'Marvellous Darryl remembered by friends and family

Filton remembers the fallen in wars - P4&5

Friends, family and members of the Filton community and beyond gathered in large numbers to remember Darryl Collins. The former trade unionist, Chair of Filton Town Council and all-round community activist, died in October aged 76. He was also integral in setting up Filton's Men in Sheds group where local men gather to socialise, build, and share skills. His funeral service at Westerleigh Crematorium was led by Rev Lizzie Gregory of St Peter's in Filton. A common theme by all who spoke was Darryl's positivity, typified by his often-used refrain of 'marvellous' when presented with a new idea or something which would benefit local people! And there was no doubt that the sentiment at the funeral was that Darryl himself was a 'marvellous' man. A tribute was read by Darryl's Turn to Page 2

Student flats plan: Plans to convert the former Filton Central Garage on Gloucester Road North into student accommodation have been revised adding four studio flats and removing a ground floor 'commercial' area. This would raise the number of student bedrooms to 75. Residents have until November 30 to comment. More than 90 comments have been received, many expressing concerns about the 'overbearing' nature of the development and the impact on local residents. The developers say the accommodation is needed and it would reduce the need for Filton's Houses in Multiple Occupation (HMOs). 'Marvellous' by Dayle Collins In memory of our Dad, a man so proud, Whose favourite word rang clear and loud, Marvellous, he'd always say, No matter the topic of the day. "How are you, Dad?" I'd inquire, "Marvellous," his response, never to tire. Rugby matches, weather in Bristol’s domain, All met with his unwavering refrain. Even on the day, just before he passed, By his bedside I sat, with the question asked, "How are you feeling, my lovely, my dear?" "Marvellous," he whispered, without a tear. Proud was he, in every way, Though he seldom had the words to convey, The pride in his work, engineer's renown, A legacy crafted, firmly bound. As a young boy, I recall with delight, The day I visited his workplace in full sight, Colleagues, workbenches, measuring machine grand, Etched in my memory, a cherished strand. A member of Labour, unions, he stood, Advocating tirelessly, for what he understood, A special place he held, for those who toil, "Them that bang the nails in," his allies loyal. Filton, his home, his council roles dear, Our Dad, the Councillor, the Mayor sincere, Skate parks, pump tracks, housing, and more, Passion-filled conversations, never a bore. And then there were the "Men in Sheds," A source of pride, bringing joy widespread, The library box for the community garden's pleasure, Unfinished, perhaps, but the camaraderie was the treasure.

But today, I’m here, not to recount, Our stories, though they undoubtedly amount, I’m here to express gratitude, sincere, To all who supported, far and near. With those still by our side, standing strong, And memories cherished of those now gone, To family and friends, both present and past, Whose love and support, forever will last, To the engineers and managers by his side, Who shared his journey with unwavering stride. To the unionists, socialists, activists bold, Who fought alongside him, their stories told, To the councillors, clerks, chairs, and co-chairs, Dreaming of skate parks and playground affairs. To the men in their sheds, their bond so grand, Bringing joy to his life, hand in hand, and To all who knew our dad, those gathered here, Your presence made his life, that was clear. So, thank you one and all, for being there, For sharing the laughs, the love, and the care, In your presence, his life found its course, Marvellous — his lasting force.

'Marvellous' Darryl remembered by friends and family From Page 1 successor as Chair on Filton Town Council, Cllr Tom Mewies, which reflected his many years of community service. Tom said: "Darryl liked nothing more than championing his community, and as a result he was well respected by all sides of the political spectrum, and perhaps more importantly by his constituents. "He would always ensure that the wellbeing of Filton residents was at the heart of our decision making, and that we all remembered that the purpose of our tenure on the council was to serve the community." You can read the full tribute on Page 13. While Darryl's passing has left a huge gap in Filton life, his funeral was not a sad occasion and everyone smiled listening to the funny and also moving poem written by Darryl's son Dayle, which you can read, left. Dayle and Darryl's daughter Lheanna have expressed their thanks to the Filton community for their kind words in recent weeks. Darryl with Dayle, left, and Lheanna, right

Filton people gather at Community Garden to remember fallen in wars by Jolie Clarke People from Filton gathered on Remembrance Saturday to commemorate those who served in our nation’s defence in the World Wars and other conflicts. The Filton Community Garden, built by local residents in Elm Park, displayed a sense of community when around 40 people came together to observe the yearly service put on by the garden committee. Even the sun shined for them on the day. The ceremony started with the Ode of Remembrance recited by local veteran Bill Knight. This was followed by The Last Post, played by a Trinity Academy student. Those watching then contributed to the service with a two-minute silence, ended by a few more words from Mr Knight.

It was truly an event for all ages, old and young, as three poppy wreaths were placed on the memorial painted by Charborough Road School pupils: the first by Mr Knight; the second placed by some of the students of Shield Road Primary School; and the third placed by Tom Mewies, the Chair of Filton Town Council. The ceremony concluded with everyone placing a knitted poppy on the memorial, with a final thanks to those who attended. Helen Johnson, chair of the Community Garden, said: “Remembrance in the garden is always a special time in our year, bringing together people from all corners of the community to our very own haven of peace, to reflect on those who have given their lives in time of conflict.”

Government 'like King Canute' over bin collections by BBC LDRS team for Filtonvoice A council leader accused the Government of acting like King Canute trying to hold back the tide on recycling as a fresh row broke out over plans to reduce black bin collections in South Gloucestershire. The local authority is asking residents in Filton and beyond whether bin day for general waste should be cut from fortnightly to every three or even four weeks. It says black bin rubbish is reducing as recycling rates rise, so it is not necessary to collect waste as regularly, while less frequent rounds would also save the organisation money amid dwindling budgets. But, as reported earlier this month, the Department for Environment, Food & Rural Affairs (Defra) has announced it intends to order councils to collect waste no fewer than every other week, jeopardising the whole idea.

Opposition Conservative councillors have now criticised the Liberal Democrat/Labour administration for putting out proposals for the future of its waste service that “financially rely heavily” on reduced black bin collections when it knew all along there was a danger that could be scuppered by the Government. South Gloucestershire Council has said no decision has yet been made and it will consider residents’ feedback from the current public consultation, which runs until January 7, as well as any changes to legal requirements from Whitehall when it comes to any possible changes next year. Opposition Cllr Rachael Hunt (Conservative, Emersons Green) told a cabinet meeting: “The Government’s recent announcement about developing consistency with fortnightly black bin collections across the country has not been an

unexpected development. This has been a risk noted at all stages in our process. “The new administration has chosen to put out proposals in recent months which financially rely heavily on cutting back bin collections to three- or fourweekly to succeed.” Cabinet member for climate and nature emergency Cllr Louise Harris (Lib Dem, Dodington) replied: “Your previous administration actually submitted the original plans that talked about changing the bin collection from two-weekly to three-weekly or even four-weekly as quite a lot of authorities do.” Council co-leader and cabinet member for education, skills, employment and business Cllr Ian Boulton (Labour, Staple Hill & Mangotsfield) told Cllr Hunt: “The one thing that is becoming very clear is the amount of waste that is recyclable is increasing and the amount of waste that is being recycled is also increasing,

so it’s interesting hearing from the Government that they want to go against the current trend. “It’s almost King Canuteesque that they want to go against the current trend where more and more waste is recyclable, so it will be interesting to see how the Government squares this with its own climate emergency endeavours.” When it made the announcement last month, Defra said: “The plans will help ensure that households benefit from frequent rubbish and recycling collections wherever they live across England, with the new weekly food waste collections and the proposal to include in guidance an expectation that residual rubbish is collected at least fortnightly, helping avoid long waits for smelly waste to be removed. Government will also work with local authorities to assess the collection of residual waste more frequently.”

Waste Less, Recycle More… tell us what you think Recycling is environmentally and financially the best option for your household waste and for the planet. South Gloucestershire Council is proposing some changes to waste and recycling services over the next few years to:  Help you recycle more;  Reduce the carbon footprint of waste in South Gloucestershire, and  Reduce our costs, so that our funding covers the cost of delivering the service.

First, we want to introduce weekly household collections of flexible plastics and improve recycling information so it’s easier to understand what you should be recycling from home. Once everyone can recycle more from home, we then want to look at how often black bins are collected. These changes together will cut carbon emissions from our waste by between 3,000 and 4,000 CO2e a year – that’s equivalent to taking 668 to 890 petrol driven cars off the road a year.

Ring Road litter louts face £100 fine Litter louts who discard rubbish from their vehicles on the A4174 Ring Road in Filton and in other South Glos locations are facing a £100 fine if they are caught. South Gloucestershire Council has stepped up its fight against littering with the launch of a new initiative targeting those who throw their litter from vehicles. And residents are being encouraged to report incidents using their dashcam footage. The council’s Street Enforcement service has been extended to include this new area of action, using the Littering from Vehicles (outside London) Regulations which authorises local authorities to carry out enforcement against the registered keepers of vehicles from which litter is thrown or ejected. The council is able to deal with these offences by issuing

This driver was fined £75 by South Glos Council for throwing litter onto the grass verge onto the Ring Road near UWE

Penalty Charge Notices (PCNs) which carry a fine of £100, with a reduced rate for payment within the first 10 days of £50. Evidence will be accepted in the form of dashcam footage, CCTV or mobile phone footage, along with professional witness accounts from the police or council officers. Where an offence is identified the council will send a ‘Notice to Owner’ advising the vehicle’s registered

keeper where and when the offence was committed along with the PCN. The introduction of this initiative will support existing council priorities such as reducing litter on the A4174 Ring Road, Operation Tiedown (waste falling from commercial vehicles) and enhances the powers open to the existing Street Enforcement officers. Anyone with dashcam, CCTV

or mobile phone footage of a littering from vehicles offence can report it to the council via www.southglos.gov.uk/reportit Councillor Leigh Ingham, cabinet member responsible for environmental enforcement at South Gloucestershire Council, said: “We’re really pleased to increase our ability to tackle littering in the area by introducing this initiative. “We’re working hard to keep our local roads and streets clean and take littering offences very seriously. Throwing litter from a car is completely unacceptable, whether it’s moving or not. It makes roadsides look awful. “I encourage anyone that has video footage of someone littering from a vehicle to send it in to us for investigation.” A recent cleanup of the Ring Road cost council tax payers £70,000 and five tonnes of waste was collected.

Wonderful Window artwork lights up Filton streets Once again the Filton Wonderful Windows Arts Trail took place 10-13th November and saw more than 50 windows beautifully decorated to light up spirits in Filton. This was the 4th year of the trail and the lantern parade organised by Filton Community Garden was a fabulous new start to the trail weekend this year! Hot chocolate at the community garden during the lantern parade served by local business the Booze Box made for a warming treat. This, together with nine other Refreshment Stops during the trail, saw local residents volunteer to put on hot chocolates and sweet treats for trail visitors to raise money for

the North Bristol & South Glos Foodbank. Some lovely hosts also baked cakes! The total is still being calculated but we’re at around £200 already! We were really pleased that two local schools and the Filton Library got involved this year with some fab displays, and the sponsorship support from Graham at local business gotoIT and funding from local councillors Adam Monk and Alex Doyle was much appreciated and enabled the trail and workshops to take place. We’re just working out the Windows trail dates for next year - our 5th year - it will either start 8th or 15th November; look out for more details soon! Debbie Teml

Filton Town Council At the recent funeral of former town council chair Darryl Collins, his successor in the role, Cllr Tom Mewies, delivered the following tribute

"

It is a privilege to represent Filton Town Council in giving this reflection on the life of our late colleague Darryl and the work he did for his community, and to express the sympathies of the council and its members to his family and friends following Darryl's passing. Filton Town Council played a big part in Darryl’s life and he played a big part in the life of the council. He served Filton as a Councillor for more than 20 years, and for 10 of those years he was our Chair. Darryl liked nothing more than championing his community, and as a result he was well respected by all sides of the political spectrum, and perhaps more importantly by his constituents. He would always ensure that the wellbeing of Filton residents was at the heart of our decision making, and that we all remembered that the purpose of our tenure on the council was to serve the community. Darryl was a great support to his fellow councillors, both old and new. He always strove to ensure the council was a welcoming place to be, both for councillors and for Filton residents. He was energetic and hard-working, always looking for solutions to the problems and issues before the council. Darryl was a principled man but whatever the outcome of a debate he always ensured our discussions remained courteous and civil and was fond of ending meetings by

telling us ‘Don’t leave this room with anger in your heart’. He’d also be the first to offer to buy you a pint next time you saw him! I recently attended the annual remembrance service at St Peter’s Church in Filton, and I was struck by the number of people who approached me to express their sadness at losing Darryl, and who told me what Darryl had meant to them personally and what he had meant to the wider community. It was obvious that wherever Darryl went and wherever he was involved, he was quickly at the heart of the organisation, giving of himself for the benefit of others. He was over the years chair of Filton and Patchway Community Engagement Forum; vice chair of South Gloucestershire over 50s forum; secretary of Filton Men in Sheds; secretary of the Unite Retired Members Branch; a South Gloucestershire Health Champion; and a member of Filton Community Centre Management Committee and Filton Working Together Priority Neighbourhood. I would say that this demonstrates how committed Darryl was over the years to working for his community. Darryl will be very much missed by Filton Town Council and by its members. But much more than that he, and the work that he did, will be missed by the whole community. I think I speak for everyone when I say it was a privilege to know Darryl and, in fact, if I may coin another of his favourite phrases, that knowing him was MARVELLOUS!"

Filton MP Jack Lopresti

Bus services needed to get children to school on time

T

his month in Westminster, I met with Roads and Local Transport Minister Richard Holden MP to discuss how we can bring about a solution to the reduction of local bus services which many children rely on to get to school in our local area. Bus services such as the 458 and 936 have been cut completely by Mayor of the West of England Dan Norris, funds been funnelled into other areas such as £8 million on new offices for the West of England Combined Authority (WECA), and have not only led to local residents facing great difficulties getting from A to B, but also to parents struggling to get their children to school safely and on time. I am honoured to say that I was recently re-elected as Vice President of the Stoke Gifford

branch of the Royal British Legion. I attended this year’s Poppy Launch at Bristol Parkway station and I have spent many mornings with RBL volunteers collecting for this great charity. I was also able to attend and speak at the Royal British Legion Gala Dinner, help Staple Hill launch the 2023 Poppy Appeal, and buy the first poppy. I also had the pleasure of attending the Office for Veterans’ Affairs event in Parliament. I met with veterans and heard inspirational stories from recipients of the Prime Minister’s Points of Light Award. With policies such as the Veterans’ Railcard; and getting veterans ID cards so they can better access services and their

Way A Head

benefits, we can build a country which is the best place in the world to be a veteran. Promoting aerospace and defence jobs is a key priority and focus of mine. One part of this objective is to expand opportunities for young people through apprenticeship initiatives, in addition to protecting jobs working with national government support for these vital industries and continuing to press the government to increase defence spending. This October, I visited the Rolls-Royce factory after the news of global job in Patchway. We discussed the timings of any possible changes and consultation. I was grateful to receive a briefing on the Tempest jet fighter. I am confident the Patchway plant will continue to go from strength to strength. I am so proud of the people, businesses and organisations

in our local communities doing some amazing work. I attended the Mad Hatter’s Tea Party at Patchway Sports and Social Club to raise money for Bristol Creative Therapies C.I.C – a charity doing God’s work with children’s play therapy. I recently visited The Wave in Easter Compton. They have had a successful year. In addition to providing an excellent facility for locals and tourists alike, they are passionate about giving back to the community and are more than self-sufficient with green energy. They are aiming to be open and operating all through the winter this year – fantastic! l As always, should you need my help with anything, my office is open from Monday to Friday between 9am and 6pm. Please telephone me on 01454 617783 or email me at: jack.lopresti. mp@parliament.uk if I can be of assistance or to book a surgery.

How library changes could affect Filton Full details on how plans to change library services could affect Filton have been revealed. All the gear, a good idea. Ssangyong is another Far East car manufacturer looking to carve out a niche in the British motoring market. Has it got what it takes? Richard Drew found out. “Test drive your doubts away”. That’s the sales pitch from SsangYong, the South Korean car maker as it looks to promote its new range. They know that the car buying public is perhaps a bit suspicious of the little known badge and question its quality. SsangYong feels that once inside one of its cars, perceptions will change rapidly. On that basis, I was invited to spend a few days at the wheel of the Korando e-Motion, the all-electric version of their SUV. It’s changed a bit since the Korando first emerged 40 years ago as an open top jeep. It’s a big car, with a modern, aggressively styled front and a big boxy back end. But where you could argue it doesn’t stand out from the SUV crowd on the outside, it certainly does on the inside. The car is incredible value for

money, with the interior crammed full of features. The driver and passengers can enjoy a host of creature comforts. They include heated and cooled leather seats as well as a heated steering wheel. The dashboard is well set out with clear and stylish electronic displays as well as a plethora of controls on the steering wheel. The information touch screen has a good sat nav, a reversing camera and connectivity to Apple CarPlay and Android Auto. There

is an electronic handbrake and keyless entry. The power tailgate reveals a big, flexible two-tier boot, with plenty of space for a big family. Being an electric car, acceleration is rapid. The drive is smooth and comfortable, the handling is perfectly acceptable for a SUV. A lane departure warning system is included in this huge bundle of features. Of course, being an electric car, there is a discussion about range, and more specifically ‘real world

Winter water health check Don’t get caught out by the cold this winter – follow our top tips to stay warm and leak free. 1. Protect exposed pipes Wrap them up with lagging. If they freeze they could burst and leak. 2. Check your outdoor taps Look for drips (these can cause frozen pipes). Wrap them up too. 3. Find your stop tap You’ll be able to turn the water off quicker in an emergency.

4. Look after your boiler Check your boiler is serviced so it’s fighting fit to keep you warm all winter. 5. Going away? Don’t forget to keep your heating on low (min 14ºC), to help stop your pipes from freezing while you’re away.

range’. The Korando promises over 200 miles on a charge and it delivers. I picked up my model with 211 miles of charge, and it didn’t disappear around the first corner. SsangYong may face a battle to get people to test drive its cars, but once inside it will win them over. This car is incredible value, with such good equipment levels and a price that its competitors do not match. I drove the top of the range Ultimate model, which comes in at under £40,000 new. In fact Ssangyong are offering it at the moment for around £31,000, a £9,000 saving. And they are so confident of the build quality, the electric version of the car comes with a 7 year warranty. Korando is a contraction of ‘Korean Can Do’. On the face of this electric offering, they aren’t wrong. For more information, contact

n NEWS FROM THE METRO MAYOR

Support our independent shops this Christmas CHRISTMAS thoughts are undoubtedly turning to shopping: please buy local and support our fantastic independent shops this winter. We have a huge bounty of small, independent shops, selling everything from toys to plants and records to hampers. They’re the beating heart of the West’s communities, doing much to enrich our lives. But they’ve faced huge challenges - soaring energy bills, record inflation, and the cost-ofliving crisis. That’s created a perfect storm for many stores. It’s why I’ve been offering £15,000 green grants for pubs, cafes and others, so they can install more energy efficient equipment. I’m proud of this. Companies are cutting their bills and CO2 emissions by seven tonnes on average - great for their wallets and our precious planet. One group I met recently, who’ve started their Christmas shopping, are care leavers benefiting from a new West of England-wide free bus travel scheme I’ve just introduced. The youngsters joined me on board a WESTlink minibus and told me about how the scheme means they can better access work, get to appointments, enjoy more days out, and, yes,

grab bits and bobs for loved ones at the shops, too. I then went from a bright green WESTlink to a 41-tonne lorry! HGVs are crucial in the Christmas shopping story, ensuring festive goods in our stores. But we’ve all seen the impact of a regional and national shortage of drivers, in terms of empty supermarket shelves and prices being driven up, all adding to the ongoing cost-ofliving crisis. It’s why I created a scheme last year to recruit and train new HGV drivers. While it was not easy, I’m pleased to say we have recruited over 230 in 12 months. And, of course, Christmas is about spending time with loved ones, sometimes travelling across the West to do so. The good thing for those with December birthdays is they can do that by hopping on the buses – for FREE. So, if it’s your birthday coming up, please enjoy the festive season in style by getting your Birthday Bus pass - details at www.birthdaybus. co.uk. We’ve recently had a little taster of chilly weather, but I know for many, reports of ice and

snow don’t bring hope of snowman building! It’s why I’m once again running a ‘Keep Warm this Winter’ drive, as it is vital to stay above 17°C, especially if you’re ill, an older person, or have young children. Fuel costs are still frightening, so please check out the top tips at www.westofengland-ca.gov.uk/keepwarm. Finally, I know Christmas can also be a tough time for many people having to work over the holidays. Thank you to those who keep everything running while the rest of us relax and celebrate, for all that you do.

Horfield News

Residents and councillors ‘extremely disappointed’ in Bristol Rovers new stand saga by BBC LDRS staff for Filtonvoice Residents and councillors have said they were “extremely disappointed” in Bristol Rovers for failing to engage the local community about plans for a new stand. The football club was granted permission in November for a stand at the Memorial Stadium in Horfield. The new South Stand will have capacity for 3,414 fans, as well as providing better facilities for disabled people and a huge upgrade from the previous “tent” temporary stand. But locals living behind the Mem said the new stand would block daylight going into their homes. Councillors on the development control A committee at Bristol City Council voted to approve planning permission but criticised Rovers for how they treated local residents. The club began construction before getting permission, and initially did not consult neighbours. Speaking after the committee meeting, two local residents living on Alton Road, who asked not to include their surnames, cast doubt on daylight assessments which

claimed the stand would only have a “minor” impact on their homes. They said parking is another problem in the area. Jade said: “I’m furious. “It’s fine if people park legally but the majority of people, particularly around match day, don’t park legally.” Hannah added: “I can see the structure rather than the sky now, and that’s just completely changed the feel of the house. I’ve now lost evening sunlight in the garden. They’re all very personal aspects, and I understand it’s a community club, but they’re not acting like they care about the community.” All but one councillor on the committee voted to approve planning permission for the new stand. But they urged Rovers to apply for permission and consult residents sooner with future plans for expanding the stadium. The club said: “(We) acknowledge the views that engagement with the residents should have started earlier and has committed to this as a regular event moving forward.”

3 Snacking and tooth decay

ith the festive season upon us, it can be hard to resist all those extra sweet treats and drinks which can play havoc with our oral health. Sugar combines with plaque bacteria in our mouths to cause tooth decay, and high blood sugars can exacerbate gum disease. So, to keep your smile looking and feeling good over this festive season try the following tips: 1. Be aware of the sugar content in what you are consuming and try to group sugary foods and drinks together to reduce the number of times the teeth are coated in sugar. 2. Avoid eating or drinking within one hour of going to sleep when your teeth are more prone to tooth decay. 3. Keep up with your twice daily toothbrushing and once daily interdental cleaning. 4. Use toothpaste that contains fluoride (most do) and spit, don’t rinse after brushing 5. Avoid smoking. 6. Drink plenty of water and have a very Happy Christmas!
