E.P. Museum Hosts Ambassador!

By Gina Wesley-Silva  It is not often that an international dignitary cruises through our little city. It is rarer still when East Providence is their destination. Yet, recently this was the case when Cape Verdean Ambassador to the United States, Mexico, and Canada, Ms. Fatima Veiga, made a special visit to the Cape Verdean Museum in East Providence. The museum itself is cheery and wonderful. Once you step inside it you immediately feel like you are in a time warp. The artifacts and exhibits perfectly tell the story of the Cape Verdean Islands, its people, its history, and of those who migrated from the islands to the United States where they flourished in the whaling industry among others. These attractions make the story come to life. Ambassador Veiga is a warm and lovely woman whose lists of appointments and credentials is more than impressive. Before her current appointment, she served as Minister for Foreign Affairs, Cooperation and Communities of Cape Verde. She also served previously as Secretary of State for Foreign Affairs, and as Ambassador of Cape Verde for Cuba. Ms. Veiga was also Director Cabinet of the Minister for Foreign Affairs, and prior to that, she served in a number of progressively responsible positions after joining the Ministry of Foreign Affairs in 1980. continued on page 10...

Fired EP Inspector Quattrucci May Get Job Back

Former East Providence building inspector, Albert Quattrucci was fired by former city manager Richard Brown in 2009, for “egregious insubordinate behavior.” Brown had said that Quattrucci has “a history of disregarding his superiors.” Quattrucci not only clashed with city hall management but he also angered former school superintendent Mario Cirillo and his right hand man, chief operating officer, Lonnie Barham. Quattrucci was frustrated with school officials during the summer of 2009 over health concerns with East Providence High School. Before school was to open, Quattrucci was considering an order to close the school. Quattrucci told area news reporters that the high school was “unsafe” and a “deathtrap”. During an inspection of the high school, school officials called the East Providence Police who responded and removed Quattrucci from the school. “They told me to leave, the superintendent doesn’t want you on the city’s property and I left,” said Quattrucci at that time. Then Superintendent, Mario Cirillo, said that “while there are some issues with the school that are being addressed, Quattrucci’s claims are an exaggeration.” But Albert Quattrucci says he was fired because he ordered the closure of East Providence High School against the wishes of school department officials. Quattrucci had several disagreements with school and city officials as he received parental and some staff complaints about health related issues in several schools in the city. In the end, Richard Brown fired Quattrucci. Quattrucci appealed his firing to a city personnel hearing board that September of 2009. City officials continued to uphold former Manager Brown’s firing. “This wasn’t done with this city council and we are not directly involved with this case,” current Mayor Bruce Rogers told the Reporter. The case is now in arbitration before former Supreme Court Chief Judge Frank Williams. “I don’t have any official information yet but I hear that this arbitration may be going well for Mr. Quattrucci,” said Rogers. Quattrucci said before that he was terminated for “doing his job” and refusing to cover up School Department negligence, especially unsafe conditions at East Providence High School. Quattrucci ordered the state’s largest high school closed July 17 for alleged un-

safe structures and conditions. It is believed that the city had this decision reversed. The Reporter reached Quattrucci this week who would not comment yet on the case. When told that some people watching this case closely believe that he has a strong chance of prevailing against the city, Quattrucci would only say, “we’ll see.” The city may be faced with reinstating Quattrucci to his old job as building inspector with back salary and benefits and other damages. Quattrucci is represented by longtime attorney Thomas J. McAndrew. McAndrew has successfully represented several former East Providence city and school employees in defamation and/or wrongful dismissal lawsuits. In a very celebrated case - Ali Khorasani v. East Providence - McAndrew argued successfully before Superior Court Judge Judith Savage on behalf of Ali Khorasani, a city traffic engineer. The discrimination case was settled in Khorasani’s behalf for some $580,000. The Quattrucci case may be resolved by early April. Attempts to speak with city attorneys in this matter have been unsuccessful.

East Providence may be “looked at” by RI officials but the district is not considered to have “suspicious” results.

The Rhode Island Commissioner of Education released a statement saying that East Providence schools are not suspected now of suspicious testing patterns. The issue was raised by an article in the Atlanta Constitution magazine which recently investigated school testing irregularities nationwide. The article cited four RI communities, including East Providence initially. Commissioner Deborah Gist’s statement: “The Atlanta Journal Constitution posted the list of the 198 districts that have “suspicious patterns” regarding test scores. East Providence is not on this list. The AJC previously identified EP with a “red flag,” which indicated an unusual shift in test scores for one year; but the AJC has not cited EP as one of the districts with a pattern of unusual scores.” The list of districts which, in the Atlanta Journal-Constitution’s analysis, appeared to most resemble the pattern of test score jumps and drops found in the Atlanta Public Schools cheating scandal of recent years. The Atlanta Journal-Constitution examined test results for 69,000 schools in 49 states and found high concentrations of suspect scores in 196 school districts. The findings represent an unprecedented look at the

City Hiring New Consolidated HR Director

The city of East Providence is hiring. They want a Director of Consolidated Human Resources, responsible for ‘hiring, staffing, training, classification, benefits, wellness, safety, compensation, labor relations, evaluating employee performance, discipline, and civil service employment on the municipal side, and Rhode Island Department of Education regulations on the school side, among other duties…’ “Good luck to the person who gets this job,” was the sentiment from persons familiar with both city and schools personnel management. The city job description goes on to say, “the City of East Providence is seeking a qualified candidate for the consolidated position of Director of Human Resources. Under the direction of the City Manager and Superintendent of Schools, the position assumes responsibility for the direction, planning, coordination and administration of all programs, functions, and activities of the consolidated municipal and school human resources functions. No salary rate has been set and the application asks candidates to furnish their “salary requirements.” The review of applications will begin immediately and should be submitted no later than March 30, 2012. Applicants need to apply online at www.schoolspring.com. Mailed applications will not be accepted. “I have advocated for consolidation of administrative services for a long time. I supported it strongly when the city and schools combined the jobs of buildings and grounds/maintenance between city and schools,” said Rogers. “From all indications that combined maintenance job is going very well,” Rogers added. Some are not so sure that one person can fill this new Human Resources consolidated job due to the different complexities of each job. The school department, in particular, is bound by hundreds of state department of education professional certifications and regulations. The job description further states that the position “will serve as a member of the executive leadership team on an organizationwide and community basis to ensure that public services are provided in alignment with the strategic objectives of the municipal government and the school department. The Director of Human Resources must be able to negotiate and administer multiple school and municipal collective bargaining agreements/contracts.” A major part of both the city and school department personnel departments has been the management of benefit and insurance issues. It can be a fulltime separate responsibility say some close to those jobs. This new consolidated director must also be “responsible for the oversight and administration of all employee benefits either mandated by contractual

agreements or regulatory to include but not limited to health, dental, life, LTD, 457 and 403(b) plans, flexible spending programs, unemployment, workers’ compensation, safety and wellness initiates, HIPAA, Cobra, DLT, EEOC/ADA, FLSA, FCRA, vacation, sick and personal leave benefits, employee communications, and supplemental and/or voluntary benefits.” Some on the city council and school committee have discussed the possibility of hiring additional “manager types” in each department to work on day to day department specific duties. Some question that when all the dust settles, how much will really be saved if other staff is required to make this consolidation work smoothly. In addition, this person will have to attend school committee and city council meetings and attend other evening meetings such as contract negotiations. The most telling part of the job description may be the very last line of the document: Applicants must have the “ability to think on one’s feet, multi-task while juggling multiple priorities, reach consensus, and create culture of collaboration and accountability.” So if you can juggle lots of complicated stuff, reach a consensus in this community under state financial oversight, and exist on very little sleep, while facing stress every day - this job may be for you. Owe City Taxes?

City Warning Letter brings in $2 million? A new state law gives communities the authority to garnish citizen tax returns in order to collect unpaid taxes. The letter which recently went out to residents in arrears on property taxes and water bills may have pushed some people to pay their overdue taxes. Finance Director, Ellen Eggeman told the commission that some “4,000 transactions were recently transpired and the city received $2 million in tax receipts. However we don’t know how much of this was because of the letter we sent out. It was close to tax time and some people had regularly sent in their payment. The $2 million just received included past due property taxes and past due water payments as well as on-time payments,” Eggeman added. The city was at a further loss in trying to tell commission members how much of the $2 million is for water fees versus property tax. “Our computer system won’t let us sort the tax revenue between departments. We just don’t know how much of the money was due to our letter suggesting income tax garnishment for delinquencies or how much was for water collections,” she added. East Providence would be the first city in Rhode Island to use this income tax garnishment to collect unpaid property taxes.

Police Cars get a Raise Not Officers!

A police request to increase their hourly rate for working on roadside and event details was denied by the state budget commission overseeing East Providence finances. The commission accepted the recommendation of Police Chief Joseph Tavares and city finance director, Ellen Eggeman to keep the current rate for detail officers at $46. per hour. However the fee for a police car to be present was increased $5. to $25. per car. These fees are paid by vendors not taxpayers.

Homestead Exemption Gone, Penalties Enacted

The budget commission has previously voted to end East Providence’s homeowner tax discount for those owning and living in the same house. The idea however does not seem to be fully understood by most residents. Homeowners can receive an exemption of several hundred dollars from their annual tax rate. The exemption is to be phased out over a 15 year period at a rate of 1% per year. “We’ve talked about this 6 times,” said a frustrated O’Keefe. “We approved it. We read and answer everything in our suggestion box and not one resident has complained about this issue,” O’Keefe said. “We have heard complaints about cutting middle school sports and we got one complaint about library branch closings, but nothing about this exemption,” O’Keefe added. “I think we can keep this by phasing out but let’s explain it better to the homeowners,” said Mayor Rogers. Rogers also said that he wants people to have the right to discuss this at a meeting and “realize that we are still keeping the exemptions for veterans and elderly. I also hope that once we get our finances back in order we might be able to re-instate the homestead exemption at some point,” he said. Penalties for Lying: The commission also voted on what penalty to impose for those homeowners who falsely claim an exemption. Homeowners who intentionally defraud the city will be subject to paying back the entire principal plus a 15% interest going back each of 5 years. “Are these people (fraudulent exemptions) in error or are they liars?” asked Rogers. “They are usually lying,” said city staffers in attendance to testify. “Neighbors often turn them in and we investigate.” Again, Rogers said he saw the need to have the council make these decisions, not the commission. “We need to bring this to the people for their comments,” said Rogers. “You can have your fiscal authority back when the council brings me a clean and balanced budget…” said O’Keefe. continued on page 13...

It’s Only My Opinion… Pedophiles Beware!

It really angers me that we have to have Sex Offenders and Pedophiles living so closely among us. I realize that they have always lived somewhere at sometime in our community, but that doesn’t make me feel any better for the safety of the children in our city. Thank God for the technical advances and the internet, because now the Police Department has the capability of notifying the residences in the community in a faster manner that there is a sexual offender in their neighborhood. Residents can use the internet to see who, how many, and where these disgusting criminals live. But is this enough? Oh, I know, the sexual predators, offenders and pedophiles have rights and the law provides them with the right to live almost anywhere they want as long as they register with the Police Department in the city. To offer residents a little more comfort, the sex offenders are supposed to reside 1,000 feet away from schools too. But is this far enough? I think the distance should be greater to provide protection to the children in our community. I would also like to see the convicted sexual offenders, predators and pedophiles banned from entering city buildings, including libraries and parks/playgrounds. In The Attleboro Patch, Oct. 19, 2011 an article informs the public that the Attleboro City Council voted unanimously to ban 2nd and 3rd degree sexual offenders from entering city owned buildings and property including libraries and parks. Sure, the Attleboro Council’s decision was a controversial decision, but a strong one which removes the right of a convicted 2nd and 3rd degree level sexual offender from these privileges. And I say, why not? They have committed reprehensible crimes and deserve the punishment. Why can’t we give our children the additional protection of this type of ban? After all, these convicted sex offenders have proven they can’t be trusted near children. Their reprehensible crimes have taken the rights and the childhood of the young children they have sexually assaulted. Our children deserve this additional protection, they deserve to be safe in the libraries and parks throughout East Providence as well. I do think we have an aggressive police department, and I want to feel comfortable knowing they are watching these sex offenders closely, but we only have so many officers working multiple shifts and they can’t have eyes on these sex offenders 24 hours a day. I’m a lifelong resident of the City of East Providence, and have raised my family my entire life near a school or playground and I’ve always monitored the areas to protect the children. I never wanted to instill fear, just teach them caution and prevention. Even though I’m a grandmother now, I still want to be aware of the men on the sex offender lists, not out of fear, but because awareness is a mighty powerful tool. I am always angered when I see sex offenders reside within a couple of blocks of schools. Recently, I became furious when I realized there are a few sexual offenders who live within a few blocks of Sacred Heart School. How can we prevent these sex offenders from hanging around city hall and the library without a ban removing them from public buildings? I like to think the police are nearby when classes are dismissed for the day and when the children are walking home. My intent here is certainly not to alarm the parents of these students, but just to make them aware. Of course, I called the Police Department and spoke to the Community Relations’ officer to express my anger and concerns, and I was assured the patrolling police officers were aware of the sex offenders, and informed me the convicted criminal’s residential distance met the requirement of the law. continued on next page...

Am I overreacting? I don’t think so. According to the Harvard Mental Health Publication, July 2010 issue, article entitled “Pessimism About Pedophilia”, informs their readers ” that there is no effective treatment and pedophiles are unlikely to change.” They will offend again. The recidivism rate is lower among sex offenders, but recidivism still exists among sex offenders too, just not as often as pedophiles. I recently read that “the sooner society realizes that the better trained we release ex sex offenders, and facilitate their successful reentry into society, the safer all of us will be.” This isn’t a statement I agree with for pedophiles and certainly isn’t how I feel. I think society will be better off if upon reentry into society these sex offenders, predators, and pedophiles who are on probation are all given some type of a GPS chip enabling them to be tracked by law enforcement. These chips exist today, if we can be tracked by the GPS chips in our automobiles and by cell phones, why can’t this technology be used to prevent these sexual deviants from offending again? Some of the sex offenders in our community are on probation until 2033, put a GPS chip on them for the duration of their probationary period. After all, probation is a part of their sentence. Laws should be written and passed allowing this procedure as a condition of their probation. If these offenders want their freedom, especially repeat offenders, why can’t we make these chips a condition of their probation period. These chips would immediately notify law enforcement of the whereabouts of the offenders and could provide the police with the resources to potentially stop these criminals in their tracks. Wouldn’t this protect the children and provide a safer community for all? Whose rights should we be more concerned about the convicted sex offender criminals or our children? It’s only my opinion… But I think our children deserve to be safe and protected from these social misfits and deviants of society who commit these reprehensible crimes. (1) The “3.5 percent” mantra, Not Just A Big Lie, But A Total Lie. In 2008, the year in which we bought our current home, the tax rate was $14.91 per $1,000 of assessed value; in 2009, the tax rate was $15.43 per $1,000 of assessed value; in 2010, the tax rate was $19.41 per $1,000 of assessed value; and in 2011, it was $20.09 per $1,000 of assessed value. In other words, the tax rate increased by 3.49 percent between 2008 and 2009; by 25.8 percent between 2009 and 2010, when you, Mr. Larisa were mayor; and by 3.5 percent between 2010 and 2011. Altogether the tax rate on our property increased by a staggering 34.7 percent between 2008 and 2011. This is a far cry from the annual 3.5 percent in property tax Mr. Larisa plucks out of thin air every chance he gets, most recently in the March 2012 East Providence Reporter. In fact the increase in homeowner taxes averages 8.7 percent per year over the last four years in our case. Other East Providence homeowners have similar stories to tell. The inordinate jump in tax rate between 2009 and 2010 for all East Providence homeowners was to offset what turned out to be a major decrease in assessment value for most, if not all, East Providence homeowners, a 14.8 percent reduction in our case. Therefore, if our home had remained at its previous assessment value, our property tax would have been 25.8 percent higher in 2010 than in 2009 in absolute terms, again a far cry from Mr. Larisa vaunted 3.5 percent. (2) Regarding the excise tax on “cars,” You claim in the Feb. 2012 East Providence Reporter: (1) “every auto in EP is now taxed at $200 more per year than it once was because the General Assembly stopped paying for an auto tax exemption for cities and towns”; (2) “Everyone with a car ended


April 2012 The Reporter up paying about $200 more per year to the City instead of the State paying $200 per car to the City”; and(3) “last year the General Assembly forced a $200 car tax increase on all autos in the City.” Do you mean calendar year 2011 or fiscal year 2011? More importantly, where does the “$200 per car” figure come from? Should we interpret it literally? In which case you also fabricated this figure out of thin air. This morning I thought I would take a walk in the cool air and warm sunshine before writing a letter to the editor about the cruelties of factory farming. It struck me that animals on confinement style farms do not even have this basic right. The right to move about and feel sunlight on their skin, to breathe air that is not thick with ammonia fumes. Large confinement farms are not only cruel to animals they are hazard to human health with the massive doses of antibiotics needed to keep sick animals alive and large amounts of manure in one place that often pollutes ground water. Rhode Island has a great tradition of liberty. The locally grown, organic food movement is a booming business here. Let’s make sure small sustainable farms continue to thrive in our beautiful state. Rhode Island has the opportunity to outlaw the cruel confinement of breeding pigs in gestation crates and veal calf crates by passing S.2191/H.7180. Chairman Charlie Tsonos Runs for Re-Election

“Yes, I will seek re-election,” said Charlie Tsonos. Tsonos was answering our first question as he engaged this reporter in a lengthy interview in his Taunton Avenue business, CLC Menswear. “There is a lot of work to do, we’ve had to focus on finances and are trying to make improvements to buildings as well as support curriculums and academics,” Tsonos said. Tsonos will seek re-election to the East Providence School Committee from Ward One. “It is so difficult because a lot of good things are going on in our schools. But we do have to focus on the financial challenges facing us. With the help of the state budget commission and some of the actions we have implemented, our finances are much better. However, a lot more needs to be done and I will try to stay the course and help get us back on solid ground,” said Tsonos. “Although some in the city are against the budget commission being here, I do think they are helping. In fact we (the school department) are getting a fairer shake from the commission than we did from the city council,” Tsonos insisted. Tsonos defeated former school board chairman Anthony Carcieri in 2010 with 2578 to 1607 votes or 62% to 32%. Tsonos has decided to run again to “be positive and not hostile as we seek to get our debt down which auditors and commissions have mostly attributed to underfunding of schools,” said Tsonos. “Because school committees and city councils haven’t alwas worked well together, we have an oversight commission here now. I accept that fact and will work with the commission to correct our finances.” Tsonos also repeated his call for city consolidation of efforts if possible. The Tsonos led committee agreed to not fill a vacant maintenance director’s job and have put those duties mostly under the city building director, Edward Catelli. “This seems to be working smoothly from all reports and I’m glad we pushed for that,” said Tsonos. “We are also looking to combine the jobs of Human Resources for both the city and schools, and I have called for the possibility of merging other administrative duties on a city and town regional basis.” Tsonos said that he still would like to see relief from state and federal unfunded mandates. He also talked about the large special needs budget in the city. “Programs we must utilize at

We will work together and lean a bit more on volunteers like “Friends of Townies Athletics” for sports and various PTA/PTO and othe volunteer efforts showing Townie Pride.” Asked about his stance in dismissing former Superintendent Mario Cirillo, Tsonos said that “we needed a better direction and handle on our future. We need to set a new course to constructively address the difficult and unresolved issues that lie ahead for our schools,” read a portion of Tsonos’ statement when Cirillo was removed. “That top position hasn’t been filled yet and our interim Superintendent is doing a good job.

By Bob Rodericks School Finance Director King Resigns: Relatively new East Providence Finance Director, Mary King, has abruptly resigned her post to take a similar job in North Kingstown, RI. King has been on the job for two years and has been “right in the middle of everything,” said school board chairman Charles Tsonos. “She will be missed, she was a highly qualified person and her loss will be felt here,” Tsonos added. King has accepted the job of Finance Director for the North Kingstown School District and has been on vacation this week from East Providence. “We just heard about it today from Interim Superintendent Daft. I’m not sure of the actual effective date but I think there will be a transition period,” said Tsonos. Tsonos stated that King’s North Kingstown residency may have made this move by King more attractive. “Well I assume she has been looking (to go) for awhile. They (NK) must have had an application process in hiring her,” added Tsonos. Tsonos noted that King would not be at the next budget commission meeting (March 29th) and he isn’t sure what reaction budget chairman Michael O’Keefe will have. “I think we will see a push from the commission and others to consolidate this job with the city now. It is certainly something that I would support looking into,” Tsonos said. “Sometimes Mrs. King had to be the bad guy, but she was very competent and helped our department reduce the percentage of special needs programming. The time has come to get serious about consolidation again and I support that.” Interim Superintendent Edward Daft has also indicated that consolidation talks with the city may take place in the face of the King resignation. King's two-year North Kingstown contract carries an annual salary of $110,000. NK school officials said that King has a master's degree and is a Chartered Public Accountant, qualifications that exceed Draper's. He added that King currently earns $115,000 per year as director of finance at the East Providence School Department. King's appointment was approved with five committee members voting yes and two, Melvoid Benson and William Mudge, abstaining because they wanted more information. After some discussion, debate had been cut off by a successful vote to call the question (NK Patch).

I’m still working hard for you during the last month by meeting with the Budget Commission and all City and School Departments and Divisions with the intention of identifying and reducing very specific day to day costs of operation of each of said divisions. This is done by creating an 80/20 formula to breakdown, as best as possible what each Department/Division Head might feel is the 80% essential and the 20% non-essential in both services and staffing. This has been coupled with increased consolidation between City and School Departments, retirements without replacement and some creative new ways of funding which includes identification of new sources of increased revenue. The Budget Commission has already met with Public Works, Fire, Police, Planning, Parks and Recreation, Law, City Clerk, Finance, Human Resources, Affirmative Action, Zoning, Building, Highway, Recycling, Canvassing and Municipal Court on the city-side and Athletics, Elementary Education, Secondary Education, Transportation and Special Education on the school-side as well as the consolidated IT and Facilities Management Departments. me with your ideas and all have been helpful – please continue to do so. I would like to say thank you to the nearly 400 who attended my recent fundraiser; most of you with ideas for our City’s future. As promised, I have met as the Councilman from Ward 2 as well as the Council President (Mayor) with most of the City Unions. No one, I repeat, no one has stated that they are not willing to sit down and discuss ways of solving our financial problems in our City and we all collectively understand East Providence is fiscally strapped and there is no more money at this time. There has to be another solution on behalf of our rank and file City workers which I’ve discovered from my very nonscientific research 50%-60% live within our City and are taxpayers. I have vowed in the past to represent all of the City’s 47,000+ residents and as noted above many City workers are residents who also must have my support and representation. I do not believe a 13% supplemental tax increase, as proposed in the City of Woonsocket is necessary! That’s the easy way out and does not solve the problem long range. Good luck to them and I would expect that a State Mandated Budget Commission is in their future! After all, their fiscal stability seems worse than ours. I have spoken to Representative Helio Melo, House Finance Chair and East Providence State Representative and together with City Manager Peter Graczykowski and City Finance Director Ellen Eggeman we are working out a formula which will help with our cash flow both in the near and distant future. It appears that the new formula for East Providence to receive its state School Funding Aid can be obtained on a monthly basis – to the tune of approximately 2 million dollars this is already done in other communities and with the assistance of our State Delegation, we should also be able to do it here – good news! Thank you in advance Representative Melo et al. The EDC (Economic Development Commission) will be holding a business outreach forum in our City on April 10, 2012 from 8:30AM-10:00AM in the City Council Chamber. I will be co-hosting along with Governor Lincoln Chafee and the U. S. Small Business Administration (SBA). The purpose of this forum is to hear from local business and discuss ways to help them succeed, grow the economy and create jobs for Rhode Islanders. All are welcome and encouraged to participate. Many pro-business organizations will be on hand to answer questions. Within one month of this forum, the City Manager, along with myself will be putting together a local forum with all the City Divisions and Departments which businesses deal with on a regular basis such as Planning, Zoning, Building, Plumbing, Electrical and so on in attendance to hear what businesses feel are the drawbacks to starting a business in East Providence, as well as expanding on what is working well. Due to all the aforementioned items, I apologize to anyone whom I have not been able to respond to thus far in a timely manner as I have tried to do in the past regarding your personal issues such as potholes, tree trimming and removal, zoning disputes, trash pick-up, traffic concerns, stop signs and all the other day to day occurrences which must be addressed. In order to reduce the response time, Assistant Mayor Tommy Rose has agreed to resume his public office hours on Monday evenings from 5:00PM7:00PM by way of assistance. As all of you know, my office hours are Tuesday 9:00AM-1:00PM and Thursday evenings from 5:00PM7:30PM. Both the Assistant Mayor and I can be reached by phone at anytime and if not, the City Clerk should be able to assist with our scheduling. The Runaway School Committee and the Charter Changes Saving Our City

When the Big Labor candidates took over the City in December of 2011, they promised it all. No more fighting between the city and its unions or the school committee and teachers over contracts. We could all go along to get along and keep city programs in tact, keep the budget balanced, avoid a state takeover/bankruptcy, not break the tax cap. It took less than a year to prove they were dead wrong – with devastating effects on our city and schools. They turned Townie Pride to Townie Shame. Giving away the store to unions and not cutting salaries and benefits to match revenue has serious repercussions. Despite massive cuts in state revenue to our city and schools from 2008-2010, the last council and school committee took the steps necessary to protect Townie taxpayers and balance its budgets. Indeed, we inherited a far worse fiscal mess than your present elected officials did. The truth is that we left the new council with a surplus on the city side, while the school committee left its successors with a balanced budget. While the state then cut $1.2 million in aid to our schools, the new committee was left in far better financial shape than its predecessors inherited and solved. Moreover, EP state aid is up

over $1 million this year and millions more each year in the future under the new state funding formula. Even more, the new council dedicated over $2 million more in this year’s budget to the schools. Let’s also not forget that the Carcieri, Santos, Barbosa, Faria, school committee saved over $5 million a year in salary and benefit costs for all school employees. So you have to wonder – what the hec is the new school committee doing with all that money? Amazingly, there has been no real answer. Instead, the new school committee claims a $7 million debt for its first year in office? Huh? The council, instead of demanding a cogent line by line explanation, grandstands and takes no action on behalf of weary taxpayers. Under state law, the school committee must balance its budget – indeed, it must do so ahead of all other laws. Does the council enforce this? Of course not. What we do know is that this school committee was elected by Big Labor and will not cut a dime from any union contact necessary to balance their budget. Instead, they fire – solely for political payback reasons – the two individuals responsible for the prior cost cutting in the first place, costing the city more money and, equally important, the talent necessary to cut the budget. It gets even worse. The teacher contract expired last October 31. We have learned that there was a secret contract that the school committee and teachers’ union leadership had in the works. It would have cost the City more than it saved. In the old days, the school committee would have simply passed it and claimed nonexistent savings. (Indeed, such a contract was a very large contributor to Family owned and operated for 60 years the present accumulated deficit.). A few years back, however, I proposed a Charter amendment that required the council to ratify all collective bargaining agreements. So while the good government team was removed from elected office, their legacy lives on to protect Townie taxpayers in a very real way. The anti-tax increase sentiment in EP is so strong that the council recently had to reverse its bogus $25 fee on every East Providence business. The council spent $2,000 to send a mailing to collect the fee to every EP business. It would have collected $40,000 and given the city no more information than it already had. The Carpentry & Painting business community rightly complained loudly and strongly over this “nuisance fee.” So now it’s dead and Basement Remodeling the City is out $2,000. Annual Clean Up of Riverside Shore Line

The Friends of Pomham Rocks Lighthouse together with members of United Water will conduct their annual clean up of the shore line in lighthouse cove, the area between the Pollution Control Facility and the Exxon/Mobil property in Riverside. The event will be held on Saturday, April 14th starting at 10:00 A.M. until 12:00 noon. The rain date is Saturday April 21st. Participants will meet at the sewer plant off Bullock’s Point Ave where you will be told where to park. The City of East Providence will provide gloves, bags and bottles of water. United Water will provide refreshments. The public is invited to join in this effort to clean up the shore line and waters of Narragansett Bay. Also, during the event, Jane LeCapitaine, Community Relations Manager, North East Region, from United Water will be presenting to the Friends of Pomham Rocks Lighthouse a generous donation towards the restoration of the lighthouse.

EPHS Raising Funds For Classmate Al’s Wheels For Alec Hail – April 14th!

By Bob Rodericks The Townie Volunteer Corps is a group of East Providence High School students whose goal is to volunteer in the community and positively impact the lives of those in need. The organization has conducted a worthy project each month and has promoted community service at EPHS. “Our latest initiative is a fundraiser for Alec Hail, a student at East Providence High School. Alec is often confined to his home because he lacks access to a wheel chair conversion van,” said the group’s faculty advisor Michael Silva. “The Townie Volunteer Corps is trying to assist Alec’s family by hosting a pasta dinner fundraiser at EPHS. Hopefully, with your help, the great students at EPHS will make a difference in this young man’s life,” said Silva. The Townie Volunteer Corps at East Providence High School along with Al’s Wheels is hosting the pasta dinner fundraiser for a fellow classmate. The fundraiser is for Alec Hail, a 15 year-old student who suffers from Duchenne Muscular Dystrophy and is dependent on a power wheelchair. Currently, Alec’s family does not have a conversion van to transport him; this greatly inconveniences Al and his family as he cannot attend after school academic or social events. The Townie Volunteer Corps and ‘Al’s Wheels’ are trying to raise $25,000 for a wheel chair conversion van to help improve Al’s quality of life. Enjoy a delicious pasta dinner with meatballs, tossed salad, Italian bread, beverage and dessert. The dinner/raffle fundraiser is Saturday, April 14, 6—8 pm and is $15 per person; students- $8 and 5 and younger eat free. The event is at East Providence High School. Sing Out East Providence A 5-Year Anniversary Celebration

Once again, “Your Heart Will Go On” marks the fifth year of the foundation’s single annual fundraiser. It has been through the generous support of the many local organizations, statewide businesses and individuals that have allowed the foundation to carry on Lauren’s memory and giving nature. To date the foundation has raised over $75,000.00, which has been used to provide $24,000.00 in scholarships as well as close to $6000.00 in donations to music/theater programs, which were one of Lauren’s true passions. Additionally the foundation has provided over $7,000.00 to adopt families battling pediatric cancer through the Tomorrow Fund at Hasbro Children’s Hospital. This brings to seven, the number of families helped during the past five holiday seasons. Through the generosity of those that have supported the foundation, the balance of funds continues to support what will lead to full endowment of the foundations mission. As with each year’s event we are in the process of seeking major sponsors to assist us in covering the associated costs of the event, thereby allowing one hundred percent of the proceeds to be utilized toward the foundations major goals. The parish invites all engaged couples planning a wedding in 2012 and their families to a Mass of Blessing on Sunday, April 22 at 10 a.m. followed by a reception. And the month concludes with celebrations of First Holy Communion for 44 young children and their families on Saturday, April 28 at 11 a.m. and 1:30 p.m. At its recent meeting, the Pastoral Council members and parish staff developed plans to observe 2013 in a year long series of services and activities to mark the 125th Anniversary of the founding of the parish back in 1888. “Dealing With Anger and Bad Attitudes in Children, and Their Parents”

EAST PROVIDENCE, R.I. – Lighthouse Baptist Church will host an open parenting seminar entitled “Dealing With Anger and Bad Attitudes in Children, and Their Parents,” on Thursday, April 19, from 6:30 to 9 p.m. at the church located at 599 Waterman Avenue in East Providence. The seminar will be presented by Dr. Scott Turansky and Joanne Miller, R.N., B.S.N., and feature practical and biblical ideas for parents to lovingly deal with their children and touch their hearts. Using drama, stories, humor and illustrations, Dr. Turansky and Mrs. Miller will explain specific strategies for dealing with attitudinal problems in children; helping children deal with anger; and improving parental skills, all in a loving and godly environment. The seminar is one of many held every year under the aegis of the National Center for Biblical Parenting, based in Lawrenceville, N.J., and founded in 1992 by Dr. Miller and Mrs. Miller. Its stated purpose is to “write, teach and counsel parents from a biblical perspective,” and the center provides extensive resources and programs to improve and expand parenting skills.” Tickets for the April 19 seminar are $20 for adults and $30 for couples. Newman Church features Good News in Hard Times Concert

Rumford RI - Newman Congregational Church, U.C.C., is pleased to present a special concert titled Good News in Hard Times – Fighting Hunger through Music. This concert is a music fundraiser for the Bread of Life Food Pantry, a collaborative ecumenical effort of six East Providence Churches – Bethany Church of the Nazarene, Church of the Epiphany, Evangelical Covenant Church, Haven United Methodist Church, Newman Congregational Church and St. Margaret Church. The concert features Rachel Maloney and Chris Turner, the Sam Hill Trio, and the Newman Adult Choir, all of whom are donating their time and talents to the effort. Rachel Maloney and Chris Turner will be performing music for fiddle and harmonica, offering traditional and original music. They draw from more than 30 years of experience. Much of their repertoire comes from their extensive touring. The music they play is primarily instrumental and can be hauntingly beautiful or fast and furious. When joined by a variety of musical companions, their songs range from ballads to blues, from both Europe and America. The Sam Hill Trio includes Cathy Clasper Torch, violin and Chinese fiddle, Steve Jobe, viola and hurdy-gurdy, and Sharon Key, cello and vocals. The group performs French and English traditional melodies arranged by Steve Jobe. The resonance of violin, viola and cello alternates with the exotic colors of the Chinese fiddle (urhu) and hurdy-gurdy to create sounds of unusual expressiveness. The Newman Adult Choir, under the direction of Geoffrey Greene, features soloists Alisa Cassola, soprano, Barbara Youmans, alto, Neil Letendre, tenor, and Paul Hutchins, bass. works by Sweet Honey in the Rock, a traditional African melody, and spirituals in an a cappella setting with handheld percussion. All of the musicians will join forces to perform some new and exciting arrangements of works, including songs by Stevie Wonder, My Sweet Lord by George Harrison, and spirituals and gospels set in non-traditional formats for this unique blend of musicians. The Bread of Life Food Pantry, the recipient of all proceeds raised by this concert, opened in April 2009 in response to the closing of the food pantry that had been housed in the former East Providence Community Center on Pawtucket Avenue. In a typical month, 185 households from East Providence and surrounding communities visit the pantry, with approximately 560 people receiving food assistance. Eighty percent of the clients served live in East Providence and forty percent are children. Approximately 80 volunteers staff the Bread of Life Food Pantry, located at Newman Congregational Church. 50 volunteers serve clients, and another 35 volunteers work behind the scenes facilitating the delivery, inspection, sorting and stocking of the food. On a monthly basis, a staggering 4,500 pounds of food is purchased and delivered from the Rhode Island Community Food Bank, another 1,000 pounds is purchased from local grocery stores, and four 8-foot tables are piled high with food donations from the churches and area organizations. The pantry also accepts monetary donations that are gratefully received. The Bread of Life Food Pantry is indeed a remarkable operation that has been successful in fulfilling its mission to “feed the hungry in our midst.” A wonderful side benefit is the friendships made and the creation of a true sense of community established amongst its volunteers as they work alongside one another for a common purpose. Additionally, the relationship between the volunteers and the clients as support is given and received is amazing. The Good News in Hard Times – Fighting Hunger through Music concert will take place on Sunday, April 29, 2012 at 3:00 pm. The public is cordially invited and there is a suggested donation of $20. Only 200 tickets will be sold for this spectacular fundraising concert and we do expect to sell out, so please hurry and get your ticket! EAST PROVIDENCE, RI and SEEKONK, MA (March 20, 2012): The Rotary Club of East Providence/Seekonk is seeking qualified high school-age students to attend this year’s Rotary Youth Leadership Awards (RYLA) Conference, to be held from May 18 – 20, 2012 at the Cape Cod Sea Camps in Brewster, Mass. The Club will sponsor and fund four students to participate at the Conference. The annual RYLA Conference is an intensive and challenging three-day training program for community youth leaders. Young adults chosen for their leadership potential are awarded the opportunity to attend the all-expenses-paid Conference to discuss leadership skills and to learn those skills through practice. The weekend features thought-provoking events including interactive leadership labs, guest speakers and challenging mental and physical activities that provide participants with a chance to excel amongst their peers. Topics and activities include the fundamentals of leadership, the ethics of positive leadership, the importance of communication skills in effective leadership, problem-solving and conflict management, building self confidence and self-esteem, elements of community and global citizenship, and Rotary’s purpose and service to the community. RYLA offers high school sophomores and juniors the opportunity to live, work and interact with one another in a cooperative and friendly atmosphere where they can use their skills to learn about themselves and others. Rhode Island State Grange Membership Degree Day!

The Membership committee of the Rhode Island State Grange will be conducting a Membership campaign with a Grange event that will take place during the month of April, so that prospective members can be obtained to join the Grange in their local areas around the state. The Rhode Island State Grange will have Degree day in which members join the Grange after being conferred all 4 Degrees needed in one day. Following the conferral of the 1st Degree and 2nd Degree, the members of Oaklawn Grange will be serving a delicious Spaghetti and meatball dinner. East Bay Freemasons Organize Impressive Food Drive to Benefit the Rhode Island Food Bank

Members of local Freemason Lodges in Riverside announced today a recent coordinated effort to assist the Rhode Island Food Bank by gathering non-perishable food items that yielded 90 boxes (about 5,900pounds) of much needed food. Masters of Masonic Lodges throughout the East Bay took the occasion of the regular meeting of Adelphoi Lodge on March 6th to present a single “ceremonial box of food” to Farris Maxwell, Procurement Coordinator for the Rhode Island Community Food Bank. This continues the Freemason’s annual tradition of hosting a Food Drive to support the Rhode Island Community Food Bank. Speaking to the assembled representatives of Freemasonry, Mr. Maxwell remarked; “With the economy being the way it is, I was humbled by the support that the people of East Providence provided. We are fortunate to have such great people in our local communities”. The food bank’s representative pointed out that recent economic conditions have put an added strain on the supply stating; “The need has gone beyond those who people normally consider needy. Many working people with families to feed are finding it hard to make ends meet. This will go a long way”. The food drive effort was coordinated by Chris Grant of St. Andrews, and carried out by members of local Freemason Lodges who asked customers going in to local Shaw’s Supermarkets to consider buying an extra can of soup, box of macaroni, or whatever they saw fit and donate it as they left the store. Steven T. McGuire, District Master for the East Bay added; “This is a hard time of year for the food bank. People already gave during the Holiday Season, and now that the long stretch of winter has taken hold, the food bank is in real need”. He added: “It shows that there is a lot of good in people, that’s what we were counting on”. The Freemasons of the East Bay area wish to sincerely thank the many good citizens who saw fit to help their neighbors through this difficult time, and the Shaw’s Supermarket managers who allowed them to spend a recent weekend at the entrance to their stores.

Cheektowaga, NY – On the weekend of March 3-4, former East Providence High School student & Riverside resident, Jalen Scott-Jones lead his Vincennes (Indiana) University bowling team to the NJCAA Championship. Scott-Jones was named to the NJCAA All-American Team (along with two of his teammates), and his coach was selected as the NJCAA National “Coach of the Year”. This marks the 18th time that VU has captured the national championship. Scott-Jones, also earned the Most Valuable Bowler Award after finishing with the highest total pinfall of 2471 over 12 games for an average of 205. The Vincennes University Blazer Bowling Team won its 18th NJCAA Men’s National Championship, topping Hudson Valley Community College by 141 pins at the NJCAA Bowling Championships in Cheektowaga, NY. VU’s previous NJCAA titles came in 1980, 1983, 1985, 1986, 1989, 1991, 1992, 1993, 1995, 1996, 2001, 2003, 2004, 2006, 2008, 2009 and 2010. The Trailblazers were third in 2011. Scott-Jones, a freshman, is also doing well in the classroom, and finished the first semester of his freshman year with a 3.54 GPA.

During the program, Rita Champagne, a resident of Winslow Gardens was awarded the Commander’s Coin for Excellence in recognition of her outstanding volunteer contributions of time and talent for the Battalion. The coin was presented by LTC Michael T. Ansay. The residents and staff of Winslow Gardens have been serving this unit as a community connection since 2007. They support the unit with care packages and holiday gifts, assist with both Operation Home Front and the Backpack Brigade, and also hosted the 2010 annual Christmas party for the soldiers and their families.

Messier Named Grand Marshal of 30th Annual Pawtucket St. Patrick’s Day Parade

State House – Rep. Mary Duffy Messier (D-Dist. 62, Pawtucket, East Providence) will serve as the honorable grand marshal for Pawtucket’s 30th annual Saint Patrick’s Day Parade on March 3. “I am truly humbled to have been chosen to lead one of the city’s longest and most treasured traditions,” said Representative Messier, who also served as a member of the 2012 Parade Committee. “I want to thank the rest of the committee for all of its hard work. I know how much goes into this beloved event every year and I’m truly honored to be a part of it.” The Grand Marshal Reception will be held Thursday, March 1, at 6 p.m. at the Pawtucket Country Club. Representative Messier’s name has now been placed atop a long list of esteemed parade leaders, which includes former State Police Col. Brendan Doherty, state Attorney General Peter F. Kilmartin, Pawtucket Mayor Donald Grebien and the late Jack White, a Pulitzer Prize-winning journalist. The parade will kick off at noon from the McCoy Stadium and Jenks Junior High School parking lots. Using Division Street as a starting point, it will wind its way toward its final destination at the Pawtucket City Hall reviewing stand on Roosevelt Avenue.

Lake Forest fell 6-1 to Transylvania University on Friday in Thomsen’s next outing. Five of the runs were unearned and she once again struck out three batters while walking only one. Finally, on Saturday, Thomsen and the rest of the Foresters defeated Anderson University 7-5. She surrendered three runs (two earned) in six innings of work and allowed just five base hits while striking out two without a walk. Thomas went 3-1 with a 1.83 ERA overall on the trip. She struck out 18 and walked just five in her five starts.

Kelly-Frances Kelahan Spends Spring Break on Concert Tour of Europe

Manchester, NH (03/12/2012)(readMedia)-- Saint Anselm College senior, Kelly-Frances Kelahan, from East Providence, R.I., traveled to Europe with the college choir during her spring break to perform in churches in Europe. The group’s musical tour included stops in Cannes and Avignon, France, Monaco, and Barcelona, Spain, where they performed five concerts and sang sections in one mass. Accompanied by alumnus and assistant to the choir director, Robert Aldrich and choir director, Fr. Bede Camera, O.S.B, the 32 students completed the choir’s fifth trip to Europe on March 4. Previous choir groups have performed in cities such as Vienna, Prague, Rome, Zurich, and Paris. Photos from the trip can be found on the college’s Flickr page.

Rumford Native Molly Thomsen Named Lake Forest College Athlete of the Week

The junior pitcher picked up two victories during the team’s spring break trip. Lake Forest, IL - Lake Forest College softball player Molly Thomsen (Rumford, R.I./St. Mary Academy) was named Forester Athlete of the Week on Thursday for her performance in the team’s final six contests at the Rebel Spring Games in Florida. Thomsen, a junior pitcher, posted a 2-1 record and 1.47 earned run average during the final three days of the trip. Thomson pitched all seven innings of a 4-2 triumph over Wheaton College (Mass.) on Thursday. She struck out three batters, walked one, and matched a career-best by surrendering just four base hits in the contest.

Feinstein Challenge Continues for TAPIN

The Feinstein Challenge continues thru April 30, and TAPIN (Touch A Person In Need) is looking forward to counting many items toward a share of the funds. Each dollar donated will count toward a share on the fund, and each food item will count as $1 as well. Resupplying the Emergency Food Closet continues to be a challenge in itself so all donations will be doubly appreciated. Nonperishable items such as spaghetti sauce, pasta, tuna, cereal, soup, beef stew, spam, peanut butter, mac and cheese, baked beans, vegetables, powdered milk, tea, coffee and other drinks and snack items are very gratefully received by East Bay area clients. Currently there is a great need for sheets, blankets and comforters particularly in full, queen and king sizes. Also towels, flatware and pots and pans, dishes and glasses are in very short supply. Small household appliances like toasters and toaster ovens, coffee makers, blenders, and hand mixers are often requested as well. Children’s spring clothing in sizes infant thru 14 will be most welcome, but please hold winter clothes for next fall, and summer for next month. All donations may be dropped off the agency located in the lower level of the Library building on County Rd. during regular office hours of 9 to noon, Mon. thru Fri. Holliston, MA- On March 10 & 11, 2012 Bayside United U11 Girls Stompets and their coach Stacey DeCastro played and won an impressive four games over two days on the Holliston Youth Soccer Fields to take first place in the U11 Girls Tottenham division. This team has players from all over RI from the following cities/towns: Cumberland, Lincoln, Coventry, East Providence, Johnston, Warwick and Seekonk, MA. The Scorpion Bowl The 2012 Scorpion Bowl was the 5th Annual pre-season event taking place over two weekends in March. The event is host to over 430 teams from all over the Northeast featuring teams ranging in ages from U10-U18. Bayside United Bayside United Premier Soccer Club, established in 1997, is a competitive youth soccer club serving Rhode Island and Southeastern Massachusetts. Bayside United is a member of Massachusetts Youth Soccer which is recognized by the United States Soccer Federation. Bayside United runs under the direction of its originator, Coach Stacey DeCastro, providing an advanced program of coaching and competition to help student-athletes reach the highest level of soccer and academia. Bayside United currently has teams that compete in the Sub-Region Premier League, MAPLE League and the Massachusetts Soccer Conference League.

See more photos at www.reportertoday.com The smell of popcorn and pizza along with red and white balloons arched over a birthday cake with red and white table clothes made for a bold entrance into the schools gymnasium that was transformed into a Dr. Seuss world created by the Hennessey PTA board, Teacher Mrs. Saunders assisted by other Teachers, Students, Parents, Volunteers whom all came together to celebrate and eat cake in honor of Theodor Seuss Geisel, better known for his pen name, Dr. Seuss. Although red and white are the schools colors this particular Friday red and white worn by teachers and students was for a different reason. Celebrating Read Across America red and white shirts along with pajama bottoms was the scene where each child sat with their pizza and popcorn and listened to the proclamation read by guest Mr. Tsonos (the school committee chairman) and a story being read to them by special guest reader Mrs. Natasha Axelton as their red and white Dr. Seuss hats towered their little bodies. The children incorporated fun and reading by creating hats, cat faces, and creating bookmarks to continue their reading at home in their favorite books. The night became a great success to show that reading can be fun and enjoyable as the PTA helps reinforce reading with an afterschool event that included creative ways to engage and encourage reading. It brought together a community to stand active in reading to our children. Although this evening was not welcomed an end it was completed with PTA raffles that included Dr. Seuss items to be taken home as additional goodies with their crafts created that night. What better way to celebrate Dr. Seuss’s success and birthday for creating stories with lessons that carries on through our lives, its stories that are read as a child and messages that are passed onto our children.

East Providence, RI – On Friday, March 23, 2012, 30 students from Bay View Academy along with students from Hendricken, LaSalle Academy, The Prout School and St. Raphael Academy held their annual Homeless Sleep Out in order to raise awareness about the issue of homelessness in Rhode Island. The students gathered at the Cathedral of SS. Peter and Paul at 7pm on Friday evening. Before going outside to sleep, they heard a presentation by a panel from Voices of Homelessness Speakers Bureau of the RI Coalition for the Homeless and watched a film on the issue. They then attended Mass con-celebrated by the chaplains of the participating high schools. In addition, the group assembled personal care packets to be donated to Emmanuel House, a shelter and day program of the Diocese of Providence, and wrote letters to legislators advocating for affordable housing and bills in the Legislature aimed at preventing homelessness. They have also raised money, through pledges and donations, for the Keep the Heat On Campaign.

Career Day

The Guidance Department at Martin Middle School held their annual Career Day for all eighth grade students on Tuesday, March 27, 2012 from approximately 8:00 am until 9:30 a.m. The morning began with coffee and pastry in the cafeteria at 7:30 a.m. The students were given the opportunity to interact with people from different careers and to understand what qualifications and education are needed to be in that particular profession. Students were able to ask questions about the speaker’s career as well as to look at different props from their jobs. We hope the students left knowing that with education, hard work, and determination they will be able to be successful in whatever career they wish to pursue. This years guest speakers were: Dr. Leah Adams; Mr. Donnelly, photographer; Mr. Salisbury, firefighter, Ms. Printer, Hair Essentials; Ms. Gonsalves, massage therapist; Mr. Reed, Textron Corporation; Ms. Mazyck, ETS Coordinator; Ms. Carlson, Artemis Project from Brown University; Mr. DeJesus, New England Pest Control; Mr. Botelho and Ms. Farrell from General Dynamics/Electric Boat; Mr. Lallier and Ms. Siegel from Hasbro. EPHS DECA Club Spreads Awareness

The EPSH DECA Club participated in a month-long advocacy campaign in February to increase awareness of the club and its activities. DECA is a national organization for students interested in business, marketing, entrepreneurship, finance, and hospitality. Awareness activities included community service projects at local non-profit organizations, visits with city and state government officials, and networking with student groups at the High School. Earlier in this school year, the EPHS DECA club received the “Diamond Level Award” for significantly increasing student and business partner membership, and achieved the highest level – “Summit,” – for their outreach activities during national DECA Week. In March, club members will participate in statewide DECA competitions at the 2012 RI DECA Career Development Conference.

Head Start Enrolling Throughout the East Bay

EBCAP Head Start is now enrolling income eligible children from birth to five throughout the East Bay area of Rhode Island. Program offerings include: free half day classroom services for preschoolers; free home based services for pregnant women and families with infants/toddlers; and child care for infants, toddlers and preschoolers. We offer assistance to families applying for the RI DHS Child Care Certificate. All programs include the following services: learning activities for young children, parent groups, family fun activities, parenting courses, healthy meals and snacks, family goal setting supported by Head Start staff, health and dental screening, dental services and more. All services are provided to support low-income, at-risk families to support their children so they are ready to learn and succeed in kindergarten and beyond. EBCAP Head Start is operated as part of East Bay Community Action Program, a private, nonprofit organization providing health and human services in the East Bay area for the past 40 years. Head Start sites are located in East Providence, Warren, Newport, Middletown, and Tiverton. EBCAP Head Start does not provide transportation, however, staff will assist families to understand and access transportation options through the following services: Provision of information about RIPTA bus passes, routes and other services. Individual assistance with transportation issues such as flexible scheduling and alternative site placements. The Diocese of Providence Catholic Youth Ministry and Scouts Awards Celebration was held on Sunday, March 11, 2012, at the Cathedral of Saints Peter and Paul in Providence. The Most Reverend Thomas J. Tobin, Bishop of Providence, was the Celebrant and Homilist. Music was provided by the Prout School Chorus. Casey Duckworth, Molly O’Brien, and Emily O’Connell from East Providence Girl Scout Troops 157, 482, and 475, respectively, were the recipients of the 2012 Marian Medal. The purpose of this national awards program is to provide the recipients with a unique opportunity to develop new insights into herself, friends, family and the world around her. They have the opportunity to look at their values, their approaches to life, their relationship with God and their understanding of the Virgin Mary. More importantly, they have the opportunity to grow in an understanding of their Catholic faith and its traditions. It takes approximately 1 year to complete the projects and activities required to earn this award. Casey, Molly, and Emily would like to extend a special thank you to Tamara Primmer, Director of Religious Education for St Brendan’s Church in Riverside, for serving as their adult moderator.

Girl Scouts of RI Has New CEO

On August 22, 2011, Jean-Ann McGrane became the new CEO of Girl Scouts of RI. She replaced Jan Feyler who retired after seventeen years of service as CEO. Jean-Ann was President of J.A. McGrane & Associates, a consulting organization in Gardner, New York, specializing in conservation and economic development issues. She also served as City Manager of the City of Newburgh, New York for five years and at the New York State Department of Environmental Conservation where she served as Regional Director. Jean-Ann holds a Juris Doctor degree from Rutgers University, a Master of Science degree in Public Health from the University of Illinois and a Bachelor’s degree from Wellesley College.

Legislators Join The Girl Scouts To Celebrate Century Of Scouting

Vigorous Mind Brain Wellness

At the end of July the Vigorous Mind Program will be up-graded to give our members more. This will require all members to have a new user name and password as well as a short review of the new system. Please come to the Administration Office to schedule a short training. You will like the new program. Vigorous Mind is a brain wellness program. It is a scientifically based software product offering users a broad brain exercise program that trains multiple cognitive functions. The program includes a set of brain exercises that trains attention, memory, processing speed, language, number skills, multi-tasking, reasoning, hand-eye coordination as well as other critically important brain skills. The system adjusts the level of difficulty to your level and lets you view your results and progress over time. Computers are available daily at the center.

Monday, April 30th • 2pm to 4pm On the last Monday of every month, two students from MTTI career training school will assist any member with computer questions. These volunteers will try to resolve your computer problems, and help you with a computer course you may be taking. The students will be in the computer lab.

Fitness Center

Our fitness room is open Monday through Friday 8am - 4pm. The fitness room consists of treadmills, recumbent bikes, an elliptical stepper, hand weights, and six dual weight machines. Other features include a matted floor, mirrored walls, water, stereo, and cable TV. You must have approval from your physician to participate in this program. Forms can be obtained in the Administration Office. The fee is $35 for a one year membership.

Senior Center Library

The library is a very warm and lovely place for people to choose a good book and read in a nice quiet area. We continue to receive many donations of new and current books. These donations have truly enhanced the quantity of our library. We also have current magazines for your enjoyment. The book club meets on Monday afternoons. New club members are welcome.

Dining Guide Play with Your Food...

Hello, I’m Angela Hall and welcome to “Play With Your Food”…because cooking should be fun! April holds special meaning for me, my birthday is April 9th and the birthday of my dear friend Patricia Coburn was April 21st. We always called it our “Birthday Month”. We would plan for each other little birthday treats, for example, once she gave me a gift card for a 30 minute Chinese foot massage from a place located in the Swansea Mall. That was wonderful! She always had great ideas for gifts. My dear friend Pat passed away unexpectedly October 21, 2010. She was a long time resident of Rehoboth. She shared a home with her husband, Bill Jimmis. She loved Rehoboth. She would tell a story of “hunting” the area looking for just the right house. I believe she found it. Pat Coburn was a foodie like no other. She was a brilliant chef and throughout the years had feed thousands of people. For many years she was the chef for the site crew at Grey Fox Bluegrass Festival, originally located in Ancramdale, NY and now in Oak Hill, NY. That was a complicated job but she did it well. Offering local and healthy choices prepared from a makeshift kitchen set up. When I moved to Rhode Island Pat was my guide in all things Southern New England. From Boston to Newport we would try all kinds of restaurants and eating establishments. Including the Seafood Festival in Charlestown, RI. Where she introduced me to the joy of fresh raw oysters. I was a little shy about them at first, but as she pointed out, “it’s the RI Fishermen’s Association, they are not going to serve bad oysters” She was right, as usual. She was right about many things and I’m gland she taught me well. I miss my friend and will miss her more in the month of April, but she is with me everyday in all that I do. She was my sister, my mother, my mentor, my friend and I loved her very much. I am going to feature a pasta recipe that, although not specifically hers, it’s a style of cooking she would have made often. As far as her recipes go she, like many of us that take pride in our special dishes, did not share. When pressed to share a special recipe she would comply but often would leave out something, that little something that made it her own. She would, however always share a technique or ingredient that might be used to enhance a dish. Additionally, I want to share with you a family recipe for Easter Cookies. My sister and I have been making these for many years and have often included them with Christmas cookies. Mrs. Condello’s Easter Cookies, I don’t know who Mrs. Condello is but my mother acquired it years ago. 4 servings/approximately 35 minutes 4 tablespoons extra-virgin olive oil, divided 3 garlic cloves, peeled, flattened 1 medium onion, chopped 3 ounces thinly sliced pancetta, chopped 1 teaspoon fennel seeds, crushed ¼ teaspoon dried crushed red pepper 1 large bunch broccoli rabe, stems sliced ½ inch thick, tops cut into 2-inch pieces 1 cup water 1 8.8 ounce package dried pappardelle pasta 1 cup freshly grated Pecorino Romano cheese ½ cup pine nuts, toasted

Heat 2 tablespoons oil in heavy large skillet over medium-high heat. Add garlic and cook until golden brown, stirring frequently, about 3 minutes. Discard garlic. Add onion, pancetta, and fennel seeds to skillet; sauté until onion is tender and pancetta begins to brown, about 8 minutes. Add dried crushed red pepper, then broccoli rabe stems and cook 4 minutes to soften slightly, stirring occasionally. Stir in broccoli rate tops, sprinkle with salt and add 1cup water. Cover and cook until stems and tops are tender, about 5 minutes. Season to taste with salt and pepper. Meanwhile, cook pasta in large pot of boiling salted water until just tender but still firm to bite, stirring occasionally. Drain Pasta, reserving 1 cup cooking liquid. Add pasta to skillet with broccoli rabe and stir over low heat to combine, adding reserved cooking liquid by tablespoonfuls to moisten if necessary. Stir in remaining 2 tablespoons oil and 1 cup cheese. Season to taste with salt and generous amount of pepper. Transfer to large shallow bowl. Sprinkle with pine nuts and serve, passing additional grated cheese separately.

MRS. CONDELLO’S EASTER COOKIES

6 large eggs 8 tablespoons (1 stick) butter, softened 1 ¼ cups sugar 2 teaspoons vanilla ¼ cup plus 2 teaspoons vegetable oil 6 cups unbleached flour, sifted 5 teaspoons baking powder Preheat oven to 350 degrees. Lightly grease or non stick spray cookie sheet In a large bowl combine eggs, butter, sugar vanilla and vegetable oil with a hand mixer or wooden spoon, until well blended. Sift the flour and baking powder together and add to the egg mixture, about on cup at a time, mixing with your hands until soft but no longer sticky dough is formed. Transfer to dough to a floured surface and kneed for about 5 minutes. Spoon dough into balls and arrange on prepared cookie sheet. Bake about 10 minutes to start checking cookies until done. Cook then top with vanilla icing.

1 ¼ cups confectioner’s sugar 2 tablespoons milk plus more as needed 1 teaspoon vanilla In a small bowl combine the confectioner’s sugar, milk and vanilla, stir until smooth. Add additional milk as needed to make a thinner icing.
