Remembering Lauren

“Your Heart Will Go On Fundraiser - May 19th”

By Bob Rodericks “I remember the day as though it were yesterday. It was the second of two of the most memorable days in my life. November 4, 1988. At 3:28 AM, Lauren Ashley Zarembka, entered this world. Her mom and I didn’t know if we were having a boy or girl…but Lauren didn’t waste any time letting us know - we knew we had a new baby daughter!” These are the words from a loving father who now deals with the loss of that daughter. Bruce Zarembka spent some time with The Reporter recently in a wide ranging interview in which he discussed the lasting impact Lauren has had on so many people. Lauren was a promising East Providence High School graduate in 2006. Her road to graduation, however, was more difficult than most. At age 5, doctors found a brain tumor. The tumor was benign and Lauren was closely monitored with MRI’s and other exams for the next several years. “She was doing just fine,” recalled her dad. As Lauren entered grade 7 at Riverside Middle School her tumor began to grow. The ugly tumor was still benign and things were still okay with Lauren. It became clear that this young girl had a talent for music and the arts as she had the lead part in the popular play “Annie”. The young “Annie” was played spectacularly by Lauren and, thus, kicked off what would be a wonderful career in theatre. “By the time Lauren got to the high school, she knew she wanted to do more acting. She got the lead part in “Footloose” presented by EPHS,” said Bruce Zarembka. She was also in the Meistersingers, Choral Ensemble and Flag Corp as well as helping patients in the ‘Tomorrow Fund Clinic’. continued on page 10...

East Providence News Briefs By Bob Rodericks

City Budget Commission Busy By Bob Rodericks

(Meeting of March 29th)

Water Rate to Increase

Make no mistake about it, the cost to East Providence residents of using water is going up. Commission chairman Michael O’Keefe said that the commission could “just implement it without public discussion” but O’Keefe wants the public to hear him out. “People aren’t going to like the new water rate, but it needs to be done. I want the public and the city council to hear our reasons and to give us input,” said O’Keefe. “People will like it less if we wait and fix the system later rather than earlier,” he added. O’Keefe said that although the water rate fee really isn’t a tax, he is treating it like one. “We should advertise a hearing, go to the city council and listen to the public. At the end of the day, we will have done this right,” said O’Keefe. According to a March city presentation the new rates “assumes 5/8” meter and approx. 73,000 gallons annual consumption less annual exemption of 3,500 cf.” City administrators estimate the average homeowners bill to increase from $461 in fiscal year 2011 to $566 in 2013. The public hearing is set for the April 17 council meeting. See a draft of the wastewater rate study at http://www.eastprovidenceri. net/filestorage/619/E__Providence_Council_Presentation_(3-6-12)_Final_DRAFT.pdf.

Some Good News

Chairman O’Keefe did say that he felt things are “moving along and we see some good news today.” O’Keefe told the commission members, including Mayor Bruce Rogers and other state appointed members, that “we’re making decent progress.” City Finance Director, Ellen Eggeman reported that the “cash flow issue will be difficult through about the middle of May. However we intend to send tax bills out early – in May, instead of June – as a way of getting a better cash flow,” she said. O’Keefe asked about the financial status for this fiscal year. “I estimate that the city should end the fiscal year with a $1.5 million surplus and the school department will have a $1.3 million deficit,” predicted Eggeman. “Well that’s a cumulative 0.2 surplus which is good news,” added O’Keefe. Also putting a smile on the face of O’Keefe was the projection that the city will be current on all its outstanding

bills by summer. “This is big,” O’Keefe told commission members. “Well, I also want to say that the commission has now met with every department in both the city and school departments. We have made cuts and consolidations and the next round of savings will have to come from contract (union) negotiations.

Looking at Everything

The commission is looking at every possible function of city and school management. O’Keefe told the Reporter after the meeting that “we are here at least 3 days a week, 10 hours a day or more,” he said. The commission even has jurisdiction over the operation of the carousel at Crescent Park. Annual seasonal hiring of part-time park workers has been on hold, awaiting commission approval. The commission will allow the hiring of some 20 temporary carousel workers, but not until a “written” plan is developed for advertising and interviewing applicants. “How will you handle 200 applicants for the 20 jobs? Are all your procedures in writing,” asked O’Keefe. “Well, no, we talked about it but we will get it down in writing,” said Eggeman. Traditionally, Crescent Park has an Easter time opening which attracts hundreds of visitors.

Parks & Recreation Fees

The commission has been totally revamping the fee structure within the city parks and recreation division. “The fee structure is a little out of whack,” O’Keefe told members. “I want the recreation department to fund 15% of its budget for 2013; go to 20% in 2014 and fund 25% from fees from 2015 to 2017,” outlined O’Keefe. O’Keefe said that he found East Providence was charging almost 20% less for its facilities than other public and private venues. “The ultimate goal is to see an operating budget made up of 25% user fees and 75% from the tax base. I guess frequent users won’t be happy but those who never use (the recreation sites) will be happy,” opined O’Keefe. The Director of Parks & Recreation, Alba Curti, reports directly to the City Manager. Seven full-time employees staff the Recreation Division. The staff includes an Adult Services Coordinator, Recreation Center Manager, Recreation Center Supervisor, Pierce Athletic Complex Manager, two laborers and one Administrative Assistant. There are over 70 seasonal employees who assist with a variety of programs sponsored by the continued on next page...

department. The city did not replace long time recreation director Joseph Crook when he retired, opting to name the assistant director, Curti, as its new director. For a list of current fees for city recreation venues, go to: http://www.eastprovidenceri.net/, parks & recreation.

Rainy Day Fund

The commission wants to establish a charter provision to provide for a rainy day fund which the city does not have. O’Keefe wants the city to look at limit spending to 99% of anticipated revenues. The other 1% would go into a budget reserve or rainy day type fund. O’Keefe also wants the city to deposit money from the sale of city and school property into this fund. O’Keefe left the specific amounts up for further discussion and other operating requests remain. “I want it as a charter provision so it is not subject to change through the years,” advised O’Keefe. Historically, school department officials in the past have had their requests to save a capital expense budget, denied.

Change Ordinance for Layoffs

O’Keefe and commission members were frustrated that city ordinance language states that ‘no regular employee shall be laid off while another person in a classified

position is employed on a provisional or temporary basis in the same class’. The commission agreed that this needs to be changed after bringing it back to the city council. Mayor Rogers agreed but wanted it discussed before the council. O’Keefe wants the city to reduce the highway division by 6 laborers through attrition. O’Keefe does not want the school department to fill a vacant plumber’s position. “They (schools) can pay someone as needed for more complicated jobs but anyone can use a plunger on clogged drains, etc.,” said O’Keefe. “That isn’t too difficult to do,” he said. “That’s ok,” said a high school official not wanting to be identified. “We’ve got plenty of clogged drains and will need lots of plungers”, he mused.

No More Birthday’s Off!

The commission chair also wants to address some items in upcoming contract negotiations that he sees as costly or unneeded. “We have saved money in lots of areas but we need to look to contract negotiations next. Does anyone really need a birthday as a paid day off? Some holidays are ok, but let’s look at it all,” said O’Keefe. The Reporter could not readily determine if any city worker actually gets a birthday off with pay.

Why is O’Keefe Making Progress?

The Reporter asked O’Keefe why he seemed to be making some progress in deflating East Providence’s budget deficit, when local officials evidently could not. “Well, we’re commission) here three days a week or more, exclusively looking into the budget. It’s easier to sit down with every department. We have extensive budgeting experience and I’ve done this before when the state was dealing with the credit union crisis. I am also dealing with a 5 year budget development,” O’Keefe said. What O’Keefe didn’t say is that he has total authority to implement actions, mostly without any local approval. The budget commission has five members. Three are from the state Department of Revenue; Michael O’Keefe, Chairperson, Diane L. Brennan and State Police Major Stephen Bannon. The City Representatives are Mayor Bruce Rogers, and City Manager Peter Graczykowski. The commission is also assisted by two staff fiscal advisors, Christy Healey and David Eaton. The Commission was established by the Governor on December 20, 2011 and will remain in existence until abolished by the Director of Revenue. Residents can email the commission at: EP.BudgetCommission@ revenue.ri.gov. Asked if he was optimistic about this process, O’Keefe responded, “we’ve got a lot of hard work to do yet.”

Al’s Wheels Thank You

Andy, Alec, Alaina and myself thank you from the bottom of our hearts for being so supportive of us and Alec’s need for transportation. We also cannot possibly thank enough my dear sister/friend, Julie Friend, who is the founder, chairperson and adviser for Al’s Wheels. Also our many thanks to Mike Silva, Daniel LaBrie and all of the Townie Volunteer Corps for taking on our cause. They did it with such eagerness and were so generous with their time in making this fundraiser such a success. They have been faithfully working on Al’s Wheels for the past six weeks. This fundraiser tonight would not have happened without all of their help. We also want to thank Cathy Conley for her much appreciated advice in setting up Al’s Wheels. One day, Julie, Cathy and I went out for breakfast at Farnsworth’s, and they told me what they wanted to do for Al. Needless to say, I was floored. A very heartfelt thank you goes out to Mykl, Nick and Zack Friend for letting us steal Julie during this time. You have been so patient with all of the time she has dedicated to Al’s Wheels. People far and wide, people we do know and people that we don’t know, have been so generous to us. Thank you Ms. Sheehan for letting us use the cafeteria and for all of your efforts in making the evening a huge success. Chartwells for cooking up the delicious meal, the Fire Department, the police detail and the janitorial staff--giving your day off to help us. We so appreciate all of you who volunteered and those who contributed to the raffles and the vendors. Thank you to Izzy Newton for writing her article; Bob Rodericks and Mike Rego for theirs. Ms. Sheehan for all of the Connect Ed advertisements. You all really got the word out. Places of business and churches for hanging up posters. Makayla Rogers for her photography. Daniel LaBrie… thank you for founding the Townie Volunteer Corps. I know Alec wants to be a future member. He told me that he wants to help out another family like you have helped ours. Helping is contagious….I’m sure after you graduate, Daniel, your vision will continue by people who want to follow in your footsteps. Thank you to the Chorus for such beautiful singing. You have been heard around the country on Facebook (thank you, Cindy Elder - Al’s Aunt). Near and far, people are so impressed by your performance and talent. It makes me, my family and all of us so proud to see such a fine group of young people supporting our school, our community and one of their own in a time of need. You truly represent what every parent would want their teenagers to be like…achievers, leaders, team members, caring of others and givers. All of you represent what Townie Pride truly is all about. Please accept our sincerest thank you to each and every one of you for supporting our son and our family. Without you, Alec would not have the hope of freedom he has today. May God bless you as He has blessed us by you. Andy and Cindy Hail Thank you all for helping me in getting a van. Thank you for all your donations and support. A special thanks to Aunt Julie, Mike Silva, Daniel LaBrie and the Townie Volunteer Corps for your help. Alec Hail

Congratulations

Congratulations to the East Providence High School Theatre Group for another successful production! “My Fair Lady” was an absolutely fantastic musical performance! Again the talents of Mary Ann Lasorsa and James Manchester blended to direct the students and create a show worthy of praise on a much higher level than most high school productions. Ms. Lasorsa’s musical talents and Mr. Manchester’s acting direction combine to showcase their dedication to their students and their professional expertise.

(It should be noted that Mr. Manchester is a retired teacher whose love of both the students and the arts bring him back to EPHS to direct the show with Ms. Larsorsa.) Bravos to the student performers! Courtney Contente was simply dazzling; her stage presence and beautiful vocals combined to present an Eliza Doolittle of the highest calibre! Ben Church portrayed Henry Higgins with both an energy and a talent that was exciting. Humberto Rodrigues, as Eliza’s disreputable father, gave a performance that surpassed expectations; it was strong and most professional. Matt’s Kleyla’s voice was both expressive and strong as Freddy Eynsford-Hill and he gave a beautiful rendition of “On the Street Where you Live”. Matt also appeared as part of a wonderful Cockney barbershop quintet. Mrs. Pearce was aptly portrayed by Patti Laliberte as was Matt Fagan’s portrayal of Colonel Pickering. Lauren Pothier and Shelbi Escobar performed notably as Mrs. Eynsford Hill and Mrs. Higgins, Henry’s mother. Harry and Jamie, the Cockney cohorts of Albert Doolittle, were played by Ray Souza and Zach Smallwood with levity and skill, bringing chuckles to the audience with their deft mixture as urchin and ne’er do well. Every cast member rendered a performance that contributed to the highly successful show. From the bartenders, servant’s chorus, butler and other cast members and ensemble members to the flower girl played by Kellie Rock, every member contributed a talented performance. It was a great production! The Chorus of East Providence salutes East Providence High School Theatre Group and the directors. We urge the citizens of East Providence to support the musical arts in our community. The mission of the Chorus of East Providence is to “educate its members and the community about music…while fostering an appreciation of music by all, enhancing the cultural life of the community.” The Chorus encourages every citizen to recognize and patronize the arts that are available in our community. The next time you see that EPHS is presenting a musical performance, instrumental, vocal or theatrical, attend and support them. You will not be disappointed. You will leave, humming a show tune with a lilt in your heart and in your step! Thank you, thank you to the student actors of “My Fair Lady”. It was a wonderful evening and I am so glad to have been in your audience. Maureen P. Conroy, President The Chorus of East Providence

Thank You

I would like to thank the East Providence Animal Control, East Providence Police Department, and Environmental Police for their hard work and diligence in resolving part of the coyote problem here in the city. Over the past several months, we have had one mangy coyote living and feeding on private property in the community putting many seniors, children, and pets in serious danger. Although coyotes are generally afraid of any interaction with humans, when they are fed, they have a tendency to attack. It is advised that people not approach or chase these animals, as they are not domesticated, but with curiosity, people tend to be drawn to the animals and this is when accidents occur. Environmental Police were able to safely dispose of the mangy coyote this morning with the help of East Providence Animal Control and the East Providence Police Department helping the people in the area breathe a huge sigh of relief and letting us get back to our normal daily lives. The men and women who helped to resolve this issue work very hard for us behind the scenes in many areas every day in our city and many times go unappreciated. We are all very proud of them and their huge efforts to ensure our safety. Thank You, Meghan Haskell

A Special Thank You

I would like to express my appreciation for the outpouring of support we have received from the community of East Providence during the recent passing of my mother, Mary Rebello Miller. We would like to recognize the staff at both Rhode Island Hospital and the Philip Hulitar Home and Hospice Care of RI for their care and compassion during her illness. We would also like to thank the East Providence Police Department and the Elks Riders from East Providence and Bristol and the Combat Veterans M.C. for assisting in her funeral procession, the Rebello Funeral Home for her funeral arrangements, and Father Nakowicz and Father Escobar for the Mass of Christian Burial at Our Lady of Loreto Church, and the Riviera Restaurant for the reception. My mother called East Providence home for almost 80 years and the last 20 at Redfern Grove Apartments - and we would like to thank all the residents and staff there for their kindness to her over the years. We would like to thank the many friends and family for their thoughts and prayers during the past few weeks. We truly appreciate all of your support. Remembering Lauren “Your Heart Will Go On Fundraiser - May 19th”

Lauren’s health, however, would take a sad turn around her junior year. Before a class trip to Italy, Lauren began to experience ‘bad headaches.’ “She was okay though and wanted to go on the trip. Her will and resiliency took over and she made the class trip with little difficulty,” said Zarembka. It wasn’t long after returning home, though, that Lauren wasn’t feeling well. There were trips to the Emergency Room and more MRI’s. The tumor had come back and it was malignant now. She had surgery during her junior year. Before her young life would end, Lauren Zarembka would have some six surgeries and receive chemo therapy and radiation treatment at Hasbro Children’s Hospital. In the midst of her cancer treatment that junior year, Lauren kept up practice for her role in Footloose. “I think what got her through that period (the play and treatments) was her strong will and unbelievable tenacity. She wasn’t going to miss being the lead in that play,” said her father. “She was in the hospital right before the play and was practicing her lines while in her hospital bed. She told me to ‘tell Mr. Man (play director Jim Manchester) that I’ll be there’!” Within two weeks of brain surgery, Lauren Zarembka was on stage performing the lead role in Footloose. “The character of Ariel called for a beautiful, vivacious, strong-willed yet vulnerable actress. Lauren brought all of these characteristics and more to the part that she was born to play,” recalled nowretired EPHS Theatre Director Jim Manchester. “Lauren got the coveted lead and defied the odds to breathe life into that lead. Struggling against debilitating headaches from a growing life-threatening tumor, Lauren honed, owned the part of Ariel, defied the pain and exemplified beauty, courage, strength, and fortitude on stage so that character and actress became one,” said Manchester. It is obvious that both Manchester and current EPHS music director Maryanne LaSorsa were moved very deeply by Lauren Zarembka. “For me, the director, the most poignant moment came as Lauren sang the song ‘Almost Paradise’. Her lovely voice assailed the lyrics, and brought tears to my eyes every time I heard her sing,” said Manchester. Lauren would finish her junior year and undergo more treatment and surgery that summer. “Lauren loved life until the very end. She lit up a room whenever she entered - and it’s not the dad in me saying that, everyone else would notice that about her,” said Zarembka. Lauren’s parents and

Lauren’s father spends his days as the Director of Acquisition for the Rhode Island Community Food bank. “I never looked at it this way,” said the elder Zarembka, “but I guess my working with the food bank keeps me helping others as Lauren often did. That’s something she never lost, her thoughtfulness for others, even when she was so ill,” he added. “During Lauren’s many hospital stays she was always saying thank you and offering cheery hellos to the staff. She didn’t let the cancer get her down,” he would proudly say.

Lauren and her dad. Lauren’s tumor was officially called Ganglioneuroma, a rare type of cancer. The Zarembkas’ always thought that she would beat it however. “Boy could she eat!” said her dad. “For something as bad as her cancer, she still loved to eat. We laugh about it sometimes now, through the tears. During her last months and weeks of life she would get cravings for chocolate cake or some fast food. We would take her out to Gregg’s restaurant or Taco Bell late at night and chow down - even though she was always so thin and fit,” smiled Zarembka. “She had such a positive attitude. Lauren taught me so much about life,” said her dad. “I remain positive today because of her legacy and lessons in life.” Lauren Zarembka had a pretty routine senior year at EPHS. Her cancer was in a bit of remission, she was accepted at the University of Rhode Island and things began to look up. “We’ll never really know what she would have done. She wanted to work with kids, she was so good with kids and she also may have pursued a career in theatre or acting,” Zarembka mused. “She probably could have combined a theatrical career while working with children like the Tomorrow Fund or some similar effort.” However, right after Lauren’s senior prom her tumor continued on next page...

came back. Lauren viewed this as a temporary setback and figured she would just start classes at URI in January instead of September. But by late November there would be two more surgeries and a 39 day hospital stay at Hasbro’s. “Lauren spent her 18th birthday in Hasbro. After her last surgery she had balance problems, needed Lauren. a walker and just about 24 hour assistance,” said Zarembka. Amazingly, though, she kept positive. After her last MRI, the doctors told her that nothing more could be done. Lauren died two days later on September 23, 2007 after her 2 ½ year battle to live. “We lost Lauren on the first day of fall. It was like an ending and a new beginning - I can’t quite explain it,” said her dad. The Zarembka family funneled their grief into the establishment of the ‘Lauren Ashley Zarembka Memorial Foundation’. The Foundation is a non-profit organization dedicated to providing scholarships to assist graduating and continuing students whose studies will be in the disciplines of, medicine, music/theater and culinary arts, while also providing funding for music/theater programs and families battling Pediatric Cancer from Rhode Island and Southeastern Massachusetts. In order to fund this foundation, a dinner, silent auction, raffles and a DJ, all take place in an annual event to benefit the foundations mission. The Fifth Annual “Your Heart Will Go On” Lauren Zarembka Memorial Foundation Fundraiser will be held on Saturday May 19, 2012 from 6:30PM to 11:00PM. at the Saint Brendan School Hall on Turner Avenue in Riverside, RI. Tickets are available by calling 401-433-4883, 438-4445, 253-3715. Tickets can also be obtained at Schroders Deli, Willett Avenue, Riverside RI. Tickets are $20PP, $10 children Ages 5--10. Donations are welcomed for those who cannot make the event in person. To date the foundation has raised over $75,000.00, which has been used to provide $24,000.00 in scholarships as well as close to $6000.00 in donations to music/theater programs, which were some of Lauren’s true passions. Additionally the foundation has provided over $7,000.00 to adopt families battling pediatric cancer through the Tomorrow Fund at Hasbro Children’s Hospital. This brings to seven, the number of families helped during the past five holiday seasons. “I thank everyone for helping and have to mention some corporate sponsors such as Shamrock Financial, Ocean State Job Lot, LaSalle & Associates Accounting, Trinity Rep, MTG Disposal, Helping Hands Association, Arrow Prestige Limo and PPAC, for their generosity,” said Zarembka. Zarembka has also set up a face book page with more “Lauren Zarembka Memorial” information. As Lauren’s pain grew worse before opening night of Footloose, LaSorsa and Manchester had a friend of Lauren’s prepared as a backup for the show, “just in case.” “But Lauren’s strength of will, enthusiasm, grit and love for musical theater won out, and she made magic for three memorable nights in March,” said Manchester. Indeed, Lauren Zarembka made magic for all who knew her.

East Providence Police Get $60 Million From Google Settlement

By Bob Rodericks The East Providence Police Department will get a $60 million payment from Google. Don’t get too excited though as the money can only be used for “law enforcement” and cannot go to the accumulated schools or city deficit. Google was found liable for allowing online Canadian pharmacies to place advertisements through its AdWords advertising program targeting consumers in the United States, resulting in the unlawful importation of controlled and non-controlled prescription drugs into the United States. East Providence Police participated in the investigation. Congressman Cilcilline Attends National Community Development Week in East Providence

Congressman Cicilline attended a National Community Development Week event at the East Providence Boys & Girls Club where Mayor Rogers presented him with a Certificate of Appreciation for his continued support of the Community Development Block Grant Program (CDBG). The event was held in the B&G Club’s new gymnasium funded in part with Community Development Block Grant (CDBG) funds. Congressman Cicilline stated that the CDBG program is under attack by those that don’t understand its value to a community like East Providence and others across the nation. There were 3 beneficiaries of the program that “told their stories” of how their lives were affected by this program and what it would mean if the funds were cut. One was a father of 4 daughters, 3 that use the pre and after school care activities provided by the B&G Club so that he and his wife can both keep their jobs versus one of them having to stay home to look after their younger daughter. He explained the ripple affect if they could not access this program. They cannot afford the higher daycare costs so one of them would have to leave their job to look after their children. He went on to explain that if only one of them could work they could not keep their house. Another beneficiary was an owner of a newly acquired and renovated restaurant which used the funds to purchase and install $95,000 of kitchen equipment. These funds helped to leverage other financing so that the deal could go through. Now instead of a vacant building, there is a new restaurant that employs between 15 and 20 people, 10 of which are full time. Lastly, a man that lives in supportive housing and receives mental health services spoke from the heart about the importance of being able to continue to live where he is and invited the audience to visit it to see how nice it was. The Boys & Girls Club Board were also in attendance and received a Proclamation given by Mayor Rogers on behalf of the City Council that the week of April 9th was CDBG Week in East Providence as part of the National Community Development Association’s National CDBG Week. The proclamation further requests the Congress and the Administration to recognize the critical work that this program funds and for them to support the program by increasing its funding in the next fiscal year.

From the Other Side of the Desk By Joe Larissa

Exposing the “Big Lie” Part 2 In November 2010, by a margin of 72% to 28%, EP voters became the first municipality in the state to place a 3.5% maximum annual property tax rate increase in their City Charter. That followed its passage into an ordinance several years prior. Both pieces of legislation were authored by me and supported by elected officials in office at the time. Enough was enough. EP government should be able to live with little or no property tax increases, and even during the great recession with the state slashing our aid, we felt that a 3.5% was enough. For some, however, no good deed goes unpunished. Included in that group are Michael and Carmen Victoria, who wrote a letter here last month claiming that the tax cap was a “total lie,” and that the tax rate went up well over the cap. I exposed the “Big Lie” that the 3.5% tax rate increase cap was ever violated in February, and will address the additional fallacies here. The statistics relied upon by the Victorias actually prove that the tax cap is alive and well and saved EP homeowners hundreds of dollars each year over the last several years. The Victorias start off well, agreeing that for 2 of the last 3 years, EP’s tax rate increased by 3.5% in 2008-09 and 3.5% in 2010-11. Exactly, and it only went up that much because of unprecedented cuts in state aid to EP.

Where the Victorias go astray is during tax year 2009-10 – the year of the revaluation of all property in the city. They look to the new post revaluation rate, and say, see the tax rate went way up that year, by a whopping 25.8%. They are dead wrong. Taxes went up by an effective 3.5% that year too. How are the Victorias so off base? Their use of statistics resembles the classic example of a false logic – God is love, love is blind, Ray Charles is blind, therefore, Ray Charles is God. No, Ray Charles is not God, and the tax cap was not secretly broken in the revaluation year either. If the giant tax rate increase claimed by the Victorias really happened: 1) the city tax cap rate ordinance would have been violated; 2) the state’s own tax revenue cap ordinance would have been violated; and 3) there would have been a riot at City Hall, with yours truly leading the charge. Instead, none of the above happened. What the Victorias don’t know is that in a revaluation year state law ensures that a city cannot raise more revenue from the total revaluation than is raised in the year before the revaluation. In other words, the tax rate is set by law to an effective 0% tax rate increase. The new rate is based upon the new total assessment – the key fact the Victorias ignore. The state confirms the city’s computation of the numbers. Only after that can the city raise the rate to gain more revenue – in our case it was raised 3.5%. To be sure, because of revaluation many tax bills went up much more than the 3.5% tax rate increase, and many up a lot less and even down (I have the PDF chart of all homes if anyone is interested). Different tax bills going up or down because of revaluation, however, does not change the fact that the effective tax rate increase that year was capped at 3.5%. The Victorias also claim that my assertion that Townies paid an average of $200 more per car in property taxes this year over last year was “fabricated . . . out of thin air.” Unfortunately, the number is dead on correct, and is a tragedy as I said at the time it was imposed – due to the State ending its payment to the city of $5,500 per car of auto tax exemption. The result was that the value of your car exempt from tax went from $6,000 to only $500. The city care tax rate (apparently unbeknownst to the Victorias) has actually remained at $37.10 per thousand for many years (that is, a 0% rate increase). But because $5,500 is no longer exempt from the tax, every car in EP with a taxable value of $6,000 or more is costing exactly $204.05 ($37.10 x 5.5) more in property taxes this year than last year. Or as I correctly (and sadly) reported, “about $200 more” per car. Thank you to the Victorias for allowing me to report once again on the heroic efforts of the previous council and school committee to keep tax increases down in the worst of times. I suggest if the Victorias really want to know what whopping property tax rate increases look like, they move to Woonsocket, where a 13% supplemental tax rate increase is about to be imposed, thanks to school financial mismanagement, and this is on top of a 4% increase already levied this year. * Joe Larisa served four terms as Mayor of East Providence, a position elected by the Council from among its members. His latest term ended on December 1, 2010. He also served as councilman at large for the City from 1992-2002 and 2004-06 and 2008-10. Questions or comments? Email me at mayorlarisa@verizon.net.

“Al’s Wheels Night” For Alec Hail EPHS Freshman Has Duchenne Muscular Dystrophy

By Bob Rodericks “This is fun and exciting and there is something here for everyone to enjoy,” said East Providence High School freshman Alec Hail. Alec was clearly moved by the number of friends, classmates and community residents who came out to raise funds for his family. Alec is dealing with a degenerative form of Muscular Dystrophy. Duchenne Muscular Dystrophy (DMD) can result in muscle degeneration causing difficulty walking, breathing, and more. By age 10, braces may be required to aid in walking but most patients are wheelchair dependent by age 12. On Saturday evening, April 21st, hundreds of East Providence and other R.I. residents attended a pasta dinner held in Alec’s honor at EPHS. The event was a fundraiser to provide the Hail family with enough money to purchase a conversion van needed to transport Alec around the community and to medical appointments and social activities. “He gets a ride to and from school, but it ends there,” said event organizer Julie Friend. “It doesn’t seem fair. Alec can’t attend events after school or go shopping, etc. Contrary to what people may think, there are no regular programs to transport Alec and his family other than to school,” said Friend. Apropos to her last name, Julie Friend is a family friend who decided to try and help. “Our goal is to raise about $25,000 to purchase a low mileage used, reliable conversion van for the Hails,” said Friend. Even though Saturday night was starting the spring recess for many families, a large crowd was in attendance. Of course, there was a great pasta dinner, raffle prizes, even free professional chair massages. Many notables were there including East Providence Mayor Bruce Rogers, School Committee members Chrissy Rossi, Steve Furtado and many teachers and students. The ever popular and noted Rhode Island Master of Ceremonies, Steve McDonald of WHJY/WHJJ radio was a volunteer MC for the night. McDonald, also the voice of the URI Rams basketball games, was his usual witty self as he peppered the crowd with one-liners and introduced guests and announced donations all evening. “I didn’t know Alec personally before tonight, but what a great young man he is,” said an obviously moved McDonald. “It is a pleasure to be a part of this event.” Alec was accompanied by his parents Andy and Cindy and grandparents and other family. The Hails also have a 13 year old daughter. “We don’t know what to say,” Alec’s parents would express throughout the evening. “Thank you, thank you to everyone. What a night.” Alec was beaming most of the evening as friends and classmates treated him as a ‘star’. “I guess I want to be a computer graphic designer someday. I hope to go to a business school for that,” Alec offered. In addition to his school work, Alec enjoys NASCAR racing and the New England Patriots.

May 2012 Also serving as an event organizer was East Providence High School social studies teacher Michael Silva. Silva is the advisor to the newly formed high school “Townie Volunteer Corps”. This group is made up of high school students who seek to make a difference in the community through volunteerism. Dan LaBrie is the student leader of the volunteer corps and helped as an event organizer. The Townie Volunteer Corps recruited the school’s Choral Ensemble choir to perform. In a very poignant moment, the choral group surrounded Alec’s family table and sang the Simon and Garfunkel classic, ‘He Ain’t Heavy He’s My Brother’. The entire cafeteria grew quiet and many an eye filled with a tear or two. “I am very proud of our student volunteers at EPHS,” said Silva. “They deserve all the credit for working so hard tonight. I’m just along to assist,” he added. M.C. Steve McDonald was busy accepting and presenting donations all evening. McDonald introduced Steve Vierra of the ‘Minute Man Hogs’ motorcycle club. The members, clad in their leather biking gear, presented Alec with a check for $1,000.00. Leaders of the Riverside Little League also gave a $300. donation. Many others came forward with similar donations. Raffle items were given to the holders of winning tick-

ets. Businesses and groups throughout the city helped to make the evening a success. Domenic Ponterelli from the United Food and Commercial Workers helped with donations from Stop and Shop in East Providence for virtually all the food for the dinner and Allen Silva of Sodexo Foods also secured food donations from Sodexo. The East Buffet and other businesses also came forward. John Rossi and Gary Jenkins volunteered their time to provide for police and fire supervision. “It all amazes me,” said Julie Friend. “Donations came from all over EP and I am so happy for Alec and his family.” School custodians, teachers and Chartwell’s School Food Service all provided hours of volunteer assistance and supplies. EPHS school resource officer, Doug Borden was glad to attend. “He’s a wonderful kid - seeing all this support in this community - it doesn’t get better than this. This is as it should be,” added Borden. Pierce Stadium superintendent Joe Medeiros and his family were there. “I didn’t know Alec, but this is a worthy cause,” said the affable Medeiros, known to all who enjoy events at Pierce. “A parent, Linda Rogers, donated all the paper goods,” said Friend. “I hope we’re not forgetting people,” Friend worried out loud as she ran about the large cafeteria all evening. As the night grew to a close, the wheelchair bound Alec Hail seemed to gain strength from the crowd. He smiled for pictures, he joked with friends and for one shining moment he stood tall in a hall filled with warm wishes washing over Alec and his motorized wheelchair. His parents stayed in the background mostly and watched proudly as their brave son handled the crowd like a seasoned politician. One couldn’t help feeling a sense of melancholy however, knowing that soon Alec would be back in school, facing an uncertain future with his DMD. Hopefully a vehicle will allow his family to get Alec to events and places he can now only think about attending. At the end of the evening, organizers presented the family with a check for close to $11,000. As well-wishers applauded loudly, Alec smiled and waved to all. “Thank you everybody,” he said. “We had such fun,” he added. LICENSED As of this writing the ‘Al’s Wheels Fund’ is up to $14,000. Although Julie Friend, Mike Silva and others are happy with the INSURED results, they are hoping to receive more donations. Anyone can still send a donation. Checks can be made out to Al’s Wheels, c/o Columbus Credit Union, 3 Crescent View Ave, Riverside, RI 02915.

Events & Activities Share events & activities at 2nd Annual RIDE WITH K-ROB FAMILY FUN FESTIVAL May 20, 2012

The K-Rob Foundation is a Non Profit Organization whose mission is to help underprivileged children of East Providence get involved and stay involved in sports. The K-Rob Foundation is currently in the planning stages of our 2nd Annual “Ride with K-Rob” event to be held on May 20, 2012 from 9:00am- 5:00pm. Our event is going to include a Bike Ride and a full day Fun Festival at the Historic Looff Carousel in Riverside, RI featuring Live Music, BMX Demonstrations, Rock Climbing walls, a Football Combine with Jamie Silva, native EP NFL Football Player, Rudy Pauls from the Biggest Loser and much much more! We had overwhelming success last year with over 4000 community members and participants coming out to enjoy our family event! Our success and ability to offer this wonderful opportunity to our community is based on the contributions of sponsors who have gone out of their way to lend financial support. Every dollar that the K-Rob Foundation raises goes directly to helping children in need of assistance. In 2011, the K-Rob Foundation was able to subsidize over 75 children’s sports related fees and registration. As a sponsor, your Organization will receive tons exposure from media campaigns and all promotions for the event, which included ESPN last year! You will also gain exposure from the attendees attending the event. As a company committed to the community, you are an ideal partner for us in this venture. We have several different packages for sponsorship and these are detailed in the sponsorship commitment form enclosed with this letter. You can choose how you would like to participate in the event and how to best have your company recognized. All contributions are tax deductible. We are looking forward to hearing from you. If you have any questions , you may contact Robin Robinson at 401-741-2717 or krobfoundation@gmail.com. Thank you for your consideration in being a partner and supporting the children of East Providence! Yours Sincerely, Kevin Robinson President, K-Rob Foundation

The Cape Verdean Museum Exhibit 3rd Annual Golf Classic Sunday, May 20, 2012

Crestwood Country Club, 90 Wheeler Street, Rehoboth, MA The Cape Verdean Museum Exhibit (CVME) is dedicated to celebrating the history and culture of Cape Verde and Cape Verdean-Americans. The museum, the first of its kind in the country, was founded in 2003. We are a 501(C) 3 institution, defined as a non-profit organization created and operated exclusively for preservation of the Cape Verdean history and educational purposes. The CVME has grown a great deal in the last seven years. We have had visitors and donations from all over the world but now the museum has reached full capacity in its current location. Our goal is to keep this momentum of people and gifts flowing by moving to a new home where we can display more of our collection and expand into new areas as a cultural institution. We also feel that this move will allow us to play a larger role in the communities. We hope that you will partner with us to help facilitate this move and venture while also bringing to light the unity and strength of the businesses in the area that are patronized by the Cape Verdean community. We thank you in advance for your support. Help us make the Cape Verdean Museum 3rd Annual Golf Classic a successful event. Please visit our website at www.capeverdeanmuseum.org for sponsorship and registration forms. The one time discussion of the book will take place 6:30 - 8:30 pm at Eats on Thursday, May 17th. All are invited whether or not you have finished the book. Grange Donates 412 Dictionaries

CRONAN

PAINTING CO

Roger Williams-Rumford Grange recently distributed 412 dictionaries to all of the third graders in the city of East Providence as part of the national “Words for Thirds” Dictionary Project. The goal of this program is to assist all students in completing the school year as good writers, active readers and creative thinkers by providing students with their own personal dictionary. The dictionaries are a gift to each student to use at school and at home for years to come. This is the ninth year that the third graders of East Providence have received dictionaries from the local Grange. John A. Lawson, Jr., Master and Community Service Chairman of the Grange, visited all eight elementary schools to make the presentations. Participation in the Dictionary Project is just one of the many community service projects undertaken by Roger Williams-Rumford Grange members. UPC’s from Campbell’s products and General Mills “Education Points” are donated to the R.I. School for the Deaf; aluminum tabs are collected for the Shriners Hospitals and Ronald MacDonald House; knitted and crocheted baby hats and lap robes are made for local hospitals and nursing homes; non-perishable food, personal care items and children’s Christmas gifts are given to the East Bay Community Action Program; cancelled stamps are given to the Vaca Valley Stamp Project in California. A major effort recently promoted by the Grange has been to assist the soldiers and veterans. They have been working with the VAVS (Veterans Administration Volunteer Services) to collect items for the male and female hospitalized, homeless and nursing home veterans. Gift cards are given to the Family Assistance Program of the RI National Guard/ Air National Guard to assist the families of deployed soldiers. Several Grange members are also making the black knitted hats that are worn by the military under their helmets. If you would like to assist the Grange in any of their projects or would like more information on the organization, please contact John or Shirley Lawson at 434-1491.

Overcome your fear of public speaking with tips from Toastmasters International

Dread giving a speech? You are not alone! Most people consider public speaking more frightening than death! “As maid of honor, I was asked to give a speech at my sister’s rehearsal dinner. I was terrified. I wish I joined Toastmasters earlier so I would have been better prepared to give such an important speech,” says member Jeanne Cox. There are many things you can do to make your presentations less nerve-wracking. You can get your butterflies to fly in formation. Here are time-tested tips on how to overcome your fear of public speaking: Don’t procrastinate! • Always look for a speech topic • Choose a topic you care about • Organize your speech in a logical sequence • Create an attention-grabbing opening • Rehearse! • Visualize success • Know your equipment needs • Familiarize yourself with the setting • Wear comfortable and professional looking clothes • Concentrate on the message; not the audience • No matter how nervous you may feel, don’t tell the audience! • Use visuals and stories relevant to your topic • Speak clearly and audibly • Practice in Toastmasters! The East Bay Toastmasters club meets the 1st and 3rd Thursday of the month at 5:30 p.m. at Linn Health Care, 30 Alexander Ave, East Providence. For more information about the club, please visit http://9556.toastmastersclubs.org

Ask about our A Full Service salon Call Pravana Perfection 686 Willett Ave Riverside, RI for Prom Hair Smoothing Call (401) 481-1721 System for an appointment Updo's Catherine Browning Most high school graduating seniors will spend their summertime on the beach or in a summer job while getting ready for college or work in September. East Providence’s top ranked senior, Catherine Browning, however will report to cadet basic training – or “BEAST” training – at West Point Military Academy in New York on July 2nd. “Oh yes, I have to complete a full army basic training,” Browning said with a smile when asked. The military program begins on your first day at West Point. Most military training takes place during the summer, with new cadets undergoing Cadet Basic Training - or Beast Barracks - the first year, followed by Cadet Field Training at nearby Camp Buckner the second year. According to West Point publications; “renowned as the world’s premier leader development institution, West Point accomplishes its mission by developing cadets intellectually, physically, militarily, ethically, spiritually, and socially. The student body, or Corps of Cadets, numbers 4,400 and each year approximately 1000 cadets join the Long Gray Line as they graduate and are commissioned as a second lieutenant in the U.S. Army.” Cadets spend their third and fourth summers serving in active Army units around the world; attending advanced training courses such as airborne, air assault or northern warfare; or training the first and second year cadets as members of the leadership cadre. EP’s Browning was nominated by United States Senator Jack Reed and will be one of only 4 or 5 Rhode Islanders to enroll this September. Browning was accepted at Brown University and Brandise as well as just about any college or university she could choose. She was a recipient of an ROTC scholarship which would apply to any school with an ROTC program. But in the end, Browning chose to serve in the military and to do so at West Point. “I looked into the Coast Guard and Naval Academy but it was West Point and the army which appealed to me the most,”

Browning said during an interview with the Reporter in the high school library. When asked if she was ready for the tough regiment ahead, Browning smiled slightly and said, “they’ll (army) help me get ready. I will have many educational and job opportunities with West Point.” The enrollment process for West Point is complicated. There are rigorous academic, medical, physical and leadership qualifications that a candidate must possess before even being considered for acceptance. Browning is a quiet and humble person as she negotiates the crowded hallways and classrooms of EPHS and seems a perfect fit for West Point. She is not only the top academic scholar at East Providence High School but she is a formidable athlete. Browning has excelled in Cross-Country, Indoor and Outdoor Track, and has received rowing training and has completed a triathlon. Browning’s top physical condition and sharp intellect will certainly bode well for a West Point education. Upon graduating from West Point she will be commissioned as Second Lieutenant in the U.S. Army. “Yes, I am prepared to serve my nation and accept deployment anywhere in the world. I plan on making this a life-long career and may consider an eventual future as a doctor or other work in medicine or maybe Neuroscience,” said a contemplative Browning. Not sure yet of her eventual career path she knows that she will seek higher military rank. “Second Lieutenant is the lowest rank after finishing the Academy. My goal is to aim as high as possible,” Browning added.

Catherine Browning is as well-rounded as a student could be. A member of the school’s National and Rhode Island Honor Societies, class Valedictorian, a top athlete and an accomplished musician – are just some of Browning’s many accomplishments to date. She is also active with the volunteer ‘Townie Athletic Board’ and “Newspaper Club’. She doesn’t classify herself as “overly religious” but she is active in her church, is a Sunday school instructor at Newman Church and has “helped out with Vacation Bible School.” Browning adds that “church is important.” She likes to read as a hobby and keeps up with events in the world by reading “all the news magazines and publications.” Not a very big television watcher, she does enjoy Masterpiece Theatre and the comedy, ‘30 Rock’. Her hectic academic and athletic schedule has caused her to scale back her music. “I play the jazz guitar and a euphonium (sort of a tuba) and have played a bit with the Rhode Island Philharmonic, but haven’t dwelled on my music lately,” she said. Browning does plan to keep music in her future in some manner. Browning attended Myron J. Francis Elementary and Edward Martin Middle schools before entering EPHS. “I think East Providence provided me with a great educational opportunity and I made the most of it. School is what you give to learning. I did my best,” she said. Browning has a brother in graduate school and a brother who is an EPHS sophomore. “I have no regrets attending EPHS (instead of a private school) and I have lots of people to thank. My parents and family, my teachers, my coaches and people in the community - all have been important to me,” said Browning.

May 2012 “I can honestly say that Catherine might be the finest student athlete that I have had the honor of coaching. She has been a 6 season captain, JR & SR Cross Country, Indoor and Outdoor Track,” said EPHS teacher and coach Robert Duarte. “She is an extremely hard worker that has dealt with a lot of setbacks because of injury,” Duarte continued. As a freshman, Browning was one of the state’s top distance runners. Injuries may have kept Browning from being one of the best high school athletes in a long time. “My freshman year was awesome. I was introduced to different levels of cross country, I met many great distance runners,” said Browning. “I enjoyed and will miss my teachers and coaches.” Browning said that she can recommend EPHS to anyone. “The school offers much, you must work hard and give back,” she said. Coach Duarte may have summed up Browning the best - “She is reliable, dependable and does whatever has been asked of her, she is usually the first one to practice and the last one to leave.” Duarte added, “She is on her way to West Point, it will be West Point’s gain to get Catherine, she is a fine young woman.” Indeed, she is one fine Townie.

SPORTS UPDATE

By Bob Rodericks The EPHS girls’ softball team remains in a solid 3rd place in Division I Central. The Townies have the 2nd highest number of runs scored in the league and trail Cranston West and Bay View. East Providence’s Lauren Discuillo pitched a three-hitter, struck out four and didn’t allow any walks and teammates Amy DeCastro and Lucianna Medici provided the offense as the Townies defeated Cumberland, 5-2. DeCastro had two hits and an RBI, Medici had a two-run single and Discuillo doubled and scored two runs. The win improves the Townies to 3-5. EP also defeated Westerly and North Kingstown during April. The Townies baseball team sits in 4th place in the boys’ state Central division with a 3-4 record. EP lost to always tough Cranston West, Hendricken, Tollgate and Pilgrim while defeating Barrington, Cranston East, Mt. Hope and Warwick Vets. The Townies won their first game against Warwick Vets in a nine inning 10-9 victory. Scott Mello got the walk-off single in the ninth to score Aaron Branco from second base. The Townies hitting stars include Nick DeBarros, Alex Hurley, Collin Costa, and Keith Marquis who combined for 13 hits. East Providence’s Alex Hurley was one out away from pitching a no-hitter before giving up a double to Cranston East’s Chris Gomes but his performance kept the Bolt scoreless and the Townies won 4-0. Keith Marquis knocked in all four runs for the Townies win over Cranston East. The EPHS golf team has a 1-1 record, good for 2nd place. The Townies defeated Rogers High and lost a close match to Mt. Hope High. The EP boys’ lacrosse team is off to a slow start with a 1-4 record in Division III North. EP has lost close matches to Narragansett, Tiverton, Smithfield and Burrillville while defeating Scituate. The girls’ lacrosse squad sits at 2-3 with wins over North Smithfield and North Providence while losing a close match with Scituate. EPHS Boys’ outdoor track holds a strong 3-2 record in a good 10 team Eastern Division. EP has beateh Rogers, Shea and Tolman while losing to Barrington and Portsmouth. The Outdoor Track & Field team recorded two high places at the Class A Relay Carnival held at Bishop Hendricken High School on April 12th. The Townies Triple Jump Relay consisting of Chris Moura, Jay Andrade, Trystan Casey, and Josh Rambert placed second. The 4x100 Meter Relay consisting of Trystan Casey, Chris Moura, Josh Rambert, and Ryan Williams placed third. In addition to the two impressive relay places, Josh Rambert running the lead leg on the 4x400 Meter Relay ran the second fastest recorded time in the state this year over the 400 Meter distance. “We will be working hard over the April vacation hoping to improve and build upon our early season success,” said coach Bob Lyons. The EP girls’ Outdoor track team is off to a fine start according to coach Bob Duarte. “Our shorthanded Girls Track Team was able to tie a very strong Portsmouth team and then defeat Rogers. Without Kaitlyn Bellamy, Yuli Henriquez, Alexis Thompson and Thomeeka Speaks, the rest of the Townie Girls stepped up and had strong performances. Darian Dailey and Tess Jones both won 2 events yesterday and Rachael Finn, Catherine Browning, Sierra Cunningham, Caitlin Lamb and Jessica Cordiero each won an event. Dailey won the long and triple jump while finishing a tie for 3rd in the high jump. Jones won the 800 and 1500. Browning won the 3000, Cunningham 400, Lamb Javelin, and Cordiero Discus,” Duarte blogged. The team record is 3-1 to date.

May 2012 The Reporter The boys’ tennis team is starting slowly with a 1-5 record so far. The Townies win came against Shea High. EPHS boys’ volleyball is cruising along with a strong 4-1 record. The Townies were undefeated but recently lost their first match. TheTownies dropped to 4-1 after a 3 games to 1 loss (18-25, 25-27, 26-24, 21-25) to North Kingstown. “Service errors and a lack of offense were our main problems,” said head coach Keith Martinious. “We did, however, get a solid effort by newly appointed co-captain Victor Adewusi who had 15 kills and 2 blocks,” added Martinous. St. Mary’s Academy - Bay View softball team sits atop Division I Central with a 4-1 record. Bay View’s only loss was at the hands of North Kingstown. Bay View has scored a cumulative total of 22 runs with only allowing a league leading 8 runs against. bay View will have big games against LaSalle and East Providence twice in May. Bay View has a strong 4-1 record in outdoor track with wins over Shea, Tolman, Rogers and St. Raphael. Their lone loss came against 2nd place Mt. Hope High. Seekonk Junior Golf League

The Seekonk Junior Golf League(SJGL) is now accepting players of all ability levels for its 2012 campaign. The League, starting its 10th season, will begin play with Clinics held June 27th and 28th, and Opening day planned for June 30th. The season will run every Saturday throughout the summer with play concluding the 18th of August. The league was founded by Dan Preston in 2002 with support from local businesses as well as the Seekonk Lions Club, and the Seekonk Recreation Committee. Over 90 plus players registered and on Saturday, July 12th, 2003 the Seekonk Junior Golf League was in full swing! Today, the Seekonk Junior Golf League (SJGL) is a tax exempt, non-profit organization, which allows boys & girls, ages 10 to 16, the opportunity to play golf and receive golf instruction at a low cost during an eight-week period over the summer. The league is open not just to Seekonk residents, but prospective golfers from the surrounding communities. Special financial consideration is available to those experiencing financial hardship. Now boasting a roster of over 120 junior golfers, the SJGL provides a safe and positive environment for those learning to play the game of golf with their peers. The players are organized into teams, sponsored by local businesses, competing for the rights to the “Carner Cup”, named after local golf legend and LPGA Hall of Famer, Joanne Carner. The unique scoring system allows for golfers of varying ability levels to contribute to their team either through a relaxed individual play or a more competitive match play format. While the league’s home course is Hillside Country Club, located in Rehoboth, MA, other locations throughout the Southern Massachusetts and Eastern Rhode Island are utilized. Registration for the 2012 season is open now through June 1st on the league’s website, http://www.sjgl.org. The game of golf offers several valuable “lessons of life” that are embraced and taught to our players. The unspoken rules of golf etiquette reinforce the values of honesty, team play, courtesy, respect and responsibility. The Seekonk Junior Golf League is dedicated to ensure all our players enjoy the game of golf, but also recognize the area’s rich golf heritage and instill the values that this great game demands. Come join us for the 2012 season! If you are interested in supporting the league through a donation, please contact the league through the website or use the registration form on the website as their suggested levels for donations.

Pasta! Pasta! Pasta! - Orlo Style Orlo Ave School Playground Fund

By Bob Rodericks East Providence is no stranger to delicious ethnic cuisine and many residents love their Italian food. Orlo Avenue School volunteers are hoping that area residents will be in the mood for a full course pasta dinner at East Providence High School’s ‘Kanelos Dining Hall’ on Friday, May 18th from 5:30 to 7:30 P.M. Orlo is just a meatball’s throw from the once famous ‘Asquino’s Italian Restaurant’ (now the Riviera Inn). In addition to enjoying a home cooked pasta dinner with salad, deserts and more, area residents can help Orlo complete their dream of building an outside playground. “We need $40,000 to complete this project,” said parent volunteer Debbie Palumbo. Palumbo, Izilda Teves and other volunteers recently gave The Reporter an updated tour of the project. “For many years the entire Orlo Avenue School Community has dreamed of having a playground for students to enjoy,” said Palumbo. Orlo Avenue School is the only school in East Providence without an outside playground area. The school is mostly bordered by concrete and busy side streets with cars constantly approaching from highway ramps to and from Providence. The parents, staff and volunteers crafted a three-phase construction project at the start of the 2011-12 school year. As they raised enough money, each phase has been completed. Phase 1 was the construction of a small children’s playground on the front corner of Blanche and Orlo Avenue. Phase 1 was completed on April 15th with the help of many volunteers. In addition to parents and some staff, elected officials Representative Bob DaSilva, School Committee Chair Charlie Tsonos and Mayor Bruce Rogers pushed wheelbarrows and raked mulch. “Ed Catelli (school and city maintenance director) has been a major help to us in planning and doing a lot of the physical work,” added Palumbo and Teves. Phase 2 consisted of installing a basketball court in a section of the large asphalt covered rear of the school. Two poles with hoops have been installed and the area will be seal coated at the project’s total conclusion. “The transformation is beginning, things are shaping up and we have the last phase to go,” said a hopeful Palumbo. The final and largest phase of the playground project is Phase 3. This phase will install a grassy play area and large playground consisting of play structures, swings, slides, monkey bars and rock climbing. “We need $40,000 to finish everything,” said volunteer and retired teacher Stephanie Vinhateiro. “We’re so glad to have Stephanie’s help. She is a great organizer,” said Teves. The volunteers are pinning their hopes on the big pasta dinner. “We will have raffles, a silent auction, prizes and surprise guests. Without a big night, this can’t happen for this school,” the volunteers agreed. “I have so many to thank so far. Thanks to ‘Ulti-Play’, the company who will help us manage and organize the installation of all the equipment. We need to follow all the safety guidelines, etc.,” added Palumbo. Additionally the school is planning a Red Sox night at McCoy Stadium on June 25th. “You can buy 1 ticket for $21. and take 6 people to the game. We will get half of those proceeds,” said Palumbo and Teves. But for now the group’s focus is on the May 18th pasta dinner at the high school cafeteria. Tickets are $10 per adult and $5 for children ages 6-12. Those under age 5 are free. Tickets are available at the school at 25 Orlo Avenue or by calling 401-654-8722. A limited number of tickets will be available at the door. Checks should be made out to: Orlo Avenue School PTA-Playground Fund. Donations can be sent or brought to the school office.

“Pennies for Patients”

Last month, students at Myron J. Francis (MJF), in Rumford, RI brought in spare change from home, family and friends to donate to the 18th annual “Pennies for Patients” fundraiser. The Rhode Island Chapter of the Leukemia & Lymphoma Society (LLS), in partnership with Brinks, Dominoes Pizza, Garda and Loomis sponsored this national coin drive to raise funds for blood cancer research and patient services. This program is made fun and educational for the students while at the same time working towards fighting the #1 fatal disease of children ages 1-20 - Leukemia. MJF held a “Leprechauns for Leukemia Day on 3/16 in which all students could wear their green attire and bring in an extra $1.00 donation towards the cause. One of the 2nd grade classes was the top fop overall fundraising classroom with a total collection of over $500.00 and they won a pizza party. The total amount collected by the entire school for the campaign was over $2,700.00, well surpassing last year’s total as well as the goal set for this year. By pooling their coins, healthy children have a chance to learn and help children struggling with leukemia, lymphoma, Hodgkin disease and myeloma. To find out more about the LLS and their services or to make a donation, please contact the local office at 401-943-8888. “Your change can change the future!” Thank you.

East Providence High School Alumni Association

The East Providence High School Alumni Association has announced that the fourth annual James E. Bates Memorial Oratory Contest will be held on Monday, June 4 at 6:00 p.m. at the Riverside Library. The Contest is free and open to the public. Named for James E. Bates, the longest-serving principal in High School history, the Contest gives East Providence High School juniors and seniors the opportunity to craft an original speech and to deliver that speech as a formal oration before an audience. By providing a civic forum in which student-orators might engage in reasoned discourse, the Alumni Association seeks to establish a model for vigorous but respectful debate. This year, the students will respond to President Woodrow Wilson’s words from his First Inaugural Address, given in 1913: “The Nation has been deeply stirred, stirred by a solemn passion, stirred by the knowledge of wrong, of ideals lost, of government too often debauched and made an instrument of evil...We know our task to be no mere task of politics but a task which shall search us through and through, whether we be able to understand our time and the need of our people, whether we be indeed their spokesmen and interpreters, whether we have the pure heart to comprehend and the rectified will to choose our high course of action.” The students will place Wilson’s words in historical context and provide a gloss on the passage. At the same time, they will evaluate Wilson’s perspective and comment on what meaning they might have for present-day Americans. The Alumni Association welcomes as this year’s keynote speaker Molly Hawksley, a 2005 graduate of East Providence High School and a 2009 graduate of Brown University. Hawksley, who was a star athlete at both East Providence and Brown, will also deliver remarks in response to Wilson’s Inaugural Address. Robert Perry, Latin teacher at East Providence High School, will serve as Master of Ceremonies, and the Judges Panel of Christine Carroll, Christine Jenkins, and James Manchester returns to adjudicate the Contest. All juniors and seniors at East Providence are eligible to apply for the Contest, and applications are now being accepted through May 18. Applications are available online at www.thetownie.net/alumni. Completed applications should be submitted to ephsalumni@yahoo.com. The winner of the Contest, as determined by the Judges Panel, will receive $100 from the Alumni Association, and second and third places will receive gift certificates, compliments of the Alumni Association.

EPHS Students Participates in Third Annual CU4 Reality™ Financial Education Fair

Sponsored by Community & Teachers Federal Credit Union East Providence, RI –The Community and Teachers Federal Credit Union, in partnership with East Providence High School, is pleased to announce that on Tuesday, April 3, 2012, students from East Providence High School in East Providence, Rhode Island, participated in the Third Annual CU4 Reality™ Financial Education Fair, sponsored by Community and Teachers Federal Credit Union, at DiParma Italian Table, 940 Fall River Avenue, Seekonk, Massachusetts. During the CU4 Reality™ Financial Education Fair, the students interacted with the Community and Teachers Federal Credit Union and other selected businesses as consumers with a chosen career and an established monthly salary. Kenneth Saunders, President and CEO of Community and Teachers Federal Credit Union, said “the Financial Education Fair allowed the students to apply the knowledge they learned during the school year on managing their personal finances and budgeting, and the students experienced firsthand what it takes to make ends meet from month to month for expenses such as housing, food, utilities, transportation, clothing, luxuries, etc., and gain a better appreciation of the importance of budgeting, financial planning and making wise purchasing decisions. Special greetings were extended to the students by Senator Daniel DaPonte and Mayor Bruce Rogers and the Fair was also attended by representatives of the Community & Teachers Federal Credit Union that included: Barbara Geraghty, Chairman of the Board, Joan Saunders, Treasurer, Jean Goulet, Director, George Burke, Jr., Director, William Brownell, Director, Lori Hyder, Executive Vice President, Nelia Furtado, Operations Supervisor, and Joseph Moniz, Mortgage Loan Officer. The students were accompanied by their teachers, Kerrie Avjian, James Mihalos, Nichole Federowicz and Donna Ferrara and their teaching assistants as well as school based coordinators, Chrystine Caffrey and Patricia Dionne. The credit union’s President and CEO Saunders stated that the CU4 Reality™ Fair would not have been possible without the support of the businesses and representatives that voluntarily staffed the booths, and he thanked the following businesses for their participation: Best Buy, DiParma Italian Table, Donovan Travel, Elmwood Dodge, Hair to Please, Kathleen’s Avon Boutique, Liberty Mutual, MetLife, Money Management International, Newman YMCA, RE/ MAX River’s Edge, and Shaw’s Supermarket. The Community and Teachers Federal Credit Union established the partnership with East Providence High School in 2009 and implemented the CU4 Reality™ Financial Education Program in the 2009-2010, 2010-2011 and 2011- 2012 academic school years. The program was developed by the Financial Literacy Education Committee (FLEC) of America’s Credit Union Museum in association with the New Hampshire Credit Union League. Mr. Saunders also thanked the following business partners who made presentations on behalf of the credit union to the students during the school year, Michael Bennett from MetLife, who presented “Financial Planning” and Sheryle McMillan from Money Management International, who presented “Understanding Credit”. The Community and Teachers Federal Credit Union, chartered in 1961, serves over 2,400 members. The credit union is located at 362 Taunton Avenue, East Providence and members’ savings are federally insured through the National Credit Union Administration (NCUA).

The winning photos were based upon a combination of creativity, photography, and cleverness. Like the proverbial bad penny… the jury duty scam comes back again!

Most of us take those summonses for jury duty seriously. But since many people try to avoid jury duty, the infamous the Jury Duty scam has surfaced again. A caller claims to be a jury coordinator. If you protest that you never received a summons for jury duty, the scammer asks you for your Social Security number and date of birth so he or she can verify the information and cancel the arrest warrant. If the victim gives this information, it is more than likely that their identity will be stolen. The fraud has been reported so far in 11 states. This (swindle) is particularly insidious because the scammers use intimidation to try to bully people into giving information by pretending they are with the court system. The FBI and the federal court system have issued nationwide alerts on their web sites that warn the consumer about the fraud. For more information, go tohttp://www. snopes.com/crime/fraud/juryduty.asp Don’t be a victim! And if you think you have been REPORT IT

Five Expert Tips For A Five-Star Wedding Experience (ARA) - The average couple shells out nearly $27,000 just to say their “I do’s,” according to a recent survey. That doesn’t include the cost of the honeymoon, either. If you’re spending that kind of money, shouldn’t your unforgettable wedding be a five-star event? “It’s possible to plan a wedding with five-star touches at nearly any budget level,” says Jenna Check, wedding specialist at The American Club Resort in Kohler, Wis., one of just 36 hotels and resorts worldwide to earn both the Forbes Five-Star Award and the AAA Five-Diamond designation.

Consider these wedding ideas from the wedding planning pros at The American Club Resort:

Tip No. 1: Give your guests ample time to “ogle” - the cake, that is.

“Often, the cake arrives in the reception room just in time for the bride and groom to partake in the cakecutting ceremony,” says head pastry Chef Richard Palm. “And then it’s quickly whisked away to be cut, plated

Prom & Wedding and sauced in order to create a seamless dining experience when served as the dessert.” For a more memorable experience, give your guests extra time to view, photograph and comment on the cake by using additional cake - not immediately needed for food service - in the reception room. “Having the time to ‘ogle’ the cake will make it that much more memorable,” Palm says. Not sure what to do with the leftover cake? Freeze the top layer to be thawed and eaten on your first anniversary, or serve the extra cake the following day at a gift-opening party.

Tip No. 2: It’s better to look good and to feel good.

Wedding planning can be stressful, and stress can take a toll on your appearance as well as your health. “It’s important for brides-to-be to take steps to minimize stress and its effects before their big day,” says Jean Kolb, the resort’s director of wellness and Kohler Waters Spa. Establish a wellness routine well in advance of your wedding day and include daily meditation and exercise in your ritual, she advises. Your routine could be as simple as a yoga class, five minutes of at-home meditation and a brisk walk every day. As your wedding day approaches, arrange a massage and spa time for yourself and your attendants. “A massage for the bride is not just a luxury,” Kolb says. “It’s a tried-and-true way of calming nerves prior to your special day.” Tip No. 3: Guys - and grooms - need a break, too. Brides aren’t the only ones who can feel stressed before the wedding day. Bridegrooms and groomsmen can also benefit from some relaxation. If you’re doing a destination wedding, take advantage of recreational opportunities like golf to help bond and decompress. “Enjoy everything at a leisurely pace,” advises Ed Elsner, tournament coordinator at Whistling Straits and Blackwolf Run. “Play the day before the wedding, not on the wedding day, so that you don’t stress yourself with conflicting responsibilities. And allow plenty of time for relaxing afterward with a few cocktails and cigars.” continued on next page...

Personalization is a popular trend in weddings, and it touches every aspect of your day, from the colors you choose for your bouquet and bridesmaid gowns, to the hors d’oeuvres and entrees served at the reception. Don’t forget to personalize your drink selection, too. Missy Dortman, director of meetings and events, says her team often receives requests from couples to create a personalized cocktail for their weddings. “We try to incorporate something special from their courting, such as the drink the bride might have enjoyed on their first date, a drink they always share, or something that pays homage to the color of the attendants’ dresses,” Dortman says. “One fun couple named Brad and Alexandra chose to serve Brandy Alexanders.”

Tip No. 5 - Variety is the spice of life - and it makes for great pictures, too.

Photos of your wedding will be the tangible memory of your big day, so it’s important to keep in mind how they’ll look when you’re choosing your wedding venue, says Christine Loose, resident manager for the American Club and Inn on Woodlake. Look for venues that offer a variety of picture settings, from a beautifully landscaped garden setting to an elegant courtyard to a paved lane for carriage rides. “Your wedding is one of the most important days of your life, with memories and photos you’ll look back on forever,” Check says. “With creativity, planning and the right venue, you can ensure your big day is a five-star experience for everyone - especially you!” To learn more about the American Club Resort, visit www.AmericanClub.com.

Hello, I’m Angela Hall and welcome to “Play With Your Food”… because cooking should be fun! Is it really May!! The beautiful merry month of May! Spring is in full bloom. Time now for planting and picking…picking strawberries! Sweet ripe strawberries! The strawberry is a member of the rose family. The plant produces succulent, red, conical fruit from tiny white flowers, and sends out runners to propagate. Strawberries are one of the few sources, along with grapes and cherries, of ellagic acid, a compound which has been shown to prevent carcinogens from turning healthy cells into cancerous ones. When choosing select bright red berries with their caps intact. Smaller berries are usually more sweet and flavorful. Avoid soft, moldy and/or shriveled berries. Strawberries should be eaten as soon as possible. Do not wash until you are ready to consume them. If you must store strawberries, place them on a paper towel in a tightly-covered container in the refrigerator for 2 to 3 days. They may also be frozen whole or in pieces. To freeze, wash and hull, sprinkle with 1/3 cup sugar, and toss gently with your hands. Place in freezer containers or zip-top bags. Use within 1 year.

Dining Guide Use strawberries in place of tomatoes over a mixed green or spinach salad then sprinkle with a nice Stilton Blue Cheese and drizzle with Balsamic Vinegar and Extra Virgin Olive Oil…it’s a beautiful thing! This month is also great for foraging for Fiddlehead Ferns. Fiddleheads are young, edible, fern shoots that are gathered when they are still curled. They are very similar in shape to the head of a violin, hence their name. There are thousands of varieties of ferns, only a few of which produce edible shoots. Edible varieties include the ostrich fern and the buckhorn, or cinnamon fern. Always be sure to identify edible varieties. If you’re not so much the forager then they can also be found in most supermarkets these days. North American Indians appreciated fiddleheads long before the arrival of Europeans. The plant has also been known to the Japanese and the aboriginal peoples of Australia and New Zealand. Fiddleheads are a good source of potassium; they also contain vitamin C, niacin and iron. Fiddleheads are perishable and should be refrigerated as soon as possible to prevent them from ripening further, and uncurling in the process. Wrap them in plastic bag and refrigerate for up to 3 days. Fiddleheads stand up well to freezing when blanched for 2 to 3 minutes. Plunge into cold water immediately after blanching and dry them thoroughly before freezing. Blanched fiddleheads will keep for up to 9 months in the freezer. There is much discussion about the flavor of these succulent greens. Some describe it as a cross between asparagus and broccoli; others say it is a combination of asparagus and mushroom. Fiddleheads have a unique flavor that reminds you they have just come up from the soil. The exquisite flavor of fern is at its best when they’re served within hours of picking, either steamed just until tender, about 8 minutes, or cooked, uncovered, in a large amount of boiling salted water for 5 to 7 minutes or until stalks are bright green and tender crisp. (Do not overcook. Overcooking robs them not only of their color, taste and texture but some of their nutrients as well.) As a general rule, do not thaw frozen fiddleheads; simply boil or steam frozen fiddleheads for 6 to 10 minutes or just until tender crisp. Do not add baking soda to the cooking liquid, as this will affect their color. Do not be alarmed if the water turns brownish; this normal. Fresh fiddleheads are best enhanced only by butter, salt, pepper and a sprinkling of fresh lemon juice or vinegar. Do not overpower their subtle flavor with heavy sauces or combine them with highly flavored foods or seasonings. Whether you want to go foraging, picking or shopping spring is the beginning of fresh, local, healthy foods! If you have any questions or want to share thoughts on these and other receipts you can contact me at PLAYWITHFOODTODAY@gmail.com or look for me on Facebook.

STRAWBERRY SAUCE 1 cup sliced strawberries ½ cup pure maple syrup 1 tablespoon lemon juice Heat strawberries and syrup in a small saucepan for about 3 minutes. Drain through a sieve into a heat proof container. Using a wooden spoon, gently push on strawberries to get all of the juice in the container. Stir in lemon juice. Use on everything!
