Mark Your Calendar for Second Annual Watchemoket Square Day

This year’s Watchetmoket Square Day will be held on Saturday, October 13, 2012 from 9:00 am - 3:00pm. The activities will take place on and near Warren Avenue in East Providence. The free event is a celebration of East Providence’s past and present. Watchemoket Square began near Bold Point and was used by the Wampanoag Indians to cross the Seekonk River. Watchemoket is an Indian word meaning the proximity of the river and the tidal march… with the feel and smell of the area. In the early years of East Providence, which was then Rehoboth, Massachusetts, the site was the best place to cross the river. In 1793, John Brown of Providence built a bridge from Fox Point (Providence) to Bold Point. In 1885, an iron bridge was built which led to development in the area; including an inn followed by over one hundred businesses. By 1906, Watchemoket Square became the central business district of East Providence and covered approximately nine acres of land in the central section of the town. Information about Watchemoket Square’s history will be available at the event during the Walking History Tour hosted by the East Providence Historical Society. New this year, the event opens at 9:00 a.m. with a parade beginning at East Providence City Hall. It will feature cars en route to the Classic Car Show at Hot Rides, Inc. at 30 Veterans Memorial Parkway. There will be fun activities for kids and adults throughout the day. Plan to include breakfast or lunch at one of the local restaurants: Dee’s Place, The Watchemoket Tavern, The 133 Club and East Providence Yacht Club. The popular, annual church bazaar at St. Mary’s Episcopal Church, 81 Warren Avenue will also take place during the event. For more information, visit Square Facebook page.

The East Providence Historical Society News

The East Providence Historical Society returns to the Weaver Library Monday, September 24 for a reprise of its popular “Smithsonian Evening.” Eight EPHS members will choose their favorite artifact from the Hunt House museum and give a brief history and provenance of that object. Again, there will be a mystery item such as last year’s horse tethering block. The program is sponsored by the library and EPHS, and begins at 7pm. Refreshments will follow.

I am writing to express my strong support for James A. Briden who is a candidate for the Ward 1 City Council Seat in East Providence. Mr. Briden is an attorney and partner at the Law Firm of Blais Cunningham & Crowe Chester, LLP. Jim attended the Gordon School in East Providence and graduated from Moses Brown. He then went on to receive his B.A. in Economics from Boston College and law degree from the University of Arizona. Mr. Briden served as the East Providence City Solicitor/Attorney from 2008 through 2010. Jim’s general counsel background and, in particular, his experience in municipal law make him extraordinarily well qualified to serve as our city councilman. What will distinguish him is his ability to critically evaluate complex issues and to make very good decisions on our behalf. This will have significant and positive impact on our city. As a resident of Rumford, I have gotten to know Jim well through our neighborhood group’s sustained efforts to prevent the expansion of TLA Pond View. I was thinking about everything happening in local politics in the City. Reflecting on such, I’d like to share a perspective that subsequently came to mind. Less than a decade ago, “United We Stand” was as politically correct as correct could be, which was of course followed the tragic events of 9/11. At that time, we were all one. However, in somewhat short order “United We Stand” became “United We Stood”. And today the national divide between the two parties is probably as great as it’s ever been. But much more significant and actually appalling is what is going on locally. It’s no secret East Providence has a Democratic Party that is really two parties in one. The well-funded “Big Labor” side seems to see things only one way (furthering the cause of public labor and uniting public labor unions against taxpayers’ representatives). As such, it’s disheartening and shameful that months ago they dismissed any notion of backing popular incumbents Representative Helio Melo and Senator Daniel DaPonte, two highly regarded leaders of the State’s respective House and Senate Finance committees. While it’s now old news that Representative Melo’s challenger dropped out, it is unfortunate the party’s public war goes on with the well-financed, labor-backed attack on Senator DaPonte. This is shameful as the Honorable Senator worked closely with General Treasurer Gina Raimondo in sponsoring and supporting Pension Reform, which is expected to save the taxpayers of the State over $3 billion dollars. So with efforts almost exclusively based on “taking out” Senator DaPonte in Tuesday’s Democratic Primary, it would certainly be a continued on page 8...

wonderful message for the people of East Providence to stand together against the political machine of big labor. It’s an opportunity to not just support a documented reformer who’s for the taxpayer, but to show local Party leadership that it was a futile effort to mess with the best interest of the majority of its members, average citizens who are taxpayers that are not supporters of political machines whose intentions are to divide and conquer.

The Important Primary

The primary elections in the state of Rhode Island will be held on September 11, 2012 and because of the nature of Rhode Island politics, it may be the only opportunity that residents of East Providence have to cast their vote for the candidate of their choice. In far too many races there is no Republican or independent challenger so, in essence, the primary is the election. Even where there is a challenger, the odds of an independent candidate winning a general election contest in a two way race, in a presidential election year, in the bluest of blue states, are extremely low. For better or worse, the primary winners will be the ones most likely to represent you come next January. I would encourage all East Providence residents, both Democratic and unaffiliated voters, (it is too late for Republicans to disaffiliate) to be sure to study the issues, learn about the candidates, and cast their ballots on September 11. This may be the only opportunity you have to have your voice heard in this election cycle. Lies, Damn Lies, And Statistics Revisited

In the May 2012 East Providence Reporter (p. 14), former mayor Joe Larisa responded to the letter to the editor “Joe Larisa and the ‘Big Lie’” by Michael T. and Carmen Victoria HAMERLY that appeared in the April 2012 East Providence Reporter (pp. 6–8). Our exchanges with former mayor Joe Larisa are always interesting and sometimes informative. This time around we learned that our family name (i.e. [the abbreviation for the Latin id est, that translates as “that is to say” in this case], last name, patronymic, or surname) is not HAMERLY but “Victoria.” Victoria is Mrs. Hamerly’s second or middle name, not mine or her last name. I beg the reader’s indulgence for being redundant, but obviously former mayor Joe Larisa’s command of the English language is as deficient as his grasp of statistics.

Everyone’s property tax rate was raised inordinately in FY 2010. Whereas for FY 2009, the property tax rate was $15.43 per $1,000 of appraised value, for FY 2010 it was increased to $19.41 per $1,000 of appraised value. This constituted a 25.8 (not a 3.5) percent increase in the tax rate. This is the kicker, the magic bullet, and the smoking gun. In the case of Michael T. and Carmen Victoria HAMERLY, this means that whereas we paid $5206.08 in property taxes (excluding discounts) in FY 2009 for our house and lot appraised by the City of East Providence at $337,400, we paid $5576.49 in property taxes (excluding discounts) in FY 2010 for our house and lot reappraised by the City of East Providence at $287,300. In other words, we paid 7.1 percent more in absolute terms than we had the previous year on property worth 14.8 percent less ($50,100 less in terms

of dollars and cents). By the same token, this also means that we would have paid $6548.93 in property taxes in FY 2010 had the appraised value of our property remained the same as in FY 2009. Admittedly these figures can be somewhat confusing. Therefore, let me try to explain by way of a different example. Let us say, that in 2009, I earned $1,000 per week and was taxed by the federal government at the rate of 10 percent. Therefore, I would have paid $100 per week in income tax, assuming no applicable deductions. So far so good. Then a recession hits. My employer lowers my weekly wages to $750 per week. Previously I would have been taxed by the federal government at the rate of 6.5 percent and therefore would have paid only $48.50 per week in income tax, again assuming no applicable deductions. But now the government being in desperate need of increased, not just the same amount, of funding, decides to raise the rate at which I am being taxed to 13.8 percent so that it continues to receive not just $100 per week from me in income tax but 3.5 percent more or $103.50. The economy improves. Therefore, my employer restores my weekly wages to $1,000 (an unlikely scenario). The government is delighted, of course, because now it can take at least $138 per week from me in income taxes, if not more. And also because the government, good, bad or indifferent — take your choice — can also and, again of course, will take credit for the improvement in the economy. Is this legal? Yes. Is it fair or equitable? No. We the voters are not only being asked to live within our means but being forced to live within considerably reduced means, given the “depressed” state of the economy as well as the restructuring it is undergoing. Therefore, we should insist that government make do with correspondingly less as well, but that is matter for a different discussion. And no, this does not mean that I am an advocate for reduction in services, particularly not insofar as women and children, the elderly, and the indigent are concerned. Any society that can waste hundreds of billions of dollars on death and destruction through meaningless wars should be able to afford to attend to the real needs of its members, again a matter for a different discussion.

“The Victorias also claim that my assertion that Townies paid an average of $200 more per car in property taxes this year over last year was ‘fabricated ... out of thin air.’” This twisting of what we the Hamerlys actually stated is typical of the mendacity and prevarication in which former mayor Joe Larisa continues to indulge in order to attempt to hoodwink the voters of East Providence. What we actually stated was: You [i.e., former mayor Joe Larisa] claim in the Feb. 2012 East Providence Reporter: (1) “every auto in EP is now taxed at $200 more per year than it once was ...”; (2) “Everyone with a car ended up paying about $200 more per year to the City ...” and (3) “last year the General Assembly forced a $00 car tax increase on all autos in the City.” Since when, former mayor Joe Larisa are “every auto,” “everyone with a car,” and “all autos” (your words, not ours) the same as an average? Apparently one of us, former mayor Joe Larisa, is seriously lacking in knowledge of the English language and/or statistics, or given to loose usage of both on the grounds that the majority of voters are too stupid or ignorant to know the difference. I put it to you former mayor Joe Larisa that it is you who abuse language and statistics, perhaps through ignorance, and that it is you who are in contempt of the voting public. The other possibility is that you are deliberately duplicitous as are almost all, if not all, politicians. Only those of us whose automobiles had an appraisal value (presumably Blue Book) of more than $6,000 in FY 2011 had to pay an additional $200 to the City of East Providence in taxes. November 2012 Ballot Questions with Explanations 1. QUESTION: Shall the charter for the City of East Providence be amended as follows to allow the fiscal year to be changed by ordinance? Sec. 5-1. Fiscal year; "budget year" defined. The fiscal year of the city government shall begin on the first day of November and shall end on the last day of October of each calendar year unless a uniform fiscal year for all cities and towns shall be established by state law. Such fiscal year may be changed by ordinance so long as any such change remains in compliance with state law. Such fiscal year shall also constitute the budget and accounting year. As used in this Charter, the term "budget year" shall mean the fiscal year for which any particular budget is adopted and in which it is administered. This amendment becomes effective upon passage without further action. EXPLANATION: This charter amendment would give the city council the power to change the current fiscal year by ordinance. The charter sets the current fiscal year from November 1 through October 31. Because the current fiscal year is not consistent with the tax collection schedule, the taxpayers pay for borrowing costs in excess of $325,000 annually to secure Tax Anticipation Notes. The proposed change would save these costs, improve the city’s credit worthiness and prevent potential cash deficits. Before the council considers the fiscal year ordinance for passage, the city will develop a strategy to synchronize the fiscal and tax years by either a gradual transition or a synchronization bond in accordance with Rhode Island General Laws Section 35-2-2. A vote to approve would place this change in the city charter where it could only be removed by a subsequent charter amendment through a public vote. A vote to reject would not place this change in the charter and prevent such change, if proposed, until the next general election. 2. QUESTION: Shall the Charter for the City of East Providence be amended as follows to create a budget reserve fund? Sec. 5-15 (a) No budget act shall cause the aggregate expenditures enacted in any given fiscal year to exceed ninety nine percent (99%) of the anticipated revenues for such fiscal

year as defined in Article V. Sec. 5-5 of this Charter. (b) There is hereby established a budget reserve fund. Revenues in this budget reserve fund may be included in the budget, whenever: (1) the city forecasts or experiences a loss in total non-property tax revenues and the loss is certified by the director of finance; (2) The city experiences or anticipates an emergency situation, which shall be deemed to exist when the city experiences or anticipates health insurance costs, retirement contributions or utility expenditures which exceed the prior fiscal year's health insurance costs, retirement contributions or utility expenditures by a percentage greater than ten and one-half percent (10.5%); (3) The city forecasts or experiences debt services expenditures net of any state aid reimbursement which exceed the prior year's debt service expenditures by an amount greater than three and one-half percent (3.5%) and which are the result of bonded debt issued in a manner consistent with general law or a special act. (4) The city experiences substantial growth in its tax base as the result of major new construction which necessitates either significant infrastructure or school housing expenditures by the city or a significant increase in the need for essential municipal services and such increase in expenditures or demand for services is certified by the director of finance. Whenever funds are used, they must be replenished in equal parts over the three (3) succeeding fiscal years to the amount that would have been in the fund had the expenditures not been made from the fund. (c) The amount between the applicable percentage in (a) and one hundred percent (100%) of the anticipated revenue for any fiscal year defined in Article V, Sec. 5-5 of this Charter shall be transferred in any given fiscal year into the budget reserve fund; provided, however, that no such payment will be made which would increase the total of the budget reserve fund to more than ten percent (10%) of only the anticipated revenues as set by subsection (a) of this section.

September 2012 The Reporter (d) In the event that the payment to be made into the budget reserve fund would increase the total of the budget reserve fund to more than ten percent (10%) of the anticipated revenues as defined in Article V, Sec. 5-5 of this Charter. In the event that the payment to be made into the budget reserve fund would increase the amount in said account to more than ten percent (10%) of estimated state general revenues that said amount shall be transferred to a capital fund to be used solely for funding capital projects. (e) Capital projects shall not include debt reduction, principal or interest payments on debt, or for any other type of financing arrangement, but shall only be used for payment of direct actual expenses incurred for capital projects. This amendment becomes effective upon passage without further action. EXPLANATION: This charter amendment modifies the budget provisions in the charter to require the establishment of a budget reserve fund. This amendment would prevent the city from spending beyond ninety-nine percent (99%) of the anticipated revenues in a fiscal year. A taxpayer will not have to pay more because of this change. If approved, starting in fiscal year 2013, the city would save one percent (1%) of its revenues, or approximately $1 million annually, and set it aside in a “rainy day fund.� If the city must borrow from the reserve fund under emergency circumstances, it will have to put the money back into savings in three years. Once the savings exceed ten percent (10%) of the annual revenues, the extra amount will be used by the city to pay for capital projects, such as maintaining, repair and purchase of equipment and buildings, as the city currently does not have enough funds to pay for all necessary infrastructure projects. A vote to approve would place this change in the city charter where it could only be removed by a subsequent charter amendment through a public vote. A vote to reject would not place this change in the charter. 3. QUESTION: Shall the Charter for the City of East Providence be amended as follows to allow the flexibility in further department consolidation and reorganization as well as access to more qualified candidates for city positions? Section 4-1. Finance department created; head of department designated; organization. (1) There shall be a department of finance, the duties of which shall include the supervision and direction of all matters pertaining to financial operations, and the head of which shall be the director of finance, who shall be, or be appointed by, the City Manager. The further organization of the department into divisions or offices shall be made by the council, on recommendation of the city manager. (2) The department shall be organized into the following divisions or offices: Control and accounts; treasury, assessment; purchasing. The heads of these divisions shall be respectively designated controller, treasurer, assessor and purchasing agent. They shall be appointed by

the director of the department, with the approval of the city manager; Those powers, duties and responsibilities of any division enumerated in this Article IV, shall be assigned to the director of finance to be delegated in accordance with Sec. 3-5 of this Charter; and Sec. 13-18. Office to be vacant if officer ceases to be city resident. shall be removed from the charter. Sec. 2-14. Probate court. (1) The powers and duties of a probate court for the city shall be exercised and performed by a judge of probate. (2) The judge of probate shall be an attorney-at-law in good standing who has been admitted to the practice of law in this state. He shall be a qualified elector of the city. A preference in hiring shall be given to those residents of the city who apply for this position. (3) The council by resolution shall appoint a judge of probate to serve for a term of office concurrent with that of the council and until his successor is appointed and qualified. (4) In the absence, disability or disqualification of the judge of probate so that he is unable to perform his duties, the city solicitor shall serve as acting judge of probate and when so serving shall have and exercise all the powers and duties of the judge of probate. Sec. 2-16. City clerk. (1) The council shall elect an officer who shall be an elector of the city and shall have the title of city clerk, and who shall give notice of its meetings, shall keep the journal of its proceedings, shall authenticate by his signature and record in full in a book kept for that purpose all ordinances and resolutions. A preference in hiring shall be given to those residents of the city who apply for this position. (2) He shall be responsible for the keeping and maintaining, for public inspection, all records of the city including, but not limited to: (A) All land evidence records of every kind whatsoever; (B) All records of personal property mortgages, attachments, assignments, lis pendens notices, conditional sales, and liens of every kind whatsoever that are now or shall hereafter be required or permitted to be recorded in a public place in charge of or under the control, custody, or supervision of any officer of the city; (C) All records of the probate court; (D) All records of licenses issued by the city or by any officer or employee thereof; (E) All records of births, marriages and deaths; (F) All records of removals; (G) All records of trade names; (H) Such other records as shall by ordinance or laws of the state be required to be kept by the city clerk. The Reporter September 2012 (3) He shall issue all marriage licenses, burial permits, and such other licenses or permits as by ordinance or laws of the state shall be required to be issued by the city clerk, and shall perform such other duties as may be required by ordinance or laws of the state. Sec. 2-17. City solicitor. The council shall elect an officer of the city who shall have the title of city solicitor. The solicitor shall be an attorney-at-law in good standing who has been admitted to practice in the state. He shall be a qualified elector of the city. The city solicitor shall be attorney for the city and legal advisor of the council and of all officers, departments, and agencies and shall perform such other duties as may be prescribed by the council. A preference in hiring shall be given to those residents of the city who apply for this position. Sec. 3-1. Qualifications. The city manager shall be chosen by the council solely on the basis of executive and administrative qualifications, with special reference to prior experience in, or knowledge of, accepted practice with respect to duties of the office as hereinafter set forth. In addition, the city manager shall be a graduate of an accredited four-year college or university, with a master's degree in public administration, business administration, or a related field. The city manager shall have at least three (3) years of actual experience in a management level position in either the public or private sector. Such experience must include positions with responsibility in any of the following areas: Finance, planning, personnel, public works, public safety, economic development of their equivalent. At the time of appointment, the city manager need not be a resident of the city or state, but during the tenure of office, the city manager shall reside in the city within a fifteen (15) mile radius of the city. This amendment becomes effective upon passage without further action. EXPLANATION: This charter amendment removes certain divisions of the Finance Department from the charter and allows the duties to be re-delegated within the department. It also allows for the reassignment of duties within departments and among departments. As the city reorganizes its operations for better efficiency, and continues to consolidate departments with the school district, this will be an important way to create more savings for taxpayers. In Finance Department, a consolidation of controller and treasurer positions by not requiring separate city positions would save the city over $200,000 annually including salaries and benefits. In addition, this charter amendment brings the charter into compliance with Rhode Island General Laws Section 45-2-15.2 by removing the residency requirement for certain employees. It also establishes a preference in hiring for city residents so that the council can continue to take this factor into consideration when appointing employees to the positions of city clerk, city solicitor and

probate judge. It also establishes the requirement for the city manager to reside within a radius of fifteen (15) miles from the city. The proposed changes will allow the city to access a larger pool of qualified, professional candidates when hiring and retaining in these positions, as well as to outsource selected functions if deemed in the best interest of the city; while allowing the city residency and commute distance to remain important when selecting candidates. A vote to approve would place this change in the city charter where it could only be removed by a subsequent charter amendment through a public vote. A vote to reject would not place this change in the charter. 4. QUESTION: Shall the Charter for the City of East Providence be amended to establish four (4) year terms for members of the council and members of the school committee? Sec. 2-1. Number, selection and term. The council shall have five [5] members, one to be elected from any by the electors of each of the four [4] wards of the city, and one to be elected at large, for a term of two [2] four (4) years or until a majority of the newly elected council have qualified and have taken office. Sec. 10-1. School committee. (1) There shall be a school committee consisting of five (5) members. One (1) member shall be elected from the city at large, and one (1) member shall be elected from each of the four (4) wards of the city at the regular city elections to serve for terms of two (2) four (4) years. (2) Any vacancy in the membership of the school committee shall be filled by the city council until the next regular city election. This amendment becomes effective upon passage without further action. EXPLANATION: This charter amendment establishes four (4) year, rather than two (2) year terms for members of the school committee and the city council and would apply to those individuals elected to office in the 2014 election. The extension to four year terms will allow the council and committee members to gain experience when newly elected, get better understanding of the budget process, put together legislative achievements and give the voters a longer measure of performance before the next election cycle. The incumbent members, upon reelection, would bring the benefit of long-term institutional knowledge to share with newly elected officials. In addition, this amendment brings the charter into compliance with current state law with regard to the school committee terms, as per Rhode Island General Laws Section 16-2-5, with no approved exception for East Providence. A vote to approve would place this change in the city charter where it could only be removed by a subsequent charter amendment through a public vote. A vote to reject would not place this change in the charter.

I’m sending this letter in opposition to the Mayor’s push for the “rainy day” fund. According the Mr. Rogers, this fund will be used for “infrastructure and repairs”. Is not “infrastructure and repairs” what city government is responsible for in the first place? Given the fiscal conditions of the city nowadays, this does not seem affordable to me. As a tax paying citizen and skeptic of government in general I’d like to offer a suggestion to the Mayor and anyone who supports this ballot question. If a city in receivership can afford to take 1% of all taxes collected and put it into a fund without wasting it, I believe it would be a better idea to take that 1% and give it back to taxpayers in the form of lower taxes. A Relatively “Blue” Community

As I drove through Riverside yesterday, I became aware of what I thought a very strange sight – a sea of Doherty lawn signs in a relatively “blue” community in a very “blue” state. To the best of my knowledge, Brendan Doherty has never run for, been elected to, nor served in any political office. He is a retired member of the Rhode Island State Police. Period. With all due respect, his service in law enforcement may qualify him to run for the office of attorney general, but I have not seen nor heard anything that would convince me that he is ready and qualified to represent Rhode Island in a senior-level elective national office. I am a firm believer that one must earn that position through an established and relative history and track record. Mr. Doherty has indicated that Congressman David Cicilline has been ineffective in Washington. I happen to disagree, but would suggest that if Mr. Cicilline has not been able to accomplish everything he sought to do, the blame rests with the handful of Tea Party Republicans who control Speaker Boehner and hold the House of Representatives hostage. I urge all Democrats to consider the extreme consequences of sending yet another Republican to Washington. Do not be fooled by rhetoric and promises; most are empty, groundless, and an attempt to do no more than appeal to your emotions. We have all heard it said “actions speak louder than words”. I urge you to base your decision – and vote – on deeds, accomplishments, and targeted experience. Mr. Cicilline has been responsive to the needs of his constituents, has worked hard to advance the economic and social initiative of Rhode Islanders in the 1st District, and holds the respect of the other members of the Rhode Island delegation in Washington. As for those lawn signs . . . I hope that what I have been told is absolutely true. Lawn signs do not win elections! Wendy Caputo

A Vote For Bob DaSilva

I strongly endorse Bob DaSilva as the next State Senator for District #14. Bob is a proven leader who puts the interests of East Providence above the interest of his own political ambitions. As a current State Representative, he has fought for the working families of our community and he will continue to fight for us as State Senator. Our economic policies are clearly broken, and Rhode Island needs a new direction. During 14 years of representation from our current senator, the quality of life in East Providence has faltered. Although I can’t put all the blame on our senator, I question where he has been as Chairman of the Senate finance committee. Mismanagement and shortsightedness have created an environment where small businesses in Rhode Island are struggling and we do not have the resources to fund middle school sports programs. Under the leaderships of our current state senator, the state cut taxes to the top wage earners and raised car taxes on middle class families. It was said that cutting taxes on the highest wage earners would create jobs, but instead it has created higher property taxes, higher car taxes and cuts to important services like programs for the developmentally disabled. At the same time deals like the 38 Studios fiasco has cost our state millions of dollars. I find it difficult to believe that as Chairperson of the State Finance Committee, our senator claims that he had no knowledge of the 38 Studios special deal. I ask of you where has he been? In 14 years I have not seen him in our community. It is very convenient that during a contested election year, he finds the time to take credit for a DEM grant to one school for $75,000.00 dollars in his district. It demonstrates how out of touch he is when he ignores all the other fundraising efforts by the various PTA’s across East Providence within his district. When they needed help to build playgrounds, he was silent and absent. We need political leaders who will fight for more transparent and open government. We need a leader who will fight for our community. We need someone like Bob DaSilva who will continue to speak for our community and will be visible and available even when there is no election. We need a change in the State House, and it can start this September 11th by voting for Bob DaSilva to be our next State Senator from District #14. Sincerely, Isadore Ramos, PH.D.

I would like to begin by asking the citizens of East Providence a question: For those of you who are still fortunate enough to be employed in these worst of economic times, did you get your 4.5% raise last year? That’s what I thought. Well neither did I. But the city council still passed a 3.5% property tax increase (the maximum allowed) and every property owner also saw his or her Homestead Exemption reduced by 1% as well (and will continue to see it reduced by the 1% each year for the next 14 years). And what about your Water Bill, Car Tax bill, or other miscellaneous fees charged by the city? When will it stop? (continued on page 48)

East Bay Center is undertaking a few exciting projects to better serve its clients!

EBC is migrating to an electronic medical record (EMR), and is networking with two sister community mental health centers to share startup resources and maximize process efficiencies. Committees in all three centers are working together to create streamlined intake and data-collection processes, so that more time can be spent with the client and less time on traditional “paperwork” that is required by licensing, accreditation, and billing partners. By moving to an electronic system, EBC clinicians will be able to use technology to produce streamlined documentation, and more easily track outcomes such as medication use, lab results, and client preventative and follow-up care. The target date for final implementation is December 1, 2012. Clients and staff of EBC will be participating in the 10th Annual Rally 4 Recovery event on September 15, 2012 at the Roger Williams National Memorial, 282 North Main Street, Providence. This is a wonderfully positive event that celebrates an alcohol and drug-free recovery. The event is free and open to the public and includes: live music, free food, face painting, children’s crafts, a reptile show, bouncy houses, a rock-climbing wall, information tables, and giveaways. The event, which begins at 2:00 p.m., will be followed by a luminaria candle procession to Memorial Park at WarterFire. The Adams Farley Counseling Center is undergoing a longawaited face lift. Staff studied the workflow and aesthetics at 610 Wampanoag Trail, and determined that several things needed to take place if the Center was going to be successful in assisting the steady influx of new clients, while making existing clients more comfortable as well. Contractors reviewed the area and by “simply” knocking down and replacing a few walls on the first floor will be expanding the waiting room to comfortably accommodate more people, moving the Scheduling Office to the back of the waiting area to improve the traffic flow of staff and clients at check-in/checkout, and increasing the number of individual treatment areas on the first floor. Fresh coats of paint and donated artwork will complete the renovation, which is expected to be completed in September. EBC’s mission has remained the same for many years – to improve the lives of individuals and families within our communities by providing a broad range of high quality mental health and addiction services. The City of East Providence has now joined up with Pawtucket and Central Falls on a Task Force created by the Governor which is a very progressive move on behalf of all involved. It allows our City to further consolidate municipal services with most state services and save even more tax dollars for our City’s residents than what has already been saved with the combining of our local services. Some areas that are being looked into are purchasing, recycling and trash removal, public works, dispatch and the like. This issue is something that the Council majority has been discussing for two years and with this new coalition existing, if all goes well, it should only be a matter of time before municipal and state services can be combined. City Manager Peter Graczykowski sits on this board and along with the rest of us welcome your advice and comments. The East Providence City Council working along with the Budget Commission should soon be moving into the budgetary process for fiscal year 2013. At this juncture, it is important to note that the City has incurred many State cuts as well as State mandates that you and I as taxpayers have to foot the bill for. The State of Rhode Island has over the last twelve years or so consistently cut funding to East Providence and most recently to the tune of 3 million plus dollars. I understand the residents’ frustration when the Council majority began consolidations and revenue increases, which the Budget Commission expanded on, all to the amount of somewhere in the range of 8 million dollars and taxes still went up! It is very hard for a municipality to maintain its tax rate when its parent company, the State of Rhode Island, constantly cuts and mandates more and more programs. Please talk to your State Representatives and Senators to stop this never ending costly policy in order to balance their own budgets! I am still working hard for you every day on your personal issues as well. After walking throughout the entire district and talking to everyone that I could find within Ward 2, it is becoming more and more obvious that there has to be a better way for people to have their issues resolved within the City. Although I am more than happy to address and resolve each of your issues for each and every individual, there has to be a better way and I will continue to find and research the best possible way for the residents of each ward to be able to get their issues resolved without the need for Council intervention. After all, while I do take the time to address and follow up on all these issues, some Council members don’t have the time to make such a commitment and some just won’t.

Providence, RI – Festival Ballet Providence Artistic Director Mihailo “Misha” Djuric announces open auditions for its annual holiday production, The Nutcracker. Children from the greater Providence area and surrounding communities are offered the opportunity to perform with Festival Ballet Providence’s professional dancers on the magnificent stage at the Providence Performing Arts Center. Auditions will take place Sunday, September 9th at the Festival Ballet Providence studios, 825 Hope Street on Providence’s East Side. Over 100 children age 7 and up will be selected to fill many children’s roles, including Party Boys, Party Girls, Candy Dolls,

The selective audition process takes approximately one and one half hours for each age group. Height: 5 feet and up, with at least 4+ years of serious ballet training. 12:30 to 2:30 p.m.— Dancers aged 11 and older. Height: 4 foot 2 inches and up, with 2+ years of serious ballet training. 3:00 to 5:00 p.m. — Dancers aged 7 to 10 years old. Height: 3 feet 4 inches to 4 feet 2 inches tall. Girls auditioning for roles should wear a solid colored leotard, pink tights and pink ballet slippers and have hair in a bun. All casting will be announced prior to the first day of rehearsals. Rehearsals will begin in September, and run Saturdays and/ or Sundays thereafter in October, November and December. All rehearsals will be held at the Festival Ballet Providence studios at 825 Hope Street. Rehearsing for and performing in The Nutcracker is excellent training for untold numbers of young dancers as they pursue their dance education, whether it be a student aiming to be a professional dancer, or a child who simply enjoys being a character on stage. For either, the experience is a rich and memorable one. St. Brendan Forever Young Club

The St. Brendan Forever Young Club will meet on Tuesday, September 11 at 1:00 p.m. in the Parish Hall. When preparing your words, keep in mind that a good wedding toast inspires laughter or tears, but a great toast evokes both. So start by thinking of some stories about the couple that are tender and lovely, such as recounting the time the vegetarian groom made the bride a pot of homemade chicken soup when she had the flu or the way they volunteer together in a nursing home. Funny stories about the couple. Consider some funny moments related to their being together. For example, the time they tried camping and spent the night in a tree because they thought they heard a bear prowling around the tent. Perhaps mention how after that, they knew they could survive anything together. Concise anecdotes. Think of how your own life is in some way richer because of your connection to the wedding couple. Maybe they helped you through a difficult time and you will be forever grateful for their support. Perhaps when they walk down the street with fingers entwined, they make you believe in true love. There must be something that links you to them that the rest of the guests will nod at with appreciation and understanding. Brief personal reflection. This is often a good way to conclude your speech before lifting a glass “to Jane and John” or “My sister and the only man we would want her to marry” or “My two luckiest friends in the world.” Again, don’t stray from the personal. That’s why you’re speaking and the person next to you isn’t. Practice speech. Once you’ve written your toast, practice in front of a friend who can tell you what needs tweaking. The best writers will assure you there’s a reason for the rough in rough draft and it can take several tries to get it right. When you’re comfortable with your words, memorizing them might make you feel more confident in your delivery, but be sure to have discreet note cards as a back-up. Finally, when your moment arrives, take a deep breath, stand up and try to speak slowly and honestly from that place of love you feel for your friend, who in getting married just did something more frightening than what you’re doing. On a day that boasted bright sunshine and an abundantly agreeable 72 degrees on the thermometer along the bayside campus in Bristol, R.I., approximately 6,000 people turned out under the big tent to watch the graduates cross the stage.The ceremony was highlighted by a Commencement address from the Honorable Madeleine K. Albright. In a speech both heartfelt and humorous – Dr. Albright at one point noted that her own college experience dates back “about halfway between the invention of the iPod and the discovery of fire” – the former Secretary of State urged graduates to focus not on the challenges handed down by previous generations, but in the opportunities to inspire change. And continued education is key to success, she promised. “As you look ahead, realize that the demands of the workplace will continue to change and that maintaining a certain level of knowledge is no longer enough,” Dr. Albright said. “Whether your primary goal is personal success, community service or a combination of the two, you will have to keep learning because there’s always more to know. For this you should be grateful because the quest to learn more is a vital part of what it means to be alive.”

School Clothes Needed At Tap-In

Schools are open, and many of Tap-In’s East Bay area clients are looking for clothes for their children. Gently worn clean clothing up to size 14 is needed and very welcome, as well as new socks and underwear. Juggling tight budgets makes it difficult to afford these items. Due to space constraints, only seasonal clothing can be accepted. The agency asks donors to please keep summer items for next year, and hold on to winter clothes for a while longer. While basic non-perishable food items remain “Top Priority” snack items and juice boxes for lunch boxes and after school would be greatly appreciated, too. While going through closets please also check on linens. The current supply of towels, sheets, blankets and comforters especially in full, queen and king sizes is very low. Small appliances such as can openers, toasters, toaster ovens, microwaves, coffee makers, mixers and blenders are always needed, as are flatware and utensils. The supply of pots and pans is particularly low at this time. Any donations may be dropped off between 9 and noon, Mon thru Fri at the Tap-In which is located in the lower level of the Library building. Summer Training for Teachers

East Providence Elementary School teachers participated in voluntary professional development this summer. The district will be using the Common Core State Standards to guide their instruction in their classrooms starting this September. Classes were instructed by the district’s literacy coach, Natasha Axelson. Classes included Depth of Knowledge Questioning and Café Literacy. Teachers also had the opportunity to gather materials to supplement their English Language Curriculum.

If your child is withdrawn, not doing homework, sick more often than normal or demonstrating other out-of-the-ordinary behavior, talk about what seems to be bothering him or her. * Know where your kids are at. Sometimes bullying and other unsafe situations take place outside of school grounds, such as at other students’ houses. Telling your kids that you want to know where they are and that they need permission to visit a friend’s house shows them you care. It also reassures them that they can contact you if they need help. * Monitor Internet use and texting. Put the home computer in a public place and don’t allow your kids to use a computer in their bedroom by themselves. * Talk to other parents. You may learn that their children also have been bullied or have been involved in activities on and off school grounds that you should be concerned about. You stand a much better chance of obtaining changes and creating a safer environment for your student by acting together rather than alone. * Put it in writing. If you suspect your child is being bullied or sexually harassed by another student (or a teacher or staff member), ask for a face-to-face meeting with the school’s principal. If the principal does not act, hire an attorney and escalate your complaint to the superintendent and school board. Putting your complaint in writing about the specific types of negative behavior affecting your child is necessary if you need to litigate the complaint in court. * Take appropriate action when bullying becomes assault. If your child is physically assaulted on the bus, in school or on school grounds, contact the local police department, particularly if there is a school liaison officer assigned to the school, about whether a police report or assault charges should be filed. East Providence Inferno 10U team won their first tournament last month. The tournament was hosted in East Providence and was held at Agawam and Forbes Field. The girls defeated Scituate Cyclones, Rhode Island Riptides, and Cumberland Comets, the all star team who defeated the East Providence All Stars in the state finals and went on to PA. My name is Steven Santos and I am running for the Council-at-Large seat on the East Providence City Council because I believe the present majority that controls our city council is out of touch with the citizens of our city. Under this council we were on our way to becoming Central Falls II until the Budget Commission came in and took control. I don’t agree with everything the commission has done and number one on that list is the elimination of the Homestead Exemption. As your councilman I pledge to work to restore that exemption. Why should there be a guaranteed property tax increase every year for the next 14 years? During my tenure on the school committee I can proudly say I never voted to eliminate programs for our students. When a previous superintendent attempted to eliminate middle school sports in 2007 I refused to support that proposal or a later attempt to eliminate the French language program from our middle schools. As a city councilman I would not support the elimination of programs that improve the quality of life for our citizens. One thing I am proud to say I helped eliminate was health care benefits for the school committee. It took the Budget Commission to eliminate that from the City Council! As the 2012 campaign starts to ramp up I hope to meet many of you along the way and get your input on where you see our city now and where you want it to go in the future. As a councilman-at-large I will listen to the concerns of all our citizens and pledge to work with my fellow council members to bring East Providence back. Steven Santos

The SEEKONK 200 on Saturday September 29th combines the 200 year anniversary (1812) of the Town of Seekonk as an official birthday event, with a track walk to benefit the Ronald McDonald House of Providence and 200 Laps of exciting racing at the Seekonk Speedway. The event features the Northeast Midget Association (NEMA), www.nemaracing.com in their showcase event The Boston Louie Memorial Classic with the cars and stars of NEMA (29 Laps) and their junior division the NEMA Lites (21Laps). Long time NASCAR competitor Ken Schrader is tentatively scheduled to compete in the Boston Louie Memorial Classic where legendary open wheel racer Bentley Warren will serve as the event Grand Marshall. Also appearing is the ground pounding fastest short track race cars in the world from the International Super Modified Association (ISMA), www.ISMASUPERS.com competing for 100 Laps. 2008 NASCAR Camping World Truck Series Champion Johnny Benson, Jr. returns to defend his 2010 & 2011 victories at the Cement Palace. Last but certainly not least is a 50 Lap Street Stock Race with $1000 to win. This racing division is one of the most exciting divisions that compete at Seekonk Speedway and will also attract competitors from other race tracks throughout New England. The East Providence Historical Society returns to the Weaver Library Monday, September 24 for a reprise of its popular “Smithsonian Evening.” Eight EPHS members will choose their favorite artifact from the Hunt House museum and give a brief history and provenance of that object. Nutrition Program:

The center provides a nutritional meal to approximately 125 seniors per day. The Cranston Senior Center provides the meals.

Case Management / Senior Services:

The center coordinates with East Bay Community Action Program Inc., for all casework and follow-ups. Protective Services Council, made up of city departments and mental health/social service agencies, meets monthly to discuss problems concerning the elderly.

Transportation:

The center has two buses that are used daily for door-to-door transportation to and from the center.

Notary:

This service is available in the Administration Office at no charge. Seminars: Monthly social, educational, and financial seminars on topics relating to seniors.

The center is collecting used or discarded cell phones. Most phones end up in kitchen drawers collecting dust. By partnering with Cellular Recycler, we have developed a way to make the most of used cell phones. A box is in the administration office for depositing the cell phones. We thank you in advance. The phones will either be recycled for their precious metals according to EPA standards or be refurbished for use in developing countries. The memory of each phone is “flashed” to wipe out any previous information stored on the cell phone.

Mystery-Shopper Scam Still Succeeds By Claudia Buck McClatchy Newspapers Published Monday, April 30, 2012 Who wouldn’t want to get paid to go shopping? That’s partly the allure behind “mystery shopper” scams. While they aren’t new, these phony “we’ll-pay-you-to-shop”-type ads sprouted like online weeds during the recession as job-hungry Americans hunted for employment. Law enforcement and some financial institutions say they’re spotting mystery shopping scam attempts — which involve phony checks deposited into a victim’s bank account — several times a week. “Luckily, most people call us beforehand,” said BBB spokeswoman Cailin Peterson in an email. “We get maybe 10 people a year who have actually cashed the checks, though who knows how many people just put up with the loss and move on.” The losses can be anywhere from a few hundred to several thousand dollars, depending on how much was deposited into the unsuspecting shopper’s bank account. Making contact by mail, email or phone, a fraudster posing as a mystery shopping company “hires” an unsuspecting consumer, who is promised payment after completing a “first assignment.” That assignment often involves sending a phony check to the consumer’s home, with instructions to deposit it in a bank account, keep a small amount as reimbursement, then wire the remainder to Western Union, ostensibly to report on the wire company’s “customer service.” Ultimately, the phony check bounces, leaving the victim’s bank account dinged for the total amount, as well as wire transfer charges and possible bank fees. Skirt Steak: 1/3 cup Tabasco(r) brand Chipotle Pepper Sauce 1 tablespoon ground cumin 1 large garlic clove, crushed 1 1/2 pounds skirt steak, cut into 4-inch pieces Corn Salad: 4 ears corn on the cob, shucked 2 large tomatoes, chopped 1 small red onion, diced 1 ripe avocado, peeled, pitted and diced 2 tablespoons fresh chopped basil 2 tablespoons lime juice 2 tablespoons extra-virgin olive oil 1 tablespoon Tabasco(r) brand Chipotle Pepper Sauce 1/4 teaspoon salt Prepare skirt steak: In large bowl, combine chipotle pepper sauce, cumin and garlic; add skirt steaks. Toss to mix well; cover and refrigerate at least 30 minutes or overnight. Prepare corn salad: Preheat grill to medium. Grill corn about 5 to 10 minutes, turning frequently, until tender-crisp.
