in the choir. Director Andrew Dixon said: “Meg Harper’s The Day They Killed The Son of God provides an exciting opportunity to present the Good Friday story in word and song, bringing the word to life visually and dramatically. “We are invited to imagine what it was like for the women who never abandoned Jesus through his darkest hours, and then sit at the foot of the cross as his life ebbs away.”

Club’s celebration goes supersonic

Young footballers marked their club’s 40th anniversary with a visit to an icon of Filton’s heritage. Members of St Vallier AFC, including players from the under-6s to the under-14s, got to climb onboard Concorde at Airbus’s Filton site on February 27. The date in 1974 not only saw the launch of the club but also the first flight of British Airways’ flagship Concorde G-BOAC, which the club decided would make the visit a fitting way to mark the occasion. The trip was supported by the Bristol Aero Trust and Airbus and visitors of all ages got the chance to have their photo taken in the cockpit. The players are pictured right with club chairman Ray Edwards, U9 manager Paul Holbrook and u11 manager Glenn Haynes.

Dare to flare We all know that there are no “new trends”, rather just updated versions of the ones we’ve seen before, and spring 2015 is seeing the Seventies flare well and truly staying alive. For those devoted to the skinny, say goodbye and c’est chic to the haute hippie, bellbottomed jean, which is undoubtedly the shape of the season. Fear not, it’s not a requirement to pair the flare with metallic platforms or a suedefringed jacket, but instead with a lace bralet, elongated tunic or

merely a structured cropped tee to avoid looking like a member of a Jackson 5 tribute band. Bus scheme will not lead to fewer cars I was not surprised to read about another “Major Milestone” decision by the Tories, Labour & Liberals of South Gloucestershire Council where a £110M package has been agreed to serve the thousands of houses proposed to be built on Filton Airfield. We are told that this development and new package will bring new jobs and community facilities, not to mention the New Metro Bus Scheme, where sections of green spaces and private land will be hijacked to force a rapid bus transport link through communities into Bristol to help elevate the pressure on our already congested road networks and entice the new residents of the airfield onto the buses rejected by Germany. For those who have forgotten, which predominately seem to be councillors and council planners, towns such as Bradley Stoke were designed for the commuter and designed for easy motor access to major roads and motorways. There are already a number of private bus companies operating, running services to the centre of Bristol and beyond, many of which are also financially supported by local authorities. I would very much like to see better investment into these

existing services, along with council’s spending money to improve existing roads, which in many places, have surfaces akin to back lanes. Filton, Stoke Gifford/Little Stoke and Patchway are good examples of this. I will happily eat all of the largest bus operators’ timetables in five years’ time, if the

councillors, who have forced these council officers’ schemes on the general public, can prove to me that the new bus scheme will be fully utilised and everybody has dumped their cars for the bus. It simply won’t happen and again, YOUR elected representatives are set to waste YOUR taxes on a scheme which

will fail and is only being offered up as deranged sweetener for the thousands of houses we must suffer in a bid to increase council tax coffers. The building of houses will bring short term employment to companies who won’t even know who they are employing by the time contracts have been subbed out 50 times and the promised enterprise area will most probably consist of a centralised fire station and a Tesco Express. Although a Fire Station is an important part of any community, it doesn’t constitute enterprise and new employment. It constitutes a public service and shouldn’t occupy designated enterprise land. This development has been badly conceived and ill thought through, with a phoney public consultation and concerted effort by the local authority to ensure it happens. The current MP for Filton & Bradley Stoke has badly let the area down by his stance on the airfield closure, along with his whipped councillor minions. This will bring irreversible change to our area which will undoubtedly affect our future and more importantly, our children’s futures. I hope the people who have made these decisions can live with the fact they played their part in destroying communities. I look forward to May where these individuals will pay the electoral price for making decisions to serve their own interests as opposed to the people they are elected to represent. Walking dog is no longer a pleasure

there is no excuse - is it really that difficult to take a bag with you when you walk the dog? I have used these playing fields to walk my dog for the past eight years and see it as a bonus to be able to let my dog have a run off the lead. I am sure all dog walkers feel the same. Dog walking should be a pleasurable experience for both dog owners and their dogs. Unfortunately, in recent months there have been increasing problems with dogs and irresponsible owners using the Elm Park playing fields. Some owners think it is acceptable to allow a large dog to charge at speed into a smaller dog with the excuse that their dog only wants to play - have they ever stopped to think that not all dogs want to play and this is how major altercations start? A dog owner said to me recently that “it’s what dogs do” - as much as we all love our dogs and think we understand them, we don’t know how they interpret the behaviour of other dogs especially if a larger dog runs towards them aggressively at speed and starts circling them so they can’t get out of the way. I have also noticed a lot of dog excrement on the field for which

Basketball tournament fun for Year 5s Last month, Charborough Rd, Filton Hill and St Michael’s Primaries Year 5s took part in a basketball tournament at Abbeywood School. This capped off two terms worth of basketball which had been delivered by Mr Doyle in each primary school. The level of skill on show throughout all three primaries was unbelievable, especially considering some of the pupils were only introduced to the sport

a few months ago. There were some really close games with each school winning matches. The winner of the whole tournament was Charborough Rd, who have recently joined the Olympus Academy Trust alongside Abbeywood, who ended up with an incredible 132 points scored throughout the games. The prize was a free ticket for all the team members and a number of staff and parents to attend a Bristol Flyers game. We all had fun watching the Flyers beat Leeds Force comfortably and the pupils even got to go on court at half time to have a shoot out. Well done to all the primaries for taking part!

BTE Academy

Rugby legend visits Students from the BTE Academy in Filton benefitted from a motivational session with Gareth Thomas, retired Welsh Professional Rugby Player. Gareth made an impact on the Year 11 students with a leadership presentation that described how he became Captain of Wales and the Lions. Gareth spoke about his career and how he adapted to leadership roles, sharing his story helped students open up and join in. Students were asked to define

leadership and qualities required and how these aid them become leaders, they then created a slogan to define leadership. Working as individuals, with partners and in groups really helped the students understand what they were learning and how they can apply it in everyday life. Gareth then held a training session with the Year 11 boys’ rugby team and coach and teacher Mark Gabey (ex-pro rugby player). This is the first of a series of sessions with students from the BTE Academy.

World Book Day Shield Road Primary School went all out to celebrate World Book Day. All the children and staff came to school dressed up as their favourite book characters. We had a whole wealth of different characters such as Willy Wonka, Gangsta Granny, Soldiers, Princesses, Pirates, Minions, Minecraft characters

and many, many more. All the teachers joined in the fun too and really got into the spirit of the day. They came in as characters such as Where’s Wally, Pocahontas and Alice in Wonderland. The whole of the reception team came in dressed as the characters from The Red Riding Hood (Red Riding Hood, The Wolf, Grandma and the Woodsman). Good reading skills are

such a vital part of every child’s education and one of the fundamental building blocks that will help students on the road to success and aiding them in achieving their full potential. At Shield Road Primary, we relish every opportunity to encourage the children to read not just books, but magazines and comics and we especially enjoy getting to show the children how much fun they can have with books. Some children associate reading with hard work or boring stories, that’s why introducing them to such a wide variety of reading materials will hopefully give the children a love of reading that will stay with them throughout their life. The children were set a home competition to change a potato into a book character – it was a huge

success with many children and staff taking part.

Air Ambulance set to leave Filton The Filton airfield-based air ambulance and police helicopter are set to move to Almondsbury. It is understood the new base will be near the M4/M5 junction, with a new building being constructed and tarmac for landing. The Great Western Air Ambulance Charity and National Police Air Service have been seeking a new base for several months. The move comes because of lack of space on the Filton Airfield site which is being developed for thousands of new homes as well as employment areas. The development is part of a wider plan called the Cribbs/ Patchway Neighbourhood which will see nearly 6,000 homes in the huge tract of land north of the city. John Christensen, chief executive of the Great Western Air Ambulance Charity, said: “Not only would the new site give us a better base to operate from but it would also give us and the local community the confidence that our service will continue uninterrupted. Also, it is only a short distance from where we are now, so response times would remain the same.” Meanwhile it has been confirmed Great Western Air Ambulance Charity is one of several air ambulance charities in the UK set to benefit from a £5 million fund from Libor fines. The charity is to receive £250,000 from the fund, which will help to ensure the vital lifesaving work we carry out continues. As well as this the Chancellor, George Osborne, pledged

£1million to GWAAC to help fund the helicopter. Representatives from the air ambulance charities visited Number 11 with a number of MPs to outline to the Chancellor how the money would help. Mr Christensen said: “It was great to meet up with MPs Jack Lopresti, Charlotte Leslie and Chris Skidmore, who have been instrumental in helping us get this funding from the chancellor. “I was delighted to be able to tell the Chancellor how important this funding is to us, and how it will help us continue to provide this vital, lifesaving service.” The £5million funding was confirmed at a meeting between Mr Osborne and the National Association of Air Ambulances, whose charity will distribute the money among the 20 local air ambulance charities set to benefit. The funding of £1million to GWAAC was announced in December. Mr Osborne said: “From enabling the Air Ambulance services to extend their flying hours, to helping build brand new specialist headquarters, this funding will play a vital role on helping to save hundreds of lives every year. It is absolutely right that we use funds from those who demonstrated the worst values to reward those who demonstrate the best.” The Great Western Air Ambulance charity relies entirely on donations to keep running. It costs £1.75million a year to run and attends an average four incidents a day. One third of them are heart attacks.

Six-year-old Stella inspires Jo’s marathon run for charity

Now, mum-of-three Jo wants to give something back – and she plans to do so by running 26 miles. “Jessie May have been fantastic – we have totally been able to trust in their nurses and they have practically become a part of the family,” she said. The nurses visit for three hours, twice a month, allowing the Snow family some respite. Stella is able to take part in activities such as messy play, painting, games and making music. Jo, 41, was inspired to take part in the challenge after watching her friend complete last year’s London Marathon.

Jo Snow’s little girl Stella, six, was diagnosed with a rare condition called polymicrogyria – a developmental malformation of the brain – when she was born. Cerebral palsy, epilepsy, severe developmental delays and visual impairment have been the results of her condition. Stella has been supported by the Jessie May Trust, a hospice at home which works with children with life-limiting illnesses.

“I just had a crazy moment – I came home and thought, ‘I want to do a marathon’,” said Jo. “I also met a lovely lady on the train home that day and she had been running for her twins who were in intensive care. I felt really inspired.” Apart from “randomly going on jogs” in her 20s, Jo has never taken part in a running event before. “I’ve just thrown myself in at the deep end,” she explained. “I’ve had loads of mixed responses – people saying I’m mad, and others saying ‘Good on you’.” Jo is now sticking to a strict training programme, and has been assigned a personal trainer by Jessie May.

She says that her husband Brad has been a great support, looking after the children – Lexi, four, and Felix, one – while she goes out for runs. Jo has a target of £1,500 to reach, and has so far raised over £900. She plans to complete the race in under five hours. “My motivation is Stella. Groups unite for local woodlands Volunteers from two groups have teamed up to develop and protect two areas of local woodland. Sims Hill Community Woodland Committee and the Splatts Abbey Wood Group have also recruited a number of student volunteers from the University of the West of England – who have formed UWE GreenSpace – to join their projects. Both groups aim to improve access to the woodlands and to improve their biodiversity and environmental quality. David Bell, chairman of the Splatts Abbey Wood Group, said: “We are delighted to be working with our sister woodland Sims Hill and to be increasing our involvement with the wider community, too. The UWE GreenSpace project has been quite inspirational, with dedicated, hard-working

students helping to contribute to their local environment and community. When I first raised doing this with the UWE Volunteering Department last year I had no idea it would blossom into such a great project.” Dom Driver, chair of Sims Hill Community Woodland Committee, said: “We all love trees so it is great to be walking the walk again and looking after a local wood especially alongside Splatts Abbey Wood group and the students from UWE.” Splatts Abbey Wood is between the MoD and UWE, while Sims Hill runs around the edge of the Bristol Business Park, opposite UWE. Pupils go extra miles for cause by Rebecca Day Four local schoolchildren will experience walking in the shoes of young women living in poverty in some of the world’s poorest countries this month. Between them they will be walking 10,000 steps a day – the equivalent of five miles – for five days, which is the same distance that some young girls have to walk to collect water for their families in developing countries. The team – made up of Abbeywood School pupils Lilly-Mae Mallaney, 11, Safia Taplin and Kia Brown, both 12, and Charborough Road Primary School pupil Ian Taplin, 11 – has been set up in response to Care International UK’s new campaign Walk In Her Shoes, which ties in with International Women’s Day.

The youngsters aim to raise £100 each for the charity, which works with vulnerable people in some of the world’s poorest countries. Lilly-Mae’s mum, Tracy, said: “It’s a good way for the kids to realise what it’s like to walk that distance every day. “They’re feeling really motivated about it.” The children have been equipped with T-shirts and pedometers, and will start their challenge on March 23. They will record the total of steps between them at the end of each day. The sponsored event ends on March 28. It is the first year that Care International UK has run this challenge, and the charity is hoping to get as many schoolchildren involved as possible.

It seems only a short time ago that Windows 8 was released, and the reaction has been mixed, to say the least. Amazingly it was two and a half years ago that it was launched! Microsoft tried to make an operating system that would work on all devices such as tablets, PCs, laptops and phones in the same way. This year it is to be replaced with Windows 10. Where is Windows 9, you ask. There are many theories. Microsoft says it felt it was very different to Windows 8 so wanted to change the name significantly.

Hundreds of scam victims have been identified in South Gloucestershire and are currently being contacted by Trading Standards officers, who are offering them advice and support. The National Trading Standards Scams Team has obtained a copy of the mailing lists used by scammers to target victims with mail scams such as bogus lotteries, fake prize draws, investment opportunities and clairvoyant letters. Almost 300 addresses have been identified in South Gloucestershire. Officers believe one resident has lost more than £100,000 over a 14-year period to fake prize draw letters. Communities committee chair Councillor Claire Young said: “People of all backgrounds can fall victim to postal, telephone, doorstep

Police appeal to victims of bike path sex assaults Police are appealing for any women who may have been sexually assaulted by a man on a bike in Filton to contact them. Officers have revealed there have been a number of incidents on the cycle path near the MoD at Abbey Wood where a cyclist has ridden up to women pedestrians and slapped their bottoms. Two incidents have been reported to police but they believe there may be more that have gone unreported. The first offence was at 8.20am on Wednesday, January 26, as a 29-year-old woman walked from the Cheswick housing estate towards the Abbey Wood retail park. The second was on Wednesday, February 18, at 5.50pm when a 24-year-old woman was walking from the

retail park direction towards the housing estate. There was a third offence in the same area on Friday, February 20, at 6pm – a witness reported it to police but a victim has not yet been traced. Police are investigating and

have carried out patrols on the cycle path. Anyone who may have seen anything, or who has been assaulted but not reported it, is asked to call 101, quoting crime reference number 9265/15.

Container for club gets the go-ahead Filton Town Council has agreed to allow St Vallier Football Club to purchase a storage container, which will be sited at Elm Park and shared with other groups. The club will purchase the container at a cost of £1,200£1,500 and will be asked to paint it to keep it in a presentable condition. There will be a review of the arrangement after 12 months. The decision follows a consultation among residents and groups which suggested respondents were in favour of having a container.

Hit show set for repeat and is on track for more success in 2015 Talent and traders are being sought for the second South Gloucestershire Show after the success of the inaugural event last summer. Inquiries from exhibitors are already being made for the show on August 1 and 2, which is set to bring in some 20,000 visitors over two days. Event manager Darren Hawkins said the organising team was keen to have as many local businesses – both big and small – represented as possible. Local musicians, clubs, groups and societies are also welcome to showcase their talents, skills and work in the community. Among those exhibiting and putting on displays in the 2014 debut event were air cadets, karate and judo clubs and local churches.

The October issue of Filtonvoice included an article by Doug Daniels on the opening of the garden at SHE7 in Braemar Crescent. We thought you might like to know a little more about these buildings. In 1935, updated in 1937, the Government established the Ministry of Home Security. It issued instructions to all local authorities to establish Air Raid Precautions Committees. No 10 Area of the County of Gloucestershire covered the Sodbury Rural District Council (SRDC) area. Each town and parish in each area had its own Air Raid Precautions (ARP). Training to develop team work and task skills was an essential and crucial part of ARP for those who volunteered.

The ARP establishment in Filton From 1939, the main Filton ARP site was in Braemar Crescent, operating 24 hours a day. This included a decontamination centre to deal with gas attacks, a reporting centre to organise the response to a raid, a rescue centre and an auxiliary fire station. The ARP building was erected by Brittons Builders, on land they owned at the top of Braemar Crescent behind the Midland, later HSBC, bank. There are two long, narrow buildings. In the photo above left, the building on the left (now SHE7) with the aerials, was the base for the Filton ARP reporting centre, decontamination centre and rescue centre. A narrow walkway separates it from the remains of the Filton Auxiliary Fire Service building. Filton’s Auxilary Fire Service was initially issued with one fire engine. Later the firemen converted a lorry to a fire engine, giving them two engines. They were housed in the Nissen hut that from 1939 to 1947 stood in front of the fire service building. The reporting centre moved to a large house nearby on Gloucester Road North, enabling some of the volunteers who worked, or were at school, to get some sleep but still be available if an incident occurred. The reporting centre was the link by phone and radio between services in Filton,

Queen Mary visits the Filton across the Gloucestershire area and beyond. In 1939 the phone lines were overhead on very high poles and frequently failed in an incident. Few people had private phones at home, so teenage messengers, on their bikes, took written notes to ARP wardens’ posts and wherever else needed. De-contamination squad Fortunately there were no gas episodes in the war, but the squad, trained to deal with gas, was available and to help with other incidents. Rescue squad They used the Brittons Builders lorry to attend incidents. They were able to make bombed buildings safe, had the skills to extract people from damaged buildings and offer support to those affected. When the house was too badly damaged to be lived in, they took householders’ furniture away into storage. In addition to their own patch in Filton and other SRDC areas, they were one of the teams on call to assist during the heavy bombings on London, as well as assisting in Bristol when they had heavy bombing. ARP wardens’ posts There were ARP wardens’ and first aid posts at Charborough Road School, St Peter’s Church Hall and a post at Shield Road

From the Bristol Evening World “On February 23, 1940, Queen Mary visited the Filton Decontamination Centre and praised the work of the ARP voluntary helpers. Filton Decontamination Squad formed a guard of honour for the Queen during her visit. The Queen, accompanied by the Co-ordinating Officer of No 10 Area covering Sodbury Rural District Council, Mr LC St Leger Yeend, inspected the volunteers (above). Arthur Britton, co-ordinator of rescue and decontamination in Filton ARP, is on the Queen’s left. She spent ten minutes inspecting the centre behind its protective barricade of sandbags. Officials were introduced to the Queen and introduced to her the volunteers wearing heavy oilskins and steel helmets, who staffed the decontamination centre. She enquired whether they were paid for their services and when she was told it was entirely voluntary work she remarked, “How splendid.” Queen Mary showed keen interest in the rescue equipment. An expert explained the working of a 15-ton jack used for firefighting work. A beautiful bouquet of orchids was presented to the Queen by 12-year-old

Stella Pullen, daughter of one of the Decontamination Centre officials. Queen Mary’s visit was short, arriving at Braemar Crescent at 3.45, leaving at 4.10 for Charborough Road School First Aid Post, where at 4.15, Miss E M Bowen showed the Queen around.” In 1941 Miss Bowen was awarded the British Empire Medal (BEM) for her work as First Aid Commandant at Filton. Arthur Britton also received the BEM for work as Superintendent of Rescue and Decontamination Services, Filton and chair of the Civil Defence Committee at Sodbury Rural District Council. When the war ended in 1945 the ARP Centre was no longer required. Filton Library at Braemar Crescent The ARP Building was acquired by Gloucestershire County Council, which opened it as a public library in 1949. Ten years later this library was too small and in August 1958 Gloucestershire County Council purchased the redundant Methodist Church on the A38 (now by Filton Roundabout) when St Andrew’s Methodist Church was built. The old Methodist Church became the library in about 1966.

The Nissen hut The Nissen hut that had housed the auxiliary fire engines was developed as a training ship for Filton’s Sea Cadets. At a later date the Training Ship Endurance Nissen Hut was moved to Horfield TA Barracks and was still there and used by cadets until about two years ago. Northville Post Office opened in the remaining part of the Auxiliary Fire Service building, closing some years ago. SHE 7 Dr Sinclair, the German doctor who came to Filton as a GP in the 1930s, was interred at the start of the war and quickly released following a very strong campaign by his Filton patients. Dr Sinclair was very interested in his elderly patients. In 1966 he established Self Help Enterprises 7, known as SHE7,

in the ARP building to provide a meeting place for older residents with a cooked lunch some days. For a number of years, SHE7 was to able provide smallscale assembly work for those interested. This work dried up but SHE7 continues to provide a meal two days a week, 48 years on.
